• Central Government drive towards Big Society challenges Local Authorities to increase the involvement of the Third Sector and Communities in service development and delivery

• Reduced resources to Local Authorities with a requirement to identify local priorities in order to effectively target funding where it is needed and improve outcomes for children, families and young people

• Less regulation, more creativity and innovation

• Focus on improving Safeguarding services in response to OFSTED recommendations
