    Statement of Values 20

  • Thank you for your interest in sustainabilityinitiatives at Waste Connections. We recognizethe importance to our stakeholders of ourcontinuing efforts to minimize our impact on theenvironment by:

    • encouraging materials recycling and reuse;• using waste to generate clean, renewable energy;• reducing our carbon footprint and use of fossil fuels; and• exploring alternatives to landfill disposal.

But for Waste Connections, our sustainabilityefforts extend beyond the environment; we alsomeasure the positive impacts we have on thecommunities we serve, the development andwelfare of our employees, the financial health ofour company, and the returns to our stockholders.

As an environmental services company with alarge presence on the West Coast, sustainability isnot a new concept for us. Over the years we havebeen recycling a significant portion of the waste

stream on the West Coast, with diversion rates insome markets in excess of 70%. Our recyclingefforts recover valuable materials for reuse, andinclude the composting of organic materials forreuse as a soil amendment. Off the West Coast,we are working to bring these programs andtechnologies to other communities throughoutthe states we service.

In addition to recycling and recovery, we alsoharvest methane gas from landfills to generaterenewable energy to power homes, small industryand, eventually, our fleet. We deploy routeoptimization software, retrofit existing fleetand utilize alternative fuels to reduce fuelconsumption and emissions, lowering our overallcarbon footprint. We construct environmentalenhancements to certain of our sites through thecreation of wetlands and public trails. Theseefforts are fundamental to a sustainable businessmodel and the success of our company.

Everything we do today is with an eye towards the

future. We constantly monitor and evaluate newtechnologies and programs that can enhance ourcommitment to the environment and improveour competitive positioning. Within our industry, these changes have historically been evolutionaryin nature, but there is an enormous effortcurrently being made in alternative technologiesto reduce landfill disposal, reduce greenhouse gasemissions and harness bio-fuels.

We recognize that our employees identify andlead many of our sustainability efforts at a locallevel. As a result, development and welfare of ouremployees is critical. Our corporate culture iscentered on the principles of Servant Leadership, which hold management accountable to employees. We analyze and track our success in improvingServant Leadership scores, reducing employeeturnover, improving safety statistics, and providingfair compensation and attractive employee healthbenefits. We also dedicate a significant amount ofmanagement time and resources to leadershiptraining and personnel development.

We owe our success to the communities we serve. Our employees support hundreds of localorganizations, and we back their efforts withfinancial support for many of these groups. Weaccept the responsibility we have to increasecorporate giving and introduce or broadensustainability efforts as our company expands.

Environmental, organizational and financialsustainability initiatives have been keycomponents of our success since we were foundedin 1997. We remain committed to growing andexpanding these efforts as our industry andtechnology continue to evolve.

  • RECYCLING

Recycling has been a wellestablished component ofthe municipal solid wastesystem on the West Coastfor over 20 years. In fact,we recycle over 50% ofour collected waste vol-umes on the West Coast,in some cases over 70%.We are proactively de-ploying this recycling ex-pertise in many of ourmarkets off the WestCoast, often for the firsttime, to further encouragematerials reuse and wasteminimization.

    RECYCLEBANK

Through our partnershipwith RecycleBank, we haveintroduced a loyalty andrewards program in certainmarkets to encouragecustomers to either recyclefor the first time or increasetheir current recycling efforts. With RecycleBank, customers earn pointsbased on the weight oftheir recycled waste streamthat can be redeemed formeaningful rewards. Therewards are obvious: wasteminimization; savings toparticipating customers for monthly trash service, groceries, restaurants, etc.;and increased support oflocal merchants.

  • COMPOSTING

The composting andreuse of green or yardwaste and food waste arecritical components forany community’s marchto a Zero Waste goal. We continue to increaseour composting effortsthrough investments to expand capacity at existing operations andthrough the acquisition of new facilities.

  • RENEWABLEENERGY

Solid waste landfills over time generate agreenhouse gas, methane, which can be convertedinto a valuable source ofclean energy. We deploygas recovery systems tocollect methane which isthen used to generateelectricity for local households, fuel localindustrial plants, poweralternative fueled vehicles,or qualify for carbonemission credits.

  • Vehicles that use alternative fuels (CNG,LNG, Bio-diesel) can reduce fleet emissions and our dependency onforeign oil. We have deployed alternative fueledvehicles in certain marketsand plan on directing anincreasing portion of ourfuture fleet capital on suchvehicles. However, a convenient and reliable fueling infrastructure iscritical to how fast we canconvert our fleet. So wehave partnered with thirdparties, such as Clean Energy, Inc., to facilitatetheir investment in localfueling infrastructures.

  • FLEETOPTIMIZATION

As a route-based business, the majority of our carbonfootprint is linked to ourfleet. We seek to reduceour fleet emissions andconsumption of fuel andpetroleum-related productsby replacing older truckswith newer, more efficienttrucks, deploying route optimization software tominimize driving time, utilizing a network oftransfer stations to consolidate waste ontofewer trucks and minimizedrive time, installing controls to minimize idling time, switching tosynthetic motor oils withlonger replacement intervals, and reducingemissions by installingmore advanced engine filters and carburetors.

  • COMMUNITIES

We measure our success by the continuing positiveimpacts we have within our local communities. Our employees supporthundreds of local organizations through direct contributions, volunteering, fundraising,or sponsoring or partici-pating in educational activities. Additionally, each year our communityactivities culminate with acompany-wide Christmasbike drive, through whichwe and our employees purchase and build thousands of bicycles todonate to local charitiesand military bases for distribution to deservingyouth.
