URBANISATION FROM RIVER TO CREEK The growth of the businesses and settlements have began in early 1950s when the Municipal Hall of Tagum was transferred from Hijo (Brgy. Madaum) to Brgy. Magugpo Poblacion. After serveral years, massive infrastructure projects were implemented such as the establishment of Old Public Market and the Old Municipal Health Center and other crucial municipal offices such as Municipal Engineering Office, Municipal Planning Office and the Municipal Assessors Office. When Tagum was identified as the capital of Davao del Norte in 1967, influx of commercial and residential owners settled in Brgy. Magugpo Poblacion. The absence of a comprehensive land use plan or shelter plan led to a sporradic growth of settlements including the informal dwellers along the Magugpo Creek.

The unforseen amount of wastes from the Old Public Market’s livestock, poultry, and vegetable dirts diposed to Magugpo Creek led to awful smell and garbage blockage along the creek. The poor waste management resulted to the development of a closed culvert of the Magugpo Creek.

WHY TAGUMPAY CITYWALKAlignment to City’s Development Thrust

Brgy. Magugpo Poblacion plays an important role in the economy of the city as its Central Business District since early 1960s. It appears to be a mixed-use d e v e l o p m e n t t h a t c a t e r s government offices residential units, schools and university, re l i g i o u s i n s t i t u t i o n s , a n d commercial establishments.

Climate Related Risks & Hazards Through the LCCAP, CC related risks and hazards were identified using the CDRA. Increase in both temperature to 30.1 °C and in rainfall mm up to 791mm are expected by 2036.

By assessing the built-up area, open space, canopy, and surface temperature, Barangays Magugpo North, East, South, West and Poblacion are high to very highly vulnerable to urban heat island. Using the RCP 8.5, an addition of 2.3 °C will be experience causing a 31.3 °C. This is just considering the present land surface of the CBD. Without design interventions, threats to loss of city revenue of 5,000 and establishments with income of Php 25million will be affected.

Rotary Park is among the few open spaces in the CBD that uses concrete and asphalt materials. The present landscape of the park d o e s n o t e m p l o y g r e e n infrastructure and natural cooling. When Magugpo Creek was utilized as a sewage system, where both sol id and water wastes are disposed along the creek, the LGU covered the entire creek to manage the garbage. If improved, it can be an urban l u n g a n d a t t r i b u t e s t o t h e pedestrian mobility within the city complementing the Open Space initiative of the DBM. The park can a l s o s u p p o r t w a t e r / fl o o d impoundment that can be recycled to supplement water supply.

Trade Center used to be the Old Public Market. Retail shops surround the entire area and highly visited by the public both in day and night time.

Materials used in the construction does not employ green and cool engineering. Which is felt within the area making it the top hotspot in the CBD.

Vertical gadens, water permeable grounds and conducive walkways can help reduce urban heat island effects. It can bring a more conducive public space that promotes pedestrian mobility.

The pathway connects the CBD to other barangays which also follows the Magugpo Creek. Following this area is the continuation of the Magugpo creek. It goes through a stretch of informal housing along the creek.

Based on some flooding anectode, the water from the other river counterflow through the creek causing flooding in the area.

The warm temperature within the city center affects not just the commercial establishments but also the students. The absence of proper shading encourage use of motorcycles and tricycle that adds to the urban humidity in the CBD.
