Memorandum

TO: County Faculty who are Agent Advisors to FAHCE

FROM: Larry Forthun (2012-2015)FAHCE State Advisor

RE: Revised Agent Advisor's Handbook

It has been six years since the last revision of the Agent Advisors Handbook. In revising the Handbook I have tried to make it more user-friendly by rearranging the materials, eliminating unnecessary and overlapping items, and streamlining instructions. More specifically, I have removed much of the content that is not directly related to your role as advisor and is available in the FAHCE Member Handbook (e.g., member registration forms, state conference judging criteria, etc.). Of course, there is always room for improvement and I would welcome your comments.

As in previous versions, I have included in the Handbook a memo from Bob Willits, Assoc Director of University Personnel Services, with instructions on compliance with Florida Statutes, Chapter 110, Part IV, regarding volunteer workers and their coverage by workers’ compensation. I have also included the required form that must be completed for each volunteer – Record of Volunteer Service. And, for your convenience, I have included Appendix C, a directory of HCE leaders and Agent Advisors for each member county.

I recommend that you take time to become familiar with the Handbook, giving particular attention to the major headings included in the Table of Contents. Always check the Advisor’s Handbook or the Member’s Handbook first whenever an FAHCE question arises -- if you can't find the answer there then call me and I will do my best to help you.

I want to emphasize the importance of dedicated FAHCE volunteers in our Extension programs. Each year FAHCE volunteers contribute thousands of hours of community service, extending information through teaching and sponsoring educational activities. In addition, their service projects support dozens of community needs in locations ranging from neonatal units to nursing

homes, from 4-H camps to day care centers. And, very importantly, they provide essential support to Extension family and consumer sciences programs and ultimately to the University of Florida and IFAS.

Therefore I recommend that you develop and maintain a strong ongoing relationship with FAHCE, a relationship that is a PROACTIVE, POWERFUL PARTNERSHIP. I will do all that I can to support you in this endeavor.

Responsibilities of Agent Advisors to Florida Association for Home and Community Education

A. Program Development and Implementation

See that HCE has representation on County Family and Consumer Sciences Advisory Committee, so that their program needs and concerns can be considered in the overall county program plan.

Look for opportunities to integrate HCE program priorities with the overall county program plan. These volunteers can extend the outreach of the county program while at the same time contributing to their organizational goals and objectives.

Help HCE program planners to identify Extension educational resources as well as community resources for educational programs. Provide educational materials (e.g., Extension publications, teaching aids) to support HCE programs.

Teach Family and Consumer Sciences content/topics to HCE leaders and encourage them to teach others. Build and improve teaching skills of leaders by providing training in how to teach and including teaching tips in subject matter training.

Provide evaluation tools to assist HCE leaders in assessing accomplishments. Refer to the HCE report form to see the kind of information they are asked to gather. Impact assessments may be added when feasible.

Include HCE accomplishments when reporting impacts in your Faculty Accomplishment Report, giving credit for their volunteer efforts. Educational accomplishments should be reported with the appropriate major program.

B. Leadership Development

Assist HCE leaders in identifying and motivating members who may be potential organizational and educational leaders.

Support HCE leaders in encouraging members to participate at all organizational levels and to share information with others.

Teach leadership skills and provide opportunities for members to experience personal growth by practicing these skills.

Provide leadership development training for officers and leaders annually or as often as needed.

Include HCE leadership development accomplishments in your FAS 2 report.

C. Organizational Maintenance

Serve as Advisor to HCE county officers and leaders, recognizing and rewarding them as volunteer partners in the Extension educational enterprise.

Explain applicable Extension policies and operational guidelines, including those relating to use of Extension office resources, facilities and services.

Assist in interpreting government regulations affecting the HCE organization, e.g., IRS, state sales tax, Affirmative Action. (See Appendix, "Sources of Information").

Comply with the guidelines for implementation of the Affirmative Action Plan of the Florida Cooperative Extension Service, as set forth in the annual All Reasonable Effort Certification memo from District Extension Directors.

Keep your Agent Advisor's Handbook updated by removing obsolete materials and inserting new materials annually or whenever received from the State Advisor. Refer to the Handbook first when questions arise concerning any aspect of the HCE organization. If you don't find the needed answer in the Handbook, call the State Advisor's office.

Maintain a current HCE file including a copy of the current membership list, officers, committees, and program plans. The yellow copy of the individual membership forms (HCS 9001) should be retained in the county office, or the information can be transferred to a disk and updated annually.

Provide any needed assistance to HCE officers and leaders in preparing and submitting their organizational reports (Membership and Dues, County President's Report, Educational Program Reports and Award Book entries if applicable) but don't do the reports yourself. You can help by seeing that copies of the reports are sent to the State Advisor.

Cooperate with HCE leaders in communicating HCE program impacts to decision makers, and in securing publicity for their educational programs. Highlight the value of HCE volunteers in community education and service activities.

Basic Instructions

Affirmative Action reporting now includes only two forms; one that is completed by the HCE advisor and one that is completed by the CED. The All Reasonable Effort Certification form is completed by the HCE advisor and provided to the CED as documentation that “each club is drawing membership which is representative of the racial composition of the geographic area that the club serves” (see attached form and instructions). HCE advisors are no longer required to designate HCE club boundaries on a map unless instructed by the CED.

There is now only one form the DEDs require from the CEDs: the Affirmative Action Annual Compliance Review Worksheet. The CED completes one form to cover all Extension programs in the county. It is up to the CED to request information from the HCE advisor for reporting and documentation. Some of you have mentioned that the form requests information that is not appropriate for HCE clubs. What may be happening is that our CED is asking you to complete the Worksheet for the HCE clubs in your county with the purpose of compiling the information across Extension programs. That is why there are a variety of items on the checklist that do not fit HCE clubs; the items cover all Extension programs across the county. If your CED asks you to complete the generic form, only complete what is appropriate for your HCE clubs. Ultimately, it would be up to your CED and DED to decide what information you should collect, document, and report. For further information, discuss with your CED or follow the link below:

1Affirmative Action Report Instructions (Prepared by the County Extension Director)

Reports of Accomplishment are done and now it is time to take a look back to see if we were able to successfully accomplish our Affirmative Action responsibilities. During each January and February, we strongly encourage you to devote a portion of your regular faculty and staff meetings to a review of the following information and the completion of the required reports. By including this in your staff meetings, you will accomplish several things - sharing the responsibility, discussing appropriate actions to take relative to Affirmative Action and completing your tasks necessary for the AA reports.

At the end of each program year, the Florida Cooperative Extension Service is required to submit a report concerning Extension faculty compliance with the standards contained in the Florida Extension Service Affirmative Action Plan. Take the time to review the documents in this correspondence and the further information available on District Extension Director’s Home Web Page at http://ded.ifas.ufl.edu/.

The single form has been prepared (available on the DED Home Web Page at http://ded.ifas.ufl.edu/resources/affirm.shtml) so that you may gather the information from your faculty and complete in a reasonable length of time. In preparing this report please keep in mind the information should reflect achievements toward securing minority participation for Program Year 2012 (January 1, 2012 through December 31, 2012). Hopefully, you will find the form clear and simple to complete. However, your county situation may require some specific information, please contact your District Extension Director if you have problems.

The completed report is to be sent to your District Extension Director’s Office as an attached file in one email to your DED. The report should be in no later than April 5, 2013.

As the report is discussed and completed, the faculty and staff should take a critical look at where the county is in terms of involving a representative cross-section of residents in Extension programs. You should be able to see and document results from your efforts; if you don’t, new strategies need to be tried. These need to be discussed at a regular county faculty meeting. Use the “Affirmative Action Master Handout” as a discussion guide at your meetings.

The bottom line is that through on-going efforts in all programs and “All Reasonable Efforts” (our efforts specifically designed to increase minority participation in 4-H Clubs and the Florida Association of Home and Community Educators) minority participation in Extension programs

should approximate the minority population in your county. If needed, now is the time to plan an “All Reasonable Efforts” campaign to include mass media, personal letters and personal visits to increase minority participation in organized clubs.

Finally, please review the “All Reasonable Efforts” report you submitted last year and strive for consistency of data and information. Additionally, other helpful files are available for your use in developing and maintaining the local county Affirmative Action file. Thank you.

All Reasonable Effort Certification Instructions(Prepared by the HCE Advisor)

Each year every county must confirm with the Dean for Extension the membership status of each 4-H Club and Florida Association of Home and Community Educators (HCE) Club organized within the county. The objective of this annual membership review of organized clubs is to determine that each club is drawing membership which is representative of the racial composition of the geographic area that the club serves.

In accordance with the rule, a major thrust is to be made concerning all reasonable effort for 4-H and HCE if the percent [racial make-up of the club(s)] is less than that of the community. If the gap is greater than approximately 4%, then extra efforts must be made to extend the offer for minorities to participate in the Extension program(s). This is called “all reasonable effort”. If “all reasonable effort” is necessary, it is to take place between January 1 and March 31st of each year (the three months following the program year). Certification to the Dean as to the status of each club shall be made annually.

The possibility always exists that some persons, especially those who are new on the faculty, have not had access to these activities. Please discuss these guidelines with your faculty and make sure each person understands the guidelines. With reference to the term “all reasonable effort,” please refer to (3) (e) in the University/IFAS Rules. It is important that each faculty member thoroughly understands this term.

If a club is in an interracial community, the membership must either be integrated or all three of the steps under all reasonable effort (mass media, personal letters and personal contacts) must have been implemented of the club is not in compliance. If the bottom line on either the HCE or the 4-H Club form is signed, where you certify that all clubs with the exception of ___________ are in compliance, you must initiate immediate action to bring the club into compliance by implementing “all reasonable effort” or you must disband the club. Remember the professional is responsible for “all reasonable effort,” not the volunteers. Please note that it is the responsibility of the Extension Agent to bring clubs into compliance.

Rules of Department of Education / Division of Universities / University of Florida

6Cl-6.02l IFAS ; Guidelines for Implementation of the Plan as Related to 4-H Clubs and Florida Association for Home and Community Educator Clubs.

(1) Each County Extension faculty member responsible for the organization and operation of 4-H clubs and/or Home and Community Educator clubs shall comply with these guidelines for the implementation of the Affirmative Action Plan (AAP) of the Florida Cooperative Extension Service as it relates to the organization and operation of 4-H clubs and/or family and community education clubs in each county.

(2) The following definitions apply for these guidelines:

(a) Geographic Areas: The term "geographic areas" refers to those areas from which members of the County Extension Advisory Committees are drawn or selected. (Specifically, those are the areas from which members of the County Extension Family and Consumer Sciences Committee and County Extension 4-H Advisory Committee are selected.) These geographic areas are usually quite large and they may also be sometimes known as Affirmative Action Planning Districts. Usually (though not always) these geographic Planning Districts coincide with County Commissioner districts.

(b) Local Neighborhood and Community Boundaries: This is a term used in the Affirmative Action Plan to delineate those areas that have been (or may be in the future) identified by the County Extension faculty and Extension Advisory Committees as forming natural or logical community or neighborhood areas. For the purposes of this rule they will be called "Community Areas". These boundaries may be based upon criteria such as recognized neighborhoods, city blocks, housing complexes, apartment complexes, natural boundaries (i.e., rivers, highways, railroads or major streets), election precincts or in some cases school districts. The only real tests to be applied to the development of these boundaries is that race, color or national origin may not be used as a determining factor! They must be logical boundaries and no "gerrymandering" can be involved.

(c) Club: This is the term used for 4-H clubs and/or home and community education clubs. Each club that serves a multi-racial Community Area (not to be confused with the County Geographic Areas) shall be integrated in proportion to the population mix in the Community Area served by the club.

(3) Guidelines for 4-H Clubs and Home and Community Educator Clubs (Old and New).

(a) Each club shall serve a definite Community Area that is clearly delineated on a map and the Community Area boundaries must be described in narrative form.

l. Clubs and boundaries must be approved (documented in minutes) by a properly structured functional extension Advisory Committee.

2. More than one club may exist in the same Community Area when needed. Factors that influence the number of clubs needed in Community Area are the number of potential

members, facilities, available leaders, etc.

(b) The racial composition (by number and percent) of each Community Area served by a club(s) shall be determined. This ratio shall be used to determine the needed percent of integration to be considered in full compliance with the Affirmative Action Plan goal if it is in an interracial community. Until this ratio is achieved, all reasonable effort shall continue to be implemented on an annual basis. If this ratio cannot be determined the population ratio of the county shall be used. The source of such determination shall be documented, i.e.; census report, Extension Advisory Committee decision, etc.

(c) One-race clubs may be formed and/or maintained in a one-race Community Area provided that the overall intent of the Affirmative Action Plan is met on a county-wide basis.

(d) If a club(s) serves an interracial Community Area and the club(s) membership is made of one race, all reasonable efforts shall be exerted to integrate the club.

(e) The term "all reasonable effort" shall include all three of the following:

l. Use of all available mass media, including radio, newspaper, and television to inform potential recipients of the programs and of the opportunity to participate.

2. Personal letters and circulars addressed to defined potential recipients inviting them to participate, including dates and places of meetings or other planned activities.

3. Personal contacts by the County Extension Faculty to a representative number of potential minority recipients in a manner best suited to seek their active participation in programs. Contacts shall be made through such channels as school, church, civic fraternal groups and personal visits with potential minority participants.

(f) A major thrust to exert all reasonable effort shall be conducted between September l and December 3l of each year. Certification to the Dean of Extension as to the status of each club shall be as of December 3l annually. Such certification shall be due in the Dean's office by January 15. All reasonable effort shall be documented for audit purposes.

(g) The county extension faculty shall comply with the intent of the AAP. Each club shall contain members in proportion to the population mix of the Community Area served by the club. Each county must show progress in the implementation of the provisions of the Affirmative Action Plan, if it is not in full compliance. In cases where progress is not shown the Dean for Extension shall review each case and where necessary require discontinuance of educational programs.

If non-academic volunteers work in your department the highlighted items below are offered to assist you in complying with Florida Statutes, Chapter 110, Part IV, regarding volunteer workers and their coverage by workers’ compensation.

Require departmental supervisors to obtain your approval before allowing any volunteers to assist your unit.

Have each volunteer provide to the appropriate departmental supervisor any personal and professional information relevant to the services he or she will provide. Supervisors should be faculty or staff members who have responsibility for the program for which the volunteer is recruited, accepted, and trained.

Be sure that the individual will not receive monetary or material compensation from any source for his or her volunteer service.

Have all volunteers complete the Record of Volunteer Service form. This form may be downloaded from: http://www.hr.ufl.edu/emp_relations/forms/volunteer.pdf.

After required signatures have been obtained, provide a copy of the form to the volunteer and keep the original in a confidential file. The department for which the volunteer will perform services should maintain the file.

Advise the volunteer that should he or she be injured while performing the designated work, he or she will be covered by either the University’s workers’ compensation program or state liability insurance as appropriate.

University volunteers must be sixteen years of age or older. Individuals under the age of eighteen are required to provide written parental/guardian approval and complete an Authorization of Treatment form prior to performing volunteer services. Provide each volunteer with a copy of the Reporting a Workplace Injury document. All volunteers injured while performing the designated volunteer work must follow the steps listed on that document. Have copies of the Record of Volunteer Service form and the Authorization for Treatment form readily accessible as the Workers’ Compensation Office may require copies if a volunteer is injured while performing the designated

Volunteer services may ease at any time at the request of the volunteer or at the discretion of the University. A notice stating the effective date of the termination must be provided to the volunteer. This is accomplished by providing him or her with a copy of the signed Record of Volunteer Service form with the termination date filled in.

6Cl-3.003l Finance and Administration; Volunteers.

(1) Purpose and Definition. (a) This rule provides general guidelines for the recruitment, screening, training,

responsibility, utilization and supervision of volunteers rendering services to the University.

(b) (b) A volunteer is any person who, of his or her own free will, provides services to the University with no monetary or material compensation, on a continuous, occasional, or one-time basis.

(2) Responsibilities of Colleges, Schools, and Divisions. (a) Each college, school, division, and operational unit is authorized and encouraged to

utilize volunteers to assist in carrying out its programs. Deans, directors, and department chairpersons must coordinate the use of volunteers in their respective units. The responsibility for the recruitment, screening, training, utilization, and/or supervision of volunteers may be delegated to department chairpersons and heads of operational units.

(b) Each department/operational unit shall record the number, location and duties of volunteers, and the total number of annual hours of volunteer service provided to the department. Such information must be maintained on file by each department/operational unit unless determined otherwise by the appropriate dean or director.

(3) Screening, Acceptance and Benefits. (a) Each person wishing to become a volunteer shall furnish to the appropriate

department/operational unit such personal and professional information as may be necessary for the determination of his or her suitability as a volunteer. The department/operational unit seeking volunteer services shall be responsible for the screening and selection of volunteers. All volunteers shall be at least 14 years of age.

(b) Volunteers shall be advised that they are entitled to workers' compensation and state liability protection under the same conditions as state employees. Volunteers shall be eligible for the other benefits listed in sections ll0.502 and ll0.504 of the Florida Statutes only as approved by the college, school, division or operational unit.

(4) Training, Utilization and Supervision.(a) Upon selection, the department/operational unit shall ensure that it has on file a

completed Record of Volunteer Service for each volunteer. This form shall be completed by the volunteer and the University’s representative prior to the volunteer receiving any training and/or performing any services for the University. Record of Volunteer Services, Form DHR-RVS1, Rev. 10/02, incorporated herein by reference and are available from the Workers’ Compensation Office, Division of Human Resources, 433 Stadium, Post Office Box 115008, Gainesville, Florida 32611.

(b) Each department/operational unit shall provide in writing to each volunteer the specific tasks and/or duties to be performed and provide the volunteer with all appropriate work and safety training.

(c) Each department/operational unit shall ensure that it has on file a completed Parental/Guardian Authorization for Treatment of Minors, Form DHR-PGAT, Rev. 10/02, for volunteers under the age of 18 years which is incorporated herein by reference. This form shall be completed prior to such a volunteer receiving any training and/or performing any services for the University. Department/operational unit shall further ensure that all provisions of the State’s Child Labor Laws are adhered to for volunteers under the age of 18 years. Forms are available from the Workers’ Compensation Office, Division of Human Resources, 433 Stadium, Post Office Box 115008, Gainesville, Florida 32611.

(5) Responsibilities of Volunteers -- Termination. (a) Volunteers shall be expected to perform their services in a professional manner and in

110.504  Volunteer benefits.--

(1)  Meals may be furnished without charge to regular-service volunteers serving state departments, provided the scheduled assignment extends over an established meal period, and to occasional-service volunteers at the discretion of the department head. No department shall expend or authorize any expenditure in excess of the amount provided for by appropriation in any fiscal year.

(2)  Lodging, if available, may be furnished temporarily, in case of a department emergency, at no charge to regular-service volunteers.

(3)  Transportation reimbursement may be furnished those volunteers whose presence is determined to be necessary to the department. Volunteers may utilize state vehicles in the performance of department-related duties. No department shall expend or authorize an expenditure in excess of the amount appropriated in any fiscal year.

(4)  Volunteers shall be covered by state liability protection in accordance with the definition of a volunteer and the provisions of s. 768.28.

(5)  Volunteers shall be covered by workers' compensation in accordance with chapter 440.

(6)  Incidental recognition benefits or incidental nonmonetary awards may be furnished to volunteers serving in state departments to award, recognize, or encourage volunteers for their service. The awards may not cost in excess of $100 each plus applicable taxes.

(7)  Volunteers, including volunteers receiving a stipend as provided by the Domestic Service Volunteer Act of 1973, as amended (Pub. L. No. 93-113), shall be covered by s. 768.1355, the Florida Volunteer Protection Act.

Pinellas County Yearly for 1999

SITUATION: Pinellas County is highly urbanized, with a great percentage of new residents yearly. We feel these people need to know about our resources and educational programs.

OBJECTIVES:A. Leadership DevelopmentB. Public RelationsC. Continue to assist 4H programs and provide Child Care information

ACCOMPLISHMENTS:

Objective A: Pinellas County has been promoting training for our club members. We have given six scholarships this year. At county level we had programs for Officer Training, Household Conservation, Food and Drug Interaction, Fraud, Recycling, Food Nutrition, Safety, etc.

Objective B: We continue to develop an awareness of HCE. We invite the public to attend our programs at our council meetings. Although we have lost many members due to age, etc. we feel we are on an upward trend. We participate at the Pinellas County Fair yearly with a selling booth and displays about our organization. We have given demonstrations at the annual Largo Recycling Fair. Our HCE volunteers help with mailing newsletters to new mothers. An average of 2000 families receive this information. We have been supporting 4H with classes in sewing, day camp activities, and scholarships.

Objective C: We have been active in the Head Start program, supplying them with over 400 cot covers yearly.

Other: We continue programs to encourage TV producers to reduce the level of violence and sex in programs, collect pop top tabs for Ronald McDonald, save labels from products for school projects. Our HCE clubs have contributed over $1,500.00 and 2500 articles to charitable organizations in Pinellas County.

HCE members have reported volunteering 29,513 hours and reached 16,437 people in 1999.

Section 2. To provide the opportunity for educational volunteers to cooperate in Department of Family, Youth and Community Sciences and other educational programs, as our mission is to strengthen individuals, families and communities through:

COMMUNITY ACTIONSection 3. To offer a means by which educational volunteers in cooperation with the Extension Service may interpret and promote programs of state, national and international importance in the preservation of the American Home.

Section 4. To function as a non-profit corporation as defined under Section 501(c)(3) of the Internal Revenue Code. ARTICLE III - MEMBERSHIPSection 1. The membership shall be State, District, County and Club Association for Home & Community Education.

Section 2. The types of membership shall be:

A. Individual MembershipFor Club, County, District and State

B. Life MembersLife Members shall pay dues to a Florida county in order to maintain their State Life Membership.

C. Associate MembershipState Council Associate Members that pay dues to State, District, and County will be members with all rights and privileges except to vote and hold office.

D. Honorary Membership1. A person proposed for honorary membership in the State

Council shall:a. Have made a distinct contribution to human welfare

that in some way strengthens home and family life.b. Be recognized as a leader in her/his field of endeavor.c. Have expressed an interest in the Council's

objectives.

2. Honorary members shall be members of State Council only, with all rights and privileges of the State Council except the right to vote and hold office. They shall be exempt from the payment of dues and shall receive the "Florida HCE Outreach" newsletter.

Section 3. The Florida Association for Home & Community Education does not discriminate by sex, race, color, age, disabilities, religion or national origin. The State Council shall be composed of the County Councils of the state who wish to become members and work under the guidelines of Home & Community Education Clubs and Councils, and who pay membership and scholarship dues to State Council.

Section 4. There shall be five District Home & Community Education Councils. A District President, Vice President, Secretary and Treasurer or Secretary-Treasurer shall be elected by each District Council.

The District Executive Committee, composed of District officers, shall be responsible for giving direction for Council business in the district.

The District Council shall be composed of the officers of the District, the president of each County Council within the district, appointed chairmen and any other members as determined by the District Council.

Section 5. A County Home & Community Education Council may be organized in any county. Membership shall be open to all persons without regard to sex, race, color, age, disabilities, religion or national origin. To be eligible to affiliate with the District Council or State Council, the County Council must have bylaws outlining the responsibilities of its officers and committee chairmen and must pay dues to District and State Councils.

Each county holding membership in the State Council shall have two voting delegates for State business, one of which shall be the County Council President or her/his appointed substitute, and another delegate shall be elected or selected by the County Council.

ARTICLE IV – OFFICERS, DIRECTORS and ELECTIONS

Section 1. The elected officers of the State Council shall be President, President-Elect (when applicable), Vice President, Vice President for Programs, Secretary, and Treasurer. These officers shall be the Executive Committee. Five Educational Program Directors shall also be elected. The State Board members cannot serve in more than one State Board position at the same time.

Section 2. Articles in the Bylaws pertaining to elections shall be read to the voting delegates before each election.

Section 3. Executive officers shall be elected for two years except the President-Elect, who will be elected to serve during

the President's second year and will succeed to the presidency at the end of the President's term.

Section 4. The President shall serve for one two-year term and the Vice President and Secretary shall serve for a term of two years, or until their successors are elected. The Treasurer may serve more than one term, but no more than three consecutive terms.

The Vice President of Programs and the five Educational Program Directors shall be elected to serve for a term of two years, and may be re-elected to serve one additional two-year term. Educational Program Directors shall be elected with equal representation being given to all districts whenever possible. One Educational Program Director shall be elected from Districts II and IV in the even years and one from Districts I, III, and V in the odd years.

The Executive Committee shall be responsible for making appointments to fill any office or offices vacated. The appointments shall be for the remainder of the un-expired term.

Section 5. Each County Council may present the names of two persons for office to the State Nominating Committee following the guidelines for eligibility:

A. A nominee for any State executive office must be a member of the council that recommends her/him, must be a current or past County Council officer, and must have attended at least one State Council meeting in the past three years. A nominee for Educational Program Director must be a member of the council that recommends her/him and must have served on the County Council Board.

B. The nominee for President-Elect must have served one year on the Board of Directors, and must have served as County Council President.

C. Credentials must be submitted in writing 60 days prior to the State Conference to all members of the Nominating Committee, the State Secretary and the State Advisor.

D. One or more nominees for each office shall be selected by the Nominating Committee to be presented to the voting delegates. Nominations may be made from the floor by voting delegates provided proper credentials have been submitted and approved for the nominee.

E. There shall be no more than two members from one county serving as State executive officer on the Board of Directors of the Florida Association for Home & Community Education, Inc.

ARTICLE V - DUTIES OF OFFICERS

Section 1. Duties of the President

A. The President shall preside at all business meetings of the State Council and of the Board of Directors and perform such other duties as are described in these Bylaws and the parliamentary authority adopted by the Council.

B. The President may attend District Council and Country Women's Council (CWC) meetings during the two years of her/his term, and serve as the delegate to the Associated Country Women of the World (ACWW) Conference, if held during her/his term.

C. If an emergency Board vote is necessary for the appointment of a Board member, committee chairman or committee representative, the President will telephone, fax, e-mail or mail a letter to all Executive Board members requesting members for a written yes or no reply to be sent to the President and the Secretary.

Section 2. The Immediate Past President shall serve as an advisory member of the Board of Directors without vote for the year following the end of her/his term.

Section 3. The President-Elect shall prepare for the office of the President; assist the President and perform all assigned duties during the one-year term of office; serve with vote on the Executive Committee; attend district meetings and all other meetings deemed necessary by the President, representing FAHCE; and serve as Chairman of a bylaw committee appointed by the State President.

Section 4. The Vice President shall perform all duties of the President in her/his absence or disability, and shall serve as the Membership Chairman and State CVU Chairman.

Section 5. The Vice President of Programs shall serve as Educational Chairman and procure the Educational Programs for the annual State Conference

A. Work with State Advisors for programs.

B. Report to and ask Board’s approval for the training planned and present the budget for same.

C. Work with District Presidents as needed.

D. Turn over all materials to the new Vice President for Programs immediately following installation.

Section 6. The Secretary shall keep a record of the minutes of the Executive Committee Meetings, Board of Directors Meetings and the State Conference Business Meeting;

distribute minutes within 20 days of the close of the meetings; perform all secretarial duties as assigned by the President or the Executive Committee; attend to all correspondence; and turn over all materials to the incoming Secretary.

Section 7. The Treasurer shall have charge of all funds of the State Council and shall pay them out on order of the President.

A. The Treasurer shall make a Treasurer's Report monthly to the President and State Advisor, at the Board of Directors meetings, and at the annual meeting.

B. The Treasurer's books shall be examined by an audit annually.

C. The Treasurer shall submit any and all forms required by the Internal Revenue Service for non-profit corporations and any required by the State of Florida on or before the required date.

D. The Treasurer shall be responsible for the FAHCE computer, printer and software. She/he will also prepare membership lists for the "Florida HCE Outreach" newsletter.

Section 8. Foundation Chairman shall be in charge of fund raising for scholarships.

A. The Foundation chairman and committee consisting of one representative from each of the five districts shall be appointed by the State President with the approval of the State Executive committee. This group will be the Foundation Advisory Committee.

B. The Foundation Advisory Committee shall serve under the direction of the FAHCE Board. They shall be responsible to plan all donor campaigns and carry them out after approval of the FAHCE Executive Board.

C. The State President and Treasurer shall serve on the Foundation Advisory Committee and the State Advisor shall serve as Advisor.

D. The Chairman of the Advisory Committee shall be a State Board member and attend meetings with voting privilege.

E. The number of Scholarships shall be limited to the amount of monies raised during the year and the annual interest from the Foundation account.

Section 9. District Presidents shall represent their districts on the Board of Directors, assist the Vice President for programs when needed and give brief reports of the district activities at State Board meetings.

A. District President shall serve as the liaison between counties and must share information designated for the counties in a timely manner.

B. District President shall follow the conference duties according to the conference guidelines.

C. District President shall perform other duties that the State President deems necessary.

ARTICLE VI - BOARD OF DIRECTORS

Section 1. The President, President-Elect (when applicable), Vice President, Vice President of Programs, Secretary, Treasurer, five District Presidents, Foundation Chairman and HCL Policy Board Chairman shall constitute the Board of Directors of the State Council. The retiring President shall serve as advisory member of the Board of Directors without vote for the succeeding year.

Section 2. The Board of Directors shall have the power to transact any business except the election of officers and amendment of the Bylaws.

Section 3. When any elected or appointed FAHCE Board member is unable to or does not carry out the functions or responsibilities of her/his office, and after the State Advisor/Leader has been consulted, the Executive Committee shall appoint two officers of the FAHCE Board to counsel this member. After that person has been counseled by the designated member of the Board of Directors, her/his term may be terminated by a majority vote of the Board of Directors. A written notification will be sent to the person involved by the State President and the State Advisor.

ARTICLE VII - ADVISORS

Section 1. The Extension Program Leader for Family and Consumer Sciences and/or a State Extension Family and Consumer Sciences faculty member designated by the Program Leader shall serve as State Advisor(s) to the State Council.

Section 2. The designated State Specialists shall serve as Advisors to the Vice President for Programs.

Section 3. The President of the Florida Extension Association of Family and Consumer Sciences or her/his representative may attend the State Board Meeting without vote.

ARTICLE VIII - COMMITTEESSection 1. Standing and special committees as are necessary to carry on the work of the State Council shall be appointed by the State President and approved by the Board of Directors.

Section 2. The Nominating Committee appointed by the State President shall be composed of five members, one from each District. The chairman shall be rotated following the numerical order of the Districts.

Section 3. The Budget Committee, composed of the Executive Committee with the Treasurer as chairman, shall submit a budget to include the anticipated revenues and expenditures of the State Council for the next fiscal year. The budget shall be voted on at the annual meeting.

Section 4. A Foundation Committee composed of five members, one from each District, and a chairman shall be appointed by the State President to take care of Foundation business. The chairmanship shall rotate according to Foundation Guidelines. The term of office for the committee and the chairman is three years. The chairman may serve no more than two three-year terms. The Foundation Committee will also serve as the Scholarship Committee.

Section 5. The Editor of the State newsletter shall be appointed by the State President, with the approval of the Board of Directors.

ARTICLE IX - VOTINGSection 1. County Council dues and Scholarship dues shall be certified by the State Treasurer as having been paid before official delegates shall be seated.

Section 2. Voting delegates at the State Conference Business Meeting shall be limited to one County Council President and one County Council Delegate from each county, or their alternates. In case of a tie, the State President may vote.

ARTICLE X - MEETINGSSection 1. The Florida Association for Home & Community Education shall have an annual State Meeting. The place and time are to be designated by the Executive Committee. Delegates present at the Business Meeting shall constitute a quorum. All Clubs and members must be members in good standing (state dues, fines, and scholarship fund are current)

Section 2. The Board members present at any scheduled meeting of the Board of Directors shall constitute a quorum.

Section 3. District Meetings shall be held annually. A District must have at least one meeting every year for the purpose of election of officers. Each District has the responsibility of developing the program for its District Meeting.

Section 4. The five District Meetings in January each year (starting with the first full week) are as follows:

District I Third Week of January, WednesdayDistrict II Third Week of January, ThursdayDistrict III Fourth Week of January, TuesdayDistrict IV Fourth Week of January, WednesdayDistrict V Fourth Week of January, Thursday

ARTICLE XI - FINANCESSection 1. Each County Council belonging to FAHCE shall pay into the treasury annual dues on membership as of December 1st. The amount shall be recommended by the Board of Directors to the delegates and passed at an annual meeting of the State Council.

Section 2. Scholarship dues of one dollar ($1.00) per club shall be paid annually into the Scholarship Fund of the State Council.

Section 3. All dues shall be due and payable December 1, and shall be delinquent after December 15th, at which time a delinquent fee of $50 will be charged. If a County has paid their dues, a late fee cannot be charged for members who pay late dues.

Section 4. The State Council Treasurer shall be bonded at the expense of the State Council. The bond shall be effective at the time of transfer of State Council funds to her/him.

Section 5. The President shall have the authority to spend no more than one hundred dollars ($100.00) per year for a non-

budgeted expenditure without prior written approval by a majority of the members of the Board.

ARTICLE XII - AMENDMENTSSection 1. These Bylaws may be amended at any annual meeting of the State Council by a two-thirds vote of the delegates attending, provided notice of the proposed amendment has been sent to the County Councils sixty (60) days prior to the State Council Meeting, and provided the amendment has been read at two business meetings of the State Council and voted on immediately following the second reading.

Section 2. A County Council, through its President, may propose an amendment to the Bylaws by submitting the same in writing to the State Council President. This shall be done prior to the Spring Board Meeting.

Section 3. Standing Rules shall be reviewed at least once during each President's term by the FAHCE Board of Directors.

ARTICLE XIII - PARLIAMENTARY AUTHORITY

The current edition of Robert's Rules of Orders, Newly Revised shall be the parliamentary authority of this State Council. A Parliamentarian shall be secured for business meetings and furnished a copy of the Bylaws.

ARTICLE XIV - NON-PROFIT STATUS

The Florida Association for Home & Community Education, Inc., is a non-profit organization. Any funds received by the organization for carrying out its purpose shall not accrue to the benefit of the individual members.

ARTICLE XV - DISPOSITION OF ASSETS

Section 1. The officers of the Florida Association for Home & Community Education, Inc., are directed, in case of dissolution of the organization, to assign all assets to the University of Florida Cooperative Extension Professional Award for Extension Programs in Family and Youth, check made payable to University of Florida - SHARE.

Section 2. In the event of a County dissolution all assets shall be assigned to FAHCE treasury or a non-profit educational organization.

FAHCE Standing Rules

I. BOARD OF DIRECTORS

A. The Board of Directors members shall make no commitment concerning the work of Florida Association for Home & Community Education, Inc., (FAHCE) without knowledge of the President.

B. Each member of the Board of Directors shall hand over to her/his successor all materials pertinent to procedures, duties and responsibilities.

C. Executive Committee votes may be taken by phone, fax or e-mail.

D. An applicant for FAHCE office must be computer literate with access to e-mail with the exception of the Vice President and the Treasurer they must have the software programs Microsoft Word and Microsoft Excel.

E. The Conference Coordinator shall serve on the FAHCE Board.

II. EXPENSES FOR THE BOARD OF DIRECTORS

A. Reimbursement Policies:1. Food: $20.00 per day, not to exceed $4.00 for breakfast,

$6.00 for lunch, and $10.00 for dinner.

2. Room: Two members per room with two beds per room at the most reasonable rate in the city where Board Meetings and State Conferences are held. Two members per room with two beds per room at State Conference. The President's room for State Conference, Country Women’s Council (CWC) may be shared with spouse at no expense to spouse.

a. The President's room for State Conference, Country Women’s Council (CWC) and Associated Women of the World (ACWW) and District Meetings may be shared with spouse or member companion at no expense to spouse.

b. If a delegate shares a room with others the room will be shared equally.

3. Mileage: Drivers will be reimbursed at the rate of50 cents per mile. The annual carpooling will be planned by the President prior to Board Meetings. If individuals elect to travel with their county delegation, FAHCE will not reimburse them. On carpooling, if there is room left in a car, the driver may ask other individuals to ride. It is recommended that there be no more than four to a car. When a Board member is driving and sharing his/her vehicle with other members he/she shall be reimbursed for one-way travel. There shall be no more than four to a car. If Board member travels over 400 miles one way to attend State Conference or Board Meetings, they may come the night before and be reimbursed for that night's lodging and one night after and all meals en route. Individuals who cannot travel with carpool assignments must notify the President prior to the meeting to ascertain rate of expense reimbursement.

B. Expenses to attend Board of Director’s Meeting and State Conference Meeting will be paid for Executive Committee, Foundation Chair, District Presidents, Past President Advisor, HCL Representative, President Elect and Conference Coordinator when applicable as stated in the reimbursement policy listed above.

C. When a Board member is given a written invitation to visit another county, the host county will be expected to pay her/his mileage plus the toll fees, meals and lodging as stated above.

D. A chairman of a committee receiving funds from the Board of Directors must give a written report, with receipts, of how the funds were spent.

E. A memorial in memory of any State Board Member orPast State Board Member in the amount of twenty-five dollars ($25.00) shall be sent to the FAHCE Scholarship Fund.

F. A memorial in memory of any State Board Member in the amount of twenty-five dollars ($25.00) shall be sent to the FAHCE Foundation Scholarship Fund.

G. Check signing officers shall be the President, Vice President or Treasurer. The President is the only signature on all official documents. The Conference contracts may be signed by the President or the Conference Coordinator.

III. PAST STATE PRESIDENTS

Past State Presidents will be recognized as Honored Members who have the privilege of attending all meetings during the State Conference with no vote unless they are official Delegates. Past State Presidents will be notified by the Vice President. A ticket to the State Conference Banquet will be issued to the Past State President after the Vice President receives an RSVP indicating that she/he will attend the banquet.

IV. FAHCE BUSINESS MEETINGS

A. The FAHCE fiscal year starts January through December. All Districts, Counties and Clubs fiscal year shall be the same.

B. A Delegate may not speak more than twice on the same subject and no more than three minutes at each presentation.

C. Persons other than voting Delegates who wish to address the FAHCE Business Meeting must submit items to the Executive Committee for inclusion on the agenda.

D. Delegates from each county are required to be present for all official business sessions.

E. When a State Officer or Chairman is going to a District Meeting, she/he will contact the District President, Agent and

County President in charge for a place on the agenda and tables or equipment needed.

V. FAHCE STATE CONFERENCE

A. CONFERENCE REGISTRATION FEES are transferable, but not refundable.

B. In case of death or serious illness a letter shall be written to the State President with a request for a refund. The President can allow a refund at her/his discretion.

VII. EDUCATIONAL PROGRAM DIRECTORS

A. Educational Program Directors, with approval of thePresident, will appoint alternates to substitute for them in

an emergency.

VIII. ASSOCIATED COUNTRY WOMEN OF THE WORLD(ACWW)

A. Any eligible Florida HCE member willing to attend an ACWW Conference as a voting Delegate will submit such a request to the Executive Committee no later than the FAHCE State Conference of the year prior to the ACWW Conference.

B. One alternate voting Delegate shall be appointed by the FAHCE Board of Directors with the approval of the Executive Committee at the Fall Board Meeting prior to the State Conference in the following order: FAHCE Board members, HCE members and other interested parties.

VICE PRESIDENT OF PROGRAMS

Shall serve as the Chairperson of the Educational Program Committee

The V. President of Programs will be in charge of procuring space and time at the Annual Conference – at the Board of Directors Meeting for the Educational Program Directors.

Conduct a training session at the Annual Conference for all the Educational Directors. This training should include going over their duties of attending State Board Meetings and National Conference information, updating any programs in progress and going over report forms required during their term.

Oversee all Educational Directors Meetings.

Fall Board Meeting should be used to plan Educational Training for the State Conference.

Obtain Budget for training and present to the Board.

Spring Board Meeting should be used to assist Educational Directors in finalizing plans for training to be held at State Conference.

V. President should read all completed reports to be sure guidelines have been followed.

Report to and ask Board’s approval of the training planned and present a budget for same.

Work with State Advisors and be available to help all Directors during the year.

The retiring V. President of Programs shall turn over all materials to the New V. President of Programs immediately following installation.

Review that all Forms are correct for the County Reports.

SECRETARY

KEEP ALL RECORDS OF THE HCE ORGANIZATION.

Take notes of the Board and Business Meetings and transcribe them.

Notes must be mailed to the Board Members within 20 days of the meeting.

Corrections must be received and transcribed and remailed to Board Members.

Compose letters as directed by the President.

Computer skills

Keep records of all meetings.

Ascertain the number of voting delegates present at each Business Meeting (quorum).

Serve as keeper of all the official papers and records of the organization.

Attend to all correspondence as directed by the President.

State Conference Business minutes must be correct and sent to the President by Jan. 1 of each year so that she may have copies for the County Presidents to pass out at District Meetings.

Provide membership Labels for the Outreach newsletter.

A form paper for the President to handout at the District Meets for County Officers – County Presidents – Agents. This form needs the District – Officers names – addresses – phone – e-mail – fax – same for the County Presidents and Agents.

Return address for the State Secretary.

TREASURER

RECEIVE MONIES, PAY BILLS and keep records of the HCE Organization.

Experience with financial operations and Bookkeeping knowledge

Familiar with short and long term investments

Computer skills

Know the importance of keeping current membership files.

Keep Accurate Membership lists current with the next level of HCE.

Receive all monies of the organization and make deposit to bank.

Pay all bills as provided in the budget and as approved by the President.

Keep accurate records of income and monies spent.

Make a report of income and expenses at each HCE meeting and show the net balance.

Prepare a budget comparison report, quarterly, showing actual income and expenditures to date compared to budget.

Prepare Treasurers Report for the State Conference Business Meet.

Proposed Budget for State Conference.

Notification of annual dues amount at State Conferences in October

Collect Dues and send allotted dues to next level of HCE before October 1.

A current list of HCE affiliates to President by October 1.

Other duties outlined in the State Bylaws.

Present to the President a copy of the Balance Sheet every 3 months.

Records must be audited by an In-House Committee.

Provide a training at State Conference presenting all new forms and information.
