Who We Are As a strategic in-house capability to the Ministry of Defence (MoD), the Defence Support group (DSg) is a uK government trading fund owned by the Secretary of State for Defence. We aim to deliver wider defence objectives in support of key industrial strategy requirements and to be integral in future defence air and land systems acquisition and support solutions, wherever cost effective and appropriate.

DSG’s mission is to provide expert in-house maintenance, repair, overhaul, upgrade and support services for the UK Armed Forces’ air and land systems.

DSG is set demanding annual key targets to ensure we deliver year-on-year performance improvements, particularly to our principal defence customer, the Chief of Defence Materiel.

At the heart of DSG are our people; they are pivotal to our reputation and success. Their skills and expertise make DSG a lean and forward thinking business with an impressive pedigree of military capabilities.

WhAt We Do We are one of the largest defence equipment support providers in the country. We have 3800 personnel dedicated to the core mission of providing high-quality and cost effective support to the uK Armed forces.

Our wide range of capabilities plays a key part in the provision of cost-effective through life capability management. We have the in-house capability to strip, replace, repair, rebuild and assemble equipments ranging from binoculars and small arms through to large aircraft and armoured fighting vehicles.

From maintenance, repair, overhaul and upgrades of key air and land equipment, mobile and in-barracks equipment support, fleet management, calibration, electronics, components, logistic support solutions to spares procurement and provisioning our primary objective, coupled with extensive expertise gained over several decades, remains to extend the in-service life of equipment.

With an annual turnover in excess of £200 million and procurement activities over £200 million, work is undertaken from our network of strategically located sites throughout the UK. The Head Office provides strategic direction to our main sites in Bovington, Catterick, Colchester, Donnington, Sealand, Stafford, St Athan, Stirling, Telford and Warminster. Smaller support sites located in Aldershot, Bicester, Kinnegar and Sennybridge further enhance our geographic coverage. Small teams are also permanently embedded in other military locations around the UK, as well as supporting operations at home and abroad, offering customers comprehensive support wherever they may be.

the DSg trading fund Board comprises an independent non-executive chairman, non-executive directors, the chief executive of DSg, and DSg Directors who act on behalf of the owner in scrutinising the business plans and performance of the organisation.

DSG’s Executive Management Board, is responsible for leading, directing and managing the trading fund effectively in order to ensure delivery of the objectives and targets set for it by the Owner, and in particular the successful implementation of an approved Corporate Strategic Plan.

WORKING WITH OUR MOD CUSTOMERS

We interact very closely with our MoD customers. We focus on delivering what the customers want and strive for optimum delivery of service.

Our commitment to further improve our customer relationships and performance is evident by our annual customer review programme. We actively seek feedback on a face to face basis from a sample cross section of our customer base, identifying areas of excellence and areas for improvement. The results from the survey are processed and analysed, then any remedial actions are championed by our executive management board to keep us at the forefront of our industry.

DSG has the capability to offer immediate support where it is needed most – at the front line. We are providing increasing support to deployed operations such as Operation HERRICK (Afghanistan). Moving technology insertion programmes and workshop maintenance out into the field significantly reduces equipment down-time in crucial operational areas, while offering significant cost reductions by removing the need to transport equipment back to the UK.

for DSg to prosper as a trading fund, we must develop innovative support solutions and establish new working partnerships and alliances with our industry peers.

We embrace commercial initiatives, competing for work when required but also acting as a partner, sub-contractor or supplier in order to meet customer needs. We work closely with others to deliver support solutions that are in the best interests of Defence. This makes our business uniquely placed to exceed customers’ complex and time critical requirements from a single source.

trAnSforMAtion DSg was created in April 2008 following the merger of ABro, the engineering activities previously undertaken by DSDA at Stafford, the retained DArA Business units and, latterly, the provisioning and procurement activities previously carried out by Defence equipment & Support staff at Sapphire house in telford. the primary objective being to secure synergy benefits and a sustainable uK-based Land and Air support organisation.

The merger has already delivered significant benefits and improvements. Our future is now underpinned by DART (DSG Achieving Rapid Transformation), a transformation programme which sets out how DSG will transform its business over the next five years to deliver best value for Defence. Delivery of benefits emerging from transformation will be monitored against key metrics, all of which will be embedded in our Corporate Strategic Plan and the associated Business Unit and Support Function plans.

DSg’s key capability is Maintenance, repair and overhaul (Mro) and upgrade. this plays a key part in the provision of cost-effective through life capability management to extend in-service life of key equipment from small arms, electronics, electro-optics, weapon systems and components through to platforms which include armoured fighting vehicles, protected patrol vehicles and light, medium and heavy trucks.

Our services are provided from excellent facilities by our highly skilled workforce, encompassing general service and repair, assembly of vehicles, technology insertions, remanufacture and diagnostics.

These facilities include a dedicated classified cryptographic unit with top secret classification for the repair of secure electronics, custom built electro magnetic compatibility chambers capable of housing the majority of military vehicles, including main battle tanks and a test facility for military automotive engines and transmissions.

LAnD eQuipMent SerViceS MoBiLe & in-BArrAcKS eQuipMent Support

DSg has a number of workshops strategically located to support military garrisons. As part of our support solutions and to meet increasing customer demand, we extend our geographic coverage by providing mobile and in-barracks equipment support.

The in-barracks element is delivered by supplementing service tradesmen based in military facilities with skilled DSG staff. This arrangement allows military resources to concentrate on operational commitments and training, whilst ensuring equipment is always readily maintained. Experienced teams of individuals from DSG are also available to provide on-the-job training.

Benefits include the integration of scheduling and lean manufacture techniques into the repair process, continuous improvement practices, quality control, safety and environmental management.

DSG recognises the need to repair equipment in locations most suited to our customers, thereby saving valuable equipment downtime and manpower.

The mobile support element is provided through our responsive network of mobile support teams operating from various DSG sites. Typical on-site services include inspection, servicing, weapon repair, electrical testing, repair of winches, vehicles, plant and machinery.

to further improve the service we are providing to the uK Armed forces, and as demands grow for major tasks from urgent operational requirements (uors), DSg is supplementing the work carried out in the uK with deployments of personnel to the front line.

Our staff work alongside military colleagues, up-armouring and upgrading the vehicles that are in constant operational use, reducing equipment down-time and offering significant cost reductions.

DSG is never short of volunteers who are willing to work in some hostile environments where the threat of enemy assault through indirect fire is a reality. Our requests for volunteers are consistently oversubscribed and there are no shortage of keen candidates. The staff are all extremely enthusiastic and willing to get the job done, whatever it takes and whatever the conditions. Their efforts are applauded and readily acknowledged by the Armed Forces with several receiving the honour of campaign medals for their work in supporting operations in theatre.

CALIBRATION

utilising custom designed facilities to meet military requirements, DSg has one of the largest uKAS accredited mechanical calibration laboratories in the uK offering services for mass, pressure, force, torque, temperature and electrical measurement.

To minimise equipment downtime, DSG provides a fast, accurate and fully certificated service, operating to agreed original equipment manufacturers’ specifications and accredited to UKAS BS 17025.

Our specialised skilled staff offer 53 different mechanical calibration disciplines, have extensive metrology experience and are responsive to tight deadlines, guaranteeing military calibration needs are met.

FLEET MANAGEMENT

DSg offers military fleet management either as a complete service on training fleets or in support of Whole fleet Management.

Responsible for all aspects of the planning and delivery of maintenance on defence equipment, DSG works closely with military customers to provide equipment availability and ensure operational requirements are fully met.

through an integrated approach, DSg’s disciplined methodology towards logistic support, material management and procurement offers cost effective solutions specifically tailored to the needs of the customer.

DSG understands the increasing issue with obsolescence of military platforms. Our teams of highly adaptable staff offer techniques including advice on predicted obsolescence issues, risk management assessments, investigation of defects, reclamation, remanufacture and alternative sources of component supply.

Our approach to supplier development and investment in collaborative longer term partnering with key defence suppliers and industrial primes provides advantages of flexibility from simple provisioning to full project management and support.

WorKing in pArtnerShip to DeLiVer the BuLLDog progrAMMe

21 May 2008, the 500th Bulldog vehicle came off the Bovington production line.

Under a core upgrade programme British Army FV430s receive a new engine and drive train, which greatly increases reliability and significantly reduces support costs. Vehicles destined for Iraq also received a package of armour, a remotely operated machine gun and other improvements, which provided enhanced personnel protection.

The programme which is delivered by DSG, began with an original contract placed with BAE Systems by the UK MOD in October 2005. This covered the upgrade of the engine, transmission and other systems to 500 FV430 series vehicles. A further contract in September 2007 added the upgrade of a further 400 vehicles.

The conversion programme is scheduled for completion in March 2011. Some 20 vehicles are converted each month at the same time as they receive a major overhaul at DSG’s Bovington facility.

DSg’s Land Supply Business unit (LSBu) based in telford has professional multi-skilled teams fully committed to activities in procurement and provisioning including inventory maintenance.

LSBU’s primary objective is to provide provisioning and procurement services, solutions and efficiencies to support the operational requirements of the UK Armed Forces Front Line Commands.

The expertise of our staff and our unique position allows us to provide advice on changes to support practices, introduction of new equipment, disposal of obsolete equipment and many other materiel management and procurement solutions.

our procurement activities are reinforced by the operation of a 24/7 duty officer role and business systems all of which give users:

• Full visibility of the purchasing process for spares and equipment procurement

• Automated processes of authorisation, referral and processing

• High level of availability and remote access to customers based at other MOD locations.

We have the expertise to assist in optimisation of materiel flow and stock level management and work to Project Team Inventory Management Plans specification.

LSBU provides a comprehensive inventory maintenance service including creation, amendment and deletion of items from Stores System 3 (SS3). We also work closely with the wider Supply Chain, supporting such initiatives as the Defence Inventory Effectiveness Transformation (DIET) project, and other stakeholders to ensure that we deliver the highest quality in customer care.

LSBU is accredited to ISO 9001:2000 standard by the Lloyds Register of Quality Assurance. As part of our continuous improvement, documented processes and procedures are maintained through an internal audit programme ensuring customer requirements are met.

We believe that training is vital if we are to maintain high levels of skills and ensure the future success of our business. For that reason, we invest in an in-house training programme which provides training from professional and personal development to core and functional competencies.

LArge AircrAft

DSg’s Large Aircraft business offers experience gathered over several decades and provides customers with a complete service for the maintenance, repair and overhaul of the MoD’s fleet of Vc10 transport and air refuelling tanker aircraft.

The skilled staff combine operational experience and excellence with deep aircraft systems knowledge to provide a comprehensive, responsive service. Aircraft maintenance programmes range from small modification and repair tasks to major inspections with extensive structural and electrical modification.

We deliver a complete service that ranges from initial inspection through to the complete strip, repair, modification, component replacement, rebuild and test of the aircraft.

Work is currently undertaken at our 65,000 square metre hangar at St Athan, which includes facilities for sheet metal work, composites, non destructive testing and machining. The business operates under lean process principles throughout, delivering excellent turn-round-times and cost effective repair solutions.

With the largest in-service electronics and components support facility in europe, DSg offers a comprehensive solution to all of our customers in the test, repair and calibration of tri-service avionic and electronics equipment.

To deliver competitive services, we work closely and in partnership with Industry, adopting Lean processes from our state-of-the-art facilities.

Our capabilities support a diverse range of electronic, avionic and mechanical equipment for the MOD and Industry customers. This includes Automated Test Solutions, Calibration, Design and Manufacture, Maintenance, Modification and Test and Repair, and Medical and Dental Services. Examples of this capability include the location of the Tornado Depth Hub for Avionics, as part of the Tornado Partnered Support programme, and the Capability Demonstration programme investigating and supporting the in-house, on-shore Avionic Repair for Typhoon.

Utilising purpose-built electronic workshops, Class 7 cleanrooms and secure Class 4 facilities housing comprehensive manual, automated test facilities and general purpose and special to type test equipment, we are able to support products ranging from cables, communications equipment, microwave technologies and power systems to module and component levels.

We also support forward cryptographic system and equipment installation from deployed teams around the UK, with the capability to calibrate forward located test equipment including ship based systems.

In addition to our in-house Test Solution Design Team, DSG, as an IPR neutral organisation, utilises where necessary its MOD IPR user rights status and has the added advantage of being able to develop bespoke test packages to meet specific customer requirements.

The total synergy between our diverse workshops ranging from fabric and cryogenics specialists through to carpenters and engineers, ensures that we provide effective and efficient project teams with the capability to deliver turnkey projects in response to our customers’ requirements with delivery on time and to the highest standards.

Our unique ability to provide support for Cryogenics and Gas Services including the maintenance and repairs of all types of cylinders and equipments is further enhanced with our on-site Cryogenics school of excellence where we provide training for Royal Air Force personnel in the use of gaseous substances.
