Project Delivery

Large Increase in offshore & onshore wind generation

Base case investment delivers MWs and boundary capacity in line with Gone Green scenario

Increased import capacity will further enhance security of supply for Scotland

Flexibility to fund investment over and above Gone Green if required

Delivering Energy Policy

Majority of 275kV network over 40 years old

£1.3bn (~ 65%) of investment provides connections & capacity for wind generation

Strong Incentives for Delivery - By 2020 we will:

Increase transmission capacity to England to 6.6GW (now 2.8GW)

Connect a further 2.5 GW of wind generation (total of 4.4GW ) to align with Gone Green

scenario - revenue driver to fund up to 7GW if required

15% of our substation assets renewed

Replaced over 800 circuit km of overhead line

– modern transformers and conductors increase transfer capability

Supplier Registration

Achilles

• Achilles is a provider of supplier management services to several industrial

sectors, and is used by major UK Utility Organisations to source and pre-

qualify suppliers

• Primary route for suppliers to access contracts with major UK Utility

Organisations

• Supplier registration: http://www.scottishpower.com/becomespsupplier.asp

• Key Contact at Achilles: Gavin Pickup: [email protected]

• During registration, suppliers must indicate which product/services they

provide, and ensure they register using the correct product/service codes

• Suppliers must provide a key contact who will receive all correspondence

relating to potential contract opportunities – very important to ensure this

mailbox is managed

International Standards Organisation (ISO) Accreditations required:

• ISO 9001 (Quality)

• ISO 18001 (Health and Safety)

• ISO 14001 (Environmental)

27

Achilles registration

UVDB Verify Audit

• To work with Scottish Power, Suppliers must have Verify and achieve an average score of 75%+

• Independent audit assessment carried out by Achilles

• UVDB Verify allows your company to demonstrate compliance to health, safety, environment and quality requirements.

Pre-qualification Questionnaire (PQQ)

A pre qualification questionnaire (PQQ) is used to request information from

potential suppliers to enable us to identify which suppliers are capable of

delivering the contract.

Step 1: Screening Process • Buyer will search under relevant product/service codes in Achilles

• Supplier has Verify (and achieved score of 75%+)

• Supplier has ISO 9001, 14001 and 18001

Step 2: Issue of PQQ • Issued to suppliers via Achilles “eQual” system

• Content

– Financial details of organisation

– Experience

– Use of subcontractors

• Responses requested usually 1 – 2 weeks.

• Responses received after the deadline will not be considered.

• Responses are then scored – must achieve the minimum threshold score (outlined in the

PQQ) to be taken forward to tender stage

Contract Award Criteria

• Contract award criteria is outlined in the Invitation to Tender (ITT) letter

• Ensures that it is clear and transparent to all tenderers of how their bid will be assessed

• Contract award criteria for Scottish Power:

– Stage 1: Technical compliance (pass/fail)

• Tenderers must be technically compliant to enable them to be taken to the next stage

– Stage 2: Commercial – lowest cost

30

Tender Process

Supplier Relationship Management (SRM) – E-tender tool, used throughout Iberdrola Group – All tender documents uploaded and published to tenderers – Tenderers return all bids through SRM

Invitation to Tender (ITT) Pack

– ScottishPower Policies: • Health and Safety • Environmental • Alcohol and Drugs

– Part 1: Scope of Work/Specification – Part 2: Technical Standards – Part 3: Commercial terms and conditions – Part 4: Project Management – Part 5: Technical Schedules – Part 6: Pricing Schedules

31

Tender Process

Tender Submission Essentials:

– Technical

• Full compliance with all tender documentation

• Completion of the Part 4 (Project Management) schedules

• Completion of the Part 5 (Technical Schedules)

• Provision of a project programme, method statement

• Provision of CV’s for key personnel

– Commercial

• Completion of Part 6 (Pricing schedules)

• Full compliance with Part 3 (terms and conditions)

Key challenges

Challenge Mitigation

UK skills shortage in all Engineering

disciplines

Promote engineering to strategic groups (in education,

education leavers & career changers)

2014 “squeeze” in the market as there is

a peak of investment work due to RIIO-

T1. Contractors & other Tos all fishing in

same pool for same talent

Revised strategy of growing our own to avoid going to

crowded marketplace. Encouraging contractors to hire

apprentices & train them – potentially through NSAP Talent

Bank

Reach wider audience of potential

candidates

Research & propose a social media strategy as corporate

comms tool

Limited “traditional” routes into power

sector

Research & propose more diverse routes e.g. Higher skills –

qualification appealing but different route in light of University

expense

Sector proven to be unattractive

Working with NSAP & other DNOs to promote Sector

Attractiveness – SP were early adopters and current leaders

in this area

Creating pipeline programmes to attract young people into

Apprenticeships – Engineering Foundation Programme

Working at many events to promote Sector Attractiveness

External Recruitment Workstream

SPEN has been testing the direct recruitment

market to seek to attract Engineers for

RIIOT1 and to deal with some attrition

26 external candidates started to date with

additional candidates to join i.e. Working

notice

SPEN attendance at a number of

opportunities to attract candidates – Including open days at RAF Kinloss & Rosyth where efforts

are being made to redeploy forces employees being made

redundant.

Graduates Campaign - 32 started.

Apprentice Campaign - 32 started.

Additional Apprentices being recruited for

NSAP/Talent Bank Joint Venture – 20

Apprentices

External Up-skilling Recruitment Campaign

being developed for our Industrial roles – 10

ACT’s.

Higher Skills Apprenticeship being developed

– initial pilot of 10 while we set up

collaborative partnerships.

Progress to Date

External Proposals

Talent Bank

• Working with National Skills Academy for

Power and Contracting Partners to Recruit an

additional 20 Apprentices.

• Shared Development Programme – Leading

to wider skills based Craftsmen.

Up-Skilling Trainee Programme

• Internally known as an Adult Craft trainee, this

programme will look to recruit from the External

market place, initial proposal to recruit 10

trainees.

• Skilled workers with transferrable skills for

working on Over Head Lines i.e. Working at

Heights experience or Technical Knowledge.

• Accelerated Training Programme – Craftsmen

delivered in 12 – 18 months, which includes

completing a Technical training certificate.

• Key factor is they are recruited from out-with

the Power Industry.
