TA7566-REG: Strengthening and Use of Country Safeguards Systems
CAPACITY DEVELOPMENT FOR THE IMPLEMENTATION OF THE NEW
ENVIRONMENTAL DECREE
Hanoi, August 2011
The main activities – Phase I
i). Update the review and report on the contents and organizational framework for the draft General Circular with respect to its consistency with international best practice in accordance with ADB’s Guidance Note: Guidance Note for Review of Country Safeguards Systems. (Completed)
ii). Conduct consultation workshops. Three consultation workshops will be held, 1 each in north, central and southern regions. Participants in the workshops are to include relevant government agencies, NGOs and the Thematic Ad Hoc Working Group for Environment (TAG-WGE). Inputs from workshop participants will be recorded and considered for incorporation into revisions to General Circular. (Completed)
iii). Provide technical support to finalize the General Circular, preparing the draft final Circular in Vietnamese, with translation in English. (Completed)
The main activities Phase II
iv). Assessment of Institutional Capacity Needs for implementing the general circular of the revised Decree. The capacity and training assessments will be undertaken in accordance with ADB’s Guidance Note: Guidance Note for Review of Country Safeguards Systems.
v). Post the Assessment for public comment and revise according to feedback received.
vi). Develop CSS Action Plan for strengthening implementation of the General Circular, identifying actions needed to build institutional capacity, make implementing procedures more efficient and transparent and thereby improve outputs and outcomes through a process of accountability and measurable results.
vii). Revise CAP according to input from MoNRE, Line Ministries, academic institutions and others.
The main activities –Phase II (Cont)
viii). Launch implementation of capacity development CAP in priority areas by conducting training and dissemination seminars for MoNRE, selected DoNREs, and line agencies that will need to implement the circular.
a). First training and dissemination seminar – Northern Viet Nam.b). Second training and dissemination seminar - Southern Viet Nam. c).Third and fourth training and dissemination seminars.
ix). Provide ongoing technical capacity support for selected DoNRE and district authorities by assisting in the review of EIAs under preparation.
x). Final TA report.
