1 Introduction
This document contains the user guide of the TARIC Consultation.
The purpose of this document is to describe functionalities of the TARIC Consultation module. It is web
based UI, which provides:
Goods tree;
Calculation;
Browsing codes
Information
These functionalities can be used with buttons on home page.
Home page is available from every page by clicking on Tulli logo in header.
The module is available in the following required languages: English, Finnish and Swedish.

2 Goods tree
The goods nomenclature code list is available as an expandable tree, filtered according to chosen simulation
date and trade direction. It is possible to search goods code or part of its description or to browse tree by
expanding chosen rows:
The tree can be searched by date, trade direction, commodity code or description, by clicking on button Search
after part of code or part of description is written into textbox. Displayed result can be expanded in the same
way as original list of sections.
Expanding and collapsing of a row can be done by clicking anywhere on the row. Declarable goods items are
marked with white arrow on a blue background. Clicking on a declarable goods item opens a new tab with
detail information.
On a row there are up to 4 icons available:
1. Notes
2. Open this node in a new window
3. Pdf with printed tariff
4. Expand All.
First icon displays all notes for selected node and its parents (e.g. note to section, note to chapter etc.). Second
icon opens a new window with prepared URL, which can be bookmarked or copied for quick search of desired
node. Third icon allows download of a generated PDF file with printed tariff for selected node (with its
subtree). The last icon expands whole subtree.

New tab with commodity information contains descriptions of the goods, measurement unit, notes, footnotes
and list of applicable measures. User can also use the ‘Calculate this commodity’ button to navigate to the
Calculation wizard with selected goods commodity.
Listed measures, based also on trade direction (import/export), can be filtered by country and are divided into
4 categories:
1. Prohibitions
2. Duties
3. Taxes
4. Export refundations
Empty categories without measures are not displayed.
Each measure can contain conditions or footnotes, which will be displayed in a modal window after clicking
on the details icons. Conditions window displays list of certificates
Footnotes window displays list of footnotes related to displayed section code or goods codes.

3 Calculation
Calculation provides step by step wizard with maximum of 8 steps:
1. Commodity
2. Customs value
3. VAT code, quota
4. Additional codes
5. Meursing codes
6. Certificates
7. Amounts of goods
8. Result
Not all steps are required, depends on the values entered in the previous steps. User will be guided only
through required steps. User can use buttons in the footer or side menu to navigate in the wizard.
3.1 Commodity
First step requires trade direction, date, commodity code and country. Commodity code can be searched
through search icon.
3.2 Customs value
In the second step there can be entered customs value (€), net weight (kg), incidental expences (€) and
preference.

3.3 VAT code, quota
Third step provides available VAT codes to select from and quota number if available.
3.4 Additional codes
In the fourth step user can select additional codes. Only applicable additional codes are provided.

3.5 Meursing codes
On the fifth step there is an inner wizard for Meursing code with own navigation buttons. In this Meursing
wizard user have to select content of milkfat, milkproteins, glucose and sucrose. Selection is done step by
step, because provided values depend on previous selections.

3.6 Certificates
On the sixth step user can select certificates. Only applicable certificates are provided.
3.7 Amounts of goods
On the seventh step user have to enter amounts of goods in required measurement units.
3.8 Result
Last step shows finally the result, containing either list of errors, or amount of taxes. In addition also
prohibition, information and footnotes can be displayed.

4 Browsing codes
Browsing codes covers following areas: additional codes, certificates, meursing, countries, preferences and
goods.
Almost all pages (except Meursing) in this section keep very similar design: search criteria at the top of the
page and list of returned items at the bottom. Each row is clickable to display detail information in a new tab.
In the country browsing there are also country groups displayed, which can be clicked on to display all their
members.
Browsing Meursing has different design and provides one table with list of all Meursing codes. Codes
correspond with the content of milkfat, milkproteins, glucose and sucrose.

Each Meursing code is clickable to display Meursing charges for the code.

Information button is only a link to external site with detail information.
