TECHNICAL/MANAGEMENT VOLUME To ensure that the government achieves its objectives for Temporary and Administrative Professional Staffing, GSA Schedule 736 requires Temporary Staffing agencies with proven expertise not only in administrative and clerical support, but in the full understanding of the challenges and processes in controlling, coordinating, and fulfilling orders under the prospective BPA across multiple regions. 2.1 FIRM FIXED PRICE (FFP) EXPERIENCE Team  Distinctive  Personnel’s  corporate  experience  includes  managing  Fixed  Firm  Priced  contracts similar to delivery order clauses proposed under this solicitation since 2011. Team Distinctive Personnel is a current holder of three (3) GSA Federal Supply Schedule contracts. We receive and respond to Task Order requests on a daily basis pursuant to our TAPS 736. Most, if not all, of the Task Orders Requests for Proposals we receive from these schedules require a quick turnaround time; require Team Distinctive Personnel to recruit for a wide array of positions and expertise under tight deadlines; require Team Distinctive Personnel to recruit for positions nationwide; and require Team Distinctive Personnel to provide technical and pricing responses to be considered for award. The Government contemplates award of a Firm Fixed Price delivery order resulting from this solicitation and Distinctive Personnel has the ability to comply with the required delivery requests. As prescribed in 48 CFR 1309.507-2(C) Distinctive Personnel shall comply with all applicable laws, rules, and regulations which deal with or relate to performance in accord with the terms of the contract.

3 MANAGEMENT PLAN Team Distinctive Personnel’s streamlined organizational structure reflects the nature of our approach to client satisfaction and our commitment to clear lines of communication between our Team and our clients. Due to our commitment to client satisfaction, we incorporate our executive leadership into every contract. For The federal government, Team Distinctive Personnel’s Project Manager is Mr. Sean Vergara, an industry veteran, specializing in VMS and Manage Service Provider solutions. Mr. Vergara will coordinate with the rest of our executive team, and have the full support of two Alternate Project Managers (APM’s),  Ms. Marcy Felix and Ms. Michelle Rodriguez. The APM’s  will work under the direction of Mr. Vergara, who will oversee the overall program management of this solicitation with the federal government. Team Distinctive Personnel will also provide dedicated recruiting/onboarding and pay rolling specialists for the federal government. We propose the following organizational structure illustrated below to maintain a relationship built on superior customer service through on-going communication and frequent follow-up.

3.1 Program Management Approach Successful program management execution requires use of proven people, processes and technology to ensure that effective direction, control, and organization are in place. Accordingly, Team Distinctive Personnel practices project management according to our life cycle approach: Clearly assigns responsibility/accountability to the Project Manager, delegating authority and

allocating resources to every management level. Leverages in-house technology to facilitate collaboration and transparency across the

company. Incorporates a well-defined Quality Control program. Identifies any risks early and monitors all mitigation efforts until closure. Reports status of current funding, actions, deliverable products, identified and monitored

risks, and issues and future actions. Exercises management/administrative flexibility to quickly respond to direction. Ensures that sufficient, trained and qualified personnel are available to fulfill all the federal

government requirements and provides incentives to minimize employee turnover. Brings proven ability to attract, recruit, train, retain, and motivate personnel. and clerical support to our Federal clients: Team Distinctive Personnel provides program management support and human capital management through open market initiatives and through our GSA Schedules, including the FSS TAPS 736. We have provided administrative and clerical support to over fifty (50) Federal agencies.

Our  proven  ability  to  recruit  and  retain  qualified  and  “cleared”  employees  for  the  Government’s  required  Labor Categories: Team Distinctive Personnel specializes in providing administrative and clerical support to our Federal clients. We have a robust Recruiting Team that is trained specifically in sourcing, recruiting, interviewing and providing professional contract support to the Federal Government. The  team’s core mission is to recruit qualified contractors for Task Order requirements.

Our proven ability to exceed timeliness requirements in responding to Task Order Request for Proposals: Team Distinctive Personnel understands the importance of recruiting candidates and providing professionals that will meet the exact specifications of our  Federal  clients’  needs,  in  a  timely  manner.  We  currently  have  over  fourteen thousand (14,000) consultants in our nationwide database that we will be able to recruit from for each Task Order requirement, which will allow us to respond quickly to all quote requests.

Our time tested and proven Quality Assurance Plan: Team Distinctive Personnel will apply a 3-tiered surveillance methodology that infuses quality at every level of the program to ensure we meet or exceed all deliverables and the required performance under the BPA. This methodology is founded on clear communication at all levels of the program, within the program team, and with the federal government CO, COR and Program Office.

Our experienced Program Management Team: Team Distinctive Personnel will assign its Senior Project Manager, Adam Vergara, as the corporate, in-house Project Manager for this BPA. A seasoned National Account Staffing Manager with strong Financial, Accounting, and Software background. He has handled the full life cycle on over 800 contingent labor candidates and currently manages 8 accounts all totaling over 100 million dollars in contingent workforce spend.

3.4 Financial Stability Distinctive Personnel is in possession of both sufficient assets and cash reserves, all of which will guarantee its ability to provide the necessary financial support to a contract award resulting from this proposal. Distinctive Personnel funds its own payroll. The President and owner of the company, Gonzalo Vergara, has made available to Distinctive Personnel a line of credit in the amount of $200,000,000. There is no substantial debt on the company; all bills and taxes are current. The federal government may contact Mr. Vergara, with any General Counsel inquires.

3.5 Quality Control Monitoring System The continuing emphasis by Team Distinctive Personnel on Quality Assurance (QA) is demonstrated in our corporate Quality Control Plan, which places emphasis on quality planning to achieve customer satisfaction. Quality planning for Team Distinctive Personnel focuses on early issue identification, definition, and resolution, along with a bottom-up approach for addressing problem prevention. In this process, our technical staff is required to make general assessments, as well as discuss specific gaps and identify potential solutions. Team Distinctive Personnel plans and manages the processes required for the continual improvement of the quality management system through our quality policy and objectives, peer reviews, audit results, customer satisfaction feedback, analysis of data, corrective and preventive actions, and management reviews. Identifying root causes of service nonconformities and process non-compliance may result in opportunities for improvement as well as preventive and corrective action. Employees are encouraged to share ideas for improvement opportunities in accordance with our Quality Control Plan. Team Distinctive Personnel will apply a concurrent 1-tiered surveillance methodology that infuses quality at every level of the project to minimize the potential of falling short of the deliverables and the required performance under the contract. This methodology is founded on clear communication at all levels of the project, within the project team, and with the federal government CO, COR and Program Office. Tier 1 – Key Personnel Self-Inspection: The key personnel assigned to a Task Order will be

responsible for ensuring that work meets the mutually agreed upon objectives of the federal government. These individuals will keep the lines of communication open between themselves and the federal government Representatives to ensure instructions are clear, objectives are achievable and that the final product meets the timeliness and quality standards expected.

Tier 2 – Project Manager Maintenance: The Team has assigned its Senior Project Manager, Adam Vergara, as the corporate Project Manager for this contract. He will be responsible for the adherence and compliance to all contract requirements and is responsible for interviewing,

performing background checks, appraising performance, monitoring deliverables, scheduling leave, accuracy of timesheets, and directing how to perform work.

Tier 3 – Corporate Monitoring: The CEO of Distinctive Personnel, Gonzalo Gus Vergara, and Project Manager, Sean Vergara are responsible for monitoring overall corporate performance and providing management guidance. 3.6 Maintaining Client Satisfaction

Team  Distinctive  Personnel’s organizational structure in managing our Federal accounts has been developed from years of providing professional support services to our clients. After a candidate is selected and prepped for their first day, we will put our contract monitoring system into place. This will ensure we are properly managing your account and providing continuity in your office. Team Distinctive Personnel has in place the following practice to begin monitoring your account the first week of employee assignment. The team believes Quality comes from a three-step process: The Hire, The Contract, and The Follow Through. Team Distinctive Personnel utilizes this ongoing system to measure and maintain the highest quality for our clients. Step One: The Hire - We have a rigorous screening process that takes place before we send

candidates for your consideration for this contract. Our process reviews the importance of recruiting personnel who meet the exact specifications of our Federal clients.

Step Two: The Contract - Selection of the right candidates for this BPA includes matching education, practical work experience and personality. Once placed, our contract quality control system goes into effect.

Step Three: The Follow Through – In addition to the above deliverables, Team Distinctive Personnel conducts internal reviews for client engagements on a weekly basis for the first ninety days and evaluates the frequency necessary thereafter.

Through customer satisfaction feedback, Team Distinctive Personnel concentrates on those service items identified by our clients as being of "extreme importance": Quality of the employee, timely response, friendly and knowledgeable staff, taking time to understand the client's needs, acceptance of responsibility, and accountability. We believe communication and the team relationships are essential to the success of all parties. We maintain continual contact with our clients and our employees throughout the entire procurement process, including following up at the end of each assignment to ensure quality satisfaction is achieved. Team Distinctive  Personnel’s  focus  is  on  customer  and  client  satisfaction.  Historical  survey  results  reveal the following: FILL RATE: 93% of all staff requisitions from priority clients (fast to respond) are typically

filled by Team Distinctive Personnel within 5 days. Team Distinctive Personnel will tailor to meet specific client requirements for fill rates.

RETENTION/SATISFACTION: Team Distinctive  Personnel’s  query  reveals  the  average  tenure of a temporary administrative and clerical contractor is 49 weeks.

CLIENT FEEDBACK: Satisfaction is determined on a scale of 1-5: Overall Satisfaction Rating with Assigned Contractors is 4.5 Overall  Satisfaction  Rating  with  Distinctive  Personnel’s  service is 4.2 Overall Satisfaction Rating by Employees is 4.5

3.7 Problem Solving Procedures

In the event the federal government has a complaint or concern about an employee on assignment,  Team  Distinctive  Personnel’s  problem  solving  procedures  are  as  follows:

1. Investigation Team Distinctive Personnel representatives will promptly communicate with the client within 24 hours of being made aware of a concern / complaint. All facts will be collected from both the employee and client and we will work with the client and/or employee to determine if it can be resolved with the employee continuing in their assignment, or we will determine that the employee must be replaced.

2. Resolution: Work with the Employee If the concern was related to employee performance and the client is willing, Team Distinctive Personnel will take actions with the employee to inform them of what steps they need to take to bring their performance up to acceptable levels. This may take the form of verbal or written counseling. Our corporate training programs, described below in Section 7.4, are available if appropriate in these instances.

3. Resolution: Remove the Employee & Replace Team Distinctive Personnel will expeditiously identify another qualified employee that can be at the client facility for replacement. The  acceptable  timeframe  for  the  employee’s  removal  will  be  at  the client’s  discretion.

3.8 Resource Removal Team Distinctive Personnel is well versed at the intricacies involved with providing Government contractors to our Federal clients and delivering on a requirement. Team Distinctive Personnel will be responsible for access to contractor employees executing this contract. Before Team Distinctive Personnel contract employees go on station to perform a task, we will specifically review with the contract personnel the rules of conduct for working on a Government site. This includes a review of which items are considered Government property and the handling of said Government property. Additionally, we discuss the badging and security process, security training requirements, and the overall onboarding process. Team Distinctive Personnel contract employees also review our Standard Procedures for discontinuation of a requirement. We request immediate return of any Government issued credentials, including badge, proxy building access cards, keys, computer equipment, materials and properties. Based on the Problem Solving Procedures discussed above in Section 3.4.3, should a contractor be requested to leave prior to the end of a contract, it is Team Distinctive Personnel procedure to notify the employee after the completion of their current shift. We will wait until after business hours on the last date of performance (in coordination with The federal government) to contact the employee and instruct them not to report back to the assignment. Team Distinctive Personnel also has in place a procedure to retrieve any Government issued property from that employee. We will send property to the Government client and will apprise the Government of our process in retrieving items.

4 Subcontracting Arrangement Employee Leasing of Greater New York, LLC D/B/A Distinctive Temporary Personnel Service (Distinctive Personnel) has over 40 years of combined experience providing administrative and clerical occupations support services to Federal clients and the private sector. Distinctive Personnel, the Prime contractor, is a Service Disabled Veteran-Owned Small Business (SDVOSB) and Hispanic-Owned Minority Business Enterprise (MBE) headquartered in New York, NY. For this specific solicitation we do not plan on subcontracting any portion out to another out side entity.

Wage Determination No. 2005-2103, Revision 11 dated 06/13/2011. Geographic coverage (delivery area): Domestic

4.2 Ability to Staff Multiple Places of Performance Team Distinctive Personnel has office locations in New York, NY; Washington, DC; Delray Beach, FL; San Diego, CA; Red Bank, NJ; and High Point, NC. From these office we are well positioned to recruit and staff both nationwide and in the US territories. Our collective corporate experience demonstrates our proven ability to staff Temporary Administrative Support and Clerical Occupations services on a nationwide basis. We have successful past performance providing such services in 48 states (including Puerto Rico and Guam) throughout the United States. Our nationwide reach will lead to rapid response times to all the federal government Task Order requirements. 5.1 Candidate Evaluation Process Team Distinctive Personnel prides itself in its extensive pre-employment qualification process, and believes such a comprehensive system is necessary to insure our contract employees deliver the highest quality of services to our clients. Specific components of our qualification process can be found in Items No. 1 through 8 of our Team Distinctive Personnel Employee Program – outlined as follows. 1. Initial Telephone Screening: Qualify new applicants by conducting a telephone interview of

the candidate, assessing their motivation to make a job change, education, credentials, licensure, experience, and references.

2. Employment Application: Obtain a comprehensive application to be completed and signed

by each applicant, inclusive of education, certifications, licenses, work history, and references required prior to consideration for employment.

3. Employment Eligibility Verification: Verify work eligibility in accordance with Federal

regulations utilizing the DHS E-Verify program to verify employment information. 4. Skills Proficiency: Complete skills checklists as part of pre- employment qualification for the

candidate,  and  as  a  critical  component  for  matching  the  applicant’s  skills  to  the  requirements  specified for a position.

5. Comprehensive Interview: Interview the candidate. Each applicant is asked a series of qualifying questions targeted to their specialty area, and situation and behavioral-based questions  to  assist  in  our  assessment  of  the  applicant’s  character  and  work  ethic.

6. Education Verification will be performed in the following instances:

A. When employees do not have a national, professional certification or state license to validate their education.

B. When client specifications require Education Verification. C. If the individual has no formal education, degree, or certificate in the profession they are to

be placed in, we ask them at which institution/facility they received their initial training for the profession / specialty they are going to be placed in.

D. Team Distinctive Personnel will ensure each candidate submitted for consideration for work under this BPA will have the requisite education and experience for the proposed Labor Category.

7. Work History Verification: All new hires must have work history verification for a minimum of

one year of work experience in their profession within the 3 years prior to their new hire status verified via direct contact with contacts at the companies where they worked. If client specifications are more stringent than this, additional verifications must be performed to comply.

8. Background Check: Conduct a comprehensive background check of each new hire,

including: 1) Verification of their identity and registration with the Social Security Administration, 2) Verification of Professional Credentials, including registries, certifications, and State licensure, 3) Criminal Record check (all counties and/or states lived and worked in within prior 7 years), and 4) State Sexual Predator/Offender lists. Additional checks can be run, depending on client needs.
