5.1 Investigate, plan and manage environmental flows to the Swan and Canning rivers
N/A – This is the responsibility of the
regulators. The only potential flows resulting from this proposal are from the
barge to the receiving water. The barge is designed to be a closed system, where first
flush runoff from the roof and deck is collected and diverted to tanks in the hull.
Sewage and grey water will also be
collected in tanks. There will be no deliberate discharges to water.

hazardous chemical spill. Such monitoring would be undertaken in consultation with
DPaW.

N/A – This is the responsibility of the
regulators. Barge Co expects to have minimal to no interaction with fish, except
for passive interactions which would be expected as part of normal craft activities.
7.2 Protect and monitor the stock status of priority species in the Swan Canning river system according to risk
7.3 Investigate fish re-stocking where appropriate
7.4 Involve recreational fishers and commercial tour operators with monitoring fish stocks

regulators. Additionally, this proposal will not require the development of the
foreshore and only existing infrastructure is to be used.

9.2 Coordinate the management of declared plant species
operations to contribute to the introduction
of invasive species. The barge will be manufactured in China and shipped to
Fremantle in containers in accordance with the Department of Agriculture and Water
Resources (Commonwealth) biosecurity requirements. The barge will be put
together in Fremantle and thus will not
come into contact with marine or riverine areas external to WA.
9.3 Where resources allow, investigate and map the extent of occurrence of feral fish and invasive species, and mitigate impacts by directing efforts into the early control of invasive species
10 Maintain environmental values of the Riverpark with the community
10.1 Administer legislation to manage the Riverpark including the use of vessels and facilitate safe community use
N/A – It is the responsibility of the
regulators to administer the legislation.
Barge Co will ensure it meets all of its approval and licence conditions to ensure
safe operations. Barge Co will ensure it has appropriate safety systems and trained
personnel to operate safely.
10.2 Maintain an incident response capability to ensure public safety and environment protection
Barge Co will have an Emergency and
Security Management Plan in place prior to operations to assist with the management
of incidents, such as:
Fire or explosion;
Medical emergency;
Hazardous material spill / gas leak;
Bomb threat;
Person overboard;
Collision of grounding leading to hull
damage / barge submersion; Electrical failure;
Lost child / missing persons; and
Extreme weather conditions.

Additionally, in order to manage potential
risks to the environment, an environmental management system will be in place prior to
the commencement of operations.
11 Improve understanding of Riverpark ecosystem through research
11.1 Investigate threats to ecosystem integrity and their processes
N/A – This is the responsibility of the
regulators. Through the development approval process, Barge Co believes it will
have appropriate measures in place to minimise potential impacts on Perth Water
from its operations.
11.2 Improve understanding of the biophysical environment of the Riverpark
12 Increase community understanding and engagement with natural and cultural heritage
12.1 Assess, recognise and protect sites with a high level of cultural heritage significance
The proposal will have minimal impact on the Swan Caning river system and will be in
keeping with activities and operations
currently undertaken. The only development required is the installation of a mooring at
Perth Water. Despite this, Barge Co recognises the importance of the Swan
Canning river system to Perth’s indigenous population and understands that the river is
a Registered Aboriginal Site. As such,
appropriate consultation will take place with Whadjuk Elders via the South West
Aboriginal Land and Sea Council (SWALSC). Based on this consultation, Barge Co will
liaise with the Department of Aboriginal
Affairs (DAA) to ascertain whether Section 18 consent is required. A heritage
consultant has been engaged by Barge Co to assist with this process.

As previously stated, Barge Co will consult
the Whadjuk peoples on the proposal and advise them of intended management
measures to maintain the integrity of the river in which the proposed activities will
occur.

13 Maintain and improve safe access for Riverpark visitors
13.1 Promote public use and enjoyment of the Riverpark
Perth is a vibrant city with a full range of
hospitality and entertainment services. The Government is promoting these services to
a growing local and international visitor stream. However, the city is short of large,
premium venues, and most are indoors. Few capture the natural beauty of the river
or ocean, capitalise on the Perth climate or
reflect on the sophistication of Perth itself. These factors are a gap in Perth’s
hospitality/entertainment offering. Barge Co. will fill the gap in Perth’s
hospitality/entertainment offering with its
unique, oasis barge. Combining Perth’s urban sophistication and its pristine
waterways and beaches, Barge Co. will create a premium event and entertainment
platform, which will increase public access and enjoyment of the river.

13.2 Maintain and improve the level of safe public access to and along foreshore areas in the Riverpark
As indicated above, the proposal will fill a gap in Perth’s hospitality and entertainment
services, by providing the public greater
access to the Swan Canning river system. The operation will be managed safely in
accordance with standard vessel design requirements and DoT requirements.

13.3 Improve access to public/ courtesy moorings and short-stay pens
An installation of a mooring is proposed in
the vicinity of the courtesy moorings immediately to the south west of Elizabeth
Quay, which may result in one of the courtesy moorings being relocated. The
exact location of the mooring is to be determined and will be selected in
consultation with the DPaW River Park Unit.
Any impacts and resultant mitigation will be determined during this consultation.

13.4 Implement a rational management system for dinghy storage on foreshore areas
N/A – dinghy management along the
foreshore is not applicable to this proposal.
13.5 Facilitate safe use of vessels on waterways – maintain navigation aids in the Swan and Canning rivers to facilitate safe passage through the navigation channels
The barge does not have its own propulsion system. Movement of the barge will be
completed by tug boats with qualified crew
on board. Total Marine Services (TAMS) has been identified as the leaders in this field in
Perth, and activities are currently underway to engage their services. TAMS operates to
a comprehensive vessel management
system that is in compliance with ISO and AMSA requirements. Whilst underway,
interactions with other river users will be the responsibility of the tug boat captains.
TAMS will also be responsible for mooring
the barge to the proposed Perth Water mooring point.

will not impact vessel movements once
moored.
Service vessels will be used to ferry passengers from the jetty to the moored
barge, to bring supplies and to remove waste. An appropriately licenced vessel
operator will be contracted to provide these

13.6 Coordinate primary contact water quality monitoring at popular swimming locations and report conditions to the community

or ballets.

other venue has the capacity and flexibility
to operate on the ocean and river offering visitors the true WA experience of Perth’s
natural beauty.

Objective 8: Improve the way we do business
18 Support appropriate development and businesses through planning and policy framework
18.1 Identify nodes for developing appropriate commercial opportunities in the Riverpark
The Perth Convention Bureau has indicated
there is an oversupply of accommodation and lack of event venues particularly for the
500+ delegate market that are seeking an event space with a difference. Barge Co also
seeks to fill this gap as an international tourist attraction, particularly in the
international business events market.

18.2 Ensure all commercial operators in the Riverpark meet high standards through licensing
Barge Co will obtain all necessary approvals
and licences/permits prior to operations, including from the following agencies:
DPaW;
DAA;
Department of Health;
Department of Environment;
Watercorp; and
Department of Transport.
18.3 Ensure River Reserve leases are managed in line with policy to best practice standards
A River Reserve lease will be sought from the DPaW River Park Unit following the
successful application for development approval.
19 Engage effectively in the statutory decision-making process
19.1 Provide clear guidance consistent with SPP 2.10 to developers of land adjacent to the foreshore
N/A – no development of land adjacent to the foreshore is required for this approval.

19.2 Apply water sensitive urban design principles and other existing policies and guidelines
These principles predominately apply to land based developments. However, the
intended design of the barge is such that grey water, including first flush runoff from
roof/deck and the kitchen/bar area, will be
captured and stored in grey water tanks. This water and black water from the
ablution containers will be treated. The resultant water will be reused to flush the
toilets. Excess water will be disposed of at a marine sullage point.
Waste Management Plan
19.3 Continue to collaborate on the development of precinct plans to support riverside development
N/A – this is the responsibility of the regulator.
The City of Perth Precinct Plan No. 8
Foreshore (version 2, March 2015) covers
the foreshore area around, but excluding, Elizabeth Quay. Its purpose to provide
guidance on land development approvals in that area. Whilst it touches on the function
of Perth Water as part of the city’s major
venues, beyond encouraging certain uses, the City of Perth does not have jurisdiction
over it.
The Metropolitan Redevelopment Authority
Central Perth Development Scheme (1 August 2012) and the Central Perth
Redevelopment Area Development Policies (undated) outline the design and approvals
requirements for development within Elizabeth Quay. The Barge Co proposal
abuts this area, but does not fall within the
jurisdiction of the Metropolitan

Redevelopment Authority (MRA). However, the MRA has indicated that concerns
regarding water safety, operating hours, noise impacts and liquor licensing have
been addressed.
20 Continually improve the statutory approval process
20.1 Review regulations and legislation to improve efficiency of the statutory assessment process

20.2 Support implementation of streamlined processes under the South West Native Title Agreement to obtain Aboriginal Heritage Act 1972 approvals for works in the Riverpark
