Saint Joseph’s University Athletics COVID-19 Health and Safety Plan

June 26, 2020

Preamble: Saint Joseph’s University Department of Athletics, and its affiliated medical practitioners, are dedicated to protecting the health and safety of Saint Joseph’s University’s student-athletes and staff members, especially during the unprecedented times surrounding COVID-19. The purpose of this document is to inform our stakeholders of the SJU Athletics COVID-19 Health and Safety Plan (“the Plan”) developed to create a safer environment for all parties in which to resume athletically-related activities. Many aspects of the Plan are based on rules and regulations set forth by public health authorities; federal, state, and local governmental authorities; Saint Joseph’s University leadership; and the NCAA. Notably, no aspect of the Plan will be implemented if the suggested activity is in conflict with rules, orders, or regulations issued by any of the aforementioned or the A-10 and NEC Conferences. Saint Joseph’s University and its Department of Athletics will not be able to eliminate the risk of COVID-19 exposure and infection; however, the Plan outlines the ways in which student-athletes and staff members can cooperate to help reduce the risk. The opportunity for each of our 20 intercollegiate teams to compete during the 2020-2021 academic year will depend in large part on a shared responsibility by everyone involved to follow guidance and make sound decisions. The Plan should be read in conjunction with the University’s Return to Campus Health and Safety Plan, which is available at http://sju.edu/HawkHillReady. First and foremost, our student-athletes and SJU Athletics employees are members of the Saint Joseph’s University community, and must abide by all expectations set forth in the University Plan. Changes to the Plan: This Plan and all measures and procedures described in the Plan are subject to change at any time by SJU Athletics. SJU Athletics will continually monitor appropriate scientific developments, governmental guidelines, and NCAA/conference guidelines related to medical practices and activity regulations of COVID-19. As these sources evolve, SJU Athletics will revise this Plan accordingly, specifically indicating changes and dates of revisions. Concepts and Definitions: State and Local: The Plan incorporates relevant guidance contained in the Pennsylvania Department of Education Preliminary Guidance for Resuming In-Person Instruction at Postsecondary Education Institutions and Adult Education Programs (dated June 3, 2020; Version 1) and from the Commonwealth of Pennsylvania: Guidance for All Sports Permitted to Operate During the COVID-19 Disaster Emergency to Ensure the Safety and Health of Employees, Athletics and the Public (issued on June 10, 2020). Pennsylvania uses a red, yellow, and green phase system. As of June 26, 2020, Montgomery and Philadelphia Counties (the counties in which SJU resides) are in the green phase, while the City of Philadelphia will adopt a modified version of the green phase. The University will coordinate with local public health officials from the Departments of Public Health in Montgomery County and in Philadelphia County as set forth herein and in University’s Return to Campus Health and Safety Plan. Action Plan Considerations (May 28, 2020) and updates thereto, and the associated Frequently Asked Questions (updated May 28, 2020). The NCAA states the below state/local Gating Criteria be satisfied prior to beginning resocialization of collegiate sports:

1. A downward trajectory of influenza-like illnesses reported within a 14-day period and a downward trajectory of COVID-like syndromic cases reported within a 14-day period

2. A downward trajectory of documented cases of COVID-19 within a 14-day period or a downward trajectory of positive tests as a percentage of total tests within a 14-day period

3. Hospitals can treat all patients without crisis care and there is a robust testing program in place for at-risk health care workers, including emerging antibody testing

The NCAA has divided sport activities by contact risk. The sports sponsored by SJU fit into the following categories of contact risk:

● Low Risk: cross country, golf, tennis, track & field [9 SJU sports] ● Medium Risk: baseball and softball [2 SJU sports] ● High Risk: basketball, field hockey, lacrosse, rowing, soccer [9 SJU sports)

Plan Definitions: SJU Sports Medicine: Includes the SJU Athletics team physicians from Rothman Institute and the SJU Athletics certified athletic trainers (some of whom are SJU employees and some of whom are Main Line Health employees). SJU Athletics employees: Includes the individuals employed on a full-time or part-time basis by the SJU Department of Athletics, and our affiliates from Rothman Institute, Main Line Health, Van Wagner Sports & Entertainment, and Elevate. Student-athletes: All students participating in one or more of the 20 intercollegiate sports sponsored by SJU. High performance staff: Includes SJU Sports Medicine, strength and conditioning coaches, and Dr. Andrew Wolanin, sport psychologist.

Health and Safety Plan Elements Elements of the Health and Safety Plan: Guidance from federal, state, and NCAA authorities collectively include the following elements of planning for return to collegiate athletics. This document contains a description of and FAQs related to each element.

1. Phased Reopening

The NCAA contemplates a three-phase approach to the return of collegiate athletics: Phase One (workouts): An opening phase, to help determine the readiness of the department to begin working with student-athletes:

● Gating criteria have been satisfied for a minimum of 14 days ● Social distance and strict sanitation measures remain in place ● Face coverings are necessary when social distance is not possible ● Repetitive handling of shared equipment should be avoided ● Sanitize equipment between use ● Close common areas unless strict sanitation can be implemented ● Group activities limited to 10 or fewer individuals

Phase Two (workouts and practice):

● In accordance with the NCAA guidelines, if Phase One has been implemented successfully, with no evidence of a rebound, and gating criteria have been satisfied for a minimum of 14 days since the implementation of Phase One

● Size of gatherings can be increased to 50 people ● More organized group activities are permitted, including the controlled sharing of objects

such as game balls with attention to sanitizing balls and hands and avoiding face touching

Phase Three (competition):

● In accordance with the federal guidelines, if Phase Two has been implemented successfully, with no evidence of a rebound, and gating criteria have been satisfied for a minimum of 14 days since the implementation of Phase Two

● Repetitive handling of common objects is more commonplace ● Unrestricted staffing may resume

Consistent with the Phased Reopening approach suggested by the NCAA, SJU Athletics is implementing the following approach beginning in the Summer of 2020. Please note that in our effort to maximize the opportunity for all SJU student-athletes to participate in their competitive seasons during the 2020-21 academic year, we will not allow any voluntary use of SJU facilities -- indoor or outdoor, weight rooms, etc. -- prior to the team start dates set forth herein, nor will we host any athletic summer camps. August 4:

● Women’s Soccer: Per NCAA rules, women’s soccer can begin mandatory strength and conditioning workouts and team practice. Because the University will not be able to offer campus housing until August 10, the workouts for the week of August 4 will be voluntary for only those student-athletes who can live at their off-campus residences or commute from their permanent residences.

● Men’s Soccer and Field Hockey: Per NCAA rules, men’s soccer and field hockey can engage in voluntary strength and conditioning workouts and skill sessions (without coaches). Because the University will not be able to offer campus housing until August 10, all workouts during the week of August 4 will be voluntary and available for only those student-athletes who can live at their off-campus residences or commute from their permanent residences.

● Women’s Basketball: Entire women’s basketball team begins “summer access” practice.

On August 3, and prior to any soccer, field hockey, or women’s basketball student-athlete engaging in physical activity, SJU Athletics Team Physicians will conduct Pre-Participation Physicals. To be eligible for a physical, each student-athlete is required to do the following:

● Complete Covid-19, concussion protocol, and other health and safety education ● Sign the SJU Athletics Covid-19 Expectations and Pledge for Student-Athletes ● Complete any required NCAA paperwork

● For domestic student-athletes, engage in a 7-day, Pre-Participation Safeguard period to as defined in section 14 and to be completed on August 3; location options for the safeguard period will be discussed with each team

● For international student-athletes, engage in a 14-day quarantine period, per CDC guidelines, to be completed on August 3

August 10:

● Men’s Basketball: Entire men’s basketball team begins “summer access” practice. [Note: the three new men’s basketball student-athletes will arrive on July 27 to begin their Pre-Participation Safeguard period to be completed on August 3 so they may participate in Pre-Participation Physicals and onboarding activities prior to August 10].

● Soccer, Field Hockey, Cross Country: On-campus housing available for fall sport student-athletes who will be residing on campus during the 2020-21 academic year; remaining soccer and field hockey student-athletes and all cross country student-athletes return to campus. Those soccer and field hockey student-athletes who completed their Pre-Participation Safeguard period at their permanent residence may participate in Pre-Participation Physicals and begin voluntary sport activities.

On August 10, and prior to any men’s basketball, soccer, or field hockey student-athlete engaging in physical activity, SJU Athletics Team Physicians will conduct Pre-Participation Physicals. To be eligible for a physical, each student-athlete is required to do the following:

● Complete Covid-19, concussion protocol, and other health and safety education ● Sign the SJU Athletics Covid-19 Expectations and Pledge for Student-Athletes ● Complete any required NCAA paperwork ● For domestic student-athletes, engage in a 7-day, Pre-Participation Safeguard period to

as defined in section 14 and to be completed on August 10; location options for the safeguard period will be discussed with each team

● For international student-athletes, engage in a 14-day quarantine period, per CDC guidelines, to be completed on August 10

August 17:

● Cross Country: Cross country student-athletes begin practice, having moved into on- or off-campus housing on August 10.

On August 17, and prior to any cross country student-athlete engaging in physical activity, SJU Athletics Team Physicians will conduct Pre-Participation Physicals. To be eligible for a physical, each student-athlete is required to do the following:

● Complete Covid-19, concussion protocol, and other health and safety education ● Sign the SJU Athletics Covid-19 Expectations and Pledge for Student-Athletes ● Complete any required NCAA paperwork

● For domestic student-athletes, engage in a 7-day, Pre-Participation Safeguard period to

● For international student-athletes, engage in a 14-day quarantine period, per CDC guidelines, to be completed on August 17

August 22 and 23:

● Spring Sport Student-Athletes [baseball, softball, lacrosse, rowing, tennis, golf, indoor and outdoor track]: Campus housing available for move in. Spring student-athletes who are living off-campus may return prior to this time, but there will be no voluntary or required athletics workouts allowed on SJU campus prior to the start of classes.

August 24:

● Classes Begin for All SJU Students On August 23 and 24, and prior to any spring sport student-athlete engaging in physical activity, SJU Athletics Team Physicians will conduct Pre-Participation Physicals. To be eligible for a physical, each student-athlete is required to do the following:

● Complete Covid-19, concussion protocol, and other health and safety education ● Sign the SJU Athletics Covid-19 Expectations and Pledge for Student-Athletes ● Complete any required NCAA paperwork ● For domestic student-athletes, engage in a 7-day, Pre-Participation Safeguard period as

defined in section 14 and to be completed on August 23; location options for the safeguard period will be discussed with each team

● For international student-athletes, engage in a 14-day quarantine period, per CDC guidelines, to be completed on August 23

2. Education

All SJU Athletics employees (“employees”) and student-athletes will receive education regarding COVID-19. Information will include signs and symptoms, strategies to reduce transmission, and steps to take if symptoms arise. Education will be provided as needed throughout the pandemic. Education will be provided to student-athletes prior to engaging in voluntary or countable athletically-related activities at SJU. Student-athletes will be required to sign a COVID-19 Expectations and Pledge following the completion of their initial education (see Appendix 1). In addition to education, student-athletes must accurately complete the COVID-19 questionnaire that will be sent to them through Qualtrics at least 48 hours prior to arrival at an SJU athletics facility (see Appendix 2).

3. Communication The SJU Athletics COVID-19 Health and Safety Plan will be posted for public review in accordance with requirements set forth by the Commonwealth of Pennsylvania. The Plan will be housed at sjuhawks.com, with a link from sju.edu/HawkHillReady. Accurate and timely information regarding COVID-19 will be provided to employees and student-athletes via email, ARMS, in-person and virtual meetings, and social media (if appropriate). Information will also be disseminated through SJU Athletics coaches and high performance staff. In accordance with the Americans with Disabilities Act (for employees) and FERPA (for student-athletes), and University policy, SJU will not publically release information regarding symptoms or test results of any SJU Athletics employee or student-athlete, but limited disclosure may be necessary for contact tracing and infectious disease reporting in accordance with state and local public health regulations.

4. Coordination With Local Health Officials

University personnel are regularly conferring with local Department of Health personnel, and all state and local guidelines related to testing, contact tracing, and surveillance will be followed and directed by SJU team physicians. SJU Athletics will report any confirmed cases to Student Health Services, and then either SJU Athletics or Student Health Services will report such confirmed cases directly to the appropriate local Department of Health. As needed, SJU Athletics will work with the following local screening and testing sites:

● SJU Student Health on campus (for symptomatic students only) ● Main Line Urgent Care in Wynnewood, PA ● The American Family Care (AFC) Urgent Care in Havertown, PA

Lankenau Hospital will be utilized for emergency care. 5. Personal Hygiene All SJU Athletics employees and student-athletes should follow CDC and other guidance regarding personal hygiene, which includes the measures listed below. In addition to the following general information, SJU high performance staff will assist each team with how to best align the practices with athletically-related activity. Signage will be posted throughout SJU Athletics facilities (see Appendix 3 for sample language on signs).

Wash your hands often with soap and water for at least 20 seconds especially after you have been in a public place, or after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Cover all surfaces of your hands and rub them together until they feel dry. Avoid touching your eyes, nose, and mouth. Avoid close contact with people who are sick, even inside your home. If possible, maintain 6 feet between the person who is sick and other household members.

Ensure appropriate social distance between yourself and other people outside of your home. Remember that some people without symptoms may be able to spread viruses. Stay at least 6 feet from other people. Stay out of crowded places and avoid mass gatherings. Remember that student-athletes have unique considerations due to the contact inherent in most sports, and that behavior appropriate for others may not be appropriate for student-athletes. Keeping distance from others is especially important for people who are at higher risk of getting sick.

Cover your mouth and nose with a cloth face cover when around others, including when you go out in public. Note that you should always engage in appropriate social distancing when possible; the face covering is not a substitute for social distance. You could spread COVID-19 to others even if you do not feel sick. The cloth face cover is meant to protect other people in case you are infected.

Cover coughs and sneezes. If you are in a private setting and do not have on your cloth face covering, remember to always cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow. Throw used tissues in the trash. Immediately wash your hands with soap and water for at least 20 seconds. If soap and water are not readily available, clean your hands with a hand sanitizer that contains at least 60% alcohol. Monitor your health, and be alert for symptoms. Watch for fever, cough, shortness of breath, or other symptoms of COVID-19. Take your temperature if symptoms develop. Don’t take your temperature within 30 minutes of exercising or after taking medications that could lower your temperature, like acetaminophen. Report symptoms to SJU medical staff immediately. Q1: Should student-athletes, coaches, and staff bring any PPE supplies with them when returning to campus? A1: Yes. Student-athletes and SJU Athletics employees are required to wear face coverings while on campus, except when engaged in physical activity or alone in a residence, private office, or other campus space. Student-athletes and employees should have their own personal face covering when returning to campus.

● Face coverings can be removed by student-athletes during activity ● Face coverings must be properly worn on the face at all times before and immediately

after student-athletes complete activity ● Student-athletes should also bring a personal thermometer with them to campus to

utilize for symptom monitoring. Personal thermometers should never be shared

Q2: What PPE equipment does SJU Athletics and its sports medicine staff have to ensure that proper precautions are being implemented? A2: The Sports Medicine staff is equipped with personal protective equipment to meet the demands of student-athlete activity resumption and management of potential positive COVID-19 cases. This equipment includes:

● Face coverings (including N95 masks for sports medicine staff) ● Full length medical gowns ● Gloves ● Eye shields ● CDC-recommended surface disinfectant (Interim Recommendations for US Community

Facilities with Suspected/Confirmed Coronavirus Disease 2019) ● Single-use disinfectant wipes ● Hand sanitizer ● Infrared thermometers ● Single-use thermometers

Q3: Will SJU provide face coverings to student-athletes? A3: The University has provided one face covering for each employee and student, and additionally secured face coverings for students, faculty, and staff that have a damaged or misplaced face covering. All University-branded masks should be labeled to prevent inadvertent sharing. All SJU student-athletes should bring their personal face coverings.

6. Social Distancing and Gatherings

According to the CDC, social distancing means keeping space between yourself and other people outside of your home. To practice social distancing:

● Stay at least 6 feet (about 2 arms’ length) from other people ● Do not gather in groups ● Stay out of crowded places and avoid mass gatherings

During Phase One, SJU high performance staff will assist each team with how to best align social distancing practices with athletically-related activity. During Phase One, teams should conduct virtual meetings whenever possible. During most aspects of Phase Two and Phase Three, social distancing is not possible during practice and competition. SJU will establish guidelines for auxiliary common spaces, such as sports medicine space, locker rooms, weight rooms, and team meeting rooms. Pennsylvania states that, in the yellow phase, gatherings are limited to 25; in the green phase, gatherings can expand to 250. Under NCAA guidelines, Phase One gatherings are limited to 10; in Phase Two, gatherings can expand to 50.

With respect to competition, Pennsylvania has limited athletics facilities to 50% of total occupancy otherwise permitted by law. Occupancy counts for competition purposes includes student-athletes, coaches, staff, officials, spectators, and any other individuals present on-site during the competition. SJU Athletics has not made final decisions regarding attendance at fall, winter, or spring sporting events. In the event limited attendance is allowed, please note that there will be no tailgates or other social gatherings allowed on SJU property in conjunction with home sporting events. For your information, current capacity at SJU Athletics facilities is listed below. Capacity may be different than occupancy.

7. Facility Hygiene

SJU Athletics will take precautions in all indoor facilities, including those used for training, practice, and competition, that align with CDC guidelines (see Appendix 4 for additional information). During Phase One, initial activities will take place in an outdoor environment to the extent possible due to the superior ventilation. SJU high performance and facility staff will work with teams to educate student-athletes and staff related to the sharing of items such as towels, water bottles, and food, and the importance of cleaning and disinfecting shared equipment and spaces. Q4: What steps are being taken within the SJU Athletics facilities to appropriately ensure best practices, including social distancing and signage? A4: SJU Athletics facilities staff is preparing the following precautionary measures:

● Ground/floor social distancing markers will be placed inside and outside of SJU athletics facilities as appropriate

● Traffic flow markers will be placed inside and outside of SJU athletics facilities, as appropriate

● Signage will be placed as appropriate, reminding student-athletes and staff of personal hygiene, social distancing guidelines, limitations on the number of people allowed per group/location, and assisting with symptom identification of COVID-19

● Certain plexiglass barriers will be strategically installed at transactional locations within the athletic facilities

● SJU Athletics outdoor facilities will be utilized to the extent possible during Phase One. ● SJU indoor facilities will be ventilated with the respective HVAC systems and will be on a

continual sanitation and maintenance plan ● When possible, barring inclement weather and safety concerns, SJU indoor facilities will

also be ventilated with outdoor fresh air (e.g., open windows and doors with cross ventilation)

● Surfaces will be wiped down with EPA approved disinfectants as suggested by the CDC ● Upon facility entry, student-athletes, coaches and staff must proceed directly to

the training area. Laundry services, locker rooms, common areas, meeting rooms, weight room, cold tubs, hot tubs, saunas will not be accessible during Phase One

8. Clinical Medical Care and Mental Health Resources

SJU Athletics is aware of the fact that student-athletes will continue to need clinical medical care normally associated with athletic participation. In addition, student-athletes may need access to mental health support. If a student-athlete is injured during voluntary or countable athletically-related activity, a member of the SJU medical staff typically will be present at the facility, within social distancing guidelines. Evaluation, treatment, and management of injuries will take place while following all PPE regulations for both student-athletes and staff members. When possible, modifications of treatment methods, modalities, and distancing will take place. Any injury requiring emergency room treatment will be referred to one of the two hospitals closest to campus: Lankenau Hospital or Bryn Mawr Hospital. SJU sports medicine staff will closely monitor to ensure the ongoing readiness of both hospitals to provide necessary treatment. 9. Telework Consistent with state guidelines and the University’s Hawk Hill Ready: Return to Campus Health and Safety Plan, SJU Athletics employees should continue to telecommute until deemed essential to student-athlete care and other operations or activities of SJU Athletics. Employees who have concerns related to health and safety, child care, or otherwise related to returning to work are encouraged to discuss such concerns with their immediate supervisor and/or to Human Resources. Employees and student-athletes should continue to hold meetings virtually to the extent possible, especially during Phase One.

10. Protection of High-Risk Individuals High-Risk Individuals: Federal, state, and NCAA guidance have collectively identified the following individuals as being at a higher risk for severe complications and death from COVID-19, including:

● Age greater than or equal to 65 ● Chronic lung disease, including moderate and severe asthma ● Serious heart conditions ● Immune system compromised (resulting, for example, from chemotherapy) ● Severe obesity with BMI > 40 ● Diabetes ● Chronic kidney disease with dialysis treatment

● Liver disease ● Sickle cell disease (extraordinarily rare; not sickle cell trait)

Student-athletes who self-identify as high risk; self-report one or more of the above high risk factors; are identified as high risk individuals via medical history questionnaire or pre-participation physical; or who develop risk factors, will be promptly evaluated and managed by SJU team physicians and medical staff. SJU will create an individualized plan of safely returning to campus or play for any such student-athletes. SJU Athletics employees who meet the above criteria for high risk should contact their primary care physician for medical needs. SJU Athletics employees with a high-risk condition may consult with Human Resources regarding workplace accommodations, if needed.

11. Self-Reporting of Symptoms or Exposure Student-athletes and SJU Athletics employees who have contact with student-athletes should immediately report any symptoms of COVID-19 to a sports medicine staff member. All SJU Athletics employees also should report symptoms to their primary care physician for immediate case management, should follow any University guidelines related to reporting as set forth by Human Resources, and should remain isolated at home. Student-athletes and SJU Athletics employees also should report to the SJU sports medicine staff if they know they have been exposed to anyone who has tested positive for COVID-19.

12. Daily Symptom Monitoring SJU Athletics will conduct daily symptom monitoring prior to all voluntary and countable athletically-related activities at safe and efficient screening sites (see also Appendix 5 for additional information). Upon arrival at the facility, student-athletes must stop in a tent located outside the facility for temperature monitoring and symptom checks by SJU sports medicine staff.

● SJU sports medicine staff will take temperatures with an infrared thermometer to comply with social distancing guidelines

● SJU sports medicine staff will review and document a symptom checklist on a daily basis for student-athletes. The checklist will include at least the following symptoms:

○ Shortness of breath or difficulty breathing ○ Cough or other respiratory symptoms ○ Headache ○ Chills ○ Muscle aches ○ Sore throat

13. Pre-Preparticipation Physical Examinations

SJU Athletics regularly requires pre-participation physicals for all student-athletes. During COVID-19, such physical examinations may need to account for new and different COVID-specific symptoms or indications, including those pertaining to symptomatic or asymptomatic impact on pulmonary, respiratory, and cardiovascular systems. Comprehensive pre-participation physical examinations will be conducted for all student-athletes as follows:

● When the applicable Pre-Participation Safeguard period has expired ● By SJU team physicians ● COVID-19 specific screening questions have been added to the student-athlete medical

history questionnaire and will be reviewed by SJU sports medicine staff ● Necessary testing related to COVID-19 screening will take place at the discretion of the

SJU team physicians (e.g., cardiac testing, pulmonary testing, blood work, COVID-19 specific testing)

● Social distancing (to the extent possible) and hygiene protocol will be implemented for all physicals

14. Isolation, Quarantine and Pre-Participation Safeguard

According to the CDC, isolation and quarantine help protect the public by preventing exposure to people who have or may have a contagious disease. The CDC defines isolation and quarantine as follows:

● Isolation separates sick people with a quarantinable communicable disease from people who are not sick. Isolation will be used for individuals who test positive or are awaiting test results. Individuals in isolation should not have contact with other people.

○ If a student-athlete tests positive, he/she will remain in isolation until: ● 14 days after symptom onset ● three days fever free without fever reducing medication (i.e. Tylenol) ● improvement of respiratory symptoms

● Quarantine separates and restricts the movement of people who were exposed to a contagious disease to see if they become sick. Individuals in quarantine may continue to

reside and interact with members of their “household.” Quarantine will be used in the following circumstances:

○ All employees or student-athletes upon return to campus from international travel, in accordance with CDC requirements (currently 14 days); this CDC requirement supersedes and encompasses the pre-participation safeguard period set forth below (i.e., international student-athletes do not need an additional 7-day safeguard period)

○ Symptomatic employees or student-athletes (length will vary) ○ Employees or student-athletes who have been exposed to a close contact of a

confirmed positive (currently 14 days after last exposure) ○ NCAA guidelines encourage student-athletes to quarantine for at least 7 days

when returning to campus if travel back to school involves social distancing challenges, such as via airplane. Student-athletes who return to campus via air travel must engage in a more restrictive quarantine but it will occur during the same time period when teammates are in the pre-participation safeguard period set forth below

In addition to the foregoing, SJU Athletics is adopting a mandatory, 7 day Pre-Participation Safeguard period for student-athletes prior to receiving their pre-participation physical examination. During this time, student-athletes are asked to restrict their public interaction as much as possible to reduce potential exposure and to closely monitor symptom manifestation.

Student-Athlete Pre-Participation Safeguard Period Guidelines: The following guidelines should be followed during the pre-participation safeguard period for domestic student-athletes who do not return to campus via airplane. Exercise: It is permissible for student-athletes to run or exercise by themselves outdoors.

● No running or exercising with others. ● If possible and safe, run/exercise at “off-peak” times of day when the least amount of

people may be around. ● Adhere to social distancing guidelines. ● Avoid use of public water fountains and public restrooms. ● Avoid public park exercise equipment. ● Run/exercise within proximity of your residence to provide quick access to personal

restroom and hydration. ● Bring your own personal water bottle and do not share with others.

Essential Public Venues: It is permissible to visit life-sustaining or essential public locations only (e.g., to seek medical care, to obtain essential grocery store or pharmacy needs).

● Must wear a face covering at all times when in public places. ● Must adhere to social distancing guidelines. ● DO NOT gather in large public places such as parties, concerts, bars, restaurants,

other people's houses/dorm rooms, etc. Hygiene Requirements Related to Exercise and Essential Public Venues:

● Wash hands before and after exercise activities. ● Change and wash clothing immediately upon returning to residence from exercising or

when returning home from an essential public location. Student-Athlete Employment:

● Telework should take place if at all possible. ● If a job requires on-site presence, work may continue, but hygiene practices, social

distancing, and public venue requirements must be adhered to. Non-essential personal travel will require restart of the pre-participation safeguard period. This includes any of the following that take place during pre-participation safeguard: visit to the Jersey shore, Poconos, Maryland shore, other vacation destination; returning home from out of the area; or any travel by air or commuter transit (bus, train, ride-share). Q5: Does the University have isolation dorms for students who test positive for COVID-19? A5: Yes, but at this time only for students who live on campus. The University has designated Moore Hall as the isolation dormitory for students who test positive for coronavirus and who live on campus. Off-campus students who test positive will be asked to isolate at their permanent or off-campus residence. Q6: Does the University have a specific quarantine area for student-athletes who present with symptoms or are otherwise required to quarantine? A6: No. To ensure additional individuals and athletic facilities do not become infected or contaminated by a symptomatic patient, we are referring all non-emergent symptomatic patients and others required to quarantine to their on- or off-campus residences. The University is currently working to identify a limited number of on-campus rooms for residential students requiring quarantine. Q7: Where can student-athletes reside when they are in the pre-participation safeguard period? A7: There are multiple potential locations at which SJU Athletics may ask student-athletes to reside during the pre-participation safeguard period. In deciding on a location, SJU Athletics will

consider availability of on-campus housing and will ask student-athletes to safeguard as close to campus as possible to mitigate the risk associated with return travel to campus. Proximity to campus is more important for fall and winter sport student-athletes, who will engage in practice and/or competition promptly upon ending the safeguard period.

● On-campus housing: This option is ideal and will be used for those student-athletes who are living on-campus during 2020-21 IF on-campus housing is available during their required safeguard period. On-campus housing is extremely limited prior to August 10. Student-athletes residing on-campus during the safeguard period likely will not be in the same room in which they will reside during the academic year.

● Off-campus housing: For student-athletes who have retained off-campus residences for 2020-21, they will generally engage in their safeguard period from such residence (with their roommates, whether or not such roommates are student-athletes)

● Permanent residence: Student-athletes who cannot engage in their safeguard period in on- or off-campus housing may be permitted to do so at their permanent residence, with approval by athletic trainer and coach. This will be the case for several on-campus, spring sport student-athletes who cannot return to their residence hall prior to August 23. Because of the proximity to practice and/or competition for fall and winter sport student-athletes, this option will be extremely limited for those students.

● Hotel: In extremely rare situations, such as if a residential, international student-athlete is able to return to campus and there is no on-campus housing available, SJU Athletics will procure and pay for a hotel room if assured of the safety of such arrangement and agreeable to the student-athlete.

15. Testing

NCAA guidance suggests that each institution make decisions regarding testing that are appropriate for the health and safety of its student-athletes and employees. The NCAA recognizes both the limitations on testing and that testing plans will vary based on availability, state and local guidance, accuracy of available testing, and other factors specific to each institution. In addition, many entities in college athletics are using a testing protocol that involves increased testing as the department moves from return to campus, to practice, and ultimately to competition. Note that SJU Athletic’s testing protocol will likely evolve as testing accuracy and availability increases. There are several categories of testing currently available or in production:

● Diagnostic testing (two distinct tests qualify as diagnostic tests): ○ Polymerase chain reaction testing (also known as PCR, conducted via nasal

swab) tests for viral particles that indicate an individual is actively infected ○ Antigen testing tests for proteins found on or within the virus (nasal swab and

saliva testing are in progress)

● Serological testing (conducted via blood test) indicates a history of prior infection, and

hopefully correlates with future immunity although data is inconclusive. Such tests are not currently well validated.

● Surveillance testing is used to trace the epidemiology of COVID-19, such as virus movement, effect on certain groups of people, and patterns. Such testing is in its infancy.

Q8: Will SJU Athletics employees be tested upon arrival to the athletics facility? A8: No. If an employee was tested while away and/or has symptoms, he/she is highly encouraged to comply with Saint Joseph’s University’s Human Resources Department process for reporting positive COVID-19 test results and follow all University guidelines applicable to staff.

Q9: Will student-athletes be tested upon arrival to the athletics facility or otherwise prior to first athletically-related activity? A9: No. Testing will only be conducted when student-athletes report symptoms.

● When symptoms are reported, SJU team physicians will order Polymerase Chain Reaction test (PCR) to determine virus presence.

● If a student-athlete was tested while away, proof of testing results should be brought with the student-athlete and presented to SJU sports medicine staff at his/her pre-participation physical

● A previous negative COVID-19 test does not preclude the necessity for the pre-participation safeguard period

16. Contact Tracing

In light of the uncertainty of testing and the necessity to reduce community spread, the NCAA and local public health officials suggest the development and implementation of effective contact tracing protocol. Contact tracing comes into play in response to a confirmed positive infection. Contact tracing is the process of identifying and notifying individuals of potential exposure to an infected person, which is a key strategy for preventing further spread of COVID-19. SJU Athletics has developed the following contact tracing protocols to protect the health and safety of the student-athletes and to allow activities to continue. The following protocol for contact tracing is in place for student-athletes and staff members who test positive for COVID-19. A. Designation of and Certification for SJU Athletics Contact Tracers SJU Athletics has designated each member of the High Performance Team (athletic trainers, strength and conditioning coaches, physical therapist), as well as every full-time varsity sports team coach, director of operations, and sport administrator as “Contact Tracers.”

According to the CDC, recommended knowledge and skills for Contact Tracers include, but are not limited to: a) an understanding of the general principles of exposure, infection, and symptoms of COVID-19; and b) excellent and sensitive interpersonal, cultural sensitivity, and interviewing skills. Prior to conducting any contact tracing investigation, each Contact Tracer must complete the following online course, which is free of charge and takes approximately two hours to complete: The Association of State and Territorial Health Officials’ Making Contact: A Training for COVID-19 Contact Tracers, which is available at: https://learn.astho.org/products/making-contact-a-training-for-covid-19-contact-tracers Required Contact Tracers must certify that they have completed the training by emailing the course’s certificate of completion to Eric Laudano at [email protected]. B. Contact Tracing Protocol The following protocol will occur when a student-athlete or staff member tests positive for coronavirus:

1. Any SJU Athletics employee or student-athlete who tests positive for coronavirus (“Index Person”) must immediately isolate in accordance with the protocols in the Health and Safety Plan. 2. As soon as the Index Person is able, a Contact Tracer must work with the Index Person to identify: (i) the Index Person’s potential infectious period, which is 48 hours before either illness onset or, if asymptomatic, the Index Person’s test date and (ii) all SJU-affiliated close contacts, which may include teammates, coaching staff, support staff, or anyone else in the SJU community,

The CDC defines “close contact” as a person who is living in the same household, has been within six feet of someone for about fifteen minutes, or has been in physical contact with the Index Person (e.g.,shaking hands) or the Index Person’s secretions (e.g., being coughed on). Note that current science indicates that coronavirus is not transmitted through sweat, but that the exchange of breath droplets and saliva during practice or competition in close contact is considered a risk factor. Close contact does not include passing interactions, such as walking past someone. Once an Index Person’s close contacts are identified, Contact Tracers will begin the process to reach out to the close contacts, who are then referred to as Persons Under Investigation (PUIs). Contact Tracers must collect all information specified in the interview script for PUIs (see Appendix 6).

Upon completion of PUI interviews, Contact Tracers must collect information with people believed to be in contact with the PUI (Contacts). Contact Tracers must collect all information specified in the interview script for Contacts (see Appendix 7). For additional resources related to contact tracing interviews, including Tips for Contact Tracing Interviews and The 4 Parts of a Contact Tracing Interview, see Appendices 8 and 9. To identify any new SJU-affiliated close contacts, Contact Tracers should follow up with each Index Person at least once during the Index Person’s self-isolation period.

1. If any close contact informs the Contact Tracers that he or she has recently tested positive or is experiencing symptoms, that contact must be considered a new Index Person, and the above process repeated for that individual. 2. The process of working with local public health officials will be solidified as our local officials finalize their respective processes. 3. All documentation related to contact tracing must be preserved and treated as confidential.

17. Response to Symptoms and Diagnoses

If an SJU Athletics employee or student-athlete tests positive for COVID-19 or presents with symptoms of COVID-19, the critical response is the care of the individual and protection of others who may have come into contact with the individual. The Plan will be revised to account for infection or symptoms that occur during a period in which competition takes place to account for the safety of the opposing teams in accordance with A10, NEC, and NCAA guidelines.

Q10: What happens if a student-athlete presents with symptoms of COVID-19? A10: If a student-athlete presents with symptoms of COVID-19 while he/she has remaining athletics eligibility, the following process will occur:

● The student-athlete must immediately report symptoms to his/her team athletic trainer and the Student Health Center at (610) 660-1176.

● The SJU athletic trainer will immediately take the student-athlete’s temperature and document symptoms.

● The SJU athletic trainer will notify the student-athlete to immediately return to his/her residence and isolate.

● The SJU athletic trainer will arrange an “On-Demand”’ Telehealth appointment with an SJU team physician for immediate consultation with the student-athlete.

● The team physician will immediately order a COVID-19 test to be administered at the Student Health Center or Main Line Urgent Care in Wynnewood, PA.

● The symptomatic student-athlete will be instructed to isolate at his/her residence until test results are confirmed positive or negative.

● If a student-athlete lives on campus and receives a confirmed positive COVID-19 test result, they will be relocated to Moore Hall for isolation.

● If a student-athlete lives off campus, they should isolate in their private room and ask their roommate to use another bathroom, if possible.

○ If test results are positive for COVID-19, student-athletes will remain in isolation until:

● 14 days after symptom onset, AND ● three days fever free without fever reducing medication (i.e. Tylenol),

AND ● improvement of respiratory symptoms.

● Close contacts (exposed closer than 6 feet for 15 minutes or more, during the contagious period) of a positive COVID-19 case will be quarantined for 14 days after last exposure.

Q11: What happens if an SJU Athletics employee presents with symptoms of COVID-19? A11: If an SJU Athletics employee presents with symptoms of COVID-19, the employee must:

● Isolate at their residence ● Contact their primary care physician and SJU Human Resources ● Follow primary care physician’s directives based upon symptoms presented ● In addition, SJU Athletics employees who have close contact with student-athletes

should immediately report any symptoms of COVID-19 to a sports medicine staff member

If COVID-19 testing is ordered, employees are highly encouraged to contact SJU Human Resources Department for further instructions on return to work requirements and accommodations, if applicable. Q12: What happens if an SJU student-athlete tests positive for COVID-19? A12: The following protocol is in place for student-athletes who test positive:

● The student-athlete will isolate for 14 days following the results of a positive test. ● If a student-athlete lives on campus and receives a confirmed positive COVID-19 test

result, they will be relocated to Moore Hall. ● If a student-athlete lives off campus, they should isolate in their private room and ask

their roommate to use another bathroom, if possible. ● If a student-athletes tests positive for COVID-19, they will remain in isolation until:

○ 14 days after symptom onset ○ three days fever free without fever reducing medication (i.e. Tylenol) ○ improvement of respiratory symptoms

● SJU athletic trainers will conduct daily check-ins with the student-athlete to monitor symptoms via telephone.

● SJU team physicians will conduct regular Telehealth follow-up appointments with the student-athlete.

● SJU Athletics will coordinate with the student-athlete regarding meals, in coordination with Student Life for those student-athletes who live on campus.

● SJU Student Health Services will be notified to track campus cases, and either Student Health or Athletics will report the positive case to local public health authorities.

● If a student-athlete develops respiratory distress, the student-athlete will be instructed to contact Campus Safety (if living on campus) or dial 911 (if living off-campus) to be transported to the closest Emergency Room for further evaluation.

● Contact tracing process outlined above will be implemented when a student-athlete tests positive.

● Close contacts (exposed closer than 6 feet for 15 minutes or more, during the contagious period) of a positive COVID case will be quarantined for 14 days after last exposure.

Q13: What happens if an SJU Athletics employee tests positive for COVID-19? A13: The following protocol is in place for SJU Athletics employees who test positive:

● SJU Athletics employees should heed the medical advice of their primary care physician who ordered the COVID-19 test.

● Employees must isolate and may not report to campus for 14 days following the results of a positive test

● Employees must monitor symptoms and temperature for 14 days while isolated ● Employees should be retested for COVID-19 seven days after their last exposure

○ If the retest is negative, the employee should remain in quarantine during the 14-day period

○ If the retest is positive, employees remain in isolation for an additional 14 days and monitor symptoms.

● Employees who have tested positive for COVID-19 within a two-week time frame prior to resocializing within SJU Athletics Department, should notify the SJU sports medicine staff and finish their 14-day isolation period

● Contact tracing process outlined above will be implemented when a staff member tests positive

● Close contacts (exposed closer than 6 feet for 15 minutes or more, during the contagious period) of a positive COVID case will be quarantined for 14 days after last exposure.

● Any employee who has tested positive, and will be active during workouts/practice, should have cardiac screening conducted by their primary care physician prior to exertional coaching/activities and notify the SJU sports medicine staff of cardiac clearance.

● Employees are highly encouraged to notify SJU Human Resources Department of the

result of the positive test to abide by the University protocol to return to work and accommodations, if applicable.

Q14: Once a student-athlete is fully recovered and asymptomatic after successful isolation, what is the process to return to athletically-related activity? A14: The following steps need to be completed prior to reintroduction to activity following a positive COVID-19 test:

● The student-athlete must obtain a clearance note from his/her treating physician and provide the note to his/her SJU athletic trainer.

● The treating physician note (if not an SJU team physician) will be reviewed by an SJU team physician for final clearance.

● All student-athletes who are returning to activity following a positive COVID-19 test will need to undergo non-invasive cardiac testing (EKG or echo) by an SJU-affiliated cardiologist and blood tests.

● An SJU sports medicine staff member will continue to work with the student-athlete for daily symptom monitoring and temperature checks.

● Because the symptom recovery timeline of COVID-19 can vary by individual, SJU medical staff will implement and monitor a stepwise progression back to activity based on daily symptom monitoring.

18. Guidance Applicable to All Sporting Events

Pennsylvania’s Guidance for All Sports Permitted to Operate During the COVID-19 Disaster Emergency to Ensure the Safety and Health of Employees, Athletes, and the Public guidelines will be followed as outlined below: To conduct games and practices, organizations and teams authorized to conduct in-person activities pursuant to this guidance must adhere to the following:

● SJU must designate a primary point of contact for all questions related to COVID-19, and all parents, student-athletes, officials, and coaches must be provided the person’s contact information. The SJU Athletic Department’s primary point of contact is Eric Laudano, Senior Associate Director of Athletics for High Performance and NCAA Healthcare Administrator. Primary contact information: [email protected]. This information will be disseminated to officials and visiting teams through SJU Athletics game operations staff.

● In the event an athlete, coach, or official falls ill, this Plan will govern; SJU Athletics will describe the specific action steps to involved individuals as appropriate and necessary while respecting confidentiality required by law

● SJU will educate all student-athletes and employees about the symptoms of COVID-19, when to stay home, and appropriate hygiene practices in accordance with this Plan; the Plan will be distributed to parents. Signage at events will further educate all attendees.

● Coaching staff and other employees should wear face coverings at all times, unless doing so jeopardizes their health

● Coaches and student-athletes must maintain appropriate social distancing at all times to the extent possible, including in the field of play, locker rooms, sidelines, dugouts, benches, and workout areas. During down time, athletes and coaches should not congregate

● SJU Athletics will monitor and screen student-athletes for symptoms prior to and during games and practices. If individuals participating in sporting activities show symptoms, have a temperature of 100.4 degrees or higher, or are sick, they must be sent home

● All student-athletes, coaches, and officials must bring their own water and drinks to team activities. Team water coolers for sharing through disposable cups are not allowed. Fixed water fountains should not be used (except for fixed water-bottle filling stations)

● Activities that increase the risk of exposure to saliva must not be allowed, including chewing gum, spitting, licking fingers, and eating sunflower seeds

● Student-athletes and coaches will be educated to avoid handshakes, fist bumps, or high fives before, during or after games and practices, and to limit unnecessary physical contact with teammates, other athletes, coaches, officials, and spectators.

● Whenever possible, equipment and other personal items should be separated and not shared. If equipment must be shared, all equipment should be properly disinfected between users to the extent possible.

● If multiple games are to be held at the same facility, adequate time shall be scheduled between contests to allow for facilities to be cleaned and disinfected, and to minimize interaction between athletes. Each individual game or practice at a complex must adhere to the gathering occupancy limits (25 in yellow, 250 in green), and the facility as a whole may not exceed 50% of total occupancy otherwise permitted by law.

● Concession stands or other food must adhere to the Guidance for Businesses in the Restaurant Industry.

To operate games or practice, organizations and teams that are otherwise permitted to conduct in-person activities pursuant to this guidance are encouraged to do the following:

● In counties in the Yellow Phase of Reopening, indoor training or sports may only be conducted by organizations subject to supervision or regulation of the NCAA, and only in accordance with guidance provided by the NCAA. Start by limiting games, scrimmages, and matches to teams in your region first. Expand beyond regional play if cases continue to stay low.

● Student-athletes are encouraged to wear face coverings when they are not engaged in a sporting activity, unless doing so jeopardizes their health.

● All SJU Athletics employees, including coaches, will receive education on health and safety protocol. SJU Athletics will provide a link to the Plan to officials and visiting teams. Coaches should create a back-up staffing plan that includes cross-training staff.

● SJU Athletics will limit cash transactions to the extent possible by eliminating the sale of food and merchandise and/or finding alternative ways to charge admission and pay for food or merchandise.

● Create protocols to limit entrance and exit traffic, designating specific entry to and exit from facilities.

Saint Joseph’s University and the Department of Athletics welcome you back to campus. The entire United States is involved in a pandemic, and the novel coronavirus (COVID-19) remains a highly contagious virus that can cause major health problems and even death. The risk of COVID-19 exposure and infection cannot be eliminated; however, your consistent adherence to these expectations can help to reduce that risk. SJU Athletics has developed the following expectations for all SJU student-athletes to promote a safer return to athletics participation for everyone involved. SJU’s highest priority is the safety of its community members and an essential part of the safety of our community is your adherence to these expectations. These expectations, therefore, are also your pledge that you will contribute to community safety. To participate in athletic and academic activities, including meetings, strength and conditioning sessions, practices, study sessions or competitions, you must be an active participant in maintaining your own wellbeing and safety and in helping to maintain the safety of others by following all the guidelines and recommendations from SJU Athletics. SJU Athletics may modify these expectations at any time, but will provide notice in the event such modifications are made. Student-athletes are required to make every effort to keep themselves apprised of changes to these expectations.
