I'H.OCEUURE FOR PAYMENT AND ACCOUNTING OF PENSIONS TO ALL INDIA

SERVICE OFFICERS

Earlier the payment of pension ''to All India Service OHicers was b(;~ingmade hy the respective State Governments on whose cadre tho'se officers wereborne. After considering the difficulties experienced by these olTicers in receivingpayment of pension and with a view to simplifying the procedure it was decided bythe Covernmcnt of lndia that the A1S ol1icers who were on deputation with theCentral Government could opt for payment or pension and other retirement benditsthrough the Central Government. As a measure of further simplification of pensionpayments, Department of Personnel & Training vide their OM No. 25014/212002-AIS (II) dated 11th ApriL 2007 took the following decisions:-

(1) Government of India would take over the entire pension liability of AIS011icers, \\1110 had already retired or would be retiring. either from the StateGovernments or ii'om the Central Government.

(2) All retiring All India Service Officers and the existing pensioners woulduniformly have the option of drawing pension through the Government ofIndia or through the State Government on whose cadre they are borne.

With a view to implementing the above decisions of the Government andensuring smooth disbursal of pensions and its prompt accounting, the followingnc\.\' system is prescribed which comes into effect from 1sl ApriL 2008.

A. Proccdur"c to be followed in cases where payment IS sought from theCentral Government.

At present. Accountant General authorizes pension in 18 out of 28 statesand in the rest. this function is discharged by the Director of Pensions or othersimilar authority (Mentioned in Annexure 1). However. under the nev-. scheme. allthe States/AsG. will have to nominate/appoint a Designated Authority (I).A.) intheir respecti';e State who \vill be authorized to issue PPOs ill respect or AISOfficers retiring from their States. DAs will forward the same to Central PensionAccounting Office (CPAO), Department of Expenditure, Ministry of Finance. \Vll0

is responsible for arranging payment of pension etc. in respcct of AIS officersthrough Banks.

(b) Each State Govt. will have to intimate the Designated Authority (DA) toCPAO.

(c) New Directory code No. has been allotted by the Ollicc of ControllerGeneral of Accounts (CGA) to each Designated Authority and intimated torespective State Government.

(d) An impression of the Special Seal of the D.A. and the Specimen signature(s)of the officer(s) authorized to issue Pension Payment Orders (PPOs), duly attestedwill be forwarded to the Central Pension Accounting Office by the authority whonominate the Designated Authority (DA). In the event of change in the incumbencyof DA the specimen signature of the relieving officer will be sent to the CPAO bythe relieved officer.

OJ' lhe basis of allotinent of Directory Code of the Designated /'ulhoritics.CP AO will allot a slot of 13 digit PPO numbers to each Designated Authority onthe basis of their requirement to enable D.A. to depict the same in the PPOs.

The break up of the 13 digit PPO number will be as follows:-

a) State Governments have already been requested to send a statement III

proforma (Annexure-IJ) in respecl of All India Service Pensioners as on31.3.2008 containing information on (]) Number of pensioners includingfamily Pensioners (cadre-wise) drawing pension/Family pension fromtreasuries and Banks & (2) Number of pensioners (cadre-wise) opting todraw pension through State Government or Central Government.

b) Each D.A. will furnish, in the prescribed proforma (Annexure-Ill) thedetails of the A1S officers retiring during the next linanciD] year to ('PAOfor creating a dma bank. budgeting and further processing.

d) The information mentioned b) & c) above should reach CPAO by 30111

September of every year.

(a) Designated Authority (DA) will process the pension cases as per theprovisions of the relevant rules and assess the retirement benefits admissibleto retiring ofiicers.

(b) PPOs must reach this office beforc one month of the datc of retirement of. .

the official concerned.(c) He will forward the signed Special Seal Authorities aiong with both the

copies of the PPOs depicting therein the PPO Nos., to CPAO for necessaryaction. as laid dovv']) in Scheme for Payment of Pensions to Central CivilPensioners By Authorised Banks. In case of e-PPOs the digitally signedSpecial Seal Authority may be sent to CP AO. Pensioner's copy (hard copy)will be handed over to the individual direct by the DA.

(d) Commuted Value of Pension (CVP), in case opted for, will be authorized byCPAO and paid through banks in case of Voluntary Retirement cases only.The date of reduced pension starts from the date the Commuted Value hasbeen credited to the pensioner's account.However, once the payment of pension commenced, all further payments asper extant rules such as revised pension. commutation. differential DCRGwill be payable by the paying branch on issue of revised authority by CPAO

Separate heads of accounts lor booking the various benc1its payable to A!SOJ1iens have been opened by CPAO i11 consultLttion uf Budget Division.Mm. of Finance. (DEA) and Office of CCiA. viele Annexure-IV.

(i) On receipt of the relevant information from each DA. the entire budgetrequirement for the next financial year will be assessed by Central PensionAccounting Office and submitted to Budget Division. Department ofEconomic AiTairs. Ministry of Finance for necessary allocation of fundsundeu:ach relevant head of account.

(ii) llowever, during the remaining period of the financial year 2008-2009 thesame procedure will be followed and necessary Supplementary demand vvillbe proposed Cor allocation of Ji..Il1dshom the Budget Division received onrequests by State Governments.

(c) P,-occssing of Pension Pa)'lllenl Authol'iticsl Special Seal Authorities byCPAO;

(i) On receipt of PPOs/e-PPOs and Special seal authorities from the DAs aunique computcrLu.::d diary number will be allotted to each Glse.

(ii) After capturing the data in computer records, the PPOs will be sent to theconcerned authorization section who will apply all necessary checks toensure that the case is in order in all respects.

(iii) After this scrutiny, a special seal authority/ e-SSA will be issued by theAuthorization section for making arrangement for payment of pensionthrough Bank from where the pensioner has desired to draw pension.

(iv) SSA along with both the halves of the PPOs and other relevant papers willbe forwarded to the Link Branch/Central Pension Processing Centre (CPPC)of the concerned bank for making arrangement for payment of pension fromPaying Branch from where the pensioner desires:o draw his pension. Oncethe system of c-PPO and e-SSA is introduced CPAO will transmit the sameto Cppe. After the imioduction of Extension Counter bank (EC Bank) a1CPAG e-PPO/e-SSA ,vi;; be transmitted to them.

With a view to making the process faster a new system of direct crediting ofpension is to be done by a single bank into the pension accounts of the AISpensioners in the Paying branches as proposed under:

(~l) Oi1 receipt of SSAs and c-PPOs lI'om DAs, ('PAO v,'ill capture the uata onits system through special software and generate the requisite e-SSAs drawnon Extension Counter of a Bank (EC Bank) to be situated at CP AO ofTiceitself.

(i) EC Bank will receive from CPAG all the e-SSAs along with both portionsof e-PPOs of the AIS pensioner.

(ii) On receipt of e-PPOs, thc EC -bank will capture the data and send thepensioner's pOJ1ion of the PPO's directly to the concerned paying branches.

(iii) The EC-Bank will make available the image of the disburser's portion ofPPO on their website. They will transmit the pensioner's portion or thePPO to the Pension Paying Branch who will take a print out and hand overthe same to the pensioncr alter proper idcntification with reference to theinformation on the pensioner's copy of the PPO. The disburser's portion ofPPO will be available in the read only f(mmlt sn (1S to avoid tlllllpering 0"

data by any <.luthorily(iv) The EC-bank will work out the amounts payable in respect or each

pensioner and pass on credits on due dates directly to the paying branchesthrough ECS (or any other mode i.e. RTGS, EFT) for crediting the same TO

the account of respective pensioners. The paying branches will credit theamounts to 1he accounts of the pensioners and intimate the Fe hank.

(v) 011 receipt of inf()rmatioll regarding crediting of the amount the EC-bankwill prepare bank-wise daily bank scrolls both physical as well as electronic

and submit the same duly reconciled to CPAO for verilieation. The positionrelating to disbursement of the pension to the pensioners would also beupdated by the Fe Bank on the baSIS of the feedback received from thepaying branches.

(vi) CPAO would verify the scrolls on the same day and issue clearance on-lineto enable the ECbank to claim reimbursement from Reserve Bank of IndiaCAS-Nagpur.

(vii) Simultaneously CPAO will book the expenditure on the basis of the detailsin the scrolls against the budget allocation available under the relevantheads of accounts. Scrolls will invariably indicate the PPO numbers inrespect of the AI S pensioners.

(viii) The pensioners will have to deal with the paying branches alone in relationto their pension related matters. The pension paying branches wil] also beresponsible for obtaining the required certificates. " Life certification" ofpensioners at paying branches every year in the 1110nthof November will becommunicated by paying branches to Be-bank at CPAO preferablyelectronically, br by fax or post. Any change relating to payment of pensionnamely death of pensioner, change in marital status, remarriage, re-employment, change in address etc should be also be intimated to EC-Bank.

(ix) Pension for the month of November will be credited by EC-bank only onreceipt of Life celiiticate as in the present system.

Till the systenl stated in para no.6 is put IJ1 place. the existing syslcmdetailed belo"" will continue:-

i) CP AO will- send the PPOs/SSAs to link . Branches for onwardtransmission to paying branches.

ii) The banks will follow a procedure similar to that followed in respect ofCentral Civil Pensioners for payment of pensions at paying branch levelvide Scheme For Payment Of Pension To Central Civil PensionersThrough Authorised Banks.

iii) The banks will prepare separate scrolls depicting therein thedisbursement of pensions to AIS Pensioners (it is chargeable to CentralGovernment irrespective of the fact that whether the officer has retiredfrom State Government or Central Government) to the ('PAO.

iv) AIS pensioners will have to opt for any of the banks authorized forCentral Civil Pensioncrs.(Anncxurc V)

v) Those banks which haw already switched over to Ccntralized PensionProcessing System (CPPC) may send c-scrolls in addition to physicalscrolls.

vi) In the cases where pros have been routed through CP A0 procedure fc)rtransfer of payment of pension Jj·om one 11;111].; to another \vill remain the

same as laid down in Scheme for Payment of Pension to CentralGovernment Civil Pensioners by Authorized Banks.

vii) Dearness relief is payable by the bank directly In addition to pension /family pension as per rates notilied from time to time subject to theproduction of non-employment certi licatc by the pensioner

(b) Procedure to be followed in cases where AIS officers J'ctire from CentralGovernment

In cases, where AIS officers who retire while on deputation to CentralGovc.nmer;.t, the Pay & Accounts Officer of the Ministry/Department concernedwill process the pension papers and issue PPO. The existing procedure for routingof Pt ,<:; and payment (as mentioned in CGA'::, letter no.l(7)/AIS/2004/TA/463dated 13.8.2004 - Annexure- V j will continue. I-I, wever. since the Government ofIndia have taken a decision to accept the liability on aCCOUI1lof these pensions etc.,payment scrolls will be sent by banks to CPAO. instead of State AsG.

(c) Procedure to be followed in cases where AIS officers retire from StateGovernment and seek payment through State governments:

Prior to 1-4-2008, the pension liability in respect of All India ServiceOfficers was borne by the State Government concerned. With effect from 1-4-2008these payments will be initially paid by State Governments and booked under thesuspense heads. Reimbursement will be obtained by the State AsCi hy r31S1ngclaims against Central Pension Accounting Olliee. NeVi Delhi.

In case of those AIS officers who are now drawing pension from SlateTreasury and opt for switchover to draw pension from the Banks, theDesignated Authority of the State will arrange to get PPOs from thetreasuries. They will then prepare .a new PPO (assigning new PPO numbersallotted by the CPAO) after cancelling the old one and forward the same toCPAO for further transmission to the Banks for payment or pension. Acertificate indicating the period lip to which pension was paid wili berecorded therein and the future date of payment indicated. Theseinstructions are also appJicabk to the Family Pension cases in respect 01'deceased All India Service Officers.

Many of the All India Service Officers are drawing their pension from thebanks arranged by the respective State Government iJnd these paymen1s arcno\\ charged to the accoLint or the respec\lye Stale (i()vernmcnls. Since theCioYernlllent of India has decided to take over the eJltire liability of AJS

officers the Designated Authorities (DA) will call for the PPOs and preparefresh PPOs aftcr cancelling the old one and forward the same to CPAG foronward transmission to the Banks for making arrangement for payment ofpension/family pension to the pensionl:rlfamily pensioner. A certificateindicating the period lip to which pension/family pension was paid will berecorded therein and the future date of payment indicated.
