Iowa has plenty to offer pilots, andsummer is a great time to visit airportsand many of the fly-ins that are hostedthroughout the state. All the ones weknow about are listed on the calendar ofevents on iawings.com. If we don’t haveyours listed, contact Michele Rouse [email protected] or call515-239-1691. One of the most talkedabout fly-ins in our state is “FLY IOWA.”FLY IOWA is an annual fly-in andaviation fair that rotates across the state.It is designed to promote aviation and itsmany benefits to Iowa and use aviation asa motivating force to encourage science,math, and technology education amongIowa’s youth.

FLY IOWA is sponsored by the IowaAviation Promotion Group. This yearFLY IOWA 2003 will be held in CedarRapids July 5-6. FLY IOWA attractsclose to 10,000 visitors each year. Weexpect that number to more than doublewith the Centennial of Flight themeevents planned. This year our office willbe bringing a half-scale model of theWright Kite Flyer. Students from theAerospace Engineering Department atIowa State University and Ames HighSchool students built the kite. Twostudents will be present and attempt toput the kite in the air.

The Office of Aviation generates anew airport directory every two years.We are very excited about this year’spublication. The new directory gave usan opportunity to promote 2003 as theyear of the “Centennial of Flight.” Wealso responded to the feedback wereceived and included more informationabout not only the airports, but attrac-tions in the surrounding areas as well.The directory is a more useful guide forpilots who fly to Iowa airports. The 2003– 2004 Airport Directory is now avail-able. If you would like a copy, pleasecontact Michele Rouse at 515-239-1691or [email protected].

If you would like to explore aviationin Iowa you can do so by flying into theCouncil Bluffs Municipal Airport andvisiting the Commemorative Air ForceGreat Plains Wing Museum. You can alsofly to the Greenfield Municipal Airportand visit the Iowa Aviation Museum /Aviation Hall of Fame to learn moreabout the history of aviation in Iowa. Ifyour airport has an on-site attraction, letus know.

Summer is also the time of year forcamps. Again this year, the Office ofAviation will be a sponsoring partner forthe Youth Aerospace Education Campand two Aerospace Education CouncilTeacher Workshops. Both of these eventswere great successes last year. The teacherworkshop was so successful, a second onewas added this year.

The kids’ camp will be held June 15-18 at the Madrid 4-H Camp and is foryoung people 9-12 years of age. The kidswill build and launch rockets, designrobots and learn about DNA. Also, toursof the local airport are planned. You canlearn more about the camp by visitingwww.extension.iastate.edu/4hcenter.

The teacher workshops will be heldJune 10-11 in Sioux City and July 1-2 inCedar Rapids. The workshops provideteachers with materials and ideas forinclusion in their science classes. TheAerospace Education Council, in associa-tion with Iowa State University’s E-SETprogram, conducts the hands-on work-shops.

This is a great time of year to takeadvantage of the resources your localairports have to offer. Your local airportcould be used to host fly-ins sponsoredby local organizations wishing to raisemoney for a good cause, host meetings, orhost field trips for youth groups topromote careers in aviation. Check withyour local airport manager to see what isavailable.

I look forward to seeing you all at FLYIOWA 2003 and other air shows aroundthe state.

2003 AviationConference planswell under way

Aviation issues continue to becritically important to communities. It isvery important that Iowa’s aviationcommunity is aware of, and proactivelyaddresses, all these issues. The corner-stone event for this to happen will be the2003 Annual Aviation Conference. Wehave assembled a great group of peoplefor the planning committee who will setthe conference agenda. By the time thisarticle is printed they will have had theirfirst meeting. One of this year’s mainthemes will be the Centennial of Flight.

As with all endeavors, the conferenceneeds financial support from all stake-holders to ensure success. We know thateveryone is busy, but we need for you tostart thinking about what role you canplay in the success of the conference.

Sponsorships and vendors are the realbackbone of the conference and critical toits success. Of course, delegate atten-dance is essential and we have kept theregistration fee low. Lastly, we alwaysneed qualified speakers willing to presentin their area of expertise.

Whatever you can do to help ensurethe success of the 2003 Iowa AviationConference will be greatly appreciated.We hope that you will set aside Oct. 16-17 to attend and start planning your levelof participation now. The conference willbe held at the West Des Moines Marriott.(See the insert in this issue to register.)

Aviation Association Update

Iowa Aviation Promotion Group(IAPG) Plans Active Summer

Summer is supposed to be a slow-down, kick back, and relax time. Not sofor IAPG. Activities include FLY IOWA2003 at Cedar Rapids, two workshops forteachers in instructing on aviation andspace, and a Youth Camp, “Travel YourUniverse: Rockets, Robots, Airplanes,Stars, and DNA!” These projects all havethe footprint of IAPG and its AerospaceEducation Committee.

IAPG, working with Iowa StateUniversity Extension, the Iowa SpaceGrant Consortium, Experimental AircraftAssociation, Federal Aviation Adminis-tration and Iowa DOT’s Office of Aviationwill help make all of these projectshappen. The two teacher workshops areset for June 10 and 11 at Sioux City, andJuly 1 and 2 at Cedar Rapids. Bothworkshops feature a day of class work andan airport field trip visiting such facilitiesas FAA control towers, airport operations,and fixed-base operators (FBOs). It isanticipated that 25 teachers will beenrolled in each workshop.

The youth camp will enroll up to 50youngsters, ages 9 through 12, and willbe held at the 4-H camp in Madrid, June15-18. A field trip to the Boone Airport isset, with tours of the Iowa Army NationalGuard Aviation Facility and CY Aviation,the Boone FBO. The Central IowaBusiness Aviation Association corporatepilots will bring several interestingaircraft for the youngsters to tour. And theExperimental Aircraft Association YoungEagles program will offer each kid a shortintroductory flight.

The capstone of IAPG activities isFLY IOWA 2003, set for Saturday andSunday, July 5-6 at the Eastern IowaAirport in Cedar Rapids. Since 2003 isthe Centennial of Powered Flight, manyspecial activities are planned, includingan art contest, a science project competi-tion, fly-in breakfast, hanger dance, manystatic displays, and flight demonstrations.Admission is free to the general public.The Iowa Aviation Promotion Group is a

major sponsor of FLY IOWA, providingseed money and other assistance to theCedar Rapids FLY IOWA 2003 Commit-tee. FLY IOWA 2003 promises to be oneof the best events ever, showcasing thebest of Iowa aviation.

None of the above events can happenwithout an enthusiastic membership ofIAPG. The group is seeking to increase itsmembership and get more aviationindustry companies on board, as well asindividual memberships. Corporatememberships are $100 annually andparticipating (individual) memberships$20.

Iowa Space Grant ConsortiumA math teacher at Lansing Middle

School in Eastern Allamakee CommumitySchool District has won a World SpaceWeek Educational Award from the

Spaceweek InternationalAssociation.

Gertie Monat, whoseeighth grade class scoredthe highest for the middleschool category in theIowa Space Week ScienceChallenge, was recog-

nized and received a $500 grant toimprove educational resources at herschool when she attended the WorldSpace Week Educational Awards in lateApril near Washington, D.C.

Winners were selected on the basis ofthe educational projects they did as a partof World Space Week 2002. The IowaSpace Week Science Challenge wassponsored in part by the Iowa SpaceGrant Consortium and open to allK-12 classrooms in the state. Contestantslistened to special editions of the Earthand Sky radio program broadcast byWHO Radio during Space Week, Oct. 4-

10 and did special classroom scienceactivities based on the broadcast topic.They then took a quiz (for the categoriesof K-3, 4-8 or 9-12) based on the contentof the radio programs and supportingactivities. The winning classroomreceived a prize package totaling $5,000and the winner of each level won aclassroom telescope.

Monat has also been asked by theSpaceweek International Association toserve as an “ambassador” this comingyear to help promote World Space Weekto teachers in her region directly andthrough the media. Monat teamed upwith science teacher Gary Bottorff for theIowa Space Week Science Challenge.

Nebraskanis first!

Vernon Goff of Omaha, Neb., becamethe first Experimental Aircraft Associa-tion (EAA) member to receive specialrecognition for completing a homebuiltaircraft during aviation’s centennial year.He finished a GlaStar I that will make itsfirst flight during 2003.

Goff (EAA #556507) received acertificate of accomplishment plus alimited-edition centennial data plate forhis aircraft, where he can list the make,model and serial number of the airplaneas required under Experimental/Amateur-Built regulations. He received his specialairworthiness certificate from the FederalAviation Administration (FAA) Dec. 17,2002 - the 99th anniversary of the Wrightbrothers’ first flight.

“We know that this centennialhomebuilt will be the first of many thatwill take to the sky during this specialyear in aviation,” said EAA ExecutiveVice President Bob Warner. “By buildingand flying their airplanes, these EAAmembers help maintain the legacy of theWright brothers, the first successfulhomebuilders.”

Young people and families canexplore the fascinating world of flight asthe nation’s longest-running aviationcamp, the EAA Air Academy, presents acomplete schedule of residence programsthis summer.

This year’s program schedule willbegin June 21 and end Sept. 1. Theindividual camps range from three to ninedays, and are designed for youth ages 12-18 and adults.

Five distinct programs are offered atthe EAA Air Academy. Three are de-signed specifically for young people: ThePrimary Aviation Fun Camp for 12- and13-year-olds; Intermediate AviationExperience Camp for those 14 and 15years old; and the Advanced AviationLeadership Camp for ages 16-18. Inaddition, a Family Fun Flight Camp isscheduled for July 3-6, and a First FlightCamp for youth and adults will have twosessions in August. All sessions are basedat the EAA Aviation Center and new AirAcademy Lodge in Oshkosh.

“Since 1984 the EAA Air Academy hashosted thousands of young people fromaround the world, launching them on theirown voyages of self-discovery andaviation adventure,” said Chuck Larsen,executive director of residence educationfor the EAA Aviation Foundation. “Eachparticipant will learn that the sky is notthe limit - it’s a beginning for aviationfun, adventure, friendship and knowl-edge.”

The EAA Air Academy programs,which are accredited by the AmericanCamping Association (ACA), are staffedwith instructors with more than 180 yearsof combined experience at the Air Acad-emy and more than 225 years of teachingand counseling background. The AirAcademy’s mission is to provide a funaviation learning experience and developbonds with other young aviation enthusi-asts.

This year’s Air Academy programsspecifically for youth include:• Primary Aviation Fun Camp (June 21-

25 or June 27-July 1). Designed forages 12-13, this introduction to theworld of aviation is fast-paced withplenty of hands-on activities. It alsoincludes ample recreation time,including the Air Academy LodgeChallenge Course.

• Intermediate Aviation ExperienceCamp (July 8-13 or July 15-20).These sessions for 14- and 15-year-olds include workshop activities and“in the air” experiences. Science andtechnology come together to expanda young person’s horizons and raisenew possibilities for their future.

• Advanced Aviation Leadership Camp(July 22-31 or August 2-11). Theoriginal Air Academy program foryoung people ages 16-18, thesesessions provide a first-hand experi-ence in recreational aviation on theground and in the air, designed toenhance the participants’ leadershipskills, as well as their love of flight. Itincludes participation at EAAAirVenture Oshkosh.

In addition, adults and familiescan enjoy two additional offerings:

• First Flights Camp (August 6-14 orAugust 17-25). Designed for ages 15-18, as well as adults, the camp focuseson successfully completing privatepilot ground school, and up to eighthours of dual flight training.

• Family Fun Flight Camp (July 3-6).An introduction to the world ofaviation, this family-oriented hands-on program presents the basics offlight and aeronautic concepts in a“science camp” format that is aunique combination of fun anddiscovery for aviation enthusiasts ofall ages. A wide variety of activitiesare offered to suit the interests of thewhole family over the Fourth of Julyholiday.

Among the aircraft that will be ondisplay are a B-17 Flying Fortress and B-24 Liberator, the planes that won the airwar in Europe during WW II. Also onhand will be the A-10 Thunderbolt II(Warthog), the air war hero of Gulf Wars Iand II. And you will be able to take a stepback in history and take a flight on theExperimental Aircraft Association’s 1929Ford Tri-Motor.

Other activities at FLY IOWA 2003will include aircraft fly-overs, exhibitsfrom the aviation world, fly-in breakfastson each day, a hangar dance and buffetSaturday night, and demonstrations bythe Cedar Rapids SkyHawks. Helicopterand planes rides will also be offered.

• “Wright to Flight,” an exhibition atThe History Center June 27 - Nov. 4.The exhibit features Linn County’slink to aviation history.

• Science Station/McLeod BusseIMAX Theatre will have aviationexhibits and show an aviation-related movie at the IMAX DomeTheatre.

• African-American Historical Museumand Cultural Center of Iowa willfeature information about African-American aviators.

tics recently reported that air cargomovement in the United States increased200 percent between 1980 and 2000.During the same period, Iowa saw nearly a600 percent increase in air freightmovement. As the world populationcontinues to grow, and the planet be-comes more of a global communitydemanding goods and services delivered“just-in-time,” we see air cargo playing amore significant role in our air transporta-tion system.

Iowa’s air transportation systemcontributes $834 million annually to thestate’s economy and supports nearly10,000 jobs. Cargo plays a large role inthat thanks to the forward thinkingexhibited in Iowa in the early 1980s.Planners at Des Moines International andEastern Iowa (Cedar Rapids) airportsstarted building dedicated cargo facilitieswhen carriers like UPS and FederalExpress came along. (While all Iowa

airports have seen significant increases,these two airports represent more than 99percent of the state’s cargo handling.)Before that, cargo was moved in thelimited space of passenger carriers.

Many smaller commercial airports andlarger general aviation airports arefinding cargo movement becoming moreprominent at their facilities. Studies showthat businesses purposely locate near

airports and many businesses are lookingto smaller communities. This, coupledwith Iowa’s central geographic locationand strong highway system, positionsIowa’s communities to capitalize on thisavenue of economic development.

Cargo movement has also becomevery high tech. The Unisys Corporationhas joined with Air Canada Cargo,Northwest Airlines Cargo and UnitedAirlines Cargo to form Cargo PortalServices. This is an internet-based portalthat allows companies to book andmanage shipments on line. Some 300organizations have shown interestbecause of the cost reduction potentialand the ability to improve customerservice.

As in most things, it is a “good news-bad news” scenario. Although modernaircraft have the capability to carry moreweight than planes in the past, there are acouple of situations that may negativelyimpact air cargo shipping in the nearfuture. The International Air TransportAssociation has submitted justification tothe U.S. DOT to change the volume-to-weight formula that has been used forcalculating air freight rates for more thantwo decades. Shippers fear this could leadto a rate increase that would result in lesscargo being shipped by air. Add to thisany new security measures, and whoknows what may happen. As with every-thing in aviation, new challenges arepresented all the time. You can bet theaviation community will step up, as italways does, to tackle these challengesand continue to make huge economic andquality of life contributions.

The board of directors of the Iowa AviationMuseum in Greenfield will commemorate the livesand extraordinary vision of the Wright brothers byinducting them as honorary members into the IowaAviation Hall of Fame.

Orville and Wilbur lived in Cedar Rapids whenthey were young. It is believed that it was duringthis time that their father gave them a toy thatprompted their experimentation with flight.

The selection committee also chose twonominees for induction this year. They areWalter Cunningham and Louis Schalk. Walterwas Iowa’s first astronaut and Louis was a testpilot who was the first to fly what later became

known as the SR71 Blackbird.The hall of fame induction ceremonies

Roy CrissThe 30-second commercial “Choose

to Use Iowa Airports” is being run as apublic service announcement on KCCI(CBS) in Des Moines. It has aired 24times in the last month. (That is a value ofover $2,000 we received free.) The spotwas also submitted to KTIV in Sioux Cityand KCRG in Cedar Rapids.

Remember the brochure “Next Time,Why Not Fly?”? Well, it doesn’t existanymore. We renamed it, gave it a newlook and updated its contents. It is nowcalled “Explore Aviation in Iowa.” Ittouts aviation-related points of interest(such as museums) in the state. More than1,000 will be distributed at welcomecenters and rest areas. If you would like asupply to distribute in your area, contactMelissa Davis-Oviatt. Her contactinformation is on the back page of thebulletin.

We continue to grow our partnershipwith the Iowa Tourism Office. They haveadded a link to our Web site(iawings.com) from theirs(traveliowa.com). It is located under the“Contact” bar, then “Travel Answers.” Aspeople plan their travel events, they nowhave a way to include aviation. We sent100 of their new catalogs, which includeaviation events, to Michigan for theSpring Section Meeting of the 99’s. Thatsection covers 10 states, including Iowa.

We received a request from the KnoxCounty Airport in Ohio for some of ouractivity books. Seems if you go on lineand type in Aviation Color/ActivityBook, our Web site is the only one thatcomes up. Cool! Of course we sent them.We couldn’t rob third graders in Ohio ofthe opportunity to learn about aviation inIowa.

We created our own Centennial ofFlight logo to be used on materials weproduce celebrating 100 Years of PoweredFlight. (Actually, Michele Rouse workedwith Nola Barger in Graphics – and itlooks great!) The first place we used it wason a poster titled “Iowa Celebrates 100Years of Powered Flight.” It includes atimeline of events in Iowa aviationhistory. So far, we have distributed morethan 50 of the posters. They have receivedrave reviews and can be seen in museums,airports, chambers of commerce, librariesand the Historical Building in DesMoines.

The artwork of the state winners in theInternational Aviation Art Contest wasused to make a large display that willaccompany our travel booth to air shows,FLY IOWA 2003, conferences and theIowa State Fair. We estimate more than60,000 people will see it. When nottraveling, it is displayed at the DOT.

The Office of Aviation’s travelingbooth and the Rite Kite Flyer will makestops this summer at the Iowa State Fair,FLY IOWA 2003 and Wonder Week at theGrout Museum in Waterloo. The booth,by itself, will appear at the Quad City andOttumwa air shows.

When we consider all the possibleexposure, well over a million peoplecould see our materials and message. Atany count, the number of people that willsee our materials and displays will besignificant.

Learningto fly series

Television viewers can discover thejoy and accomplishment of becoming apilot through the new “Learning to Fly”series created for the Discovery WingsChannel by the Experimental AircraftAssociation (EAA) and its affiliate, theNational Association of Flight Instructors(NAFI).

The 13-part series, produced by EAATelevision, is the first program dedicatedto showcasing the steps in earning apilot’s certificate. Each half-hour episodefollows the challenges and achievementsof one student through each level oftraining with a flight instructor. Theseries also shows viewers what is in-volved in flight training and how theycan also take their first steps towardreaching their personal dreams of flight.

“We know that millions of peoplehave considered learning to fly, but havehesitated because they don’t know what’snecessary to reach that goal,” said EAAPresident Tom Poberezny. “EAA saw thisseries as essential to reaching thosepeople with solid information andencouragement. We hope through theseries, EAA can welcome many newpeople to the very fulfilling world offlight.”

Des Moines InternationalConstruction on the new cargo

building just southwest of the recentlyexpanded cargo apron began in May, withcompletion projected by the end of theyear. The 27,500-square-foot building isdesigned to accommodate two tenantsand will house a cargo sort area, adminis-trative offices, loading docks, storage areafor ground and aircraft maintenanceequipment, and will access the new cargoapron. This will more than double the aircargo space with over 36 acres on site.The $2.4 million project will be coveredwith revenue generated by a 15 percentIowa Department of Transportation grantand with revenue from future tenants.

We congratulate United Airlines on its76th anniversary here in DSM. UnitedAirlines has been providing air service atDSM International since July 1, 1927,providing local employment and airservice to many Iowans and numerousdestinations during that time span.

Monthly passenger traffic continues torise at the DSM International Airport. TheMarch figures of a 4 percent monthlyincrease over last year marks the eleventhconsecutive month that Des Moines hasshown a load level increase despite thenational declining trend in air service.Overall, the airport is experiencing a year-to-date increase of almost 9 percent with424,172 enplaned/deplaned, compared toa 389,845 total at this same time in 2002.

Des Moines will inaugurate a non-stopservice to Las Vegas with the addition ofAllegiant Air out of Las Vegas in June.Anticipation is great for this airline withadministration/operational offices inLas Vegas, Nev., and Fresno, Calif.Providing a year-round service to one ofIowa’s primary leisure destinations willease the sting of the termination of SkyWest’s operations in DSM.

America West Express/Mesa hasexpanded its service with two dailyflights to Phoenix, Ariz., on two larger,regional jets, a CRJ700 and a CRJ900coming in June. This represents not onlya 40 percent increase in load capacity, butalso an upgrade in quality with theinclusion of 12 first-class seats in theaircrafts.

Sioux Gateway Airport/Col. Bud Day FieldAirport Entrance/Discovery Boulevard

Work on the construction of the newentrance road, starting at the intersectionof Discovery Boulevard and the newairport interchange and ending at theterminal building roadway loop, hasstarted again. All grading, storm sewer,utility, and paving work has beencompleted. The contractors are currentlyworking on landscaping, lighting,sprinkler system installation, signage(monument and directional), striping, andsite restoration. The anticipated comple-tion date is the end of May.

I-29/Airport/Sergeant Bluff InterchangeWork continues on the I-29/Airport/

Sergeant Bluff interchange project, whichis reconstructing the current interchangeand modifying the alignment headinginto the airport. The state and contractorshave been blessed by moderate tempera-tures and snowfall this past winter.Bridgework is nearing completion with

the bridge pier supports and supportbeams installed. There are actually twobridges on the project, one that spans I-29and one that spans the Union Pacificrailroad tracks. Storm sewer work for theramps is in progress with paving startingshortly after this work is complete. Oncepaving is done, the new bridge will beopened on the north side and the southramps will be closed for reconstruction.The interchange project should becompleted in late summer or early fall.

Taxiway Alpha Construction/Reconstruc-tion and Petroleum, Oil and LubricantsRoad Construction

Construction work on the taxiwayproject in support of the Iowa Air Na-tional Guard conversion from F-16 to KC-135 air refuelers started in mid-April. Theproject includes reconstruction of aportion of Taxiway Alpha, constructionof a new portion of Taxiway Alpha,pavement of the Guard’s fuel farm accessroad, and building removal/site restora-tion of the former Mid America AirMuseum site. The project is anticipatedto be complete by September.

In January the mission of the 185th

Iowa Air National Guard based at theSioux Gateway Airport changed with thedeparture of the last five F-16 aircraft.The Guard hosted several hundred peopleat their main hangar in a departureceremony that allowed those in atten-dance to “reflect upon the past, and lookforward to (the Guard’s) exciting future.”The 185th received its first F-16 aircraft inDecember 1991, and with the F-16sdeparture the unit will not, for the firsttime in its 56-year history, be flyingsingle seat fighter jets. The new role ofthe Guard will be to fly KC-135 refuelingtankers, the first of which arrived in April.By the end of the year, the 185th shouldhave a total of nine tankers based at theairport.

Southeast Iowa Regional2003 gets off to a flying start for BRL

Although Southeast Iowa RegionalAirport is far from its commercial capac-ity, boarding numbers and passengercomments have officials smiling thisspring. For years, BRL has fought“leakage” – loss of commercial passen-gers who live or work in the area, butchoose to fly from more distant airports.Now, people are beginning to agree that itis a waste of valuable time.

One such patron is a long-timeBurlington chiropractor who recentlyconfirmed plans to take his entire staff toDallas for a seminar. Being able to useour local airport allows him to seepatients all morning and fly out in theafternoon, which he could not do if hehad to drive somewhere else.

Time is also of the essence to regionalfactories. When a customer calls, theyneed to get out fast. BRL is convenientfor them, and more important, convenientfor their customers.

Leisure travelers are also turningincreasingly to the region’s own airport.Once you get on in BRL, there’s no morebaggage inspection, no more personalchecks. You’re cleared all the waythrough. Many have found Burlington tobe the most convenient and economical.Many flights have been full in recentweeks, and that’s the way we like to se it.

Long-term lease-build programgets first taker

A local hangar tenant has become thefirst to accept an Airport Authority offerof a long-term lease on BRL land inexchange for the right to install a custom-built facility. The construction isexpected to start in May and the tenantwill enjoy a 25-year lease on the property.Several parties have expressed interest intenant-built facilities since the AirportAuthority opened the topic for discussionlast October. The concept arose as a wayto develop “new” airport land south ofthe airport office and west of the newmain taxiway.

New directional signs have beeninstalled along Wright Brothers’ Boule-vard and the airport’s new entrance to aidin directing visitors. Street signs will soonbe installed, designating each road with aname taken from the aviation community.The names will include Arthur CollinsParkway, Beech Way and Cessna Place.Monument signs with the airport’s namehave also been placed along the entranceroad.

Landscaping work along the entranceand exit roads of the airport has begun.The Cedar Rapids Garden Club hasoffered to provide all landscaping design,materials and installation for those areas.Trees have been planted along theentrance and exit, and further landscapingwill be done in the entrance median andon both entrance corners.

Other work being done at this time atthe airport includes the extension ofrunway 13/31. This extension will takethe runway from 5,700 feet to 6,200 feet,and will be completed in late spring orearly summer.

In April, Airport Director LarryMullendore received notification fromIowa Senators Chuck Grassley and TomHarkin that the airport will receive $2.9million from the Federal AviationAdministration. The funding is throughthe Airport Improvement Program andwill be used to improve a general aviationtaxiway and install a runway guidancesystem at the airport. The total cost of theproject is $3.2 million.

Mason City AirportMason City Airport Commission and

Northwest Airlink Planning officialsrecently met to discuss improved airservice for Mason City. The addition of aflight to the current airline schedule wasdiscussed as part of the Air Service 21Pilot Program awarded to Mason City.Airport Commission officials willcontinue to work with Mesaba Airlinesand the U.S. Department of Transporta-tion to ensure the pilot program issuccessful now and in the future.

The Airport Commission recentlysubmitted its Commercial ServiceVertical Infrastructure Work Plan for FY2004 to the state for various projects atthe airport. One project involves theremoval of two buildings to allow forfuture hangar development.

A new 1,500-gallon airport aircraftfirefighting (ARFF) vehicle is scheduledto be purchased this year, upon therecommendation of the Federal AviationAdministration certification inspector.

Dubuque Regional AirportWant a little less stress when travel-

ing? Try this. Recently, the DubuqueRegional Airport announced the initia-tion of Prepaid Airport Parking. Log ontothe airport Web site at flydbq.com wherepassengers can pay airport parking fromthe convenience of home or office prior toarriving at the airport.

Dubuque Regional Airport is planningto purchase two new pieces of snowremoval equipment: a liquid de-icingtruck and a 16-foot runway broom with ablower unit.

On April 29, Dubuque hosted theMARFT (Mobile Aircraft Fire RescueTrainer). Participating with Dubuque’sAirport Aircraft Rescue Firefighters weremembers of the Dubuque Fire Department,Key West Fire Mutual Aid and studentsfrom the University of Dubuque.

The Experimental Aircraft Associationwill be holding its annual fly-in breakfaston Sept. 7, at the Dubuque RegionalAirport.

Fort Dodge Regional AirportThe Fort Dodge Regional Airport held

an FAA-required full-scale disaster drillon Friday, April 25, at 6 p.m. It was thefifth disaster drill conducted at the FortDodge Regional Airport. Previous drillswere conducted in 1992, 1994, 1997 and2000. As in past drills, the objectiveswere to test and improve emergencypreparedness. The exercise was intendedto allow cooperating hospital, fire, police,area volunteer fire and rescue departmentsand emergency preparedness offices, aswell as airport personnel, to practiceemergency roles in response to a simu-lated aircraft emergency.

This year they had an added elementthat dramatically enhanced the realism ofthe drill. A MAFT (Mobile Aircraft FireRescue Trainer) unit from the Universityof Missouri, Fire and Rescue TrainingInstitute, Columbia, Mo., simulated theaircraft involved in the drill. This was thefirst time the unit had been brought toIowa. This unit used propane to simulateaircraft fires, which was controlled by apanel operated by a qualified member

The unit was able to simulatedifferent types of fires associated withaircraft rescue, such as engine fires, wheelassembly, cockpit, galley, cabin, cargo,fuel spills, and flash over fires. Eventhough this was an airport disaster drill,this type of exercise tests the emergencypreparedness systems that would beactivated for all types of disasters, not justan aircraft disaster. The lessons learnedfrom an exercise such as this, providevaluable experience in the case of a realdisaster.

Eric and Diane Amundson ofHumboldt own and operate Fort DodgeFlight Support, the FBO at the Fort DodgeRegional Airport. The Amundsons have ason, Peder, who was diagnosed withdiabetes when he was in kindergarten.Since then they have been strong support-ers of diabetes awareness. In conjunctionwith the Plane Crazies Annual Chili Fly-in, the Amundsons organized an air showand airplane rides on Saturday, April 12,to raise funds for diabetes awareness.During the day, more than 200 peoplepaid a minimum of $20 each to take anairplane ride that lasted approximately 20minutes. About 15 pilots donated theirtime and use of their aircraft. The PlaneCrazies Flying Club donated the moniesto cover expenses for fuel, along withmaking the chili for the fly-in.

Air show bringsdiabetes awareness to Fort DodgeInsulin-dependent competition pilot among those flying for the cause

Michael Hunter of Wonder Lake, Il., isthe pilot of the aerobatic plane “Flight forDiabetes.” He is also an insulin-depen-dent competition pilot. He checks hisblood-sugar level at least five times a day.On air show days, he checks it at least 15times. Twenty years ago the FederalAviation Administration (FAA) said hecouldn’t fly, and they were right. Thetechnology was not available then forhim to be able to be a pilot. Today he isflying, but he is required by the FAA totest his blood-sugar level before he takesto the air. Hunter wants to show peoplediabetes is not a limitation and it can becontrolled. He wants children to believethey can be anything they want to be.

The event raised over $5,200 for the“Flight for Diabetes.”

Aviation Advisory Council Meeting

Dick BlumThe Aviation Advisory Council is a

diverse group of people representing abroad cross-section of aviation interestsin the state and region. This group meetsquarterly for the purpose of providing asounding board for, and input on avariety of topics. If you’ve followed thisseries of articles, you’ve probably notedthe wide range of discussions that havetaken place at these meetings, as well asthe diversity of the participants.

I represent the Iowa Aviation Promo-tion Group (IAPG), one of several associa-tions that are standing members of thecouncil. (You may know IAPG as thegroup that sponsors FLY IOWA.) Ourorganization is dedicated to the generalpromotion of aviation activity in thestate, with a special interest in educa-tional activities.

I have been flying for more than 30years and involved in Iowa aviation formore than 25 years. This is the third IowaDOT advisory group or committee onwhich I have served and I continue to findthe discussions meaningful. I still enjoythe challenge of finding solutions. I alsowas a member of the committee that firstplanned FLY IOWA in 1991. I was co-

chair of that event in Iowa City, and was acommittee member for the 10th anniver-sary of FLY IOWA, also in Iowa City.

Our meeting in Ames April 3 was thefirst to be attended by new membersDavid Maahs (Ames Chamber of Com-merce), Bill McGinn (Council BluffsAirport Authority), Jim White (JohnDeere), Tim Busch (Rockwell Collins)and Jeff Davidson (Johnson CountyCouncil of Governments), and KevinFoley (University of Dubuque).

After council members introductions,Michelle discussed the role of thecouncil, and term length. To maintaindiversity in the group and see that itrepresents all facets of aviation, we willkeep the terms at two years.

Michelle discussed the FY2003 Officeof Aviation goals. A handout listing thegoals was distributed to everyone present.

Special guest: Brian Crawford, anIowa State University Aerospace Engi-neering student, gave a presentation tothe group on the Rite Kite Flyer projectthat the Office of Aviation is sponsoring.

Two members of the building team and amember of the Office of Aviation willhave the flyer on display at the Iowa StateFair and in Cedar Rapids at FLY IOWA2003.

LegislativeState

It looks as if aviation will not receivea general fund appropriation, but theinfrastructure money appears to be fairlysafe.

Michelle encouraged the council tobecome actively involved in promotinglocal airports and the economic develop-ment role they play in their communities.Council members also suggested thatbusiness leaders be contacted to advocatethe need for the airport and its economicvalue to the city.

The council should help inform thebroad population of the state that generalaviation (GA) airports are economicdevelopment tools for their cities.

FederalSeveral handouts concerning federal

legislation were distributed: “2003Proposed Aviation Federal Legislation”that lists bills of interest, “FY2003Federal Transportation AppropriationsAct and Funding provided to Iowa,” and asection by section analysis of the“Administration’s aviation reauthoriza-tion bill.”

Kay Thede gave a legislative updatepresentation. She discussed the 2003appropriation, proposed legislation,reauthorization and non-primary entitle-ments.

Marketing UpdateRoy updated the council on the Office

of Aviation “Centennial of Flight” actionplan. Each member received a copy ofthe action plan, Iowa’s Centennial ofFlight Logo, a poster-size copy of Iowa’sAviation Timeline, and a poster-size copyof the art contest display that will betraveling around the state to several airshows and our annual aviation confer-ence.

updated this year. A selection committeewill interview firms and the AviationAdvisory Council will be used for inputand feedback during the process. A draftplan is expected in 12 months.

GA Security – Role of TSAMichelle informed the group that

Transportation Safety Agency (TSA) hasno jurisdiction over GA Airports, but TSArepresentatives will be going to the GAairports in their area and introducingthemselves.

will be Oct. 16-17, at the WestDes Moines Marriott. In March the Officeof Aviation sent out sponsorship andexhibitor information to all past sponsorsand exhibitors, and to some prospectivebusinesses. Program planning will becompleted in early May.

The date of the next meeting is June 6,at the Scheman Building, Iowa StateUniversity, Room 299, Ames.

took over theindustrialtechnologyprogram atBoone HighSchool 11 yearsago. The offercame with achallenge:

improve the overall curriculum. Thoughshe refers to herself as a shop teacher, hersuccess speaks volumes.

The first thing she did was secure a$5,700 grant from the Iowa Space GrantConsortium. With this she purchased aspace capsule simulator as part of theaerospace program. Then, someone askedher about starting an aviation educationprogram. It was a natural progression“with all the support from the localairport and National Guard,” she says.Today, she teaches an 18-week coursethat averages 12-24 students.

The full semester class, open to anystudent in grades 9-12, is a nice balanceof in-class learning and hands-on experi-ence. Here are the basic course elements:

Math for Aviators – Tiala got thecourse materials from Indian HillsCommunity College in Ottumwa. (“Forhigh school students, this stuff can bepretty dry, so I try to make this as hands-on and fun as I can,” she explains.)

Wing Building – The students usetheir own wind tunnel (on loan from IowaState University) to build and test wings.Then, they go on line to a NASA site tocompare their results with the pros.

Kite Building – Here, they learn theprinciples of lift and drag.

Principles of Takeoff and Landing –Speed, thrust and vertical rate of climb arethe subjects.

Weight and Balance of Aircraft –Tiala uses everyday items like rulers andpaper clips to teach the principles offulcrum point, distribution and balance.

Building a Plane – Students buildtheir own planes during the semester,applying the principles as they learnthem. Molded fiberglass, Styrofoam andcardboard are commonly used.

To pass, each student must haveconducted at least three test flights onhis/her plane. To the instructor, a success-ful flight is not as important as knowing

why the plane failed and how to fix it.Tiala explains, “I insist they use properterminology and explain why the planeworked well or not. What went wrong?Did it fly as you predicted? Learning isthe ultimate goal.” Of course, Sylvia Tialais thrilled when all the planes fly success-fully!

Sylvia has created a working coopera-tive with Indian Hills CommunityCollege (IHCC). Any student, who passesher class, can take one credit with them tothe IHCC aviation program. From there, astudent can transfer to Southern IllinoisUniversity and finish a degree in aviationmanagement.

Sylvia Tiala faces the same challengesas other teachers: unmotivated students,pupils who don’t pay attention, and neverenough budget for supplies. She also hasher share of successes. Many of herstudents enter (and win) the Aviation Art/Essay Contest sponsored by the BooneMunicipal Airport. Former student JoshMoore is now a commercial pilot, whilealums Marty Palmer and Theresa Fehrhave gone on to be aviation mechanics.

After 11 years and all of this, youwould think that Sylvia Tiala would reston her laurels. Wanna bet? She told us, “Ihear a guy is going to start certifyingpilots over the Iowa CommunicationsNetwork (ICN). It will take a year tocomplete the training. We have an ICNstudio. I wonder if…”

On April 1, at the monthly AviationBoard meeting, John Cunningham,director of Local Partnerships for the IowaConcrete Paving Association, presentedAviation Director Bill Flannery with aplaque in recognition of the paving ofrunway 5/23 extension. The projectextended the runway further southwest to9,003 feet and moved the northeastprotection zone about 700 feet to reducenoise levels near the commercial/residen-tial side of Fleur Drive. The project wasbuilt by Flynn Company, Inc. ofDubuque, with engineering servicesprovided by the City of Des Moines. Itwas voted as “Best Built in Iowa” during

Runway extensionlands award for DSM International

2003 in the commercial airport category.Des Moines Mayor Preston Danielsrecognized Flanneryand the airport honor at the April 7Des Moines City Council meeting.

The runway was operational as of Dec.17, 2002, but work continues on taxiwaysP and R, with expectations to finish inJune of this year. A total of 273,120square yards of concrete will be used tocomplete the job. The paving awards arejudged on ride, construction site safety,overall quality, and other indicators ofcraftsmanship. Fifty-four paving projectswere nominated this year from all over thestate.

Timeless voicesof aviation

The exhaustive effort to collect oralhistories from the first century of poweredflight is now easier to access than ever, asthe “Timeless Voices of Aviation”project, created by the ExperimentalAircraft Association (EAA), now has ahome Web site that offers full details ofthe program.

The site, at timelessvoices.org, is anextensive overview of the program thatwas first unveiled during EAA AirVenture2002 in Oshkosh. Timeless Voices is amajor video history project of the EAAAirVenture Museum, to ensure that thefirst-person oral histories of thousandswho experienced aviation’s developmentare preserved for future generations offamily members, teachers, students,historians and others. The program is alsoan official partner of the Library ofCongress Veterans History Project, whichis recording the experiences of veterans,especially from the World War II era.

Along with collecting the aviationstories recorded from individuals through-out North America and around the world,EAA is recording Timeless Voices storiesat numerous venues during 2003, includ-ing EAA AirVenture Oshkosh and the Sun‘n Fun EAA Fly-In; the approximately 40stops of the 2003 B-17 “Road to KittyHawk” Tour; and six scheduled stops ofthe “Countdown to Kitty Hawk” Pavilion.In addition, a forum will be held April 3at Sun ‘n Fun for those interested intaping Timeless Voices stories in theirown communities.

“This effort is especially valuableduring this year, when we are celebratingthe centennial of powered flight,” Smithsaid. “By collecting these fascinatingoral histories now, we are insuring thatfuture generations will have access to thefacts and personal recollections ofaviation’s early years.”

THIS JUST IN!The Experimental Aircraft Association (EAA) has just announced that Shane

Vande Voort has been selected as the pilot to fly the Iowa flag to Kitty Hawk duringthe “50 Flags to Kitty Hawk” celebration. A pilot from each of the 50 states will flytheir state’s flag to Kitty Hawk to commemorate the Centennial of Flight. The flagswill become part of a permanent display. This is a joint venture between EAA andthe National Park Service.

Shane, a 10-year pilot, is the manager of the Pella airport. His father, Larry, willbe his co-pilot. Shane and Larry estimate the 869-nautical mile journey will takeabout ten hours in their Cessna 120. They plan to make the trip sometime in June.

What is FLY IOWA?FLY IOWA is an annual statewide fly-

in and aviation fair designed to promoteaviation and its many benefits across thestate of Iowa, and use aviation as amotivating force to encourage science,math and technology education amongIowa’s youth.

FLY IOWA historyFLY IOWA has been an annual event

since 1991. Recently, Fort Dodge,Waterloo, Iowa City, and Le Mars havehosted FLY IOWA. In 2003, FLY IOWAwill be in Cedar Rapids at the EasternIowa Airport July 5-6, and in 2004, FLYIOWA will be at Washington, Iowa. Inrecent years FLY IOWA has attractedcrowds of 6,000 to more than 20,000,more than 200 fly-in aircraft, and morethan two dozen aviation exhibitors.

Requirements to Host FLY IOWAThe Iowa Aviation Promotion Group

(IAPG) has identified the followingcriteria as essential to the success of astatewide fly-in and aviation fair based onits experience with past events and thegoals for FLY IOWA.

The host community and airportshould have:1. A local civic organization, committee,

or other group of persons experiencedin organizing large events requiringfundraising and extensive coordina-tion of resources and volunteers.

2. A hard-surfaced runway of 4,000 ormore feet in length.

3. Parking for 200 fly-in aircraft.4. An area large enough to accommodate

many static displays and an exhibitarea having at least 7,000 coveredsquare feet.

5. Adequate liability insurance coverage.6. Parking for up 2,000 automobiles,

preferably on or near the airport.7. Facilities to serve a crowd of 5,000

food and beverages and more than1,200 for fly-in breakfast.

In addition, IAPG specifies that NOADMISSION OR PARKING FEES becharged attendees of the event.

What will the Iowa Aviation Promo-tion Group provide?

The IAPG will provide the followingassistance to the host community:1. A workshop conducted by IAPG for the

host community and airport coveringthe essentials of organizing anaviation public event.

2. A manual and checklists for writtenoperational guidelines for an aviationevent.

3. Publicity for the event through theIowa Department of Transportationpublications.

4. IAPG will commit up to $10,000 to thehost community to reimburse thecommunity for event expenses. It isexpected that the host community willraise money to match or exceed theIAPG commitment.

5. Assist the host community in arrang-ing major aircraft displays andaerobatic performances, if requested.

What is expected of the hostcommunity and airport?1. Coordinate all local logistics of the

event including layout of vehicle andaircraft parking, signage, concessions,exhibits, electrical connections, etc.

2. Arrange for Federal Aviation Adminis-tration permissions, waivers, tempo-rary control tower, and other require-ments for an aerobatic show.

3. Fund raising to secure funds that atleast match the IAPG commitment andfor a budget adequate to conduct afirst-class event.

4. Arrange for aerobatic performances,static displays and aircraft demonstra-tions. IAPG will assist, if needed.

5. Publicize the event locally andregionally.

6. Provide adequate security, first-aid,restrooms and fire protection for theevent.

7. Provide or arrange for youth educationactivities related to aviation andspace.

8. Arrange for exhibitors from the fields ofaviation and space (including tradeassociations, manufacturers, flightschools, etc.)

9. Provide a contact person to work withIAPG in the organization of the event.

10. Provide IAPG a summary final reportof the event.

The Keokuk Airport received $250,000from facilities and equipment funds for aremote communications outlet.

The Essential Air Service (EAS)Program was funded at $113 million, thelevel of FFY 2002 funding. The SmallCommunity Development Program(funding to come from AIP) received atleast $20 million. However, this programwas a pilot program in AIR-21, limitingparticipation to 40 communities. Thelanguage in AIR-21 does not allow for 40communities each year, only the original40 are eligible for funding withoutadditional legislation.

FFY 2003 Supplemental Appropria-tions was signed into law April 16. Thepassenger and air carrier security fees aresuspended from June through September.Airlines will receive $2.395 billion ingrants for strengthening cockpit doors andreimbursed based on the proportion ofsecurity fees previously remitted to theTransportation Security Administration.Unemployment benefits for airlineindustry workers were extended for 26weeks. Homeland Security received anadditional $3.9 billion. The bill alsoallows 40 new communities to becomeeligible for the Small Community Devel-opment Program.

FFY 2004 AppropriationsFederal Fiscal Year 2004 aviation

funding will be dependent on reauthoriza-tion of AIR-21, unless a continuingauthorization bill is passed to continuefunding as authorized in AIR-21. Earlyindications see AIP holding at $3.4billion, a significant reduction to theEssential Air Service Program is proposed.

AIR-21 ReauthorizationSeveral bills reauthorizing FAA and

federal aviation programs are workingtheir way through Congress. Passage of areauthorization bill is anticipated thissession. Current authorization expiresSept. 30. A comparison summary of thevarious bills can be found on the aviationWeb site iawings.com. All of the billsintroduced retain the principles of guaran-teed funding from the Aviation Trust Fundand maintain at least $3.4 billion for theAIP program.

2003-2004Airport Directory

The new Airport Directory is avail-able. Supplies have been sent to allpublic airports. This year’s directoryincludes useful community informationsuch as eateries, lodging and entertain-ment.

Kay ThedeCongress has had a busy session

dealing with the war, homeland security,and economy. Early indications are theywill try to pass a bill to reauthorize AIR-21 this year. Changes proposed onseveral key issues for Iowa airports aresummarized in a separate article.

FFY 2003 AppropriationsThe FFY 2003 Omnibus Appropria-

tions Bill was signed by the PresidentFeb. 20. The federal AIP program wasfunded at $3.4 billion. A total of $14million in entitlement funding will beavailable for commercial service airportsin Iowa and $9.1 million in entitlementand state apportionment funding isavailable to Iowa general aviationairports. Several Iowa airports were ‘placenamed’ for consideration as high priorityprojects. Entitlement funds and stateapportionment funds are used first whenfunding these projects:

• Council Bluffs Airport, land acquisi-tion, runway - $1 million;

• Eastern Iowa Airport, rehabilitation oftaxiways and general aviation apron -$1 million;

• Fairfield Municipal Airport, runwayand taxiway - $500,000;

• Mason City Municipal, reconstructprimary runway (17/35) - $2 million;and

• Ottumwa Industrial Airport, partialparallel taxiway to runway end 31 -$1 million.

pilot Richard Collins will conduct a remote check ride for you.You won’t actually go flying together. Each month a pilot will be selected to

receive Richard’s Flying check ride that will analyze the risks of the type of flyingyou do, airports you frequent, recent experience, etc. He will explain how toenhance your flying safety and how to get more from your plane. He’ll makeequipment recommendations and caution you on risks to guard against.

A few weeks ago we dropped in on theISU aerospace and Ames High Schoolstudents who are building the half-scalemodel of the Wright brothers’ first plane.As you can see in these pictures, they arefully engaged in the project. The studentshad an aggressive timetable, as theywanted to have the flyer done for VeisheaApril 12.

Brian Crawford, one of the teamleaders, tells us that all has not gonesmoothly. As with any kit, some pieceswere missing and some instructions wereincomplete. Although the supplier hasbeen very cooperative, the students arealso getting a real lesson in effectivecommunications, problem-solving andcontingency planning.

ISU team members include: BrianCrawford, Ryan Burnley, Tim Johnson,Chris Ambroson, Craig Herreman, DianeBoege, Katie Blummer, Zach Chisman,Adeel Ahmad, Reza Pangestu, JoshuaStilley, Jay Sharp, Jake Strait and JacobWilliams. Team members from Ames HighSchool are: Kang Kang, Qiang Liu, DaveGan, Tim Erbes, Tim Morgan and ValerieRoark. The advisors are Dr. RichardSmith, from ISU and Virginia Swenson,from Ames High.

We plan to have the Rite Kite Flyer atFLY IOWA 2003 in Cedar Rapids July 5-6 and at the State Fair in August. Theflyer will also make an appearance at theGrout Museum in Waterloo June 27during their Wonder Week and will be ondisplay at the annual Aviation Confer-ence in October.

The Office of Aviation is happy to beable to sponsor this cooperative venturewith the ISU aerospace department, andwe appreciate their efforts in makingthemselves available for these plannedevents.

The AircraftOwners and Pilots Association (AOPA)has a program called Take ‘em Flying!The idea is to make a difference insomeone’s life by sharing flight withthem. Obviously, people will feel more ofa connection to aviation if they haveflown. A greater connection will lead to amore aviation-friendly position.

AOPA has a brochure that outlineswho you should invite to fly, and how toprepare for the flight and how to join theTake ‘em Flying! Program. It shows theimportance of giving flights to teachers,members of the media, and political andbusiness leaders. It also gives you sixeasy steps for an effective orientationflight.

Iowa has 69 general aviation airportsthat are considered part of the NationalPlan of Integrated Airport System(NPIAS.) The NPIAS is a planningdocument published every two years bythe FAA showing improvements needed.A provision in the aviation funding actAIR-21 began using the NPIAS as asource to calculate nonprimary entitle-ment funds.

Iowa’s general aviation NPIAS airportsbegan receiving these entitlement fundsin federal fiscal year 2001. The fundswere calculated by using 20 percent ofthe five-year total improvement costs inthe most recently published NPIAS, up toa maximum of $150,000. Airports wereallowed to carry over the funds for twoadditional years. Fiscal year 2003 is thelast year that the NPIAS airports wereallowed to use the first-year funding.Most of Iowa’s airports were able to usethe funds; however, a few have declinedthe funding due to lack of local funds.Any unused funds are reverted to discre-tionary funding for use at eligible airportsnationwide.

Using calculations from the mostrecently published NPIAS (August 2002),32 percent of Iowa’s NPIAS airportsreceived the maximum allowed entitle-ment for FFY 2003. Nationally, 70percent of NPIAS airports received themaximum entitlement. It became appar-ent that an effort to update the informa-tion in the NPIAS for Iowa’s airports wasneeded.

In cooperation with the FAA CentralRegion office in Kansas City, Iowa’sNPIAS airports were contacted in Apriland May in a concerted effort to updatethe listing of projects included in theNPIAS. Projects included in the NPIASwill now be eligible projects that areneeded, unconstrained by the ability tofund. The projects listed in the NPIASmay not all be listed in the five-yearcapital improvement program, whichlooks at costs and the ability to fund.After the NPIAS updates, Iowa generalaviation NPIAS airports could receive anadditional $5 million.
