Park is to start the Terminal 3 (T3) construction project, so that the T3 can create the image of a modernized and internationalized gate of our country. In order to help all the interested companies understand the T3 Project, Civil Aeronautics Administration (CAA) decided to arrange this Technical Service of General Consultancy for Taoyuan International Airport Terminal 3 Request for Information (RFI) Seminar, inviting local and foreign professional teams to participate. At the same time, information about the issues related to the proposed steps of this project is being collected with the companies' suggestions as reference for the tendering of this project. The following tender process will be taken over by Taoyuan International Airport Corporation Ltd., which will be established on 1st November, 2010.

The Airport Park covers two parts; they are the Airport Zone and the Free Trade Zone.

(A) Airport Zone The current airport zone is around 1,204 hectares. It’s where the

major facilities of the airport, including the air-side and the land-side facilities, are located, as shown in figure 1.

I. Air-Side Facilities i. Runways

a. Runway 05/23: The length is 3,660 meters and width is 60 meters. The Instrument Landing System (ILS) is CAT II.

b. Runway 06/24: The length is 3,350 meters and width is 60 meters. The Instrument Landing System (ILS) is CAT I.

ii. Taxiways a. North and south fields: There are parallel taxiways, high

speed exit taxiways, entrance/exit taxiways, and apron

taxi lines. b. Cross-taxiways: There are two cross-taxiways, WC and

EC, connecting the north and south fields. iii. Aprons

a. North field: 19 stands for the passenger apron and 25 stand for the cargo apron.

b. South south: 19 stands for the passenger apron, 15 stands for the remote apron, and 31 stands for the maintenance apron.

II. Land-Side Facilities i. Passenger Terminal area

a. Terminal 1 (T1): The floor area is 169,500 m2, annual capacity around12 million passengers.

b. Terminal 2 (T2): The floor area is 318,000 m2, annual capacity around 17 million passengers.

ii. Cargo area a. On-airport cargo terminals: The annual capacity is 1.1

million tons. b. Off-airport cargo terminals: The annual capacity is 0.3

million tons. iii. Maintenance zone

a. China Airlines Maintenance area: There are hangars and apron.

b. EVA Airways Maintenance area: There are hangars and apron.

(B) Free Trade Zone (FTZ) It is located on the east side of the airport with the area of 45

hectares, developed and operated by Farglory.

(1) The on going Major Construction Projects Currently, there are two major construction projects listed as below:

(A) Terminal 1 Renovation Project: The appearance of the terminal will be remodeled, the space of the Arrival Hall will be expanded, and the surrounding traffic will be improved, in order to create new image of the gateway. The construction is expected to be completed in December, 2011. After the completion, the annual capacity of the terminal shall increase from 12 million to 15 million passengers.

(B) Runway & Taxiways Pavement Rehabilitation Project: The two existing runways and related taxiways will be rehabilitated. The length of the 06/24 runway will be extended to 3,800 meters. The project is expected to be completed in May, 2014. After completion, the air-side facilities will meet the standards for code F aircraft, and the Instrument Landing System (ILS) will be upgraded to CAT III.

(2) The Future Development for the Airport According to the “Conceptual Plan for Taoyuan International

Airport Park Project” (thereafter “Conceptual Plan for the Park”), the future development for the Airport is as below:

(A) Positioning : The goal of Taoyuan International Airport Park is to create a hub airport in East Asia with balanced development in OD and transfer traffic and provide high-quality service and convenient environment for both passengers and cargo users, in order to assist the industrial development in Taiwan.

(B) Development Strategy I. Promoting the development of the aviation business: To enhance

the infrastructures, including building Terminal 3, aprons, expanding the cargo areas and the maintenance areas. In the operational aspect, to increase the density of airline network, also the number of operating airline companies and international logistics integration companies to be stationed in the airport, and

improve customer satisfaction and convenience. II. Facilitating growth of non-aviation businesses: to expand

commercial business scope of the airport, including developing FTZ and the compound business facilities, and bring in proper development model.

(C) Traffic Forecast: In 2009, the passenger volume of Taoyuan International Airport was 21.62 million passengers, the freight volume was 1.358 million tons, and the aircraft movements was 0.14 million. In the “middle scenario” with growth rates over 5%, By the year 2020, the annual passenger volume will be 45 million, the freight volume be 3.22 million tons, and the aircraft movement be 0.33 million flights. The forecast number for the year of 2030 are the passenger volume reaching 58 million, the freight volume reaching 4.48 million tons, and the aircraft movement reaching 0.46 million flights.

(D) The Conceptual Layout of Future Development According to the “Conceptual Plan for the Park”, in the future,

the Airport Park will be expanded toward north and east. The blueprint of the Airport Park development layout is shown in figure 2. The important concepts of the layout are as below: I. Airport zone: This zone will be expanded toward north to ensure

the best possible air-side capacity. Accommodated the third runway which is 4,000 meter long with independent taking off/ landing separation to runway 05/23. There will also be a passenger satellite concourse area, a cargo area, and a maintenance area.

II. Free Trade Zone (FTZ): This zone will be on the east side of the airport by the cargo zone of the airport, for the overall operational efficiency and convenience.

(3) The Development Concept of the T3 Area (A) The concept of T3 area

According to the “Conceptual Plan for the Park”, Terminal 3 and the surrounding facilities will be developed on the vacant land on the west side of Terminal 2.

The facilities in This area include the main terminal, concourses, and aprons. There will also be an underground tunnel to connect the remote satellite concourse. On the east side of T3, there will be the ground transport center (GTC) connecting to T2. Furthermore, on the west side of T3, there will be facilities for Commercial Building (CB). Also, under the airport is the MRT Line. A station will be established as shown in figure 3.

west to the site by the China Airlines Park. The aviation museum also has to be moved. The underground access roads will be included into the WC removal project.

Because T3 is related to many facilities around, during planning and designing in the future, an overall technical consideration is required.

(B) The Development Scale of Terminal 3 I. Terminal capacity

i. T3 is planned to handle 43 million passengers per year. The initial estimation of the total floor area of T3 main building is 421,000 m2 and that of the satellite concourse is 224,000 m2. Figure 3. The arrangement of the T3 area

ii. The capacity of T3 and T2 together will reach 60 million passengers per year.

iii. T1 has been used for over 30 years since 1979. It can be used for other purposes such as business use or other functions after the completion of T3.

II. Parking Stands i. Terminal 3: 16 contact stands and 4 remote stands. ii. T3 satellite concourse: 56 contact stands and 20 remote

stands. (C) The Access Transportation for T3

I. Access road system: Establishing access network of freeway system and separating traffic circulations for passengers and cargos according to the arrangement principles (passengers on the east and cargos on the west) to reduce traffic and improve transportation service standard. The main road is National Highway No.2, as shown in figure 4.

II. MRT system: Planning a route from Taipei Main Station to Taoyuan International Airport, and extending this rout to High Speed Rail Taoyuan Station and Taoyuan and Chungli areas. Alone the route, there will be 4 stations inside Taoyuan International Airport. The construction has started and is expected to be finished in June, 2013. While planning and designing T3, those facilities such as underground MRT tunnel and station should also be taken into consideration.

III. Internal transportation system i. Ground transport center (GTC): The Parking lots on the west

side of T2 was designed to hold a 7-floor building. It is located between T2 and T3, thus the initial idea is to connect these two terminals with this facility, which can also provide space for bus taxis and to park. GTC contains a transportation station, waiting and boarding area for buses, taxis, shuttle buses etc., a waiting area for cars, a parking lot, and a car

rental center. The top floors may also be used as office or commercial function.

ii. People mover system (PMS) a. A ground PMS is planed for T3 to integrate the current

PMS’s runs along north and south concourses into one C-shaped system so that the train can go back and forth among all three terminals both ways.

b. The underground PMS must be considered for the structure planning of T3 so that in the future an underground tunnel can be built between terminal 3 and the vacant space on the north side for PMS and ground operations. Passengers can than go between these two places smoothly.

IV. The budget for the T3 area construction The budget for the construction of the T3 area and the

surrounding related facilities is huge. The initial estimations are as below:

i. The total budget for terminal 3, concourses, aprons, PMS, and WC taxiway removal is around 60 billion NT.

ii. The budget for affiliated facilities such as GTC and CB is around 7 billion NT.

V. The proposed schedule for the T3 construction The goal is to start to use terminal 3 by the end of 2018. The

initial schedule is as below: i. The planning and designing phase is from 2011 to 2014: The

tasks include a comprehensive planning for the T3 area, environment impact assessment, basic design, and construction supervision.

ii. The construction phase is from 2014 to 2018: The turn-key construction operation, including detailed design and construction, will be contracted.

the processes must be speeded up. There are so many facilities around T3, during planning and designing in the future, technical issues which need to be dealt with are very complex. The initial proposed steps for the construction shown in figure 6 may shorten the time required for tendering with less working interfaces. The related contains are stated below:

(1) Contracting the technical service of general consultant task This task is the first priority of this project which will be

implemented by the authority. The consulting service covers the overall planning (including construction plans) for T3, environment impact assessment, basic designs, and construction supervision.

After the above-mentioned basic designs are completed, the general consultancy must prepare for the tendering documents for construction work for the authority to continue the tendering operations.

(2) Contracting the project construction management (PCM) task The authority also hires a professional consulting company as the

PCM of this project. Its job content includes consulting and audit for the result of the plan and design, supervision of the construction, and consulting and audit of compliance of the contract.

(3) Implementing the contracted construction tasks In order to reduce the time required for construction, may adapt

turn key approach. The contractor will handle detailed design and construction work.

(4) Other required task The construction of moving the WC taxiway must be handled in

advance. Then there will be a space for the T3 construction. Thus, the WC taxiway project is separated from the T3 project in order to meet the tight schedule requirement.

The scope of service for the General Consultancy covers a comprehensive planning for the T3 area (including construction planning), environment impact assessment, basic design, and construction supervision. These work items are explained in detail in the following paragraphs.

(A) Comprehensive Planning for the T3 area I. The covered planning areas include the new terminal 3, its

concourses, adjacent aprons, the PMS, the GTC, terminal 2, CB and WC taxiways. The space requirements, location and layout, traffic and passenger circulation, construction schedule, development schemes, budget, schedule, economic and financial plans need to be addressed in full detail. New concepts on modern airport terminal development, operation, and management should be incorporated to complete the planning work.

II. A comprehensive report on the T3 development plan must be prepared and submitted to the authorities for review and approval.

(B) The Environment Impact Assessment (EIA) The size of the T3 development site is over 5 hectares. According

to the Environmental Impact Assessment Act, an EIA report must be submitted to the Environmental Protection Administration, Executive Yuan for review and approval before the development project begins. To comply with the EIA Act, the project team needs to develop and submit an EIA report as a deliverable.

(C) T3 Basic Design Based on the T3 Comprehensive Planning, the project team

needs to perform basic designs for the major facilities in the T3 area. The scope of the Basic Design work includes the Terminal 3, its concourses, adjacent aprons, the PMS, and the GTC.

Figure 7 shows the boundaries of the planning and basic design for T3.

(D) T3 Construction Supervision The project team is also responsible for coordinating with and

supervising the contractor during the T3 construction work to ensure a successful completion of the T3 development.

(2) Bidding method:

(A) International bid with the following regulations: I. Contractors may submit the tender individually or as a consortium.

Foreign and domestic firms may jointly bid for this project as a team.

II. Tender qualification:Individual bidding firms need to meet the basic qualification requirements, a co-bidding team needs to meet the specific qualification requirement. The specific qualification requirement requires the collective experience of the team

members must successfully complete a comprehensive planning and design of an international airport terminal project.

III. A foreign consulting firm is required to establish a branch office in Taiwan after winning the tender.

IV. Language: Chinese is the primary project language. English can be used as a supporting language when necessary. The service proposal and other relevant documents and information associated with this project shall be submitted in Chinese.

(B) Project Team Selection: The project team selection is a two-phase process:

I. Phase 1: i. A 40- to 60-day period will be given after the announcement of

the Request of Qualification (RFQ). Each team must submit a complete documentation of qualification and proposal for the planning and design concepts of T3 within the specified time period.

ii. The authority will form an evaluation commission to review each team’s qualification. Each team will be invited to make a presentation on its planning and design concepts for T3.

iii. A shortlist of up to 6 teams will be selected by the authority to enter phase 2.

II. Phase 2: i. A 120-day period will be given after the announcement of the

Request for Proposal (RFP). All 6 teams must submit their service proposal, T3 architecture model in 1/500~1/1000 scale, and a short animation film.

ii. The authority and the evaluation commission will make the evaluation public and rank the 6 teams.

iii. The authority will start price negotiates with the team of the highest rank. If a price agreement can be reached, the authority will sign a contract with the team the selection process will end. Otherwise, the same price negotiation

process will be given to the next highest ranked team until an agreement is reached.

iv. The 5 unselected teams will be rewarded, the reward amount will be determined.

III. Amount of tender At this time, the service fee of the project is suggested to be

divided into two parts – planning and construction supervision. For the planning part, such as the comprehensive planning for the T3 area (including development schemes) and Environmental Impact Assessment, a lump sum price is used. For the construction supervision part, such as T3 basic design and construction supervision, a percentage of total construction cost is used. Suggestions on different pricing strategies are welcome and a final decision will be announced at a later stage.

IV. Schedule of the tender RFI seminars for the T3 area will be held to collect comments

and feedbacks. They will be included in the tender document for reference. On November 1, 2010 the Taiwan Taoyuan International Airport Corporation (TTIAC) will be officially established to carry out the T3 development. TTIAC will be the authority to prepare the tender document for the T3 project. The announcement of tender is scheduled to be in early 2011.

be two seminars on that day. To participate, please fill in the attached form and choose one of the seminars. Due to the limitation of the place, for each seminar, only 90 people are allowed to participate. Please sign up as soon as possible. One company may send at most 3 people to participate. All applications will be reviewed for qualification. Contractors have higher priority. The seat availability is limited. The deadline for signing up is 2010/10/22.

(B) Field trip: Participants will be taken to a tour of the related facilities in the T3 area, including the parking lot on the west side of T2 (where the GTC will be), the site reserved for T3, and the Aviation Museum (where the WC taxiways will be).

(C) Suggestions: Participants may offer their suggestions in the seminar and the CAA will respond on the spot. Or after the seminar, suggestions can be offered in written format for future reference.
