A Public Consultation has been launched, which will include seeking the views of the taxi and

private hire trades, on proposals to introduce the world’s first Ultra Low Emission Zone (ULEZ) in the capital on 7 September 2020, to significantly improve air quality and in turn the health of Londoners. Mayor Boris Johnson and TfL are proposing a specific fund to assist taxi drivers to replace their vehicles to meet low emission criteria. TfL is in regular dialogue with Office for Low Emission Vehicles to ensure their new £500m scheme specifically supports taxi (and PHV) drivers to purchase zero emission capable vehicles. Boris Johnson said: “As part of my proposals to introduce the world’s first Ultra Low Emission Zone, I want to support the transition of London’s taxi trade to the next generation of zero emission capable vehicles, with new funds to help drivers switch. Introducing the world’s first Ultra Low Emission Zone is an essential measure to improve London’s air quality, reduce NO2 and help protect the health and well-being of all Londoners. Working together we can put the taxi industry on a long-term sustainable footing while improving the air that we all breathe.”

The groundbreaking proposals would require all vehicles travelling within the Congestion Charge zone to meet new emission standards and would be in operation 24 hours a day, seven days a week. To help meet these new standards, the Mayor and TfL are proposing to introduce a specific fund to assist taxi drivers to replace their vehicles. TfL say that taxis are responsible for a large amount of harmful emissions in the capital owing to their high mileage and the dominance of diesel within the fleet. By 2020, taxis will be the second largest contributor to NOx and the largest contributor to PM10 emissions from road transport in central London.

The specific proposals relating to the taxi trade are:• A requirement that all taxis presented for

licensing in the capital from 1 January 2018 would need to be zero emission capable (minimum zero emissions range of 30 miles and maximum CO2 emissions of 50g/km). Alongside further significant investment in the TfL bus fleet, this would create demonstrator fleets in London, boost industry sales and lead the transition towards this technology

• Reducing the maximum age limit for non zero emission capable taxis from 15 to 10 years from 2020 – this would reduce the total NOx emissions from taxis by 45 per cent, reduce PM10 emissions by 71% and CO2 emissions by 36% across London. It would remove the oldest and most polluting vehicles from the fleet and help accelerate the uptake of zero emission capable taxis, which would retain a 15 year age limit to recognise they are far less polluting. The

10 year age limit for private hire vehicles would remain the same.

The specific proposals relating to the private hire trade are:

• A requirement that all newly manufactured private hire vehicles presented for licensing in the capital from 1 January 2018 would need to be zero emission capable (minimum zero emissions range of 30 miles and maximum CO2 emissions of 50g/km). Second-hand vehicles presented for licensing at this time would need to meet the ULEZ standards, which are dependent on its vehicle type (Euro 4 petrol, Euro 6/VI diesel);

• Regardless of licensing requirements, PHVs would still need to be ULEZ compliant if driving in central London – so meet Euro 6 emissions standards (diesel) or Euro 4 (petrol). Non-compliant vehicles could still drive in the zone but they would be required to pay a daily charge of £12.50; all taxis would be exempt from this requirement. Michèle Dix, Managing Director of Planning at TfL, added: “TfL has worked very closely with the taxi and private hire trade, alongside all other key stakeholders, to ensure we captured their feedback as the ULEZ proposals took shape. We would now welcome their comments on the final proposals as set out in the public consultation. We understand that the proposals to reduce the taxi age limit to 10 years will mean that some taxi drivers will have to replace their existing vehicles earlier than anticipated. That is why we are proposing a specific fund and working with the Government to help those drivers, enabling them to purchase newer, cleaner taxis.”

After the consultation closes, TfL will analyse the results of the consultation and make a recommendation to the Mayor. TfL will decide whether to make changes to the licensing requirement for these vehicles.

The Mayor will then make a decision on whether to confirm the scheme order (setting the ULEZ emissions standards and non compliance charges), with or without modifications. Subject to confirmation in spring 2015, this would effectively provide three years advance notice of the licensing proposals (2018) and five years for the ULEZ vehicle emission proposals (September 2020).

Having signed their distribution agreement with HALE Electronics to supply Microtax

taxi meters, senior UK VeriFone technicians have now returned from the HALE HQ in Salzburg after a technical briefing and installation training. VeriFone is now supplying and fitting HALE MCT-06 meters for London taxi fleets and drivers from their Kennington Operations Centre.

The meters have been available in the UK for some time, but the VeriFone deal means choice, availability, technical support and after sales service will be increased for London fleets and TX and Vito drivers.

Simon Pancutt, Head of Engineering in the UK for VeriFone, was most impressed with the HALE set-up in Salzburg. “We were able to see how HALE taximeters are developed and manufactured, and were made to feel most welcome in Austria. The HALE trainers were very thorough and tailored the training to our precise needs. Wherever you go in the world, from Salzburg to Sydney, I’m always reminded how unique London is and how highly London taxis are regarded”.

Mario Stavrou runs HALE Electronics in the UK. He is delighted that VeriFone is now distributing HALE meters. “VeriFone has great facilities in London, and superb technicians. As well as their own new TX and Vito meter customers, VeriFone will also be able to support drivers who already use HALE meters when they

need servicing or tariff changes.” Mo Ali, a senior technician at VeriFone who also

travelled to Salzburg, was equally impressed by the HALE plant. His first project when returning from the trip was to install a fully working MCT-06 meter in the driver demo facility in Kennington, so customers can try it for themselves and see how easy it is to use.

The VeriFone deal means that drivers now only need to pay from the equivalent of £75 per year over two years for their meter. Fleets or owner drivers who would like more details of the HALE Microtax® meter from VeriFone, and drivers of black TX4 taxis (with no other advertising) who are interested in carrying DigitalTops should call 0333 666 1000.

You may have seen the first series of the Channel 4 programme For The Love Of

Cars back in June. Actor Philip Glenister and internationally renowned car designer Ant Anstead went on a mission - to scour the barns and lock ups of Britain for wrecked treasures to bring to life. These included a Ford Escort MKI Mexico, an early Mini, a Land Rover Defender and more.

I contacted Love Productions on behalf of the London Vintage Taxi Association to see if they had been commissioned for a second series and whether they would consider the London taxi. A few weeks later I received an email from

Taxi Globe’s editor, Sandie Goodwin, to say she had been contacted by the production company looking for information on the FX4. The second series will follow a slightly different format so (very sadly) they aren’t going to restore any cabs to their former glory but will discussing classic commercial vehicles in general. They asked GUV69N to come along for a couple of hours some filming and a chat.

The set up was that Phil Glenister just happens to be doing a piece to camera about classic London taxis and voilá - one just happened to appear. The presenter jumps in and we drive around for an hour or so having a chat before stopping for a cuppa at one of the cabbie watering holes. Waiting for us is Eddie Crossley, ex-taxi fleet proprietor, cabbies Barbara Paterson, Ray Coster and Bill Munro. Over lunch and lots of cups of tea and coffee we discuss what makes an icon and why is the London taxi, in particular the FX4, one of them.

Then Phil takes the keys and off he goes to “work” in the cab picking up fares. Although it was a long day with the crew the item will probably only be 3 or 4 minutes of the programme. At the end of filming a member of the public tried to

get in the cab. I explained that it was no longer a working cab but as they were going my way, and just for fun, I took them on the condition they did not pay me. They enjoyed the ride so much they insisted on a £10 ‘tip’ which, as it was that time of year, I dropped into the Royal British Legion poppy appeal collection tin.

the presenter referred to the FX4 as a ‘car’ he was shouted down and told that it was a ‘cab’. When his Mercedes turned up he said goodbye to everyone as a “cab” was waiting!

St. John’s Gate was originally the main entrance to Clerkenwell Priory which was founded around 1140 on land given to the Order by Jordan

de Brisset, a Norman Knight. It was built near the well of the parish clerks, hence the name, Clerkenwell. It was here that the Order of St. John was established in England and where the Grand Prior of England, who was head of the Order in Britain resided.

In those early days, the Order had a specific duty and to care of the sick. The hospitals they established and the treatment of their patients was a remarkable achievement, setting up independent states in the Holy Land and supporting them financially. It was then that the Knight’s Hospitaller’s developed a military roll to defend these states against the followers of Islam.

When the Crusades were over in 1272 the Knights returned to their compassionate roll of tending and healing the sick. In 1372, King Richard II appointed Sir Robert Hales Lord/Grand Prior of the Knights Hospitaller of England as the Lord High Treasurer, making him responsible for collecting the dreaded poll tax. Nine years into his term of office during the Peasants Revolt, rebels led by Wat Tyler set fire to the Priory destroying most of the buildings in protest against the Poll Tax. On 14 June 1381, Sir Robert was beheaded on Tower Hill by the rebels. However time was running out for Wat Tyler when he confronted the young king Henry 2nd in Smithfield. The Sheriff of London, Sir William Walworth, ran him through with his sword. Wat managed to escape and was caught a short time later in Peters Lane, just north of the market, where troopers finished him of with their lancers.

The Order quickly rebuilt the Priory, which was completely restored in 1504 by Sir Thomas Docwra, Prior between 1501 and 1527. In 1540, during the Reformation, King Henry VIII dissolved the Order in England

and the Priory was used for storage. Unfortunately, the Priory buildings have gradually disappeared and all that is left is the Gate.

The Gate is well worth a visit, including the Chapter Hall: lined with panelled walls and stained glass windows displaying the Coat of Arms of all the Priors going back to the first, and a beautiful collection of Maltese silver used to serve patients their meals in the Old Chancery. The old spiral staircase of the 1504 refurbishment still remains in the West Tower and leads to the Coin Room, which houses a fine collection of coins and medals of the states of the Order, ranging from the 11th to the 18th centuries. On the north side of the Square stands the Grand Priory Church, sadly destroyed by a bomb during World War II in 1940. It was rebuilt using as much material from the original building as possible. The Crypt fortunately survived the ravages of time and is a wonderful example of Norman architecture; the only part of the original Priory which still remains.

SUBURBAN DRIVERS All Suburban drivers should check that the correct Sector and Borough codes are displayed on their new identifiers once received and any errors should be reported to TfL immediately. An explanation of the Sector and Borough codes displayed on the Suburban identifier are attached to this notice. Uber’s tax affairs have been referred to HMRC after complaint from senior Labour

MP Margaret Hodge that Uber was “opting out of the UK tax regime”.

Reports say that the app’s Dutch operating firm, Uber BV, does not pay tax in the UK. Mayor Boris Johnson said TfL had no powers over where a company pays tax. Buit he wrote to Ms Hodge and said: “TfL has raised this issue to the appropriate body, the HMRC, for them to Consider.”

Ms Hodge commented: “I hope that HMRC will carry out a rigorous and thorough investigation to ensure

that Uber is paying an appropriate level of tax in the UK, rather than constructing artificial structures to get out of paying its fair share.”

An Uber spokesman said it complied with all applicable tax laws and “pays taxes in all jurisdictions, such as corporate income tax, payroll tax, sales and use tax and VAT”. UBER GETS AN F FROM THE BETTER BUSINESS BUREAU In USA, the Better Business Bureau has received

almost 100 complaints over the past three years about the ride sharing service and this has resulted in a F rating for Uber. The ratings range from A+ to F. One way businesses will get a low grade from the Better Business Bureau is to rack up customer complaints. The Better Business Bureau is a 100-year-old organisation that aims to be an unbiased resource for consumers on various businesses. It isn’t affiliated with the government and doesn’t have any regulatory powers.

“Consumer complaints allege misunderstanding Uber Technologies’ pricing, being misinformed about the overall cost of the services rendered, and not being made aware of ‘surge pricing,’” the bureau wrote on its website. “Some consumers claim that they were told the final cost of the transportation service the company provided...only to be subsequently charged a substantially larger amount.”

The bureau published the complaints on its website. Of the 90 complaints the bureau has dealt with, 80 were within the last year. By far, most grievances were about billing issues, 43, and problems with the product, 38. Customers

also complained of having difficulty contacting Uber’s customer service and having their cases closed even though the issue wasn’t resolved.

In one case recently, a customer alleged they were charged $710 for a 9-mile ride and weren’t notified of surge pricing, which is a temporary increase in fare rates during rush hour and other high-traffic times. Uber says it repeatedly tells users when surge pricing is in place and customers must confirm they know of the higher fares before they can request a trip. However, the customer claiming to be charged $710 alleges the app didn’t mention surge pricing. “I was not notified of any surcharge and once I learned about it, the customer service refused to refund my money,” the complaint reads. “The best they have done is to refund $177, which is still not enough when the policy clearly states that I should be notified of the surcharges. $532.50 is still an outrageous price to pay for a 9.7 mile drive.”

The bureau said other factors that lowered Uber’s ratings were the length of time it’s been operating and its failure to respond to 30 of the complaints filed against it.

Team Edward or Team Jocob? The Volvo XC60

I have always been a Team Edward, for those who know about Twilight saga; they are the vampire family who drive Volvos and live in a cutting edge designer house!

The XC60 is Volvos best-selling model globally and has been updated for 2014. The exterior get a more urban twist to it, with a redesigned front end that gives a more confident look with horizontal lines that connect the XC60 to the road. All black trim has been removed and replaced with colour co-ordinated trim; some models come with chrome detailing which our test model came with. Attention to detail is key - for example to clean up the look of the bonnet they have removed with visible washer nozzles and relocated them under the bonnet and windscreen gap. Also the headlight washers are now flush with the bumper and pop out when in use and then retract back. The wing mirrors get a sleek look with the change from the camera based blind spot information system (BLIS) to radar sensors, so no more bubbles on the underside of the mirrors. The BLIS system also will monitor and alert the driver to rapidly approaching vehicles up to 70m behind the car. Our test model was equipped with the new integrated tailpipes which are available with certain engine variants. But it’s not just about beautiful design; the designers have had to cope with the fact that at operating temperature, the tailpipes have to remain perfectly in place despite the exhaust system expanding in length by up to 25mm. This is another example of true Scandinavian precision engineering.

Step inside and the great design continues with the synonymous floating centre console that can be found in all Volvos is classy and architectural with all switches and dials easy to see and use, as well as having a great feel to them too. I found that the new 40/20/40 split to the rear seats was great, you can have two seats with armrest in the middle or three separate seats each with three point seatbelts and headrests. Each of the rear backrests can be folded individually

giving you many options for loads. Talking of loading the XC60 standard on all models except R Design is a power tailgate, which can be opened automatically in three ways either via the remote control, by a button in the light panel or by opening the tailgate with the handle. Our test model came with Volvo adaptive digital display. The system uses an active TFT display to bring the driver personalised information. You can choose from three themes Elegance, Eco and Performance. In default mode Elegance has a classic look and layout. Switch to the Eco mode you get a green colour theme which is designed to encourage and reward a fuel-efficient driving style. The Performance setting features red illumination and a rev scale instead of the speedometer displayed in the Elegance and Eco versions. Bluetooth comes as standard enabling hands free phone calls and music streaming, also standard is DAB radio. Little touches of luxury are a must with the option of having a heated steering wheel; models with rain sensors can get an electrically heated front windscreen for rapid de-icing on cold winter days.

As you would expect from a Volvo safety equipment levels are high. Volvo give them a blanket name of IntelliSafe. New advanced technologies include Pedestrian and Cyclist Detection with full auto brake, an advanced sensor system that scans the area ahead. If a cyclist heading in the same direction as the car suddenly swerves out in front of the car as it approaches from behind and collision is imminent, there is an instant warning and full braking power is applied. The system also detects if a pedestrian steps out into the road in front of the car. If the driver does not respond in time, the car can warn and automatically activate the brakes. Citysafe has been updated and now is active up to speeds of 31 mph; the citysafe system brakes if the driver fails to react in time when the vehicle in front slows down or stops - or if the car is approaching a stationary vehicle too fast. One of my favourite technologies is the Active High Beam Control which eliminates the need to switch between low and high beam. Instead, Active High Beam Control makes it possible keep the headlights on full beam continuously. When another car approaches from the opposite direction, the system helps to prevent dazzling of the oncoming driver by shading out only as much of the beam as necessary. This is done by an ingenious projector module mechanism integrated into the headlamp. The same benefit applies to drivers in preceding cars. The first few times of seeing the system in action it is a little strange but you get used to the lights actively changing as you drive. I also liked the Cross Traffic Alert system which uses the radar sensors at the rear end of the car to alert the driver to crossing traffic from the sides when reversing out of a parking space. It is really helpful in tight and crowded areas where the side view is limited due to other parked cars, bushes or buildings. Driving the XC60 is easy, it is not a small city car but was nippy round town and it is very smooth on the motorways. All the safety features worked well, I especially liked the adaptive cruise control.

Our test model came in Twilight Bronze, the colour of the cars in the Twilight saga movies. The bronze colour I wasn’t sure about on paper but as you can see from the photos it really looked good, I thought, and makes a statement. There are three solid colours to choose from Black stone, Passion Red and Ice white, metallic colours there are 9 to choose from and two from the Inscription metallic range these metallics are a pearlescent sparkling shimmering colour option. Trim levels there are four to choose from with the entry level model being the SE which comes with a large amount of standard features which include rear park assist, DSTC (Dynamic Stability and Traction Control), Autodimming Rear View Mirror, Rain Sensor - Automatic Windscreen Wiper Function and 17”Alloy Wheels. The next level is the SE Lux - which is the trim level of our test model - you get leather faced upholstery, active bend xenon headlights, power adjust driver’s seat with memory and upgraded 18” alloy wheels. You then have the R design trim level which features a unique face with a frameless Tech Matte Black grille has high-gloss black

stripes, a silk metal diagonal and a refined R-Design emblem. The rear gets a unique diffuser with aero fins and is flanked by the round, high-tech R-Design tailpipes. Inside you get Sports seats, the have great hugging side support all the way from the thighs to the shoulders, so the seat keeps the driver firmly in position when cornering fast. Other touches include black headliner, blue R design embroidered emblems on the seats and stainless steel tread plate with a bright blue ‘R’ in the emblem is another exquisite detail. There is a LUX version of the R design too, which adds rear park assist, power driver’s seat and autofolding power door mirrors with ground lights. The best way to make your Volvo XC60 is by adding some of the brilliant packs that are available such as the Sensus Nav – sat nav with high performance sound system, Security Pack - Keyless Drive with Personal Car Communicator, Laminated Windows inc Water Repellent Front Side Windows or how about Winter Illumination Pack - Autodimming Interior & Exterior Rear View Mirrors, Heated Washer Nozzles, Heated Windscreen, Heated Front Seats, Rear Theatre Lights & Front Cupholder Illumination.

Engine wise you can choose from 2 diesels, D4 or D5 there is one petrol T6. The D4 2.0 litre diesel powers the AWD (all wheel drive) model whilst the new Drive-E D4 4-cylinder 2.0 litre engine powers the FWD (front wheel drive). Both engines give 181hp, fitted with the manual gearbox fuel consumption figures are 53.3mpg (139g/km of CO2 road tax is £130 per year) for the AWD and for the D4 FWD is 62.8mpg (117g/km of CO2 road tax is £30). Also available is the D5 2.4 litres AWD fuel figures are 53.3mpg with Co2 of 139g/km. All engines are available with geartronic auto transmission in either an 8 speed or 6 speed dependant on engine model. For those who was a bit more power why not upgrade you D5 with Polestar, power goes from 215hp to 230 hp. The powerful T6 petrol engine has a displacement of 3.0 litres and pumps out 304hp with fuel consumption of 26.4mpg with Co2 figures of 249g/km so road tax is £485 per year. The T6 comes with six-speed automatic Geartronic transmission. For those who buy the XC60 R-Design with the T6 engine can boost performance to 329 horsepower by opting for the Polestar software that charges the specially designed sport accelerator pedal with an extra 25 hp.

On Wednesday 17th of September 2014 officials from the RMT union attended

City Hall for TPH stakeholder meeting seven of the London Assembly Transport Committee’s investigation into taxi and private hire services in London. The Assembly members present were Caroline Pidgeon AM (Chair), Valerie Shawcross AM, Darren Johnson AM, and Richard Tracey AM. Caroline Pidgeon introduced the Transport Committee panellists and explained the format of the meeting; each group had ten minutes to give a brief presentation setting out their views and key issues they would like to see addressed, followed by five minutes for questions. The RMT officers in attendance were Paul White, a working taxi driver from the London Taxi Drivers Branch, and John Leach a full time officer of the RMT union representing the London Transport region which includes the licensed London taxi trade.

PLYING FOR HIRE AND TFL POLICIESPaul White told the panel that the raison d’etre (reason for being) for the licensed taxi trade is to ply for hire and that there had been little discussion of this in the committee’s previous public meetings. He said that this was an important and fundamental point which must be considered first and foremost. He then went on to discuss examples of concern regarding plying for hire and TfL’s policies in areas such as satellite offices, taxi rank provision, vehicle identity, statistical breakdown of offences, and the use of technology to name a few.

THE LEVEL PLAYING FIELD MISNOMERMuch discussion both inside and outside of this investigation has centred around the concept of creating a level playing field for both Taxis and Private Hire vehicles, we believe there is a real danger here of not seeing the wood for the trees.

It is a complete misnomer to talk about a level

playing field in the context of a two tier system in relation to plying for hire. London Taxis have the right to ply for hire Private Hire Vehicles do not, period, and all that such talk does is confuse and blur the line of distinction between the methods of operation for each trade. We believe that in creating a single directorate, such as TPH, the notion of being equitable to both industries has the potential for the level playing field thought process to override the need to uphold and reflect the right to ply for hire when making decisions and policy.

In short we feel our right to ply for hire is being marginalised.

TAXI TRADE ENGAGEMENTConsequently John Leach a skilful and well seasoned RMT negotiator focused on the Taxi Trade Engagement policy and it’s terms of reference. Tfl’s engagement policy says,”...there is no requirement for collective bargaining. Consultation is not negotiation.”

He said the taxi trade did not have the same situation as directly employed TfL tube drivers or cleaners. He feels there needs to be a more effective mechanism, a procedural agreement so that the union can engage with TfL on behalf of its members in the taxi trade. Paul White added that the problem is that if the trade feel aggrieved that policy is not being made, or being made and implemented in the wrong way, it is very difficult to address this without the ability to negotiate. Eight large demonstrations in the last six years clearly highlight this.

WHAT NEXT?Officers from the RMT London Taxi Branch have met with Caroline Pidgeon on a number of occasions where issues discussed have been the subject of Mayor’s Question Time. Support staff of Caroline’s team have pointed out that the 1999 GLA Act doesn’t set out in detail exactly how the Mayor of London should respond to a specific London

Assembly committee report. In practice the Mayor does always respond and the formal response from the Mayor is then published on www.london.gov.ukwebsite. However, the Mayor is under no obligation to accept any recommendation. In this area the powers of the London Assembly are merely those of persuasion and ability to set a debate. The RMT welcome this investigation and would like to thank the Transport Committee for inviting us to take part in it. We sincerely hope that there will be a productive outcome resulting in significant improvements for the regulation of the two tier system in London, where the licensed Taxi trade continues to maintain the Gold standard for many years to come and envied the world over.
