Introduction
The Govt. of India have enacted the Right to Information Act 2005 to enable
citizens to secure access to information under the control of public authorities in
order to promote transparency and accountability in the working of every public
authority. In exercise of the powers conferred by Sec. 27 of the Right to
Information Act 2005, the Govt. of Tamilnadu have issued G.O.Ms.No.989 (Estt and
Legal) Department dt. 07.10.2005 regarding fees payable for obtaining information.
Copy of the G.O. is as at Annexure-I. The Government of Tamilnadu have issued
G.O.Ms.No.137(Personnel and Administrative Reforms (A.R.-III) Department dated
03.09.2012 regarding Appeal Procedure. Copy of the G.O. is at Annexure-II.
Under Section-4(1) (b) of the Right to Information Act. 2005, every Public Authority
is required to publish information on certain points. Accordingly this manual is
prepared.
Our Company
Tamilnadu Cements Corporation Limited (TANCEM) was incorporated during
February, 1976 as a Public Limited Company under the provisions of the Companies
Act, 1956, its Registered/Corporate Office is situated at 735, Anna Salai, LLA
Buildings, 2nd floor, Chennai-600 002.
Our Business
The Company is engaged in the manufacture and selling of Cement, Asbestos
Cement Sheets, and Stoneware Pipes. The factories are situated in various districts
of Tamilnadu as under:
1) Alangulam Cement Works, Alangulam, Virudhunagar District.
2) Ariyalur Cement Works, Ariyalur, Ariyalur District.
3) Tamilnadu Asbestos (Sheet) Unit, Alangulam, Virudhunagar District.
4) Stoneware Pipe Unit, Vriddhachalam, Cuddalore District.
Cement is supplied directly to the Government departments and stockists appointed
in various places in Tamilnadu and Kerala. AC Sheets are supplied directly to the
stockists and through our Depots situated in Pondicherry, Kerala. Stoneware Pipes
are directly supplied from the factory.
Quality complaints on Cement, AC sheets and Stoneware Pipes are received at the
respective factories and our quality personnel attend to the same.
Our Mission
To produce and sell cement / allied products in the Public Sector so as to have a
moderating influence on the market for making available cement / allied products.

Marketing Activities:
Cement:
Tamilnadu Cements Corporation Limited, a State Government Undertaking, is
manufacturing high quality Arasu Brand Cement of PPC, OPC 43 Grade and OPC 53
Grade as per B.I.S. in their two factories. The cement manufactured by TANCEM is
being used both by Government Departments and general public. A number of
Government buildings such as Collectorates, TNHB Towers, shopping complexes,
bridges, power plants, etc. have been constructed using “ARASU CEMENT”
exclusively.
“ARASU SUPER STAR“is the most liked and reputed brand among public.
Some of the important constructions where Arasu Cement was used.

Asbestos Cement Sheet:
Arasu Asbestos Cement Sheet materials are marketed in Tamilnadu and Kerala
through network of stockists. Size of Asbestos Cement Sheet sizes range from 1M
to 3M. Standard sizes are classified 2M, 2.5M and 3M.
Apart from this, plain sheets are produced and marketed. Various sizes of
accessories are also available with us which are produced on special orders.
“ARASU “Asbestos Sheet has a good name in the market for its quality and there is
increase in demand towards use of “ARASU“ Asbestos Sheet by the general public.
This is due to the reason that good quality is made available at an affordable price.

Procedure followed in the decision making process

Formulation of policy:
The company is managed by the Managing Director, who is the Chief Executive of
the Company. The functions of Secretarial, Administration, Finance, Marketing,
Technical and Materials are being handled by respective Head of Departments and
the functions of the Units are handled by the Unit Heads under the overall
supervision and control of the Managing Director.
Norms set by TANCEM for discharge of functions
Normally on receipt of any tapal / representations they are chronologically
numbered, registered and distributed to the concerned section for necessary action. The procedures are set out in internal office orders.

The Rules and Regulations governing the Service of the employees are available in the Service Rules of Tamilnadu Cements Corporation Ltd.

Statement of categories of documents that are held by TANCEM
The documents held by the Company are the various correspondences between the
Company with the Government / parties coming in contact during the course of business both commercial and technical Agreements, Bank Guarantees, data relating to the Officers and employees.
Particulars of any arrangement that exits for any consultation with or
representation by the members of the public in relation to the formulation of policy or implementation thereof
The policies are formulated by Government. They are executed by the Board of Directors who are nominated by Government.

The Board of Directors is the highest authority comprising of Directors and headed by the Chairman appointed by the Government from time to time. There are various Committees of Officers constituted from time to time and the Minutes are
not open or accessible to the Public.

The monthly remuneration received by each of its officers and employees, including
the system of compensation as provided in its regulations:
The monthly remuneration is determined by the respective Scale of Pay, Dearness
and other allowances and there are three systems of compensation.
i. In the time scale of pay and allowances as applicable to Government
Servants in respect of employees covered under the Service Rules of
TANCEM.
ii. As per the wage board award as applicable to cement industry to the
workmen engaged in the cement units.
iii. Settlement based on the negotiation between the Trade Unions and the
Management as per Industrial Dispute Act, 1947 to the workmen engaged
in Tamilnadu Asbestos Sheet Unit and Stoneware Pipe Unit.

Budget allocated to each of its agency indicating the particulars of all

The Company runs on self-generated funds. In case of insufficiency of funds / loss incurred, financial assistance of Government is sought for by way of Ways & Means Advance / loan. To manage the financial affairs of the company, a budget for Head

ORDER: The Government of India have enacted the Right to Information Act, 2005 (Central Act 22 of 2005) to provide for setting out a practical regime system of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority. 2. In the Government Letter Ms second read above, the Government have issued orders designating Public Information Officers and Appellate Authorities for implementation of the said Act in all public authorities. As per section 27 of the said Act, the appropriate Government may, by notification in the Official Gazette, make rules to carryout the provisions of the said Act. Accordingly, the following Notification, shall be published in the Tamil Nadu Government Gazette Extraordinary, dated the Friday, 7th October, 2005:-
NOTIFICATION
In exercise of the powers conferred by section 27 of the Right to Information Act, 2005 (Central Act 22 of 2005), the Governor of Tamil Nadu hereby makes the following Rules:-
RULES 1) Short title.- These rules may be called the Tamil Nadu Right to Information (Fees) Rules, 2005. 2) Definitions.- In these Rules, unless the context otherwise requires,-
(a) “Act” means the Right to Information Act, 2005 (Central Act 22 of 2005);
(b) Words and expressions used in these Rules and not defined shall
have the same meaning assigned to them in the Act.
3) FEES.-
(a) Every application for obtaining information under sub-section (1) of section 6 of the Act shall be accompanied by an application fee of rupees fifty by cash or by demand draft or bankers cheque payable in the head of account, as may be specified by the Public Authority.
(b) For providing the information under sub-section (1) of section 7 of the
Act, a fee shall be charged by way of cash against proper receipt or by demand draft or banker’s cheque payable in the head of account, as specified by Public Authority at the following rates:-
(i) rupees two for each page (in A-4 or A-3 size paper) created
or copied; (ii) actual charge or cost price of a copy in larger size paper;
(iii) actual cost or price for samples or models; and
(iv) for inspection of records, no fee for the first hour, and a fee
of rupees five for each fifteen minutes ( or fraction thereof) thereafter.
( c) For providing the information under sub-section (5) of section 7, the fee shall be charged by way of cash against proper receipt or by demand draft or banker’s cheque payable in the head of account, as specified by the Public Authority at the following rates:-
(i) for information provided in diskette or floppy rupees fifty per diskette or floppy; and
(ii) for information provided in printed form at the price fixed for
publication.
