Academic Letter Program Since 1988 Tartan High School has adopted an Academic Letter Program for students who average a B+ (3.33) or better grade point average for the four quarters of the school year. Academics Letters are presented to first time qualifiers; 2

nd and 3

rd year plaques are awarded to

qualifying students.

Administrative Discretion The principal or his designated representative may impose or recommend longer suspension, expulsion, or any other discipline as appropriate on a case-by-case basis. The Board of Education may revise policy at any time. In the event it does after this publication has gone to print, the new policy shall be followed. If it is determined school rules and regulations are in conflict with school board policies, the district policies shall take precedence.

After School Activities Tartan is a place where we want students to feel welcome and safe. We therefore encourage our students to be involved in extra curricular activities if they are interested in staying after school. Unless they are under the direct supervision of a teacher or coach, we request that students leave the building immediately after school. Loitering is not permitted. Students must wait for their rides just inside the front doors.

Age of Majority Tartan requires that all students follow one common set of rules, procedures, and expectations, regardless of age. Only an administrator for proven emancipation may make exceptions.

**Athletic/Activity Refund Procedure** A full or partial refund may be issued under the following conditions subject to approval of the Activities Director and/or with consultation of coach. 1. Athlete not selected for a team. 2. If athlete sustains an injury, depending on the date of injury. 3. Quitting prior to start of season or before selection of team. **A REFUND WILL NOT BE ISSUED IF THE STUDENT HAS ACCEPTED A POSITION ON A TEAM AND/OR QUITS AT ANY TIME DURING THE SEASON.**

Students who participate in athletics/activities must be in attendance the full school day. A student who does not meet this criterion will not be allowed to practice or participate in an event that day. Exceptions: a written excuse from a doctor, a school sponsored activity, or a family emergency. Coaches/Advisors will enforce this policy. The Activities Director or a designated representative, prior to the practice or event, may grant exceptions. The student shall have the responsibility for providing appropriate documentation and securing the exception in accordance with the deadline requirements outlined above. In addition if the student/participant is ill or will not be at an activity, the student should call and inform the coach or Activities Director making them aware of the situation. Activities Academic Standards Minnesota State High School League requires students participating in league activities to make satisfactory progress toward graduation. If satisfactory progress is NOT achieved a “Checkpoint” system will apply. See the Activities Director for more information. Activities/Athletics Chemical Health and/or Use During the year, regardless of quantity, participants are not to use, possess or transfer/distribute: tobacco, alcohol, and/or controlled substances. When the Activities Director is notified of such behavior, he/she is authorized to investigate the situation and notify the students, parents and coach/advisor of the determination and associated consequences as they pertain to Minnesota State High School League and District 622 expectations. See District Policy EM 020.8 Consequences for violations in Activities/Athletics: C1 = Athletics C2 = Music, Drama, and other Fine Arts Activities 1. First Violation (C1) 2 events or 2 weeks, whichever is greatest (C2) 1 event 2. Second Violation

(C1) 6 events or 3 weeks, whichever is greatest (C2) 2 events or 6 weeks whichever is greatest 3. Third Violation and Subsequent Violations (C1) The next 12 consecutive events or 4 weeks whichever is greater. (C2) 2 consecutive events or 12 weeks whichever is greatest. General Eligibility Requirements

1. Good Standing In order to be eligible for regular season and MSHSL tournament competition a student must be fully enrolled as defined by the Minnesota Department of Education. If a student transfers from one school to another and at the time of transfer was not fully eligible in his or her previous school, then that student shall be ineligible in the new school. A student who transfers from one school to another and is not in good standing shall be ineligible until the penalty has been satisfied. A student may not transfer from one school to another and gain eligibility. 2. Student Code of Responsibilities The member schools of the Minnesota State High School League believe that participation in interscholastic activities is a privilege, which is accompanied by responsibility.

As a student participating in my school’s interscholastic activities, I understand and accept the following responsibilities:

I will respect the rights and beliefs of others and will treat others with courtesy and consideration.

I will be fully responsible for my own actions and the consequences of my actions.

I will respect the rights and property of others.

I will respect and obey the rules of my school and the laws of my community, state and country.

I will show respect to those who are responsible for enforcing the rules of my school and the laws of my community, state and country.

Assault on any person will not be condoned by the League and will be dealt with by the school administration and the local authorities.

Note: Any allegation of sexual, racial, religious harassment violence and/or hazing may also constitute a violation of the Student Code of Responsibilities.

3. Penalty: A student who is dismissed or who violates the Student Code of Responsibilities is not in good standing and is ineligible for a period of time as determined by the school principal, acting on the authority of the local board of education. The League specifically recognizes by this policy that certain conduct requires penalties that may exceed those penalties typically imposed for first violations.

Attendance In order for students to be successful, they must attend school regularly.

If a student is going to be absent, a parent or guardian must call in the absence using the Attendance Hotline (702-8700) as soon as possible. The Attendance Hotline receives calls 24 hours per day. Only parents or guardians may call to report absences. Any call received providing fraudulent information will be referred for disciplinary action. If marked absent by a teacher, it is the student’s responsibility to help resolve any attendance discrepancy. Disciplinary action and/or truancy determination may result from failure to resolve unknown absences. Tartan has an automated phone calling system. If a student has an unknown absence a phone message will automatically go home at the end of the day. Students are expected to be in class and on time every day, and in accordance with Minnesota Compulsory Attendance Laws. Unexcused absences and tardies are unacceptable and are subject to disciplinary actions. The average student misses a total of seven (7) school days per year. If excessively absent, whether these absences are excused or not, parents may be required to provide medical verification for these absences to be excused. Otherwise, truancy reporting procedures will be followed. A complete listing of the ISD 622 Policy on Student Attendance (E-015) can be found in your

Student Rights and Responsibilities Handbook, on the district website, or from a building administrator.

Bathrooms/Restrooms Students are expected to use the bathrooms during passing time. Bathrooms are located just inside the cafeteria, outside the library, just inside the business circle and in student locker rooms.

Bullying

ISD 622 Policy EM-020.16 BULLYING PROHIBITION POLICY

1) General Statement of Policy a) An act of bullying, by either an individual student or a group of students, is

expressly prohibited on school district property or at school-related functions. This policy applies not only to students who directly engage in an act of bullying but also to students who, by their indirect behavior, condone or support another student’s act of bullying. This policy also applies to any student whose conduct at any time or in any place constitutes bullying that interferes with or obstructs the mission or operations of the school district or the safety or welfare of the student, other students, or employees. The misuse of technology including, but not limited to, teasing, intimidating, defaming, threatening, or terrorizing another student, teacher, administrator, volunteer, contractor, or other employee of the school district by sending or posting e-mail messages, instant messages, text messages, digital pictures or images, or Web site postings, including blogs, also may constitute an act of bullying regardless of whether such acts are committed on or off school district property and/or with or without the use of school district resources.

b) No teacher, administrator, volunteer, contractor, or other employee of the school district shall permit, condone, or tolerate bullying.

c) Apparent permission or consent by a student being bullied does not lessen the prohibitions contained in this policy.

d) Retaliation against a victim, good faith reporter, or a witness of bullying is prohibited.

e) False accusations or reports of bullying against another student are prohibited.

f) A person who engages in an act of bullying, reprisal, or false reporting of bullying or permits, condones, or tolerates bullying shall be subject to discipline for that act in accordance with school district’s policies and procedures. The school district may take into account the following factors: 1. The developmental and maturity levels of the parties involved; 2. The levels of harm, surrounding circumstances, and nature of the

behavior; 3. Past incidences or past or continuing patterns of behavior; 4. The relationship between the parties involved; and 5. The context in which the alleged incidents occurred. Consequences for students who commit prohibited acts of bullying may range from positive behavioral interventions up to and including suspension and/or expulsion. Consequences for employees who permit, condone, or tolerate bullying or engage in an act of reprisal or intentional false reporting of bullying may result in disciplinary action up to and including termination or discharge. Consequences for other individuals engaging in prohibited acts of bullying may include, but not be limited to, exclusion from school district property and events and/or termination of services and/or contracts.

g) The school district will act to investigate all complaints of bullying and will discipline or take appropriate action against any student, teacher, administrator, volunteer, contractor, or other employee of the school district who is found to have violated this policy.

A complete listing of the ISD 622 Policy on Bullying Prohibition (EM-020.16) can be found in

your Student Rights and Responsibilities Handbook, on the district website, or from a building administrator.

Bus Safety Code Violations

Bus transportation is a privilege and is available to all students who live 1.5 miles or more from school as defined by the School Board. Students must ride the bus they are assigned and be prepared to show identification to verify identity and therein address of residence. If a student wants to ride a bus other than the one assigned:

1. The student must bring a note from a parent/guardian to their designated administrator stating their request.

2. The student’s designated administrator must sign the note before the student boards the bus.

3. All School District policies and school rules, procedures and behavior expectations are enforced on school transportation. Violation of district policies and/or school rules, procedures and behavior expectations while riding the bus may result in the loss of transportation privileges and/or other disciplinary action.

Cafeteria Rules

1. Each student may go to one lunch period only, regardless of schedule. 2. Doors to the lunchroom are closed after the first 5 minutes of each lunch shift. No

student may enter after that time or leave before dismissal time unless he/she has a pass.

3. Students are to dispose of litter in the receptacles provided. Failure to do so may result in disciplinary action.

4. Food and beverages purchased in the lunchroom may not the leave the lunchroom unless they have a written pass to do so.

5. Students may not throw anything at any time in the lunchroom. 6. Students must remain seated in their area unless at the bathroom, getting food or

cleaning up. 7. Students will not be permitted to use the restroom the last 5 minutes of each lunch

period. 8. Students must follow all directives given by the lunchroom supervisor(s). Failure to

do so may result in disciplinary action.

Disciplinary Action for Cafeteria Misconduct 1

st offense: 5 days lunchroom clean up

2nd

offense: 10 days lunchroom clean up 3

rd offense: 5 days restricted lunch

4th

offense: Administrative discretion.

Students may eat lunch outside in the student commons area reached by exiting the North door near the emergency exit during their lunch period. Food items may be taken to the commons area. Students found outside the commons area are considered “Off limits” and may be referred for disciplinary action. Students refusing to keep the commons area clean will have outside dining privileges revoked.

Calculators/Electronic Study Aids

Calculators or other electronic academic study aids (e.g. Palm Pilots, PDAs, etc.) may be confiscated if they are not being used appropriately in classrooms. The memory may be cleared and then returned to the parents when a conference is held. As these devices have become increasingly advanced and therefore more expensive, they have also become likely targets for theft. Students are advised to be mindful of where their devices are left, and are encouraged to take measures to deter theft and/or ease recovery by conspicuously marking the calculator with their name and by keeping a copy of the device’s serial number at home. For consequences for continued violation of this policy, see “Cell Phones and Electronic Devices”.

Cell Phones/Personal Electronic Devices Tartan High School believes the use of Personal Electronic Devices is a privilege and can be an acceptable communication and educational tool that requires responsible use by all students. PED use is permitted in hallways and common areas during passing times and before and after school hours. Electronic devices, which include but are not limited to, cellular phones, gaming devices, CD players, iPods, and others which do not serve a specific educational purpose (i.e. a calculator, or a device allowed through a student’s Individualized Education Plan or 504 Plan) are a distraction to the educational process and their use is not allowed during class. Students with such devices will be asked to put them away, and the items are subject to confiscation. Repeated offenses will result in confiscation of the device for a period of time. This may be up to the end of the academic year. Refusal to comply with a request constitutes insubordination, which will result in additional disciplinary consequences in addition to confiscation of the item. Parents are asked to contact their children via the main office rather than calling them on their cell phones and disrupting the school environment. The progression of consequences is as follows: 1

st Offense: Student will be asked to put the device in his or her locker, or the item will be

confiscated and may be picked up by the student at the end of the school day (2:43pm) and violation will be documented 2

nd Offense: The item will be confiscated and must be picked up in the office by a parent.

The violation will be documented. 3

rd and subsequent offenses: The item will be confiscated and will not be returned until the

end of the school year, or, until a conference is held with the student, a parent/guardian, and administrator.

To avoid any of these problems, quite simply: DO NOT BRING THESE ITEMS TO SCHOOL OR KEEP THEM IN YOUR LOCKER!

Cheating/Plagiarism The relationship between students and teachers is one built on trust and respect. Cheating or plagiarizing undermines this trust—perhaps permanently. All work submitted for credit in any class at THS is expected to be the original work of the student submitting it. If said work is not the original effort of the student, then s/he may be guilty of plagiarism. Students who allow their work to be copied will receive the same penalties as those who do the copying. Penalties may range from loss of credit for the assignment or class, parent conference, or suspension from school, or removal from the class. A letter indicating the student has been found in violation of this rule may also be sent to the parent, with a copy placed in the student’s cumulative file.

Cheating is defined as any situation in which a student:

Copies another students’ homework with or without his/her permission.

Is responsible for or partakes in the transference of confidential information (i.e., test answers or test/quiz copies) from one class to another.

Illegally brings to a testing situation written information that is pertinent to a test, quiz or class activity.

Plagiarism is defined as the borrowing or restating of another’s work or ideas and claiming them as one’s own. When submitting researched work, a student must:

Cite sources within the text for any: o Passage quoted word for word o Idea summarized from another source o Any statistics or numerical information o List all sources at the end of the assignment/paper.

Procedures: Those who submit manuscripts found to have been plagiarized are subject to consequences as prescribed by this rule. Teachers who suspect cheating or plagiarism are expected to:

Confront the student with the evidence and confiscate the document(s) in questions.

Report the situation to the appropriate administrator.

Contact the parent. Consequences: First offense: Zero credit for work, teacher will notify parents and administration. Second offense: Zero credit for work, student will not return to class until parent conference with administration. Additional consequences include but are not limited to: Suspension, detention, loss of membership in extra-curricular activities (NHS, Leadership Group, etc.), loss of late arrival/early release privilege.

Chemical Health Education and Support Services Tartan’s chemical awareness specialist provides a variety of drug-related information and services for students and staff. Among the services provided are individual counseling and support for students who are harmfully involved with chemicals, counseling and support for students who’s lives have been effected by someone else’s use of chemicals, a weekly “recovery” support group, and smoking cessation classes. For more information about any of these services, please call 651-702-8634. Signs & Symptoms of Chemical Use/Abuse Below are some indicators that a student may require some additional attention before school success is possible. All students display some of these behaviors at some time. The intensity, frequency, and duration of such behaviors should trigger your concern and the need for a referral. If you are concerned about someone who is exhibiting some of these behaviors, please refer them to the Chemical Awareness Specialist. SOCIAL

Changing several friends or changing peer groups.

Suddenly popular with friends who are older and unknown to family.

Social activities occurring more often, sometimes at odd hours.

Thrill seeking behaviors – evidenced by law breaking, promiscuity, etc.

FAMILY

Isolation from family members (hiding in room, locking bedroom door) and avoiding family activities.

Exhibiting negative attitude toward rules and parents.

Failing to follow through on promises.

Lying and becoming manipulative. SCHOOL

Lacking motivation and lower grades.

Sleeping in class, skipping class or school.

Dropping out of school activities.

Becoming disrespectful of teachers, administrators, and rules.

Frequently being disciplined and/or being suspended or expelled. PHYSICAL

Smelling of alcohol, marijuana or stale smoke.

Memory lapses.

Weight changes or unusual eating patterns (types of food, amounts, time of day).

Change in normal sleep patterns (more or less than usual, frequent naps).

Injuries and/or infections occurring more often. EMOTIONAL

Talking about or attempting suicide.

Violent or threatening (verbally or physically).

Lethargic or apathetic.

Mood swings. OTHER

Spending large sums of money and asking for money.

Having drug paraphernalia in bedroom or school locker.

Wearing drug oriented clothing and accessories.

Using drug slang, talking about drugs.

Chemical Use and Abuse Policy 1) General Statement of Policy

a) Use of controlled substances, toxic substances, and alcohol is prohibited in the school setting in accordance with school district policies with respect to a Drug-Free Workplace/Drug-Free School.

b) It is the policy of this school district to provide an instructional program in every elementary and secondary school in chemical abuse and the prevention of chemical dependency.

c) The school district shall establish and maintain in every school a chemical abuse pre-assessment team. The team is responsible for addressing reports of chemical abuse problems and making recommendations for appropriate responses to the individual reported cases.

d) It will be the responsibility of the superintendent to establish a school and community advisory team to address chemical abuse problems in the district.

e) The school district shall establish and maintain a program to educate and assist employees, students and others in understanding this policy and the goals of achieving drug-free schools and workplaces.

Class Probation

Serious offenses in the classroom, or repeated behavior referrals may result in a student being placed on probation. Further incident(s) once placed on probation will result in the student being removed from the class with loss of credit.

Code of Enhancement If a student violates school rules while an emergency situation is occurring, consequences may be greater.

School Dance Rules and Procedures Homecoming, Fall Dance, Incoming and Winter Dances Dress is casual. Tartan students in grades 9-12 are invited to attend the dance. Tickets are sold at the door. Student identification is required in order to attend the dance. Guests from other schools are allowed with a “GUEST PERMISSION FORM” and student identification. Only one guest is allowed per Tartan student. Semi-Formal and Spring Fling Dress with style. Tartan students in grades 9-12 are invited to attend the dance. Tickets MUST be purchased during school hours. Students are welcome to bring guests that are not from Tartan, but a GUEST PERMISSION form must be filed. One guest per Tartan student is allowed to attend the dance. Both Tartan student and guest must provide identification at the door and have a school issued ticket to the dance. The Tartan student accepts responsibility for the actions of his/her guest. Prom: Dress to impress. Tartan student in grades 11 & 12 are invited to attend the dance. Tickets MUST be purchased during school hours. Tartan students and guests MUST show identification at the door. The Tartan student accepts responsibility for the actions of his/her guest. Reminder for school dances Regardless of location of any school dance, all are school events and are therefore subject to the rules, policies, and regulations of Tartan High School and ISD 622. Consequences for violations of these rules, policies, and procedures will be levied in accordance with disciplinary measures found in this handbook (see “Discipline”) and the Student Responsibility Policy and in accordance with the Minnesota State High School League.

Detention

Detentions are scheduled before school from 7:15am-8:00am. (Monday, Tuesday, Wednesday, or Thursday) or after school from 2:55-3:40 (Tuesday, Thursday) Students failing to serve detention will receive enhanced disciplinary consequences, including but not limited to: additional detentions, in school suspension, or out of school suspension.

Discipline and Notice of Suspension School District Policy EM-020.15

1) General Statement of Policy -- The school board recognizes that individual responsibility and mutual respect are essential components of the educational process. The school board further recognizes that nurturing the maturity of each student is of primary importance and is

closely linked with the balance that must be maintained between authority and self-discipline as the individual progresses from a child’s dependence on authority to the more mature behavior of self-control. -- All students are entitled to learn and develop in a setting which promotes respect of self, others and property. Proper positive discipline can only result from an environment which provides options and stresses student self-direction, decision-making and responsibility. Schools can function effectively only with internal discipline based on mutual understanding of rights and responsibilities. -- Students must conduct themselves in an appropriate manner that maintains a climate in which learning can take place. Overall decorum affects student attitudes and influences student behavior. Proper student conduct is necessary to facilitate the education process and to create an atmosphere conducive to high student achievement. -- Although this policy emphasizes the development of self-discipline, it is recognized that there are instances when it will be necessary to administer disciplinary measures. It is the position of the school district that a fair and equitable district-wide student discipline policy will contribute to the quality of the student’s educational experience. This discipline policy is adopted in accordance with and subject to the Minnesota Pupil Fair Dismissal Act, Minn. Stat. §§ 121A.40-121A.56. -- In view of the foregoing and in accordance with Minn. Stat. § 121A.55, the school board, with the participation of school district administrators, has developed this policy which governs student conduct and applies to all students of the school district.

Disclaimer The administration reserves the right to sanction students for violating school rules and expectations not specifically covered in this handbook, and any other conduct deemed inappropriate in an educational or school sponsored setting.

Displaying Affection Although we live in a time when physical signs of love and affection are openly displayed, our students are expected to refrain from such displays in the building, at school activities, and on school property.

Dress Code Tartan High School’s administration and teachers expect students to present themselves in a manner that is respectful and appropriate to the learning environment. Students’ clothing should not offend others, cause embarrassment to self, present a health hazard, or disrupt the educational process. The following dress code expectations will be enforced:

1. Headgear: Hair accessories and barrettes are permitted. Baseball caps, headbands, sweatbands, hoods, and any item worn that completely covers the head and/or covers or blocks viewing of the face are not allowed.

2. Footwear: Students must wear footwear for their own safety and to maintain sanitary conditions.

3. Clothing: Students must wear clothing that is not offensive/inappropriate/disruptive to the educational process.

Offensive/Inappropriate/Disruptive is defined as:

A. Showing undergarments/underwear or private body areas/parts (i.e. exposed cleavage, stomach, buttocks, etc.)

B. Language or graphics that contain inappropriate language or graphics (i.e. ethnic, racist or sexual putdowns, drug, alcohol, or tobacco advertising).

C. Clothing that needs to be physically held up by a person to stay on. D. Gang identification/symbols.

(Referrals involving concerns of gang identification/symbols will be referred to the police liaison officer to be assessed on a case-by-case basis).

E. Skirts/shorts must be mid thigh or longer. F. Costumes and face paint.

4. Coats and Jackets: Students are permitted to wear lightweight sweatshirts/windbreakers/warm-up suit-type jackets. Outer wear jackets are not permitted (i.e. leather, trench coats, ski jackets, dress coats, etc.)

5. Backpacks/Purses/Bags must be kept in the student’s locker, unless the item has a visible signed administrator permission form attached to it.

Rationale: Backpacks/Purses/Bags can conceal items, thus making theft/stealing easier. Space in some classrooms is limited, backpacks/purses/bags would make space even more limited, and taking items out of the backpack/purse/bag can be disruptive.

6. Accessories and jewelry: Jewelry and accessories are permitted as long as they don’t pose a safety hazard. If an item appears to be dangerous/hazardous Tartan staff have the right to ask the student to remove it.

Discretion Statement: Final interpretation of the dress code is left to the discretion of Tartan school staff and administration. Enforcement:

1st violation – Student will be referred immediately to the office to either change or

call parent to bring something to school/go home to change.

2nd

violation – Student will be referred immediately to the office, directed to change dress. Parent will be called to bring necessary change of clothes and the student will be assigned a detention.

3rd

violation – Student will be referred immediately to the office, directed to change dress. Parent will be called to bring necessary change of clothes and the student will be assigned one day in Restricted Study Hall.

*Confiscated items can be picked up at the end of the day from the office staff with administration discretion. *If an item is worn repeatedly the office staff will confiscate the item. A parent/guardian can come in to pick it up or the student can pick it up at the end of the school year. Early Release/Late Arrival Seniors may earn the privilege of Early Release or Late Arrival instead of a 6

th or 1

st hour study

hall, respectively. In order to be eligible for Early Release or Late arrival, students must be registered for five classes, and be in good standing. Good standing means: for the previous grading period the student is earning at least a 2.25 GPA, has zero disciplinary referrals or

entries, six or less tardies, and zero unexcused or unknown absences. The necessary forms are available at schedule pick-up in August and in the General Office. Students must fill out a new form for each trimester. The forms must be filled out completely and signed by a parent/guardian. The forms are then turned into the general office. Once they are processed, the forms are returned to the students in study hall. All students MUST report to study hall until their signed form from the administration has been returned to them. Students not attending study hall will be considered TRUANT, and may then jeopardize their eligibility. Poor attendance, unexcused tardies, or failure to follow school rules may result in revocation of the students Early Release/Late Arrival privileges.

Elevator Only authorized students may use the elevator. Physically challenged guests or authorized staff members may use the elevator when needed. Student authorization must be obtained through administration and/or the Health Office.

E-mail Addresses All Tartan Staffs e-mail addresses are available on the Tartan High School web site. Tartan’s web address is www.isd622.org/tartan.

Emergency Situations Should an emergency situation arise (e.g.: severe weather), information will be given to the student body over the P.A. system. If school must be dismissed for an emergency situation, the principal will make such an announcement. Leaving before such an announcement will be considered truant. Consequences for misconduct may increase beyond the norm during emergencies. See also: Code of Conduct Enhancement. Additionally, during times of crisis or emergency, students may only be released to a parent or guardian, and may not be allowed to leave school property unless released to a parent or guardian.

Failing Grades

Failure to attain a passing grade in a required class means the student must make up this credit if the student wishes to graduate with their class. If the class is an elective, another course may be taken in its place.

Fighting Safety and Security is of the utmost concern at Tartan. Committing an act that inflicts bodily harm upon another person, even though accidental or a result of poor judgement, is prohibited. Tartan does not condone fighting in school, on school grounds or at school activities. Any time a fight occurs two forms of consequences are applied:

1. School consequences:

1st offense = 5 days suspension.

2nd

offense = 10 day suspension and recommendation for expulsion. 2. A police investigation is requested to determine if a law has been violated, if so,

disorderly conduct or assault charges may be filed in county court. Fighting-- How to Report If a student feels challenged to fight, the student is expected see a school official (administrator, counselor, teacher, etc.) to resolve the matter. A student must not accept challenges to fight but must walk away and seek help from a school official. Accepting a challenge under the guise of self-defense does not excuse a student from consequences.

Final Exams Final Exams are given at the end of each trimester. If students wish to take exams early, a parent must first contact the Main Office to verify the absence(s). Students then must have permission granted by each teacher in advance. Final Exams are administered over two days, with three finals given each day, over a two-hour period. On the second to last day of the term, finals for periods 1, 3, and 5 are administered. On the last day of the trimester, finals for periods 2, 4, and 6 are administered. Final Exam Schedules are published at minimum one week prior to final exams.

Gambling Playing games of chance for stakes (playing cards, dice etc.) on school premises, transportation, or at off-campus school activities is prohibited. Items will be confiscated and consequences will be given.

Guidance Office 651-702-8630

Students and parents are encouraged to confer with the counselors about present and future personal, educational, and vocational matters. In addition, MCA-GRAD questions should be addressed with a guidance counselor. The counseling office is located on the main floor across from the general office. Guidance Counselors also facilitate 504 plans. In order to ensure that all paperwork (i.e. college and scholarship applications, letters of recommendation etc.) is appropriately processed, students must give the guidance office a minimum of one week. Late requests may not meet required deadlines.

Graduation Requirements

66 Total credits required to graduate GRAD Exams (Class of 2010 and Beyond)

Writing: Grade 9 – 3 or above Reading: Grade 10 – 50 or above

Mathematics: Grade 11 – 50 or above

Hall Conduct and Passes All students must have a designated hall pass from a staff member to be in the halls when classes are in session. This applies to school service workers, and any student who finds it necessary to be in the halls. Students are expected to be in class on time. Any student in the

halls without a pass will be subject to disciplinary action. It is the responsibility of the student and the teacher to ensure that students have a hall pass.

Harassment

Tartan High School, in compliance with District 622’s Harassment and Violence Policy EM-020.7, prohibits any form of religious, racial or sexual harassment or violence. Tartan and District 622 will act to investigate all complaints formal, informal, verbal, or sexual harassment or violence, and to discipline or take appropriate action against any student, teacher, administrator or other school personnel.

Harassment and Violence Policy (Policy EM-020.7)

1) General Statement of Policy a) It is the policy of the school district to maintain a learning and working

environment that is free from religious, racial or sexual harassment and violence. The school district prohibits any form of religious, racial or sexual harassment and violence.

b) It shall be a violation of this policy for any pupil, teacher, administrator or other school personnel of the school district to harass a pupil, teacher, administrator or other school personnel through conduct or communication of a sexual nature or regarding religion and race as defined by this policy. (For purposes of this policy, school personnel includes school board members, school employees, agents, volunteers, contractors or persons subject to the supervision and control of the district.)

c) It shall be a violation of this policy for any pupil, teacher, administrator or other school personnel of the school district to inflict, threaten to inflict, or attempt to inflict religious, racial or sexual violence upon any pupil, teacher, administrator or other school personnel.

d) The school district will act to investigate all complaints, either formal or informal, verbal or written, of religious, racial or sexual harassment or violence, and to discipline or take appropriate action against any pupil, teacher, administrator or other school personnel who is found to have violated this policy.

Honor Roll

Each trimester an “A” and “B” honor roll is published. The honor roll is based on trimester grades. The “B” honor roll is 3.00 – 3.665; and the “A” honor roll is – 4.0.

Internet Acceptable Use Policy All students must have a Student and Parent – Internet Use Agreement Form on file.

Policy EM-020.21

1) General Statement of Policy In making decisions regarding student and employee access to the school district computer system and the Internet, including electronic communications, the school district considers its own stated educational mission, goals, and objectives. Electronic information research skills are now fundamental to preparation of citizens and future employees. Access to the school district computer system and to the Internet enables students and employees to explore thousands of libraries, databases, bulletin boards, and other resources while exchanging messages with people around the world. The

school district expects that faculty will blend thoughtful use of the school district computer system and the Internet throughout the curriculum and will provide guidance and instruction to students in their use.

Insubordination

If a student refuses to comply with a request or directive from a staff member, the student may be referred for disciplinary action.

Language Impertinent or disrespectful language and/or display of language or expression of such language in oral or written form, through gesture or bodily movement, including obscene, threatening or intimidating, or that degrades people because of their color, creed, sex, marital status, status with regard to public assistance, disability, national origin, or sexual orientation may result in disciplinary action.

Leaving During School Hours Tartan is a closed campus, unless the privilege has been earned. If a student needs to leave the building for any reason during the school day, the student must report to the Main Office to obtain permission. If a student needs to be excused from school during the day the student must either bring a note to the general office by 8:00 a.m. or the parent must call the general office (651-702-8600 press”1”) If no note is brought in, the student must check out in the general office before leaving. Parents, who come to the general office to have a student excused, may be asked for identification. Please do not be offended. Reasons must be in accordance with Minnesota Compulsory Attendance Laws. Students leaving the building without permission are truant. Students wishing to eat their lunch outside in the student commons area may leave the cafeteria via the North door during their lunch period. School lunches, food items brought from home, or other sealed, purchased items may be taken to the commons area. Students found outside the commons area are considered “Off limits” and may be referred for disciplinary action.

Library/Media Center Hours: 7:00a.m. – 3:00 p.m.

The Tartan High School Media Center provides support services to help teachers to teach and students to learn. This includes print and non-print resources, equipment (both AV and technology), information skills and research capabilities to support the curriculum. All students need to present their student identification card to check out materials or to use computers. Students may be charged a rate of 10 cents per page for copying services. All students must have a pass to be admitted into the library during the school day. Students need to sign in and out of the library. Students cannot serve detention in the library. Textbooks and Library Materials The School Board furnishes free textbooks and library materials for students at Tartan High School. These books and materials are loaned to students for use during the school year. Consideration in the usage of these books and materials will be appreciated. *An amendment to Minnesota Statues 120.101 provides schools may charge for lost or destroyed textbooks, workbooks or library books. The school will charge an appropriate replacement fee for textbooks, workbooks or library books lost, damaged, or destroyed by students.

Lockdown

During a true emergency “Lockdown, Code Red,” please do the following: 1. If you are in an area or classroom with a door that doesn’t lock, move to a room that

can be locked. 2. If there is a substitute teacher next to your room, bring the teacher and the students to

your classroom. 3. Close and lock the door. 4. Cover windows. 5. Turn of lights. 6. Move students to a corner of the room away from doors or windows. 7. Seat students on the floor. 8. Keep students quiet. 9. Turn cell phones to vibrate. 10. Turn on your email and watch for messages from the office. 11. Stay in your rooms until you receive an “all clear” and/or a directive to evacuate. Police

give school administration the directive to evacuate and/or “all clear.” 12. People in open areas, i.e. gym, cafeteria, library and hallways should go to designated

area: A. Gym Classes - weight room, locker rooms, and/or team rooms. B. Cafeteria – Sped Ed room (013), staff lounge, coat closet, kitchen area. C. Library – Guidance office, and/or exit back stairway to available Business

or World Language classrooms. 13. Students, who are in bathrooms and/or in the hallway, bring them immediately into

your classroom.

Locker Search/Personal Search Minnesota State Statute, Chapter 227 requires the school to publish the following state-mandated policy in the Student Handbook to disseminate to parents and students standard operating procedures relating to locker searches: School lockers are the property of the school district. At no time does the school district relinquish its exclusive control of lockers provided for the convenience of students. School authorities for any reason may conduct inspection of the interior of lockers at any time, without notice, without student consent, and without a search warrant. The personal possessions of students within a school locker may be searched only when school authorities have a reasonable suspicion that the search will uncover evidence of a violation of law or school rules. As soon as practicle after the search of a student’s personal possessions, the school authorities must provide notice of the search to students whose lockers were searched unless disclosure would impede on ongoing investigation by police or school officials. Lockers in need of repair should be reported to the General Office. Students are responsible for the content of their lockers, and are therefore strongly encouraged not to share lockers unless absolutely necessary.

Lost and Found/Lost or Stolen Items Lost and found items should be reported to the Main Office. Unclaimed items will be donated to a non-profit organization at the end of each trimester. If you have lost, or suspect an item has been stolen, go to the office immediately to report it. If stolen, the sooner it is reported, the more likely school and/or police may be able to recover it.

Lunchroom Rules See “Cafeteria Rules.”

Lying When it is determined that a student has given fraudulent information to a school official the student may face disciplinary action.

Make-up Work While students who are absent from school will be given every reasonable opportunity to make up incomplete assignments, much of the classroom experience cannot be duplicated. As such, students’ participation in class discussions and his/her interaction with the teacher and other students are an essential part of instruction and learning. Because of this importance, the grades of a student who is frequently absent from school are substantially affected. Students truant from school may not be allowed to make up work. Students absent from school have the obligation to inquire of their teachers what assignments, etc., were missed. Generally speaking, students have one day for each day they are absent to complete the work assigned during the absence. This applies to students who are absent due to illness, suspension, or any other reason except truancy.

Messages to Students Students may be delivered a message to see a nurse, counselor, administrator, or teacher during the day. Emergency phone messages will be delivered to a student only if received from a parent/guardian. Please do not have your parents contact you on your cell phone during school hours, as it is disruptive and violates the schools Electronic Devices policy.

National Honor Society Purpose The National Honor Society’s purpose is to recognize and promote scholarship, service, leadership and character. NHS Selection Procedure Selection to National Honor Society will take place at the end of 2

nd trimester. Juniors and

seniors who have maintained a cumulative grade point average of 3.6 (B) and performed ten hours of community service hours (5 hours in two different areas) can be considered for membership. Those who are interested and eligible must fill out an application, which includes the community service activities. Disciplinary records are also checked for eligibility. NHS Projects Guidelines from the national office also require that the National Honor Society function as an organization with meetings and individual and group projects. Chapter by-laws must be followed.

Non-Discrimination Policy 1) General Statement of Policy

a) The school district provides equal educational opportunity for all students, and does not unlawfully discriminate on the basis of sex. No student will be

b) It is the responsibility of every school district employee to comply with this policy.

c) The school board hereby designates Director of Human Resources, 2520 E. 12

th Avenue, North St. Paul, MN 55109, (651) 748-7422. This employee

coordinates the school district’s efforts to comply with and carry out its responsibilities under Title IX.

d) Any student, parent or guardian having questions regarding the application of Title IX and its regulations and/or this policy should discuss them with the Title IX coordinator. Questions relating solely to Title IX and its regulations may be referred to the Assistant Secretary for Civil Rights of the United States Department of Education. In the absence of a specific designee, an inquiry or complaint should be referred to the superintendent or the school district human rights officer.

Nurse/Health Services

All health records, immunization records, emergency cards and authorizations for medication are located in the Health Services Office. Immunizations All students must show proof of a TD (Tetanus/Diphtheria) booster after age 11 and a second MMR (Measles, Mumps, and Rubella). Failure to show proof will result in exclusion from school. In School Illness If a student doesn’t feel well enough to attend classes, the student should request a pass from their teacher and report to the Health Office. The health aide will call the student’s parent for permission to go home, if necessary. Students will not be permitted to remain in the health service area “just to rest” but will be sent back to class or home in a timely manner. Going home without school personnel permission due to illness is considered truancy. Medication in School Written authorization from both parent/guardian and physician or authorized prescriber must be received before any medication can be administered. This is for prescription medication. All medicine that needs to be given in school must be left in a locked compartment in the Health Services Office to be taken under supervision. The parent/guardian must bring medications as well as pick them up, at the beginning, during and at the end of the school year for safety reasons. The school district does not supply any kind of medication.

Parking Parking on district property is a privilege, not a right, and is subject to rules and regulations designed to promote the safety and security of students, staff, and community users, and the protection of district property. Students must not drive faster than 10 M.P.H., must yield to pedestrians, obey all traffic laws, and obey the right of way on school property. By parking on school district property, students agree to have their automobiles subjected to periodic searches by any or all state, county, or local agencies. They are also subject to search by agencies or companies contracted by District 622. Students are expected to open their vehicle and allow it to be searched upon request. Refusal to comply with a request to open a vehicle and/or permission to search the vehicle will result in disciplinary action including, but not limited to in school suspension, out of school suspension, or expulsion. Permits/Cost Any student with a valid MN driver’s license is eligible to purchase a parking permit for $150 per year in the main office. Prorated permits may be purchased throughout the year as students turn 16, get a vehicle, etc. One day parking permits may be purchased in the general office for $2. One-day permits are to be purchased the day before or by 8:10 the morning of the day it will be used. The one-day permit must be displayed on the dash with the number facing up. Where/How to park Students are to park only in student-designated areas, not reserved spaces or visitor parking. Students must park in an orderly fashion between yellow lines (when showing). All vehicles must have a parking permit displayed from the rearview mirror with the number facing out (visible to lot attendant). Parking Consequences First Violation = Loss of permit for 5 school days without refund. Second Violation = Immobilization of automobile with a $25 fee to remove immobilization device. Third Violation = Immobilization of automobile and a prorated fee based upon the number of school days left in the school year in relation to the $150 parking permit fee, or $50, whichever is greater.

Physical Education Excuses All Physical Education classes require active participation to earn a credit. Students who are unable to meet this expectation due to medically documented illness or long-term injury may need to register for the appropriate course at another time. Phy Ed Lockers Tartan provides a small Phy Ed locker and lock for each student. Long lockers are reserved for use only during the student’s scheduled physical education hour. Tartan cannot assume responsibility for clothes and other personal items left in lockers.

Pledge of Allegiance Minnesota law does mandate the saying of the Pledge of Allegiance, at least one time per week recitation. Participation in the pledge is voluntary. Students cannot be disciplined for refusing to say the pledge.

Police Liaison Officer Tartan’s Police Liaison Officer is in the building during school hours. The officer is available to parents, students and staff as needed. The officer can be reached at 651-702-8614.

Progress Reports Progress reports are available for pick up at conferences. Progress reports not picked up at conferences will be mailed home to parents. Parents and students should discuss any concerns with teachers and are encouraged to contact teachers at any time throughout the year. Teacher telephone numbers and e-mail addresses can be obtained online at www.isd622.org/tartan, or by contacting the school at 651-702-8600. In addition, Tartan is online with its grading through the “Parent Portal” function of Campus, Tartan’s student data management system. Information on this service is included in Tartan’s summer mailing and can be found on the front page of Tartan’s website, www.isd622.org/tartan. Any parents wishing to sign up for this online option may do so by contacting the front office at 651-702-8600 or using the aforementioned website for more information.

Post-Secondary Enrollment Options (PSEO) Post Secondary Enrollment Options is a program offered through Tartan in which students may attend a college and earn credit while enrolled in high school. Students must see their Guidance Counselor to determine eligibility.

Rehabilitation Act of 1973 – Section 504

A student who has a mental or physical impairment which severely limits one or more major life activities may qualify for special accommodations in the education setting. For more information contact the student’s guidance counselor. It is the intent of District 622 to ensure that students who are handicapped within the definition of Section 504 of the Rehabilitation Act of 1973 are identified, evaluated and provided with appropriate educational services.

Release of Information to the Military and/or Other Agencies

Federal and state laws require that all secondary institutions provide specific student information to military recruiters upon their request. This information is limited to the names, addresses, and home phone numbers of 11

th and 12

th grade students. Data released to military

recruiting offices may be used only for the purpose of providing information to students about military service, state and federal veterans’ education benefits, and other career and educational opportunities provided by the military. Additionally, this data shall not be further disseminated to any other person except personnel of the recruiting services of the armed forces If you are a parent of a student less than 18 years of age or a student who is 18 years of age or older, you have the right under federal and state law to refuse release of any or all of the information to military recruiting offices. To exercise that right, a parent or student must provide the school district with written notice of your refusal of the release of the information. Written notices must be received by the school by October 1 of the school year or within 30 days of the student’s enrollment in school and will remain in effect for the remainder of the school year. A parent of a student who is 18 and wishes to make directory information private must notify their principal in writing each year the child attends district schools.

Report Cards Report cards are issued at the end of each trimester (at the end of each twelve weeks of the school year). Students will receive letter grades on their report cards. Each grade represents a teacher’s evaluation of the student’s performance. A Outstanding work (4.0) D Below average work (1.0) B Above average work (3.0) F Unsatisfactory (0) C Average work (2.0) I Incomplete work If a student receives an “I” grade on his/her report card, it is his/her responsibility to make arrangements with the teacher to complete the assigned work as soon as possible. Incompletes that are not resolved by two weeks past the end of the grading period will be changed to an “F”, or failure to complete the course work will result in a failing grade for that trimester.

Reporting Students are expected to report to a school staff member any information they have knowledge of that may cause harm or disrupt learning.

Restricted Study Hall/In School Suspension Restricted Study Hall is an assigned consequence scheduled by an administrator as a result of a violation of school rules and/or District policies. Students assigned to Restricted Study Hall have limited privileges. Failure to attend or follow Restricted Study Hall rules will result in further disciplinary action.

Schedule Changes On a trimester system, students’ class schedules can change each trimester. Therefore, it is very important to build a correct schedule for the whole school year and not to deviate from it. Any changes made after the school year has begun will be allowed for the following reasons: 1. A class is missing from the schedule 2. Two classes are shown in the same hour 3. You were placed in the wrong level of a class 4. You have not met the pre-requisite for the class into which you are scheduled. For example: a) You need to have passed Intro Word Processing before taking Intermediate Word Processing. b) You need successful completion of Spanish 1B before taking Spanish 2A. 5. A medical condition prevents you from class participation. For any further questions regarding changing a class or dropping a class, please visit the Guidance Office or call them at 702-8630.

School Zone

A School Zone is: (1) Any property owned, leased, or controlled by a school district or an organization

operating a nonpublic school, as defined in section 123B41, subdivision 9, where an elementary, middle, secondary school, secondary vocational center or other school providing educational service in grade kindergarten through grade 12 is located, or used for educational purposes, or where extracurricular or co curricular activities are regularly provided;

(2) the area surrounding school property as described in clause (1) to a distance of 300 feet or one city block, whichever distance is greater, beyond the school property and;

(3) the area within a school bus when that bus is being used to transport one or more elementary or secondary school students

(4) An area designated as a school bus stop where students are picked-up or dropped-off by a school bus used to transport one or more elementary or secondary student.

Seat Belts/”Buckle-Up” Tartan High School recognizes that seat belts are extremely effective in preventing injuries and loss of life to our students. We care about our students and staff and would like to make sure that no one is injured or killed in a tragedy that could have been prevented by the use of seat belts. It is Tartan High School’s expectation that seat belts shall always be used by both drivers and passengers while traveling on school property or to a school sponsored event. Students are strongly encouraged to use their seat belts off campus as well as it is now State Law.

Special Education Services Students who receive special education services may have specific accommodations/modifications based on their disability and needs. Each student who receives services is assigned a case manager to help them be successful. Students must be assessed and meet state criteria to qualify for special education services. For more information contact your guidance counselor.

Student Hazing/ Hazing Prohibition Policy (Policy EM-020.22)

1) General Statement of Policy

a) No student, teacher, administrator, volunteer, contractor or other employee of the school district shall plan, direct, encourage, aid or engage in hazing.

b) No teacher, administrator, volunteer, contractor or other employee of the school district shall permit, condone or tolerate hazing.

c) Apparent permission or consent by a person being hazed does not lessen the prohibitions contained in this policy.

d) This policy applies to behavior that occurs on or off school property and during and after school hours.

e) A person who engages in an act that violates school policy or law in order to be initiated into or affiliated with a student organization shall be subject to discipline for that act.

f) The school district will act to investigate all complaints of hazing and will discipline or take appropriate action against any student, teacher, administrator, volunteer, contractor or other employee of the school district who is found to have violated this policy.

Student Identification

All students are issued a Student Identification card at the start of each school year. This card should be carried at all times, as it is necessary to borrow books from the library and for admission to school dances. It may also be used to verify a student’s identity. With or without

a Student I.D. students are expected to identify themselves when asked by a staff member. If a student refuses to comply with a reasonable request or directive from a staff member, this constitutes insubordination and the student may be referred for disciplinary action. ** The cost of the replacement card is $5.00. Once the student pays for the new identification

card a new card will be issued in the Media Center. ***

Study Hall Students will be assigned a study hall for every class period not scheduled an elective or required credit class.

Tardy Procedures All students are expected to arrive to class prepared and on time. If a student arrives to class after passing time without a pass, the student will be considered tardy. Teachers are required to communicate their expectations and guidelines for what constitutes a tardy in his/her class.

Teacher Assistants Students in grades 11 and 12, who wish to work with a teacher instead of attending study hall, must complete the Teacher Assistant Program application. The application must be fully completed before the student may begin working for the arranged teacher. Applications are available in the Guidance Office. Guidelines for Teacher Assistant Program:

1. TIMESPAN: The student must report to the teacher whom he/she is assisting EVERY DAY in order to earn .5 credits.

2. ELIGIBILITY: Only students in 11th

and 12th

grade may participate. 3. RESPONSIBILITY FOR FINDING TEACHER: Students are responsible for finding their

own teacher. However, other opportunities may be available. Students need to see their counselor for further details.

4. GRADING: The Teacher Assistant opportunity will appear on the report card. Grade “S” for satisfactory completion of the credit. Students will receive .5 credits. This program is based on the assumption that this is a totally independent learning program. Failure to comply with the expectations of the program will result in a “U” grade for the quarter.

5. EVALUATION: At the completion of the 55 hours, the student and his/her teacher will complete a final report to be submitted to the counselor to receive credit.

Telephone Use Student use of the office telephone is for EMERGENCY use only and can only be used with permission from the administration or a pass from a teacher. Again, if a parent needs to contact a student, they are to call the Main Office at 702-8600 and a message can be relayed to you. We ask that parents DO NOT CALL STUDENTS ON THEIR CELL PHONES.

Truancy Truancy is defined as an absence of all or part of a school day, which has not been verified by the parent/guardian. If a student is deemed truant, disciplinary action will result. Upon receiving the 3

rd truancy, the student will be referred to their designated county truancy office

for intervention.

Vacations The staff and administration highly encourage vacations to be planned during school-designated vacations. These dates can be found in the District 622 calendar.

Students taking vacations during the school year must first bring a note from a parent/guardian to the Main Office to be verified. Students are then responsible for informing their teachers of their absence and requesting homework for the period they will be gone.

Visitors to the School For safety and security reasons, guests are not allowed. Prospective students who would like to see our school should schedule an appointment with a guidance counselor.

Weapons District Policy EM-020.13

1) General Statement of Policy No student or non-student, including adults and visitors, shall possess, use or distribute a weapon when in a school location except as provided in this policy. The school district will act to enforce this policy and to discipline or take appropriate action against any student, teacher, administrator, school employee, volunteer, or member of the public who violates this policy.

administrator.

Withdrawal from School Parental permission is required for all students under eighteen who withdraw from Tartan. To initiate the process, the student must contact the appropriate counselor for an exit interview and to complete a check out form.

Yellow Ribbon Campaign/Suicide Prevention SYMPTOMS OF MAJOR DEPRESSION: Not all people with depression will have all these symptoms or have them to the same degree. If a person has four or more of these symptoms, if nothing can make them go away, and if they last more than two weeks, a doctor or psychiatrist should be consulted.

Persistent sad or “empty” mood.

Feeling hopeless, helpless, worthless, pessimistic and/or guilty.

Substance abuse.

Fatigue or loss of interest in ordinary activities, including sex.

Disturbances in eating and sleeping patterns.

Irritability, increased crying, anxiety, and panic attacks.

Difficulty concentrating, remembering or making decisions.

Thoughts of suicide, suicide plans, or attempts.

Persistent physical symptoms or pains that do not respond to treatment. KNOW WHAT TO DO:

OFFER TO HELP

Listen carefully, don’t judge, and focus on the behaviors that concern you.

Reassure your friend that there is help and that suicidal thoughts are only temporary.

Offer to go with your friend to his or her parents, counselor or doctor.

You can say things like, “I can tell you’re really hurting,” or “I care about you and will do my best to help.” Tell him or her, “It’s okay, it isn’t your fault.” A supportive friend can mean so much to someone who is in pain.
