Regulations and Guiding Documents All committee members are expected to behave in accordance with the Guide for the Conduct of Participants in the NFPA Codes and Standards Development Process. All actions during and following the committee meetings will be governed in accordance with the NFPA Regulations Governing the Development of NFPA Standards. Failure to comply with these could result in challenges to the standards-making process. A successful challenge on procedural grounds could prevent or delay publication of the document. The style of the document must comply with the Manual of Style for NFPA Technical Committee Documents.

General Procedures for Meetings

• Use of tape recorders or other means capable of producing verbatim transcriptions of any NFPA Committee Meeting is not permitted.

• Attendance at all NFPA Committee Meetings is open. All guests must sign in and identify their affiliation.

• Participation in NFPA Committee Meetings is generally limited to committee members and NFPA staff. Participation by guests is limited to individuals, who have received prior approval from the chair to address the committee on a particular item, or who wish to speak regarding public input or comments that they submitted.

• The chairman reserves the right to limit the amount of time available for any presentation.

• No interviews will be allowed in the meeting room at any time, including breaks.

• All attendees are reminded that formal votes of committee members will be secured by letter ballot. Voting at this meeting is used to establish a sense of agreement, but only the results of the formal letter ballot will determine the official action of the committee.

• Note to Special Experts: Particular attention is called to Section 3.3(e) of the NFPA Guide for the Conduct of Participants in the NFPA Codes and Standards Development Process in the NFPA Directory. This section requires committee members to declare any interest they may represent, other than their official designation as shown on the committee roster. This typically occurs when a special expert is retained by and represents another interest category on a particular subject. If such a situation exists on a specific issue or issues, the committee member shall declare those interests to the committee and refrain from voting on any action relating to those issues.

• Smoking is not permitted at NFPA Committee Meetings.

August 16, 2012 First Draft Meeting

1. Call to Order. The meeting was called to order at 8:00 am Pacific on Thursday August 16, 2012 by Committee Chair, Alan Lipschultz.

2. Attendance and Introductions: Attendance was taken and those present at the meeting introduced themselves and stated who they represent on the committee. Those who were present at the meeting are listed below:

3. Chairman Comments: Alan Lipschultz spoke to the agenda for the meeting and provided opening comments.

4. Minutes Approval: The minutes of the HEA-MED September 30, 2010 ROC Meeting were approved as distributed in the Agenda Package.

5. Staff Liaison Presentation: Barry Chase introduced himself and proceeded to give the staff presentation for the meeting which included general meeting procedures, a review of the Annual 2014 revision cycle, and an introduction to NFPA’s new revision process.

6. Development of First Draft: The committee reviewed all public input (PI) and resolved it by either providing a committee statement or by creating a first revision (FR) based on the PI. Other First Revisions were also created. See the First Draft and First Draft report for the official committee actions.

7. Old Business: There was no old business.

8. New Business: Two task groups was formed to address the establishment of the risk categories into Chapter 10 and 11. Chad Beebe will chair the TG for electrical equipment. William Fettes will chair the TG for gas equipment.

9. Next Meeting: TBD in the late May or June 2013 timeframe.

10.1.3 Electrical Equipment Categories.Electrical equipment in health care facilities shall be installed, inpsected, tested, and maintained tomeet the system Category 1 through Categroy 4 requirements as detailed in this code.10.1.3.1 Category 1.

Permanent or portable, corded or non-corded electrical equipment that provides direct pathway tothe heart in which failure of such equipment is likely to cause major injury or death of patients shallmeet Category 1 equipment requirements as defined in this code.10.1.3.2 Category 2.

Permanent or portable, corded or non-corded electrical equipment that is directly connected to thepatient for treatment purposes that failure of such equipment is likely to prevent treatment or tocause minor injury to patients shall meet Category 2 equipment requirements as defined in thiscode.10.1.3.3 Category 3.

Non-corded electrical equipment that comes in direct contact with the patient in which failure ofsuch equipment is not likely to cause injury to patients shall be designed to meet Category 3requirements as defined in this code.10.1.3.4 Category 4.

10.1.3 Electrical Equipment Categories.Delete the entire section, including subsections, as these definitions are not used anywhere in Chapter 10. In addition the section is very confusing, mixes the terms “equipment” and “system,” refers to “system Category 1 through Category 4 requirements as detailed in this code” but there are no such requirements other than those listed within this section, and refers to “Category [1, etc] requirements as defined in this code” but there are no other such definitions other than possibly in chapter 4, which refers to building system categories and are therefore not relevant to equipment. Furthermore, the conditions given (e.g., failure of such equipment is likely to cause major injury…” would be applicable to many equipment performance characteristics (e.g., alarm capabilities) that are beyond the scope of NFPA 99 and this chapter.

Statement of Problem and Substantiation for Public Comment

Delete entire Section 10.1.3 including subsections. Risk categorization does not make sense for this chapter. Much of the chapter deals with electrical safety issues. Any line powered device that does not meet these requirements poses the risk of electric shock to patients or personnel, regardless of where it is used or the clinical application of the device. Shock and fire risk is not dependent on the required reliability of the device or the extent to which patient diagnosis and treatment depends on the device. Even categorization regarding direct cardiac connection or patient contact are not relevant as death or injury can occur in any case. In commentary, there was a concern that some sections of the chapter (e.g., documentation requirements in 10.5.3) would not apply to all devices; while I agree with this concern, it is not addressed by risk categorization. And, equipment risk categorization as defined in this section does not apply to the hospital requirements (e.g., regarding use of extension cords).

10.2.3.6 Multiple Outlet Connection.Two or more power receptacles supplied by a flexible cord shall be permitted to be used to supplypower to plug-connected components of a movable equipment assembly that is rack-, table-,pedestal-, or cart-mounted, provided that all of the following conditions are met:

(1) The receptacles are permanently attached to the equipment assembly.

(2)

(3) The ampacity of the flexible cord is in accordance with NFPA 70, National Electrical Code.

Statement of Problem and Substantiation for Public Comment

Delete 10.2.3.6 (5). It is impractical to completely eliminate the use in hospitals of multiple outlet extension cords that allow clinicians and staff to plug and unplug devices as needed. This need exists not just in the OR. For example, it is often necessary to use three or more infusion pumps, in addition to other devices, on one patient in a patient room. There may not be an adequate number of outlets nearby and running multiple cords, perhaps with extension cords, can hamper access to the patient and present a trip hazard. Instead, having an appropriate quality and properly maintained multiple outlet extension cord mounted on an IV pole, allows a safe method of powering whatever number of IV pumps is needed for a patient. The committee had agreed to delete Paragraph 10.2.3.6 (5) during the 2012 version revision process, but is was left in as a result of a procedural issue. Additional background has been submitted in a proposed TIA.
