MINUTES OF THE MEETING OF THE EXECUTIVE COMMITTEE OF THE TAKAPUNA BEACH BUSINESS ASSOCIATION INC. HELD IN THE TBBA BOARDROOM, 1 THE STRAND, TAKAPUNA, ON MONDAY 20th MAY 2013 AT 4 PM
Present: Dave Donaldson (Chair), Ben Wiltshire (Deputy Chair), Rosalind Stewart, Rob Clark, Dianne Hale In Attendance: Peter White (General Manager, TBBA), Catherine Howell

That the minutes of the Takapuna Beach Business Association Governance Board meeting held on 18th APRIL 2013 be confirmed as a true and accurate record.
2. MATTERS ARISING

2.1. Professional Indemnity Insurance Pete advised Board that he has received the final board member’s Indemnity Insurance submission 2.2. Mad Give away creditors Down to $4,850 -‐ Catherine to continue following up creditors 2.3 Event sponsorship criteria Has been forwarded out to the Board – to be provided to parties seeking event funding from the TBBA from here on out. iSite Peter White informed the Board that the TBBA is still looking for potential partners to take on the iSite lease, but no one as yet Calendar of Events Now included in the minutes Takapuna Tri Peter White met with event organizers; the event is one of the hardest for our members as closes down road and takes away parking Have requested that elite races be held on a Friday Night, and have the rest of the races on Saturday morning (hopefully have them finished no later than noon). This means minimal disruption to businesses – they have agreed to these terms but are now seeking sponsorship.
3. FINANCIALS
Financial Statements Peter White informed the Board that Chris Arbuckle is happy with the accounts. Takapuna Market Loan – TBBA made a provision that the money would not be paid back – TBBA to sell the assets from the market (hoping to sell stalls for around $200/each) Peter White also briefly discussed the night markets and how the event is still set to go ahead for the coming summer – to begin two weeks before Christmas. Apologies around the Profit/Loss Budget – as well as p17, the ‘Other’ will be coded as further.

4. GENERAL MANAGER’S REPORT
The GM verbally updated the members on the following topics To be taken as read unless questions raised with GM prior to meeting.
4.1 Strategic Plan items
Wharf Peter White and Dave Donaldson met with Mark Ford, the investment officer for ATEED. North Harbour Trust Peter White notified Board that he has been appointed as a member of the North Harbour Trust New Retail Confident that TK will be coming into Takapuna – looking at expanding their retail fronts. Unfortunately, have lost Sacrpa. Proposal from Alister Ness Jolt Challenge – around $1,500 pp for members going – TBBA will promote the course but can’t guarantee people will be involved in it.

City Transformation To present at the upcoming Landlord’s Meeting –21st May
4.2 Marketing Plan items
Ben and Catherine briefly discussed the marketing items, including the newsletter and the Easter Egg Hunt Dave Donaldson passed an accolade to Chris Henderson – who has added a new Pita Pit van to his business Christmas Decorations Board were presented with options for Christmas decorations -‐ Catherine to follow up with Board on their thoughts for future decorations around Takapuna Resolved: (Dianne Hale/ Rob Clark)

5. General Business Members Presented to the Board Lynette/ Mercedes/ Rose Rose presented to the Board -‐ requesting answers for the three questions 1) has anything been said to the wardens in terms of using judgment when ticketing 2) is the half hour going to be free parking on Hurstmere Rd 3) two hours free parking is gone in Anzac St. Rose discouraged that the there seems to be no progress made on having the parking changed and the wardens to back off from Takapuna. Peter White advised that Board extremely supportive of Rose’s stance but that wardens have a role to administer. Dave Donaldson agreed that the TBBA have to find a way to continue to put pressure back on AT but agreed that this is a frustrating process.

Rose would like to see the TBBA facilitate communication between internal departments of AT – Auckland Council policy is to always allow 15% free car parks. Mercedes presented her dire situation, thought to be caused by the change in parking, to the bOard. The TBBA resolves to try and push the parking warden matter with AT once again and communicate any progress with retailers to businesses. Snapper Festival Ali and Shaun presented to the Board – Natasha Roughton (Auckland council) present Some change has been made to the format, and branding of the event (now called Takapuna Beach Summer Days) – date have been reserved through Council although they coincide with other events (Takapuna Beach Regatta). Footprint of event will only be on Reserve now and not require road closures. The Snapper Festival will be seeking sponsorship from the TBBA – amount unknown as of yet. Have been advised that they will need to fill out a Funding application. Actions: Cat to email out the new events sponsorship form to Ali and Shaun Parking Mitigation Amongst Members Consequent to a TBBA member unhappy with the current parking situations, the TBBA feel that the current situation with parking in Takapuna and progress with AT should be clearly communicated to all members. TBBA to address the parking concerns in an email – that the TBBA are advocating strongly that the Board is in support of reducing wardens in Takapuna and that it is in consultation with the Local Board and negotiating with AT. Circulate communication across Takapuna to gain insight on what actions they would like the TBBA to take. Actions: Cat and Pete to draft an email to send out to all members and to send to the Board prior to sending it out.

5.3 Unitary Plan – Submission due 31st May Peter requested feedback from the Board regarding submission to the Unitary Plan. TBBA needs to be careful not to stray into the residential component of the Unitary Plan Actions: Pete to draft submission to the Unitary Plan and present it to the Board prior to submission 5.4 Associate membership application – to be considered Yoga studio in Barry’s Point Road – Security Company The board is in favor of passing the associate membership of the applicants 5.5 Executive Members Forum (including member’s ideas to promote Takapuna Beach) Dave Donaldson – concerned about beach cleaning mention in the Draft Auckland Unitary Plan, quite restrictive. Dianne doesn’t believe it excludes any one with innovation but rather specifies that the Board is limited in their funding and capabilities to service a beach clean. Dianne Hale – on the topic of the Killarney St not being available for boat trailer parking – has not heard anything back from Marilyn regarding this issue Appendix Correspondence (tabled at meeting in Correspondence folder) Pg 38 Meeting Closed 6:33 pm

April 2013 Strategic Plan items
Car Parking Improvements -‐ CBD Car parking Strategy -‐ Attended public meeting called by Rose with Ric Bidgood, Jason Flay, Sharon Hunter and Marilyn Nicholls regarding
disappointment over loss of 2 hours free car parking in Anzac St car park and the wish for 60minute parking in Hurstmere Rd -‐ Met with Mike Sheehy, Marc Belcher and Chrissy Asher regarding parking issues raised by Rose Hunt -‐ Negotiated agreement between David Forman and Hoyts, whereby Hoyts utilizes David Forman car parks after hours. -‐ Dave and I attended a follow up parking seminar hosted by Waitemata Local Board -‐ Travel Plan -‐ Cat and I met with Hannah Jemmett regarding various travel planning initiatives -‐ Anna and I met with Hannah Jemmett regarding Kiwi Carpooling week -‐ Signage -‐ Lobbied Ric Bidwood and Sharon Hunter for real Time signage in Takapuna -‐ Parking Wardens as ambassadors -‐ Lobbied AT and politicians to implement this policy -‐ Parking revenue redistributed to town centre -‐ Lobbied AT and politicians to implement this policy -‐ Wharf -‐ Dave and I met with Mark Ford and Tim Kahlen (ATEED) regarding the Takapuna wharf -‐ Dave and I attended HAT AGM (PW appointed as HAT trustee)

Events and Marketing Manager’s report
Mother’s Day Promotion Small promotion run for duration of three weeks prior to Mother’s Day involving local businesses. Marketing done through social networks , posters, website and newsletter – participants entered in store after spending $25. Winner selected Friday 10th May, had entered via Jocose. Feedback from retailers is that although campaign was good upselling tool, a bigger prize and more marketing would have been great. Amazing Race Anna Wishart implemented and delivered the second installment of the Amazing Race in May. Had to be postponed due to weather and lost some of the numbers but all up was still a great evening for members. Cost to TBBA $125 (prizes for winning team) Carpooling in Takapuna Anna Burton is undertaking new project in conjunction with AT, which will look at facilitating carpooling arrangements within Takapuna and between employees.

Big Giveaway Creditors Next large scale ‘event/promotion’ is the Big Giveaway – have requested creditors list to date from Louann and will continue to follow these through – again, the businesses with invoices outstanding will not be able to partake in the Big Giveaway. Business Podcast Exciting new project TBBA is undertaking with the assistance of Starlight Media House. We will be interviewing local business leaders and entrepreneurs and publishing podcast episodes on our website, newsletters and through iTunes. Aim to help members learn off of one another. Stomping Grounds Takapuna Gather and Hunt have completed the Stomping Grounds Takapuna showcase-‐ which includes a video, maps, and online directory. (show video) . Poor buy-‐in from retailers but it’s hoped that the video quality will convince them for the next time around. Stand at The Spencer on Byron Hotel Still following this through with Benefitz – they have had a look at the DLE brochure stand and suggest that fixing it would be easier than ordering a new one. Waiting for a quote to be sent through.

5.1 Snapper Festival debrief Ali Yildiz and Shaun Morresey will present to the board at 5.15pm 5.2 Takapuna Beach Parking Board member Chris Arbuckle has requested that the Board has time to discuss parking in Takapuna 5.3 Unitary Plan Submission form due 31st May. Input is requested from Board members The GM will distribute the proposed submission to board members for comment before sending out to members. Suggested comments Overall the TBBA is most supportive of the Unitary Plan and congratulates Auckland Council on its good work Especially pleasing that the public have had input into the plan at such an early stage Disappointed with misinformation published by media Intensification will not occur just because an area is zoned for intensification. It needs to be financially viable; have buyer demand and a will between neighbours to sell their properties to ensure a sustainable landmass is accumulated Intensification will happen first in the areas of least resistance and maximum gain. We have allowed buildings of unlimited height here in Takapuna for 25 years, and have only had one built (The Sentinel) The devil is in detail and we have found it difficult to drill down to determine this information Some obvious anomalies have been found – 6 story development 1 property back from Takapuna Beach We have concerns that Plan will allow development all over Auckland and that Auckland Council will not be able to provide the appropriate infrastructure throughout. Suggest that incentives (increased floor heights) are provided in Metropolitan centers and on transport hubs and that Council spend is concentrated in these areas. As these areas are intensified Council then provide incentives in the next level of town centres – those that will help ensure PT systems are sustainable, provide economic benefit and contribute to the vitality of Auckland) We suggest that intensification of only 4-‐6 stories be allowed in these areas (Currently the draft Unitary Plan allow up to 8 stories), however that the Unitary Plan signals 8 stories may be appropriate in 15-‐20 years Waiting from feedback from Landlords meeting before compiling submission
5.4 Associate Membership application An application has been received for Associate membership. TBBA Policy reads -‐ “A person who does not qualify as a Full Member may become an Associate Member of the Association by applying to the Secretary to do so. Those whose businesses are located within the extended Takapuna district of Takapuna Beach CBD to Hauraki Corner to Barrys Pt Rd to Smalls farm, will be admitted upon payment of an Associate Membership Fee ($150+gst for those businesses with 5 or less FTE employees and $250+gst for more than 5FTE’s). Those outside of this area will be admitted at the discretion of the Executive Committee who will

consider as to whether or not the Business will add value to the Takapuna Beach Business Association membership and will not cause conflict with existing members. If admitted the membership Fee will be $250+ gst” GMs recommendation – That the application is approved
