Sylvan Lake homeowners open doors in support of needy families

A number of Sylvan Lake homes were opened to the public last
Wednesday night, festively decorated in support of a good cause.
Five homeowners opened their doors for the Festival of Homes tour, put on by Krest Homes and the Kevin Lapp Real Estate Team.
About 200 tickets were sold, and visitors donat-ed money on site, with all proceeds totaling about $3,000 — money used to purchase Christmas gifts for families in need.
“We had a great turn out and people were very generous and gave a lot of positive feedback,” said
Kevin Lapp Real Estate Team office manager Sheri Colford. “They were pleased with our homeown-ers, who were willing to open their homes to strangers and invite them in to celebrate the sea-son, as well as with the variety of homes that we had.”

Each year, organizers scour Sylvan Lake schools for needy families, and aim to help them at Christmas time by purchasing gifts. Occasionally, families that benefit from the program are over-looked by other programs.
This year the staff will purchase, wrap and deliver gifts for five Sylvan Lake families.
“It’s really difficult for these kids to go back to school — some kids get so much and some kids get very, very little, so it’s nice to know that for one day these kids are getting what they want, which takes the pressure off of parents,” said Colford.
The festival this year experienced its highest-ever turnout in its three years of existence. Colford was told that people were having so much fun exploring the festively decorated houses that they didn’t want the night to end.
“Everybody was so pleased with it,” she said. “It’s a really fun night and it’s really hard to catch people in a bad mood.”
Since its inception, the festival has raised over $7,500.
Colford said organizers are always looking for ways to give back to the community, and felt peo-ple would very much enjoy a night of taking in some of Sylvan Lake’s festively decorated homes. They also felt the event would provide a fun way of raising money for a good cause.

Organizers aim to feature differ-ent homes each year, she added. And homeowners are often all too happy to take part.
“It’s a lot for someone to open their doors and let a couple hundred people walk through, but once they
do it they love it, and we’ve had a lot of people volunteer to do it year after year,” said Colford.
Marti Leigh was one participating homeowner whose Marina Bay home was opened to the public for the event. This year marked her first being involved with it, and she was happy to welcome the community inside.
“I was asked to do it and I was happy to do it,” she said.

Finding the quiet miracles that show up around Christmas
69 years ago ...From the issue of December 19, 1945
The Victory Loan sales organization which has done a great job throughout nine successive loans, celebrated the wind-up of its affairs at a banquet and social evening held in Sylvan Lake hotel on Thursday, Dec. 13. W. A. Biss, unit organizer, acting as M.C., briefly
reviewed the fine showing made by the Sylvan Lake Unit, pointing out that from a modest quota of $25,000 in the first loan, to $100,000 in the eighth, the unit had topped its quota in every loan, raising a total of approximately $625,000.
There were 66 people at the func-tion.

The regular meeting of village council was visited by a delegation of A. Bigam, G. Bigam and S. Cairns regarding a draying licence. Council agreed on a $10 licence, which had been the rate previously.
A special meeting will be held Nov. 29 dealing with the property used for
a golf course and being purchased by W. A. Biss. Mr. Biss wished to com-plete payment of golf course instead of yearly payments for a number of years. This was agreeable to council.

At Monday’s meeting of Sylvan Lake town council suggestions for a centennial project were put forth and a committee was set up to decide on a project and carry work forward towards its completion by 1967.
A skating arena was mooted as one suggestion, and the establishment of a park to be known as Centennial Park was also suggested.
A letter was received from the County of Red Deer enquiring about plans and suggesting pooling the
town’s grant with that of the county a project of more benefit to more people could be undertaken.
Committee set up to further study the matter was made up of Councillors Paul Dolling, Fred Moore and Mayor W. Dunford.

It is now nearly three weeks since Alberta’s cold spell started, and there do not seem signs of it moderating.
The final count-down to Christmas is here and, ready or not, the big day is about to arrive.
For some of us lucky individuals it is pretty easy to be all jolly and happy. For us, the joy of the season comes naturally, like a gift that is packaged up in pretty paper and ribbons and dropped off at our doorstep.
For those of us who are so lucky, the season of Christmas brings with it an abundance of joy, good cheer and happiness from start to finish.
Health. Family. Friends. Laughter and hugs. Music. Good times!
Our homes are toasty warm and our hearts are full with good feelings generated by the gifts of family, friends, laughter, hugs, memories and shared joys.
It is truly wonderful to experience those moments at any time, and at Christmas, it is especially meaning-ful.
But unfortunately, life, with its trail of sadness and broken hearts, does not follow a calendar.
And, tragedy without warning, can rear its ugly head just as easily at Christmas time as it can at any other time during the year.
But still, even as people wrestle with their own sadness and their own demons, the sun continues to rise and set and the days end and the days begin.
And people decorate Christmas trees and buy presents and go through the motions of finding joy, even if it seems like an illusive rain-bow’s end, and chasing it seems futile and hopeless.
But still, life goes on.Those who have lost a loved one
during this season, those who cannot lift themselves out of the deep, dark hole of depression, and those who are missing loved ones who are far away no doubt find Christmas a bleak and dismal time.
It is true that in this weary old world, there are many, many peo-ple who have so little reason to celebrate — to experience joy of any kind. For them,
Christmas, with its lights and its message of hope and cheer and goodwill can seem not much more than mockery.
But, it seems, during this season, even in the cacophony that exists as shoppers rush around on endless shopping marathons, searching for the perfect gift, there still exists these tiny wonderful moments, which happen for all of us.

I like to think of these moments as ‘quiet miracles.’
In my lifetime, I’ve had a few quiet miracles that showed up around Christmas.
I don’t even question why. I just count myself lucky.
Just for the record, when my higher self isn’t activated, I can’t even see these quiet miracles because I’m too busy running around like the proverbial chicken with its head cut off trying to beat deadlines, both real and self imposed.
However, when I manage to ‘chill out,’ using such means as hot yoga or chilled rum and eggnog, I can usu-ally manage re-focus.
And I’m here to tell you, if it works for me, I’m sure it will work for you, too.
Therefore, I urge each and every-one of you out there to remind your-self once in a while that there are quiet miracles out there, free for the taking, if only you take the time to look.
And so, this year, my wish for you all is that, somewhere in the cacoph-ony of the season, each of you may find your own quiet miracles, what-ever they happen to be in your world.
And in so doing, may you have the best Christmas ever.

HOME SUPPORTPART TIME – Maximum of 24 hours/week
Home Support Workers will provide routine homemaking and housekeeping duties on a weekly or bi-weekly basis for low income seniors and for low income adults with disabilities or short term medical conditions. The schedule will be determined by the Seniors Services Coordinator. Hours and days of work will vary depending on program need.
Responsibilities: • Vacuuming, dusting, washing fl oors, cleaning washrooms • Cleaning and organizing kitchen appliances and cupboards, removing unnecessary clutter from hallways and pathways that could potentially cause falls/injuries • Laundry and other related laundry tasks • Helping clients to create grocery lists, meal planning and assisting with the preparation of meals and snacks – i.e. opening cans; placing food in the microwave and/or oven – the Home Support Worker will not bring home made meals or beverages into the clients’ homes or prepare meals for clients • Monitor necessary housekeeping supplies and equipment (client provides cleaning supplies and equipment) • Report to the Senior Services Coordinator any issues, concerns or hazards concerning clients • Adherence to the Home Support Operating Procedures and Code of Conduct • Administrative duties such as completion and submission of all home support services reports/forms to the Senior Services Coordinator • Refer clients to the Senior Services Coordinator to make changes to their schedule or for any other concerns, questions or referrals
Qualifi cations: • Grade 12 diploma or equivalent, Health Care Aide Course or equivalent • Excellent interpersonal skills with people of all ages • Excellent time management/organizational skills • Experience working with seniors • Ability to adhere to terms of the Confi dentiality Agreement • A valid Class 5 Alberta Driver’s License; valid Standard First Aid / CPR Certifi cate • Current Criminal Record and Vulnerable Sector Checks • Must be in good physical condition i.e. being able to lean over bathtub, vacuuming, lifting laundry, scrubbing fl oors

REGARDING PROPOSED BYLAW NO. 1657/2014
Being a Bylaw to amend the Water and Sewer Bylaw #1552/2010.
WHEREAS it is deemed necessary and expedient to amend Bylaw No. 1552/2010 in the manner hereinafter appearing:
NOW THEREFORE, the Council of the Town of Sylvan Lake, in the Province of Alberta, duly assembled and under the powers conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, and amendments there to, enacts as follows:
THAT Schedule “B”, being the rates charged for utility services be amended as shown:
COMMERCIAL RATES:A. Each customer shall pay for water services supplied in the amount determined as follows:
Base Rate: $23.96 per month per unitConsumption Rate: $0.82 per cubic meter
Billing amount = Base Rate x number of units + Consumption Rate
B. Each customer shall pay for sewer services supplied in the amount determined as follows:
Base Rate: $23.80 per unitCollection Rate: 80% of water consumption rate at $0.66 per cubic meter
Billing amount = Base Rate x number of units + Collection Rate
C. For the purpose of calculating the sewer service charge payable by a customer, the volume of sewage contributed by the customer to the sewer system shall be deemed to be equal to 80% of the water delivered to the customer’s premises, whether the water was received from the Town or from sources other than the Town.
RESIDENTIAL RATES:A. Each customer shall pay for water service as follows:
Base Rate: $22.91 per month per unitUnit Rate: $0.72 per cubic meter consumed up to 25 cubic meters$1.01 per cubic meter for 25 meters of consumption or over per month
Billing amount = Base Rate + Unit Rate
B. Each customer shall pay for sewage services as follows:
Base Rate: $16.33 per month per unitUnit Rate: 80% of water consumption at $0.59 per cubic meter
Billing amount = Base Rate x number of units + Unit RateC. For the purpose of calculating the sewer service charge is based on 80% of the water consumption. For those properties not connected to Town water services the rate shall be deemed to be 20 cubic meters per dwelling.
The above monthly base rates will apply to all residences on properties in Town that have water and/or sewer services available in the land abutting the property.
A Public Hearing regarding the proposed Bylaw will be held on Monday, January 12th, 2015 at 6:00 p.m. in the Council Chambers of the Municipal Government Building at 5012 48th Avenue, Sylvan Lake, Alberta.
All persons in favour or opposed to the Bylaw will have the opportunity to be heard. If you are unable to attend personally, written submissions must be submitted to the Municipal Government Building no later than 4:00 p.m. on the day of the hearing.
If you submit comments on this bylaw, either orally or in writing, the information you provide may be recorded in the minutes of the Public Hearing, or otherwise made public, subject to the provisions of the Freedom of Information and Protection of Privacy Act.

WHEREAS it is deemed necessary and expedient to amend Bylaw No. 1620/2013 in the manner hereinafter appearing:
NOW THEREFORE, the Council of the Town of Sylvan Lake, in the Province of Alberta, duly assembled and under the powers conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, and amendments there to, enacts as follows:
THAT Schedule “A” and “B, being the rates charged for solid waste services be amended as shown:
Residential Properties (single and two-family residences):
Residential Waste and Yard/Kitchen Waste Collection Base Rate:
$17.50 per month per residence for a 240 litre waste receptacle$26.25 per month per residence for a 360 litre waste receptacle
The Residential Waste and Yard/Kitchen Waste Collection Base Rate provides for one waste receptacle and unlimited yard waste collection per week per residence.
Tags: The charge for extra waste, which cannot be contained in the receptacle, shall be at a cost of $1.00 per tag.
A charge of the receptacle cost or upgrade, plus 15% which includes delivery, shall be applied to a new qualifying utility account; but does not include the replacement of a receptacle for warranty work or general wear, for which there is no charge.
Residential Green Box Recycling Rate:
$6.10 per month per residence
Commercial Properties:
As subject to this bylaw, commercial properties receiving Green Box recycling service shall pay:
Billing amount = Base Rate times the number of units.
Cardboard Drop-Off Recycle Service Base Rate: $7.00 per business per month.
1. The replacement of Schedule “B” in its entirety with:
Waste Disposal Fees
a. Residential waste customers of the Town of Sylvan Lake delivering waste to the Waste Transfer Site will be charged a fee of $0.08 per kilogram ($80.00 per tonne) for the disposal.
b. Any non-residential waste utility customer delivering waste to the Waste Transfer Site will be charged a fee of $0.136 per kilogram ($136.00 per tonne) for the disposal.
c. A minimum charge of $5.00 per load will be applied to all deliveries to the Waste Transfer Site of non-recyclable material.
A Public Hearing regarding the proposed Bylaw will be held on Monday, January 12th, 2015 at 6:00 p.m. in the Council Chambers of the Municipal Government Building at 5012 48th Avenue, Sylvan Lake, Alberta.

Staff of the Sylvan Lake Tim Hortons on Wednesday were happy to present the proceeds from their recent Smile Cookie Campaign to the Ambulatory Care Centre for Sylvan Lake and Area.
A cheque for $5,000 was presented to members of the Ambulatory Care Centre’s Community Advisory Committee (formerly the Urgent Care Committee).
Committee chair Susan Samson said a business plan for the care centre was submitted to the Province in November. Word on the status of the submission is expected by late January.

Money raised through recycling was matched by the store to generate the funds donated.

Domestic violence should not happen to anybody. Ever. But it does — and when it does there is help available.
Maybe you have lived or live with abuse. Maybe it happened just once.
Maybe it happens on a regular basis. Maybe you work or live next to someone who is being abused. Just know that you do not have to be silent. There is help in your commu-nity and there are supports available that will walk with you throughout your journey.
About 99,000 Canadians were
victims of family violence in 2010. Females accounted for 81 per cent of police-reported inci-dents.
In 2010, women were more vulnerable than men to intimate partner violence, with a rate of intimate partner violence nearly four times higher than that for men (574 per 100,000 versus 147 per 100,000). This elevated risk for women was the case for both spousal and dating partner relation-ships.
Alberta had the fourth highest rate in Canada with 13,010 victims of family violence. Six in 10 children and youth victims were assaulted by a parent.
Aboriginal women were three times more like-ly than non-Aboriginal women to report being a victim of spousal violence.
This article was submitted as part of a year-long campaign organized by the Vision for Non-Violence

Members of the Eckville community in November donated plenty of food and gift items to help support families for that town’s Santas Anonymous program, and to be sent abroad to help other children around the world for Operation Christmas Child.
Laurie Carritt, owner of Eckville Super Service, has collected Operation Christmas Child shoe-boxes as a Greyhound agent for the past 25 years. He said the program received solid community involvement this year from people eager to help out.
“People realize Christmas is for everyone,” he said.
In previous years, the program in Eckville received an average of 40 shoeboxes for the entire year. This year, it received an average of three to five a day.
Students at Eckville Elementary School also played their part in helping others in need by donating toys and non-perishable food items to Santas Anonymous.
Principal Ian McLaren said most students have donated to Santas Anonymous before and are happy to help in any way they can.
“The kids are excited when they bring some-thing in. They are happy to give,” he said.
Popcorn machines were also set up around the school, with proceeds from popcorn sales also going toward the cause. About $340 was raised through that initiative.
Eckville FCSS (Family and Community Support Services) director Heather Allen said a total of 20 hampers were put together for families in this year’s Santas Anonymous program.
Hampers include items such as turkey, ham, soft drinks, chips, candy canes, chocolate, bacon, eggs, coffee, pancake mix and toys for children. Other items, such as bath products, were also included in some hampers.
“Families are surprised with all they get in the hampers,” Allen said.
While Santas Anonymous is a program specific to Christmas, donations for the Food Bank are accepted year-round, said Allen.

Students of École Mother Teresa School learned business basics by participating in a number of hands-on activities last Tuesday, all to help prepare them for the working world.
Junior Achievement Southern
Alberta regional programs have been in place for 50 years, with various programs running throughout the school year.
The programs target students in Grades 5 through 12, and build upon one another with the aim of making students financially responsible.
Business Basics: Our Business World is taught to Grade 5 students,
Students learn positive financial habits through business programand through hands-on activities aims to teach them various business skills such as creating and organizing a business plan, business management, resume writing and interviewing skills.
Gregg Broks is a volunteer business teacher for the program and teaches business principles to students by using examples of businesses such as hot dog vendors. He said it’s important that stu-dents learn how to market their own businesses with tools such as social media, word-of-mouth communication and print.
“The students learn how easy it is to make money with having your own business,” he said. “It motivates them to explore new options.”
Broks said he enjoys helping children under-stand how business impacts community, and said they can begin working at an age as young as 12 years old. He’s frequently impressed by how quick-ly they grasp the concepts of business and entre-preneurship.
“They love the idea, and it opens up a whole world of opportunities to start a business,” he said.
A particular favourite activity among many students centres around pen assembly production, according to program co-ordinator Marie Litwinski. In the activity, students experience the difference between assembling pens through unit production as opposed to in an assembly line.
“They love the challenge of putting together the pens,” said Litwinski. “They like the race and com-petition. It seems to be the highlight from the program.”
Litwinski said the program’s main purpose is to give students a basic knowledge of what’s required in the workforce, and to inform them at an early age of future business opportunities.
“It’s a good overview to the business world — getting out there, entrepreneurship and how to get out in the workforce,” she said.
Starting at a young age, she feels, will reap many benefits for them in the long run.
“It may not all stick and it may not make the most sense right now, but at least it gets them thinking of those basic skills and building on for the future,” she said. “I think introducing it now is a great idea — it’s getting them prepared for when they do get out into real life, and it’s work-readi-ness skills.”
Litwinski said the program’s content directly corresponds with students’ intellectual levels and abilities, and is supported by examples of early entrepreneurship such as babysitting and lawn mowing.
Through such endeavours, young workers are faced with the choice of either spending or saving their money earned, and Litwinski wants students to understand the nature of making such deci-sions, and the implications that may result from them.
“It’s about getting those ideas instilled in them now if they do make a bit of money,” she said, add-
ing the program also benefits students in many other ways. “It’s a good supplement to their math courses, and in high school, it’s a good supplement to their career and life management courses.”

As Executive Director you will be responsible for the leadership, general management of the Corporation and act as key advisor to the Board. You will also attend Board meetings, make policy, service-level, and long-range/strategic/business planning recommendations, and communicate and facilitate the implementation of Board decisions. In addition to overseeing and monitoring legislative compliance and providing sound fiscal management, you will maintain an environment of positive public relations, both internally and externally, in order to foster public respect and confidence in the organization.
Able to think and act strategically within a political and community service environment. You have experience (with three years in a supervisory or management role working with volunteers in for-profit and/ or not-for-profit environments. This includes expertise in fundraising, working with boards, committees, and volunteers, and building consensus to establish effective relationships with multiple stakeholders.
