Every effort is made for the schedule of classes to be maintained as printed. However, unavoidable circumstances may necessitate last minute changes and/or deletions of the courses. While the University makes every effort to keep such changes at a minimum, it cannot assume liability for any changes and/or errors. If questions arise concerning the schedule and its classes, the student should check with either the Enrollment Center or the Provost.

Failure to attend the first scheduled meeting of your classes may result in the loss of your position in those classes unless you have notified the instructor prior to the first meeting that you will be unable to be in attendance. Furthermore, all attendance policies go into effect upon the first meeting of a class.

ON-LINE REGISTRATION INFORMATION

PRE-REGISTRATION DATESFALL 2013 – April 1-19, 2013

All currently enrolled students are encouraged to pre-register for their classes for the fall �0�� semester. All pre-registration will be on-line through the West Liberty Information Network System (WINS). To pre-register, students need to:

Access fall schedule online under Registrar.Visit the West Liberty web site (www.westliberty.edu). Click on “WINS” on the top right of the page. Enter Banner ID and PIN number, and click on Login. Next, click on Student Services, and then click on Registration. Look at Registration Status to confirm class level for priority registration and that no holds exist preventing registration. Exit WINS and close web browser.Complete the Trial Schedule Worksheet by selecting courses from the fall 2013 class schedule for your advisor’s review. Please be sure to review the West Liberty catalog to make sure all required pre-requisites and course restrictions for the courses listed on your worksheet have been met.Schedule an appointment with your academic advisor during the pre-registration session. Have academic advisor review schedule, and give you alternate pin number for registration. An alternate pin number is required to complete registration in WINS. The alternate pin will be used for registra-tion purposes only.Log back in to WINS, return to Registration, select Register or Add/Drop Classes, select and submit term, enter alternate pin and submit, and then enter CRN numbers from your worksheet. If a class is closed, or if you are missing a pre-requisite, you can select other courses. When finished, click the submit changes button. You will not be able to register until your class level opens in WINS.Return to Registration menu, click on Student Schedule, and print a copy of your schedule for your re-cords. You will not receive a printed copy of your schedule from the Enrollment Center. The Business Office will email billing invoices in August.

On-line registration in WINS will begin on April � for seniors, April 5 for juniors, April �� for sophomores, and April �7 for freshmen. Students will not be able to register on-line prior to the dates set up for their respective class level.

During pre-registration, students are permitted to enroll for no more than �8 credit hours.

Students can add/drop classes in WINS until the last date to add/enroll (September 4). Drop slips must be used to drop a course after September 4. December 6 is the last date to drop a course.

Students wishing to add courses up to a total of �� credit hours can do so by submitting a request to the Enrollment Center. Increases in hours will be processed on October ��.

REGULAR REGISTRATION

Students who do not pre-register and wish to meet with an advisor will need to attend regular registration on August �6, �0�� (7:�0-8:�0 a.m.) in order to schedule their classes.

FEE PAYMENT INFORMATION

All tuition and fees are due by the date listed below:

Fall Semester 2013 – August 12, 2013

Payments received after the date listed will result in a $80.00 late fee. Registration will be canceled if full payment is not received by August 26, 2013.

TUITION, FEES AND EXPENSES

West Liberty is required by the Board of Governors to collect all tuition and fee payments in advance at the beginning of each semester or summer term unless prior arrangements have been made with

the Business Office for payment through a payment plan authorized by the University. In cases where a payment plan has been approved, failure to complete payment by the date designated shall result in im-mediate cancellation of all course registrations for the current semester or summer term. In such cases, the student will owe the portion of the tuition and fees and room and board charges that are appropriate for the portion of the semester or summer term for which the student was registered for classes. For example, if a student is given permission to pay at the end of the second week of a regular semester and then is required to leave school because of non-payment, that student will owe �0% of the tuition and fees for the semester and for two weeks of room and board. In such cases, students will not be permitted to register for further courses until the financial obligation has been paid in full. Additionally, the institution will withhold all grades and transcripts until such time as the financial obligation is paid, and the Institution may turn delin-quent accounts over to third party collectors.

Registration is not completed until a check covering payment of tuition, residence hall rent, board, and fees has cleared the bank upon which it was drawn. A returned check charge of $�5 will be assessed

on each check returned for “insufficient funds” unless the student can obtain an admission of error on the part of the bank. The Business Office shall declare the fees unpaid and registration canceled until the check has been redeemed and the additional charge paid. Student records will not be released by the Enrollment Center for any student who has a delinquent financial obligation to the University. Students who pre-register for a semester or summer term will receive an invoice for tuition and fees. Students who do not pre-register will not receive an invoice prior to registration, but will be required to pay all fees by the end of the regular registration day. A late fee of $80 shall be imposed upon all students who complete their registration after the regular registration date established by the University. For listing of registration dates, refer to the academic calen-dar. No breakage deposit is required in any course, but students will be charged for breakage or damage to equipment. Students should be aware that additional lab fees are assessed for certain courses.

The University and its governing board reserve the right to change rates for tuition, fees, room and board with suitable notice.

FALL SEMESTER CHARGES 2013

TUITION REFUND POLICY:

A student who withdraws from the University by following the proper procedure will be issued a refund of tuition and fees through the Business Office upon receipt of an official “Cancellation of Registration Form.”. Students who of-

ficially withdraw from a portion of their courses during the refund period, and such withdrawal results in a reduction of enrolled hours to less than 12, must request a refund from the Business Office. Refunds for reduced course loads are not made automatically, only upon formal request by the student. Refunds are automatically computed only for students who withdraw from all courses during the refund period. A student who is required to withdraw for disciplinary reasons shall not be entitled to any refund. Refunds are calculated from the first full day of classes.

CONTINUING STUDENTS:

Except for first-time enrollees, students who officially withdraw during a semester in the academic year shall receive a refund of regular fees in accordance with the following schedule:

During the first and second weeks 90% Refund During the third and fourth weeks 70% Refund During the fifth and sixth weeks 50% Refund Beginning with the seventh week No Refund

FIRST TIME ENROLLESS:

Students who officially withdraw before or during their first period of enrollment at West Liberty shall have their refund calculated as follows, in accordance with the provisions contained in the 1992 amendments to the Federal Higher

Education Act. During the first and second week 90% Refund During the third week 80% Refund During the fourth and fifth week 70% Refund During the sixth week 60% Refund During the seventh and eighth weeks 50% Refund During the ninth week 40% Refund Beginning the tenth week No Refund

Refunded fees must be returned in accordance with the requirements of the Higher Education Act whenever Title IV funds are involved. Allow approximately five weeks for refunds.

NOTE: Students with a permanent address in one of the Metro counties are eligible for the METRO RATE (a significant reduction in out-of-state fees which is applied toward tuition and fees.)

FINANCIAL AID REFUND AND REPAYMENT POLICIES

Financial Aid is to be used first for direct educational costs--tuition and fees and room and board, if on-cam-pus. If a student withdraws and is to receive a refund of tuition and fees, room and board, if applicable,

all or part of this refund will be used to reimburse the respective financial aid program(s) under Title IV from which the student received funds in accordance to the following schedule: �. Direct Loan Program 4. Federal SEOG Program. �. Federal Perkins Loan Program 5. Other Title IV Programs �. Federal Pell Grant Program 6. To the Student

If the student received financial aid in excess of direct costs, a percentage of this aid may be required to be re-paid depending upon the number of days the student was enrolled and the amount of aid received.

REPAYMENT POLICY

Some Programs have specific repayment provision for students who withdraw. If the refund is insufficient to cover the required repayment, it will be the responsibility of the student to pay the balance due. A student

owing money to any federally-sponsored student aid program cannot receive any type of federally-supported student aid disbursement for future enrollment periods unless repayment arrangements have been made with the Business Office.

RESIDENCE HALL ADVANCE PAYMENT

In addition to the regular room and board charges, all residence hall applicants are required to pay a room res-ervation of $�00.00 in advance with the housing application. The payment will be returned if the reservation

is canceled prior to June 30th for the first semester and December 15th for the second semester. Cancellations after the above dates will result in a loss of the $�00 advance payment. If the applicant has been denied admission or declared ineligible for re-enrollment, there will be a full refund of the $100.00 advance deposit. no refunds will be processed until the applicant notifies the Housing Office in writing, that the housing application should be canceled. THE RESIDENCE HALL DEPOSIT IS REFUNDED WHEN THE STUDENT MOVES OUT OF THE RESIDENCE HALL FOR HIS/HER FI-NAL TIME. The University reserves the right of assignment or reassignment of residence hall rooms including the consolidation of vacancies for energy-saving purposes.

ROOM AND BOARD PAYMENTS AND REFUNDS

Unless prior arrangements have been made in the Business Office, all students who live in the residence halls must pay in advance for at least one full semester. Checks and money orders should be made payable

to West Liberty University for the exact amount of the obligation. The student agrees that termination for any reason will result in a pro-rated room and board refund ac-cording to number of weeks of occupancy. However, if a student moves out of the residence hall at any time after taking occupancy, there will be no refund of the bond payment fee. The student is considered to be “in-oc-cupancy” as long as he/she has a room key or a Topper Card. One day of occupancy within a week will be con-sidered a full-week for charging purposes. All such requests for refunds must be made in writing to the Housing Office.

Professional Studies (PS) courses are designed to cultivate and enrich students’ knowledge and skills for and within the workplace.
