Article I

As in the president’s handbook, each executive director is a voting member. She/he will assist in enforcing rules and regulations of the league. She/he shall serve on any appointed committees.

Section IPresident

A. Presides at all league meetings.B. Assumes responsibility for the operation of the league.C. See’s that the league adheres to the rules, regulations and policies of Babe Ruth baseball, as long as such rules,

regulations, and principles continue to be in the best interest of our local league and its members.D. Makes sure that application for charter is submitted to Babe Ruth headquarters.E. Is responsible for local league protest and disputes.F. Votes only in the case of a tie vote.G. Can sign checks & makes sure books are looked over by a third party every year in September.H. Is responsible for tournament books.I. May release any manager, coach or volunteer due to misconduct or not abiding by the rules. The issue should be

brought up to the entire board as soon as possible after this action has been taken.J. May call meetings.K. Assists Vice President and Player Agent in making game and practice schedules.L. The president may not be connected with any team as a manager and shall not participate in the draft as a manager

or coach

Vice PresidentA. Will preside over meetings when the president is absent. B. Is able to call a meeting and may vote. C. Serves on committees. D. Assumes all presidential duties when the president is unavailable. E. Assists President and Player Agent in making game and practice schedules. F. May sign checks. G. Attends all board meetings.

SecretaryA. Records the minutes of the meetings. B. Is responsible for sending out notices of regular and special meetings. C. Maintains an official record of all league activities and notifies all officers of the election. D. Attends all board meetings.

TreasurerA. Pays state dues and dispenses league funds as approved by the league board. B. Reports on the state of league funds, keeps financial records and prepares a yearly budget. C. Manages all league finances with board approval. D. Will verify league finances yearly with bank reconciliation. E. Makes sure books are looked over by a third party not involved with the league board every September. F. Will provide a written financial report at all board meetings.G. May sign checksH. Attends all board meetings..

Player AgentA. Responsible for signups. B. Presides over all player draft sessions and supervises the annual skill assessment. C. The player agent is also responsible for placing players on teams and shall place new players on teams according

to the number of players already on teams (least first), taking into consideration each age group. D. She/he serves on committees. E. She/he will keep copies of medical release forms.

F. She/he will keep a running roster of all players in the league. G. Assists with the tournament books. H. The player agent may not be connected with any team as a manager and shall not participate in the draft as a

manager or coach. I. Assists President and Vice President in making practice and game schedules. J. Attends all board meetings.

Division LiaisonsA. There will be one liaison for each division in our league to listen to any grievances the managers may have and

then bring these grievances to the Liaison Coordinator. She/he will then communicate board decisions to the managers.

Division Liaison CoordinatorA. This person will listen to all grievances from each division liaison then report to the board for further action.

Then report back to division liaison with the board’s decision or advice.

Equipment ManagerA. She/he will hand out equipment to the team managers at the beginning of the season. B. Inventory sheets will be used to issue and for return of equipment with the managers signatures, addresses and

phone numbers required. C. The equipment manager is responsible for replacement of old or broken equipment and the purchase of new

equipment. Board approval is required before any equipment is purchased.

Uniform ManagerA. This person is responsible for issuing uniforms to the team at the start of the season. B. This person is also responsible for obtaining three bids in writing to submit to the board of directors for approval

of the season’s uniforms.

Head ScorekeeperA. The head scorekeeper trains scorekeepers and checks official books to assure they are being kept properly. B. She/he will post weekly league standings by division

Insurance CoordinatorA. This person will handle all accident claims that occur during the baseball season. B. She/he will file all proper claim reports to the insurance carrier and will follow up with said claim until

satisfactory results are obtained. C. A file of all claims will be kept and presented to the board of directors on an annual basis to review the safety

aspects of our program and to make improvements where needed. D. Any person appointed by the board of directors can hold the position.

Team Mom/Dad CoordinatorA. Is responsible for holding a meeting with all team parents at the beginning of the season to instruct them on their

duties during the season. B. Makes sure that all team parents know about upcoming league functions and events. C. Addresses any issues that the team parents have with the board. D. Assist in making sure that each team knows about required participation on their assigned days in the concession

stand and for scorekeeping their games.

Concession Stand ManagerA. Is responsible for doing all shopping related to the concession stand and making sure we have plenty of stock. B. Is also responsible for making up the concession stand schedule to give to each team. C. Also with the assistance of the leagues food preparation manager makes sure that all board members know how to

properly open and close the concession stand, including taking temperatures.

D. Also makes sure that all persons working in the concession stand adhere to all food safety guidelines. E. Attends all board meetings.F. May sign checks. G. Snack bar manager will be reimbursed up to $25.00 gas per week in any week that he/she does shopping for the

snack bar. Receipt must be supplied to the treasurer.

Assistant Concession Stand ManagerA. Is responsible for helping with all shopping related to the concession stand when possible. B. Is also responsible for making up the concession stand schedule to give to each team. C. Also with the assistance of the leagues food preparation manager makes sure that all board members know how to

properly open and close the concession stand, including taking temperatures. D. Also makes sure that all persons working in the concession stand adhere to all food safety guidelines. E. Attends all board meetings that the Concession Stand Manager is unable to attend. F. Maintain a list of backup snack bar workers that can fill in as needed.

Head UmpireA. This person will enlist and teach umpires. B. She/he will schedule umpires for each game. C. The head umpire will appoint a committee to listen to all protests. D. She/he will schedule all manager and coach clinics, to include a rules clinic and umpire clinic. E. She/he will evaluate all umpires during the season.

Public Relations Representative/WebmasterA. This person will be the direct contact with the media and the area schools concerning league signups and other

league news and events. B. This Person will present the league to the community in a positive and favorable attitude so as to encourage the

growth and prosperity of the Sun Valley Cal Ripken Babe Ruth League. C. This person will also be responsible for updating the league’s website, Facebook, and any other means of online

advertising, etc.

Field Maintenance Manager A. In charge of informing the board of field repairs that need to be done, getting quotes for proposed repairs, and

overseeing the completion of repairs.

ManagersAll managers are responsible for his/her players, staff, spectators, equipment and uniforms assigned to that team. Managers will keep their team informed of all rules and all league activities along with dates of practices. Managers must notify all players assigned to their team within 24 hours of the draft. All managers must be coach certified. The Manager chooses his/her coaches (with board approval) and has the right to dismiss them as a coach on the team.

CoachesAll coaches in this league shall adhere to all rules and regulations prescribed by the league and Babe Ruth baseball. They will assist their team managers in the proper instruction of baseball and will act as base coaches during all games. All coaches must be coach certified.

Team Mom/DadThis person will assist team staff with a variety of functions including but not limited to: after game refreshment schedule, organizing special team events, acting as team fundraising director, overseeing and assuring each team member’s participation in fundraising projects and concession stand, collects and turns in money gathered by team members, receives and issues team uniforms. In the minor and major division makes sure that the team has at least one official scorekeeper for all home games.

Section II

1. Election of Officersa. Nominations and/or letter expressing interest in a position must be received by the end of the season

picnic. The current board will vote in new board at the last regular season meeting in August and the new board will assume office at September meeting. It is preferred that an executive board member have served on the General Board for at least one season prior to running for an executive board position. If a new board member should be elected into an executive board position, their initial term shall be 1 year and any subsequent years until their position comes up for a 2 year term renewal. President and Player Agent in even numbered years and Vice President, Treasurer, and Secretary in odd numbered years.

b. An election, with three-fourths (3/4) of a voting board present at a regular scheduled board meeting, will be used to fill vacancies arising between annual elections.

c. Any officer resigning their position or being asked to resign their position will not be able to put their name on the ballot for the following season.

2. Selection of managersA. All interested persons will submit applications and/or resumes yearly to the board of directors.

Application forms will be available at sign up centers. Approval will be by at least two-thirds vote of the board

B. The board of directors will interview all managers of this league prior to voting.C. The board votes and chooses the manager of the team.D. All managers and coaches are subject to a background check.E. All managers and coaches are required to read and sign manager/coaches expectations.F. All Managers and coaches are required to get their coaching certification through Babe Ruth.

Section III

1. This will apply to all elected and/or appointed persons. These are the steps to be taken.a. A grievance must be submitted in writing within twenty four (24) hours of incident to the board president.b. A special meeting will be called to address the situation.c. Both parties shall be present at the meeting to address the grievance. If one of the parties fails to attend

they shall forfeit all rights to grievance by default.d. Board decision is final. No appeals will be considered.

The board will use the following options to enforce grievance discipline. Consideration of how serious the violation will determine which option shall be enforced.

I. Written WarningII. Suspension

III. Removal from league.

2. AbsencesAny board member who has three (3) unexcused absences from scheduled meetings in any one season will automatically be asked to resign from the board. The season runs from September to August. The position he/she held will be filled in accordance with Article I, Section II of the Bylaws. An excused absence would be considered an illness, family emergency, work or vacation.

3. Resignation of a board memberAny board member wishing to resign their position on the board must submit a resignation letter in writing to the board for his/her resignation to be accepted. Unless the resignation applies to #2.

4. Removal of managers and coachesIf sufficient cause is presented to the board of directors in writing by a majority of the team’s parents that manager

or coach can be warned, placed on probation, or removed from the league by the board. See section III, Part C

5. Removal of league membersIf a member of the league is in violation of the rules of conduct as prescribed in the general rules and sufficient cause is presented in writing to the board of directors that member can be warned, placed on probation, or removed from the league by the board. The league’s board of directors also has the right to ban any person(s) from league activities if they feel it is in the best interest of the players and/or other members of the league. All board members must inform the entire board of any bans immediately after they happen via email.

6. Appeal ProcessAny person who feels as though a rule has been unjustly used against them has 72 hours, three days, from the time of the incident to appeal the decision to the entire board by submitting in writing or email to any board member their side of the ban. All emails will be sent to [email protected] for any appeal claims. Written appeals can be handed to any board member at the park.

Article IISection I

Robert’s Rule of Order“Robert’s Rule of Order” shall be the parliamentary authority on all matters not covered by the constitution and bylaws of this league.

Submission ProceduresNotice (if any) required and vote required for adoption. Refer to comments in Article VII of the constitution.

Order of businessThe usual order of business at a regular scheduled meeting is as follows:Call meeting to order by presiding officer, reading and approval of prior meeting minutes,Treasurer’s financial report, Committee Reports, Unfinished Business, New Business, Next meeting date & Adjournment

DraftingDrafting will be done according to the player selection system and draft procedures set by the Sun Valley Cal Ripken/Babe Ruth League.

Section IISelecting All Star Teams (all age groups)

Selection of all star players, managers, and coaches along with applicable information and rules will be according to Sun Valley Cal Ripken/Babe Ruth all-star rules and regulations. Times and dates will be established after the schedule of events for the new season has been completed.

1. The president and player agent shall oversee all-star selection process. 2. The All Star manager shall choose his team from all eligible candidates from the division in which they play.3. All managers from the division in which the All Star manager is choosing candidates from shall have input in the

selection process along with the President and Player Agent.4. To be eligible for the all-star selection, players must meet minimum game and age requirements, and must fill out

All-Star contract.5. The all-star teams will be chosen from youngest team to oldest team.

Ex: 9U, 10U, 11U and then the 12U.6. The All Star team will be chosen by the All Star manager and his staff with the help of the división managers,

Player Agent and President. The All Star Team manager will have final say on his/her team members.7. The All Star Manager shall choose his/her team no later than the end of May.

1. All managers interested in managing the all-star team in their respective age group must have their application/resume in no later than Opening Day of the current season. Their selection of their coaching staff if they are selected should be included with their application.

2. All-star managers for each team shall be selected by the board of directors from the eligible applicants following an interview by the board of directors. Eligible managers shall come from their respective age divisions that they managed in as first choice. Selection will be done by vote, either open or closed ballot as determined by the board of directors. Two (2) board members will count the votes, preferably the president and vice president in the presence of a third party not involved on the board. This vote will happen no later than the first regularly scheduled board meeting in May.

3. The manager and staff will be announced at the annual picnic, following the announcement of the all-star teams.4. In the event of no eligible applicants for the manager position are submitted the board of directors can select a

manager and coaching staff from the coaching applicants submitted regardless of division played in.

Section IIILeague OperationsConduct of players, managers, coaches, members and fans will be in accordance with the rules of conduct as set forth in the general rules.

A) General RulesOperation of this league will be in accordance with the Sun Valley Cal Ripken/Babe Ruth general rules.

B) Rookie Age GroupOperation of the rookie age group will be in accordance with the Sun Valley Cal Ripken/Babe Ruth rookie age group rules.

C) T-Ball Age GroupOperation of the T-ball age group will be in accordance with the Sun Valley Cal Ripken/Babe Ruth T-ball age group rules.

D) League age groups will be divided into the following:T-Ball 4, 5 & 6 year oldsRookie 7 & 8 year oldsMinor 9 & 10 year oldsMajor 10, 11 & 12 year oldsSoftball 6u, 8u, 10u, 12u, 14u, 16uPrep 13, 14, 15, 16, 17 & 18 year olds

The board may make exceptions to the age rules on a case by case basis. Younger players may be drafted into a higher age group with parental permission. A letter must be submitted to the player agent regarding exception. Younger players drafted into the higher age group must be made aware of the fact that they will be expected to play down a division during all stars, should they decide to tryout and make the team.

Article IIISection IPlayer Registration

A. Registration shall be at least 45 days prior to the leagues scheduled tryouts. Public notice of registration time and location should be listed in the local media and if possible, announced in the school system.

B. All players registered before the league’s annual skill assessment and draft will be invited to attend. Unless the player is already property of a team. Any players registered on or after the skill assessment day and draft will be placed on the next available team by the player agent.

C. Registration Fees must be paid in full by Hat & Cake Night or player(s) will not receive their hat. No player will receive their uniform, pictures, etc if registration fees are not paid in full.

A) The player agent will make a list of all eligible candidates to be drafted to be known as the “Player Agent’s List”. The list will include the candidates name, age, phone number and tryout number.

B) The player agent shall note on his/her list all option players and shall announce such options at the beginning of the draft.

C) Each age group shall hold identical drafts. Each shall follow the recommended system for its eligible players. Each age group draft shall be independent of the other age group drafts.

D) Any players that did not show up for skill assessment are considered pool players. These players are not drafted; they are picked from a hat at the end of the draft.

Section IIISkill Assessment

A) Every candidate between the ages of nine and twelve or thirteen to fifteen or sixteen to eighteen (9-12 & 13-15 & 16-18), who is properly registered for the season, not currently a member of a team and going into the Minor, Major or Prep division shall have the opportunity to try out for a team. Notice for skill assessment times and location shall be posted during registration. Also the board of directors should call all eligible candidates the week prior to skill assessment to remind them of their time.

B) As soon as practical before the skill assessment, the player agent shall prepare a list of all candidates. This list shall be given to each manager the day of tryouts.

C) Tryouts shall be conducted in the presence of the league’s managers at which time every candidate will have the opportunity to bat, throw, run and field in completion with the players in their age level. It is very important that all managers be present at all skill assessment sessions so they may carefully observe and grade each candidate to help make their selections at the player draft.

D) Each applicant shall report to the player agent upon arrival to the skill assessment site. The player agent shall check each candidate against the “Player Agent’s List” and assign a number. This number may be written on heavy paper and attached to the candidates back and/or announced over a loud speaker to aid in observing and identifying each of the candidates.

E) Those applicants registering on the day of tryouts will be placed on the player agents list.F) Any player candidate failing to participate in at least one-half (½) of the scheduled skill assessment will be placed

on the pool players list regardless of age.

Section IVOptioned Players

A) The following are considered optional players:1) Sons or Daughters of Manager only (not coaches)2) Brothers or sisters of players already property of that team.

B) Sons/Daughters of managers are automatically optioned to their father/mothers team as follows: If only one player is involved on a particular team, then the manager shall surrender his second round draft choice in exchange for such player. If more than one player is involved on a team, then the manager shall surrender his second and fifth round choices and if necessary as many successive choices as are equal to options.

C) Brothers or sisters of players already property of a team or already selected in the current draft are optioned to their siblings team by the following procedures: whenever a manager not holding an option on a brother or sister selects such brother or sister as his draft choice, the manager holding such options must within that round surrender his draft choice in exchange for such brother or sister. In the event the manager holding the option has made another selection in the round which he is called upon to exercise his option he much surrender such choice and return the original selection to the pool, after which the draft will be backed up to that point and the manager holding the option will then choose the brother or sister of sibling already on his team. All subsequent choices, if any, will be revoked and then draft will resume.

D) A manager may exercise options only to the extent that such options will fill his team in accordance with the composition rules of Babe Ruth baseball. Should a manager hold more options then he may exercise, he shall choose which options will be exercised in advance of the player draft and other possible options removed from

the option player list announced before the draft.

E) In the event a manager holds options on more than one player that he will be called upon to exercise in a round in which he has already exercised an option on another player, such manager shall surrender his next succeeding draft choice in exchange for such player. This rule applies only to brother/sister options and does not apply to son/daughter options, which is outlined in Section IV, paragraph B. Thus if a manager has an option in the second round when he has already taken his manager’s option, then he will take that other optioned player in the next succeeding round.

F) There shall be no requirements that options be exercised. Any option may be denied, but such denial and/or designation of possible option player must be at the start of the draft.

G) Should the player agents list contain brothers/sisters and once a manager has selected one of them, he/she shall immediately announce his intentions on the remaining brother/sister.

Section VPlayer Draft

A) Each manager shall be numbered in the reverse order to the position that his/her team held in the final standings at the close of the previous season. Last place team shall be number one; next to the last position shall be number two, and so on until the first place team will hold the last draft pick.

B) Any new teams added to the division from the previous season will select one (1) player from the player agent’s list before drafting begins. This player will be placed on the bottom of the roster and the draft will begin in the normal procedure: with the new teams starting first and league draft options being taken at this time.

C) Each manager shall then proceed to pick in order of his number from the player agent’s list. She/he may pick any eligible candidates from the designated age group that attended the skill assessment, within the limitations of Babe Ruth baseball rules governing composition of teams. After each manager has had an opportunity to pick a player, the selection shall be repeated in the same order until all teams are filled or until all candidates are selected.

D) If any manager does not wish to make a selection during his turn, he may pass, but by doing so will forfeit that particular choice, and may not choose again until his next regular turn. Since we draft in order of age in our league if all managers pass in a round the remaining players from that age group go into the hat and the next age group begins and so on until all age groups for that division have been gone through. EX: In the Major draft all managers pass in the 12 year old round. The remaining 12 year olds go into the hat and the draft restarts with the 11 year olds.

E) Any player chosen in the player draft shall remain property of that team for their remaining Babe Ruth career or until they move up in divisions. Whichever comes shall first.

F) After skill assessment and upon completion of the player draft, should a vacancy occur on one or more of the teams, such vacancies shall be filled with the first available player by the player for the remainder of the season. Such placement shall continue in order of draft pick. EX. If the team that had 3rd draft pick got the last player in the draft then the first available player would go to the team that had 4th round draft pick, and so on.

G) Managers will notify players selected on their teams within 24 hours after the player’s draft has finished. If a manager can’t get a hold of a player he/she needs to immediately notify the player agent.

H) At the end of each draft the managers will be given 20 minutes to make any trades.

I) The only people allowed around or in the room during a players draft is the managers and coaches involved in the draft for that age group, the president, player agent and secretary to take minutes on the draft. One additional

person may be allowed in the room at the request of the player agent to assist with draft. No parent of players involved in the draft will be allowed around unless they are a manager, coach, the president, player agent or secretary. And any additional people selected by the player agent to assist in draft procedure. No Exceptions, this goes for board members also.

J) All players will be drafted by skill level during the draft.

Section VIGeneral Regulations

A) Teams may trade players within their age group prior to opening day, after the player draft. All exchanges of players shall be made in writing, with the approval of the player agent, parents and managers. If a trade cannot be made and that player refuses to play for that manager then the player will not be allowed to play the remainder of the season.

B) Once players have been selected for the current year they may only be released for disciplinary reasons and then only with the approval of the player agent and board of directors. Not due to their lack of playing ability or personality differences.

C) Managers are expected to maintain full rosters as long as replacements are available from the “player’s pool”. Injured players expected to resume playing before conclusion of the current season or who have another year of eligibility remaining in the program, may be retained to the team roster.

D) Signups following the league’s annual skill assessment and draft will be accepted and these players will be placed in the “player’s pool” and placed on a team by the player agent. These last signups shall include members from the previous season teams who shall forfeit their membership to that team by failing to sign up by the league’s annual skill assessment.

E) Managers have the responsibility of notifying the player agent and the parents concerned when any player is to be released from the team roster for disciplinary reasons. Player release forms must be filled out and be submitted to the player agent. Such releases must have the approval of the player agent and board of directors.

F) If a team exercises the managers option and the manager fails to attend at least half (½) of the scheduled practices and games (7 would be half of 15), then the manager option will be returned to the player pool at the end of the season.

G) After all team rosters are filled, the player agent shall maintain a list of players wishing to sign up late and draw from this list on a first come, first serve basis to fill vacancies as they occur. No signups will be taken after opening day.

Section VIIManager

1. At the beginning of the season, a meeting will be held with all managers, coaches and umpires to explain and go over the Babe Ruth rules and regulations as well as various league rules

2. Team meetings will be scheduled prior to beginning season practices. Board members will supervise team meetings. No player will practice or play a game without consent for treatment being signed by a parent or guardian, and in the possession of the team manager.

3. The manager chooses his/her coaches (with board approval) and has the right to dismiss them as a coach on the team.

4. Anyone not registered on a team roster will not be allowed to participate in any of the practices or games.5. Scrimmage games are allowed three (3) weeks prior to opening day and are limited to (2) games per week. A

scrimmage game constitutes a practice. Teams may scrimmage with teams in all other leagues.6. Prep, major, minor and rookie managers or coaches will be allowed to pitch off the pitcher’s mound to his/her

7. No manager or coach will be allowed to hit the ball in the batter’s box if a team member is pitching off the pitcher’s mound.

1. This league will have one head umpire for the entire league. 2. This league will pay for 2 umpires in the Prep 13-18 division and the Major division.3. This league will pay for 1 plate umpire for the Minor division and use volunteers in the field.4. T-ball and Rookie divisions will have no legal umpires.Article IVSection I

League Rules for all divisions

1. The only persons authorized in the dugout during games are: 1 rostered Manager, up to 3 rostered coaches, bat boy/girl, and a scorekeeper or team mom for that team.

2. The only persons allowed on the field during a game are: Rostered Managers, rostered coaches, bat boy/girl, umpires and players. For the teams that are playing. No Exceptions unless previously authorized by President or Vice President.

3. In the event a rostered Manager or Coach is unable to attend a game a replacement may take his/her place on the field with the approval of board member on duty and opposing team manager. Under no circumstances (unless suspended from a game) may a manager or coach sit in the bleachers with the spectators.

4. Home team will occupy third base-line dugout. Visiting team will occupy first base-line dugout. Home team must show up 30 minutes prior to game time to set up the field, and scorekeepers table. (This includes, raking, putting out bases, watering infield if needed and chalking the lines). Home team is also responsible for making sure all equipment including bases and scorer’s tables are put away at the end of the night.

5. All players will stay in the dugouts except batter and man on deck. Bull pen is an exception. Managers/coaches must stay inside the coach’s box. Players are NOT allowed to sit in the stands during their game.

6. Team members are not allowed to go to the concession stand during a game or 20 minutes prior to the start of a game. This applies to bat boy/girl also.

7. Bat boys/girls are registered with the league and must wear a protective helmet at all games and practices.8. No one shall be allowed on top of the dugouts.9. Players, managers, coaches and all volunteers shall conduct themselves in a sportsman like manner at all times.10. NO alcoholic beverages allowed in the park. Tobacco shall not be allowed within the fenced area around all of

the playing fields and park. Tobacco shall be allowed out behind the outfield areas and in the parking lots. There are NO exceptions. Managers, coaches and umpires are not allowed to use any tobacco products on the field or in the dugouts. This includes the use of E-Cigarettes and other such devices

11. The throwing of equipment at practices and games will not be tolerated in this league. During a game if the manager or coach does not take care of the equipment throwing then the umpire will. Offending players will be removed from the game immediately. This will be handled on a case by case basis.

12. No food or drinks allowed in the dugouts. Except water, sports drink, gum and sunflower seeds. The only exceptions made are kids with medical conditions.

13. All make up games will be rescheduled as soon as possible.14. All equipment belonging to the league will not be altered or new equipment purchased unless the board approves

it.15. Bicycles are for transportation to and from games and practices only. Any other activities on a bike will not be

covered by our insurance.16. All managers, coaches and parents must sign a code of conduct. And managers must sign a manager’s

expectations form.17. Any manager or coach ejected from a game for any reason shall also be banned from his/her team’s next played

game. She/he will be allowed in the bleachers provided that he/she does not interfere with his/her team in any way. Interference from the stands will result in ejection from the park. The board of directors will examine on a case by case basis.

18. No Spectator at any time shall:

A) Incite or try to incite, by word or signal, a demonstration by other spectators.

B) Use language which will in any manner refer to or reflect upon opposing players, managers, coaches & umpires or any other spectator.

C) Managers are responsible for the conduct of their team’s spectators. First infringement will result in a warning by the umpire. Second infringement will result in manager being ejected from the game and park. Subsequent infringements will result in forfeiture of the game by offending team.

D) This includes yelling swing.19. All teams will be required to supply the snack bar with volunteers for during their assigned days throughout the

season. Any team failing to show up for their assigned day will result in disciplinary action by the board. Manager will be suspended for their next scheduled game. This will be examined on a case by case basis by the executive board. No one under 16 years of age will be allowed to work or be in the concession stand without an adult present to supervise.

20. No game will be called due to weather prior to scheduled start time. The only exception will be if the park has been closed due to weather.

21. The President and/or Player Agent may suspend, bench or otherwise discipline any player who throws equipment, shows bad sportsmanship, uses foul language, or breaks any local league or Cal Ripken/Babe Ruth rule. The issue should be discussed with the entire board as soon as possible after this action has been taken.

Section II

T-Ball General Rules

1. Any player on a team roster and not present at the starting of the game will be handled by the manager or coach.2. All players will play every inning.3. There will be a 1 1/2 hour time limit on all games. 4. Stealing of any base is prohibited.5. Each team is allowed to get together up to 6 times a week. 2 times a week is mandatory with the other 4 days

being optional. No more than 3 games will be scheduled in one week. NO MANDATORY PRACTICING ON SUNDAYS. There will be a 2 hour time limit on all practices.

Draft Procedure

Players are placed on teams by the player agent for this division. There is no draft.

Game Rules

Batting

a) All hitters will hit the ball from the batting tee the first half of the season. The tee should be adjusted to a height that enables the batter to swing level. The back point of the hitting tee should be placed at the front of home plate. Do not place the batting tee directly on home plate.

b) The second half the season the coaches will slow pitch to the batter.

c) Half of the team will bat each inning. There are no home runs allowed in T-ball. The batter may only advance one base per hit. Exception the last batter of the inning after reaching first base safely, must continue to circle the bases until he or she is either tagged out or scored, either or which will end the inning.

d) Bunting the ball is prohibited.

e) Pitcher must be in the pitchers circle until the ball is hit.

f) An inning is over when all batters have batted and the ball is in control in the pitchers circle.

g) Batting helmets must be worn on deck, at bat, on a base and by the bat boy/girl,

h) If a player is tagged out on any base they will return to the dugout.

i) No stealing or leading off the base is permitted.

j) The official game ball for the T-ball age group will be worth RIG (reduced injury factor) level 5 safety ball or its equivalent.

k) Scorebooks may be kept for teaching purposes. No official scores or standings will be kept.

Fielding

a) All players will be placed on the field at one time; Players must rotate positions every two (2) innings.

b) Coaches may be stationed beyond infielder’s line to instruct all defensive players. Any coach obstructing offensive players (base runners) will be called for interference. Rule 7.0 of official baseball rules.

c) Ball returned to pitcher or catcher ends all play.

d) There is a dead ball circle around the pitcher’s mound.

Games

a) Regulation game shall consist of four (4) innings. Make sure both teams get equal at bats. Time limit on games will be one and a half (1 ½) hours.

b) Temporary bases are setup at 45’ for games.

Home Team

Home team will be responsible for setting up and putting away the bases and tee, chalking and raking the field.

Section IIIRookie General Rules

1. All players will play 2 complete innings every game. All substitute players must be put in the game at the top of the 3 rd inning and will play 2 consecutive innings. Exceptions: Missing practice, disciplinary reasons, conduct, foul language and his/her attitude. Two innings is considered when a player has played six (6) consecutive defensive outs and has batted once.

2. Fair Play Rule Guidelines:Players may not be substituted two games in a row. Ex. Player One is a sub in game one, then Player One must play the entire next game and cannot be subbed out. Unless disciplinary action is being taken and then manager MUST discuss this with Player Agent and/or President

3. There will be a 2 hour time limit on all games. A NEW INNING STARTS WHEN THE LAST OUT IS MADE IN THE PREVIOUS INNING. (If the third out is made and there is one minute left in the time limit, that new inning must be played). Games ending in a tie will be a ½ win and a ½ loss. The 10 run rule will be in effect after 3 ½ or 4 innings are completed. Home team must be ahead by 10 runs to stop the game at the 3 ½ inning mark. If visiting team is ahead then home team gets their last at bat. NO NEW INNING SHALL START AFTER THE 2 HOUR TIME LIMIT. 4. Each team is allowed to get together up to 6 times a week. 3 times a week is mandatory with the other 3 days being optional. No more than 3 games will be scheduled in one week. NO MANDATORY PRACTICING ON SUNDAYS. There will be a 2 ½ hour time limit on all practices.

Draft ProcedureThe rookie draft will be done by a blind draft. All prospective players’ names will be put on slips of paper by the player agent. With sibling options all going on one paper. And then the managers will go around the room and draw names out of the hat until all names have been drawn.

GAME RULES

Player RosterAt least a twelve (12) man roster is suggested. Games may be played with as few as 8 players.

Defensive PositionsWith eleven (11) players on the field playing defense at one time, two pitchers (one of each side of the pitching machine outside the circle) and one catcher. The infield will consist of a shortstop, first (1st) baseman, second (2nd) baseman, and third (3rd) baseman. The outfield will consist of the left fielder, left-center fielder, right-center fielder and right fielder. The outfielders will stay on the outfield grass behind the infielders until the ball is hit.

BatterAll players are placed in the batting lineup. An extra hitter can be used as long as the player gets his/her defensive innings. The extra hitter is not required.

Game LengthSix inning or two hours is the length of the game. No new inning will begin after two hours. Any inning started with less than fifteen (15) minutes left in the game will be considered an open inning.

ScoringAn official scorebook will not be kept for this division. 4 run rule per inning will be in effect during all games.

UmpiresThere are no legal umpires in this division. A coach or manager will feed the pitching machine for his/her own players. The speed of the pitching machine will be set at 42-44 miles per hour. The coach will call a ball hit into the circle around the pitching machine a “dead ball” and reward the batter with a base hit. THE PITCHER WILL NOT ENTER THE CIRCLE FOR ANY REASON!

Special RulesBase stealing and leading off will not be permitted.

Home TeamHome team will be responsible for setting up and removing the pitching machine from the field. Also they will be responsible for chalking and raking the field.

Babe Ruth RulesAll Babe Ruth age group rules and regulations are in effect.

PitchersEach player will receive a maximum of 5 pitches (6 if the 5th is fouled off). The batter is out if the ball has not been hit into fair territory (after six (6) pitches), or (3) swinging strikes, unless fouled; any ball deemed unhittable by the coach working the pitching machine, is considered a dead ball. The batter will receive another pitch. Coaches will feed the pitching machine for their own batters. ONLY ADULTS ARE ALLOWED TO FEED THE PITCHING MACHINE. Play ends when the pitcher has control of the ball.

Foul BallsAt Sun Valley Cal Ripken Baseball North and South fields, a ball bouncing on the grass foul and going fair before passing first (1st) or third (3rd) base is fair. A ball bouncing on the outside of grass on the first (1st) and third (3rd) baseline and going fair before passing the first (1st) or third (3rd) base is a foul ball.

Section IVMinor & MajorGeneral Rules

1. Team rosters will be turned in 20 minutes prior to starting of the game to the official scorekeeper and the home plate umpire. All rostered players must be on the lineup card whether or not they are present at the game. The lineup card must have players last name, first initial, jersey number and position number being played. Managers must have 3 copies of their lineup at every game. One for the opposing team manager, one for the head umpire and one for the official scorekeeper. The scorekeeper must write in the scorebook the reason the player is not playing. Ex: Discipline reasons, attitude, not present.

2. Each team will have 10 minutes of infield practice, home team last.3. Managers and umpires instructions for ground rules will be 10 minutes before game time.4. All players will play 2 complete innings every game. All substitute players must be put in the game at the top

of the 3 rd inning and will play 2 consecutive innings. Exceptions: Missing practice, disciplinary reasons, conduct, foul language and his/her attitude. Two innings is considered when a player has played six (6) consecutive defensive outs and has batted once.

The end of an inning is when the last out is recorded, this means if there is still 1 minute left you must start a new inning. No 7 th inning play is allowed.

8. If a starting player is injured or ejected from the game after all your substitute players are used then a substitute may re-enter in the same batting order for the remainder of the game, chosen by opposing team manager.

9. The Babe Ruth League, Inc. re-entry rule is in effect for all players.10. Each team is allowed to get together up to 6 times a week. 3 times a week is mandatory (2 times for t-ball) with

the other 3 days (4 for t-ball) being optional. No more than 3 games will be scheduled in one week. NO MANDATORY PRACTICING ON SUNDAYS (except for tournament time). There will be a 2 ½ hour time limit on all practices.

11. All protests or disputes will be settled by the Board of Directors. All protests must be declared to the umpire and scorekeeper at the time or protest so that it may be written in the scorebook. Manager then has 24 hours to write a protest letter and give it to the league president.

Section VBabe Ruth Division 13-18 PrepPlaying Rules

1. There is a 2 hour time limit on all games. No new inning can start after 2 hours. If an inning has started, it must be finished. There is no drop dead time. A NEW INNING STARTS WHEN THE LAST OUT IS MADE IN THE PREVIOUS INNING. (If the third out is made and there is one minute left in the time limit, that new inning must be played).

2. Each team will supply the umpire with one new baseball and one good used ball.3. The home team will be in the third base dugout.4. The home team will provide the official scorekeeper. That person will sit behind home plate at the scorer’s

table. The visiting team will provide someone to run the scoreboard.5. Batting practice using the entire field is not allowed. Hitting soft-toss into a net or hitting whiffle balls on

your side of the field is ok. Pre-game infield is allowed providing there is time for both teams to take it.6. On deck hitters will retrieve foul balls or balls getting by the catcher with no one on base.7. The only person allowed to discuss calls with the umpire is the manager. Constant remarks from managers or

coaches directed at umpires will be cause for ejection.8. The 10 run rule after 4 ½ or 5 innings is in effect.9. While warming up pitchers in the bullpen, a spotter with a helmet on must be used to protect the catcher.10. Only coaches and one on deck hitter will be allowed out of the dugout. If you sit on a bucket, it must be off of

the turf area. The area in front of the dugout is a live ball area.11. If there is a game following you, you must get off of the field and out of the dugout ASAP. You will have to

hold your team meeting away from the field.12. The use of the Extra Hitter is optional. If you start with 10 players, you must finish with 10. The E.H. is

treated the same as all starters13. You are allowed to re-enter your starting players. They must re-enter in the same position in the batting order.14. If a team has used their subs and a player gets injured, ejected or has left the game for any other reason. i.e. (a

parent taking their child), the game will continue as long as the team has nine or ten players. If there is only one sub, he will be allowed to enter the game. If there is more than one sub, the opposing manager will choose who enters the game.

15. A courtesy runner will be allowed for the catcher with 2 outs.16. Managers are responsible for the conduct of his coaches, players and fans.17. Major League Baseball pro rules will be in effect with the exception of excessive contact on base running

plays. This is the umpire’s judgment if the contact is malicious.18. All players will play 2 complete innings every game. All substitute players must be put in the game at the

top of the 3 rd inning and will play 2 consecutive innings. Exceptions: Missing practice, disciplinary reasons, conduct, foul language and his/her attitude. Two innings is considered when a player has played six (6) consecutive defensive outs and has batted once. All managers will be required to discuss with a parent when a child is being benched and the reason for the child being benched.

19. There is a pitch count rule in effect for Prep division, it is as follows:

a. For 13-15 division a maximum of 95 Pitches is allowed. For the 16-18 division a maximum of 105 Pitches is allowed. If they pitch 45 pitches or lower they need not rest before their next pitching assignment. If they pitch more than 45, but less than 76 (46-75) they must have 1 day of rest. If they pitch more than 66 pitches in a game then they must have 2 days of rest before pitching again. This goes for both the 13-15 and 16-18 divisions.

b. If the pitcher reaches the maximum pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.

c. Intentional Walk Rule – An intentional base on balls may be given by the defensive team by having its catcher or coach request the umpire to award the batter first base. This may be done before pitching to the batter or on any ball and strike count. The ball shall be declared dead before making the award.

d. All pitchers must adhere to the pitch count rest requirements before pitching in another game.

20. If a "NO-GAME" is called then the pitching during the game still counts towards that pitchers count.21. Games in which an ineligible pitcher has been used as specified above shall be declared a forfeit. Likewise a

pitcher who has pitched a game well past his or her limit set forth by the above rules shall be determined as ineligible and the game is forfeited to the opposing team no matter the original outcome.
