Those in attendance then recited the Pledge of Allegiance. Approval of the Minutes Gary Shaffer called the meeting to order and entertained a motion for approval of the minutes of the Technical Advisory Committee meeting held on September 6, 2018. Motion was made by Zachary Svette. Seconded by Bob Durbin. Motion carried unanimously. District 6 Public Works Integrating Committee Ed Davis reported that the District 6 committee met in September to review all 57 projects. Changes to the project list since the last meeting include an adjustment to the points for the City of Niles waterline project and adjustments to the “percent new” column for some sewer and stormwater projects. The next two meetings will be at held at Eastgate with the first points meeting being held on October 16th at 9:00 am, and the regional points meeting on October 30th at 9:00 am. 208 Areawide Water Quality Management Plan – Updates, Review Process, GPB Resolution #032-2018 Stephanie Dyer reviewed GPB Resolution #032-2018, and also reported that Eastgate held a comment period for the Updated 208 Plan and the comments were reviewed and integrated into the update. The public comments are now an appendix to the plan. It was also announced that the Ohio EPA released their Draft 2013 Lower Mahoning River Watershed Biological and Water Quality Study for review. Comments are due November 1, 2018. Eastgate Webpage Tips Jeffrey Gollner updated the TAC on where to find meeting agendas and minutes on the Eastgate webpage. Youngstown Parking Study Sara Daugherty reviewed the scope of work and findings of a parking study for Downtown Youngstown. The study will be finalized soon.

Fiscal Year 2018 Progress Report Ken Sympson provided a short review of the FY2018 Summary report that highlights transportation work program products accomplished over the past year. He also discussed an upcoming Drive Ohio Workshop to be held at the Eastgate office. Notifications will be sent out once a date is secured. Fiscal Year 2020 -2023 TIP Development – STBG Applications Submittal Review Ken Sympson reviewed and discussed GPB Resolution #031-2018 and updated and provided information about project submittal for the development of the FY2020-FY2023, including the new submittals and current status of the STBG program. Executive Director Report Jim Kinnick updated those in attendance of initiatives, plans, and projects that Eastgate is working on, including the BUILD grant application, the Drive Ohio Workshop, the National Association of Regional Councils Conference, initial plans for an open house/legislator’s day at Eastgate, and gave an update on safety projects that will be discussed at ODOT this month. He asked those in attendance to inform Eastgate of any issues/possible safety projects in their communities. GPB Resolutions for Passage GPB Resolution #031-2018 Resolution amending the Fiscal Year 2018 - 2021 Transportation Improvement Program of the Eastgate Regional Council of Governments to add Surface Transportation Block Grant Funding to existing SR 616 Project and move Lovers Lane/Tod Avenue Project Forward. Motion was made by Paul Makosky. Seconded by Shane Burkholder. Motion carried unanimously. GPB Resolution #032-2018 Resolution amending the Clean Water Act Section 208 Areawide Water Quality Management Plan (AWQMP) of the Eastgate Regional Council of Governments to adopt updated chapters for the document. Motion was made by Zachary Svette. Seconded by Shane Burkholder. Motion carried unanimously. Announcements Kristen Beniston announced a Tree Steward Training on October 10 & 11, 2018. Those interested should contact the Boardman Township offices. Adjournment Gary Shaffer entertained a motion for adjournment. A motion was made by Zachary Svette. Seconded by Kristen Olmi. RECOMMENDATION TO THE STATE OF OHIO GOVERNOR’S OFFICE OF APPALACHIA AND OHIO DEVELOPMENT SERVICES AGENCY TO SUPPORT FUNDING FOR THE EASTGATE REGIONAL COUNCIL OF GOVERNMENTS LOCAL DEVELOPMENT DISTRICT FULL-APPLICATION PRIORITY OF PROJECTS IN FISCAL YEAR 2019 FOR THE APPALACHIAN REGIONAL COMMISSION (ARC)

WHEREAS, the Eastgate Regional Council of Governments (Eastgate) is the designated Local Development

District (LDD) for Ashtabula, Mahoning and Trumbull Counties, Ohio; and

WHEREAS, Eastgate has received, reviewed and evaluated full-applications for the Local Development District; and

WHEREAS, the following project applications are recommended to move from pre-application to full application

as per Eastgate GBP# 026-218 passed in July 2018 and the Eastgate Fiscal Year 2019 ARC Full-Application Guidelines; and

WHEREAS, the following project full-applications are eligible ARC applicants and are being recommended by Eastgate to the Governor’s Office of Appalachia (GOA) in the order listed below.

GPB RESOLUTION #034-2018

RESOLUTION

RECOMMENDATION TO THE STATE OF OHIO GOVERNOR’S OFFICE OF APPALACHIA AND OHIO DEVELOPMENT SERVICES AGENCY TO SUPPORT THE PRIORITY OF PROJECTS FOR THE EASTGATE REGIONAL COUNCIL OF GOVERNMENTS LOCAL DEVELOPMENT DISTRICT FY2019 REGIONAL JOB TRAINING (RJT) PROGRAM.

WHEREAS, the Eastgate Regional Council of Governments (Eastgate) is the designated Local Development

District (LDD) for Ashtabula, Mahoning and Trumbull Counties, Ohio; and

WHEREAS, in the 2018-2019 biennial budget, the Ohio General Assembly provided the Ohio Development Services Agency (ODSA) with partial program funding through the casino upfront license fees in the amount of $4,140,018 to fund the Regional Job Training Program allocating a minimum of $1,000,000 be administered by each of Ohio’s four Local Development Districts within in their perspective regions; and

WHEREAS, the Regional Job Training Program funds must be used to fund regional job training efforts to equip Ohio’s

workforce with additional skills to help grow the economy. The program is available to Ohio’s 32 Appalachian counties for current and new job training efforts and to supplement the work of Ohio’s workforce partners and the Appalachian Regional Commission in job training efforts; and

WHEREAS, the purpose of this program is to increase the knowledge, education and skills of Ohio’s Appalachian

communities by supporting regional efforts to grow the economy and prepare the workforce for high paying in-demand jobs; and

WHEREAS, Eastgate has received, reviewed, evaluated and rated Regional Job Training applications for the Local

Development District; and

WHEREAS, the following project applications are recommended for funding based on the Eastgate Fiscal Year 2019 Regional Job Training Program Scoring Criteria; and

RESOLUTION

SUPPORTING THROUGH THE INTERGOVERNMENTAL REVIEW PROCESS, AN APPLICATION BY THE COMMON WEALTH INC. TO THE APPALACHIAN REGIONAL COMMISSION FY2019, KITCHEN INCUBATOR IMPROVEMENTS ($31,300)

WHEREAS, Common Wealth Inc. is applying to the Appalachian Regional Commission (ARC) for $31,300 in Fiscal Year 2019 for kitchen incubator improvements, and

WHEREAS, the Eastgate Regional Council of Governments (herein-after called Eastgate) is the designated Areawide Clearinghouse for the counties of Mahoning, Trumbull and Ashtabula and has the responsibility to review all applications for federal or state funds under the provisions of the Intergovernmental Review Process;

NOW, THEREFORE, BE IT RESOLVED by the Technical Advisory Committee of Eastgate, State of Ohio, that this application being submitted to the Appalachian Regional Commission be hereby supported.

BE IT FURTHER RESOLVED that the Eastgate staff be directed to review this proposed project for its conformance with area wide plans and that said comments be made a part of this resolution.

NOW, THEREFORE, BE IT RESOLVED that the Eastgate staff be directed to forward a copy of this resolution and a copy of all written comments to the applicant and local and state agencies.

WHEREAS, the Trumbull County Historical Society is applying to the Appalachian Regional Commission (ARC) for $58,000 in Fiscal Year 2019 for cultural and education center improvement, and

WHEREAS, the Eastgate Regional Council of Governments (herein-after called Eastgate) is the designated Areawide Clearinghouse for the counties of Mahoning, Trumbull and Ashtabula and has the responsibility to review all applications for federal or state funds under the provisions of the Intergovernmental Review Process;

The Opportunity

With numerous autonomous and connected (AV/CV)vehicle pilot projects emerging across the state, DriveOhio and the Ohio Department of Transportation are taking the unprecedented step of developing statewide standards to ensure that relevant roadside infrastructure and Intelligent Transportation Systems (ITS), regardless of manufacturer, can work together from city to city, region to region – even nationwide.

Ohio averages roughly 1,000 deaths each year, with driver error responsible for 90+ percent of all crashes. Ohio is committed Toward Zero Deaths and AV/CV technology could potentially play a key role in reaching this milestone, among other smart mobility objectives.

This AV/CV application “catalog” Ohio is building will be a living, fluid document with the ability to incorporate best practices/lessons learned from pilots being conducted in Ohio and across the U.S. This will provide an easy to use playbook to assist agencies in planning, deploying and monitoring the results of AV/CV projects that will complement – not duplicate – the initiatives already underway.
