Support Our Schools

Recently, I announced that our office will once again provide grants to all Sunset District public schools to support their efforts in Science, Technology, Engineering, Arts and Math

(STEAM). Combined with last year’s allocation, our nine District 4 public schools are receiving $10,000 each to meet their STEAM needs. The funding our office provided serves as a “challenge” grant in anticipation of the San Francisco Unified School District’s (SFUSD) SparkLearning Technology Fundraising Campaign, which will be launched in early May.

The SparkLearning campaign allows the community to invest in new ways of integrating technology and com-puter science into the school day to personalize learning. SFUSD is partnering with San Francisco based crowd-funding organization, Tilt, to build and manage the central campaign platform that will eventually support every school site in fundraising for the technology needs and goals at their site. Several District 4 schools will be joining schools across the city for the initial pilot phase.

Mayor Holds Forum on Budget and Neighborhood Priorities

Mayor Edwin Lee and I co-hosted a gathering of community stakeholders in the Sunset District to discuss bud-get and neighborhood priorities for District 4 residents. Stakeholders representing Sunset District organiza-

tions, businesses and neighborhood groups discussed priorities around affordable housing, public and transporta-tion safety, and community development. If you would like to share your budget priorities with our office, please contact me at [email protected].

The Mayor’s Office is currently reviewing budget requests submitted by city departments. His office will then sub-mit the Mayor’s citywide budget proposal to the Board of Supervisors for review by June 1st. The Budget Commit-tee of the Board of Supervisors, on which I serve as Vice Chair, will then hold a series of public hearings over several weeks in June to make further changes to the Mayor’s budget proposal. The public will have the opportunity to comment on the budget at a public hearing scheduled for Friday, June 19th starting at 10:00am. in the Board Chamber (Room 250) of City Hall. Bike to Work Day is coming up this year on May 14th. Our office and the San Francisco Bicycle

Coalition invites you to join us in a group ride down-town. We will be departing from Elevation Bike Co. (2648 Judah St. at 32nd Ave.) at 7:30am. Since its inception in 1994, Bike to Work Day has grown in size and scope every year as more residents embrace biking as a healthy, affordable and environmentally-friendly way to travel to work. May is Small Business Month, and there are many opportunities for residents to get out and support our local businesses. There are also many opportunities for small business owners to connect with resources and make improvements to

their business.

Small Business Week EventsOn Monday, May 18th, attend Flavors of San Francisco from 5:30pm – 8:30pm at City View at Metreon, located at 135 4th Street, 4th Floor. This gala to kick-off San Francisco Small Business Week (May 16th – May 23rd), and will feature sample foods from over San Francisco’s local restaurants, bars and food entrepreneurs. In addition to a great networking opportunity, Flavors of San Francisco will also have plenty of resources and experts on hand to answer your small business questions.

On Saturday May 23rd, sidewalk sales will happen across the city from 9am – 6pm. In the Sunset District, look for sidewalk sales on Noriega Street between 37th to 48th Avenues.

Awning Fee Waivers for Small Business Month in May

Last year, the Board of Supervisors passed legislation I authored to waive permit fees for store awning replacements and storefront light-ing installations during the month of May each year. Permits for aw-ning replacements can often cost up to a couple hundred dollars just on the permit fee alone.

Our office’s Front Yard Ambassadors Program has been a popular and successful program since its beginning in 2014. Our third neighborhood planting day was

held on Saturday, April 18th. Participating residents and volunteers celebrated a job well-done with a pot-luck after the planting. Our office would like to thank the San Francisco Public Utilities Commission (SFPUC) and Friends of the Urban Forest (FUF) for their strong partnership in this program. For each square foot of concrete converted to landscaping in the Sunset District, an average of about 12 gallons of stormwater runoff is removed from the sewer system each year. Since our first plant-ing day last March, we have installed 35 new front yard gardens. We have removed 1,928 square feet of concrete from the Sunset District and are diverting over 35,000 gallons of stormwater from our sewer systems annually as a result. Legislative Update

Protecting Our Animals

In April, the Board of Supervisors passed legislation I sponsored that prohibits the performance of wild and exotic animals for public entertainment or amusement in

San Francisco. Physical force and abuse are commonplace when training circus and other performing animals. This often results in physical injury, and in extreme cases, death. Chronic stress and trauma also have damaging effects on the physical and psychological health of performing animals. Existing laws do not adequately protect wild and exotic animals from conditions they are subject to when involved in animal shows, and animal welfare laws are difficult to enforce when travelling shows move between jurisdictions.

The Board of Supervisors also passed a resolution I introduced supporting Sen-ate Bill 716, authored by Senator Ricardo Lara of Southeast Los Angeles County. If passed, it will prohibit training or disciplining elephants using abusive methods such as restraints, food and water deprivation, physical punishment, or the use of a “bullhook”, among other methods. The bullhook is a 2-3 foot long bludgeoning de-vice with an attached hook that is used to beat, hit, and poke animals, often on very sensitive parts of their bodies.

Clean Water State Revolving Funds

I also introduced legislation with Mayor Edwin Lee that would allow our San Fran-cisco Public Utilities Commission (SFPUC) to apply for financing from the Clean

Water State Revolving Fund (CWSRF). The CWSRF offers a low-interest financing option for Wastewater Capital Improvements. After the State Water Resources Con-trol Board made favorable changes to the rates and terms of the CWSRF in 2014, using the CWSRF could result in significant ratepayer savings. For example, every $100 mil-lion financed with a CWSRF loan could result in $2 million annual savings over the life of the loan. The first potential “pilot” project to benefit from the loan would be the Lake Merced/Holloway Green Infrastructure Project.

Streamlining the Small Business Permitting Process

I requested a hearing on the Controller’s report regarding stream-lining of the permitting process for restaurants. The hearing will

also address next steps to address permitting challenges for busi-nesses and opportunities to improve the customer experience for small business owners. I look forward to working with our small business community and City departments such as the Office of Economic and Workforce Development, the Office of Small Busi-ness, the Controller, the Planning Department, and the Depart-ment of Building Inspection on this effort.

On March 19th, dozens of Sunset District residents joined our office along with the San Francisco Planning Department, the San Francisco Unified School District

(SFUSD) and architecture firm, Perkins + Will, to discuss temporary investments to the Francis Scott Key Annex yard. The focus of the meeting was to discuss improve-ments that can be made to the yard surrounding the building, which is located at 1351 42nd Avenue and Judah Street. At this meeting, residents, neighborhood groups, and community leaders shared great ideas from retaining the well-used basketball courts to expanding community garden space.

The second community meeting will be held on Thursday, May 14th at 6:30pm in the Sunset Elementary School cafeteria, located at 1920 41st Avenue and Ortega Street. A total of three meetings will be held through the Planning Department’s Pave-ment to Parks program. Since the first meeting, SFUSD completed the repainting of the building on site, remov-ing an eyesore from our community and demonstrating their commitment to improving the space for our residents. Our office is very thankful to SFUSD for their dedication to the project.

The 78th season Stern Grove Festival begins June 14th with a performance by the one and only Doobie Brothers! This free concert is completely open to the public and will be held each Sunday at 2:00pm throughout the summer, concluding on Au-gust 16th. This season features a multitude of artists spanning genres of music, including Randy Newman (June 28th), the San Francisco Symphony (July 5th), and Talib Kweli (August 16th).

The Stern Grove Festival’s admission-free performances began in 1938, shortly after the grove was donated to the City by Rosalie Stern, husband of local civic leader Sigmund Stern. Since then, Stern Grove has undergone numerous changes, includ-ing a renovation of the amphitheater, which houses a stage and bleacher seating, and is surrounded by eucalyptus, fir, and redwood trees.

District 4 Resident Highlight: Amanda GormleyWalks 7 Miles to Work Every Week

In April, our office participated in Walk to Work Day, an annual event that encourages people to walk just 15 minutes of their daily

commute. As inspiring as the event is for many of us, we were excited when we heard from Amanda Gormley, a Sunset District resident who recently shared her amazing story with our office. Please read on to learn more about Amanda’s incredible dedication to making walk-ing part of her life.

“Years ago I promised myself that I would walk the Santiago de Compostela, a 500-mile pilgrimage across Spain. As it tends to do, life and all that goes with it seemed to push that promise further and further away. An illness last year made me realize that I needed to start walking toward the Camino and so I did, one step at a time.

My walk is 7 miles and takes about two hours. I leave home just before 6 a.m. and walk up Judah from the Outer Sunset. I travel up and over Parnassus, up Stanyan and then climb 17th Street. I descend 17th Street to Market and then walk along Market to Spear and Howard. My walk home is the reverse. Every three months

I calculate my mileage and then convert the miles onto a map of the Camino. Last week I would have entered Burgos, almost one-third of the way to Santiago de Compostela.

There are so many benefits of walking to work. The feeling of achievement, the wonderful cityscapes, sunrises and sunsets, the historic buildings and architecture, the changing neighborhoods and new businesses all remind me just how beautiful this City is!”

Have you ever wondered what happens to the dirty water from your shower, laundry and toilet after it goes down

the drain? The San Francisco Public Utilities Commission (SFPUC) offers FREE tours for San Francisco residents two Saturdays each month at 10am. The tours showcase the work to protect the bay and ocean, and the environmentally-con-scious work to manage resources. You will learn how you can help protect your community and environment, from grease-recycling to what you can/cannot flush down the toilet! The two-hour tours are offered at both the Oceanside Waste-water Treatment Plant (2nd Saturday) and the Southeast Wastewater Treatment Plant (4th Saturday). The tours are available for groups of up to 30 people and engaging and inter-active for ages 10 to 100.

SFPUC Wastewater Treatment Plant Tours for SF

For two centuries the Presidio was a mili-tary post. Rising proudly above San Fran-

cisco Bay, it was long considered the “defender of the Golden Gate.” Today, the 1,500-acre Pre-sidio is a new kind of national park – a place of natural beauty, a site of great historic signifi-cance, and a unique public resource.

A portion of the elevated highway that cut through the Presidio for seven decades on its path to the Golden Gate Bridge is being re-placed with an at-grade roadway hidden from public view by discrete tunnels. This creates a singular opportunity to establish a magnifi-cent 13-acre landscape that integrates the San Francisco Bay waterfront with the Presidio’s historic core. Once completed, park visitors will enjoy an unparalleled experience of the Golden Gate.

The New Presidio Parklands Project is a major step in the Presidio’s ongoing transformation into a welcoming public destina-tion that delights locals as well as visitors from around the world. The Garden Project oversees a paid, environmentally-based job program for San Francisco residents between the ages of 14 – 18 called The Earth Stewards. The Garden Project’s mission is to empower young adults through environmentally-based

job training and life skills programming, while transforming the urban environment. As the name suggests, Cheespud refers to cheese and spud, two classic food bases that everyone loves. This idea began when one of the owners, Ming,

was juggling a busy work schedule. He was tired of getting ordinary fast food and wanted to create something new and innovative, with more flexibility for customers to choose and enjoy hiqh-quality and convenient food.

We cannot predict exactly when a disaster or emergency will occur. However, we can take measures to prepare for an emergency that will help prevent damage and loss to our community. Our office will provide helpful information and resources on emergency preparedness so that District 4 residents may take precautionary steps from www.sf72.org.

Having a disaster plan is crucial for emergency preparedness. Before disaster strikes, develop a family disaster plan for a fire, earthquake, or other disaster. Include plans for stockpiling disaster supplies, protecting your home, keeping in touch with family members, and making decisions for when to shelter at home or evacuate.

Once you have developed your plan, you need to train your family to manage disasters by practicing and conducting family disaster drills. Practicing your disaster plan improves your skills, increases your speed, and puts you in control of your pre-paredness. This is especially important for households with children. Periodically, your family disaster plan should be revised and reviewed. Also, you should test your fire alarms, and test and recharge your fire extinguisher. Disaster supplies should be replaced and updated. April’s Distaster Tip: Practice Your Disaster Plan

The Neighborhood Emergency Response Team (NERT) is a program to help the citizens of San Francisco to be self sufficient in a major disaster situation. NERT training helps citizens develop multi-functional teams that are trained in basic emergency skills. Through this program, individuals learn how to prepare themselves and loved ones for a disaster while also creating a resilient community. All trainings are free.
