LAHORE, July 11:
For the first time in Pakistan,'tracking chips' will be installedin the feet of 1,600 terror sus-pects in Punjab province by theend of this month to monitortheir movements.
The terror suspects havebeen placed under FourthSchedule of Anti-terrorism Act,1997 that lists all the known sus-pects belonging to banned mili-tant or sectarian groups whocould pose a threat to publicpeace and security.
"For the first time in thecountry's history, the lawenforcement agencies will start'electronic surveillance' of 1,600terror suspects by installing atracking device at their ankles(commonly known as ankle-band) to monitor their move-ments," a senior official fromPunjab Counter-TerrorismDepartment told PTI.
"We have bought the track-ing devices from a couple ofcountries and by the end of thismonth the process of installingthem in the ankles of the terrorsuspects will begin. The sus-pects who have been allowed tostay in restricted areas will besummoned and the tracking chipwill be installed," the officialsaid.
The use of this moderntechnology would not onlyhelp the law enforcementagencies to keep an eye on thesuspects' movements but alsohelp reach 'hard core terror-ists', he said.
After installation of theankle-band it would be difficultfor the suspects to leave therestricted area, he said.
The Government decided toinstall the 'ankle-band' afterreports that a number of high-profile members of the bannedgroups were flouting its order to
'stay in a restricted area'.Militant outfit Lashkar-e-
Jhangvi chief Malik Ishaq, whowas on the Proscribed List,reportedly managed to leave thecountry for Saudi Arabia to per-form religious ritual, Umrah, inthe past without the permissionof the Government.
Under the law, a suspect ofthe Fourth Schedule may leavethe 'restricted area' after takingpermission from the Govern-ment. (PTI)
Prez asks educationalinstitutes to come out

Educational institutes aresometimes complacent and ifthey come out of this mindsetthen they can achieve wonders,President Pranab Mukherjeesaid here today.
"Our institutions are some-times complacent and presumethat the world is aware of whatthey are doing. If they come outof this mindset, they canachieve wonders. It is importantto let the world know what theirachievements are," he said.
Mukherjee also expressedhappiness over Indian Instituteof Science (IISc), Bengaluruattaining the fifth position in the'QS BRICS UniversitiesRanking 2015' and 31 Indianinstitutions figuring in the top200 of the ranking.
The President was speakingafter receiving a detailed analysisof India's performance in the QSBRICS Universities rankings todayfrom Mohandas Pai, Chairman ofthe Indian Centre for AcademicRankings and Excellence (ICARE)at Rashtrapati Bhavan.
The ICARE has been helpingIndian institutions of higherlearning better understand globalranking parameters and encour-aging their pro-active participa-tion in the global rankingprocess.(PTI)

Slamming a US-based NGO'sreport on alleged human rightsviolations in Jammu and Kashmir,RSS mouthpiece 'Organiser' hassaid such "lopsided" approachwill create grounds for violenceand animosities, and even accusedthe United Nations of being"biased" on such issues.
Quoting a Chinese report,the 'Organiser' said human rightsare conceptualised as a strategictool of certain vested interestsand conceived in favour of cer-tain countries, corporations andsocio-economic, ethnic andpolitical groups.
"The UN also cannot escapefrom criticism of a biasedapproach on such issues," it said.
The 'Organiser' editorial,"Making human rights univer-sal", said such "lopsided"approach on human rights byAmnesty International is notgoing to further the cause andsuch reports strengthen the per-ception that even NGOs are cre-ations of certain vested interests.
"Such lopsided approach on
human rights is not going furtherthe cause. In fact, they are goingto create grounds for further vio-lence, animosities and violationsof each other's rights. They alsostrengthen the perceptions thateven non-Governmental organisa-tions are creations of certain vest-ed interests," it said.
It said the US and Chinesereports countering each other'shuman rights track record in thelast year question this basicpremise about conceptualisationof human rights.
"Both these reports clearlyindicate that the concept of humanrights is not uniformly conceived.Therefore, some critics fromcountries like China opine that thehuman rights are conceptualisedas a strategic tool of certain vestedinterests and conceived in favourof certain countries, corporationsand socio-economic, ethnic andpolitical groups," it said.
The editorial further saidwhile the reports focusses onalleged human rights violations bysecurity agencies it cannot missthe fact that "armed groups" arenothing but trained and supported
groups by Pakistan.It said the Amnesty
International report is KashmirValley centric and does not evenconsider discrimination and vio-lence incurred on Hindus, Sikhsand Buddhists of Jammu andLadakh regions.
"It is the same Indian Statewhere in the name of giving spe-cial status to Jammu & Kashmir,people are denied basic rightssuch as voting right in theAssembly elections to WestPakistan Refugees, whichcrossed over to India in 1947after Partition. The Report doesnot take even cognisance of that.
"The mention of Pandit com-munity, which faced persecutionand displacement since 1990s,find a mention only once that isalso in the historical context. Moststrikingly, the independent agencydoes not make the same noisesabout the complete absence of anyform of democratic mechanismsor rights of the Kashmiris in thePakistan occupied territories ofthe State," it said.
The RSS mouthpiece alsoattacked the United States alleg-ing violations of human rightsby it and cited examples ofBaltimore riots, Fergussonkillings and other atrocitiesallegedly perpetrated by the USthrough agencies like CIA.(PTI)
