Inclement Weather Policy

In the event of inclement weather, the training schedule will follow the Maryland State Government delay and closings. If the MD state government has liberal leave, the training iscancelled. If the MD state government has a delayed opening, training will follow the delay time frame. This policy affects all trainings (Pre-Service and In-Service) held in Baltimore at the University of Maryland Baltimore campus, as well as regionally in the local departments. For those workshops held at the University please double check the University’s operating status. If the State of Maryland is operating normally but the University of Maryland Baltimore is closed or has a delayed opening, the training at the University’s campus will follow the University’s schedule. Please check the CWA Delay/Cancellation Line at 410-706-3637. Option 5 will provide a daily announcement related to Pre-Service and/or In-Service training by 6:30 am.

Please help keep our environment safe by complying with the SSW front desk security process. When you arrive at the SSW for a CWA training, please be sure to show your Maryland State ID to the security guard at the front desk. Although this may be a hassle, it is a requirement for anyone entering the building; even those who work in the building every day. If you do not have your Maryland State ID with you, you will be asked to stop, sign in and show another picture ID. The security guard may also call CWA to confirm that you are there to attend a training. Thank you in advance for your cooperation! Pre-Service Training andTesting Accommodations

So that pre-service needs are addressed in a timely fashion, new child welfare employees are registered for Pre-Service Training by local DSS Personnel Liaisons as soon as possible after beginning employment. In some cases, employees have been able to begin pre-service training within days of beginning their employment, resulting in trained staff being available more quickly to provide services to the families and children served by DHS. The Training Program will confirm enrollment and provide directions for registered trainees.

The Child Welfare Academy is committed to providing training to a diverse group of child welfare professionals. Included in this group are qualified staff that have impairments, functional limitations, and/or disabilities. DHS and the Academy wish to facilitate the training of such staff and make reasonable accommodations in order to promote learning and performance.

All staff who attend the Academy’s Pre-Service Competency Training may submit requests for possible accommodations to the Examination Services Unit within the DHS to determine whether accommodations are appropriate, and to what extent they will be provided.

DHS will review accommodation requests and notify the Academy when supportive services are needed. The Department of Human Services and the Child Welfare Academy are committed to providing a training environment that enables all participants to be successful. In compliance with the Americans with Disabilities Act and to ensure accessibility to all staff, please contact your LDSS Personnel Liaison or DHS’s Examination Services Unit if you have questions or are in need of any accommodations. The contact number for the Examinations Services Unit is 410-767-7414.

Pre-Service Training is required by Maryland Law for new employees providing child welfare services. New staff should be registered for Pre-Service Training as soon as possible after beginning employment and are expected to attend the Pre-Service cycle for which they have been registered. The training consists of topical areas referred to as modules.

CWA LearnCenter

LearnCenter UpdatesWe continue to enhance our LearnCenter to better support your learning needs. Here are some general reminders to assist you with navigating the LearnCenter.

Where is my CEU certificate?Your CEU certificate will be posted next to your offering in the My Training History section of the CWA LearnCenter. Please allow us 10 business days to enter the attendance sheet into the LearnCenter.

Yikes! I just realized that I have court on the day I’m scheduled to attend a class. What should I do? As soon as you know you will be unable to attend a training you are registered for, please go into the CWA LearnCenter and drop the class. Child Welfare employees who are enrolled in a training but who do not attend, for whatever the reason, may prevent those on a waiting list from advancing on the list and ultimately obtaining a seat in the training session. For this reason, please recognize the importance and value of cancelling in advance. If employees are registered to attend more than one workshop and must cancel, cancellation of each workshop is required.

Updated! Attendance Policy

Continuing Education Units (CEUs) will only be provided for full attendance of an in-service training.

Staff will not receive partial credit for attending portions of the training.Individuals who miss more than 30 minutes of a full-day training or 15 minutes of a half-day training for any reason (e.g. traffic, work issues, family, illness) will not be eligible to receive CEUs for their participation. We ask that participants extend professional courtesy by attending to work-related matters during designated breaks.

Staff who miss more than the allotted time of the training are welcome to audit the class.

CWA LearnCenter

Transfer of Learning (ToL) Tip SheetsToL refers to the ability to apply what is learned in training to actual practice in the field. Development and implementation of enhanced transfer of learning (ToL) strategies for both workers and supervisors is a focus of the Child Welfare Academy.

TRANSFER OF LEARNING TIP SHEETSIn an effort to better support ToL, the CWA has created a series of ToL tip sheets for specific trainings. The tip sheets include a description of the training, learning objectives, and ToL tips/strategies for both the worker and supervisor before and after training.

ToL tip sheets are attached to the emailed registration confirmations, to both workers and their supervisors. They can also be accessed by going to http://www.family.umaryland.edu/cwa-tol

To get the most from the training, the supervisor and worker should review the tip sheet and discuss training objectives prior to the training, and then meet again after the training to discuss and implement post training strategies. This webinar will help child welfare workers better understand the behaviors of a child who has been hurt by trauma and broken attachments. Participants will learn how early childhood hurt and neglect from trusted adults impacts a child’s brain development and ability to regulate emotions. There will be a focus on reframing challenging behaviors and developing empathic responses that affirm and nurture attachment. Workers will leave with concrete discipline strategies and approaches that they can share with caregivers who are caring for children impacted by trauma.

The majority of youth in foster care have experienced significant losses and have been separated from all they know including familiar people, places and things. The sense of grief and loss can be profound and difficult to process. This webinar will explore ambiguous grief (grieving someone who is still alive) in depth, helping participants to better understand and address the grief of non-death losses. The complexities of these losses will be addressed, along with uses of Pauline Boss’s evi-dence-based approach to coping with ambiguous losses, both individually and as a family.

Community violence can happen without warning and can take many forms including bullying, gang fighting, terrorist attacks, and shootings in public areas such as schools and neighborhoods. Chil-dren traumatized by community violence may experience a wide range of symptoms across multiple domains of functioning. Whether the community violence is an isolated incident or a common oc-currence, the resulting impact is real and far reaching. This webinar will provide child welfare work-ers with an understanding of the traumatic impact of community violence, and will explore concrete strategies and interventions that can be employed to build resiliency in children who have witnessed or directly experienced forms of community violence.

Direct Service Situation: Balancing Ethical Responsibilities

This workshop will explore the importance of understanding and balancing ethical responsibilities. An emphasis will be placed in exploring dual relationships and boundary issues to enhance and improve ethical responsibilities and reduce ethical violations. This workshop will discuss common practice areas that raise ethical dilemmas and explore the code of ethics and propose various ethical decision making models that can utilized to resolve these ethical conflicts. Issues explored will be: code of ethics, un-derstanding direct service situations, exploring professional relationships and limitations, ethical frame-work model, and best practice techniques. This is an interactive workshop were cases vignettes will be presented and participants will work in a group setting to further maximize their understanding of the concepts presented.

Families who adopt a child of a different race or from another culture are confronted with a unique set of issues and concerns that require careful thought, preparation and ongoing education. This seminar is designed for professionals working with families who intend to adopt trans-racially or trans-cultur-ally. It will provide information and strategies when working with parents to help them evaluate their readiness to embrace a multi-racial/multi-cultural family identity. It will also help professionals to prepare families for the realities and ongoing challenges of adopting trans-racially/trans-culturally to increase the likelihood of a smooth transition and successful placement.

Understanding the Behavior of Adolescents with Trauma Histories

Adolescence can be a trying time for teens and their parents. While all teenagers struggle with issues related to peers, independence, identity and self-esteem, these issues are often compounded for adopted teens and teens in care. This seminar is designed to help participants understand the rela-tionship between trauma and adolescent development, with an emphasis upon how the normative developmental tasks of identify development, separation and individuation can be exacerbated for adolescents in care. Participants will gain a better understanding of adolescent brain development from a trauma lens, and will be able to differentiate between “typical” adolescent challenges versus behavior that has been negatively shaped by trauma. Workers will learn effective ways of assisting resource parents with communicating, setting limits, gaining trust, and building a positive relationship with the teens in their care.

Explore the Case Worker’s role in supporting clients who are struggling to achieve health and recovery from substance abuse and/or mental health disorders. This training will help workers understand the individual and family dynamics, theories, treatment modalities and helpful engagement approaches for clients struggling with substance abuse and/or mental health disorders.

Workers will have a better understanding of how these two dynamics can be intertwined, and how co-morbidity may complicate the process of recovery. American Indian/Indigenous Peoples Cultural Proficiency, ½- day

Throughout history, Native Americans/American Indians/Indigenous Peoples of the United States have been misunderstood, stereotyped and viewed as the ‘minorities’ of minorities. Years of oppression and violations against Native American people have led to feelings of fear and mistrust that must be acknowledged and addressed in order for the child welfare community to meet the unique needs and concerns of this population.

This half-day workshop will explore the past, present and future with a focus on bridging the gap between Native Americans and the rest of society. Compliance standards for the Indian Child Welfare Act (ICWA) of 1978 will be reviewed, including established protocol for the removal and out of home placement of Indian children in foster and adoptive homes, as well as the involvement of Tribes and Native American families in child welfare cases. Participants will be provided with a historical, legal and cultural perspective so that they can better support safety, permanency and well-being outcomes for Native American children and families.

Clinical Implications of Intrauterine Drug Exposure

Drug use during pregnancy is a public health concern. Research has shown that children with intrauterine drug exposure are at an increased risk for physical, development, and emotional health concerns.

This interactive workshop will provide participants with an in-depth review of common drugs of abuse (legal, prescription, and illicit), and their impacts on neonatal and fetal development. Utilizing psychoeducation and various forms of media, participants will learn how common drugs of abuse impact both critical and sensitive periods of gestation. This workshop will also discuss the attachment process and how it is impacted by maternal substance abuse post-pregnancy. Participants will increase their knowledge of treatment options for pregnant women with a history of drug and/or alcohol abuse, and explore practical and effective interventions to employ when working with pregnant women with a history of drug and/or alcohol abuse and children impacted by intrauterine drug exposure. Participants will identify clinical strategies and techniques to employ while working with children and families affected by intrauterine drug exposure.

Conducting Screening Assessments: Seeing Reporters as Resources

When a call comes in to the hotline, it is Child Welfare’s first opportunity to begin the assessment process and assist families to meet their unique and at times complex needs. This training is intended for all workers who are employed full time in a screening unit or who have regular or occasional responsibility for screening reports. The training will focus on building strength-based, family-centered interview skills to gather information to make the informed and balanced initial assessment required for accurate screening decisions.

Creating Teachable Moments

Creating Teachable Moments was created to address what the statistics tell us, that youth are aging out without the skills necessary to navigate life in the direction of success! Unlike most of us growing up, some foster youth have not had the benefit of consistent, reliable role models and experiences that cultivate positive life skill development. A history of trauma makes it difficult for foster youth to develop trusting, meaningful relationships with adults, and they may exhibit challenging behaviors that further impede connection. The good news is that foster youth can and will learn critical life skills when a caring adult takes the time to teach them. Caregivers may believe that they are unable to assist with anything other than providing food, clothing, shelter and basic care, and may feel like their efforts to do anything more will fail. The reality is that most foster youth are working hard toward a better life, and caregivers and workers can make a significant difference by capitalizing on teachable moments to build the skills needed to get there. This course will explore the importance of using teachable moments to impart intangible skills such as problem solving, planning, decision-making, time management, communication, and interpersonal relations, as well as tangible skills like cooking, budgeting, or how to get a summer job. Participants will learn how teachable moments can be used to move youth towards independence and success.

Developing the Practice of Those You Supervise

Supervisors have an essential role in teaching social workers professional strategies for addressing complex issues in their practice. The purpose of this workshop is to enhance supervisory skills to help social workers understand their legal and professional responsibilities and to explore approaches to build critical thinking strategies of workers. This workshop includes practice activities to apply the content covered and examples of strategies for enhanced supervision. In addition, the new legislative changes to the child maltreatment definition will be covered.

This one day workshop is designed to ensure that child welfare workers have the skills and knowledge to ensure that high-risk and trafficked children in the child welfare system are identified, assisted, and protected. Training participants will be provided with an overview of child sex trafficking in Maryland and receive information about the child sex trafficking laws and policy directives for Maryland. In addition, this workshop will provide participants with an opportunity to learn and demonstrate skills needed to successfully engage victims of child sex trafficking. Participants will collaborate with other child welfare workers by exploring case studies in the context of an interactive game where they will make decisions, identify relevant laws and policies, and both observe and rehearse the interpersonal skills needed to meet the needs of child victims of sex trafficking.

This one day training is designed to assist the new worker with enhancing his or her professional image and performance in court. Topics will include: preparing for a successful outcome in court, presenting a professional image, testifying as an expert witness, and maintaining composure and keeping pace with the adversarial attorney through effective testimony under cross-examination.

Ensuring FIM Fidelity: A Refresher Course for Experienced Facilitators, Workers and Supervisors

This training presents a unique opportunity to bring experienced facilitators, workers and supervisors together to discuss Family Involvement Meetings. The NASW Code of Ethics are founded on principles and core values that guide the professionalism and conduct of social work practice: Service, Social Justice, Dignity and Worth of a Person, Importance of Human Relationships, Integrity and Competence. This half-day course addresses the difficult task workers are faced when they are challenged to work with individuals or populations which may produce a negative internal reaction.

From Prison to Home: The Psychological Challenges to Re-entry

This course is designed for NEW caseworkers that have already taken the SoS: ASSESSING FOR RISK AND SAFETY, in-service. Experienced workers and supervisors that are being transferred to work with CPS populations in Maryland for the first time may also be registered. This 2-day training will provide an overview of both the Alternative Response and Investigative Response tracks. The training will reinforce the philosophy of Family Centered Practice with focus on the skills needed and procedures required for successful delivery of an Alternative Response with families. It will also provide basic information on enhancing the skills of the CPS worker to conduct a family centered investigation and on the process of collecting and analyzing information to make a CPS finding. Ethics and values related to child welfare, identification of child maltreatment, dynamics of child maltreatment, and the role of authority inherent in the child protective services position are also addressed in this workshop. Knowledge and skill development areas will include: engagement and communication, assessment, cultural competence, partnering, advocacy and community collaboration.

Experienced workers and supervisors that are being transferred to work with In-Home populations in Maryland for the first time may also be registered.

This course addresses the basic clinical knowledge needed for working with families who are experiencing significant parenting and child behavioral problems, issues within family relationships, as well as families in which there has been abuse or neglect or significant risk of such. This training will also focus on skills necessary to conduct thorough assessments to prevent out-of-home placements, enhance family function and to ensure that children can be safely maintained in their homes. Techniques for obtaining family “buy-in” when services are considered as “voluntary,” yet the need for intervention exists, and criteria for determining case closure will also be addressed.

Partnering with Caregivers Stuck in Blocked Care

Child welfare professionals and resource/pre-permanency parents often end up feeling that they are on “opposite teams.” These professionals, who often carry a huge caseload and make important and lifelong decisions on behalf of vulnerable children, experience frustration, anger and sadness when a parent does not fulfill their responsibilities. When faced with moving a behaviorally challenging child to yet another foster or pre-adopt home, they may blame the parents for being unwilling to hang in there. Based upon the work of Dr. Jon Baylin and Dr. Dan Hughes, this workshop will help professionals understand that a parent’s brain in blocked care is similar to the brain of a child who experiences blocked trust because of all that has happened to them. Professionals will learn strategies for forming partnerships with parents to increase their capacity to empathize and reconnect with the child, as well as be a healing resource for the them.

There are developmental variations in the experience, impact and expression of trauma-related symptoms across different ages and stages. Understanding how trauma impacts child development is a key component to providing trauma-informed care to vulnerable children. Using a developmental framework, this course focuses on understanding how trauma can alter brain development and functioning, derail attachment, and result in both long and short term effects across multiple developmental domains. Specific information is provided on typical development versus development clouded by childhood maltreatment and other forms of trauma. Participants will be encouraged to combine their trauma and development lenses to capture the whole picture. They will be provided with tools and actionable strategies for advocating, engaging, and intervening to mitigate the impact of trauma on the developing child.

Participants are strongly encouraged to complete the Trauma Informed Casework training BEFORE taking this course.

Safety Awareness for the Child Welfare Professional

This safety awareness training for child welfare staff is designed to equip participants with the tools, discipline and self-confidence to handle themselves in situations which may arise during the course of work. The training will cover sev-eral different areas including risk assessment, safety planning, pre-assault indicators, verbal escalation and report taking essentials. The workshop will enhance a participant’s ability to determine a client’s potential for violence, plan appropriately to ensure safe client care when transporting clients, recognize indicators that an assault may be imminent, learn techniques to dif-fuse a potentially explosive situation with clinical interventions and discuss items to keep in mind when reporting an assault to law enforcement personnel.

Testifying for Professionals in Child Welfare

Professionals in the child welfare system often work with maltreated children and families with complex and generational trauma history. Because of these factors, professionals in this arena are more likely to be called to testify and must quickly tell their client’s story and advocate for the most appropriate recommendation. Testifying can be a difficult and daunting task when public speaking naturally evokes a sense of anxiety and uncertainty. Legal proceedings can have a profound effect on the child (short and long term consequences), therefore it is imperative that social workers be prepared to professionally articulate and advocate for their client during the testimony phase of a case. This workshop will explore the language of testifying and the various techniques and tips to enhance and promote effective and powerful testimony. Additional topics presented in this workshop will be: understanding the various laws and regulations for testifying, exploring and managing the trauma narrative, various effects of short and long-term permanency, court etiquette and preparation. This is an interactive workshop where cases vignettes and group activities will be used to further enhance the learning experience. Participants will practice their “elevator speech” and delivery of quick case summaries and recommendations in an engaging and comprehensive manner.

The Artful Management of Conflict

A key element to success as a child welfare supervisor or administrator is the ability to work effectively with different personality styles and with a variety of teams, whether they are clients, colleagues, supervisees or community partners. In this course, participants will examine the causes of conflict and the different modes of conflict man-agement, and will increase their understanding of their own style of addressing conflict.
