The original tickets forflight 845 were purchased in Jedha, Saudi Arabia.

    United Airlines provided a list of all flightsscheduled to leave JFK for San Fransico on 09/17/01. Threeflights were Identified: UA flight 805 departing at 6:00 AM, UAflight 15 departing at 12:30 PM and UA fllnhf 7 Hnnartinn at 7-1PMT jwere noi usteo as passengers on any ot tne tnree UAflights. UA does not have the capability to check a passenger'sname for all of their flights. Each flight manifest must bechecked independently. UAchecked the outgoing flights to LosAngeles for the three subjects with negative results.

    United Airlines provided ag ents with the stand-by listfor flight 805, The three subjects were not on the list. Stand-by passe ng ers were required to check-in with a specific UAcustomer service representative prior to receiving authority toboard the aircraft. The U A representative was advised of thethree subjects and told tosignal agents if any of the subjectsattempted to get on the flight. Th e customerservice

    United Airlines 09/17/01representative advised that none of the three subjects attemptedto board the flight. Agents surveying passengers boarding theaircraft did not observe the three subjects. A final check ofall passengers on UA flight 805 was made by a flight attendantaboard the aircraft with negative results. Th e surveillancewasdiscontinued once fight 805 de parted the jetway. UA flight andpasseng er printouts are attached and made part of this F D-302.

After beingadvised of the identity of the interviewing agent as well as thenature of the interview, BROWN provided the following information:

    FSI requires that it's foreign student obtain a FederalAviation Administration FAA medical clearance from a FAA doctorin their country of origin prior to attending FSI. If a studentsubmits an 1-20 stating that they will attend FSI, and fails to do50, FSI notifies the Immigration and NationalizationService INSthat the student failed to attend the school. BROWN has instituted
