    progressive, and community focused police department in the State of North Carolina by promoting the highest standards of performance, best practices, and accountability that reflect our values and those of the community we serve.

    We are united in partnership with our community and city in our commitment to addressing crime, violence, and quality-of-life issues through modern, evidence based strategies integrated with proven problem solving tactics and adherence to the principles of community policing.

    The Asheville Police Department is accountable to protect our citizens by enforcing the laws of the State of North Carolina and upholding the United States Constitution through fair and impartial policing, treating all individuals with dignity and respect.

    We strive to hire, retain and promote the most talented and loyal officers and staff who demonstrate the highest level of integrity and dedication to our profession by ensuring access to training, development and advancement opportunities, providing clear communication of our expectations, and rewarding innovation and commitment to duty.

    All members of the Asheville Police Department must be committed to excellence of service and must work together to establish and achieve our mission of protecting the citizens of Asheville

    APD Leadership Properly trained and developed to model the highest

    level of integrity and competence.

    Must apply fair and consistent management of department personnel, set objective performance measures, and be accountable for achieving the goals of the organization.

    Must be visible and accessible and clearly communicate their expectations to staff.

    Trained on the principles of procedural justice, community policing, crisis intervention and modern evidence based practices

    Officer performance evaluated on their role in applying these fundamental policing strategies

    Officers will be rewarded, not on how many arrests or tickets they produce, but how well they employ partnerships, problem solving, and community engagement in to their day to day work.

    Accountability measures such as robust review processes and inspections will be put in place to ensure that we are employing accepted best practices

    APD will be committed to addressing crime, violence, and quality-of-life issues through:

    Consistent engagement at all levels of our organization

    Visibility and accessibility of leadership Transparency and open sharing of information The treatment of all citizens with respect and dignity

    We will partner with community members and groups, the faith based community, service organizations, businesses and city agencies to employ problem solving strategies that will provide long term solutions to improve our neighborhoods and the quality of life of Ashevilles residents.

    An APD supervisor or commander will be assigned to every neighborhood and business association as a point of contact to relay information on crime and issues of concern as well as to engage resources to address the needs and concerns of those specific areas.

    Our public information office will ensure that all of Ashevilles residents are advised of police activity by relaying accurate and timely information through social and traditional media.

    The Community Oriented Policing principles of partnerships and problem solving will be the job of every member of the APD.

    It will be included in our mission statement and all will be accountable for practicing these principles in a manner that conveys legitimacy and procedural justice.

  • City Government

    The Chief of Police is responsible to provide regular, clear and accurate communication with city government leadership.

    The City Manager and Deputy City Manager must be kept abreast of police activity, both as it relates to crime and regarding internal issues.

    Timely notification of incidents, activities and regular reporting of progress on the development and implementation of policies, practices and reforms is necessary to ensure the departments accountability to the city leadership.

  • Conclusion

    As the next Chief of Police of the Asheville Police Department, I will improve and maximize the organizational culture by rebuilding and enhancing trust through open and consistent communication of our vision and strategies within the organization, in the community, and to the leaders of city government.
