Dear school sports friend!
Welcome to the ISF World Schools Championship Orienteering 2019. The Estonian School Sport Union is proud to host the
competition in Otepää, Estonia. Around 800 young orienteerers from 23 countries are already on the list. It is a unique
opportunity to explore Estonia, make friends and compete with other young sportsmen from all around the world.
Orienteering is a very special sport because it needs not only good stamina, but also a sharp mind and analytical skills. The
southern part of Estonia is a fabulous place for orienteering with its natural beauty, deep forests and hilly landscape. It will
undoubtedly be one of your top adventures you will ever experience.

When you arrive in Otepää, then head of the delegation should collect all necessary documents for
accreditation rest of delegation can drive to the hotel. We will bring the head of a delegation to the hotel
with local transport.
Documents to bring:
Proof of payment of the balance including any bank charges and if not sent to the LOC before, the
payment overview.
The official form signed by the School Headmaster and the legal School Sport Entity, confirming that all
players are full-time students at the school, since the beginning of the school year
The document certifying that the delegation is covered by insurance that at least covers civil liability,
material damage, and medical costs.
For every student:
The passport (or identity card) bearing the family name, first name, photograph, nationality and date of
birth
The anti-doping consent form
The use of image consent form

COMPETITION DETAILS
Arena Map
Model Event - 30.04.2019
Model Event will be organised to show the arrangement of the official competitions to come. Although there will be
no official start times, athletes and coaches have the opportunity to experience the official -4 minute start
procedure with the SportIdent timing system: SI clear and check in the start, SI timed controls and SI read-out in the
finish. In case athletes want their run timing in the Model Event, they should also punch SI start. Please be aware
that there will be no SI start punching for the athletes at the official competitions. Official competition has timed
starts.
Model maps will be given to the delegations at the accreditation, so athletes can prepare for the event beforehand.
Please don’t forget your Model map when going to the Model start!
For the Model Event, buses from the hotel will drop athletes to the arena. From the arena to the start is 600 m.
It is strictly forbidden to visit the area outside the Model Event map. Entering the embargoed zone is a serious
violation of the Fair Play rules. Athletes and teams involved are disqualified from the competition.
Start procedure
-4 minutes: accreditation card check, Bib number control, SI card number check.
-3 minutes: SI card clear and check. You can take control descriptions.
-2 minutes: additional SI card check. You can view the map.
-1 minute: You take the map and stand behind the start line.
5 seconds before the start time you hear short beeps at every
second and a long beep at exactly the start time.
With the final long start time beep the competitor may cross the
start line. From the start there will be marked root to the point
where orienteering start. This point is marked on the map with
triangle and in the terrain with the control flag.
Procedure for late starters
Competitors who are late for their start must report the judge at
the pre-start call-up. If the judge decides that the competitor has
enough time to start in time, an official will accompany competitor
through the normal procedure to the start line. If the competitor is
too late to follow the normal procedure, they will be allowed to
start one minute before the next competitor on the same course. If
the delay is the fault of the competitor, the start time assigned to
them on the start list will be valid. If a competitor is late through the fault of the organiser, the actual start time will
be valid.
Finish procedure
In all events, a competitor's finish time is recorded by punching the finish unit which is
on the finish line. After finishing, competitors have to proceed to SI-card readout.
Long Distance Competition - 01.05.2019

Winning time: accordingly to the ISF Technical Rules of the Category.
Maximum time on course: 150 min.

There will be one drinking station on the course. There will be drinking water in the finish.
Map: scale 1:10 000, contour interval 5 m.
The terrain consists of mixed forest. Runnability is from
medium to poor.
Areas of dense wind blown (fallen) trees are marked with green
(ISOM 408).
We recommend to avoid areas marked with ISOM 408. As the
trees are jet without leaves the visibility may be better than
runnability in some areas marked with green.
The forest has many small hills, which have steep slopes.
Between the hills there are marshes of varying size. Marches
are still very wet.
Erosion gullies (ISOM 107) are deep and with very steep slopes. Small
erosion gullies (ISOM 108) are easily passable.
There are a few small roads and lots of different footpaths,
cross-country ski trails and MTB tracks. All ski bridges are bottom
passable.
Distance from Quarantine to the arena is 700 m.
First start: 11:00.
Quarantine closes: 12:00.
For the Long Distance competition, the buses from the hotel will drop the athletes within walking distance to the
Quarantine. From the Quarantine to the start is about 2,7 km. Pre-start from quarantine is 45 minutes before
starting time, so athletes have 45 minutes to go from the Quarantine to the Start.
The use of mobile phones, computers or any communication device inside Quarantine is strictly forbidden. It is not
allowed to bring any maps of the competition area into the Quarantine zone. Athletes and coaches must observe the
check-in time announced for the race. The latest check-in time to enter the Quarantine is 12:00, and no-one will be
allowed to enter the Quarantine area after that time. At the check-in to the Quarantine area, each athlete and coach
has to show their accreditation card with photo. Coaches can leave Quarantine at any time to accompany athletes to
the warm up and start. When a coach wishes to return to the Arena, they must keep on the road that leads towards
the arena and they are not allowed to return to Quarantine later.
Quarantine and Start area has toilets and pure drinking water.
Middle Distance Competition - 03.05.2019

Friendship Team Event - 04.05.2019

Start format: mass start
Winning time: accordingly to the ISF Technical Rules of the Category.
Maximum time on course: 120 min.
Map: scale 1:5 000, contour interval 2,5 m.
Friendship Team Event is held on the streets and between
the houses of the small comfortable city of Otepää and its
nearby surrounding – the 65 m high castle hill, dense
network of World Cup cross-country ski tracks and small part
of the forest known from the Middle Distance race.
Runnability is very good everywhere.
There are no refreshment points on course, there will be
drinking water in the finish.
There will be no Quarantine.
Maps will be given out at 10:15.
Mass start: 11:00.
Each team consists of three competitors from different countries. Each runner will receive a map with all of the
controls and control descriptions. The time allowed for planning routes is 45 minutes. After that there will be a mass
start.
Teams have to decide how they share out the controls and which member visits which control. The winner is the
team that returns to the finish in the shortest time having visited all the controls. There are three obligatory
controls, where the team has to punch their SI cards together. These controls are marked on the map as A, B and C
and they are manned. Control C must be taken last, controls A and B can be taken in any order. The teams will run
together from the last common control C to the finish. When crossing the finish line the team members should hold
their hands together. The time of each team will be recorded as the last team member crosses the finish line.
The emphasis of the event shall be fun and co-operation between the team members and teams rather than
competition.
The expected winning time is 35-40 minutes.
GENERAL COMPETITION INFORMATION
Maps
Maps for the Model Event, Long Distance and Middle Distance are drawn according to the International Specification
for Orienteering Maps (ISOM 2017) and the map for the Friendship Event according to the International
Specification for Sprint Orienteering Maps (ISSOM 2007).
Control descriptions
All control descriptions are printed on the maps. Separate control descriptions are available 3 minutes before the
start, for the Long and Middle Distance competitions.
Bag drop-off
On Long Distance and Middle Distance days, clothes, bags, etc will be transported from the Quarantine to the Finish
by the organisers. Plastic bags will be handed out to team officials at first Technical Meeting. Be aware that same
plastic bags are used in both days!
Athletes should put their clothes, bags, etc into the plastic bag and deposit it at
the designated bag drop-off point where the official writes athlete’s bib number onto the bag. Athletes will get their
bags back at the Finish area by showing their bib number.
On Long Distance and Middle Distance days, clothes will also be transported from the Start to the Finish. Athletes
should put their clothes into the plastic bag and deposit it at
the designated bag drop-off point in Start. Small plastic bags are available at the Start area. The official will write the
athlete’s bib number onto the plastic bag. Athletes will get their bags back at the Finish area by showing their bib
number.
Punching system
The electronic punching system SportIdent will be used in all competitions. There is also needle punching at all
controls in case SI unit fails to work. In that case athletes should make needle punching onto the map.
During the accreditation the delegation leaders will receive SportIdent control cards (SI-cards) for those participants
who do not have their own card, by paying in cash a guarantee of 100 EUR. After the Friendship Event, rented
SI-Cards have to be returned to the accreditation desk. There is a penalty of 50 EUR for every non-returned or lost
card.
Finish time is recorded in every competition when competitor punches SI-card in the Finish unit which is placed on
the Finish line.
Results and split times
Preliminary results will be posted in finish area of each competition. Online results are available on the competition
website. Official results will be placed into the hotel reception and will be available on the official website as well.
Start groups, Draw, Start lists
Starting order for the Long and Middle Distances
Athletes start in 5 groups: first group start first, group 5 starts the last. Starting order inside the group is drawn.
Members of a team should be in different starting groups. Teams have to report the order of their athletes into the
starting groups beforehand. There are two possibilities to report: by filling the starting group form online or fill it on
the paper during the accreditation. If the starting group forms are not filled on time or returned on accreditation,
the TC will decide team members starting order.

Printed start lists will be handed over to the team leaders during the technical meeting.
All start lists will also be available on the competition official website.
Composition of the teams and bib numbers of the Friendship Team Event will be published at the second technical
meeting on the 2nd of May.
Start interval
Start interval is 2 minutes.
BIB numbers
Delegation will receive all Bib numbers during the first Technical Meeting. Bib numbers should be used in Long and
Middle Distance races.
In Friendship Team Event all 3 team members will receive the same Bib number but with different color.
Refreshment during competition and on the course
Drinking water will be available during the whole championship in the Start, Quarantine and Finish area, also in
arena.
There will be drinking station on the Long Distance course.
Classification of the teams
For both races (Long and Middle Distance), the classification of the teams will be made by adding the three best
individual times of each run. The general classification will be made by adding the results of both runs (Middle and
Long Distance). The winning team will be the team with the lowest aggregate time total. When two teams achieve
the same time, the team showing the best result on the long distance will be declared winner. In the case of equal
results, the best individual time of the long distance run determines the winner.
When both teams are again equal, the second time decides who will be declared winner and so on.
In category M1 and W1, a maximum of two participants born in 2001 may be in the team, BUT only one result of
these 18 years old participants (born in 2001) will be counted in each team. The two other best results must come
from the 16 years old (born in 2003), or 17 years old (born in 2002) participants.
Complaints
All complaints should be made in oral or written form to the organisers at the latest 15 minutes after the last
competitor has finished. The organiser adjudicates the complaint. The complainant will be informed about the
decision immediately.
There is no fee for a complain.
Protests
Protests will be accepted in writing up to 30 minutes after the answer concerning the complaint has been given. The
protest must be given to the president of the jury with a deposit of € 50. The deposit will be returned if the
complaint is upheld.
In accordance with the ISF General Competition Rules, the Appeal Jury will be composed of

In accordance with the ISF General Competition Rules the Disciplinary Commission will be composed of

Movement of coaches and delegation members and use of mobile phones in the Start and Quarantine area
Accredited coaches and members of the delegation are allowed to enter the Start and Finish area but they are not
allowed to go to the start and finish lanes. The use of mobile phones and other communication devices in the Start
area and the Quarantine is forbidden for everybody until the last competitor has started the course.
Healthcare
There will be medical service in the arena and evacuation from the terrain (if needed) to the arena during the
competition hours. Medical aid is provided by ambulance (with according staff) and by volunteer medical staff.
If necessary, appropriate transport to the nearest hospital will be provided.

Outside the competition hours: medical service is provided in collaboration with Otepää Health Center, address:
Tartu mnt 2, Otepää.
In case of urgent, emergency number for immediate help is 112!
The Organiser is not responsible for any costs relating to the health insurance of participants. We strongly
recommend that you have your own health insurance. Competitors participate at their own risk.
Fair play Trophy; Joy of moving
During the Heads of Delegations Meeting and the first technical meeting for coaches, the ISF Delegate will distribute
a form to the Heads of Delegation, the members of the OC and the members of the TC. All persons mentioned above
are invited to hand in the form to a member of the Fair Play Jury one hour after the last team has finished the
Friendship Team Event. The Heads of Delegations are invited to fill out their form after consultation with their
coaches and students.
For the nomination there are some criteria to take into consideration.
o Noticeable sporting acts or acts of fair play during the competitions. (e.g. helping an injured competitor in the
forest, or lending an item of equipment).
o Sporting attitude during: model event – training, cultural event, ceremonies, the complete event stay
