1 Introduction
Crossrail is required to develop and implement an Environmental Management System (EMS) under the Crossrail Environmental Minimum Requirements1 (EMR). The Crossrail EMS is certified to ISO14001, the International Standard for Environmental Management Systems.
This Environment Manual describes the main elements of the Crossrail EMS and their interaction and signposts all EMS documentation.
The Crossrail EMS forms part of the Crossrail Management System (CMS) and all documents referred to in this Manual are available on the CMS via the Crossrail intranet, with the exception of commercial documents which are maintained on eB.
The EMS delivers the environmental part of the Sustainability Strategy. The Crossrail Sustainability Strategy (CR-XRL-T1-GST-CR001-00001) provides a shared understanding of sustainable development, a vision of what Crossrail is seeking to achieve, the sustainable development priorities for the project and the critical success factors required to achieve them.
2 Scope
The Crossrail EMS applies to all activities undertaken by the Crossrail Team for “programme management of Crossrail including procurement, design, construction, testing and commissioning” (ISO 14001 certificate).
Designers are required to have environmental management procedures in place for design and contractors are required to develop and implement their own EMS’s and obtain certification to ISO14001. Industry Partners are required to comply with the Crossrail EMR as specified in their individual contract arrangements. Further details are given in section 5.6.
Crossrail’s EMS includes mechanisms to gain assurance that designers, contractors and Industry Partners are complying with their respective contractual requirements – see section 6.2 for details.
Compliance with Undertakings and Assurances is not managed under the Crossrail EMS – it is however managed within the CMS.
3 Environmental Policy
Crossrail considers Environmental Management as fundamental in all its activities. Thus, the Environmental Policy must be understood as a priority by all Crossrail personnel and adhered

to throughout the course of the works, to ensure legal compliance and continuous improvement. Crossrail’s Policy Statement is given below.

The Crossrail Environmental Policy (CR-XRL-T1-PCY-CR001_Z-50001) is posted on noticeboards, available on the Crossrail intranet via the CMS and available to the public via the Crossrail website.
In addition to this policy, the Crossrail Executive has endorsed a Carbon Footprint Corporate Statement (CR-XRL-Z-UPP-CR001-00005), demonstrating the Crossrail Team’s commitment to supporting the UK Government’s and the Mayor of London’s vision for tackling climate change.

4 Planning
4.1 Environmental aspects
4.1.1 Design, construction and operation The Crossrail Environmental Statement identifies the significant environmental aspects and impacts for design, construction and operation of Crossrail. The impacts and aspects associated with construction are controlled and managed by contractors. The impacts and aspects associated with design are controlled and managed by designers.
As the design is developed into detailed design, or if there are any changes, designers are required to identify any new potential significant impacts and the Crossrail Team undertakes assurance of this – see section 6.2.
4.1.2 Business Premises Environmental aspects and impacts associated with business premises activities are determined using the Environmental Aspects and Impacts Register (CR-XRL-T1-ZFO-CR001-00008) which includes control measures. In addition, the Safety, Health, Environment and Facility (SHEF) Inspection procedure has been established for business premises. This procedure includes an inspection checklist to ensure all business premises have provisions in place for all aspects of safety, health, environment and facilities and is completed every quarter. Completed SHEF Inspections are recorded and entered on RIVO Safeguard and managed by the following people: Facilities Manager; Project Manager; and/or Premises Manager. In addition, environmental inspections are conducted between the EMS Manager and Facility Manager on Crossrail’s business premises. The schedule can be found on eB (CR-XRL-T1-LRG-CR001-50002).
4.1.3 Industry Partners All Industry Partners are required to comply with the EMR in accordance with their contractual agreements.
4.2 Legal and other requirements
Legal and other requirements that apply to the Crossrail Programme are given in the Legal and Other Requirements Register (CR-XRL-T1-GPR-CR001-00005), which is updated every 6 months.
A review is undertaken monthly to identify any changes to legal and other requirements using various sources (e.g. the Government’s legislation website, CEDREC, ENDS Report and the Institute of Environmental Management and Assessment’s “The Environmentalist” magazine). If changes affect the Crossrail Team’s activities then action is taken to ensure compliance, such as briefing staff on new processes or procedures and/or updating EMS documents.
Crossrail EMS procedures include relevant legal requirements.
Designers, contractors and Industry Partners are responsible for identifying and complying with legal requirements in accordance with their own systems/ procedures.

4.3 Objectives, targets and programmes
Crossrail has established environmental objectives and targets, approved by the Environment Committee, to help manage and improve environmental performance.
These six environmental objectives were developed some years ago and are intended to be enduring the whole programme and are cascaded to Industry Partners, Designers and Contractors who set their own targets and actions as relevant to their own specific scope of works. Crossrail has also set specific targets on an annual basis to meet the objectives.
Progress against meeting the objectives and targets will be reviewed at EMS Management Review in line with the Management Review Procedure (CR-XRL-O4-GPR-CR001-00005). Progress will also be measured as part of this process through periodic reports.
The objectives and targets and the programme for their achievement are documented in the Objectives and Targets Register (CRL1-XRL-T1-LRG-CRG03_Z-50001) and listed below and also posted on notice boards.
In line with the Management Review Procedure (CR-XRL-O4-GPR-CR001-00005), the status of objectives and targets is reviewed and new objectives and targets are set as appropriate on an annual basis (refer Section 7 Management Review).

5 Implementation and Operation
5.1 Resources, roles, responsibility and authority
Key environmental roles are identified in the following organisational chart and in Appendix A-Environmental Roles and Responsibilities. In addition, frameworks have been developed for Environmental Reporting (CR-XRL-T1-GUI-CR001_Z-50001); Noise (CR-XRL-T1-GUI-CRG03_Z-50004), Environmental Consents (CR-XRL-T1-GUI-CRG03_Z-50002), Air Quality Emission Control (CR-XRL-T1-GUI-CRG03_Z-50001) and Contaminated Land (CR-XRL-T1-GUI-CRG03_Z-50003).

5.2 Competence, training and awareness
Competencies for employees are identified via the Competency Management Procedure for Delivery Team (CRL1-XRL-Z2-GPD-CR001-50001)2 and through the Crossrail’s performance Management system where competency frameworks for other functions are visible. .This procedure includes employee competencies, including environmental competencies.
All Crossrail staff receive an induction which provides an overview of environmental management on Crossrail and specifically highlights the significant aspects and impacts of the design, construction and operation of Crossrail. Additionally, as part of the 6 month new starter training, a Sustainability and Consents training session is provided each month and delivered by the EMS team. This course aims to provide an understanding of the team’s role within Crossrail.
An environmental Training Needs Matrix (CR-XRL-T1-LRG-CR001-50001) has been developed and is currently being updated to include the training requirements of employees across the organisation. The training needs are based on a review of personnel responsibilities in each key project area. The matrix sets out specific training modules, Crossrail target audience and dates of training. Delivery of the training is conducted jointly between the EMS Team and the Environmental Advisors.
Crossrail’s process and policy for providing staff with training is described in the Learning and Development Procedure and Policy (CR-XRL-Z2-GPR-CR001-00033).
Attendance at training is recorded and tracked on Crosstrain and records are maintained with the EMS Manager in conjunction with L&D.
Environmental awareness is maintained via internal communication (refer Section 5.3.1 Internal Communication), induction and specific training.
Designers, contractors and Industry Partners are responsible for developing and providing training to all their own personnel as specified in their contractual requirements.
Although Crossrail is not responsible for providing training to contractors, designers and Industry Partners this is provided as required in relation to Crossrail’s specific environmental requirements.

5.3 Communication
5.3.1 Internal communication Internal communication means communication within the Crossrail Programme including designers, contractors and Industry Partners. Information related to our environmental aspects and our EMS is communicated internally via a number of mechanisms:
· Reporting – Periodic reporting is undertaken in accordance with the Reporting Procedures Handbook (CR-XRL-Z9-GPR-CR001-00012). Reports prepared as part of this process, and additional environmental reports are presented in the table below. Environmental Reporting guidance (CR-XRL-T1-GUI-CR001_Z-50001) has also been developed which aims to clarify reporting requirements for inclusion in the Technical Director Report (TDR), Area Director Report (ADR), Crossrail Corporate Objectives and Target Reporting and Board reporting.

5.3.2 External communication External communication means communication outside the Crossrail Programme including stakeholders such as local communities and consent granting bodies. The Crossrail Team communicates the significant environmental aspects relating to the programme externally via its website. All documentation pertaining to the hybrid bill process and ES is also available publicly on the internet.
The procedure for communicating externally is documented within the Crossrail Communications Strategy (CR-XRL-Z1-GST-CR001-00004) and Community Relations Procedure (CR-XRL-Z1-GPR-CR001-00005).
5.4 Documentation
A list of EMS Documents is provided in Appendix C- EMS Document Register.
Designers and contractors are required to develop and implement environmental management documents as set out in their contract documents (see section 5.6) Designers documents required are listed in the Technical Assurance Master List for each designer. Contractor documents required are listed in the Works Information and summarized in the Contractor Master Document List. Industry partners are responsible for producing their own environmental documentation.
5.5 Control of documents
CMS documents are controlled as set out in the Procedure for the Preparation and Control of Crossrail Management System (CMS) Documents (CR-XRL-O4-GPR-CR001-00003). All key EMS and environmental documents are held in the Crossrail electronic document management system, eB, in accordance with the Document Management Procedure (CRL1-XRL-Z3-GPD-CR001-50001). Any documents not managed through these two processes are ‘uncontrolled’.

Designers and contractors are required to include their documents in the Crossrail electronic document management system; eB and submission of documents to the Crossrail Team are tracked through the Technical Assurance Master Documents List for each designer and the Construction Master Deliverables List for each contractor. Industry Partners operate their own systems for control of documents.
Its the Environment Advisors responsibility to review contractor documents. A Sustainability and Consents document review matrix (CR-XRL-T1-LST-CRG03_Z-50001) sets out which documents the Environment Advisor’s need to refer to when reviewing contractor documents.

5.6 Operational Control
Crossrail Team activities and operations that give rise, or may give rise, to significant environmental aspects are controlled by the processes outlined below, 5.6.1 Design, construction and operation Sustainability credentials of all suppliers for design, construction and operation of the railway, including designers and contractors, are evaluated during prequalification and tender stages and environmental requirements are included in all tender and contract documents as appropriate. Procurement is managed as set out in the Procurement Code:
· Section 1: General (CRL1-XRL-V3-GUI-CR001_Z-50004) · Section 2: Procurement Deliverables (CRL1-XRL-V3-GUI-CR001-50001-500013) · Section 3: Purchasing Deliverables (CRL1-XRL-V3-GUI-CR001-50005).
Design of the main works is generally procured from the Framework Design Consultants and the environmental requirements are included in Engineering Design Framework Agreement Scope Part A and B, which includes the requirement to comply with the Crossrail Environmental Minimum Requirements. Construction and some elements of detailed design are procured from contractors. Generic environmental requirements for all contractors are included in Volume 2B of the Works Information, with contract-specific requirements in Volume 2A of the Works Information, using standard templates. The Crossrail EMRs that are applicable to contractors and the particular scope of work have been included in these volumes of the Works Information.
Designers and contractors are required to identify environmental consents for their works and prepare consents applications which are then reviewed by the Crossrail Team. Certain consents, known as Employer’s Consents, are signed by the Crossrail Team as set out in the Planning, Environment and Traffic Consents (Central Section) Procedure (CR-XRL-T1-GPR-CR001-00001). A list of environmental consents required and obtained is contained within the Environmental Consents Register (CRL1-XRL-T1-LCR-CR001-00001).
Industry Partners are responsible for obtaining environmental consents except for consents required under the Crossrail Act 2008 which are signed by the Crossrail Team.
All potential changes from the agreed programme and project baselines including the EMR are managed in accordance with the Trend and Change Control Procedure (CR-XRL-Z9-GPR-CR001-00002). This includes changes made by designers, contractors and Industry Partners.
Best practice items can be found in the Lessons Learnt Procedure (CRL1-XRL-Z-GPD-CR001-50015) and Innovate 18 website (https://www.innovate18.co.uk/connect.ti?) as well as the GreenLine Recognition Scheme (CR-XRL-T1-GPD-CRG03_Z-50001) which is currently being finalised.

5.6.2 Business Premises Sustainability credentials of suppliers of products and services are evaluated during the selection stages and environmental requirements are included in all tender and contract documents as appropriate. Procurement is managed as set out in the Procurement Code:

Environmental requirements for the acquisition of land and property are given in the Estate Management Plan (CR-XRL-T2-GPL-CR001-00001). This Plan also covers the situation where land and property will be acquired in advance of demolition or the appointment of a main works Principal Contractor, when the Crossrail Estates Department will set up and manage the land/ property using the facilities management contractor. The Crossrail Team acquires all land and property required for the Crossrail railway, with the exception of some land needed temporarily by contractors which they are responsible for acquiring in accordance with their own EMSs.
Environmental requirements for facilities managed by the Crossrail Team are given in the Environmental Facilities Management Procedure (CR-XRL-F-GPD-CR001-50001).
Environmental controls related to disposal of IT equipment are included within Fujitsu’s Secure Disposal or Reuse of IT Equipment Procedure (CR-XRL-Z3-GPR-CR001-00019).
Environmental requirements for Crossrail’s warehouse facility at Canning Town are managed in accordance with the Canning Town Warehouse Procedure (CR-XRL-Z2-GPR-CR001-00019).
5.6.3 Industry Partners The Crossrail Team has agreed with each of the industry partner organisations different arrangements for compliance with the EMR during design and construction (see table below). These arrangements are tailored to the nature of the works being undertaken. Partner Operational Controls
Canary Wharf Group (CWG)
The Development Agreement requires Canary Wharf Group to ensure that “any reviewable design data must…. comply with the environmental minimum requirements” (paragraph 16.3) and to “procure that the Works are carried out and completed in accordance with: ….the Environmental Minimum Requirements” (Schedule 1 paragraph 1.2).
Crossrail worked with CWG in relation to the design for the Canary Wharf Station, which was finalised and submitted to the Crossrail Team in November 2009. The design was accompanied by an Environmental Design Statement that was reviewed by Crossrail.
There is a requirement for a Joint Working Group meeting, which is held weekly and is used to discuss any relevant environmental issues. Crossrail and CWG have completed an EMR Tracker document which clarifies responsibilities under the EMR.
Berkeley Homes The Woolwich Station Box Agreement requires the design, construction and completion of the Station Box to be in accordance with Environmental Minimum Requirements (paragraph 13.1). The Station Box design is submitted to the Crossrail Team for review at each RIBA stage. Joint Working Group Meetings are held and environmental issues are discussed as necessary as well as in specific environmental progress meetings being arranged as required. Progress reports are provided every period.

Package …contain provisions whereby the relevant LUL Contractor agrees that it will comply with the Environmental Minimum Requirements” (see part C 1 h). A specific set of project requirements have been prepared for the works undertaken by London Underground at Goslett Yard (Project Requirements Specification Tottenham Court Road Eastern Entrance Hall Doc No CR-EG-PRW-X-RQ-00002).
Crossrail provided the environmental design checklist (CRL/EMS/F/1306), the relevant part of the register of mitigation, assumptions and opportunities for improvement, Part A of the Scope for Framework Design Consultants and Works Information Volume 1 and 2. LUL has utilised these as considered appropriate, to ensure their own process and procedures deliver compliance with the EMR.
Crossrail’s responsibilities for instructing work and reviewing deliverables are set out in LU Works Package Plan Procedure (CRL1-XRL-O4-STP-CR001-50002).
Network Rail In relation to the on-network works, the Network Rail Protocol states that “Network Rail will develop and deliver the On Network Works Baseline Plan in accordance with …(b) relevant provisions of the Environmental Minimum Requirements” (Draft Crossrail Network Rail Programme protocol paragraph 8.11).
Crossrail provided the environmental design checklist (CRL/EMS/F/1306), the relevant part of the register of mitigation, assumptions and opportunities for improvement, Part A of the Scope for Framework Design Consultants and Works Information Volume 1 and 2.. Network Rail has utilised these as considered appropriate, to ensure that their own processes and procedures deliver compliance with the EMR.
The interface between the Crossrail Environment Team and Network Rail’s Environment Team is set out in the Crossrail / Network Rail Interface Document for Planning, Environment and Traffic Consents (CR-XRL-T1-GPR-CRG04-00001) and the Crossrail / Network Rail Interface Document for Environment (CR-XRL-T1-GPR-CRG04-00002). Regular liaison meetings are held between Crossrail and NR to discuss environmental issues.
Network Rail is also undertaking interface works at Royal Oak Portal, Pudding Mill Lane Portal and Plumstead Portal. Paragraph 7.1 of the Network Rail Implementation Framework Agreement states that “Network Rail will carry out and perform and procure the carrying out and Completion of the Works in respect of each IA Remit… (d) in accordance with the Environmental Minimum Requirements…”. A list of interface works is managed by the Interface Manager DLR/NR. Environmental issues for interface works are discussed directly between Network Rail’s Environment team and the relevant Environmental Advisor and progress is discussed at the regular liaison meetings.
Utilities Companies The Memorandum of Understanding relating to Utility Diversion and Enabling Works relating to the Crossrail Project contains an objective to design the utility diversion works in accordance with the EMR and to undertake the works in accordance with regard for the environmental impact of those works (paragraph 4.1 (p)).
Utilities deliver compliance with the EMR through their own processes and procedures. Crossrail and UKPN jointly developed a template Environmental Management Plan for utility construction works which has been provided to other utility companies which they are free to adopt or use.
Crossrail’s responsibilities for instructing work and reviewing deliverables are set out in the Procedure for the Coordination on Utilities Work Performed by the Statutory Utility Company (CRL1-XRL-U-GPD-CRG03-50001).
Environmental issues for utility works are discussed at the Utilities Steering Group and Utilities Working Group as necessary.
Docklands Light Railway (DLR)
The DLR Works Agreement requires that works undertaken for Crossrail by DLR contractors will comply with the Environmental Minimum Requirements (Agreement paragraph 6.3 (a) (ii) (b) (gg)).
A list of DLR works is managed by the Interface Manager DLR/NR. The nature and scale of the proposed DLR works are not sufficient to result in significant environmental impacts. They comprise mainly cabling works (all civils work is being undertaken by Crossrail contractors).

5.7 Emergency preparedness & response
Environmental incidents are managed in accordance with the Crossrail Incident Management Plan (CRL1-XRL-Z7-GPD-CR001-50001) and Incident Investigation Procedure (CR-XRL-Z7-GPR-CR001-00014The person(s) responsible for the premises/ sites where the incident has occurred notify the Incident Response Desk and record the incident in the RIVO Safeguard database. The Crossrail team responds and investigates as appropriate to the type and nature of the incident.
To ensure a consistent approach to environmental incidents programme-wide, guidance is given in the Crossrail Guidance on Environmental, Traffic and Planning Incidents (CR-XRL-T1-GGG-CR001-00002).
Contractors are required to manage incidents in accordance with their EMSs, using the Crossrail definitions, levels and framework specified in the Works Information. Environmental incidents on Industry Partner’s works are either notified at the regular working group meetings (for Berkeley Homes, Canary Wharf Group, Utilities and Network Rail) or directly to the Crossrail Team’s Environment Manager (for London Underground).
6 Checking
6.1 Monitoring and measurement
6.1.1 Design, Construction and Operation Environmental data is required to be measured by the contractor and provided to the Crossrail EMS Team as part of the contractor’s 4 weekly dashboard progress report, period submissions of environmental data on Rivo Safeguard and Crossrail Smartwaste, incident reports and investigations on Rivo Safeguard, quarterly objectives progress report, monitoring data (e.g. noise and vibration, dust monitoring, water monitoring). Data is analysed by the –Environment Assurance Team and presented through a variety of reporting requirements in line with the Reporting Procedures Handbook (CR-XRL-Z9-GPR-CR001-00012)–see section 5.3.1 for a list of internal reports.
6.1.2 Business Activities and Industry Partners Environmental data is collected (e.g. energy consumption) and stored by the Environment Assurance Team. Data is analysed by the Environment Assurance Team and presented through a variety of reporting requirements in line with the Reporting Procedures Handbook (CR-XRL-Z9-GPR-CR001-00012)–see section 5.3.1 for a list of internal reports.
6.2 Evaluation of compliance
6.2.1 Design, construction and operation Compliance with legal and other requirements (including the EMR) during design and construction is regularly assessed through the following activities:

· Review of contractor submissions of environmental data. Frameworks have developed to provide guidelines and criteria for reporting environmental data. These include: Environmental Reporting (CR-XRL-T1-GUI-CR001_Z-50001); Noise (CR-XRL-T1-GUI-CRG03_Z-50004), Environmental Consents (CR-XRL-T1-GUI-CRG03_Z-50002), Air Quality Emission Control (CR-XRL-T1-GUI-CRG03_Z-50001) and Contaminated Land (CR-XRL-T1-GUI-CRG03_Z-50003)
· Review of findings of monthly joint contractor and Crossrail site inspections
· Review of Contractors Supplier Performance Assurance results
The Crossrail Team undertakes assurance to ensure that design meets environmental requirements, including the EMR, as outlined in the diagram in Appendix D.
The Crossrail Team undertakes assurance to ensure that construction works meet the environmental requirements of a contractor’s contract, which incorporate the EMR. An overview of the processes followed is given in the diagram Appendix E.
The detailed history of the design assurance process during previous stages of the project is included in Appendix F.
Where land and property is acquired in advance of demolition or the appointment of a main works Principal Contractor, and is therefore managed by the facilities management contractor, that contractor highlights any environmental issues at the locations that they are managing using the Environmental Checklist (in the Estate Management Plan (CR-XRL-T2-GPL-CR001-00001)) which the Crossrail Team reviews for assurance purposes.
6.2.2 Business Activities Compliance with legal and other requirements (including the EMR) for Crossrail’s business activities is regularly assessed through the following activities:
· Audits of the Crossrail Team’s compliance with Crossrail procedures, which are carried out in accordance with the Crossrail Audit Strategy (CR-XRL-Z-STP-CR001-50002), Audit Procedure (CR-XRL-Z-GPD-CR001-50001).
· Management Review undertaken in accordance with the Management System Review Procedure (CR-XRL-O4-GPR-CR001-00005)
· Review of submissions of environmental data
· Site inspections as per the Environmental Inspection Schedule for CRL Business Premises (CR-XRL-T1-LRG-CR001-50002)
6.2.3 Industry Partners Compliance with legal and other requirements (including the EMR) by Industry Partners is assessed through review of submissions of environmental data and regular review meetings in line with their contractual agreements – see section 5.6.

6.3 Nonconformity, corrective action and preventive action
Actual nonconformities with the Crossrail EMS are managed either as:
· incidents – see section 5.7 above; or
· Non-conformance Report as per the Project Technical Report (PTR) Procedure (CRL1-XRL-Z-GPD-CR001-500063 or where in most cases, through the Project Managers Communication (PMC) route.
Contractors are required to raise nonconformities as set out in their EMSs and if a contractor fails to raise a non-conformity then the Crossrail Team may do so in accordance with the PTR Procedure which include RFIs, FCDs and NCRs (CRL1-XRL-Z-GPD-CR001-50006) and through the PMC route. Management of Crossrail nonconformities will be checked as part of the Crossrail audits.
Potential nonconformities with the Crossrail EMS are raised as risks - where specific environmental requirements are at risk at specific locations – and managed in compliance with the Risk Management Plan (CR-DV-PRC-X-PL-00001)) and Risk Management Procedure (CR-XRL-Z9-GPR-CR001-00009). Risks are managed using the Crossrail Risk Register. Monthly meetings are currently being set up with each area where environment risks are reviewed. Environment risks are escalated via the ADR.
Lesson learnt may be raised at any time by any member of the Crossrail Team and activities or processes may undergo a lessons learnt review to improve performance as set out in the Lessons Learned Procedure (CRL1-XRL-Z-GPD-CR001-50015).
Industry Partners operate their own systems/ procedures for managing nonconformities, corrective and preventive action.
6.4 Control of records
All key EMS and environmental records are held in the Crossrail electronic document management system, eB, in accordance with the Document Management Procedure (CRL1-XRL-Z3-GPD-CR001-50001). Environmental Advisers ensure that environmental records, including key emails, are kept in their project filing system.
Records are identified, stored, protected, retrieved, retained and disposed of in accordance with the Control of Records (Procedure) (CR-XRL-O4-GPR-CR001-00002) and the Record Archiving, Retrieval and Disposal Procedure (CR-XRL-N1-GPR-CR001-00004).

It is likely however that the PTR system will be used to track non-conformities in relation to contractor emission control requirements associated with Non Road Mobile Machinery (NRMM).

Designers and contractors are required to include their records in the Crossrail electronic document management system, eB Industry Partners operate their own systems for control of records.
6.5 Internal Audit
The Audit Team undertakes environmental audits of the Crossrail Team to evaluate compliance and to provide assurance that environmental requirements are being met. The approach to audits is set out in the Audit Strategy (CR-XRL-Z-STP-CR001-50002). The process for undertaking audits is given in The Audit Procedure (CR-XRL-Z-GPD-CR001-50001).
Designers, contractors and Industry Partners are responsible for undertaking their own internal audits.
7 Management Review
The management review of the Crossrail Management System takes place annually in accordance with the Management System Review Procedure (CR-XRL-O4-GPR-CR001-00005). This is an integrated management system review and is carried out in accordance with the requirements of Management Reviews as defined by:
· BS EN ISO 9001 Quality Management Systems;
· BS EN ISO 14001 Environmental Management Systems; and
· BS OHSAS 18001 Occupational Health and Safety Assessment Series
Contractors are required to undertake Management Reviews as part of their EMSs and a representative of the Crossrail Team is invited. Designers and Industry Partners operate their own systems for management review.

Appendix F – Design History
Scheme Design During the progress of the hybrid Bill through Parliament design work was begun to further develop the hybrid Bill design. This was undertaken by a combined management team consisting of CRL and a Development Manager (DM). Four consultants referred to as Multidisciplinary Design Consultants (MDCs), were awarded the contracts for the design of the architectural and civil engineering works. The design work on the systems was carried out by a further consultant, the Systems and Rolling Stock consultant (SRC), and the design of the enabling works was managed by an Enabling Works Managing Agent (EWMA). The work of these consultants culminated in the delivery of Scheme Design (ultimately Scheme Design 3). The environmental deliverables for Scheme Design 3 (SD3) reflecting the EMR were incorporated into each of the MDCs’ and SRC’s scope of works. During the development of Scheme Design the ES was reviewed and all significant aspects and impacts identified, together with all assumed mitigation, and entered into a register: the Register of Environmental Mitigation, Assumptions and Opportunities for Improvement (REMAOI). The REMAOI was given to the design consultants thereby ensuring that the significant aspects and impacts of the project and the associated assumed mitigation were considered during the design process. In addition, where the development of Scheme Design resulted in a change to the hybrid Bill scheme (either the permanent or temporary works i.e. physical structures or construction planning) the design teams were required to follow the Environmental Design Management Procedure (CR-DV-MGT-X-PD-00015, now withdrawn) to evaluate the change to establish the position of the design against paragraph 1.3 of the EMR General Principles. A key output for each work package associated with Scheme Design was a statement of compliance with the EMR based upon a completed and updated REMAOI and supported by completed checklists and reports pursuant to the Environmental Design Management Procedure.

Detailed Design At the end of Scheme Design 3 the contracts with the design consultants essentially ended and new contracts were tendered and awarded to carry out the detailed design. The environmental requirements for detailed design were reviewed and captured in the new contracts under the Engineering Design Framework Agreement Scope Part A. As part of that review it was identified that there was no longer a need to maintain the REMAOI because the requirements of the EMR would be met through the deliverables under Scope Part A and through the continued use of an environmental design management procedure. As the original environmental design management procedure (CR-DV-MGT-X-PD-00015) was written under different contractual arrangements and with a different organisational structure it was withdrawn. However, the key element of the procedure was a checklist that provides a tool for evaluating a design against the general principles of the EMR, and this was retained as part of the EMS Not all design work ceased between the delivery of SD3 and the start of the detailed design under the new Framework Design Contractors. In order to preserve the Crossrail schedule (PCS03) certain detailed design pertaining to demolitions, utility diversions and some early shaft construction continued under the pre-Framework contract arrangements. This post SD3 design work (also referred to as post purple diamond design work due to the delivery date of SD3 being referred to as ‘Purple Diamond’) was carried out subject to continuation instructions. The environmental deliverables for these post purple diamond design works were defined as part of the continuation instruction. Prior to April 2011, the management of the production for the detailed design of the central section was undertaken by the Project Delivery Partner (PDP). The PDP had responsibility for delivering the design of the central section in accordance with the EMR through a contract with CRL (Project Delivery Partner Services Contract No. 2166). Under that contract the PDP was required to deliver compliance with the EMR and to ensure that the central section design complied with the EMS requirements and to develop an EMS. The PDP had an environmental design compliance procedure under its EMS which incorporates the checklist (CRL/EMS/F/1306). As noted above, detailed design was being undertaken by the Framework Design Consultants (FDCs) who were directly managed by the PDP.
