Our speaker will discuss the opportunities you have to volunteer in your community and the Chapter Committee Chairs will be set up to meet with you and answer any questions you might have about volunteering with the Chapter. A big THANK YOU to Brenda Wells for organizing this extra special event and to the Committee Chairs for their time! Before the last election, several members expressed an interest in running for the board and could not be considered because they had not volunteered with the Chapter. The volunteer fair provides the perfect opportunity to find the committee that is the best fit for you and to open doors to greater chapter involvement. The contract with the Tallahassee-Leon County Civic Center for our lunch meetings was finalized in January. The Chapter will see a $1 increase in lunches this year and another $1 next year. The Board decided that the Chapter can absorb the increase this year, but will have to increase the lunch price to $8 for chapter members starting in December so we do not to exceed a 50% supplement. Even with the increase, the Civic Center provides the best venue with the lowest price to the Chapter. Be sure to see the article below “What You Get for the Money” to keep this new lunch price in perspective. I look forward to seeing you on February 9 th for the “Red Hot Volunteer Fair”. I am amazed at the generous response from people and organizations all over the world after such tragic events. Fortunately, we do not have to wait until tragedy occurs to give back. On that note, don’t miss the “Red Hot Volunteer Fair” at the February Meeting! Our speaker will discuss the opportunities you have to volunteer in your community and the Chapter Committee Chairs will be set up to meet with you and answer any questions you might have about volunteering with the Chapter. A big THANK YOU to Brenda Wells for organizing this extra special event and to the Committee Chairs for their time! Now is the time: it’s still cold. Did your electric bill almost double? Mine did. I did something about it. I took home one of the booklets that our speaker left us last month. I reset my thermostat, installed more 13 watt fluorescent bulbs, and did less stovetop cooking and more microwaving. Hopefully my bill will be less next month. But I did something. You should too. February is Volunteer Month and we have a speaker to talk to us about volunteering. I know most of us have thought about it. Well, do it. You’ll find that it is really not that hard to do. Whether you volunteer at your church, the Red Cross, Habitat for Humanity, or this chapter; you’ll feel good about what you do and you’ll be helping. It will be appreciated and you’ll get a smile on your face. And as you go through your day smiling everyone around you will smile too. It’s contagious and it feels good.

This  month  we  will  have Mathieu  Cavell  with  Volunteer Leon as our speaker. 

Mathieu Cavell, Volunteer Services Coordinator, works with VolunteerLEON and manages volunteers for both nonprofit organizations and county departments. His office functions as a volunteer center for Leon County, while also managing and  responding  to  emergency  needs  ranging  from  cold weather  auxiliary  shelters  to  flooding.  Completing  his undergraduate  literature  studies  with  an  education background at Michigan State University, Mathieu came to Tallahassee  in 2006 to complete a Master's of Fine Arts at Florida  State  University.  Mathieu  worked  hospitality business  in Lansing, Michigan, supervising a banquet hotel staff  of  over  one  hundred  employees,  and  just  recently received  his  position  in  the  county where  he  directs  and accounts for over 130,000 hours of volunteer service inside Leon County.  Within the last month, Mathieu coordinated and assisted in two  large‐scale  events  accounting  for  over  one  thousand hours of service: Martin Luther King, Jr. Service Day Project and Weatherfest 2010 on Florida State campus.

Drive to Excellence report shows quality improvements

Saint Paul, MN – As a result of Gov. Tim Pawlenty’s Drive to Excellence state government reform initiative, state and local governments will save more than $250 million on goods and services they are purchasing through July 2011. The accomplishments are highlighted in a report issued by the Drive to Excellence Sub-Cabinet, headed by Department of Administration Commissioner Sheila M. Reger. “We need to hold state government accountable for every taxpayer dollar spent,” Governor Pawlenty said. “The Drive to Excellence initiative is producing real results in our ongoing efforts to streamline and make government more efficient and effective in the services it delivers.” In addition to cost savings, the report notes customer service and quality improvements such as faster disbursal of community development block grant funds by the Department of Employment and Economic Development, quicker filling of vacancies by the Minnesota Army National Guard and earlier starts to construction projects managed by the Department of Administration. Lower costs for goods and services that state government purchases are being realized through a process known as “strategic sourcing,” which includes product standardization, contract negotiations and increasing the emphasis on pricing in evaluating proposals from vendors. These strategies have resulted in significant cost avoidance across government: Nearly $155 million by establishing standards for office computers, photocopiers, cell phones and other common goods. More than $95 million by negotiating contracts, including $3.9 million on contracts with the vendors for the state’s new financial and procurement information systems. Over $1.1 million by increasing the emphasis on pricing in the proposal evaluation process. Since the adoption two years ago of “Lean Thinking” as state government’s preferred process improvement tool, 15 agencies have completed more than 110 sessions that have yielded significant improvements in the delivery of state government services. These services range from Veterans Home admissions procedures and state-issued dairy and food licenses to water quality testing and newborn screening. Additionally, professional licensing for peace officers and emergency medical technicians is now conducted online through a new e-licensing portal that includes license content and search, identity management and electronic payment. The recent reforms are detailed in the Drive to Excellence 2009 Annual Report to the Governor, available online at http://www.excellence.state.mn.us. The Drive to Excellence, launched by Governor Pawlenty in April 2005, includes 14 specific projects – eight of which have been completed – for improving quality and customer service and reducing costs in the delivery of government services to citizens.

January Monthly Chapter Meeting Date: January 12, 2010 Location: Tallahassee/Leon County Civic Center Number in Attendance: 54 Call to Order: President Wendi Sellers called the meeting to order at 12:02 PM. Invocation: Charles Day, Dept. of Management Services Pledge: Gary McGee, Dept. of Management Services Minutes: A motion was made and seconded to approve the December Chapter minutes. Motion passed. New Members and Guests: There were no new members or guests. Job Opportunities: A future job opportunity was announced (Purchasing Specialist in State Purchasing) Reports: President: President Wendi Sellers reported that she has submitted all the documents required by National for the Chapter’s continuance. In addition, she sent Governor Crist a letter for his approval, recognizing March as Purchasing Month. Treasurer: Treasurer Don Tobin - Checking - $30,442.61; Money market - $106,858.82; Total - $137,301.43 Volunteers: Keith Roberts reports that Ms. Jerri Bush of Volunteer LEON is to be our speaker next month and that the Committee has a few surprises in store for the members. Trade Show: Chairman Mark Lovell reports that the dates are set – August 3 and 4 (Tuesday and Wednesday). The Reverse Trade Show will be on Tuesday morning, then we will have lunch ($7 for members) and the Products Exposition will be in the afternoon. The educational conference will be all day Wednesday. All events will be at the Civic Center. Introduction of Speaker: Vice President Robert Threewitts introduced Ms. Sandra A. Manning, the City of Tallahassee’s Utility Marketing Administrator. JANUARY MINUTES BOARD MEETING

TALLAHASSEE AREA CHAPTER OF NIGP, INC. Date: January 19, 2010 Location: Leon County Purchasing Bid Room, 2284 Miccosukee Road Members Present: Wendi Sellers, President; Robert Threewitts, Vice President; Don Tobin, Treasurer; Donna Smith, Secretary; Board Members, Brenda Wells, Charles Day, Vida Addison and Gloria Dixon. Members Absent: Keith Roberts, Immediate Past President; Susan Barr, ReGina Johnson and Ed Valla, Board Members. President Wendi Sellers called the meeting to order at 3:30 PM. Minutes for the December Board meeting were approved. Vice President Threewitts motioned and Board member Day seconded. Officers Reports: a. President – We are still waiting for the Governors’ approval of the

“March is Purchasing Month” proclamation. It could take another week or two.

b. Vice President - no report c. Treasurer – Provided the P & L statement for 1/1 through 1/19. The

990 reports are ready for the CPA review. d. Secretary -no report Old Business: Purchasing Agent and Manager of the Year (Chapter): The Board did not discuss this during the January meeting. 2010 Monthly Meeting Lunch Prices: Treasurer Tobin advised the Board that lunch prices at the Civic Center were raised by one dollar for 2010 and will raise another dollar in 2011. He motioned that the Chapter absorb the one dollar increase for 2010 and raise the lunch for member prices by one dollar effective December 2010. As the December event is free, members won’t see the increase from $7 to $8 until the January 2011 meeting. Secretary Smith seconded – the motion passed. President Sellers will announce the change at February’s meeting and will have a mention placed in the newsletter. Treasurer Tobin also noted that the penalty fees for incorrect attendance numbers also went up – from $2.50 per head to $5. 2010 Products Expo and Reverse Trade Show: Chair, Mark Lovell was unable attend the January meeting. Co-Chair Brenda Wells to discuss the progress. Co-Chair Brenda Wells crafted a “Save the Date” e-mail for the membership.

The Board discussed themes for the Expo. Treasurer Tobin made a motion to accept “Avenues for Opportunities”, Vice President Threewitts seconded – the motion passed. Attendance at National Forum: The Board did not discuss this during the January meeting. Committee Reports: Pro D – Vice President Threewitts: Robert discussed rescheduling Judge Hawkins (was to be our speaker for January). Tentative schedule; February – Jerri Bush; March – National Purchasing Month –Mr. Kenneth Hayslette; April –Mr. Lane Green from Tall Timbers Research Center; May – Emergency Management - no speaker identified as yet; June – Judge Hawkins. Membership Committee – Susan Barr: Absent – no report. House Committee – Charles Day: Charles will begin posting the events on the Chapter web site and sending reminder e-mails to the membership for lunch registration. Volunteer Committee – Ed Valla: No report (absent) New Business: Camera Purchase: Board member Wells motioned that the Chapter purchase a digital camera, not to exceed $175.00, to record Chapter activities. Treasurer Tobin motioned to approve, Board member Day seconded – the motion passed. February Meeting: House Committee Chair Day will have four extra tables set up for volunteer sign up both before and after Jeri Bush’s (Volunteer LEON)talk. Member request: A chapter member asked the Board to waive the 5 consecutive year membership requirement in order that the Chapter pay this members re-certification fee. Treasurer Tobin motioned that the Board approve the request, Board member Day seconded – the motion passed. Welcome to Florida's Black History Month "African-American Art - A Look at Our Past; A Glimpse into Our Future" Web page. Black History Month is an opportunity to honor and highlight the significant contributions of African-Americans in Florida. It is an educational opportunity for all Floridians to learn more about the men and women who courageously stood up to challenges, injustices, and legal and social barriers to pursue equality and freedom.

This year, we will shine a spotlight on those African-American pioneers who have made important contributions to the arts. African-American artists played a crucial role in changing hearts and minds, pushing our country to re-evaluate the meaning of freedom and justice for all. African-American artists are a treasured part of Florida's cultural diversity and strengthen our state's reputation as an international destination for the arts.

I invite you to use this Web site as a resource for learning about Florida's black artists and to explore our state's extraordinary heritage. There is also information about Florida's historically black colleges and universities, as well as events celebrating Black History Month. I also encourage Florida's children and young people to participate in the Black History Month art and essay contest and to nominate an African-American educator for the Excellence in Education Award.

The achievements of African-Americans are present in every facet of our state's history. As Governor, and as a strong advocate of the arts, I appreciate very much the unique impact the African-American artist community has here in Florida. It is a pleasure to celebrate this heritage not only during Black History Month, but throughout the year.

Black History Facts February 1 - The 13th Amendment to the U.S. Constitution, which abolished slavery, was adopted by the 38th Congress. Ratification was completed December 6, 1865. Also in 1870, Jonathan Jasper Wright was elected to the South Carolina Supreme Court.

February 2 - Today in 1914, artist William Ellisworth is born in Washington, North Carolina. Educated at Syracuse University, he was a student of Florida artist Augusta Savage. His works were exhibited at Atlanta University, the Whitney Museum, the Two Centuries of Black American Art exhibit, Fisk University, Hampton University, the North Carolina Museum of Art and private collectors.

February 3 - Six time All-Star Bill White was named president of National League IN 1989. Former Saint Louis Cardinals first baseman Bill White is named president of the National League. He is the first African American to head a major sports league. On February 3, 1903; Jack Johnson became the first Negro Heavyweight Champion, The Negro Baseball League founded in 1920.

February 8 - Figure skater Debi Thomas became the first African American to win the Women's Singles of the U.S. National Figure Skating Championship competition, was a pre-med student at Stanford University in 1986.

February 9 - In 1979, Baseball Hall of Fame announced that Leroy "Satchel" Paige would be inducted.

February 10 - 1964, After 10 days of debate and voting on 125 amendments, the U.S. House of Representatives passed the Civil Rights Act of 1964 by a vote of 290-130. The bill prohibited any state or local government or public facility from denying access to anyone because of race or ethnic origin. It further gave the U.S. Attorney General the power to bring school desegregation law suits.

February 11 - today in 1996, Penn's Baccalaureate Speaker was the Right Reverend Barbara Clementine Harris, a Philadelphian who was the first woman ever to become a bishop in the Anglican Communion.

February 12 - Birthday of William Felton Russell, better known as "Bill" Russel, he was player-coach of the Boston Celtics basketball team in 1968 and 1969. Russell was born in Monroe, Louisiana in 1934.

February 13 - The first Black professional basketball team "The Renaissance" organized 1923.

February 14 - today in 1936, National Negro Congress organized at Chicago meeting attended by 817 delegates representing more than 500 organizations. Asa Phillip Randolph of the Brotherhood of Sleeping Car Porters was elected president of the new organization.

February 15 - today in 1848, Sarah Roberts barred from white school in Boston. Her father, Benjamin Roberts, filed the first school integration suit on her behalf. Leon Spinks defeated Muhammad Ali for heavyweight boxing championship. Ali regained the title on September 15 and became the person to win the title three times in 1978.

February 16 - Joe Frazier knocked out Jimmy Ellis in the second round of their New York fight and became the world heavyweight boxing champion in 1970.

February 18 - today in 1913, the Delta Sigma Theta Sorority was incorporated at Howard University.

February 19 - Vonetta Flowers became the first black gold medalist in the history of the Winter Olympic Games. She and partner Jull Brakken won the inagural women's two-person bobsled event in 2002 at Salt Lake City, Utah.

February 20 - Death of Frederick Douglass (78), Douglass was the leading Black spokesman for almost fifty years. He was a major abolitionist and a lecturer and editor. Charles Wade Barkley, basketball player, born Leeds, AL, February 20, 1963.

February 21 - today in 1987, African Americans in Tampa, Florida rebelled after an African American man was killed by a white police officer while in custody.

February 22 - Julius Winfield( "Dr.J") Erving, former basketball player, born Roosevelt, NY, Feb 22, 1950. Also on this day DJ Jazzy Jeff and the Fresh Prince win the first rap Grammy for the hit single "Parents Just Don't Understand."

February 23 - Baseball catcher Elston Gene Howard was born in St. Louis, Missouri. In 1965, Howard signed a $70,000 contract with the NY Yankees and became the highest paid player in the history of baseball at the time in 1929.

February 24 - Former world heavyweight boxing champion Jimmy Ellis was born James Albert Ellis in Louisville, Kentucky in 1940. Ellis won the World Boxing Association title after beating Jerry Quarry in April 1968.

February 25 - Muhammad Ali defeated Sonny Liston for world heavyweight boxing championship in 1964. Boxer Mike Tyson becomes the undisputed Heavyweight Champion of the World by defeating challenger Frank Bruno of England in 1989.

February 26 - Theodore "Georgia Deacon" Flowers wins middleweight boxing title in 1926. On this day in 1964., the Kentucky boxer known to all as Cassius Clay, changed his name to Cassius X as he accepted Islam and rejected Christianity. "I believe in the religion of Islam. I believe in Allah and in peace...I'm not a Christian anymore." According to two biographies, Muhammad Ali by Anthony O. Edmonds and My View from the Corner by Angelo Dundee, Cassius Clay changed his name to Cassius X on the 26th. Elijah Muhammed, a black Muslim leader, announced Cassius X's name was being changed to Muhammed Ali.

February 27 - Figure skater Debi Thomas becomes the first African American to win a medal (bronze) at the winter Olympic Games in 1988.

February 28 - In 1932, Richard Spikes invents the automatic gear shift. Also Musician and entertainer Michael Jackson wins eight Grammy Awards. His album, "Thriller", broke all sales records to-date, and remains one of the top-grossing albums of all time.
