Why is SUD difficult?
• Can be summarised as– Very broad Operating Programme– Development by Committee and from the bottom up is slow– Capacity to develop projects is limited and shrinking– Eligibility rules are very restrictive– Additional difficulties in meeting AWM process requirements– The type of projects seeking funding are not easily funded from ERDF P3 – Lack of secured match funding– AWM in Closure Mode – reduced sponsor and Project capacity
Summary
• NBC Package has been fully operational since December 2009.
• Have seen, investigated and (typically) refused over 200 project ideas and concepts.
• Have worked with over 65 organisations – and in the region of 150 individuals to build capacity and understanding.
• Have successfully completed four outline, three full and two contracts in the package area.
• Will continue to invite and investigate good project ideas so long as funding remains in place for the programme management function.
