The initial soil gas sampling event was completed in August 2011, in accordance with the Final Sampling and Analysis Plan, Supplemental Remedial Investigation/Feasibility Study, San Gabriel Valley Area 1 Superfund Site, South El Monte Operable Unit, San Gabriel Basin (SAP; Innovative Technical Solutions, Inc. [ITSI], March 2011a). Soil gas sampling results from the August 2011 sampling event presented in the South El Monte Operable Unit Supplemental Remedial Investigation/Feasibility Study, Soil Vapor Monitoring Results Technical Memorandum (ITSI, 2011) showed levels of volatile organic compounds (VOCs) well above the vapor intrusion screening levels; therefore additional sampling was performed in August 2012 throughout the SEMOU as specified in the Second Modification to the SAP (ITSI, 2012). Background The initial (August 2011c) soil vapor sampling locations were based on preliminary vapor intrusion evaluation results presented in Tables 3 and 5 of the Initial Evaluation of Potential Vapor Intrusion Associated with VOC Contamination in the South El Monte OU, San Gabriel Valley Superfund Site (2009 VI tech memo; CH 2 M Hill, 2009). Table 3 summarized cumulative risks and hazards associated with historic soil gas sampling results at 26 facilities. Table 5 summarized groundwater screening results and was used to prioritize residential areas for additional investigation of potential vapor intrusion from the downgradient groundwater plume. Table 4-3 of the SAP (Locations and Rationale for Soil Gas Sampling) includes the specific rationale for soil gas sampling at 6 facilities and 4 downgradient plume locations considered to be high priority for an initial investigation of the potential for vapor intrusion. Additional rationale for soil gas sampling at the high priority locations was presented in Technical Memorandum, Soil Vapor Monitoring-Supplemental RI/FS, South El Monte OU-Additional Rationale for Monitoring Locations (ITSI, 2011b). The August 2011 soil vapor sampling was conducted at 5 of the facilities and 3 of the downgradient plume areas of the high priority locations. Access to the sixth facility (Phillips and Malone) was not obtained for the August 2011 sampling event. Further review of the groundwater plume concentrations indicated that the fourth groundwater plume location (CPR Industries) did not justify soil gas sampling because groundwater concentrations were less than Maximum Contaminant Levels (MCLs). In addition, CPR Industries was listed as a low priority site in Table 3 from the 2009 VI Tech Memo. This technical memorandum documents the results of additional soil gas monitoring for evaluation of potential vapor intrusion in the San Gabriel Valley Area 1 Superfund Site, South El Monte Operable Unit, San Gabriel Basin, Los Angeles County, California.

The August 2012 soil gas sampling event targeted the remaining 20 facilities listed in Table 3 in the 2009 VI tech memo and 2 additional locations based on review of existing background data. The sampling rationale was based on information presented in the 2009 VI tech memo and a review of background data for these facilities included in the Los Angeles Regional Water Quality Control Board background data files and the EPA Records Center. Fifteen of the 22 facilities were sampled in August 2012. The 7 remaining facilities were not sampled because access could not be obtained. Figure1 presents the facility locations for the August 2011 and August 2012 sampling events and the 7 locations that were not sampled.

Soil Gas Sampling Methods and QA/QC Procedures

Field activities for soil vapor monitoring were conducted from August 7 through 20, 2012. A total of 86 soil gas samples was collected from 42 temporary soil vapor monitoring wells at the 15 potential responsible party (PRP) facilities. As shown on Figure 1, the sampling locations are identified by their potential responsible party (PRP) facility name (i.e., Astro Seal, Inc.).

The direct-push drilling method was used to advance the temporary soil vapor monitoring well boreholes. Each well was drilled to 15.5 feet below ground surface (bgs) and completed with two separate well screens (4.5 to 5.5 and 15.0 to 15.5 feet bgs). Teflon tubing, extending from ground surface, was attached to each well screen and coarse-graded silica sand was used as a filter medium around each screen. The area between the screens and from the shallow screen to the ground surface was sealed with sodium bentonite, hydrated in place, to form individual sampling intervals. Practices presented in the SAP (ITSI Standard Operating Procedure for Soil Gas Sampling-Subsurface) were used to collect soil gas samples. The only deviation from the cited ITSI standard operating procedure (SOP) was the use of 1,1-difluoroethane rather than helium for leak detection. In addition, a purge volume test was performed following procedures documented in the California Environmental Protection Agency, Department of Toxic Substances Control, Advisory Active Soil Gas Investigation (April 2012). As specified in this advisory, purge volumes of one, three, and ten volumes were collected and analyzed for the first 5- and 15-foot soil gas samples collected from temporary soil vapor monitoring well SEMSG16-B1 (see Table 1).

Based on analytical results (e.g. highest concentrations) from the purge volume test, three purge volumes of soil gas were used for the five-foot wells and 10 purge volumes were used for the 15-foot wells. In accordance with the Second Modification to the SAP (ITSI, 2012), an on-site mobile laboratory (H&P Mobile Geochemistry, Inc. [H&P]) was used for sample analysis during this sampling event to evaluate soil gas concentrations in a “real-time” scenario. The vapor wells were purged and sampled by the mobile lab operator under supervision of ITSI personnel. The samples were collected using a glass syringe and analyzed for volatile organic compounds (VOCs) by EPA Method TO-15. Upon completion of soil gas sampling activities, all well construction materials were removed from each borehole. The boreholes were backfilled from total depth to 0.5 foot bgs with bentonite grout, and the remaining portion of each borehole was filled with material appropriate to match pre-existing conditions (asphalt or concrete). All used well construction and sampling materials were disposed of as non-hazardous waste.

Use of the on-site mobile laboratory required a modification to the data validation procedures for soil gas as presented in the SAP. Based on discussion between H&P, the EPA Quality Assurance Office, and ITSI, it was determined that 90% of the analytical data produced during this sampling event would receive Tier 1 (summary data review) data validation and 10% of the analytical data would receive Tier 3 (full in-depth data review) data validation.

A review of performance documentation provided by H&P indicated that recent Rapid Return Performance Test (PT) results were slightly elevated. To address this concern, analysis and validation of the first set of samples collected during the sampling event was expedited. ITSI completed Tier 3 data validation on the first set of samples to ensure that all the mobile laboratory QA/QC results were within their respective acceptance limits. Additionally, H&P was requested to report their ongoing PT results to demonstrate the effectiveness of their internal corrective action program.

In addition to these modified quality assurance/quality control (QA/QC) measures, ITSI submitted split samples on 10% of the total sample group to the EPA Region 9 Laboratory for analysis and validation. The split soil-gas sample canisters were shipped via Federal Express under chain-of-custody documentation for VOC analysis by EPA Method TO-15.

The results for data validation performed by ITSI indicated there were no qualified data for the initial sampling event. A data quality assessment of the overall data QA/QC measures was prepared by the ITSI project chemist and data were determined to be acceptable for decision-making purposes. The chemist’s evaluation, including an evaluation of the split-sampling results, a recent PT Report, and the data validation report is included in Attachment 2.

Soil Gas Sampling Results

Table 1, South El Monte OU Soil Gas Monitoring Results, August 2012, presents the results for the analytes included in EPA Method TO-15. As shown in the table, the sampling locations are identified by their potential responsible party (PRP) facility name (e.g., Astro Seal, Inc.) and boring location ID. Concentrations of chemicals detected above their respective laboratory reporting limits are presented in bold-face type. Figures illustrating each sampling location are attached to this technical memorandum (Attachment 1). The figures include overview details of each location, PRP facility boundaries where appropriate, and soil gas sampling results for tetrachloroethene and trichloroethene.

Concentrations of chemicals detected at levels greater than their respective laboratory reporting limits were evaluated for potential risk to human health based on USEPA Regional Screening Levels (RSLs, April 2012) for Chemical Contaminants at Superfund Sites (residential and industrial scenarios for indoor air) or California Human Health Screening Levels (CHHSLs) when applicable. Soil gas to indoor air screening level concentrations have been calculated for the RSLs using residential and industrial attenuation factors of 0.002 and 0.001, respectively. In instances where the CCHSLs are used to identify screening level exceedances, the attenuation factors are estimated for a building constructed without engineered fill (no-fill) below the sub-slab. It should be noted that no indoor air RSL values are available for 1,3,5-trimethylbenzene

(TMB) at this time. Therefore, the RSL for 1,2,4-TMB was applied to reported 1,3,5-TMB analytical values for screening purposes. Instances where the detected chemical concentrations exceeded the industrial and residential RSLs are highlighted in Table 1. For comparison purposes, information regarding the VOCs that are contaminants of concern in groundwater and soil gas for the South El Monte Operable Unit is shown in Table 2, Contaminants of Concern-Volatile Organic Compounds in Groundwater and Soil Gas.

As stated in the SAP, the purpose for collecting soil gas samples at the selected PRP facilities was to provide current information on residual VOC concentrations in the vadose zone at those facilities. The SAP also states that soil vapor monitoring in downgradient areas of the shallow plumes would be performed to evaluate potential groundwater to indoor air risk.

The analytical data developed during the August 2011 and August 2012 soil vapor monitoring events described in this technical memorandum provide information suitable for the purposes stated in the SAP.

The screening results for PCE from all the facility locations indicate a possibility that the vapor intrusion pathway still exists; therefore, further characterization of the areas of concern should occur.
