Hello SWMOA Members –
I wanted to start by saying thank you to our Membership for an outstanding and most exciting Annual Symposium. Your involvement resulted in a very strong program. Presentations from municipalities across our territory, the Executive Director of AMTA, and regulatory agencies provided a diverse snapshot from our industry. The Best Tasting Water Competition and Baseball Fun Event were new for SWMOA, and proved to be wildly successful. As I mentioned in our previous newsletter, this is what happens when membership comes together. Our Program Committee assembled the largest and most diverse team in recent years. Their efforts clearly showed in higher attendance, sponsorships and exhibits. This was echoed in the halls of the convention center. While walking and talking to attendees, I took away a few comments. On numerous occasions, I heard about the large number of “new faces” and that there were “more operators and municipalities” than in previous years. As an organization dedicated to the advancement of the membrane operator, SWMOA recognizes that the resources it provides is but one of many in the industry. Attendance and lunch presentation by representatives from CA/NV AWWA as well as CWEA regarding the status of California’s Membrane Operator Certification initiative is an example of these associations reaching out to explore how to collectively support the membrane operator. It was acknowledged that SWMOA provides highly unique training that must be incorporated into the larger effort. On the final day, I received a number of positive comments regarding the program and that they’d be back next year. That was proof enough for me. For those that attended, I hope you concur. The closing chapter of the Annual Symposium was transfer of the newly elected Board of Directors. While I am sad to see the departure of tenured Directors, I am excited and welcome the arrival of our newest Directors. On behalf of the Board, I would like to reiterate our commitment to carry on the Association’s mission of supporting the membrane operator and industry. In closing, I would like to again thank everyone who attended the Annual Symposium and encourage you to continue supporting and participating in other SWMOA events throughout the year.

Have you ever considered being on the Southwest Membrane Operators Board of Directors? Elections may not be held until February but it’s time for us to start preparing the slate for those elections. We will have two openings in Division 1, one opening in Division 2 and one opening in Division 3 for 2019. If you are interested in running for the Board of Directors let us know. This year’s election committee members are Nathan Boyle, Tom Knoell and Wayne Wright. The committee will be putting together a list of candidates before the end of the year. This list will be presented to the entire Board at the first meeting of the year in order to finalize the ballot that members will vote on in February. That means the committee really only has 3 months to hear from you if you are interested!

Hello! I would like to introduce myself as your newest editor for the SWMOA Newsletter. A couple tidbits about me, I live in San Diego, where the ocean water temperature reached the highest it’s been since recording at 79.5 °F, which I love to surf; water is an integral part of everything I do. I am also your Public Relations committee member, as part of our dedication to serving our membership we will be working on revamping our newsletter to be more interactive. We are also reinvigorating our social media so that you have more chances to interact with other members or us. As we move forward please don’t hesitate to provide feedback. Thank you to everyone who makes SWMOA a great community to be a part of!
It is with tremendous sadness that I’m reporting the loss of one of our own. Juan Miguel Ramirez, of the Orange County Water District, passed away suddenly and unexpectedly from a heart attack. As a former co-worker and friend, Juan was a shining example of integrity, professionalism and genuine in every facet of his life. His “word” was his word and he always stood by his promises and obligations. For as big a man he was, his heart was bigger. Those that knew Juan could echo the same sentiments. Juan is survived by his wife and three children. On behalf of all SWMOA members, we wish his family well during this difficult time.

Great Times at SWMOA 2018 Symposium! Maximizing Membrane Efficiency: Drought or Not the Southwest Must Be Water Wise
June 25th -27th we held our 2018 Annual Symposium in Riverside California. The host hotel was the Mission Inn. What a unique facility that is also full of history. Our daily meetings were held a block away at the Riverside Convention Center. We opened up with a great presentation from our Keynote Speaker Mr. Tim Barr of Western Municipal Water District. He was followed up by three days of great presentations. Our first networking session was held at a beautiful upstairs courtyard at the Mission Inn were they opened up the chapel for us to tour during the evening. After the second day of presentations and plant tours we boarded the bus for a trip to the Inland Empire’s 66 Baseball station for a game for a fun event. What a great night; They provided us with a great networking area right behind the first base dugout where we had a great night networking, eating and watching MLB minor league baseball. The home team won too!
If you didn’t make it this year’s event, we are going right back to the same facility next year. Same facility different theme, presentations and tour…..also we are planning on going back for another night of baseball for those of you who missed it.

At this year’s annual SWMOA symposium, we received several excellent submittals for Large Plant of the Year, Small Plant of the Year, and Operator of the Year. As with every year, SWMOA is interested in our membership’s point of view and below is their interview:
Large Plant of the Year - San Elijo Water Reclamation Facility
What would you like the SWMOA membership to know about your treatment plant?
San Elijo Joint Powers Authority is passionate about clean water, protecting public health, and safeguarding the environment. The use of membrane treatment has substantially contributed to achieving these goals and has opened opportunities for developing new water supplies. Our staff enthusiastically embraces membrane treatment and the agency is currently examining options to expand its system.
It seems like educating the public about water treatment and your facility is important to your organization. Can you elaborate on this?
Educating and communicating with the public is paramount to conveying how we invest their money to protect the environment, safeguard public health, and create local and sustainable water supplies. Located in the community of Cardiff-by-the-Sea between the San Elijo Lagoon and the Pacific Ocean, the San Elijo Water Reclamation Facility serves the coastal cities of Del Mar, Encinitas, and Solana Beach. The businesses and residents of these cities have a strong affinity for healthy and thriving lagoons and ocean environment. Our passion for water science and protecting the environment provides connectivity with the community, and we partnered with local schools to provide tours and educational presentations as part of their science course curriculum.
How can the SWMOA organization better serve you?
We believe SWMOA does an excellent job serving the industry. We appreciate the high-quality educational conferences and seminars that provide up-to-date operational information. The continued focus of SWMOA in this area has great value to organizations, both large and small.

Operator of the Year – Tyson Neely , Orange County Water District
Why did you become an operator?
In the early 80’s during the summer between my high school junior and senior year’s my best friend’s older brother asked me what I was going to do after I graduated. I replied I would probably follow in my brothers’ footsteps and join the service. He recommended I look into wastewater treatment because envi-ronmental laws were increasing and the industry needed educated operators, plus the added benefits of job security and the ability to take these skills virtually anywhere (geographically speaking). I attended a one year water / wastewater technology program right out of high school and, after completing it, began my operator career at the age of 19 and have been doing it ever since.
What do you like best about your work?
Optimizing plant operations, and obviously, protecting the public, environment and our most precious natural resource, water.
What is the greatest challenge about being an operator?
Supporting activity of various departments in conjunction with normal plant operations (maintenance, electrical, instrumentation, research, lab, engineering, safety, public affairs, regulators, etc.).

Legis lat ive Message: The Legislative Committee is in place to assemble current and proposed legislative and regulatory information that is derived from Congress and the State Legislatures. We report this information to our membership through our Newsletter and Symposium general meetings.
As our About Us page states; the Southwest Membrane Operators Association is dedicated to the Southwest United States region including, but not limited to, Arizona, California, Colorado, Hawaii, Nevada, New Mexico, and Utah.
Below lists by State and other governing bodies. Since there are multiple stakeholders, we have included the contact information, a brief description of the mission, and the information that is relevant for our members.
Arizona: The Arizona Department of Environmental Quality (ADEQ) is responsible for administrating the State’s environmental laws. The Mission is to “protect and enhance public health and the environment in Arizona. The ADEQ works in conjunction Maricopa and Pima Counties to administer provisions of the Safe Drinking Water Act. Other Federal facilities and Tribal lands are governed by the US EPA.

Cal i forn ia The California State Water Resources Control Board regulates Wastewater discharge to both surface and groundwater. They also oversee stormwater discharge. Under the CSWRCB, the Division of Drinking Water (DDW), regulates public drinking water systems. The CSWRCB Mission is to “preserve, enhance, and restore the quality of California’s water resources and drinking water for the protection of the environment, public health, and all beneficial uses, and to ensure proper water resource allocation and efficient use, for the benefit of present and future generations”.

Cal i forn ia Water F ix : As of April 10, 2018, the Metropolitan Water District’s Board has voted in support of funding 26% or 4.3 Billion of the cost of a 2-tunnel conveyance pipe line to bring water from Northern to Southern California. Since the MWD vote, there has been several major water agencies from large agriculture that are against the funding. MWD has since pledged 10.8 Billion or 61% in favor to cover a substantial portion of what others have left unfunded.

Colorado The Colorado Department of Public Health and Environment is involved with water quality management. The Water Quality Control Division develops water quality policies and regulations for surface water and ground water. Wastewater is under the Clean Water section and Public water systems are under Drinking Water.

Hawai i The Safe Drinking Water Branch administers Hawaii’s drinking water. Their mission is to safeguard public health by protecting Hawaii’s drinking water sources (surface and ground water) from contamination and assure that owners and operators of Public water systems provide safe drinking water to the community. This mission is accomplished through the administration of the Safe Drinking Water program, underground injection control program (UIC), Ground water Protection Program (GWPP), and the Drinking Water State Revolving Fund. (DWSRF).

Nevada The Nevada Division of Environmental Protection oversees both Dinking Water and Waste Water.
The Waste Water is under the Bureau of Water Pollution Control and the Drinking Water is under the Bureau of Safe Drinking Water. The Bureau of Safe Drinking Water implements the requirements of the Safe Drinking Water Act. The mission of the NDEP is to preserve and enhance the environment of the State, to protect public health, sustain a healthy ecosystem and contribute to a vibrant economy.

New Mexico The New Mexico Environment Department is responsible for overseeing water infrastructure systems and water quality issues throughout the State. The Primary law governing Public water systems is the Federal Safe Drinking Water Act (SDWA). NMED has Primacy for the SDWA which has the authority to implement and enforce the Primary Drinking Water Regulations.

Revised Total Coliform Rule (RTCR), public water systems should have submitted their revised sampling plan by April 1, 2016
Utah The Utah Department of Environmental Quality oversees Water and Waste Water.
The Division of Water Quality governs Waste Water and the Division of Drinking Water governs Drinking Water.
The Utah Safe Drinking Water Act “empowers the Utah Drinking Water Board to enact rules pertaining to Public water systems”. An agreement with the US EPS allows Utah to administer the Federal Safe Drinking Water Act with in the state.

The Membrane Operator Certification (MOC) Schools are a great way to strengthen your knowledge on membrane processes and connect with other colleagues at other facilities within SWMOA. The training courses are developed specifically for operators, focused on membranes and associated topics, such as pretreatment and membrane fouling.

Southwest Membrane Operator Association

SWMOA was formed in 2006 as an affiliate of the American Membrane Technology
Association (AMTA). It is dedicated to the improvement of the quality of water supplies
through desalting, reuse, and other water sciences. The Association's members are
concerned with design, research and development, equipment manufacture, operation
and maintenance, environmental regulations and legislation.
The Association's objectives include promotion, to the public and to elected officials, of
available technologies that improve water quality; education, training, and certification
of plant operation personnel; communication within the membership; development of
meaningful interface with regulatory agencies; technology transfer; and protection of
the environment.
The Association is committed to the advancement of its objectives throughout the
Southwest United States region including but not limited to Arizona, California, Hawaii,
Nevada, Utah, Colorado, and New Mexico within the limits of its resources.
