Safety in Handling Petroleum Products

The license is obligatory under Petroleum Rules, of number of countries for the storageand transportation of petroleum products except for the exempted quantities.
Generally, in the processing industries two types of licenses are granted underPetroleum Rules, one is for Non bulk storage that is in barrels, and another for bulkstorage of Petroleum products.
General Safety Regulation for the Storage Area
1. Adequate facilitiesfor fire fightingshould beprovided in thepremises
2. Smoking shouldbe strictlyprohibited.
3. Matches, fires,lights, or articles,or substancescapable of
producing spark and causing ignition of petroleum should be strictly
prohibited4. All due precautions should be taken to prevent escape of petroleum into any

drain, sewer, public road etc.
5. All tanks and pipelines carrying petroleum products should be properly andefficiently earthed to prevent generation of static charges.
6. All electric equipments such as motors switches, lights etc. should beflameproof and as per the classifications of the hazardous area.
7. All operations within an installation, storage shed should be conducted by anexperienced responsible person well conversant with the Petroleum Rules.
8. The premises should be kept clean and free from all vegetation, wastematerial and rubbish.
9. No hot work in the tank pipelines should be carried out in the premiseswithout the approval of competent person.
10. No person should enter the tank for cleaning /repair work without theapproval of such maintenance.
Precaution During Loading/Unloading of Petroleum Product ThroughTank- Lorry
1. The tank lorry should be constantly attended while loading /unloading by thecompetent person.
2. No tank lorry carrying petroleum products should be parked at a place within9 meters of any source of fire.
3. Loading of leak or defective tank lorries or unlicensed tank lorries isprohibited.
4. No tank lorry should be loaded /unloaded until its wheels have been secured
by efficient brake.5. The filling discharge faucet and dip pipes to be kept closed while the tank
lorry is unloading the petroleum products.
6. All loading /unloading operations should be carried out between the hours of

sunrise and sun set or otherwise permitted by Controller.
7. No person should smoke or carry any article capable of causing fire /explosion during loading and unloading operations.
8. No tank lorry should be loaded /loaded until its engine has stopped andbattery isolated from the electrical circuit.
9. All petroleum pipelines entering in tank vehicle in loading or unloading areashould be electrically continuous and be efficiently earthed.
10. Sound and perfect hoses or metal pipes should be used
11. An earth boss with a flexible cable having robust clamping device should beprovided near loading point.
12. The tank lorry should be efficiently earthed.
13. Bonding and earthing connection should not be broken unless the processof loading / unloading is over. The initial rate of filling should not exceed 1meter per sec until the filling pipe is completely submerged in petroleum butthe final rate should not exceed 6 meter per second at the delivery end of
the filling pipe.
14. To avoid contamination of petroleum product use correct hose pipe forloading /unloading of particular class of petroleum.
15. While loading/ unloading of petroleum products splashing of product shouldbe avoided to prevent generation of static charges.
