Symposium on Textile Wastewater and Chemical
Management: Post Covid19 Scenario

Executive Summary
A day long stakeholder consultation titled “Symposium on Textile Wastewater and Chemical
Management: Post Covid19 Scenario” was held on the 12th of December 2020 at Padma Hall,
Pan Pacific Sonargoan Dhaka. The event was jointly organized by Environmental Sustainability in
Textile Industries (ESTex-BUET) and Bangladesh Garments Manufacturing and Exporters
Association (BGMEA). Around 40 participants representing textile industry top management, top
multinational apparel brands, national and international experts from government and non-
government organizations, senior executives from textile industry audit third parties, technology
providers, industry owners, and professionals from relevant fields attended the event. Dr. Masud
Iqbal Md. Shameem, Director, Dhaka Region, Department of Environment, Ministry of
Environment & Forests was the honorable chief guest of the Morning Session and Ms. Rubana
Huq, President, BGMEA was the honorable chief guest of the afternoon session. Dr. Nurun Nahar,
Deputy Chief, Programming Division, Bangladesh Planning Commission, Government of People’s
Republic of Bangladesh; Mohammad Hasan Arif, General Manager, Planning & Development,
Bangladesh Economic Zones Authority (BEZA) ,Selim Reza Hasan (Country Manager, Solidaridad
Network Asia); Dr. Easir Arafat Khan, Assistant Professor, Department of Chemical Engineering,
BUET; Mr. Arshad Jamal (Dipu), Vice President, Bangladesh Garment Manufacturers and
Exporters Associations (BGMEA); Abdullah Al Maher CEO, Fakir Fashion Ltd.; MD Shahan Reza,
Country Relations Manager, Bangladesh and Pakistan, Bluesign were present at the event as
resource persons . The event was moderated by Dr. Mohidus Samad Khan, Program Manager,
ESTex-BUET and Associate Professor, Department of Chemical Engineering, BUET, where he
firstly an overview on the post COVID-19 scenario of Bangladesh, current condition of water
footprint and water management in textile industries, objectives of ESTex related to establishing
sustainable water and chemical management in the textile industries of Bangladesh. The keynote
speakers provided information on wastewater management, water footprint, current condition
of textile industries based on audits conducted by ESTex-BUET, impact of chemical safety,
security, existing policies and protocols and the gap analysis within the existing policies.
Furthermore, a panel discussion was conducted in both sessions where topics were discussed
about management of chemicals in the textile industries and their impacts, issues on following
laws and regulations set by national and international policy makers and a paradigm shift of
textile industries towards sustainable production after Covid-19. The discussion was concluded
with question answer session from audiences, which included policy and guidelines to follow for
operating textile industry and handling chemicals and training opportunities on chemical
management that are conducted by ESTex-BUET. The event was concluded by honoring the
resource persons with crests and souvenirs. Additional information on the event is available in
the annexure for further reference.
A. Objectives
The post Covid-19 scenario is anticipated to be different for industries, entrepreneurs, and
consumers. Consumers will have greater concerns regarding wellbeing and environment. Local
industries and entrepreneurs will explore new opportunities for product diversification and focus
on capacity building to comply with advanced levels of environmental, chemical, and social
requirements. Government agencies, policy makers and buyers (brands) are advocating for
proper effluent and chemical management in recent years. In the post Covid-19 era, compliance
requirements could be rather simplified yet stringent; more emphasis could be given to reduce
water footprint, carbon footprint and ecological footprint in the manufacturing processes. This
will require advanced waste management and water recycling. Synchronization and synergy will
be required between chemical manufacturers, suppliers and textile producers to ensure unified
chemical safety, security and management system. Dedicated policies are and will be required to
address different legal and taxation issues to facilitate technological solutions to the above
requirements.
This symposium was designed with the aim to a common platform to initiate a convivial dialogue
among government agencies, donor agencies, policy makers, buyers, industry owners,
technology providers, and sectoral stakeholders to address the post Covid-19 scenario of issues
pertaining to textile wastewater and chemical management.
B. Participants
The event was attended by around 40 participants from various sectors. Among them, there were
top professionals from BGMEA, Bangladesh Economic Zone Authority (BEZA), third party audit
companies’ country managers, Bangladesh top level garment exporters CEO and general
managers, Bangladesh Government’s resource officials, RMG development companies’ top
officials, experts of ETP design, management, policy makers of private, government and
industrial; sectors, water specialists and relevant professionals. Figure 1 illustrates the participant
demography.

C. Event Highlights
The inauguration of the symposium was initiated by Dr. Mohidus Samad Khan, where he provided
an introductory speech about the current global pandemic situation, and the hindrances and
opportunities of the textile sector for its role in the post pandemic period, were addressed. As
the symposium was divided into two sessions where textile wastewater and chemical safety,
security and management were discussed in the morning and afternoon sessions, respectively.
Distinguished speakers from the government, RMG and other associated agencies shared their
knowledge, practical moves, and future perspectives over the key issues of post pandemic period
to restore and ensure environmental sustainability for the textile sector. Each session was then
followed by a panel discussion where critical views and recommendations over the industrial
water management, and chemical security and management were discussed and various
proposals from the key persons to the government officials to ensure the growth along with
sustainability for this sector. The discussions from each session were concluded by an interactive
question answer session with the audience who inquired about guidelines on chemical handling
and training facilities provided by ESTex-BUET. A crest giving ceremony was held to honor the
resource persons from each session.
Morning Session
# Keynote Lecture 1: Sustainable Industrial Water: Water Footprint and Water Management
Dr. Mohidus Samad Khan, Program Manager, ESTex-BUET and Associate Professor,
Department of Chemical Engineering, BUET
Dr. Mohidus Samad Khan presented an overview of the “Sustainable Industrial Water: Water
Footprint and Water Management” for the textile sector and provided its future outlooks. He
provided an analysis of first phase of Covid-19 lockdown situation from a global and national
perspective. He addressed the critical moments of the lockdown situation that was appointed
upon the textile sector along with the harsh effects. Later, to meet the global demand and to
compete with the likely economic recession of the nation, the textile sector restarted its
manufacturing operation and successfully provided a rebuttal against the economic recession
without much infection from Covid-19 disease. Moreover, he also addressed the PPE (personal
protective equipment) orders the textile sector received from the international buyers during the
pandemic situation. Dr. Khan emphasized mainly on the water footprint associated with the
textile sector and the comprehensive research about the water footprint of the Bangladeshi
textile sector that was conducted by him and his team at ESTex-BUET.

This research is viable step for the textile sector to deduce the fact about the over consumptive
nature of textile products (i.e., single t-shirt consumes about 4,500 L of water) which will
eventually help them in understanding their impact over the nature and to take steps forward to
reduce such. He later addressed the competency of the textile sector in the global market during
the post Covid-19 situation, future perspectives over the taxation policies on the ETP and its
related technical solutions. Dr. Khan concluded by sharing the objectives of ESTex-BUET which is
organizing workshops, seminars and conducting independent research to help government, local
industries, and association to facilitate sustainable industrial growth for the textile sector.

Md. Hasan Arif, Joint Secretary, Bangladesh Economic Zones Authority (BEZA)
Md. Hasan Arif addressed the activities of BEZA during the COVID-19 situation where he pinned
the importance of sustainability side by side with the industrialization. He pointed out that the
industrialization that has been pushed forth all these years in Bangladesh at the cost of
environment needs to be stopped. In view of that BEZA is working towards creation of SDG
related jobs that will be non-compliant with the economic growth, ignoring the concerns of
environmental issues. He informed that within 2050, Bangladesh will have 100 economic
processing zones (EPZs) all over the country among which 97 are approved and 11 are in
commercial operation for establishment.

The establishment of such EPZs will bring about 1 crore jobs and sustainable industrialization
along with high economic growth for the country. He also contributed the plans BEZA has towards
establishing circular economy, business continuity, CETP, RWHS and smart energy techniques
withing the EPZs that are proposed to be built. He addressed the preparation of Green EZ
guidelines to monitor the proposed EPZs as a viable step towards achieving sustainability in the
modern industrialization process of Bangladesh.

Mr. Javed bin Karim, Senior Advisor, WRG 2030 (The World Bank Group)
Mr. Javed bin Karim, Senior Advisor, 2030 Water Resources Group (WRG 2030), World Bank,
joined through the virtual platform of this event. He provided his speech focusing on the lack of
expertise in the management of textile wastewater and its treatment plants (i.e., ETPs). With
providing a comparison of the environmental pollution for the rivers of Greater Dhaka region he
continued his lecture on the ecosystem restoration and need for sustainable approach in the
textile sector of Bangladesh. In later period of the lecture, he addressed the policy and other
regulatory issues that are hindering from achieving sustainability in this sector.

He concluded his speech by providing the details about the work WRG 2030 has done over CETP,
established in the 2A/2B plots of the Mirsarai EPZ at Chittagong and the need of public-private
partnership in the achievement of environmental sustainability in textile industries at the EPZs.

Dr. Nurun Nahar, Deputy Chief, Programming Division, Bangladesh Planning Commission
Dr. Nurun Nahar started her speech by the life sustaining nature of water in terms of its
correlation with the individual human lives and industrial production. She continued her speech
about the environmental pollution of waterbodies that are due to the problematic operations
from most of the textile industries. She pointed out that despite having an extremely low water
pricing system for the textiles the effluent treatments are not up to date in most industries. She
later provided the research gaps and needs for solving the issues related to over consumptive
nature and pollution aspects from textile industries.

She pointed out that research about the “Shadow water pricing” is needed to calculate the true
value of water for ensuring sustainability. Finally, she concluded referring to the research
conducted by ESTex-BUET about the water footprint of textile sector of Bangladesh, will be a
viable contribution in promoting and structuring policies to solve the environmental issues of this
sector.

Dr. Masud Iqbal Md. Shameem, Director of Dhaka Region, Department of Environment
Dr. Shameem provided initial stage of improvement they have noticed in River water and Air
qualities during their assessment at the first imposed lockdown, countrywide. However, the
Buriganga river was found to be in the same stage of its water pollution level during and post
lockdown situation. He pointed out that DoE is currently updating the National Environmental
Quality standards and will be available at an online database.

Moreover, an online factory audit system will be started soon to recompense the manpower
shortage of DoE inspired from the emergency audit support they have learned during this
emergency. He later addressed the chemical management of textile sector of Bangladesh is
inadequate and to stop the pollution from the textiles, DoE is planning to establish the polluters’
pay and pollution stopped at the source principles.
Afternoon Session
# Welcome Address
Dr. Rubana Huq, President, BGMEA
Dr. Huq initiated the second session by her welcome speech recognizing the need for such
symposium after the challenging events humankind has ever witnessed after World War II. In her
short speech, she particularly emphasized on the need for National Textile Chemical Guidelines
for the unification of a comprehensive solution to the issues related with the different guidelines
imposed by the buyers on the textile owners. She informed about the involvement of ESTex-BUET
and BGMEA in the preparation of this national guidelines which is in progress.

# Keynote Lecture 2: Advancing Chemical Safety and Sustainability at Textile Industries:
Challenges & Opportunities”
Dr. Easir Arafat Khan, Assistant Professor, Department of Chemical Engineering, BUET
Dr. Easir Arafat Khan focused on understanding of chemical safety and maintenance in workplace
in his lecture “Advancing Chemical Safety and Sustainability at Textile Industries: Challenges &
Opportunities”. Dr. Khan shared statistics on occupational accidents and diseases that might
occur due to wrong exposure of chemicals and its harmful effects on the physical health. He
pointed out that there are no separate response plans or requirements in place for the national
chemical management system. Also, he addressed the chemical storage and management results
based on the factory audits for some industries and conclude that the industries have good
storage facilities but in need of skilled manpower and chemical safety education for the
appropriate response against the occupational hazards and accidents.

#Keynote Lecture 3: “A Comprehensive Gap Analysis of Textile Chemical Safety, Security and
Management Policies of Bangladesh”
Speaker: Mursalin Rahman Khandaker, Project Engineer, ESTex-BUET
Mr. Mursalin Rahman Khandaker addressed the chemical sourcing for the textiles which is found
to be mostly imported from abroad and only a few are locally generated in his lecture “A
Comprehensive Gap Analysis of Textile Chemical Safety, Security and Management Policies of
Bangladesh”.

With presenting the gaps in the national regulation where only response plans for the explosive
events are addressed, he derived the need for unified integrated national policy need for the safe
chemical management for the textile industries of Bangladesh. Mr. Khandaker concluded his
speech sharing the work plan of ESTex-BUET and BGMEA in developing a national policy for textile
chemical management in Bangladesh. He welcomed the sectoral stakeholders to be constructive
critiques in the ongoing research.

Mr. Arshad Jamal Dipu, Vice President, BGMEA
Mr. Arshad Jamal Dipu is the Vice President of Bangladesh Garment Manufacturers and Exporters
Association (BGMEA). He emphasized on the different protocols the industry receives from the
international buyers while dealing with them in the business agreement. Such situation has put
the industry owners in a nullified situation that they cannot accommodate a single protocol that
will be sufficient to do business with the buyer complying with a single solution for dealings with
different buyers. Focusing on the under construction national guidelines for chemical
management, he hoped it to present to the government body of Bangladesh to get the policy
level support in unifying the dispersing protocols from the buyers to a single-end solution for the
textile sector of the country.

He remarked the study over the chemical management conducted by ESTex-BUET need a more
depth analysis as he believed that a thorough study can generated a more comprehensive
outcome for the policy level decision making process. He concluded his speech by a plea for the
international bodies to incorporate in the policy level gap analysis and its reformation not relying
only on the industries alone.

Professor Ijaz Hossain, Dean, Faculty of Engineering, BUET
Prof. Ijaz Hossain regarded this symposium as a timely and an effective action plan for the textile
sector of Bangladesh. He pointed out the roles of chemical engineers in building and ensuring a
process operation along with its proper management and safety response plans that is very much
needed in the current context of this sector. He concluded on the response of the more
qualitative research that is due for the sector and the involvement of the academia and industry
for a collaboration in achieving the proper chemical safety and management.

Werner Lange, Co-ordinator, Textile Cluster, Deutsche Gesellschaft fur Internationale
Zusammenarbeit (giz)
Mr. Werner Lange particularly addressed the policy gaps for the industry and the absence of any
kind of national standards for this sector. He promised to provide necessary support from his
organization in attaining international standards for the safe promotion and management of the
textile chemicals.
D. Event Outcomes
Panel Discussion
After the keynote speech from the honorable speakers, panel discussion and Q&A session with
the attendees were held in both sessions focusing on the textile wastewater and chemical safety
and management related topics along with the need for policy level implementation. Every
session was concluded by providing a token of appreciation to the key persons. In the following
sections key points from both sessions’ discussion are summarized.
➢ Morning Session – In the first session, Dr. Masud Iqbal Md. Shameem (Director, DoE),
Mohammad Hasan Arif, (General Manager, Planning & Development, BEZA), Javed bin Karim
(Senior Advisor, 2030 WRG), Selim Reza Hasan (Country Manager, Solidaridad Network Asia)
and Faisal Rabbi (Senior Advisor, GiZ) joined the panel discussion, hosted by Dr. Mohidus
Samad Khan. The panelists initially discussed about their experience, gathered knowledge,
success results and future outlooks in the wastewater management and reduction in the
excessive water consumptive nature of the textile industries of Bangladesh. The experts at
the panel addressed the nature of ETP operation and efficiency in the growing pollution level
in the water bodies. They remarked about lack of DoE in providing adequate monitoring
facilities and identified that the “pipe end” solution will not be an effective solution as the
holistic approach from the water accumulation to its discharge need to be adopted. In view
of that the efficiency, acceptability, establishment, and challenges associated with the Zero
Liquid Discharge (ZLD) have been discussed. To answer the question of whether the ZLD will
be a viable business model for the textile industries, Dr. Shameem responded that it will be
easy for the small industries. As the national environmental quality standards are not
prepared, implementation of ZLD for the large textiles will be a challenging task. Also, he
pointed out that if the water pricing for the industrial facilities is decided upon then the
adoption of recycling, reduction and cleaner technological solutions needed for ZLD can be
established.

Other queries such as – taxation policies for the ETP and its components, wastewater
management solution at the economic zones, environmental policies and sustainable
business model, and difficulties of CETP in processing the treated effluents and recycling
were discussed in this period.During the Q&A session with the attendees, Dr. Shameem
responded that DoE alone cannot allow the awareness promotional activities as they have
not adequate capacity in responding to the question of whether DoE is able to raise
awareness from the root level. Another response about the ongoing water pricing
whether textile sector will remain competitive or not in the global market, Dr. Shameem
replied that they will set the price after thorough investigation to not put a burden for the
business of this sector. On responding to the query whether rainwater harvesting will be
a mandatory decision for the textiles in the national guideline, Dr. Shameem answered
that this will be encouraged but will not be a mandatory regulation.
➢ Afternoon Session - In the afternoon session, Arshad Jamal (Vice President, BGMEA),
Abdullah Al Maher (CEO, Fakir Fashion Ltd.), Jurgen Hannak (Head of Programme, Circular
Economy at Adelphi), Shahan Reza (Country Relations Manager, BlueSign Technologies AG),
Kazy Mohammad Iqbal Hossain (South Asia Sustainability Manager, Lindex HK Ltd.), Md.
Shajedul Islam Maruf (Head of Sustainability Department, Beximco Textiles and Apparel)
joined the panel discussion, hosted by Dr. Mohidus Samad Khan. In this session, different
chemical management and safety response plans have been discussed and challenges and
ways in forward to achieve sustainability in the chemical management have been pointed out
through different contributions from the panelists.
On addressing to the concern of challenges and opportunities in the chemical management,
Mr. Abdullah Al Maher outlined multiple platforms of supplying chemicals, different policies
and protocols from buyers, and unification of the stakeholders in resolving the management
issues are the prior ones. To find out the implication of the national policy in resolving the
issues of different set of policies of buyers, Mr. Arshad Jamal responded that a strong
database and gap analysis are the foremost requirements followed by the principles of SDGs.
Based on the query over the current pandemic situation and its impact over the sector, both
Shahan Reza and Kazy Mohammad Iqbal Hossain viewed that despite the challenges of the
first phase of the lockdown situation, Bangladesh has improved a lot in this sector and the
manufacturing along with business ties will increase in the upcoming years.
Also, Kazy Mohammad Iqbal Hossain recommended that capacity building through
knowledge sharing from the industry-academia relationship and process level optimization
will be the expectations from the sector in the coming years.

Mr. Werner Lange
In the Q&A session with the attendees, Mr. Mursalin Rahman Khandaker addressed the
queries regarding the differences between the chemical safety and security. In response
to the question whether the in progress national policy will be single or unification of all
policies from the buyers, Mr. Arshad Jamal pointed that the combined policy would give
a better stance for the exporters in negotiating with the buyers. But currently they are
progressing towards the building of a single protocol. Also, Dr. Mohidus Samad Khan
highlighted the achievement of his in building the standards required for the PPE which
have given a strong position to Bangladesh while exporting PPE to the foreign nations.
Also, to discuss various aspects of the policy level intervention and to develop a national
reference guide was the core objective of the symposium that was highlighted by Mr.
Manowar Hossain. In her vote of thanks, Dr. Mohidus Samad Khan appreciated the cause
of the event, the information provided by the speakers and active participation of other
representatives and finally concluded the symposium.
E. Conclusion
The stakeholder consultation hosted a convivial dialogue among policy makers, sectoral
stakeholders and professionals about the sustainable management of water and chemicals in the
textile sector of Bangladesh. The speakers and the participants engaged with each other in
interactive sessions and talked about concerns, confusions and wayforwards. Mr. Arshad Jamal,
Vice President of BGMEA emphasized on the fact that researchers and academicians from BUET
can collaborate with BGMEA on relevant grounds and address the policy related issues of textile
industries of the country. Mr. Hannak also added that having a basis or a background research is
very important for making changes at the policy level. The participants rejoiced participating in
such an effective and timely approach taken by ESTex-BUET and they expressed their interest on
supporting ESTex-BUET for a fruitful industry-academia collaboration in order to reach the goals
for sustainable textile chemicals and water management in Bangladesh.
