ABOUT US - The aim of the Association is “to provide the best basketball for our community.”

Tamworth Basketball Association Inc. (TBA) is a community based not for profit organisation within Tamworth and New England Region with history extending over sixty years in Tamworth. A volunteer Board of Directors, comprising of a President, Vice President, Treasurer, Secretary, Events Co-ordinator, Coaching Director, Referees Director and Competitions Direct who are elected by the members at the annual AGM, who provide the Association’s direction. Our home is in a modern six court multi-sport facility, the Tamworth Sports Dome (TSD), located at 5-7 Jack Smyth Drive, Tamworth. Formerly located at “The Thunderdome”, in Anne St, South Tamworth, we moved to the Sports Dome at the beginning of 2011. TSD is now the home of all TBA junior and senior competitions and representative sides, which sees over 1,100 members playing each week of the calendar year. Our Senior Representative Program (SRP) comprises of all teams entered into the Waratah State League (WSL) by TBA both men and women. The SRP is a high level program but open to all participants who have the commitment, ability and desire to contribute. TBA encourages participation by high level athletes and coaches who can improve the SRP. The season will see TBA nominate 2 teams in the Waratah State League. The foundation of the SRP is made up of the following four pillars:

PLAYERS

Firstly, congratulations on being selected to represent the Tamworth Thunderbolts for this season and welcome to our representative program.

WSL competition games are held on Saturdays & Sundays with games tipping off from 5.00Pm – 7.30pm at a multitude of venues throughout Northern and Coastal regions unless otherwise stated as per the draw.

Additional Representative Team Tournament Play

On top of the WSL your coach/team may choose to nominate or be eligible to compete at additional tournament/s during the course of the year. These events are not included in the costing’s of WSL season.

PLAYER GUIDELINES AND EXPECTATIONS

Criteria for Players

To be eligible for selection players must:

• Play in TBA’s domestic competitions A Grade.

• All players must attend level 0 Referee Course.

• Be able to attend 100% of team training sessions.

• Attend 100% of games.

• Follow instructions and directions of officials while attending all basketball activities.

• Follow the instructions of team management including coach, assistant coach and manager.

• Be punctual. Be at every team meeting, practice and turn up to each game early.

• Advise your team manager and coach in advance if you are unable to attend any meeting, practice or games in advance.

• Give 100% effort at every practice and game.

• Represent the Thunderbolts to the best of your ability. Behave in a proper manner and display good sportsmanship at all times.

• Respect, support and show loyalty to team-mates, team management and your association.

• Adhere to any team rules or special instructions from team management and your association.

• Endeavour to participate in TBA development programs.

• Acknowledge that they are prepared to operate within guidelines by signing the SRP player commitment agreement.

• Have parents or guardians who acknowledge that they are prepared to operate within SRP guidelines by signing the SRP player agreement.

• Pay the appropriate fees.

• Players who fail to meet the above expectations will not be suitable to participate in SRP and will be subject to disciplinary action by TBA.

Key Roles

In addition to providing plenty of positive support, there are a number of other key roles in which you can help your squad be a success. These roles are:

Tamworth Senior Representative Committee The committee will be responsible for the running of SRP. The Director of Events will be the Team Leader to provide support, direction and co-ordinate volunteers. Committee members will assist with booking/s Accommodation, Travel, Meals / Food, organise flyers for each away game, uniform collection at end of each season, first aid kit to be replenished and to be kept within budget. Remember no committee no Senior Representative Program.

Team Manager Each team will require a team manager who is appointed by TBA from the team’s partner’s/parents body. The manager’s role is predominantly organisational and support and requires no particular basketball knowledge. A love of the game and a willingness to help and support others is all you need. You do not have to be a player but an affiliate of our association to be covered by insurance and other benefits. Personal Player Sponsorship Sponsorship packages are available for each participant that would like to be part of our Representative Squad. Personal Sponsorship assists players with fees and provides advertising for individual sponsors. Contact the Snr Representative Committee for assistance with personal sponsorship packages.

Player fees for the WSL Season

Fees for the season cover the direct costs incurred in running the SRP, these costs include:

• Court hire fees

• Referee Game fees

• Court Supervision fees

• Equipment

• Team Nomination fees

• Uniforms

• Travel expenses – Accommodation, Coach Hire, etc.

• Presentation expenses

• Team Photos

All support to the SRP provided by TBA staff is provided at no cost to the SRP.

Interaction with other Supporters/Players

While TBA strongly supports partners, parents & supporters involvement in its program, it is important to understand that the qualified volunteer team coach is in charge and that over-zealous input from supporters is not helpful for anyone including the players concerned. Unfortunately some supporters may at times find difficulty in recognising the appropriateness or otherwise of their actions.

Around the Club • Respect, support and show loyalty to all those in your association.

• Participate in SRP activities.

• Participate where possible in TBA player development activities.

• Support TBA junior representative teams when possible.

• Participating in team and SRP social events.

TBA has a zero tolerance policy towards threatening, violent or abusive behaviour. Supporters acting in this manner will be required to leave the program.

PLAYER AND PARENT AGREEMENT OUTLINE

This agreement specifically addresses the expectations that TBA has for players and their partners/supporters within the TBA Senior Representative Program. Players are required to complete and sign the player agreement found on page 15 of this document and return to TBA as a condition of acceptance of the offer to join the SRP. This agreement covers:

• Acknowledgment of Selection

• The support that TBA will provide

• Eligibility

• Issue Management and complaints procedure

• Use of personal information

• Legal requirements for any person responsible for children.

• The general expectations for players & parents

• Volunteer Nature of the SRP

• Unacceptable behaviour and the consequences

Acknowledgment of Selection

The TBA congratulates players on their selection to join the TBA Senior Representative Program. This selection is an important achievement and one which carries with it both significant opportunities and responsibilities for players.

Support

• The SRP Handbook sets out the guidelines and expectations.

• TBA in consultation with its coaches sets out objectives for each team in the program.

• TBA provides regular and ongoing feedback to team management on progress against these objectives.

• TBA will make available to its team management directly and via BNSW training in child protection issue management.

• TBA provides insurance for its registered members. Once registered as a member of TBA, SRP players are automatically covered by Basketball NSW Sports Insurance Program, details of which are available via the following link; http://www.nswbasketball.net.au/admin/Insurance.htm.

• SRP players are members of TBA and receive TBA newsletters. In particular, news relating to the SRP is made available through “The Dribbler” newsletter, which is to be posted to the TBA web site.

Eligibility

• SRP player members represent TBA and accordingly they must comply with the requirement to play within the domestic A Grade competition at TBA.

• All SRP players are expected to play in the domestic competition at TBA, unless they receive a written exemption from TBA.

• In the absence of a written exemption, players who do not participate in the TBA domestic competition cannot play TBA representative basketball.

• Signing of this agreement is taken as proof that players have read and understood the SRP Eligibility requirements.

Issues Management and Complaints Procedure

TBA calls for open and transparent processes and for loyalty to and support of our program and those staff and volunteers who make it happen. TBA recognises the difficulty in meeting the expectations of all participants in the program and that much of this responsibility falls to our volunteer coaches. In the event of an issue arising players or supporters should in the first instance discuss the matter with:

• On-Court Issues (A) – contact Team Coach

• Team Issues not game related (B) – contact Team Manager

• Should you feel that the response you receive arising from situation (A) or (B) is unclear, then you should contact the TBA Representative Manager (Vice President) for clarification on the issue.

• Breaches of the TBA Codes of Conduct are to be reported immediately to the TBA Representative Manager.

• TBA Complaint Form is available on request or at http://www.tamworthbasketball.com.au/Policies & Procedure/forms.

Please note: TBA’s expectation is that players should limit their discussions with coaching staff to matters concerning their own abilities only.

Use of Personal Information

• In accepting a position in a squad or team, a player acknowledge that TBA may use photographs of the player and or their supporters on the TBA web site and in various literature, newsletters and related publications, and the player and their supporters consent to the reasonable use of such photographs and information.

• TBA will not make public the personal information of a player, without their prior express consent.

• The player consents to the following information being used by TBA for reasonable purposes related to the SRP and or TBA activity.

• Player name

• Photograph of player and or parent or guardian

• Basketball information regarding player

• Contact details, usually comprising email and phone numbers, are collected by TBA and distributed to managers, players and or coaches to be used for the efficient administration of the program. The use of this data entrusted to TBA and communicated in good faith to volunteers, for any purpose not directly related to the delivery of the SRP, is expressly prohibited. From time to time, the need to communicate with athletes outside of training and games will arise and to ensure transparency with all involved in the program, coaches and managers MUST copy (cc) players in all email correspondence. This will alleviate breakdowns in communication. A breach of trust in this area will constitute grounds for exclusion from the program.

Legal Requirements

• TBA is obliged to obtain certain assurances from those involved in managing children’s activities and to continually monitor the activities of its appointees.

• Each person appointed by the TBA must conform to the relevant Child Protection requirements.

• Any concern regarding matters of this type must be reported immediately to the TBA President via [email protected]

• Players must make a declaration of any medical or health issues which may affect participants in the SRP.

General Expectation for Players

• The intense nature of the SRP calls for high standards of commitment and behaviour from players and in addition there is an expectation that players will be closely involved with the program. Expectations in these regards can be found in the TBA Handbook.

• All players will travel as a squad and will remain in the care of the team manager for all games. Supporters are invited to travel with the squad if seating and accommodation is available, please contact your manager to reserve your place and costing.

Volunteer Nature of the SRP

The SRP is purely a volunteer program. Participants cannot use their involvement for commercial gain or to promote commercial activities. A breach of this standard will constitute grounds for exclusion from the SRP.

Unacceptable behaviour and the consequences

TBA has adopted and issued a series of policies, which seek to highlight types of behaviour not acceptable within the Association and the SRP; copies of these are attached in Appendices section:

• Broadcast emails and channels of communication

• Behaviour of non-playing representatives (officials)

• Board Directive to all coaches Where, in the opinion of the Association’s Board, a person has breached one of these behavioural undertakings relevant to their role within the SRP, TBA reserves the right to exclude that person from attending training and or games. An appeal against such exclusion can be made to the Board.

APPENDICES

Appendix 1 - TBA Codes of Conduct – Players and Supporters

1) PLAYERS ❖ I will always play by the rules.

❖ I will never argue with an official. If I disagree with the decision I will inform the captain, coach or

manager during a break or after the competition.

❖ I will control my temper. I understand that verbal abuse of officials, sledging other players and

deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in any

sport.

❖ I will not use bad language, nor will I harass players, coaches, officials, administrators or other

spectators.

❖ I will work equally hard for myself and / or my team.

❖ I will be a good sport and applaud all good plays whether they are made by my team or the opposition.

❖ I will treat all players in my sport as I like to be treated. I will not bully or take unfair advantage of

another competitor.

❖ I will cooperate with my coach, team mates and opponents.

❖ I will display modesty in victory and graciousness in defeat.

❖ I will participate for my own enjoyment and benefit, not just to please parents and coaches.

❖ I will not arrive at the venue intoxicated or drink alcohol at junior matches.

❖ I will respect the rights, dignity and worth of people involved in the game, regardless their gender,

ability, religion, cultural background or impairment.

❖ I will thank the opposition and officials at the end of the game.

❖ I will comply with anti-doping policies.

❖ I will not participate in any forms of violent, threatening or abusive behaviour.

❖ I will not take part of any harassment, bullying or defamation posted on Social Networking Websites

of TBA or any persons relating to Basketball.

❖ I realise that there are consequences for breaches of these Codes of Conduct, some of which are

severe.

Note: A player who breaches this code can expect to be placed on a behaviour agreement, irrespective of the outcome of any other disciplinary action.

• Take pride in and care of the uniform that you wear.

• Always remember your actions and behaviour whilst at home or away at all times reflects on our Association.

• Be courteous and show respect for your club and officials.

• No cursing or swearing. • Tuck your shirts in during games, show respect to the Officials.

❖ Spectators will abide by BNSW's Parent/Spectator Zero Tolerance Policy and guidelines on Sports

Rage.

❖ Encourage players to participate if they are interested. If they are not, don't force them.

❖ Focus on playing the game, reducing the emphasis on winning.

❖ Teach children that an honest effort is as important as victory, so that the result of each game is

accepted without undue disappointment.

❖ Encourage children to always play be the rules.

❖ Do not criticise children in front of others, but reserve constructive criticism for more private moments.

❖ Remember children are involved in sport for their enjoyment, not yours.

❖ A child learns best by example. Applaud good plays by all teams.

❖ Accept decisions of all referees as being fair and called to the best of their ability. Do not raise issues

of disagreement publicly

❖ Do not criticise opposing team members or supporters by word or gesture

❖ Set a good example by your won conduct, behaviour and appearance

❖ Support all efforts to remove verbal and physical abuse from sporting activities

❖ Avoid use of derogatory language based on gender, race or impairment

❖ I will applaud good performances from each team and congratulate all players regardless of the

outcome. I will respect the referee’s decision and if there is disagreement, follow the appropriate

procedure in order to address the concerns.

❖ I will remember children play sport for fun. They are not playing for the entertainment of spectators

and are not miniature professionals. I will be positive and will never ridicule or scold a child for making

a mistake during competition.

❖ I will condemn the use of violence in any form, be it by spectators, coaches or players.

❖ I will show respect for the opponents as without them there would be no game.

❖ I will encourage players to obey the rules and decisions of officials.

❖ I will demonstrate appropriate social behaviour by not using foul threatening or abusive language or

behaviour or, harassing players, coaches, officials or spectators.

❖ I will respect the rights, dignity and worth of people involved in the game, regardless of their gender,

ability, religion cultural background or impairment.

❖ I will not take part of any harassment, bullying or defamation posted on Social Networking Websites

of TBA or any persons relating to Basketball.

❖ I realise that there are consequences for breaches of these Codes of Conduct, some of which are

severe.

Note: A breach of this code could result in up to a 12 month ban on attending events conducted

by Basketball NSW and Tamworth Basketball Association.

Appendix 2 - TBA Zero Tolerance Policy

To further create a safe enjoyable playing environment for all participants, Tamworth Basketball Association have in place a Zero Tolerance Policy for Player, Parents and Spectators.

I. There will be a zero tolerance policy towards any inappropriate or abusive behaviour from Players, Parents and Spectators towards any other participant.

II. Any Player, Parent or Spectator who feels the necessity to:

Persistently or wilfully questioning or challenge the rulings of the referees

• Berate or abuse referees

• Berate or abuse players

• Berate or abuse other parents or spectators

• Display conduct which is inappropriate in a sporting environment

All participants have to accept responsibility for their behaviour.

Any appeals against disqualification under this policy should immediately be directed to Tamworth Basketball Association – Attention The Secretary. This action has become necessary due to the reported instances of inappropriate and abusive behaviour at competitions conducted by Tamworth Basketball Association and Basketball NSW and our desire to nurture a safe competitive environment for all participants. We implore any participant that feel they cannot refrain from the above behaviour not attend. If you require or would like to offer feedback or request a clarification on this issue please speak with the Court Supervisor at an appropriate time or contact the The Secretary on the next business day via the Administrator. Please note that any action taken under this new policy and procedure is entirely separate to any action that may be necessitated by law under the NSW Child Protection Legislation, Sport Rage Guidelines or Judicial matters. At TBA, there is zero tolerance to violent, threatening or abusive behaviour. People acting in this manner will be required to leave immediately. Failure to do so will result in other formal actions being put in place. No warnings will be given in the event of the above action becoming necessary.

Appendix 3 – Conditions of Entry

By entering TSD, all persons agree to be bound by the following terms and conditions:

• All persons must conduct themselves in a proper and reasonable manner and in accordance with Tamworth Basketball Association Inc. Codes of Conduct, including Zero Tolerance.

• By entering, all persons agree to be bound by the Tamworth Basketball constitution, rules and bylaws and submit themselves to the Tamworth Basketball tribunal process and any other disciplinary forum connected with basketball or other sports conducted at this stadium.

• Mobile telephones and cameras are prohibited from use in any toilet or change room.

• Persons entering agree to comply with any reasonable direction of any official connected with basketball or other sports conducted at this stadium.

• The right to remove any person from the stadium is reserved if the person’s behaviour is considered dangerous or unacceptable.

• Persons under the influence of alcohol or drugs are prohibited from entering or remaining on the premises.

• Smoking is prohibited in any indoor part of the stadium and any outdoor part of the stadium so designated.

• Consumption of alcohol is prohibited in any indoor part of the stadium and any outdoor part of the stadium so designated.

Appendix 4 - Broadcast Emails and Channels for Communication

This communication is to specifically address the issue of broadcast e-mails. The Association requires that participants’ dealings with a coach be direct and not conducted through a round robin of broadcast e-mails, Social Networking Websites (face book, twitter etc). Ideas, no matter how well intentioned can appear to a coach as direct criticism and create uncertainty in the minds of other parents. By all means, at an appropriate time, raise your basketball concerns with your team coach. TBA requires you to follow the procedures as outlined in the Complaints Procedures. If you are not satisfied with the outcome of your complaint or concerns, please complete the appropriate complaint form located on our Website and send to the Secretary of TBA. Tamworth Basketball Association, having appointed qualified volunteers to coach the team for the season, will invariably supports their decision on how to handle such matters.

Involving others to create an apparent groundswell of consensus to support a view does not advance the team; it just chips away at the morale of the parent body, the volunteer coach and undermines the program. If there is an issue, Tamworth Basketball would, at the appropriate stage, like to be informed so we can attempt to resolve it. We therefore require parents to follow this procedure rather than engage in discussion with other parents and players, which may inflame rather than help resolve a perceived problem. The program is primarily for Tamworth Basketball junior members to enjoy a challenging and rewarding basketball experience along with developing social interaction with their peers, the adult coaching team and supportive parent body. Tamworth Basketball welcomes your assistance in improving the experience for all players and volunteers.

Appendix 5 – Behaviour of Non-Playing Representatives (team officials)

All persons appointed to non-playing positions with the Tamworth Basketball representative program are required to acknowledge their selection for the season in question and AGREE to be subject to the following terms and conditions: i) all prevailing disciplinary and conduct guidelines, polices and by-laws; and ii) at the discretion of the TBA Board, such persons may be immediately suspended from any further participation in the Tamworth Basketball representative program should they be disqualified from any basketball game in any capacity; and iii) at the discretion of the TBA Board, such persons may be immediately suspended from any further participation in the Tamworth Basketball representative program should they incur a period of suspension from a basketball tribunal recognised by BNSW; and iv) when a person is suspended at the discretion of the TBA Board , that person must within 7 days show the Board good cause as to why the period of suspension should not continue for the remainder of the season, or for such other period as the Board at their discretion may impose; and v) that any person suspended from the Tamworth Basketball representative program by the Board pursuant to this policy for more than an accumulated total of 21 days within one calendar year, will be automatically precluded from participating in the program in the subsequent season.

Nomination and application forms will in future indicate such a policy, and nominations for the representative program will not be accepted where the applicant has been subject to a suspension pursuant to this policy in excess of 21 days in the preceding season.

Appendix 6 – Tamworth Basketball Board Directive to all Coaches Tamworth Basketball members and parents have a real appreciation of the benefit you bring to our Club and the children you come into contact with whilst coaching within your various spheres of interest be it playing, officiating, score bench or statistics. We thank you, sincerely. As a new rep season takes shape, however, the Tamworth Basketball Association’s Board of Management respectfully reminds all coaches of the need to retain a degree of professional separation in your dealings with the children you are coaching. And whilst this directive is to do with the children you coach, it should be the benchmark for all your dealings with all children at Tamworth Basketball. Please take a few moments to read this communication (which is only an outline and not exhaustive) and bear it in mind during your duties. In doing so, you will be protecting yourself and our Club from issues that may arise from a misunderstanding.

The majority of the advice is common sense. Nevertheless, for the record:

➢ Any physical contact between yourself and children should be limited to that essentially required to the imparting of a specific skill -and always delivered within the main playing or coaching area.

➢ Whenever possible, you should explain to the parents of the children that, inherent with coaching basketball skills, (playing or officiating) there may be the need from time to time to make adjustments of posture or position of limbs and if parents have a problem with you doing that they should advise you immediately and you will accommodate their request.

➢ All discussions or briefings with your charges will be conducted in the public arena and not in a secluded or private area unless the child is accompanied by their parent.

➢ You are to limit the occasions when you make contact with children outside the immediate requirements of your coaching brief. Transport arrangements that result in you and a child being the sole occupants of a vehicle are to be at all times avoided.

➢ Likewise at post activity functions you should be mindful of your role as an adult coach and not put yourself in a situation where you are the sole adult with a child or children taking refreshments outside the venue.

➢ E-mail correspondence must be directed to the parent in the first instance. If the parent does not have an email address then correspondence should be addressed to the parent at the child's email address. In situations where there is no team manager you should limit such correspondence to the transmission of information required to enable the child to attend the next activity and make every endeavour to ensure that e-mails are addressed to the parents. Do not use the rep email listings of members for any other purpose, including social or commercial purposes.

➢ Social networking sites and communication through them is to be avoided and if you have a personal site you should not allow minors to access your site. Be very mindful of what images and content appear on your site and you should not seek to contact your charges via their social networking sites.

➢ Telephone communication with children should be kept to a minimum; this includes text messages, and must be limited to game or practice logistics. It is recognized that in the fluid circumstances of games and training occasionally alterations to schedules arise, which can only be communicated in a timely manner by telephone or text messaging. Every effort should be made through competent organisation and foresight to keep these instances to an absolute minimum.

In summary do not put yourself in a position where your integrity and good intentions could be misconstrued. In protecting all parties, we have a mutual obligation to manage our child protection and privacy obligations. The Board has asked that we be rigorous in monitoring and managing these obligations and act quickly in reviewing the involvement in the program of anyone who transgresses this directive. To conclude, we congratulate you on your interest in the game, in seeking to improving your sports qualifications and wishing to impart knowledge to junior participants. As an Association we can only grow through input from volunteers, people such as yourselves, and this communication is intended to ensure that through the ordinary discharge of your tasks you do not unwittingly become involved in a potentially damaging situation.

Appendix 7 – PLAYER Agreement

1. I agree to complete online player forms together with the deposit in the amount of $300 to secure the selection (deposit required unless you have secured a personal player sponsor, details of sponsor must be sent to the Administrator for invoice to be organised).

Failure to comply with this request by the due date will be deemed to mean that you do not wish to accept selection in the team and the place will be offered to the reserve player.

2. I undertake to make prompt payments as required against my account for the Senior Representative

Player Fee and understand that the budget for the season is calculated on all players contributing the full amount.

3. I understand that additional costs will be incurred for any player in a team, which is successful in reaching the Final Series of the WSL. (It is not possible to budget for these expenses until the WSL point scores are finalised, and the Venue for the finals is announced by NSWBA).

4. I understand that all players will travel and stay with the squad under the care of the Team Manager for all WSL away games. Bus transport will be arranged wherever practical. If it becomes necessary for teams to travel by private car (due to a decision of the Senior Representative Management Committee or the Board) a separate travel consent form will be required if there are Junior players involved unless parent travels with the child. (See team Manager for form or the website). No reduction in fees will be made if it is necessary for a player to travel separately (due to exceptional circumstances) to or from a venue. Notice in writing, requesting permission for you to travel separately, must be given on each and every occasion to the Senior Representative Management Committee to make a decision whether to release a player from travelling with the squad, at least five (5) days prior to the travel date.

5. I understand that any valuables (watches, jewelry, wallets etc) or other items (medication, clothing) will

be are the responsibility of the player at all times. 6. I understand that Senior Representative trips are for the purpose of Basketball and under no

circumstances will players be allowed to participate in other activities not deemed safe or suitable. 7. I have read the Code of Conduct for Players and Spectators.

Any breech of the code of conduct and or the policies and procedures of Tamworth Basketball Association, will result in the player/s removal from the representative squad and or from the premises. Players will be expected to remove themselves immediately from the location at the time of the offence. An offence will include: - possession or use of illicit drugs and or alcohol. Any item, in possession of a player/team, that may deem unsafe as to harm player/s or put the general public as a risk.

8. I have completed and signed the all Senior Representative Forms on line. We will be bound by the terms and conditions as per Tamworth Basketball Association Junior Representative Manual, Guideline & Policies Agreement.
