Thedetails of the15days that theTMT inTheNetherland lastedare shown inAnnex4.Theapproach was to arrange a field visit mid‐week to break up the programme. Reflections onlessons learnt took place at the end of the week. All presentations, the correspondingassignments and the background materials were made available through an on‐line coursemanagementsystemcalledMoodle.MoodleOne of the strengths of the implementation was the use of an on‐line course managementsystem Moodle for both project management and for the TMT itself. This had numerousadvantagesovermoretraditionalwaysofcommunicatinganddistributinginformationandwasuseddeliberately todemonstrateoneof themost important curriculum innovationsover thelast10years.PriortoarrivalintheNetherlands,allparticipantshadregisteredonthesiteandwerefullyinformedabouttravelandaccommodationarrangements.

During the TMT in TheNetherlands, materialswere added daily so that they could easily beaccessed and downloaded by participants.More important, thematerials have been updatedaftercompletionofthecourseandtheTMTsiteremainsavailableasanarchiveofmaterialsfortheMOTstafftodownload,adaptanduse(http://www.cisvu.net/).

ImpactovertheshorttermandtheexpectedimpactoverthelongtermDirectbenefitsbysendingthosestaffexpectedtobetheagentsofchangeinTRECYDA‐MOTandassociated departments are already noticeable. By including innovative elements like pricecomparisonsandprovincemapsinthemonthlythecommodityreviews, staffhasstartedtoputmore emphasis on the quality and coverage of these reports. In the long term, additionalimprovementscanbebuiltin, suchassystematicdatagatheringforthefoodbalancesheets, forthe margins in the food value chain, and for the price policies (duties, indirect taxes andsubsidies)inthevariousmarkets.Impact can also be seen through a shift of attitudes. For example, the mix of learning andobservinginclass, fieldtripswithnetworkingandcontactwithDutchpersonnelhasbroadenedthe views and learnt that prolonged efforts are needed to make progress. As one of theparticipants formulated during the last day of the training, teamwork, networking and goodquality data are essential, while researcher have to be patient to acquire the analytical skillsbefore jumping to conclusions. In that regard, personal integrity and dedication should be amatter of course. This sense of integrity and commitment is brought back to Jakarta to beshared with others at the office and in the community. Through learning experience in theNetherlands, the team members feel empowered to conduct research and are motivated tocontinueimprovingtheircommoditymarketreviews.Longtermimpactisexpectedthroughimplementationofthenewknowledgeandskillsgainedbytheteamasexplainedinthenextsection.SustainabilityofthetrainingresultsThe action plan created and discussed amongst partners shows several activities that arepromising in terms of a prolonged impact of this TMT after its completion. Due to a certain paucity of communications on progress aftercompletionof theTMT,continuityofeffortsremainsan important limitationofshort“isolated”trainings, even if they are tailor‐made. Benefits are to be expected from a longer‐terminvolvement with requesting organizations with a series of TMTs , preferably linked to oneanotherinaresearchandcapacitybuildingprogramme.ProjectandcoursemanagementProjectandcoursemanagementusingMoodlewasagreatsuccessandishighlycommendableforfuture courses. Training delivery methods

5 11 1

Knowledge and skills of trainers. Mention individual differences (if any) below

1 2 7 6

Applicability of handouts related to daily job 5 11 Recommendations:

4 The internet should be improved and classroom need more space 5 Internet connectivity should be improve, commitment to the schedule, need more guest lectures such

as Rabobank, MoA, etc 6 Actually 3 weeks duration of training is good, but sometime there are a time where we spend to much

time in one activities 7 It has been a great training, should be held more in order to increase the skill and knowledge in

applicable way (mentoring). I think we need a mentor to implement this sklll and knowledge after training

8 Participants need to learn more on how to write CMR, analyse the data (with statistical tools) and extensive work on describing the figure and graph

9 Internet connection sometimes off-line 10

The handout should be available before the class begin so when the class started the participants already have the materials

The choice of company visit need to give more thought so it will suit with the subject and the information that needed

11 There are some differences between curriculum/agenda agreed (planned) in Jakarta and agenda in Netherland. They should have put more attention on data analysis instead of bu8ilding database. Analytical tools is one thing that we feel we are lack of. I also think that they should have hired lecturers (from other institutions) if lecturers for data analysis are not available in their institution/center

12 More examples in cases 13 No comment, all of the schedule are well organized and well prepared 14 Because I am not a commodity specialist I think this program need one section dedicated to for the

whole topic we are going to learn and the connectivity between those topics 15 More technical skill is needed especially about forecasting

Page 27: Tailor‐made training in the Netherlands & follow‐up ...bppp.kemendag.go.id/...108_Commodity_Market_Review.pdf · StuNedTM-108: Commodity Market Review 8 The actual training course

II. LEARNING – Your gained knowledge, skills and attitude from this training program

THINGS TO BE MEASURED REGARDING

SCORE 1 2 3 4 5

Skill, Knowledge & Attitude

Match between the gained benefits and the training objectives

1 5 9 1

Contribution to knowledge improvement 5 6 5

Contribution to skills improvement 1 6 6 3

Contribution to attitude improvement (-1) 4 9 2

Improvement of competence in your daily job

5 8 3

Recommendations:

4 All skills, knowledge and attitude need to be improved in term of quantity 5 We expected to get analytical tools/statistical tools but not meet yet 6 Maybe we need more lecturer about skill on data analysis and I think it’s better if we can

explore more about case study for this course about what kind of policy in other countries 7 We need mentor to implement all of this knowledge and skills in Indonesia 8

Our daily job requires us a strong analytical capabilities and deep knowledge on how to present a report

The database is quite helpful to manage the data updating activities which is commonly time consuming and applicable in our daily job

We need more learning on statistical tools to enrich analysis on the CMR instead of quoting or referring to FAO’s report or the like

The only interesting and relevant visit is to Rabobank while Cargill and Port visit are not satisfactory since Port activities and Cargill supply chain are not included

9 It’s not easy to have improvement skills and knowledge in three weeks specially for economics theory so it’s better to have more example than theory like hot issue related to the theory

10 Skills improvement in terms of statistical analysis should also put on the program. For example. How to calculate and make projection or other analytical tools that is handy and up to date

11 I gained knowledge on how commodity market review should consist of (expected content), but I don’t think I gained the skill to do analysis of commodity market. Most researchers have intermediate –level skills in doing analysis (data & impact of policy); that’s the skills which needs to be enhances/levelled-up. This training did not properly explore the depth of analysis of commodity market. However, I found the study visit very useful, especially the visit to Rabobank. They are very competent & credible in doing commodity market analysis and we learnt a lot from them

12 More analytical tools to be learned 13 This training has been successfully giving me an idea and inspiration on how to elaborate

commodity in all aspects and interdiscipline majors. However, the training would be better if more cases and experiences of Netherland’s policy on food commodity is explored

14 Add more subjects regarding management like time management and presentation skills. We also need to know how to make a great presentation and writing report

15 Although I’m not a commodity specialist, but this training is useful to enhance my competence as a researcher

Page 28: Tailor‐made training in the Netherlands & follow‐up ...bppp.kemendag.go.id/...108_Commodity_Market_Review.pdf · StuNedTM-108: Commodity Market Review 8 The actual training course

III. BEHAVIOR – Your possibility to apply the training results

THINGS TO BE MEASURED REGARDING

SCORE 1 2 3 4 5

Transfer & Retention

. Contribution to the changes in the work environment and behavior

3 11 2

. Applicability of the gained knowledge and skill in the daily work

1 13 2

. Willingness to implement training results in expressing opinions and attitudes

8 8

. Value of the training content to be disseminated

1 11 4

. Contribution to the organization

1 10 5

. Dissemination of knowledge/skills to colleagues

1 11 4

Recommendations: 4 The content lacks of other example case as a lesson learnt from other countries. The time to

absorb all the knowledge in this training also too short – overwhelmed with the study materials 8 It might be more interesting if participants are also trained now to develop database

management (i.e. macro on excel or the like) 9

Networking with a global researcher, specially with company in Netherlands (Rabobank) Networking with a global university specially with SOW-VU for a next year

10 The programme /class about behavior for ex. Time management was really short so we didn’t have much time to explore more

11 The lecture on time management is very useful and interesting, however it did not get sufficient time to do more exercise and discussion

14 I think it was us who learn many from the dutch – their politeness, their passion toward work, an yet still doing it in a laidback situation

15 I will sharing my new skill to my colleague in the office AND as we know that Practice makes perfect

Page 29: Tailor‐made training in the Netherlands & follow‐up ...bppp.kemendag.go.id/...108_Commodity_Market_Review.pdf · StuNedTM-108: Commodity Market Review 8 The actual training course

IV. Which part of the programme do you consider the most relevant? Please explain: 3 Value chain, construction of database, GIS, definition of commodity 4 The data processing software and how to improve the soft skill of management (presentation

and management parts). The theories also useful to have understanding on how to review commodities

5 Field visit to Rabobank, developing database 6 How to write the report – what should be includes and what kind of information should be

present. Why is it the most relevant part? Because I’m now responsible on evaluation & reporting TRECYDA’s program

7 Food balance sheet because it is my job to design it with TRECYDA when we come back to Indonesia

8 Visit to Rabobank > productive discussion & sharing on monthly Theory of domestic trade policy (managing stock)

9 1) Refresh the theory of commodity 2) filed/site visit to Rabobank & Cargill 10 The part to struct the outline of the review of commodity. This activity give us the result and

base for the next step regarding better review of commodity 11 1) Lectures on: 1food balance sheet & social accounting matrix, time management 2) study

visit to Rabobank 12 Use of GIS as an analytical tool 13 Site visits and almost all the training subject 14 Everything – but we still need to learn how to forecast 15 1) using GRCP software. It is the new skill for me and it is very useful and easy to show

Indonesian condition such as price, stock, population, covar, etc 2) Make the commodity Market Review Outline

16 Food security indicators and causes and consequences of food price volatility

Page 30: Tailor‐made training in the Netherlands & follow‐up ...bppp.kemendag.go.id/...108_Commodity_Market_Review.pdf · StuNedTM-108: Commodity Market Review 8 The actual training course

V. Do you think that the training was indeed tailor-made to suit the needs of your organization? 1 Yes, I really think that the management and lecturers try to suit our needs and expectations.

They always held morning peer reviews to discuss about our highlights and needs and adjust the programme directly to match our needs.

3 The training improves ability to do analysis and capacity building. For the TRECYDA as research institution in the MoT this training has impact to improve analysis, knowledge about commodity (agricultural products) and ability to build database and how to present (graphic, table, map and other) more information.

4 Yes, but ii is need further program to improve (post-training follow-up) to maintain the impact of the training

5 Yes, other subject should be included are: adding more guest lecturer from several research institutions, the way to dissemination of research results with good and fancy presentations

6 I think this course was very useful for my organization. Other subject that maybe better to include is about report writing, because my organization have a lot of publication, periodic report and dissemination

7 Yes, absolutely, but we need cases from other 3rd countries that have similar problems about food security in their country. And what solutions did they do in order to solve the problem

8 The trainers give advice for report outline which is useful including the number of pages

and annexes Analytical tools should have been dealt with more extensively

9 Yes the training focus to the commodity and focus with the annual outline output 10 It is tailormade but still need to ad other subject like statistic to improve our skill in predicting

the impact of some issues 11 Overall the training is useful. But some addition to the subjects would be very significant to
