EXECUTIVE SUMMARY

General Characteristics

1. The Project “Sustainable Management and Conservation of Native Potato Germplasm at the Rural Communities in the An-dahuaylas province”, started in august 2012 and it was to end in july 2014, being extended to november 2014. It had a Budget of USD $298 757, part of Benefit-sharing Fund of the International Trea-ty on Plant Genetic Resources for Food and Agriculture, adopted in the framework of the Call for Proposals 2010.

2. The hypothesis of the project is “the low levels of production, productivity and income earned by native potato producers in the province of Andahuaylas could be reversed”, facilitating availability and access to seeds, promoting the sustainable use of natural resources; improving the market integration and invol-ving municipalities in promoting the cultivation and conservation of germplasm.

3. General objective is “to contribute to sustainable management and conservation of native potato germ-plasm in the rural communities in Andahualas”, while the specific objective is “to increase production, productivity and income earned by producers of native potatoes in Andahuaylas.”

Experience Outcome

1. The project was relevant with respect to contribute to the sustainable management and conservation of native potato germplasm, expanding the productive offer.

- The proposal alternates measures to improve the native potato production supply through capacity building in technology management with implementation of natural resources conservation practi-ces in the territorial spaces of the rural communities.

- The results are consistent with the National Environmental Action Plan-PLANAA, Peru 2010-2021, which includes actions for conservation and sustainable use of natural resources and genetic resources. Also with the priority actions within the Regional Government of Apurimacthat implemented a Public Investment Project on commercial native potatoes.

2. The project was implemented with high efficiency, considering the deployment of actions, the quality of

services provided and the co-financing of beneficiaries.

- It had a budget of USD 298 757, getting a contribution of USD $70 700 from Solaris (110% of the com-mitted), and especially a contribution of USD $888 300 from the Associations (2.1 times higher than committed).

- It financed four people full time, while the associations contributed with inputs as well as the work of their managers and trained technician promoters.

3. The organizational efficiency of the project was high because it had a placement cost of $ 0.21 per every dollar invested. This ratio comes from dividing “operating expenses + administrative & staff expenses” by the “Project Activities budget + Specialized personnel”.

4. The project shows a good level of objectives and results compliance.

- The project started working germplasm conservation of native potatoes in 2012 with 15 associations of producers which had 418 associated producers; 8 associations with 180 members incorporated in 2013.

- Of all 598 families from the 23 associations, we worked directly with 440 families, corresponding to 74% of partners.

5. Result 1: Access and availability of native potato seeds have increased- The seed fields’ production accumulated in the first two years of the project is 34 hectares with 28

varieties and a 327 metric tons production.

- Access and availability of native potato seeds using two types of seed production: a) Produced officially by the National Agricultural Research Institute, b) Implementation of seed fields with positive and negative selection certification techniques.

6. Result 2: Sustainable Use of natural resources

- Actions to protect water sources such as lakes, ponds, springs and reforestation practices with native species in the headwaters of watersheds were implemented in the field of rural communities, with native potato producer organizations and user organizations of irrigation water and drinking water.

7. Result 3: Market integration of native potatoes has improved - Very little progress but in line with the short time to form a supply of native potatoes for more deman-

ding markets such as those found in Lima.

- The trade mission to Lima showed the managers of associations that there is a growing demand and to access it agents and / or specialized organizations in concentrating an offer are required. They: i) meet the requirements of quality and continuity of supply; ii) Provide for the transfer, distribution and product delivery; iii) Direct production previously contacted and contracts with preset buyers.

8. Result 4: The municipality of Andahuaylas promotes an interinstitutional group for native potato germ-plasm conservation and promotion Accomplished

- District comittees integrated by local authorities and representatives of the producer associations from three districts (San Jerónimo, Pacucha y Kishuará) were formed. These committed funds aimed at supporting the Chain of Native Potato.

- The development of a Plan for the Promotion of Native Potato conglomerate in the Province of An-dahuaylas was facilitated. They left a geo-referenced registry system (linked from google maps) with the location of Producer Associations and conservative native potatoes fields.

9. About the general goal: “to contribute to sustainable management and conservation of native potato germplasm”

- Families cultivated 39 varieties of potatoes (properly classified) for commercial and subsistence pur-poses with support and advice from the project; surpassing the number of 30 varieties considered as a goal to achieve in 2017.

- Cultivars in production and upgrading process with germplasm conservation purposes, turned out to be more than 211 varieties; largely surpassing the number of 60 varieties expected at the end of the project, and even the goal set for 2017 that was 200 varieties.

10. The probability of the implemented actions to continue and even expand its repeating scale, are quite high:

- Associations are recognized by the farming community. In interviews with the producers they mani-fested having retaken the native potato germplasm conservation as a strategy to ensure the annual food dispense for their families, because potatoes respond better against pests, diseases and clima-tic factors.

- There has been a significant investment from producer associations, amounting to USD $888 300, being an indicator of sustainability as they are the most interested in safeguarding the investment.

- The training system was adequate to promote spaces in which producers can identify opportunities, value and share their knowledge with each other. The technical assistance promoters were the faci-litators of knowledge; where a body of technical developers with vision and experience contributed to the functioning of the associations.

- The offer capacity of native potatoes increased both among producer associations and communi-ties to which they belong. Current offer within the target communities is 3 700 hectares, where there were 28 800 tons of 38 assorted varieties of potatoes, and a “mixture of varieties” group planted. Of this volume, 3 070 tons (11%) of the production received direct support from the project, while 25 730 (89%) were funded by their own growing families.

- From the supply and provision to potential buyers, there are: a) Little information on the production areas, with widely scattered producers, and reduced production volumes; b) Failure to achieve a regular supply to potential buyers (requires to ensure supplies throughout the year, with no extra costs for storage); c) lack of technologies that minimize variability on quality, subsisting shortcomings in the work of harvest and postharvest; d) conservation techniques available fail to significantly reduce shrinkage and discarding caused by the storage of collected production.

11. Strenghtening of producer Associations:

- Partnerships recorded a process of institutionalization that has advanced in developing shared pro-cedures, which has resulted in all of them having Minute books where they recorded the production from seed and germplasm propagation fields. There is that 22 of the 23 associations have statutes and a working organizational structure, and are registered in public records.

- In addition to the above, 14 associations have RUC and issue invoices or tickets. What is less common is basic accounting (only 6 associations have it), or the annual statement of comprehensive income (7 associations do it). The associations that maintained associative cultivation areas were 23, but only 16 of them traded up.

- Regional governments and grant funds are allocating funds for associations so that eleven associa-tions received support during project implementation plus eight associations with business plans that are under evaluation.

- Sales of native potatoes from communal production of associations totaled PEN 581 900. All toge-ther, associative production reached 964.6 tons, of which 865.9 were sold; 51.3 tons were stored as seed and 47.4 tons were distributed among the members of the associations.

12. About families producing native potatoes:

- Tangible advances are reducing chemicals and encouraging eco-type production and recovery of different varieties of native potatoes.

- The income composition of the surveyed families allows to appreciate that native potatoes contribu-te to an important part of their income. The average total income was 16.9 thousand new soles, of which 3490 comes from the production of native potatoes (38% of total revenue).

- An important part of the family income comes from agricultural activities, which on average ac-counts for 69% of total revenue. Considering only the agricultural income, native potatoes explain the formation of 30% of these revenues.

- In the last two years the families made investments to improve production infrastructure (rainwater reservoirs, hedgerows, construction of sheds, irrigation canals / reservoirs, potato seeds rustic store, pressurized irrigation systems) and provide better comfort to housing (dry bath, improved stove, cu-pboard).

1. INTRODUCTION

Peru has a high genetic diversity as one of the world centers of origin of agriculture and livestock, and consequently, is one of the most important world centers of genetic resources of plants and animals. As the first country in varieties of potatoes, peppers, corn (36 Andean grains), Andean roots and tubers.

Native potatoes grow above 3500 meters above sea level in production fields mostly owned by villagers and petty producers. Its characteristics include: a) The average producer has between 2 and 3 plots with a total area of 0.5 hectares; b) native potato producers allocate production to its consumption and surplus for sale; c) The parcels owned by small producers are not continuous and many are away from the roads, which increases the cost the transfer, storage and transport.

Producers have a direct and immediate relationship with biodiversity, which provides a livelihood for a large part of the rural population and has an interesting market potential. Some of these producers implement agro-ecological practices and technologies, both in the production phase and in the processing of their products.

In the past three decades the adoption of improved varieties of native potato has increased in the countrybeing its commercial production result of the diffusion of a technology package promoted by the State and by the International Potato Center (CIP). In recent years the native potato has begun to articulate to dynamic markets (better prices associated with higher quality and better conditions of sale), in schemes of farming contract with small peasant production.

Such dynamism is in a context where the gourmet food market is diversified to ingredients from Andean biodiversity. This aspect opened the opportunity for small Andean farmers, who possessed a wide variety of qualities, colors and flavors other than native potatoes, could meet this demand which required them to maintain the attributes

of safety, nutritional value, taste and specific texture that should be combined with the origin of these products (natural conditions of the highlands of the Peruvian Andes).

During the early years of this decade two major phenomenon began to show: a) economic takeoff from the field and a jump to rural connectivity; b) The greater State presence in rural areas, aimed at providing direct benefits to households, but also the supply of instruments that open up opportunities, such as roads, ID, literacy, electrification, telephony and Internet1.

The factors had an effect on the variables that contribute to productivity, within a supportive context to producers who are favored by the reduction of travel times, greater communication ease and political empowerment that are linked to connectivity. Still, problems in the articulation of producers to market remain (price fluctuations, high transaction costs, wastage, lack of adequate marketing channels, etc.) which reduces the competitiveness but without preventing the onset of continuous improvement process of this emerging value chain.

Brief Background

Collection of native potato began in Huancavelica (Pazos district) in 2008, with producers who had participated in research programs of the state and the CIP. The first agreement was signed between a company and the municipality of Tayacaja representing four communities. One of the limitations of this agreement was the absence of a specific definition of what is meant by quality and grading of potatoes, using a very broad definition (they are healthy, without mechanical damage and pests and diseases, and which are “first class”, but without specifying the size or ranking depending on the variety).

Given the shortage of quality raw material required, coverage expanded entering Pomamanta producers (Jauja-Junin) with the support of FOVIDA; Andahuaylas producers from the Treasure of the Andes and Ccacce and Kishuara Hatarisun associations and from Quellocasa and Chullcuisa communities, with the support of the CAPAC Peru network. Andahuaylas producers came to represent a third of the 300 producers who participated as suppliers.

Within the local context, the Regional Development Plan Concerted Apurimac 2010 indicated that the potato was the primary agricultural product of the region, commercial varieties accounting three quarters of production and native potato the remaining quarter. The main potato producing province is Andahuaylas, who without impairing supply of the regional market, directs most of the production to the national market, highlighting the interregional trade to cities such as Huamanga, Cusco, Arequipa and Lima.

Currently the producers of native potatoes are linked to local intermediaries operating in the various regional markets, which in turn relate to supermarket chains suppliers. In the case of the supermarket chain Wong and Metro, the responsible for collecting the selected native potato production are its providers, but buying is limited to the harvest months (April to June). The experience of the project itself showed that it is still expensive to provide supermarkets with a steady flow of production throughout the year.

2. SOLARIS AND THE PROJECT PROPOSALSOLARIS PERÚ es a peruvian NGO, whose mission is to end poverty in direct partnership with public and private actors through concerted management models. The implementation of this experience is directly related to the two SOLARIS PERU strategic objectives, which are:

- Strategic Goal 1: The programs and projects “will contribute and make available systems of participation and decision-making that can be used by all social actors linked by a common theme (health, nu-trition, education, food security, etc.), and from these networks could be used to influence decision makers at all levels “.

- Strategic Goal 2: The programs and projects “will take advantage on their status of self-development models based on practical experience rather than cabinet as value-added information for deci-sion-makers in the definition and implementation of local public policies to support national poverty reduction “.

SOLARIS PERU pursuant to the Letter of Agreement with the United Nations for Food and Agriculture (FAO), meets the objective to provide support services conducive to sustainable food security by assisting farmers to adapt climate change through high-impact activities on the conservation and sustainable use of plant genetic resour-ces for food and agriculture.

On the other hand, it is aware that plant genetic resources for food and agriculture are reasons of common con-cern to all countries, since all countries depend very largely on plant genetic resources for food and agriculture. In this sense we have promoted activities to:

a) Management and conservation of plant genetic resources in production systems of native potato germplasm. Pursuant to the activities planned in the project, inventory revaluation and conservation of native potato germplasm production systems have been promoted in 23 rural communities of the province of Andahuaylas. They have been characterized for conservation for food security and other purposes, as is the use of the processes of climate adaptability and breeding.

b) Sustainable use of plant genetic resources. With the aim of promoting sustainable use of plant gene-tic resources for food agriculture, initiatives have been promoted among conservative producers for the revaluation of native potato biodiversity through the planting associated with fields of commer-cial cultivars underutilized and adapted to local conditions. It has also promoted breeding strategies in a participatory manner in matter of procurement of seeds.

c) Information exchange, technology transfer and capacity building. It is rightly promoted the exchan-ge of knowledge among conservatives during the characterization of native potato germplasm and the different training events; all as a strategy of combining traditional knowledge with efforts to conserve native potato varieties, improve agricultural production and ensure food security.

On the other handat all times it has recognized the work of farmers as key stakeholders in the conservation and sustainable use of food crops, and fighting against all the changes that are happening.

Project Proposal

The hypothesis of the project is that “could reverse the low levels of production, productivity and income earned by producers of native potatoes in the province of Andahuaylas” by facilitating the access and availability to seeds, promoting the sustainable use of natural resources , improving market integration and involving munici-palities in promoting the cultivation and conservation of germplasm.

The “sustainable management and conservation of native potato germplasm in the rural communities of the Province of Andahuaylas” project, started in August 2012 and was to culminate in July 2014, being extended to November of the same year. It had a budget of USD 298 757, which is part of the Benefit-sharing Fund of the International Treaty on Plant Genetic Resources for Food and Agriculture, adopted in the framework of the Call for Proposals 2010.

The general objective is “to contribute to the sustainable management and conservation of native potato germ-plasm in the rural communities of the province of Andahuaylas”. In turn, it aims specifically to “increase produc-tion, productivity and income earned by producers of native potatoes in Andahuaylas.”

The problematic of the project is related to the native potato varieties were displaced by the adoption of mo-dern varieties. However, producers-conservatives continued to cultivate the mixture of native potato germplasm for purposes of family consumption, participation in agricultural fairs and to fulfill their cultural activities asso-ciated with festivals and the Andean creed. The above situation causes producers facing serious difficulties in accessing seeds in variety, quantity and quality genetics necessary to have a high and sustainable productivity.To shortage of seeds the following factors over which the project seeks to influence are added: a) The ecological deterioration that intensive crops in the use of chemical inputs cause to the environment; b) The difficulties of access to markets of high purchasing power able to pay a price that gives return to production, generates high vulnerability of producers; c) The need to coordinate the intervention of local institutions within the framework of a concerted effort to promote native potatoes with strong involvement of local municipalities.

The problems described have been framed in terms of four (4) components:

- In component 1, seed fields for each association have been installed. They were subject to the ad-vice and specialized technical assistance contextualized to environment of production systems and conservation of native potato germplasm.

- In component 2, associations have participated in ecological production trainings and implementa-tion of conservation practices of water sources and agricultural land.

- In Component 3, the associations have participated in festivals for the promotion and conservation of native potato germplasm; agricultural fairs and participated in a mission or trade tour in the city of Lima, which concentrates potential niche market for native potatoes.

- In component 4, it has been coordinated with the newly elected authorities at district, provincial and regional level to build and strengthen an adequate institutional framework for the promotion of culture and conservation of native potatoes.

Achieving the objectives raised the need for alliances with institutions working in the different components of the problems of conservation, cultivation and market access of the different varieties of native potatoes. These institutions were:

- National Institute of Agrarian Innovation (INIA), a public body under the Ministry of Agriculture whose purpose is to introduce and promote agricultural research, in order to innovate processes and agri-cultural products, and to transfer the technologies developed to farmers in order to make them more competitive. With this entity an inter-institutional collaboration was signed to contribute to the project through the training and certification of leading producers (one for each of the 15 associations par-ticipating) to be trained as Technical Assistance Providers (PAT).

- Provincial Municipality of Andahuaylas, whose functions include promoting local economic deve-lopment through the sustainable use of natural resources. It participated as an accompanist and overseer of the process and part of the provincial technical committee of the potato. It assigned technicians in the training cycle implemented in the project.

- District municipalities of San Jeronimo, Pacucha and Kishuara. By the autonomous nature of the local governments they have signed agreements of mutual collaboration so that each local government promotes the sustainability of the project through the generation of productive chains of native potatoes. Therefore the district committees with the participation of producers and conservative associations were stablished.

- Conservative-Producer Associations of native potato germplasm. The project worked directly with 440 conservative-producers of native potato germplasm that are grouped in 23 organizations in the five districts of Andahuaylas in Apurimac region. It had Technical Assistance Promoters (PAT), elected within the associations being responsible for technical management of seed fields and germplasm conservation implemented by the associations.

Implemented strategies

The Project implemented 4 strategies:

• Strategy1.Production of native potatoes from the framework of the conservation of soil and water resources

Characteristics:

• Management of agricultural soils in the areas of production, through practices the design of planting rows following the contour lines.

• Incorporation of organic fertilizer at planting as a practice of composting and restoration of soil mi-nerals extracted by the plant, in addition to correcting the problems of soil acidity that reduces the absorption of nutrients.

Prioritized Topics:

• The importance of conserving soil and water resources as a strategy for development of agriculture.

• The factor soil and fertility management is critical for native potato production yields.

• The management and preservation of water for both irrigation water supply and consumption in the production areas, below areas where wetlands are located.

Prioritized Methodologies and instruments:

• The ancestral water management practices in lakes, ponds and springs to accumulate more water, and the use of them in the absence of rainfall stations in the irrigation of crops.

• Recovery of soil fertility through the rest can be replaced with organic fertilization practices.

• Community work for the protection of water in lakes, ponds and water holes.

• Personalized support in the planting of native potatoes.

• Strategy2. Association of germplasm native potato to comercial fields

Characteristics:

• The planting of native potato germplasm associated with commercial fields as a strategy to ensure harvest and the return on investment in cultivation.

• Because of the high risk of the commercial crops to be lost thus the incidence of pests and diseases and weather factors, the native potato varieties associated with these fields would be resisting the incidence of harmful agents with the qualities of tolerance and resistance found in their genes, which would not be risking dispense food for families.

Prioritized Topics:

• To promote producer and conservative organizations to revalue the importance of native potatoes used for family consumption; and that they can be associated with commercial fields without pro-duction costs increase in general.

• Native potato crops aimed at preserving the food security of families; surplus production is destined for sale, especially in the district, provincial and regional agricultural fairs.

Prioritized Methodologies and instruments:

• The associated planting of native potatoes ensures the harvests and regulates production volumes and prices in the market by not saturating it with the same variety.

• Evaluation meetings through planting and harvesting statements by the producers of the respective organizations. This allows knowing germplasm varieties that associates implement and so enable the exchange of seed tubers.

• The coordination of tasks to carry out the evaluation meetings as a strategy to know the status of their family activities and to generate concentration capacities when a possible demand.

• Strategy3.Governance for the promotion of native potato

Characteristics:

• The initiative starts from a vision of the rural communities to strengthen the processes of conservation of native potato germplasm. In this sense, it is an experience of management and conservation of genetic resources, including the implementation of local records of agricultural biodiversity and the use of new information technologies.

• The participation of local governments generates conditions for rural populations, especially in com-munities with productive potential of native potato conservation areas, to promote the development of economies of scale based on the production and conservation of native potato germplasm.

Prioritized Topics:

• Build organizational capacity and empowerment in producer-conservatives of native potatoes for advocacy at local, public and private institutions through the establishment of district committees for the conservation of native potato germplasm.

• Impact on local authorities to promote the chain of native potato, for which information on the im-portance of promoting the sustainable management and conservation of native potato germplasm as a strategic resource for food security is provided.

• Promote a space for coordination and consensus to support the conservation of native potatoes, this is achieved with the implementation of the technical working groups of the native potato.

Prioritized Methodologies and instruments:

• Formation of district committees for the conservation of native potato germplasm. Meetings with local authorities aimed to support producer organizations .

• Participation in the formulation of the Participatory Budget. Representatives of district committees participated to manage the budget allocation for local economic development offices, and thus assist producer organizations.

• Strategy4. Trade Missions and participation in fairs and festivals

Characteristic:

• Establish trade flows for native potatoes in the niche markets of Lima mainly.

Prioritized Topics:

• Production and inventory of the native potato varieties from production areas for daily consumption and market potential.

• Frequent demand of native potatoes at local fairs and provincial markets.

• Marketing channels identified by producers.

Prioritized Methodologies and Instruments:

• Trade mission to Lima with producers and conservative leaders with experience in selling through intermediary institutions such as CAPAC PERU and ISSANDES.

• Specialized consultancy for knowledge and market development for native potato.

The pertinence of the intervention

The native potato was in a lagging position despite being a nutritious and healthy food. Their production is tra-ditionally marketed through informal channels, without care for the quality of the product, without added value and did not have a promotion that would revalue its quality. However, current market trends are changing con-sumer habits to the organic and native, providing new market opportunities.

The project sought to properly align the sustainable management of natural resources to the promotion of small Andean agriculture related to sustainable cultivation of native potatoes. The results and objectives respond to the problems and local context, to be a driving experience and local protection of genetic resources and knowledge about health, food and agriculture, including implementing local registers of agricultural biodiversity in native potatoes.

The project included the establishment of different varieties of native potato seeds conserved in gene banks of the CIP, which made them exclusive property of local populations. Delivery is properly defined as a work of “re-patriation” and planting of new varieties in the fields of the communities.

At the same time the formation of “local technicians” in communities intended to ensure the necessary knowle-dge to plant and keep potatoes. These technicians today are elected by the Association, which also pledges to devote a part of Community land for growing varieties repatriated. The repatriation of native potato seeds is the mechanism that allows producers to regain control of the knowledge associated with the production of these varieties.

In addition this promotes the registration of local varieties of potatoes and traditions associated with their pro-duction, exchange and consumption. Records of native potato varieties part of the project sought to systema-tize local knowledge, returning control over the circulation and exchange of goods and knowledge associated with the biogenetic heritage of communities.

It was sought to pormote environmental management rules to enable the development of biogenetic diversity associated with the potato. Understanding that knowledge generation integrates two elements: i) knowledge as collective construction that only crystallizes in the interaction; ii) knowledge as practical construction, generateb by seeing and doing.

The very notion of “native potatoes” is a conceptual tool and its meaning combines: i) the appreciation of the Andean culture, ii) concern over environmental degradation and loss of biodiversity; and iii) the search for mo-dels of inclusive development. It can also be used as a marketing strategy by companies that develop specific products from the Andean tuber varieties.

The project results are consistent with the National Environmental Action Plan-PLANAA, Peru 2010-2021, which in-cludes actions for conservation and sustainable use of natural resources and genetic resources. It is also aligned with the Millennium development goals, which in its Objective 1 aims to eradicate extreme poverty and hunger.The project incorporates the principles of sustainable development through the reduction of loss of diversity of native potatoes, to promote the conservation in situ of native potato germplasm production systems. The native potato varieties have good climatic adaptability because of its great variability against external agents.

From 2009 until early 2014 the regional government project called “Installing promising varieties of native pota-toes for industrial use and consumption in the Apurimac region” was executed. It brings together 37 associations from six provinces: Andahuaylas, Chincheros, Aymara, Cotabambas, Grau and Antabamba. This project was directed to produce minitubers free of degenerative diseases at conventional greenhouses level, with material from the INIA (seedlings in vitro) of commercial native potato varieties.

So the FAO-Solaris Project, by influencing the conservation in situ of germplasm (worked with the associations), complements the actions of the regional project. According to the Convention on Biological Diversity, “conser-vation in situ” means the conservation of populations of species in their natural habitat, together with the main-tenance of ecosystems that give rise to species and varieties.

The economic importance of native potato is very relevant in rural families, both for its influence on the local economic dynamics, and on the food sovereignty and security (consumption). The native potato is a basic com-ponent in the food basket of the families, which makes the conservation of native varieties a strategy for supply and balance in the family diet of rural communities.

3. IMPLEMENTATION OF THE PROJECT

The coverage of the Project

The project began germplasm conservation work in 2012 with 15 producer associations that had 418 associated producers. In 2013, 8 associations with 180 members incorporated. Of the total of 598 families in 23 associations, we worked directly with 440 families, corresponding to 74% of the partners (see Table 1).

The actions of management and conservation of soil and water were worked with the 22 Rural Communities to which associations belong, together they have 3 606 families registered (see Table 2). These families are indirect beneficiaries of germplasm conservation actions but also were direct participants in actions to conserve head-waters, either through afforestation or protection of water sources.

The project constantly coordinated the work with the 23 presidents of the associations, 122 managers and 30 technical assistance promoters. An important factor in the success of the project is that the coordinator and promoter team already knew the communities from past projects financed by Solaris.

Women’s participation in the project was rather low. This possibly responds in part to the team being formed only by males. In any case, we had the following presence of women (see Table 3):

- 2 women presidents of the 23 existing associations.- 21 directors (17%) women, of 122 management positions for the set.- 1 female promoter (1%) of the 30 trained.- 25% of the members of the associations are women.

In meetings during the evaluation, the presence of women answered to they were representing male members. The participation of women seems dynamic, falling participation ownership on men.

Implementation and Contribution of the People

The FAO-Solaris Project executed a USD $298 700 budget (see Table 4) of which 50% was used to finance project activities; 33% for thematic specialists; while 10% was for Solaris administrative costs; 2% to operating costs of the project and 5% administrative staff.

Organizational Efficiency of the project was high because it incurred a placement cost of $ 0.21 per $1.00 dollar invested. This is a ratio that comes from dividing the “Administrative Expenses + operating expenses + administrati-ve staff” by the budget for “Project Activities + Specialized personnel”. The specialized personnel is considered an investment because of being closely related to the provision of services and products generated in the project.

The contribution of Solaris according to the Letter of Agreement with FAO should be $ 64 100, reaching $ 70 700 (110% of the commitment), corresponding to part of the salaries of the National Adviser and the Solaris manager who operated. The contribution of the associations that should amount to $ 284 900, was valued at $ 888 300 (including progress in the 2024/2015 season), which is 2.1 times higher than expected (see Appendant 2).

Taking into account the contribution of Solaris as operating cost, while the contribution of associations as invest-ment, Organizational Efficiency indicator rises significantly at a cost of $0.11 per every $1.00 of investment where a relevant aspect is that the contribution of producers growed as the project matured, and this calculation was made based on crop years 2012/2013 and 2013/2014, considering only the left seed production for the crop year 2014/2015.

Project Team

The project was implemented with very little staff generating a significant participation of producers, which led to the inclusion of eight associations over the fifteen originally planned in the project who participated without receiving material incentives.

The project began with four specialists during the 2012/2013 agricultural season, but ended up working the sea-son 2013/2014 and the planting phase of 2014/2015 season with three specialists, even though the number of associations advised grew. The functions and performance of the specialists were (see Table 5):

- The local project coordinator adequately fulfilled the functions of planning, management, organiza-tion and control of the project implementation in the field.

- The two extension technicians specialized in the conservation and management of production sys-tems of native potato germplasm strengthened associativity and assciations, transferring production technology and management capabilities, guiding the certification processes of seed fields.

- An administrative assistant in charge of the financial side of the project and to train associations in the management of accounts and basic records.

The implementation of the project represented a strong demand and commitment of the staff who worked in close coordination with the heads of associations and technical assistance promoters. They generated capabili-ties for the monitoring and collection of data to be obtained with the directives and partners; in meetings, areas and varieties of native potato germplasm and production harvested per each of the partners were declared. This information was reflected in the Minutes Book, reports of planting areas and crops were generated on this source as well as the destination of native potato production.

The Solaris National Adviser was a specialist in the management of productive development programs with mar-ket focus while the Program Manager of Solaris fulfilled the role of advice, project tracking and alignment with institutional policies.

Fulfillment of goals

The project shows a high level of effectiveness in fulfilling the objectives and results committed. They reached a higher than expected coverage, the implementation of activities was amply fulfilled and presented important progress on the objectives.

• General Goal: “to contribute to the sustainable management and conservation of native potato germplasm”

It presents important advances that surpasses the targets for the indicators set for the project (see Table 6):

- Families cultivated 39 varieties of potatoes (properly classified) for commercial and subsistence pur-poses with support and advice from the project. This number exceeds the 30 varieties considered as a goal to achieve in 2017.

- The cultivars in production and in imporvement process for germplasm conservation purposes, tur-ned to be more than 211 varieties; largely surpassing the number of 60 varieties to be identified at the end of the project, and even the goal (200 varieties) set for 2017.

The characterization work was conducted with participation of the team and producers identified as “conser-vatives of potato varieties”. The characterization work was carried out by a specialist who followed the criteria validated by the International Potato Center - CIP (see Appendant 4 of the final report of the project). The results of this characterization are being disseminated through publication “morphological description of native potato tuber germplasm Andahuaylas,” which includes all varieties preserved and produced by the families who parti-cipated in the project.

The characterization of native potato germplasm in situ, served as a tool to determine the properties of native potato varieties that have been kept by producers with family consumption purposes and as part of their food security strategy in the Andean area.

Pursuant to the terms described in paragraph of the General Provisions (m) and (n) of the Letter of the Agree-ment signed between the United Nations Food and Agriculture Organization (FAO) and the Association Solaris Peru; the inclusion of plant genetic resources for food and agriculture for the genus Solanum Section tuberosa included, except Solanum phureja in the germplasm bank of native potatoes arises. Considering the native po-tato germplasm varieties characterized at tuber level, coordination was established with the International Potato Center - CIP to provide us with the list of accessions of native potatoes available at the Germplasm Bank, to com-pare data with the characterization done with the project; allowing to differentiate the varieties not available at the CIP Seed Bank and to include varieties from production and conservation systems. To this end, the native potato tubers identified were collected for its inclusion in the genebank.

• Specific Goal: “To increase production, productivity and income earned by native potato producers in Andahuaylas”

The results show that families had certain changes in production, productivity and price increases, which chan-neled towards a 34% increment in the gross value of production of native potato for the 104 families on panel, with the following aggregate data:

- Gross Value of Production (BL) = PEN 554 033 - Gross Value of Production (Final Eval) = PEN 741 194

This change occurred along with minor variations on the indicators considered, such as:

- 4% rise in production volume of native potatoes.- 3% increase in productivity per hectare of native potatoes.

- Increase of 14% in aggregate sales revenue of native potatoes.- An increase of only 7% in the average price paid for native potatoes.- Increase of 7% in sales volume of native potatoes.

To the extent that GVP of potatoes increased by a higher rate than sales some families have more seeds and production for consumption. Moreover, the average yield of 9 186 kilos per hectare is considered a good perfor-mance because native potatoes produced above 3500 meters have lower performance than average.

In addition, these changes are particularly important because they were managed through an agro-ecological package that proposed greater incorporation of organic fertilizers (mainly composted farmyard manure, mana-ging a ratio of 80% organic manure and 20% fertilizers); also of good plant protection practices focusing on the cultural, physical and ethological control based only innocuous products for the environment leaving as a last measure chemical control.

The determination of progress on this objective´s indicator was accomplished by comparing the aggregate results of the 104 families, which data was taken from the Baseline file, with the survey data, as part of the final evaluation. These results should consider that of the 104 families with Baseline Files, 67 families (64%) received support in two crop years and 37 families (36%) only during one crop year.

Fulfillment over results and activities

It is considered that the project results were achieved efficiently (see Table 8) considering the available budget for each component, it is considered that the team widely met the planned activities (Appendant 2).

• Result 1. Access and availability of native potato seeds have incremented The project met the implementation of seed fields with commercial native potato varieties and varieties for con-servation. The conduct of the seed fields was taken by producer associations: the directives coordinated the work in the fields; the technical assistance promoters and specialists performed technical management; partners contributed to farming tasks; being associative seed fields production was distributed among the partners, after saving the seed needed for the next season.

In the 2012-2013 season, 9.07 of seed fields were implemented with the 15 associations initially considered and out of them:

- 6.125 ha correspond to 7 varieties (Huayro, Peruanita, Q’eqorani, Duraznilla, Tumbay, Ccompis and Putis);

- While 2.95 ha are seed fields of 24 varieties (Ambar, Yawar huayco, Allcca duraznilla, Huachhuacca-llo, Wenccos, Yana Suito, Yawar Soncco, Peruanita, Huayro, Tumbay, Huamantanga, Chaulina, Wira Pasña, Yuracc Acusuito, Yuracc Huayco, Cuchi Pelo, Q’eqorani, Yana Piña, Ischu Puru, Chingos, Camotillo, Llunchuyhuaccachecc, Añil papa and Putis).

In the 2013-2014 season, installed seed fields extended to a total of 25.08 hectares, this time with 23 associations of the project; of these fields:

- 12.25 hectares were cultivated with seven varieties (Huayro, Peruanita, Tumbay, Duraznilla, Q’eqora-ni, Putis and Ccompis).

- 12.33 hectares were cultivated in the perspective of spreading the conservation of 12 varieties (Ca-motillo, Yana Suito, Llunchuyhuaccachecc Yawar soncco, ischu Puru, Llamasencca, Puma Maqui, Wira Pasña, Cow Kidney, Amber and Riti Sisa).

- 0.5 ha were cultivated with basic seeds of 8 varieties (Huayro, Peruanita, Tumbay, Q’eqorani, Camo-tillo, Yanasuito, Ccompis and ischu Puru) were implemented by agreement between the Regional Directorate of Agriculture Sub Andahuaylas and Producers Association “Santa Elena “.

In the 2014-2015 season, 20.5 ha of seed fields were installed with 37 commercial varieties in the 23 associations; out of these, 18 varieties were introduced with repatriation purposes.

The project facilitated the characterization of native potato germplasm at tubers level, using descriptors of the International Union for the Protection of New Varieties of Plants (UPOV) and the description of tubers followed by the International Potato Center (CIP); coming to identify 211 native potato cultivars from four large groups of potatoes (diploid, triploid tetraploid and pentaploid).

Fields of in situ conservation of native potato germplasm were strongly implemented from the second year, be-ing planted 313 ha of the 440 producing partners from the 23 associations. In the native potato fields, commer-cial potato varieties are grown, at the same time varieties for conservation of germplasm are grown in adjacent fields. The transfer of knowledge was given following the methodology of Farmers Field Schools (FFS) under the theme “Leraning by Doing”.

The CIP should conduct technical trainings, but it was unable to perform them under the formulated economic terms of the project so it was decided to hire INIA specialists to take charge of the training of 15 technical assis-tance promoters. For its part, the team selected 15 other promoters, who were trained as part of the technical support team.

The 16 workshops are summarized in Table 9, addressed eight basic themes: 1) Good agricultural practices (277 participants); 2) Characterization of land (173 participants), 3) Agronomic management with PPB purposes (212 participants); 4) ecological farming techniques (228 participants); 5) Technics for soil and water conservation (190 participants); 6) Good farming practices (162 participants); 7) Implementation of ecological farming tech-niques (63 participants); 8) selection, sorting and packaging of native potatoes (361 participants).

The participation of women in the trainings fluctuated between 21% that came to the workshops on “Characte-rization of land” and 33% who attended workshops on “Implementation of ecological techniques”.

• Result 2. Sustainable Use of natural resources

The proposal to implement mechanical soil management and conservation practices changed for other prac-tices obtained by agreement with the producer organizations and community organizations (water users for irrigation and consumption) and they meet the same end.

Actions to protect water sources such as lakes, ponds and springs were implemented:

- Protection of wetlands or water eyes: they protected the waterholes area through hedges of native tree species, based fences or rectangular lumps.

- Protection of ponds: protection of areas of venting rainwater so that they accumulate more water. - Protection of ponds: protection of the perimeter of the ponds with the use of stones and mud formed

as a result of the rainfall.

Also, afforestation practices with native species in the headwaters of watersheds. In forestry, 5 550 seedlings of native tree species as Q’eñoa, Ccolle, alder and elderberry were planted in the headwaters to protect sprinpgs; and 180 worm farming modules for processing and subsequent use of organic fertilizers in successive planting campaigns were implemented with the aim of contributing to the fertility of the potato crop.

These techniques have similar effects on structural mechanical practices for soil and water conservation, by enriching the underground aquifers and the formation of a layer of vegetation that prevents slope soil erosion or of the land in the areas of germplasm production and conservation; taking the advantage that they can be implemented with lower costs translated into less time of community work provided.

• Result 3. Market insertion of the native potatoes produced by beneficiaries of the Project has improved

This result shows very little progress but can be considered consistent with the little time we had to consolidate an offer of native potatoes for more demanding markets such as those found in Lima. Recently at the end of the project a trade mission to Lima was organized with the participation of 14 leaders of an equal number of associations.

This trade mission showed the demand that exists for the native potato in the major markets visited as well as in the supermarket chains, cooking schools and restaurants serving meals with native potatoes. It further showed that access to this demand, requires strengthening commercial cooperation through the formation of agents and/or specialized organizations concentrating an offer that meets the requirements of quality and continuity of supply, entrusting the time of the transfer, distribution and product delivery, targeting previously contacted buyers with agreed contracts.

Initially, the project planned to equip small Centers for native potato processing which was discarded because of high organizational costs of centralizing the offer; equipment was led to the 23 associations that received mechanical balances of transportable platform. The formalization of associations did not require major contribu-tions of the project, since 22 of the 23 formalized encouraged by the possibility to access funds from Agroideas, Aliados and Procompite.

The project implemented 15 training workshops “Strengthening of partnership for Native Potato Marketing” in or-der to strengthen organizations and its commercial joint. It was conducted in four districts, with the participation of 6 representatives from each of the organizations.

Native potato producers participated in the following fairs of agricultural and commercial nature:

- 14 associations participated in the National Potato Day 2013 in Andahuaylas (organized by the Sub Regional Direction of Agriculture, the Provincial Municipality of Andahuaylas and Solaris Peru).

- 10 associations participated in the Expo XVIII Agricultural, Agroindustrial, Craft and Folklore Fair - Te-jamolino 2013.

- 12 associations of producers participated in the Expo XIX Agricultural, Agroindustrial, Craft and Folklo-re Fair - Tejamolino 2014, in order to promote the production of native potato germplasm.

The associations elected delegates to participate in the Food Fair Mistura 2013, moving 22 varieties of native potatoes in a volume of 6.8 tons, achieving a sales revenue of PEN 11 200. They managed to sell five varieties of potato seeds officially certified (Ccompis, Huayro, Putis, Cica, Canchan), to a regional association of producers from Cusco, for a volume of 8.4 tons, reporting an income of PEN 17 800.

• Result 4. The Municipality of Andahuaylas actively promotes an interinstitutional group for native potato germplasm cultivation and conservation promotion as a strategy to fight against local poverty.

The project proposed the creation of the native potato provincial technical committee, which did not have much success; varying towards the formation of district committees, integrated by local authorities and mana-gers of the producer associations, formed in the remaining three districts (San Jeronimo, Pacucha and Kishuara). In 2014, these district committees committed funds aimed at supporting the Chain of Native Potato during the formulation of the Participatory Budget 2015.

The project facilitated the development of a Plan for the Promotion of Competitiveness in the Native Potato Conglomerate in Andahuaylas; document that presents the basics to begin the discussion on the relevance of supporting the chain of native potato through the Procompite Law.

The project leaves a georeferenced registry system to locate native potato germplasm production and conser-vation systems by producer associations and identifying conservative fields. Each producer’s information is linked to Google maps from where you can access information on the situational state of production and conservation systems. See:

R2. Uso sostenible de los recursos naturales

Al finalizar el proyecto 15 asociaciones:

Conocen la técnica y han implementado zanjas de infiltración lenta en zonas estraté-gicas de sus campos de cultivo.

Al finalizar el proyecto 15 asociaciones han implementado 4 prácticas de conservación de suelos y aguas:

1) Protección de humedades u ojos de agua2) Protección de lagunas y lagunillas3) Reforestación con 5550 plantones de especies forestales nativas 4) Manejo de la fertilidad, a partir del análisis de suelos.

R3. Se ha mejorado la inserción al mercado de las papas nativas producidas por los beneficiarios del proyecto

Al finalizar el proyecto:

Las 15 asociaciones de productores han vendido 800 TM de papa nativa mediante un sistema de intermediación comercial inclusivo.

Las 23 asociaciones de productores de papas nativas han reportado la venta de 866 TM de papa nativa, a nivel asociativo a intermedia-rios, en las ferias agropecuarias (anuales y de fines de semana), y a clientes en las zonas de producción.

Estas ventas difieren de las ventas directas realizadas por las socias.

No considera las papas producidas asociativamente que se reparten entre los socios.

R4. La Municipalidad Provincial de Andahuaylas promueve activamente un colectivo interinstitucional de promoción del cultivo y conservación del germoplasma de papas nativas como recurso estratégico para la lucha contra la pobreza local

Al finalizar el proyecto conformaron comités los distritos, representados por la autoridad local y las asociaciones de productores de papas nativas.

Los comités distritales gestionaron financiamiento para la Promoción de la Cadena de la Papa Nativa por un monto de S/. 250 000 a través del Presupuesto Participativo.

No se logra conformar el colectivo interinstitucional provincial para la cadena de la papa nativa.

Se formula un Plan de Promoción de Competitividad del Conglomerado de la Papa Nativa para la Provincia de Andahuaylas.

Al finalizar el proyecto la Municipalidad de Andahuaylas ha formulado:

• 1 plan estratégico de mediano plazo.• 1 plan operativo anual concertadamente entre los actores involucrados.

Al finalizar el proyecto se han ejecutado:

3 actividades anuales de promoción de la conservación, cultivo y consumo de papas nativas.

Se han ejecutado 4 actividades de promoción del cultivos, conservación y consumo de la papa nativas:

2 eventos por el Día Nacional de la Papa, años 2013 y 2014 en Andahuaylas.2 eventos de Expoferia Tejamolino, años 2013 y 2014 en Andahuaylas.

Strengthening of Producer Associations

The associations register an institutionalization process that has advanced in developing shared procedures, which has resulted in all equipped with Minutes Book, where they record the seed field’s production and propa-gation of germplasm. In turn, 22 of the 23 associations have approved statutes, a working organizational structu-re and are registered in public records (see Table 10).

The association brings together the producers concerned in the cultivation and conservation of native pota-toes. These organizations by specializing increase their ability to obtain funding from public entities, where the constitution as associations involved defining its statutes, establishing mechanisms of control and participation of partners, carrying out joint tasks that lower costs as well as monitoring the productive management of crops.

In addition to the above, 14 associations have RUC and issue invoices or tickets. What is less common is carrying basic accounting (only 6 associations have it), or perform the annual statement of comprehensive income (se-ven associations). The directive facilitates internal organization as well as public institutions management. The associations that kept associative cultivation areas were 23, but only 16 of them traded up. The land in some cases is owned (3) or provided by the communities to which they belong (7), or rented (11).

The project implemented with basic equipment to the 23 associations, but 11 of them had “equipment and tools” financed with its own funds, while 5 associations funded equipment and machinery through business plans financed by Procompite or Agroideas. Out of the above, the Native Potato Regional Project equipped 3 asso-ciations; while the municipality of Pacucha did the same with two more associations (see Table 12).

Participation in an organized manner in the different events has strengthened their negotiating capabilities; allowing them to participate in instances where exposed their proposals for a better development of the native potato production. Regional governments and grant funds are allocating resources to the associations so that 11 associations register support received during project implementation (see Table 13).

Sales of communal native potato production totaled PEN 581 900. This production was sold 90% to intermediaries Cusco / Puno / Abancay, 9% Abancay and Cusco markets, and only 1% to known producers (see Table 16), overall associative production reached 964.6 tons, of which 865.9 tons were sold, 51.3 tons were stored as seed and 47.4 tons were distributed among the members of associations (see Table 14).

According to interviews with authorities, there is political will for investments in favor of small farmers’ organizations to continue. Table 15 shows that there are 8 producer associations with business plans that are under evaluation.

Contributions from the Associations

The incorporation of new varieties as part of the identity card of their crops was well received by producer asso-ciations. These germplasm conservative-producers had spaces promoted by the project to present and exchan-ge the different native potato varieties, thus enriching the diffusion between communities.

Associations are recognized by the Rural Community, which facilitates communal lands for the conduction of seedlings and / or nurseries. To the extent that they are groups formed among small producers who meet and share common elements, base their decisions on agreements reached by consensus where the challenge was to develop appropriate procedures to comply.

The training system adapted by the project proved to be appropriate to promote spaces in which producers can find their opportunities, value and share their knowledge with each other. The technical assistance promo-

ters were the facilitators of knowledge; where a body of technical developers with vision and experience contri-buted to the functioning of the associations.

All this contributed to a major investment by the producers themselves, which far exceeds the co-financing re-ceived from the project. This strong investment quantified amounts to USD $ 888 300 (see Table 16), a sustainabi-lity indicator as producers are primarily interested in safeguarding the investment.

Increase of the effective offer of native potato

The project shows an adequate balance between sustainability and exploitation of the natural resource base. The awards of sustainable initiatives of the actors and the need for effective counterparts were combined with transparency in the implementation and adaptation of measures to each territory conditions; implying to consi-der the size, capacity and characteristics of the production units, customary practices and traditional knowled-ge of the producers.

The sustainability of ongoing processes is related to market projections and the development of the productive supply. The first considers the capability of producers to meet the commitments generated with customers; the second is closely related to the expansion of the production frontier of the native potato production system, considering environmental factors to ensure its sustainability.

Supply capacity of native potatoes increased among producer associations and communities to which they belong. Current offer within the target communities is 3700 hectares, where there were 28 800 tons of 38 varieties of assorted potatoes, and a group of potato planted as “mixture of varieties” (see Tabla17). Of this volume, 3070 tons (11%) of the production received direct support from the project, while 25 730 tons (89%) were funded by their own growing families.

As shown, after the two years of the project, some of the processes recently reached the early stages of deve-lopment, especially with respect to pigmented native potato varieties.The positive here is that they continued to expand in the third year of the project, when already in closing. Still, the consolidation of the results achieved requires a longer maturity time than that set in the project design.

• Supply and demand balance

The production and supply of pigmented native potatoes given in the localities, it is marketed through producer associations that carry out this activity. Previously farmers producing were in the habit of producing and mar-keting in local and regional fairs, within which pigmented native potatoes were not considered because, the demand was non-existent. This has been partially reversed.

Within these markets, organized producers can get better prices associated with higher quality, contract farming schemes but problems that reduce their competitiveness; for example high transaction costs, wastage, lack of adequate marketing channels, fluctuations price, among others; remain.

From the native potato demand side, they have a higher nutritional value than the varieties produced on a large commercial scale and are being increasingly sought by consumers who prefer original and healthy food that is also produced on a sustainable and ethical way. Still, there remain barriers to coordination between small pro-ducers and the dynamic and highly specialized markets such as native potato gourmet.From the supply and provision to potential buyers:

- Little information on production areas and producers who are widely dispersed, with low volumes given the limited size of their plots.

- A regular supply to potential buyers is not achieved; being a product with seasonal crops, requires toensure supplies throughout the year, with no extra costs for storage.

- There is a lack of technologies that minimize variability on quality to meet the required standards, which involve es overcoming the deficiencies in the work of harvest and postharvest, resulting in too much surplus and poor quality of the production collected.

- Preservation techniques available fail to significantly reduce shrinkage and discarding caused by storing the collected production, increasing when they have different physiological ages.

5. CHANGES IN THE FAMILIES

Adoption of agroecological practices and techniques

The native potato germplasm characterization in situ, worked as a tool to identify new commercial native potato varieties that have been kept by producers to family consumption purposes and as part of the food security stra-tegy for the Andean space. Taking into account the varieties that have taken place in the 23 organizations, over 211 varieties are grown and improved for germplasm conservation; largely surpassing the 60 varieties expected.According to interviews, the producers have retaken native potato germplasm conservation as a strategy to ensure the annual food dispensation to their families. The great variability of native potatoes is part of food secu-rity in families whose diet depends heavily on the potato, increasing its nutritional quality; also allowing a better respond to pests, diseases and climatic factors, as there will be varieties that survive and ensure them a living.The use of organic fertilizers was part of the ecological practices the management of native potato production fields, mainly the use of composted farmyard manure (with a ratio of 80% organic manure and 20% fertilizers). Good plant protection practices in the cultivation of native potato germplasm were also implemented, based on knowledge of the habits of insects and fungi complex; focusing on cultural, physical and ethological control, leaving chemical control as a last resort, using remedies safe for the environment.

Agricultural practices adopted by farming families reinforced in training were (see Table 18): 74 % produce or-ganic fertilizers; 7 % worm farming; 13 % protection and conservation of springs; 11 % have apotato seed rustic warehouse; 10 % air composting; 8 % practices weed and ground coverage management; 1 % keeps records of native varieties; 1 % have Certification of native potato cultivation. Out of which were within the proposal, 94% of farmers have biogardens; 38% have associated pastures; and 6% perform pasture management.

In surveys, another aspect that stands out is that 66% of families have access to loans, being the average amount granted USD $1,100 (PEN 3400); it is also significant that 13% of respondents acknowledged having bank savings accounts (see Table 19).

Finally, in the last two years the families made investments to improve production infrastructure (rainwater re-servoirs, hedgerows, construction of sheds, irrigation canals / reservoirs, potato seeds rustic store, pressurized irrigation systems) and provide better comfort to housing (dry bath, improved stove, cupboard). To a lesser ex-tent invested in the conservation of soil and water (infiltration trenches, protection and conservation of springs, afforestation and reforestation), (see Table 19).

Identification of impacts

There is evidence of positive impacts on rural families in terms of improved quality of life, which was evident in the field visits and interviews.

Tangible advances are reducing chemical; encouraging eco-type production and recovery of the different na-tive potato varieties. Which have been related to the implementation of good agricultural practices, given the tendency of markets to have crops with organic certification.

The composition of the income of the surveyed families allows to appreciate that native potatoes contribute to a significant part of their income. Overall we have: (See Table 20):

The average family has 4.7 members and an average farm of 4.2 ha. the average age of the male head of hou-sehold is 44 years, having studied up to fifth grade; the average age of the spouse is 40 years, with four years of study approved. Children over 15 years old have 10 years of education, both men and women.

The average per capita income is PEN 353, exceeding the consumption basket that settles the Poverty Line. In-come differences between families determined that 38% of these are considered poor.

The average total income was PEN 16 900, of which PEN 3490 come from the production of native potatoes, which represents a significant 21% of total income.

An important part of the family income comes from agricultural activities, which on average explains the 69% of total revenue. Considering only the agricultural income, native potatoes are 30% of these revenues.

The contribution of the project in the formation of revenues is different among districts, being the interesting ob-servation that (see Table 21):

- In all districts families have a fairly high amount of agricultural income compared to the total: An-dahuaylas 63%; San Jerónimo 72%; Pacucha 71%; Kishuará 68%.

- The main difference is the contribution that native potato production has on agricultural income. In the case of Pacucha district, located in a lower altitude floor from the fields where native potatoes are cultivated, the weight of these on revenue is only 9%. In the other districts, the native potato pro-duction explains the 36%, 42% and 39% of agricultural income, respectively.

- In the last three districts mentioned, revenue from native potatoes helps to narrow the gap and seve-rity of poverty. In the districts with the highest poverty rates, Andahuaylas (46%) and Kishuara (45%), native potato revenues represent 23% and 27% of the total income respectively. While in San Jero-nimo, where poverty is 28%, revenue from native potatoes contributes to a significant 30% of total income.

- In the district of Pacucha, the poverty rate among producers is 29%, but in this case, the revenue from native potatoes only represents 6% of total revenue. This means that the possible impact of the project concerning the elimination of poverty is higher in Andahuaylas, San Jeronimo and Kishuara than in Pacucha, where its contribution seems much less important.

LIFE STORY OF A LEADER CONSERVATIVE-PRODUCER of Native Potato Germplasm

Before being a benefiaciry of the Project, I was a grower of improved potato varieties such us: Chaska, Amarilisis and others. Unfortunately, these varieties were subject to Price variation due to overproduc-tion in the local communities. Also, when eaten, potatoes were not at its best.

It is then that I found out about the Solaris Association execu-ting the Project “Sustainable Management and Conservation of Native Potato Germplasm at the Rural Communities in the Andahuaylas province”, together with the associations in our community. Because of this, I asked them for support and, to our convenience, it was posible. Since then the members of our associa-tion revalued the native potato varieties that we had only for our animals t o feed and to rarely sell them when a buyer showed up.

Last year we had the opportunity to participate in the Tejamolino Fair 2014, conducted in the Teja-molino agricultural complex of Andahuaylas with barely 15 native potato varieties facilitated by the Project; then we realized that other associations had more varieties and succeeded in the fair. Be-cause of this, we have increased the number of varieties to 26 for the current year and will keep on increasing until we surpase all of the associations.

But the best we got from the Project was the organic fertilizing technology implemented, which con-sisted on organic fertilizers that improved the quality of our soil by increasing its acidity,it also allowed us to take advantage on its minerals. As a result we have seen, with a lot of satisfaction, the increment of native potato production and productivity. After evaluating the results, we are planting in two sta-ges. In july to harvest in february and march and, the biggest one, in october to harvest in august. As you may understand we have planned harvests and better prices to our products.

6. CONCLUSIONS AND RECOMMENDATIONS

Conclusions

The project contributed to the protection and revaluation of native potato germplasm through an agreed pro-posal with communities about the management and conservation of natural resources, especially water and soil resources. The strategy of combining commercial fields with biodiversity conservation fields was successful by allowing the conservatives to receive promotional incentives, while expanding their sales.

Planning with each association was conducted in a participatory way, agreeing on a timetable of actions and tasks by periods, assigning responsibilities to the leaders who monitored the process, coordinating with the project team . It is appropriate to consider the timing of planting because the behavior varies depending on the growing conditions, altitude and varieties; relying on the expertise of partners who know the behavior of its geographical environment.

The ownership of the goods produced by associations with support of the project was adequately defined. The project promoted associative seed fields, knowing that the seed produced is distributed according to the indi-vidual agreements of associations, based on the work contributions from partners performed during the season; families differentiate these fields from production fields, and the decision on marketing was on the same owners.

The delivery of goods such as seeds was contingent upon the association having prepared the ground for plan-ting. The associates have learned to use quality seeds, which currently are produced in an organized manner. The implementation of seed fields increased the availability of quality native potato seeds as they multiplied certified seeds.

The training through courses or workshops are fed back with technical assistance and follow-up visits, which en-courages them to meet the schedule of crops. Voluntary participation was motivated by a proper participatory intervention, it was developed based on topics of interest to members. They implemented good agricultural practices, and taught that the weather stations can be used to break the life cycle of pests and diseases, it as part of the fight against the effects of climate change.

The greater appreciation of native potatoes displayed at public events (fair, festivals) motivated producers to incorporate new varieties in production systems (if only for self-consumption), since variability of native potatoes is awarded.

Involving the participation of local governments on the promotion and conservation of native potato germplasm was successful. They have constituted district committees for the conservation and promotion of native potato germplasm, recognized through municipal resolutions to be updated due to the change of authorities after the 2014 vote.

They also established working agreements with the INIA and the Sub Regional Agricultural Direction, which involved the implemen-tation of a Regional Public Investment Project for native potatoes, which stage of formulation of the second phase is in process.

Recommendations

The regional and local governments are in the possibility of exploiting the opportunities provided by the current regulatory framework to undertake the development of rural competitiveness in their territories. The present cha-llenge is to find ways to mobilize investment to issues with strong environmental and commercial content, such as native potatoes.

Current regional political willingness have resulted in the formulation of the regional project “Improvement of the Competitiveness of the native potato production chain in 38 districts in the provinces of Andahuaylas, Antabam-ba, Aymaraes, Abancay, Grau, Chincheros and Cotabambas, Apurimac Region”, SNIP code 302504, which is in the resolution process of the observations made by the Regional OPI, and it is proposed for 39 million soles (12.6 million USD).

The regional project has the possibility to direct resources to improving competitiveness from the following as-pects that allow public investment:

- Adopt technologies appropriate for soil conservation and efficient water management.

- Include mechanisms for native potato biodiver-sity conservation to be co-financed with public funds as payment for environmental services in function of agricultural biodiversity conservation.

- To promote studies on the adaptability of native potato varieties to climate change evaluating varieties with skills of tolerance to temperature stress and water stress; and resistance to disea-ses and the soil nematodes complex.

- To improve access roads to facilitate the entry and exit of products and supplies.

- To build infrastructure (energy, irrigation, sanita-tion) to promote the development of organic agriculture in coordination with rural develop-ment.

While, on the other hand, the consolidation of associations requires that they can receive direct investment, which is what the Procompite Law allows, it can be channeled to or-ganized small producers who get their business plans finan-ced. On this we had that in 2013, the regional government gave part of this fund to the native potato chain.

The advantage for producer associations regarding funds generated by Procompite Law can be summarized in the following points:

- Associativity requirements are met by existing associations, where the proposals co-financed with enterprises can be generated.

- The proposals may provide any weak category of the productive and/or marketing chain (have no restrictions to finance any technical assistance, equipment, or product certification for access to certain markets).

- They may aim to the promotion of diversified farming of crops under organic practices, taking into account traditional knowledge and technologies (use of integrated pest management systems, na-tural controls and technology packages) to avoid contaminating or negative practices in the pro-duction systems.

Finally, we should not overlook the progress of this project to enrich the formulation of the regional project. Con-sultations to the coordinator about the implementation of the regional project should find a formal mechanism to integrate such advice to the facilitation of an agreement between Solaris and the regional government, as it is with other regions.

Lakes, ponds and springs áreas located in the communities within the ambit of the project

Through organizations of irrigation water users and native potato producer associations within the scope of action, conservation practices for the protection of lakes, ponds and water holes were performed; this in order to accumulate more water for irrigation practices in times of drought. Also in the headwaters, near the springs, native species forest areas have been planted in order to enrich the underground aquifers

Characterization of native potato germplasm at tuber level

A total of 211 cultivars from the production and conservation of native potato germplasm systems have been characterized in terms of native potato tubers

The native potato varieties have been grouped into four broad groups: diploid, triploid tetraploid and pentaploids, which show the center of origin of native potatoes and that from conservation areas are dispersed to other areas of production
