Technical Advisory Council Meeting Summary
I. Call to Order
Chair Brown called the meeting to order at 1:32.
II. Roll Call Members were sufficient to establish a quorum.
III. Pledge of Allegiance Chair Brown led in the Pledge of Allegiance. IV. Moment of Contemplation Chair Brown led in the Moment of Contemplation.
V. Public Comment
Chair Brown opened public comment. There was none.
VI. Approval of Previous Meeting Summary, September 20, 2016 Motioned by Stu Marvin and seconded by Jackie Julien, the TAC approved the summary unanimously.
VII. Lowry Park Zoo Water Resources Master Plan, Heather Maggio, City of Tampa Ms. Maggio gave an extensive presentation on this Master Plan, conducted by the City of Tampa. Mrs. Maggio explained that the zoo has their own wells on site, and reported that all water infrastructure (potable, waste or storm) was updated and put on the ARC system, so that the zoo management could work better and know where all pipes are located. Motioned by Stu Marvin and seconded by Ms. Dannels, the TAC unanimously took action to recommend to the River Board that the Board that they send a letter of support to the zoo to implement the plan.

VIII. Draft Temple Terrace Fertilizer Ordinance
Mr. Damien gave a presentation concerning an update to the City’s Fertilizer Ordinance. Mr. Damien explained that this draft is similar to the City of Tampa’s ordinance with a seasonal application restriction. After discussion, motioned by Stu Marvin and seconded by Jackie Julien, the TAC unanimously took action to recommend to the River Board that they send a letter in support of these draft ordinance changes.
IX. Hillsborough River Data
Hillsborough River flows and levels were discussed by the TAC, including natural flow over the City of Tampa Dam.
IX. Other Business
Chair Brown thanked all for their efforts on the River Boat Tour. Chair Brown announced the Holiday Boat Parade on Sunday, December 18, 2016. Ms. Julien gave an update on the Jean Street Shipyard compliance project and announced that there is a deadline for completion of removing derelict structures by the end of this year. Ms. Dannels reported that the City of Tampa submitted their Julian B. Lane application to the Army Corp. Ms. Dannels also said there will soon be a meeting with Tampa Heights for discussion of its plans. Mr. Damien reported a need for a new “no wake zone” sign and inquired as to what agencies deal with trees that fall and block the River. Ms. Julien advised Mr. Damien to contact FWC for action on these issues. Ms. Zhang-Torres announced that DEP’s Emergency Notification of Pollution workshop on October 17, 2016 hosted over one hundred people. Mr. College reminded the TAC of the Planning and Design Award program on October 20, 2016. Mr. College also invited the TAC to take the free ferry test ride on November 2, 2016. Meeting was adjourned.

V. Public Comment Chair Brown opened public comment. There was none.
VI. Approval of Previous Meeting Summary, October 18, 2016 The Previous Meeting Summary was not able to be approved due to lack of a quorum.
VII. Dock Permitting Process, Christina Bryant, EPC
Ms. Bryant gave a presentation explaining the layers of steps involved with issuing a permit to an applicant. Ms. Bryant stated that there is intake, screening, review, site visits, project distribution, noticing, and permit issuance, that are the facets to the process. It was determined that this item will also be on the TAC’s January meeting in hopes that more members will be able to attend.
VIII. Hillsborough River Data Hillsborough River flows and levels were discussed by the TAC.

2017 Meeting Dates Mr. College mentioned the meeting dates for the TAC for 2017. Chair Brown announced that December 18, 2016 is the date of the Holiday Boat Parade. Meeting was adjourned.
