Heads should roll over ovals The City of Wanneroo is in disarray over the Yanchep ovals project - Leaked emails, official letters being withheld, elected councillors not being given all the facts and extensive ‘behind closed doors’ decisions has caused the wider community to distrust the council and administration. At last week’s local residents association’s monthly meeting, City of Wanneroo Mayor, Tracey Roberts, witnessed first hand the unanimous vote ‘not supporting the redevelopment of Charnwood Reserve’. Also at the meeting, residents were informed the developer, Yanchep Beach Joint Venture, was able to commence the two Yanchep ovals immediately, the council had changed its mind. The Sun City News is aware that an important sporting project letter to the City of Wanneroo administration wasn’t registered as being received according to the State Records Act. A number of Yanchep and Two Rocks residents are calling for an independent or parliamentary inquiry into the City of Wanneroo’s handling of this project and all negotiations with any manager, director or elected members having acted illegally or inappropriately be sacked. Over the past two weeks, all Yanchep and Two Rocks residents should have received a letter and survey sheet from the council about the proposed Charnwood Reserve redevelopment - The Sun City News is aware many residents haven’t received the letter. April Fool’s Day, came and wentwithout any noticeable localantics, but as someonereminded me, several of ourlocal residents are completefools all year round.

You only have to look at thedriving antics of many localresidents - So many haveforgotten what double whitelines mean; or that the 60 or 80ksign posts mean this is themaximum speed on the road,not the minimum; and, tailgatingis a standard requirement todaily driving.

Sadly, the police aren’t on theroad 24/7 and these idiots know

the court system will only givethem a slap on the wrist.

Court penalties need to betoughened up and magistratesneed to enforce the full weightof the law from day one.

It’s obvious, in the main, driversdon’t realise having a licence is aprivilege and if you don’t do theright thing they will be punished.

The government should bring inmuch tougher penalties andenforce the court system to ‘hit‘em hard’ the first time, not onthe fourth or fifth offence.

For example, get caught driving15km/h over the speed limit,

take their car for three months,take their licence for a minimumof 12 months and fine them$1000. Drive on a suspendedlicence, gaol them for sixmonths - Then you would seemuch safer roads.

Getting a $200 fine, suspendedsentences or community workorders are pandering to theseidiots - Hit ‘em hard and theywill learn very quick.

You might think I’m being cruelor harsh, but I want to see ourroads return to a safer mode oftransport, rather than peoplesaying ‘I’m not driving becauseof the road idiots.”

It’s time the state and federalgovernments got tough on idiotroad users - I am sick and tiredof hearing politicians saying,‘we are going to get tough onthese people.”

It’s time for the NIKE theory -Just Do It!

I’m waiting for the first night forover two years, when I don’thear or see some idiot drivercausing deadly dangerousantics on our local roads. I’msure if the police patrolled ourstreets nightly, they’d makemillions in speeding fines anddangerous driving, every year,until people decide to change.

Amazing figuresOver the past two months, theSun City News’ web site andFacebook page has seen agrowth of over 300 per cent.

A recent Facebook article about‘Double Demerit points overEaster’ received over 2200 hits injust 24 hours.

The Yanchep Ovals issue hasbeen the biggest talking point,over the past month, on both theweb and Facebook.

Another interesting fact is thatthere were over 100 attempts tocopy photos from the Sun CityNews’ web site - All Sun CityNews photos on the web areprotected and whenever anattempt is tried, a ‘cookie’ gatherstheir IP and other details - Bigbrother at work.

Lions give iPads

The Yanchep Two Rocks Lions’Club presented five iPads to theTwo Rocks Primary School at aschool assembly just prior toEaster.

The Lions has been a strongsupporter of the school andschool principal, ElizabethWildish, who felt very privilegedto accept the donation on behalf

of the school community. “TheiPads will be used by studentsas part of their learning” said MsWildish.

“We currently have studentswho have very specific needsand would benefit greatly fromaccessing an iPad and itsassociated applications within aclassroom setting.”

The use of iPads has proven tobe a great success for studentswith special needs. By using thetouch interface of the iPad,students will access learningmaterial and improve their finemotor skills.

In this digital age of schooling,the possibilities of using iPadsas a platform in education areendless.

Strategic planning gets plentyof community involvementThe Shire of Gingin hasreceived 240 filled-in ’StrategicCommunity Planning’ surveyforms with 80 of those beingfrom local youth. Another 230people attended workshopsheld in Ledge Point, Guilderton,Lancelin, Gingin and Seabird.

Shire president, Cr MichaelAspinall said: “Having over tenper cent of our communityrespond to this is an excellentresult for the Shire of Gingin.

“The Shire of Gingin would liketo extend a big thank you to ourcommunity, having just

completed the communityconsultation phase for thedevelopment of our StrategicCommunity Plan.

“This has no doubt been one ofthe most extensiveconsultations that the Shire hasundertaken. The processinvolved a combination of onlineand hard copy surverys alongwith face to face facilitatedworkshops across the shire.”

Council will now have aworkshop to review the prioritiesand key themes highlighted bythe community. These will then

be incorporated into a StrategicCommunity Plan that willbecome the platform forservices and projects within theshire for the next ten years.

The adoption of a StrategicCommunity Plan is arequirement for all WA localcouncils and once the Shire ofGingin has a draft StrategicCommunity plan formulated,they will again consult with thecommunity to confirm relevancebefore adopting the plan in timefor the 2013/14 financial year.

Where is our councillor?City of Wanneroo Coastal Wardcouncillor, Robert ‘Bob’Smithson’s business venture atIrishtown, Donnybrook, hasmany of his constituentswondering what he is doing oncouncil.

In a recent article in the SouthWestern Times, Smithson wasquoted saying: “As aDonnybrook resident, myself, Itry to do everything I can to be agood corporate citizen.”

In the article, neighbours of CrSmithson’s quarry, DonnybrookStone, are fearful of toxic fallout

from the quarry. Since thequarry reopened in April 2012,13 improvement and sevenprohibition notices have beenissued by the Department ofMines and Petroleum.

Last week Cr Smithson failed toattend Bunbury MagistratesCourt related to a VRO matter,telling the magistrate he wasoverseas.

The same day, Cr Smithson didnot attend or forward any non-attendance apology for the Cityof Wanneroo briefing session.

If Cr Smithson is a permanentresident of Donnybrook, is helegally permitted to continue asan elected member at the Cityof Wanneroo council?

Last year, Cr Smithson, tookseveral months ‘leave of absence’from the City of Wanneroo andsince has only attended aminimal number of councilmeetings; while still collectingmeeting fees, remunerations andexpenses as an active, workingcouncillor. Cr Smithson is anelected member of Wanneroocouncil until October 2015.

Letters to the editorPlan BAfter attending the TRYRAmeeting held last week, Ihave come to the conclusionthat the redevelopment ofCharnwood Park is a kneejerk reaction to a stuff upbehind closed doors. I believethat the closed door policy isto protect ‘with theconfidentiality clause’ who-ever stuffed up.

As one person said at themeeting ‘good businesssense is to have a plan B inplace, in case plan A does notwork’.

The City of Wanneroo doesnot have a plan B in place. Iam wondering if this signifiesthat the CoW is going torailroad the ‘concept plan’through no matter what theconsequences or what thiscommunity says and wants. Martina Thomas, Two Rocks.

Hands offHaving spent the last 12years watching ourcommunity, dogs and birdlifeenjoy Charnwood Reserve itsaddens me to see the lack of

information in the currentpreliminary plan for thereserve.

Why is there no artistsimpression that will accuratelydepict the clearing of treesand levelling of the reserve tillit resembles yet anotherunappealing boring flatlandscape with which wecurrently see appearing onevery new development.

Is it perhaps that the artistimpressions failed to showanything that the communitywould support?

Surely there is enough landdesignated to accommodatethe increasing pressure of ourgrowing community withoutlosing what we already have?And if not, why not?

Charnwood Reserve, notCharnwood Park as thepreliminary plan wouldsuggest, is a significanttreasure and iconic coastalpark similar to those found inMullaloo, North Beach andolder coastal suburbs.

Clearing all these trees andflattening this park will be soul

destroying for our communityand we need to standtogether against this rushedsmoke screen of aconsultation process. Alison Pritchard, Two Rocks.

Dog spaceI recently spent time inYanchep and surroundingareas and was horrified at theamount of dog muck andpoop bags strewn on pathsdown to the beach.

On my last visit, I returnedhome full of praise for thedoggie poop bags and binson display.

This time I have now returnedhome full of disgust for thestate of the beach paths. Iread that dog owners wantmore beach for their dogs, ifthey leave them in this statethey don't deserve dogs letalone more space.

What about the human healthrisk, especially children whoare known to put anythingand everything in theirmouths. Come on all 820dogs - Clean up your act.Barbara Long, Cumbria, UK.

Speed signsWho moved the signs?

The 80km sign was movednot long after the traffic islandwas built for the entrance toWoolworths.

From Two Rocks Road andalong Marmion Ave, there are60km signs and that is thespeed you do until you seeanother sign that tells youdifferently; and that is thespeed you do until you reachthose signs.

I had an occasion to contactMain Roads when theychanged the speed limit onTwo Rocks Road, near TheReef development, from90km to 60km, downhill,about 300 metres.

I was told it was done toreduce the speed limits forsafety reasons and that theydidn’t have to notify anyonethat it was going to happen.

So, if you are not happy withbeing caught, my advise is todrive at the speed limit andyou won’t be out of pocket.Fred Lewis, Two Rocks.

Heads should roll over ovalsIn mid-February 2013, theSun City News made a mediaenquiry to the City ofWanneroo about the Yanchepovals project, the first responsedid not answer the questionsabout ‘administration officersencouraging other developersto comment about the project’and how much had beenspent on the dumpedYanchep ovals project.

On 7 March, a reminder wasforwarded to the City ofWanneroo asking for aresponse to the two questions- On 18 March, the City ofWanneroo provided thefollowing response.

n The City of Wanneroo'splanning director, LenKosova, said: “The Cityencouraged all landowners tomake a submission on theScheme Amendment.Administration did not promptor solicit any submissionsspecifically in relation to theYanchep Open Space.”

nDirector of Corporate Strategyand Performance, John Paton,said: “Considerable time andeffort was invested by the Cityin negotiating with thedeveloper and preparation ofrelevant reports to council. Inaddition, project managementcosts have also been incurred

against the Yanchep ActiveOpen Space project, howeverit is not possible to accuratelyquantify the overall value as ithas been absorbed withinnormal operating budgetsand not accounted forseparately.

“As it is likely that the projectwill ultimately proceed atsome point in the future asthe normal sub-divisiondevelopment progresses, thework already completed willstill be of value.”

For more than 12 months, theCity of Wanneroo council hasconsidered a number of

reports related to theconstruction of two new ovalsin Yanchep, but the Sun CityNews hasn’t been able to findone report that fully discloseswhat the council’s issues are,or why they suddenlycancelled the project or howmuch ratepayers’ money hasbeen expended on this failedproject - Is this how weexpect our council to behave?

As one prominent Two Rocksresident said: “If Jon Kellywas still mayor, we’d beplaying football in Yanchep onthe new ovals and wewouldn’t have these doubts,again, about this council.”

Yanchep Open Space vsCharnwood developmentby Derek Best, President,

I write this letter in an attempt togive an insight of the opinionfrom the local Yanchep TwoRocks community.

As most locals would be aware,the negotiations for the Yanchepopen space have been stoppedand a proposal for theCharnwood development havebeen put into action full swing. Iwould like to hear from the localpeople of Yanchep and TwoRocks on what they think aboutthis? Please send me an [email protected] and tell meif you are for or against theCharnwood solution.

Just to give you a brief idea ofthe growth numbers for thejunior Red Hawks. The jump inthe number of registeredchildren from the 2011 – 2012season was almost 100children. With the season notquite underway for 2013 it is alittle early to give actualnumbers of players but it willexceed the total numbers fromlast year.

With the club’s first ever Yr 12’steam (17’s) in 2013, this givesus a total of four opens rules

teams - These boys need a fulloval to train on to be able to doskills and drills. We have beenforced to have the teams trainon the oval every night of theweek except Monday. Don’tforget we share the oval with theseniors also.

This solution is not ideal forfamilies with multiple children asthey need to have their differentage group children at the ovalon different nights.

To put this into perspective if afamily has two children that arein different age groups thiscould mean those parents needto be at the oval dropping offand picking up children up tofour times a week - This is a bigcommitment. And with two ovalsclose together we could runthings much more efficiently.

AusKick has been moved fromWednesday night to Saturday,due to lack of room.

So from the Junior Red Hawksposition is we need another ovaland we need it fast. We can’twait another three to five yearsfor an oval.

I urge all of you to share youropinion - Our children are thefuture of the community and we

need to have good facilities forthem to grow with.

We need the City of Wannerooto listen to what the people ofthe community actually needand deliver the ovals, withhaste.

So I need you to share with meyour opinion - Would you like toget the negotiations back on thetable for the Yanchep openspace solution - 18 months tocompletion once agreementsigned all approvals in placewith state funding approved; or,the Charnwood solution,approximately three to fiveyears away, no approvals inplace to date, no local support,and no state funding approved.

Recently, the Irene McCormackCatholic College communitygathered for the first time in2013 to celebrate their openingschool Mass, praying for God’sblessing on the year ahead andwelcoming new students andstaff.

Frank will be sadly missedLong time Two Rocks residentand a man who has beendescribed as a ‘true gentleman,Frank Hamilton, passed away onFriday 22 March, aged 85.

Frank worked and lived in TwoRocks for nearly 45 years.

In the early 1970s, when Frankand his family moved to OrissaPlace, there were no trees, only adozen or so fishermens’ shacks onJordan Street, with a magnificentview up and down the coast.

In January 1971, Frank appliedfor a job with Yanchep Sun City,then known as Yanchep Estates,as a Management ServicesOfficer - Frank went to companydirector, Peter Beckworth, tellinghim he was the man for the job - The rest is history and it was saidby the company directors ofYanchep Sun City, ‘The company

owes a lot to Frank because hepicked up all the problems thatarose - Frank was a verygenerous man, even purchasingfood for a family that was havinga difficult time in the early days ofthe young and developingtownship of Two Rocks.

Until electricity arrived inDecember 1971, life in Two Rockswas quite solitary - Frank’s wife,Iris, was working in Perth and onlycame to Two Rocks for theweekends. There were only twoother occupied houses at the time.

Frank saw or was involved in themany changes creating Two Rocks- houses appearing from the sandylots, the marina being built, and theone real standout - The building ofAtlantis Marine Park.

Frank told the Sun City News in a2003 interview: “Being involved

with Atlantis was a difficult feelingto describe. One of the dolphins,Raja, always knew when I wasanywhere nearby and wouldswim to him and raise his head asif to say good morning.”

There was an special bond withFrank and this particular dolphin,which quite frankly amazed thehandlers.

There was always a gleam inFrank’s eyes when ever he toldthe story of Atlantis, but he wouldget a little sad when it came totalking about the park closing - Helost his job too.

Frank retired in the late 1980s,but continued to live in Two Rocksand tirelessly work within thecommunity and had a majorinvolvement with the starting ofthe Yanchep Sports Club as afoundation member.

Frank had always been an activesports person. He was collegeand state boxing champion,played football with SouthFremantle, soccer with FremantleCity, an international referee forwater polo and soccer, refereedstate soccer and played off a sixhandicap at golf.

He was vice president and heldexecutive positions of theswimming association and waterpolo association. A life member ofthe Fremantle water Polo Club,West Coast Swimming Club.

Frank was also involved in bothOlympic and CommonwealthGames organising committees.He was on the selectioncommittee for the 1962Commonwealth Games and 1964Olympic games in Japan.

He was on the steeringcommittee to start Sun CityCountry Club and then becamethe club’s first captain.

Frank was the Yanchep SportsClub’s first lawn bowls captain,and kept his hand in coachingmany locals until recently.

In 2010, Frank was recipient ofthe Yanchep Two RocksRecreation Association’sCommunity Person of the Yearaward in recognition his work andefforts across the region.

Frank Hamilton, was the truegentleman and will be sadlymissed, his extensive localknowledge lost forever, the regionhas lost a great person.

Ward reviewAt the March meeting of the Shire of Gingin council,the elected members considered another report on‘Ward Review and Elected MemberRepresentation’.

In mid 2011, the council resolved not to change theward distribution or the number of councillorselected. In March 2012, the Local GovernmentAdvisory Board requested the shire conductanother review as the current councillor to electorratio was not within the allowed deviations.

Wards such as Ledge Point, Seabird and Northwere either over or under represented whencompared to the other shire wards.

Council considered a number of options:-

n No change to ward or elected member numbers;n No wards and reduce elected members to nine;n Reduce wards to three and elected membernumbers to nine, three per ward; or

n Reduce wards to two and elected membernumbers to nine, four in North Ward and five inSouth Ward.

The council did not support the administration’srecommendation of three wards with nine electedcouncillors.

Deputy shire president, Cr David Roe, moved analternative motion that there would be no wardsand a reduction of elected members, down to nine.The alternative motion was carried 6 - 3, with CrsAmmon, Court and James voting against themotion.

Yanchep Redhawks CricketClub E Grade team won theNorth Suburban CommunityCricket Association E Gradepremiership in late March.

After finishing the home andaway rounds in third position,the Redhawks defeatedBallajura, who finishedsecond, at Kingfisher Oval inthe semi final, with thewinners going through to thegrand final.

After winning the toss andputting Ballajura in to bat,Yanchep bowled them out for106 in 53.3 overs, which waswell disciplined bowling andfielding performance.

Yanchep bowlers put in astrong performance, TomPelkonen took one for 23 offten overs; and Kane Roperbowled eight overs for only 10runs and five maiden overs.Tamati Timoko bowled 8.3hostile overs to take four for

13, with Andy Fittell chippingin with three for 15 off nineovers.

The bowlers were backed upby some exceptional fielding.

Chasing 106 runs, Yanchepwere in a little bit of troubleearly, losing six wickets foronly 57.

Tamati Timoko, this time withthe bat, hit a timely quickfire43, with Andy Fittell scoring 22taking Yanchep to all out for

133 and into the grand final.

The following week, Yanchepfaced ladder leaders,Wanneroo, in the Grand Finalat their home ground, EdgarGriffiths.

Yet again, Yanchep won thetoss and elected to bowl.

The Yanchep bowlers carriedon from the previous weekwith some quality bowlingwith Kane Roper, 12 overs,five maidens, finishing with

three for 17; Tamati Timoko13 overs, four maidens , threefor 21; and Gavin Adamsseven overs, two maidens,two for 12.

Yanchep’s fielding, onceagain, came to the party withsome quality work. It was aninspiring team effort and theywere able to bowl Wannerooout for exactly 100 runs after50.4 overs, their lowest scorefor the year.

After losing an early wicket,Yanchep were able toconsolidate their innings witha first wicket partnership of83, between Greg Campbell,52 runs, and BrianManglesdorf, 26 runs, to takethe team to what was anamazing effort over the finalsto win the grand final flag.

Yanchep Redhawks nowhave a total of four flags sinceentering the competition in

2006.

On Easter Saturday, the Yanchep Two RocksRecreation Association held an Easter Fun Day atCharnwood Park in Two Rocks.

About 300 children and 200 adults attendedthroughout the morning. The children were keptentertained with a variety of free rides and visit fromthe Easter Bunny.

It was great to see young local teenagers, Emeraldand Ruby Savage, and Brayden McCarthy helpingthe Easter Bunny and organising the egg and spoonand carrot relay races.

Winners of the Easter raffle were Andre fromSeatrees with second going to Lesley from Yanchep.

The winners of the Sun City News IGA Two RocksEaster colouring competition were CaraDziegielewski and Christopher Dower, both fromTwo Rocks.

There were over 70 entries in the colouringcompetition and entries can be viewed in the SunCity News’ office at Two Rocks Shopping Centreuntil 12noon, Friday 12 April.

Pharmacists should drop products that aren’t backed by evidenceIf you look at the shelves ofmost Australian communitypharmacies or browse the pagesof local internet pharmacies,you’ll see numerous examples ofproducts making claims thatcan’t be supported by scientificevidence.

These include an increasingproliferation of homeopathicmedicines, weight-loss productswith names such SensaSlim,Undoit and Fat Blaster Reducta,products to enhance sexualprowess such as Horny GoatWeed (for both him and her) andnumerous vitamin and mineralcombinations.

But why do pharmacies stock,promote and sell theseproducts when pharmacists aretrained scientists? The shortanswer is that they areprofitable. Some pharmacistshave said: The products areheavily promoted, consequentlypeople want them and if wedidn’t stock them customerswould simply go elsewhere. Inaddition, we can provide adviceif asked.

Others point out that thedecision to stock is often madeby the pharmacy owner orgroup buying chain and hasnothing to do with the in-storepharmacist who dispensesscripts and gives advice. Such

policies can extend to protocolsaimed at up-sellingcomplementary medicines ofdubious value to customersgetting certain prescriptions filled.

A Pharmacy Guild – Blackmorespartnership along these lineswas short lived but the practicestill appears common. Recentresearch has shown thatpharmacies that recommendthe most complementarymedicines to customersprovide companion saleprotocols to their staff.

As one respondent to thisresearch said: “It’s all writtendown in the [pharmacy group]protocols, so if you work for[pharmacy group] you’reexpected to follow this.”

Other pharmacies, particularlylarge discount chains with aninternet presence, point out thatthey stock thousands of, oftenshort-lived, products and theycannot, and should not, beexpected to research whichones are evidence-based andwhich are not. They have said:Sorting out evidence-basedproducts should be the job ofthe Therapeutic GoodsAdministration (TGA).

But the listing process of theTGA does not assess theefficacy complementary medicines.

In addition, the TherapeuticGoods Advertising ComplaintResolution Panel (CRP) hasclearly said that information onretailer websites is theresponsibility of the websitepublisher.

There is clearly a conflictbetween the need forpharmacists to maintain aprofitable business and theirethical obligations to thecommunity.

In 2003, the Pharmacy Boardof NSW said: “The communityholds pharmacists in especiallyhigh regard and places its trustin pharmacists' professionaljudgment, and relies onpharmacists' professional advice.

Because a recommendation bya pharmacist for any medicinegives that medicine specialcredibility, it’s essential that therecommendation is based onsound scientific evidence.Indeed, the trust in pharmacistsand pharmacies is such that,simply because a medicine isavailable in a pharmacy,consumers will infer that itcarries the pharmacist’sendorsement andrecommendation.

So pharmacists must bepersonally persuaded of thesafety and effectiveness of the

medicines (and othertherapeutic goods) available intheir pharmacies.

These principles have beenreiterated by the newPharmacy Board of Australia.Its Code of Conduct forRegistered Health Practitionersstates that providing good careincludes: Practicing inaccordance with the currentand accepted evidence base ofthe health profession, includingclinical outcomes.

And its Guidelines forAdvertising of RegulatedHealth Services state: A person(or business) must notadvertise a regulated healthservice in a way that is (a) false,misleading or deceptive or islikely to be misleading ordeceptive; or (d) creates anunreasonable expectation ofbeneficial treatment.

Several complaints have beensubmitted to the PharmacyBoard of Australia aboutpharmacists who continue tomake claims about productsthat had been shown to befalse, misleading and deceptiveby federal court orders andCRP determinations, even afterthese products were delisted bythe TGA. No response has yetbeen received.

Autumn Fair & Car Boot SaleThank you to everyone for supporting our recentAutumn Fair and Car Boot Sale at Gingin Uniting

Church. It was a beautiful day and we muchappreciated the number of different groups, andmembers of the community who had their stalls.

There were many different stalls as well asactivities for children, a BBQ, morning teas and

delightful music supplied by Keith and Lyn Tipping, and Rachel John with her musicians

from Classic Sounds in Kelmscott.

Our Church raised over $1000 which will gotowards Chaplaincy and Gingin District HighSchool, and the setting up of a Counselling

service based at our Church.

CASINO BUSThe next Casino Bus trip is on Tuesday 16 April,

leaving Two Rocks (Phil Renkin Centre) at 5.15pm and picking up at outside Yanchep

Sport Club at approximately 5.25pm.
