Sun City Age Overlay
It has been brought to the attention of the SCHOA Board there is an increasing concern regarding
individuals currently living in Sun City who violate the CC&Rs, specifically relating to Housing for Older
Persons; Age Restriction. This violation can have serious consequences to Sun City residents as a whole.
It is the responsibility of the Sun City Home Owners Association to protect the value of the CC&Rs as well
as enforcing them in order to maintain property values and to keep real estate taxes affordable.
The Age-Overly CC&R is as follows:
The Property is intended to constitute housing intended and operated for occupancy by at least one
person fifty-five (55) years of age or older per unit under the Fair Housing Amendments Act of
1988, U.S.C. § 3600, et seq., and the Arizona Fair Housing Act, A.R.S. § 44-1491, et seq.,
(collectively, the “Fair Housing Acts”).
Except as provided below, at least one occupant of each residential unit must be 55 years of age or
older, and no person under nineteen (19) years of age shall occupy or reside in a residential unit for
more than ninety (90 days in any twelve (12) month period.
a) The Association may grant variances from the above restrictions, unless the granting of a
variance would result in less than eighty percent (80%) of the residential units being
occupied by one person fifty-five (55) years of age or older or would otherwise jeopardize
the Property’s status as housing for older persons under the Fair Housing Acts. Any request
for a variance submitted to the Association pursuant to the subsection shall set forth the
names and ages of all proposed residents of the residential unit the reason for the request
and such other information as the Association may reasonably require.
b) The Board shall adopt, publish and enforce such policies and procedures and rules and
regulations as are deemed necessary by the Board in order to demonstrate an intent to
provide housing for occupancy by at least one person fifty-five (55) years of age or older
per unit and to maintain the status of the Property as housing for older persons under the
Fair Housing Acts. Such policies and procedures shall provide for verification of the age
of the residents by reliable surveys and affidavits, and each resident, if requested to do so
by the Association, shall furnish the Association with the names and ages of all occupants
of the residential unit and such affidavits and other documents as the Association may
request to verify the ages of such occupants.
Due to continuing reports and concerns, Sun City citizens are asked to report any under-age individuals
who may be living in Sun City in violation of the guidelines. This CC&R is the most important for SCHOA
to manage and to enforce. Residents are asked to lend their assistance. The Sun City Home Owners
Association is committed to enforcing the Covenants, Conditions and Restrictions. Sun City has 27,500
residences………….all residents are asked to share any information when there may be an infraction of the
CC&Rs. SCHOA’s staff is committed to working diligently; however, it is small and your assistance is
appreciated. When citizens make a report to SCHOA, it is important to provide your name and contact
information; however, this is CONFIDENTIAL and would never be disclosed.

This annual event offers participating vendors the opportunity to introduce
themselves to residents “face to face” with a day of fun for
large and small businesses participating, a farmer’s market,
Red Cross Blood Drive and fun, food and music for all to enjoy.
The SCHOA Board and Staff will be on hand to meet and spend time with residents.
Music will be provided for the duration of the event.
Enjoy a day of fun with friends and neighbors!

Sun City Home Owners Association and Condominium Owners Association The Sun City Home Owners Association is committed to assisting all residents by supporting its mission to enforce
the Sun City Conditions, Covenants and Restrictions (CC&Rs) for the wellbeing of the entire Community.
There are various types of properties in Sun City including single-family homes, attached homes, quads, garden-court
apartments, duplexes and condominiums. SCHOA supports the CC&Rs for single family homes. For questions
pertaining to CC&Rs for quads, duplexes and garden-court apartments contact your specific association for assistance.
COA will assist residents with information pertaining to governing documents.
Owners of condominiums, quads, duplexes and garden-court apartments are bound to adhere to the CC&Rs for their
specific condominium association. If there is a clause in these CC&Rs referencing SCHOA is authorized to assist
with enforcement, SCHOA is legally able to do so. If you are an owner of a property other than a single-family home
and are requesting support from SCHOA, a copy of the CC&Rs specific to your association is required as well as a
written request for services.
The Sun City Condominium Association is located at 12630 N. 103rd Avenue, Suite 215, Sun City, AZ 85351. Their
phone number is (623) 974-9035. Office hours are Monday – Friday, 9:00 a. m. – 1:00 p.m.; during the summer, the
office is opened on Tuesday and Wednesday, 9:00 a. m. – 1:00 p. m. The office is closed during August. Their website

MARCH TOWN HALL MEETING – “When is When?” – DON’T MISS THIS
EVENT - March 10!
On March 10, 2015 the Town Hall Meeting will be featuring a local attorney and health care providers
addressing: “’When is When’ – An overview on planning ahead to allow you to understand the importance
of knowing your health and wellness options.” This informative event will provide valuable health-care
information today and beyond. There will be health care providers exhibiting their services for Sun City
residents! Take advantage of the opportunity to receive invaluable information.
The speakers will be David T. Eastman, Attorney at Law, Morris, Hall and Kinghorn, P.L.L.C.; Dr.
Christine M. Estrada, DO, MPH, MBA, Lotus Transitional Health Services; and Krystal Wilkinson, CSA,
Owner/President and Penny Karle, CSA, Certified Senior Advisor, Director of Community Outreach,
Adult Assistance Homecare. Mr. Eastman will be addressing what legal documents are needs and required
pertaining to your life choices, Dr. Estrada will address “Palliative Medicine – Bridging the Gap between
Curative and Comfort Care.” Krystal Wilkinson and Penny Karle will focus on “What You Need to Know;
When is it Time to a ask Questions about Living Options?”
This meeting will take place at the Sundial Recreation Center, at 10:00 a.m. You won’t want to miss this

SCAM WORKSHOP
On February 18, 2015, The Sun City Home Owners Association partnered with The Sun City Posse hosting a
workshop addressing Computer Crimes, Fraud and Scams. Maricopa County Attorney’s Office addressed “Crime
Prevention and Crimes against the Elderly.” SCHOA and The Posse are
each receiving reports from residents addressing ongoing concerns about
scams. This is the second workshop recently held addressing this important
issue.
All residents are asked NOT to allow anyone in their home they don’t know,
not to speak to anyone on the phone who may be attempting to sell anything,
and to contact the SCHOA office before hiring any business to do work at
your home. All home owners’ association business partners have been
approved by qualifying under SCHOA guidelines as businesses residents
can trust to perform services and to charge fairly.
Attending the event as exhibitors were Home Monitor and Home Check
One; each company is a qualified SCHOA Business Partner providing house
sitting services. If you are going to be away from your Sun City home and
wish to have “your mind at ease,” contact these SCHOA Business Partners.

blasts to keep residents informed of scams that are impacting Sun City.
The Sun City PRIDES We invite you to join the women and men of PRIDES as we continue the goal set by Joe McIntyre…keeping
Sun City beautiful. We need your help. There is always trash to be picked up, oranges to be gleaned, and
trees and shrubs to be trimmed. Whether you want your own area to take care of that you can do anytime
or you would rather work on Saturday mornings as part of the Squad, we have a place for you. The PRIDES
save Maricopa County thousands of dollars each year. We take pride in our community. We are one of many groups who contribute to making Sun City the “City of Volunteers.” Joe, the first PRIDE, had a
great vision for his community. We stand on Joe’s shoulders and those of all who have gone before us as

donations are appreciated whatever the amount. As SCHOA membership remains at $20 per year,

GRANT WRITING The Sun City Home Owners Association is interested in applying for grants in an effort to
expand its services. Anyone who may be interested in discussing this opportunity is asked to

SUN CITY OFFICE OF TAX AIDE The Sun City office of AARP Tax-Aide is providing free income tax information to explain some of the changes that
might affect the 2014 tax federal and Arizona state
return, and to provide information. This service is
provided at the Sun City Community Assistance

DIAL-A-RIDE UPDATE All Sun City senior residents over 65 years old can
use Dial-a-Ride for $4.00 one way; cash/correct
change is required. You do not have to be low-
income or disabled, but you do need to be 65 years
of age. A driver’s license, state ID or Medicare
card will serve as proof of age. Donations are appreciated and necessary to insure the continuation of this worthwhile

Yes, there are Termites in Sun City!
Termites can be a scary thing to deal with when you find out they’re in, on or around your home. It’s not
unusual to meet Sun City residents who thought there wouldn’t be termites in the desert, but yes, there are.
Specialists will suggest “don’t panic.” If you have them, you have them and now it’s time to get rid of
them. Call a state licensed pest control company (licensed in wood destroying organisms); usually they will
be happy to give you a treatment proposal at no charge. Don’t let anyone scare you into something you
may not need. A reputable company will complete a proposal on site and the proposal will include a graph
(diagram) of the structure, the number of linear feet requiring treatment, the product (termiticide) to be
applied, amount that will be applied and the amount required for treating your home. There are many other
necessary factors but the above are important and necessary to insure a proper treatment.
Here are a few facts about termites. The termites we deal with usually in the desert
are the subterranean variety. They build their colony in the soil and forage randomly
searching for wood products containing cellulose. They only consume dead wood. In
most cases today your home is framed with pine and is very desirable. When the
termites must expose themselves to our environment, they build little mud tubes
(shelter-tubes) that they travel through. This tube keeps them from being exposed to the undesirable
elements as well as the predators that consume them. A mature (3-
5 years old) colony consumes on average one-board foot of wood per year. Don’t let the one-board foot
remark cause you to not be concerned. They make small tunnels and galleries throughout the structure that
is equivalent to one board foot. Left alone they will begin to create what are called satellite colonies. Over
time this will become quite destructive.
With that said, if you believe you may have termites or just need peace of mind, ask your pest control
company to do an inspection. Most companies employ technicians that are licensed in wood destroying
organisms as well as general pests. It is strongly recommended to employ a company that is licensed in
the pest control field.

SUN CITY HOME OWNERS ASSOCIATION MEMBERSHIP SCHOA is a valuable organization in Sun City; though small, it has great value. From Compliance to Membership,
to an accredited Business Partner Program, to marketing/educational outreach as well as an active and committed
Board of Directors which is highly proactive on behalf of Sun City, the Home
Owners Association is invested in “working for Sun City.”
During the past year, SCHOA has maintained a high level of compliance management, expanded its Business Partner
Program, and organized educational events in an effort to assist residents with Community education addressing
issues of interest as well as growing the Residential Assistance and Maintenance Program (RAMP). This program
is designed to assist residents in need (a confidential program).
Each month on an ongoing basis, important electronic communications are emailed to all members for Community
programs as well as impromptu, timely notifications. A monthly newsletter is published offering news and updates
and is available on the website at www.suncityhoa.org.
Membership continues to remain reasonably priced at $20/year and is voluntary. Members recognize the value
received for available services and appreciate the commitment to keep membership manageably priced for all
residents.
A membership application has been added to the website www.suncityhoa.org; once you have completed the
information, you are able to submit the form directly to the membership staff at the SCHOA office. Payment may be

Members are also committed to supporting SCHOA’s RAMP and CIP through donations.

information reported is confidential. It
is required that a resident provides their

SCHOA is unable to accept a report
anonymously.
This Year’s Citrus Crop This year, Sun City has an abundance of citrus produce. It is important the fruit is picked and not left on the trees;
otherwise, the oranges/lemons/grapefruits will attract rats. If you need assistance, SCHOA has a list of business
partners who are able to assist picking produce. Contact the office for information. Rats cause great
damage; deter them before they find their way into our homes.
Are your citrus trees hanging heavy with fruit you are already tired of eating? Turn your excess fruit into
nutrition for Arizona’s hungry by donating your citrus to St. Mary’s Food Bank Alliance! The food bank is accepting
citrus donations at the Surprise and Phoenix locations and will continue to until early April. Drop off your citrus
Monday through Friday from 8 a.m. to 4 p.m. at Del E. Webb Distribution Center, 2831 N 31st Ave, Phoenix, 85009

Remodeling Tip Sun City homes offer a wide range of
opportunities for remodeling and upgrading.
Before making significant changes, it is
suggested that you contact the Compliance
Department. There are Maricopa County
and SCHOA guidelines that need to be
followed. The Compliance Staff is
knowledgeable and able to assist you.
There are times that remodeling has been
done that hasn’t followed the CC&Rs
which has necessitated changes and after the fact. Let SCHOA help you and save expenses!
Security Lock Boxes Have you ever wanted to have a lock box to be assured in an emergency the fire department would be able to access
your home, but didn’t think you could afford to have this installed? Lock boxes are available through the Sun City
Fire Department. SCHOA partners with the SCFD if residents are unable to pay for this service by providing
assistance. For more information, contact the SCHOA office. All information is confidential.
BUSINESS PARTNER PROGRAM All business partners have qualified to be part of the Business Partner/Vendor Program when they initially register
and must remain in good standing. Credentials are reviewed at the time of renewal dates. There are currently over 350
business partners who have qualified to provide services to members. All Business Partner members are able to have
their business cards and brochures available in the office offering an excellent opportunity to market to the community.
The Program continues to grow and to be improved. SCHOA provides lanyards to all business partners,
which will identify all registered members as vetted
representatives. This is important for residents to be
assured that vendors who are identifying themselves
as being registered vendors are in good standing.
If you are an active business partner and don’t
currently have your lanyard(s), please contact the
office to pick them up. They are available for all
employees between the office hours of 9:00 a.m. and
3:00 p.m. For further information, contact the
membership staff on extension 202 or 203.
Residents are asked to contact SCHOA after using one of the business partners. When receiving comments, the record
for the business is updated. The Sun City HOA is very pleased to report there are frequent reports from residents who
are recommending a businesses. When discussing a company with a resident, the testimonies are very reassuring for
a prospective customer. As always, “feedback” is appreciated.
SCHOA selects February Business Partner – CTR Construction
Each Month SCHOA selects a Business Partner of the Month. The criteria is based on the quality of their work and
service provided as well as testimonials received from Sun City Home Owner Association members. These business
partners also provide services to residents in need when requested by SCHOA. The Business Partner of the Month
for February is CTR Construction. For the past six month residents who have used this business partner have
reported: they provided excellent service, they know what they are doing, they did an excellent job, had equipment
needed to do the job, arrived on time, performed the job very satisfactorily and we would recommend highly this
Business partner.

SCHOA emails the monthly newsletter which reaches over 6,000 residents, posts it on the website, and copies are
distributed throughout the community offering targeted exposure for businesses marketing in Sun City. Advertising

The Sheriff’s Posse of Sun City
Some time ago one Sun City citizen referred to the posse as "a bunch of old people with flashlights." We consider
ourselves "older" and we definitely do carry flashlights when we patrol after dark. We receive many calls after dark
to assist our fellow Sun City citizens. We frequently are contacted by a concerned out-of-state loved one to check on
a relative whom they are unable to get in touch. We check with neighbors and with all hospitals to try and determine
the status of the resident. At night this requires a flashlight. If we cannot determine the status of the person of
concern we call on the Maricopa County Sheriff's Office to resolve the issue. We do not leave until the issue is
resolved or a deputy in charge releases us.
We will jump start your dead battery, give you a ride home for your extra keys if you lock your keys in your car (or
call a locksmith for you), call you in the evening if we notice you have left your garage door open after dark and
even remove a dead coyote from your yard. Yes indeed - any of these items that occurs after dark we will have our
trusty flashlights to assist us.
Traffic assistance for special events such as our wonderful shows at the Sun Bowl always end after dark. Your older
posse members with flashlights and traffic vests are always there to assist with the flow of traffic to make sure
everyone gets out safely without incident. The same scenario takes place at traffic accidents at night. We are always
there with flashlights and vests to assist MCSO in any way we can. These are just a few instances where those
flashlights come in handy.
Please remember that we are here for you and we want to be able to help you in any way we are able and trained to
do. Sometimes it may just be a kind word or a gentle hug. These do not take special training - just a caring attitude.

SCHOA MEETING ROOM If you are interested in using the meeting room, it is available to members at no charge on a first-come, space
available basis. Membership must be current when scheduling an event. Business Partners may reserve the meeting
room for $50/hour, not to exceed $100. Condominium association groups may reserve the meeting room at no
charge if they are SCHOA members. Nonmember rental fees are: $50 for less than half a day; $100 for one-half a
day (three hours); $150 for a full day (5 hours and 45 minutes). All meetings need to end no later than 2:45 p.m.

Wisconsin Day Picnic – All are Welcome! The Wisconsin club was formed this past year for the purpose of organizing Wisconsin Residents and friends in the
Sun City area. Our purpose is social. Our main event is the Wisconsin Day Picnic on Thursday March 5th, 2015. This
event is held at the Sun Bowl in Sun City, from 10:00AM until 3:00PM. We plan to hold the Event each year.
Wisconsin people have organized the picnic since the mid 70's but had run its course and was not held for a few years.
Organizers thought the event should be brought back. A nucleus of people was formed to kick start the event again.
We found none of the equipment was around that was used for the past events and no money was available for the
operational expense needed to host such a large endeavor. 1200 to 1500 people usually attend the Picnic. The small
group contributed the necessary funds to purchase new equipment, volunteers also found some of the past items used
to serve that many people. The Sun City Rec Center workers were also very helpful and that is what triggered the
group of volunteers to form a club and become the Wisconsin Event Club of Sun City.
The officers for the club are President Gari Spagnoletti, Vice President Judi Spagnoletti, Secretary Daryl Lund,
Treasure Sue Swiatowy and James Mrdutt at large member. Many volunteers also make up the group and along with
many sponsors. Everyone looks forward to the Wisconsin Day Picnic. See you there!
Phoenix Film Festival The Phoenix Film Festival is a non-profit organization. This year there is a Senior Day scheduled on Friday, March
27th. The normal prices for tickets are $13.00. On Senior Day, the ticket price is $5.00 to the Festival for any movie
that begins before 5:00 p.m.
Sun City Early Bird Lions ClubThe Sun City Early Bird Lions have been working in Sun City for over
40 years addressing many needs with particular attention to sight and hearing disabilities. The Lions supply school
children with glasses, collect and recycle used glasses and hearing aids, support recording for the blind and provide
leader dogs. The support community programs to help neighbors in need and other programs to make life easier as
their neighbors mature. The Lions work hard to earn money and donate an average of $25,000 per year to these
causes. On March 26 and 27th, the Early Birds Lions will host their first Parking Lot Sale. Anything that is donated to this
effort will can be used for tax purposes as the organization is a 501 c(3), Not for Profit Organization. If you would

be made to have donations picked up.

Suitcases for Arizona Children in
Foster Care
There were 15,751 children in foster care in Arizona as
of the end of March, 2014 according to the State of
Arizona. When these children move from place to place,
they usually have to carry their clothing and belongings in
a garbage bag as they don’t own a suitcase. Candy
Holstein, a retired social worker living in Sun City is
asking for assistance in having as many suitcases as
possible donated…….they don’t have to be new, but
should be clean and look presentable and in good working order.
Donations may be made at the SCHOA office Monday – Friday, 9:00 a.m. – 3:00 p.m. Candy will pick the suitcases
up once a week and deliver them for the children in need.
SUN CITY DIRECTORY It is with considerable pride that Sun Cities Publishing brings you the 55thAnniversary issue of the official Sun City,
Sun City West, Sun City Grand Home Owners Directory. The directory has been delivered. If you did not receive a
copy, copies are available at the SCHOA office. Appreciation is expressed to the Sun City Early Bird Lions Club
for delivering the publication.
The Directory is available at no charge through the generous support of yellow-page advertisers without whom the
publication would not be possible. Residents are encouraged to patronize their businesses and utilize their products
and services whenever possible. Appreciation is expressed to the Sun City Home Owners Association for managing
modifications to the white pages. Updates and changes are gathered throughout the year by emailing
[email protected] or [email protected] by contacting the office by phone.
SHREDDING SERVICES Shredding services are available to all residents. Hours are between 9:00 a. m. - 2:45 p.m., Monday – Friday for
this service. The cost for members is $5.00 each for the first two boxes and $3.00 for each box thereafter; for non-
members, the cost is $10.00 each for the first two boxes and $5.00 for each box hereafter. Shredding is secure in
locked containers which are picked up on site.
NEWSLETTER The deadline for Newsletter submissions is the third Wednesday of each month for the upcoming edition. The
newsletter is designed to offer event and activity information in the community; it is not a venue for political,
religious, or community articles. Send information you would like to submit to [email protected].
The newsletter is available by email to members. If you know of someone who isn't receiving an electronic copy and
is a member, ask them to contact the office and they will be added to the email list; if you know of someone who
would like a copy and doesn't have a computer, copies are available at the SCHOA office. If they would like a copy
mailed to them, we are happy to do that.
WELCOME NEW RESIDENTS’ ORIENTATION AND COFFEE In April, SCHOA will be hosting its first New Residents’ Orientation and Coffee. These events will be held bi-
monthly and are open to all new Sun City residents. Representatives from the SCHOA Board of Directors, the
Compliance Department and other Sun City organizations will be attending to meet new residents and to provide
community information. The first meeting will take place on Wednesday, April 8, at 10:00 a.m. and will be held at
the SCHOA office. This will be an opportunity for new residents to dialogue with other new residents as well as Sun
City representatives.
