Hydro-Québec PROJECT PRESENTATION Spring 2019 System Upgrade Between Aqueduc and Saraguay Substations To continue meeting electricity demand on the island of Montréal, Hydro-Québec plans to invest more than $500 million to upgrade the transmission system along the island’s north-south axis, between Saint-Laurent and LaSalle. The project includes: rebuilding the existing 120-kilovolt (kV) Aqueduc–Saraguay overhead transmission line at 315 kV over a distance of 18 km from Saint-Laurent to LaSalle ; converting three transformer substations — Rockfield substation (in Lachine), Hampstead substation (in Côte-Saint-Luc) and Laurent substation (in Saint-Laurent) from 120 kV to 315 kV. The project involves replacing aging equipment to maintain system reliability, meet future electricity needs and support Montréal’s economic development by adding 500 megawatts (MW) of capacity. The project is part of a broader plan to upgrade the transmission system on the island of Montréal and gradually raise its voltage from 120 kV to 315 kV.

System Upgrade Between Aqueduc and Saraguay Substations

To continue meeting electricity demand on the island of Montréal, Hydro-Québec plans to invest more than $500 million to upgrade the transmission system along the island’s north-south axis, between Saint-Laurent and LaSalle.

The project includes:

• rebuilding the existing 120-kilovolt (kV) Aqueduc–Saraguay overhead transmission line at 315 kV over a distance of 18 km from Saint-Laurent to LaSalle ;

• converting three transformer substations — Rockfield substation (in Lachine), Hampstead substation (in Côte-Saint-Luc) and Laurent substation (in Saint-Laurent) from 120 kV to 315 kV.

A project developed in collaboration with communitiesHydro-Québec and its municipal partners will define initiatives that could include bicycle/pedestrian paths, recreational facilities and landscaping. These projects, which will take into account each partner’s vision of local development, will promote biodiversity, connectivity and sustainable mobility in addition to improving residents’ quality of life. The feasibility of these initiatives must take the specific needs and constraints of the surrounding environment into account.

Collaboration on various fronts

In the coming months, Hydro-Québec will establish an approach with each of its municipal partners to incorporate sustainable mobility and greening initiatives into the project. This collaborative approach may take the form of public information sessions, coordinating committees, working groups or other mechanisms to be determined with municipal entities and community groups.

A regional committee made up of various community players will also be set up to track the project’s progress.

The public is invited to attend the various information and consultation sessions to be held over the coming months and meet with the project team. Property owners affected by the transmission line will be invited to specific sessions. These activities will enable the team to gather feedback in order to better adapt the project to its environment.

Environmental and technical studies In the coming months, Hydro-Québec will conduct environmental and technical studies to acquire as much knowledge as possible about the host environment. The studies will focus on electric and magnetic fields, noise, landscape, archaeology, built heritage, biophysical environments (including wetlands), and soil types.

The resulting knowledge will enable the team to design a project that is optimized according to the constraints and components of the environment and to develop appropriate mitigation measures that will reduce the project’s environmental impact as much as possible.
