ANOC
IntroductionThe Association of National Olympic Committees (ANOC) was established in June 1979 during the Constitutive General Assembly in San Juan, Puerto Rico. ANOC now represents the interests of 206 National Olympic Committees (NOCs) across the five Olympic continents. ANOC is administered from its headquarters in the Olympic Capital, Lausanne, where it has been based since June 2010.
ANOC President Sheikh Ahmad Al-Fahad Al-Sabah was elected in April 2012. His stated objective was – and remains – to reform, modernise and
professionalise the organisation in order to better serve the needs of the world’s NOCs.
Under Sheikh Ahmad’s leadership, ANOC strives to protect and promote the collective interests of the NOCs, delivering consistent, dedicated support and advocating on their behalf within the Olympic Family. ANOC also aims to strengthen the relationships between the NOCs and the Olympic Family for the benefit of the entire Olympic Movement.
The ANOC World Beach Games in San DiegoThe ANOC World Beach Games were conceived by ANOC President Sheikh Ahmad. In his capacity as OCA President, Sheikh Ahmad had already overseen the success of the Asian Beach Games and his vision was to develop a World Beach Games that would attract new audiences and provide a platform for NOCs to engage with millions of young people around the world.
The ANOC Events Working Group, established in December 2013 and chaired originally by the ANOC President, was tasked with developing the concept for the Games. The Working Group was supported by international experts and collaborated with the IOC, International Federations and other Olympic stakeholders to ensure the Games would
be sustainable and bring widespread benefits to the Olympic Movement. Timothy Fok is the current chair of the ANOC Events Working Group.The ANOC World Beach Games will deliver elite sport that excites: a dynamic beach, action and water sports programme featuring prominent, world-class athletes brought together in one truly global festival for the very first time. The event will be built on a new, sustainable multisports model, with 100% temporary venues operating in harmony with the world’s most captivating beach locations. .
Ultimately, the ANOC World Beach Games aims to be the pinnacle of global excellence in beach, action and water sports, connecting new disciplines and new stars to a new generation of fans.

The inaugural ANOC World Beach Games: San Diego 2019The inaugural edition of the ANOC World Beach Games will take place on Mission Beach in the city of San Diego, California, from 10-14 October 2019.At the ANOC General Assembly in Washington in 2015, San Diego was unanimously approved as the host city of the first ever edition of the ANOC World Beach Games which was set for 2017.
After extensive dialogue with NOCs and IFs, the ANOC Executive Council decided to move the inaugural edition of the Games to 2019 to ensure that NOCs and IFs had the optimum time to prepare their athletes for the event.
The ANOC World Beach Games San Diego 2019 will feature approximately 1,360 athletes from every Olympic continent. The sports programme comprises 15 fresh and dynamic sports with 17 disciplines in total:

The ANOC World Beach Games San Diego 2019 will take place at a single, integrated competition site at Mission Beach – located approximately 14km from downtown San Diego, on Southern California’s beautiful Pacific coast. All competition venues will be temporary, with no permanent Games footprint. NOCs and their teams will be housed in hotel accommodation approximately 8.5km from the competition site.
The Games is expected to attract approximately 40,000 fans each day, with world-class sports competition staged alongside an international music, culture and entertainment festival. The event will also be broadcast live around the world via digital and traditional broadcast channels. Participants will be able to enjoy the attractions that make San Diego one of the world’s top tourist destinations, from the stunning natural beauty of the Southern California coastline to renowned destinations like Sea World, the Gas Lamp District and San Diego Zoo.
The 2019 ANOC General Assembly will take place in San Diego immediately prior to the ANOC World Beach Games from 8-10 October.

Sports/events
PracticalInformationTo help you prepare your teams for the ANOC World Beach Games San Diego 2019 on 10-14 October 2019, ANOC has put together the following practical information.
The sports and events on the programme have now been finalised in cooperation with the International Federations (IFs) and the Local Organising Committee in San Diego.
You will find in this document the full programme as well as the maximum number of athletes per event.For the number of NOC officials, each NOC will be permitted to bring around 50% of their total athlete quota, in line with the IOC rules.
In this document you will also find all the individual qualification criteria for each event by sport.
Final entry deadlineThe final deadline for entries for all sports will be 15 July 2019. The registration will be handled by the NOCs in close cooperation with the IFs and sent to the AWBG team at the ANOC office in Lausanne.The accreditation cards will then be produced by the ANOC office.
Finances/supportAir fares (economy class) as well as hotel rooms (double occupancy) with three meals per day will be covered by the Local Organising Committee for athletes and officials. The air tickets will be booked through the AWBG team in Lausanne.
The teams have to arrive and depart from the San Diego or Tijuana airports as no transportation will be organised from the airport in Los Angeles.

Accommodation/villageThe teams will be accommodated at three hotels in the Hotel Circle about 15 minutes from Mission Beach.
TransportationShuttle busses to and from the airport in San Diego or Tijuana and to and from Mission Beach each day will be organised by the Local Organising Committee.
MedicalA medical office will be located in the Village and in the competition area as well as in the hotel for NOC/IFs. The ANOC medical team, together with the Chief medical doctor of the Local Organising Committee, will be responsible for all medical service as well as doping tests.
Accommodation for NOC/IF Presidents and Secretary GeneralsThe ANOC General Assembly and other ANOC meetings will take place on the days before the opening of the ANOC World Beach Games according to the programme, which you can find enclosed. Accommodation will be provided in the Grand Manchester Hyatt Hotel in San Diego during the ANOC meetings and during the first days of the competitions for all NOCs/IFs.
Chef de Mission meetingA Chef de Mission meeting will be organized on 7-10 April 2019, for the NOCs that have qualified athletes and the NOCs who will potentially qualify athletes. In the cases where NOCs will potentially qualify athletes, special consultation will take place between the NOC/ANOC/IF.
Team clothingThe NOCs should provide their teams with clothing suitable for beach sports. The IOC’s rule 40 applies to the ANOC World Beach Games.
VenuesAll competitions will take place at temporary venues on or close to the famous Mission Beach in San Diego.
CASCAS will have an office in San Diego for the duration of the Games.

1. All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions)

ATHLETE ELIGIBILITY
The 24 highest ranked athletes, on the ITU Aquathlon Ranking as of 15 July 2019 will be allocated one (1) quota place for their NOC,
respecting the maximum quota allocation per NOC per event.

The Host Country is guaranteed two (2) quota places per gender provided that they comply with the eligibility criteria outlined above
If there are less than two (2) eligible athletes in any of the genders, those unused quota places will be added through the ITU Aquathlon Ranking.

Four (4) quota places per gender will be allocated to the invitation and they are made available to NOCs at the ANOC World Beach Games San Diego 2019.
On 10 June 2019, the ITU will propose to ANOC to invite eligible NOCs. The deadline for NOCs to accept the invitation is 24 June 2019. The Invitation Commission will confirm, in writing, the allocation of
invitation places to the relevant NOCs after the end of the qualification period for the concerned sport.
If the Invitation Commission is not able to allocate an Invitation Place, it will be reallocated to the next best ranked NOC, according to the ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC specified above.
INVITATION PLACES
Following the last event of the qualification period, ITU will publish the results on its website (www.triathlon.org/results).
ITU will inform the respective NOCs of their
allocated quota places within seven (7) days of the end of the qualification period.
The NOCs will then have two (2) weeks to confirm if they wish to use these quota places.

If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated as follows:

BASKETBALL
AgeTo be eligible to participate in the ANOC World Beach Games, athletes must be of the U23 age category and must have been born between 1 January 1996 and 31 December 2003. At least two (2) of the four (4) athletes per team have to turn 19 years or older in 2019.
NationalityAthletes• Must hold the legal nationality of the country
that they represent before 1 January 2018; and• Must present a passport of that country issued
by the competent authorities before the end of the registration period; and
• Subject to Special Cases regulated in Art 6-27 of the FIBA Internal Regulations, may not
have previously played for the national team (basketball or 3x3) of another country in an Official Competition of FIBA (see Art. 2-2 of the FIBA Internal Regulations)
Additional IF Requirements:• Athletes must be registered in
play.fiba3x3.com with a confirmed FIBA 3x3 Profile
• Belong to a National Federation of FIBA that organised a minimum of three (3) events of FIBA 3x3 Competitions in their territory in the twelve (12) months prior to 1 November 2018 and hold a valid 3x3 e-learning certification on 1 November 2018.

The NOCs will then have until 30 November 2018, to confirm if they wish to use these quota places, as detailed in the section “Qualification Timeline”.

MEN/WOMENPlease note that, in case an athlete is obtaining results giving him/her several times the right to be qualified (i.e.: World Champion AND Continental Champion), the best international quota shall be
counted first (World Champion title being the highest of them) then continental quota. In such case, the next ranked climber at the unused event benefits for the quota.

IFSC will publish results of the events listed above immediately following the completion of the event on its website. Regarding the World Championships, the IFSC will confirm to the NOCs within seven (7) days) after the completion of the event the quota places they have achieved.
After the end of Bouldering season (or by 15 June 2019 1, even if Bouldering EC scheduled after this date), IFSC will confirm to the NOCs the quota places they have achieved at the World Championships + World Cup Ranking + Continental Events (if any).
The NOCs will then have limited time to confirm to IFSC and the San Diego 2019 Organising Committee if they wish to use these quota places. The deadline
which will apply for the confirmation of NOC quotas will be communicated with an official letter send to NOCs. Please note a strict deadline will apply, probably around 10 days after the NOC receives the letter. The host country quota place is to be confirmed to the IFSC and the San Diego 2019 Organising Committee with the same deadline.
The qualification system is based on a hierarchical order; the importance of the events is specified as following:
1. Bouldering World Championships 20182. Bouldering World Cup Ranking 20193. Continental Events (or World Cup Ranking 2019)4. Host Country quota place
CONFIRMATION PROCESS FOR QUOTA PLACES
If a quota place allocated is not confirmed by the NOC within the confirmation date, the place will be reallocated to the next best-ranked athletes not yet qualified at the respective event where the quota place was obtained. A stricter deadline will be applied for the confirmation of reallocated athletes. The deadline will be communicated with an official letter sent to NOCs.
All reallocated quota place need to be confirmed to the IFSC and the San Diego 2019 Organising Committee at least fifteen (15) days before the entries closing date by the NOC.

Should the Host Country qualify through the Continental Championships, World Championships or WKF Ranking as of 1 June 2019, such places will be considered as Host Country Places and will be reallocated according to the process in section the “Reallocation of unused quota places”.
Should the Host Country not qualify through the Continental Championships, World Championships of WKF Ranking as of 01.06.2019, the selection of the Host Country athletes occupying the Host Country quota places must be based on the best position according to the WKF Ranking as of 1 June 2019.

Championships of Madrid 2018 and be qualified in the Top 100 of the WKF Ranking as of 1 June 2019.

WKF will publish the final list of qualified athletes at the latest on 5 June 2019 on www.wkf.net website.
WKF will confirm in writing to NOCs on 11 June 2019 the quota places they have achieved.
The NOCs will then have two (2) weeks until 26 June 2019, to confirm WKF and ANOC if they wish to use these quota places, as detailed in the section “Qualification timeline”.

Upon publication of the final Formula Kite Individual World Rankings before 1 June 2019, World Sailing will send the confirmation of the quota places obtained in accordance with the qualification criteria outlined in Section D above to the respective NOCs, no later than 1 June 2019, 12:00 UTC.
No later than 14 June 2019 12:00 UTC each NOC will confirm to World Sailing the athlete places that they will use.
No later than 15 June 2019 12:00 UTC will World Sailing reallocate all unused quota places.
CONFIRMATION PROCESS FOR QUOTA PLACES
If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, it will be reallocated to the highest ranked athlete by name on the Formula Kite Individual World Rankings as of 1 June 2019 not already qualified, and respecting the maximum quota per NOC per event.
After 1 July 2019, and the final reallocation of unused quota, World Sailing will only reallocate an already confirmed quota place if an athlete is withdrawn by his/her NOC. Such replacement will only occur where there are urgent medical
conditions preventing participation of an athlete, or otherwise on a case-by-case basis for exceptional circumstances.
The reallocation in this case will be based on the principles above.
In the interest of ensuring a full playing field, every effort shall be made by World Sailing to fulfil all quota places. Necessary reallocations will be made up until the time of the World Sailing Technical Meetings the day before start of competition.

HOST COUNTRY PLACES
Following the qualification event, FINA will publish the results on its website (www.fina.org) and inform the respective NOCs of their qualified athletes. The NOCs will then have two (2) weeks to confirm if they wish to enter these athletes, as detailed in the section “Qualification Timeline”.
The top twenty (20) men and top twenty (20) women at the 2019 FINA World Championships in the 5 Kilometer Event will each earn one qualifying slot for their NOC/NF. Each nation may qualify a maximum of two slots in each gender.
The remaining ten (10) slots per gender will be awarded through the Continental Selection process. Each Continent will be awarded two additional slots to be granted to two different NOC/NFs. This selection will be ordered in accordance with placings from the remaining competitor’s finishing the 2019 FINA World Championship 5K. Each nation may qualify a maximum of one slot per gender in this phase so that ten (10) different NOC/NFs in each gender will receive invitations. NOC/NFs will qualify slots and it will be the responsibility of each qualified National Federation to name the athletes to the ANOC Beach Games San Diego 2019 Roster based on the timetable listed below.

Men’s, Women’s and Mixed DoublesThe ITF will publish the ITF Beach Tennis World Rankings as of 24 June 2019 on its website at www.itftennis.com/beachtennis.The ITF will write to NOCs on 25 June 2019 requesting each NOC’s nominations for their Men’s, Women’s and Mixed Doubles team(s).
The NOCs will then have until 1 July 2019, to submit their nominations to the ITF.
The ITF will confirm the names of those teams qualified for the ANOC World Beach Games San Diego 2019 on 3 July 2019.
CONFIRMATION PROCESS FOR QUOTA PLACES
If a qualified team subsequently withdraws, the quota place will be reallocated as follows (up to a final reallocation date 30 September 2019:
• Direct Acceptance – reallocated to the next highest ranked team based on the Beach Tennis World Rankings of 24 June 2019
REALLOCATION IN EVENT OF WITHDRAWAL
Direct AcceptanceEleven (11) teams will receive Direct Acceptance into the doubles events based on the Beach Tennis World Rankings of 24 June 2019, subject to a maximum of two (2) teams per NOC.
Host CountryIf the Host Country does not have a representative via Direct Acceptance, one team will qualify provided both players have a World Ranking of 24 June 2019.

Should a region already be represented, or the region not have a nominated pair meeting the ranking requirement, that quota place will be allocated to the team with the next highest Combined Ranking not yet qualified from any region, based on the World Rankings of 24 June 2019.
MIXED DOUBLES Up to 24 teams (up to 48 athletes)The Mixed Doubles event shall consist of a draw of up to 24 teams, with a maximum of two (2) teams per NOC.
Up to 24 teams for the Mixed Doubles events will qualify as follows:
• 19 Direct Acceptances, based on the combined world rankings of 24 June 2019
• 1 Host Country place• 4 Regional Representation places• 24 Total
Mixed Doubles teams will be selected from athletes that have already been accepted for the Men’s and Women’s Doubles events.
Direct AcceptanceUp to 19 teams will receive Direct Acceptance into the Mixed Doubles event based on the Beach Tennis World Rankings of 24 June 2019, subject to a maximum of two (2) teams per NOC.
Host CountryIf the Host Country does not have a representative via Direct Acceptance, one team will qualify automatically.

All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions). Only those athletes who have complied with the Olympic Charter may participate in the ANOC World Beach Games San Diego 2019.
Anti-Doping Requirements: The FIVB will only allow the registration of athletes
who have been tested between the period 1 July 2018 until 30 June 2019.
Additional IF Requirements: To be eligible to participate in the ANOC World Beach Games San Diego 2019, all athletes must comply with the requirements set out in the FIVB Sports Regulations, Chapter 1 “Status of Player” of the Beach Volleyball Sports Regulations and Article 5 of the FIVB Sports Regulations.

In making determinations on allocated slots, WBG2019, FIVB and ANOC may considerfactors, if deemed relevant, including, but not limited to:
1. Marketing and TV values of the region towards ANOC World Beach Games San Diego 2019;
2. Field depth and competition strength;3. International, regional and national competition
results including strength of competition and consistency of performance;
4. Widely and regularly practising national athletes;
5. Demonstrated availability of athletes to participate in the ANOC World Beach Games San Diego 2019; and
6. Any other factor(s) considered relevant by ANOC World Beach Games San Diego 2019, FIVB and ANOC.
USA, as Host Country, is guaranteed one (1) quota place (one team) per gender. Athletes selected to
represent the Host Country must meet the criteria set forth in the section “Athlete Eligibility”.
HOST COUNTRY PLACES
Following each qualification event, ANOC World Beach Games San Diego 2019 will publish the results on its website.
By 5 July 2019, the FIVB will notify the respective NOC/NF of their allocated quota place. The NOCs must confirm within five (5) days in writing to the
FIVB if they wish to use these quota places, as detailed in the paragraph “Qualification Timeline”. If a confirmation is not provided by the deadline, the quota place obtained will be reallocated as per the procedure indicated in the section “Reallocation of Unused Qualification Places”.

WATERSKIThe top four (4) ranked men/women are automatically selected and then the next eight (8) athletes are selected using the last approved World Rankings List. The top athletes would not be considered in the one per country restriction but their countries would be considered. For example, if the top four (4) athletes were from France, the USA, Canada and France, then skiers from France, the USA and Canada have been selected but there would be two (2) skiers from France allowed.
Once the top 10 are selected, the 11th and 12th would either be the next athlete on the list or a substitute to provide Confederation representation.If athletes decline to participate, a substitution is required. The method used is:
• If an athlete declines then he/she can be replaced by an athlete from the same country as long as that athlete is rated higher than the lowest ranked athlete in the event, with the exception that the lowest ranked athlete does not include athletes selected as substitutes for Confederation representation
• If that is not the case, then the next athlete on the original list is selected

Eight (8) Universality Places will be made available to the eligible NOCs at the ANOC World Beach Games San Diego 2019.
The deadline for NOCs to submit their requests is date TBC. ANOC and UWW will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period.

On 2 May, UWW will publish the results on its website and inform the respective NOCs of their allocated quota places.
The NOCs will then have two (2) weeks to confirm if they wish to use these quota places.
