We are slowly but surely heading towards the summer recess after some hectic months in the PECH committee, most notably with the CFP and CMO negotiations. I think we can all be proud of the progress made. I would personally like to thank the rapporteurs and shadow rapporteurs for all their hard work in this regard and of course the Irish presidency for its professionalism and overall diligence.
The month of July of course means the change of the Presidency, and I would therefore like to welcome the Lithuanians to the work of our committee. As everyone knows, the final deliberations on the EP's mandate on the EMFF are just around the corner. I believe that once we have agreed on our mandate, we can engage with the Lithuanian presidency, and the European Commission, in an equally progressive manner. It is essential that the deal struck on the EMFF paves way to a successful implementation of the reformed CFP and CMO regulations.
Furthermore, I am optimistic that together with the new presidency we can unlock some of the potential in a number of fisheries agreements. The longstanding dispute over the multi-annual plans is also on the agenda and I hope that through inter-institutional dialogue over the coming months we can start to make some progress here too.
With that I would simply like to thank the whole of the committee for its excellent work during the first six months. Enjoy your summer holidays and come back rejuvenated for all the important work that lies ahead.

EU fisheries reform: two texts endorsed by Permanent

The Permanent Representatives Committee confirmed today an agreement with the European Parliament on the two final compromise texts on the Common fisheries policy (CFP) reform:
Proposal for a regulation on the CFP (12514/11) replacing the basic provisions of the common fisheries (basic regulation);
Proposal for a regulation on the common organisation of the markets (CMO) in fishery and aquaculture products (12516/11), focusing on market policy issues (market regulation);
The regulation on basic provisions of the CFP and the market regulation are two of the three texts of the CFP reform "package" together with the proposal on the European Maritime and Fisheries Fund (EMFF).
The compromise on the CFP basic regulation reflects the informal agreement on which the Permanent Representatives Committee was debriefed at the end of May. The technicalreview has only introduced small changes compared to the original informal agreement.The main elements of the final compromise text are as follows:
Fishing quotas set will fully respects scientific advice. This will lead to healthy fish stocks and higher quotas as fish stocks are managed at maximum sustainable yield (MSY) levels;
The discard of fish stocks will no longer be allowed ending the old policy which forced fishermen to waste food by discarding fish at sea. Some limited exemptions ensuring the applicability of the measure have been included.
Fishermen and other interest groups, as well as national administrations are at the
core of developing technical and conservation measures to protect juvenile fish and vulnerable fish species with a completely new regionalised decision making approach.
Biologically sensitive areas with spawning grounds and high populations ofjuvenile fish should be developed and strengthened.

As regards the market regulation, the compromise text clarifies in particular mandatory consumer information on product marking and labeling and the scope of mandatory information. It includes now the gear type used in wild capture fisheries and the requirement of a more detailed indication of the catch area. A list of gear types has been established at technical level. Concerning the designation of the catch area, a wider description is made possible for areas outside North-East Atlantic, Mediterranean Sea and Black Sea.
In addition, the compromise text reforms the role of producer organisations which will have less administrative market intervention mechanism at hand. Focus is now given totheir own marketing strategies expressed in their production and marketing plans, and aclose involvement in the general policy direction, e.g. concerning discard avoidance.
The European Parliament will examine the texts at the meeting of its Committee onFisheries on 18 June 2013. After approval at this stage, it the Council approves the texts infirst reading, after legal-linguistic revision, the Parliament would prepare adoption of thesame text in early second reading. The submission to Council of these texts can beexpected by the end of September or early October this year.

Commission welcomes progress at Inter American Tropical Tuna Commission (IATTC) meeting

(18/06/2013) The European Commission welcomes the results of the 85th meeting of the Inter American Tropical Tuna Commission (IATTC) held between 10 and 15 June in Veracruz, Mexico.
IATTC decided to extend conservation measures for tuna for a period of 3 years, adopted an ambitious approach to fish aggregating devices (FADs) with obligations and criteria for the collection and transmission of FAD data, the submission of FAD management plans, the development of a FAD identification scheme and the progressive introduction of non-entangling FADS. It also foresees a measure for the protection of whale sharks.
The European Commission also welcomes the decision of IATTC to organize a dedicated workshop to review the implementation of the 2005 action plan on fleet fishing capacity management in order to assess the impacts of current situation. It is equally pleased with the decision to proceed with a financial and administrative assessment of the organisation. Hopefully, this will pave the way for a full performance review of this organisation.
The Commission will continue its efforts so that measures that could not be adopted in Veracruz, such as measures for the protection of sharks and minimum standards for port inspection, will get support at the next IATTC annual meeting.
Background
IATTC is a Regional Fisheries Management Organisation (RFMO) responsible for the conservation and management of tuna and other marine species in the eastern Pacific Ocean. Its members are: Belize, Canada,China, Chinese Taipei, Colombia, Costa Rica, Ecuador, El Salvador, European Union, France, Guatemala, Japan, Kiribati, Korea, Mexico, Nicaragua, Panama, Peru, United States, Vanuatu and Venezuela. Spain is the only Member State that fishes in the area.

Special Inspection and Control Programmes published for Baltic Sea and North Sea
(28/06/2013) Two Special Inspection and Control Programs (SPICs) have this week been published by the European Commission for the Baltic Sea and the North Sea with adjacent waters.
The move is also consistent with the regionalisation aims agreed as part of the recent reform to the Common Fisheries Policy. Risk management strategies will be coordinated at a local level through Joint Deployment Plans (JDPs) which facilitate joint inspection and surveillance activities.
The use of JDPs will create a level playing field in each sea basin and will be led by the European Fisheries Control Agency (EFCA) in Vigo. Member States will communicate their risk assessment results to the Agency and compile an annual report on the effectiveness of their inspection activities to the Commission and EFCA who will then evaluate the continued progress and effectiveness of the SCIPs.In addition to salmon and cod, the scope of the Baltic Sea SCIP is extended to herring and sprat stocks which deserve special attention due to the difficulties in controlling large mixed catches of these species. Similarly, the SCIP for North Sea and adjacent waters has been extended to sole and plaice (in addition to cod).
The decisions were made possible by constructive and effective discussions on relevant draft proposals between the European Commission, the European Fisheries Control Agency and EU Member States. The SCIPs for both sea-areas are valid until the 31 December 2018. This timescale sets a solid legal basis for a more efficient mid-term planning of joint activities of all the involved stakeholders.EFCA Seminar on compliance evaluation

Discussions focused on the most effective methods to evaluate compliance of control operations as well as the new challenges in compliance which would arise as a result of the reforms to the Common Fisheries Policy.
