NPS/001/009 Technical Specification
for 11kV, 20kV and 33kV Pole MountedAuto-reclose Circuit Breakers.
1. PurposeThe purpose of this document is to detail the requirements for 11kV, 20kV and 33kV pole mountedauto-reclose circuit breakers (PMAR) for use on the overhead line distribution networks of NorthernPowergrid.
This document supersedes the following documents, all copies of which should be destroyed.

3. Technical Requirements
PMAR circuit breakers shall be designed and tested in accordance with ENA TS 41-36, ANSI StandardC37.60 and the additional clauses or requirements located within this specification.
3.1 Environmental Conditions
The PMARs shall be capable of operation within the following service conditions:
a) Ambient temperature range of -25C to +40C wher e the average value of the ambient air temperature,measured over a period of 24h, does not exceed 35C .
b) Wind pressure not exceeding 730 Pa (corresponding to 33 m/s wind speed).c) Maximum installation altitude not exceeding 1000m.
Account shall be taken of any detrimental effects resulting from condensation and/or precipitation.
3.2 Ratings
3.2.1 Rated Voltage (Ur)
The equipment shall be rated for use at 12kV, 24kV or 36kV as defined in the Range 1, Series 1 subclause 4.1.1 of BS EN 62271-1:2008+A1:2011.

** The preferred impulse insulation withstand voltage shall be as detailed in Table 1b of BS EN 62271-1:2008+A1:2011, however the reduced value detailed in Table 1.1a of ENA TS 41-36 will beacceptable for 20kV units.
3.2.3 Provision for Dielectric Tests on Cables
The additional Power Frequency Withstand Voltage Type Tests as detailed in ENATS 41-36 clause
1.4.2.2 are not required as Northern Powergrid do not accept PMARs as a point of isolation for work orcable testing purposes.

3.2.6 Rated Frequency
The rated frequency shall be 50Hz.
3.2.7 System Earthing
The PMARs are required for use on a system that has its neutral directly earthed, resistance earthed orearthed via an arc suppression coil.
The equipment shall be suitable for use on three phase, 50hz, 11kV, 20 or 33kV electrical distributionnetworks in which the neutral point is earthed either directly with typical maximum earth fault passagelevels of 2000A for 1.5 seconds or by means of a neutral earth resistor in which the earth fault passagelevels have been limited to 1200A for 1.5 seconds.
On certain parts of the distribution system, the above earthing methods have been replaced by orsupplemented with arc suppression coils.
The arc suppression coils have been installed to manage earth faults that are transient in nature. Theprotection system has been designed in such a way that the coil remains in circuit for a specific periodof time limiting the flow of fault current. This action negates the requirement for an immediate circuit
breaker operation and thus allows the system to operate normally for transient faults. If the fault issustained, the protection system reverts back to the more traditional resistance earthed protectionenvironment detailed above.
3.3 PMAR and Mounting Requirements
3.3.1 Mounting Arrangements
PMARs shall be designed to be mounted onto single wood poles utilising lightweight, compact polemounting frames that shall be supplied with each PMAR. The mounting frames shall be designed to besecured to the pole utilising two M20 pole bolts vertically spaced with 360mm centres. The fixingswithin the mounting frame shall be designed with a M22 hole for the top fixing and an M22 keyhole slotfor the bottom fixing. The preferred mounting arrangement will result in the PMAR being locatedvertically below the overhead conductors.
PMAR units shall be supplied complete with manufactures data plates indicating the serial number andkey technical parameters, including the weight of the PMAR.
3.3.2 PMAR status indication
All PMARs shall be supplied with a means of providing the current status of the equipment without therequirement to interrogate the control relay.In the open state the label or indicator shall be greenIn the closed state the label or indicator shall be red

3.3.3 Insulator Bushings
Insulator bushings shall be manufactured from light weight durable materials that are UV stable and
comply with the rated insulation levels detailed in clause 3.2.2.
3.3.4 HV Connections
On the 11 & 20kV units, the PMAR shall be supplied equipped with 400A mechanical parallel groovetype connectors or double holed lugs to allow the connection of insulated jumpers to the HV terminalsof the circuit breaker. The clamps shall be designed to allow the connection of flexible copper insulatedjumpers of minimum cross section 70mm
2. All connections shall be shrouded to protect against
interference from birds or small animals.On the 33kV units the PMAR shall be supplied equipped with 800A connectors and designed to allowthe connection of flexible copper insulated jumpers of minimum cross section 120mm
2.
3.3.5 Local Mechanical Trip Facility
Facilities shall be provided to allow the circuit breaker to be tripped manually without the need forexternal power supplies. This shall normally be provided through the use of a yellow pull ring mountedon the exterior of the circuit breaker. The trip ring shall be designed to be operated from ground levelwith the use of standard insulated operating rods. Once the manual trip has been operated, it shall notbe possible to close the circuit breaker either locally or remotely by electrical means without the triplever being manually reset.
3.3.6 Earth Connection
The PMAR mounting bracket shall incorporate a 22mm hole to allow the bracket to be bonded to thepole earthing system.
3.3.7 Erection Facilities
The PMARs shall be supplied with suitably rated lift ing eyes, positioned to facilitate the lifting of theequipment in the correct orientation without the lifting straps transmitting any forces onto with thebushings during the lifting operation. Where this cannot be accommodated using standard slings, thePMAR suppliers shall provide Northern Powergrid with lifting frames for this purpose. All PMARs shallbe marked to indicate the weight of the circuit breaker and the control cabinet and shall have a diagramof the lifting and slinging arrangement to facilitate the correct lifting methodology on site.
3.3.8 Arc Interruption Medium
HV switch arcs shall be interrupted using vacuum bottle technology.
3.3.9 Stored Energy
The circuit breaker shall not be allowed to close unless there is sufficient stored charge available to
allow the circuit breaker to be electrically tripped.

3.4 Anti-Corrosion requirements
Ferrous surfaces shall be protected against corrosion by galvanisation or Zink spray coating. Surfacesshall be prepared in accordance with ENA TS 98-1.
3.4.1 Zink Spray
The zinc shall be applied to a thickness of Zn4 in accordance with BS EN ISO 2063.
3.4.2 Galvanising
Galvanising shall be applied by the hot dip process in accordance with BS EN ISO 1461 to achieve aminimum thickness of 85 m and an expected min./max. durability figure of 40/>100 for C3 or 20/40 forC4 corrosivity categories as detailed in BS EN14713-1.
Oversize tapping or re-tapping of female threads shall be provided where the bolt or male thread is hotdip galvanised. Nuts shall be tapped up to 0.4mm oversize after galvanising and the threads shall beoiled. Bolts and screwed rods shall be galvanised after thread forming.
3.5 Control Cabinet Requirements
3.5.1 Design of control cabinet
The control cabinet shall be large enough to incorporate the following equipment within the Cabinet:
Control RelayCommunications RTU,Battery charger and batteries,Heater and thermostatic control unit,Radio communications tray to allow a radio or modem unit to be installed.
The control cabinet and doors shall be fabricated from stainless steel. The cabinet shall be designed tomeet the "degrees of protection" and Enhanced Security requirements as detailed in clause 3.5.2 and3.5.3 of this specification.
The control cabinet shall incorporate a 12mm stud mounted externally in the base to allow a minimumof 2 earth connections to be made to the cabinet.
The control cabinet shall allow external power supplies and communications aerials to be terminatedinto the base of the cabinet. To achieve this requirement the control cabinet shall be supplied with abulkhead type TNC-TNC antenna fitting (installed in a M16 hole) with female sockets on each side.Additionally it shall incorporate an M22 hole to allow the LV supplies to be terminated onto an M20cable gland (CW20S).
The control cabinet shall be designed to be mounted onto a wood pole and be supplied with allbrackets and fixings required. Under normal circumstances the control cabinet is required to bemounted on the pole with the main display at average eye line height. As such it shall be provided withan umbilical communication cord as detailed in clause 3.7
3.5.2 Degree of protection by the control cabinet
Protection Against Access - The degree of protection (IEC 60529) of persons provided by the enclosureagainst access to hazardous parts and protection of the equipment against ingress of solid foreignobjects shall not be less than IP3XD.

Protection Against Ingress of Moisture - The degree of protection for pole-mounted enclosed equipmentshall be not less than IP34 in accordance with IEC 60529. The weatherproofing test method shall be
the method given in annex C of IEC 60694.
3.5.3 Enhanced Security To protect against unauthorised Interference
Cabinets shall be designed to reduce the likelihood of interference with the equipment located withinthe cabinet. Typical methods of achieving this requirement shall include, but not be limited to thefollowing methods:-
Multi-point locking systemReinforced cabinet doors
Cabinets shall be tested in accordance with the LPS 1175 (Loss Prevention Standard) so that theyachieve a minimum security rating classification of 2 (with options for class 3), tool category C.Manufactures shall provide details of their proposals to satisfy this clause and any testing they have
carried out to verify the effectiveness of the design.3.5.4 Batteries and Chargers
Control cabinets shall include battery charger units and secondary batteries. The batteries shall be lowloss rechargeable 12V batteries that have a minimum operational lifetime of 10 years in an environmentthat complies with clause 3.1
Typically the charging units will be supplied from externally mounted auxiliary Voltage transformer(system voltage /230V), although they may also be supplied from local 400/230V 50Hz supplynetworks. All charging units shall incorporate battery condition and test software.
Manufactures shall provide details of the quiescent drain placed on the batteries when the LV auxiliarysupplies are not available.
In the event of a failure of the external supply voltage or of the battery charger or battery, a means shallbe provided to generate an alarm that registers both locally on the controller display located in thecontrol cabinet and remotely as a SCADA output indicating the failure condition.
The control cabinets shall incorporate a double pole isolator in the LV power supply circuit. The cabinetshall have the facility to isolate potential LV supplies from a single location within the cabinet.
Disconnection of batteries for maintenance or replacement purposes, or in the event ofbattery/charger/supply failure causing the batteries to discharge, shall not cause a loss of stored datawithin the Relay or RTU unit
The control cabinets shall be supplied with a (2 wire) 12V power lead suitable for supplying power tothe radio. The length of this wire shall be sufficient in length to reach the rear of the radio units and befitted with a 10A in line fuse. The free end of the power lead shall be terminated into a connector block.
All battery terminals shall be provided with insulating shrouds to prevent inadvertent short circuiting ofthe terminals.
3.5.5 Heaters
The control cabinets shall be supplied complete with thermostatically controlled heaters designed towork solely from an external 240V power supply. In the event of loss of external power supplies, theyshall not impact on the standby capacity of the batteries.

3.5.6 Electromagnetic Compatibility
The equipment (including control and communication systems) shall comply with EMC Directive
89/336/EEC, IEC60694 and BS EN 62271.
3.5.7 Operational Safety and Locking
The control cabinet and relay unit shall be designed to allow a field operative to select and secure theequipment in an open or closed status. Once in this designated status, it shall not be possible tochange the status of the equipment by remote control means.The control cabinet door(s) shall be suitable for application of a padlock with a 7mm diameter shackle.
3.5.8 Computer Port
The electronic controller shall be supplied with a 25 way female D-type connector providing RS232communication to the electronic controller.
3.5.9 Programming Software
Software shall be provided to control or programme the units via the computer port in clause 3.6.5
3.5.10 Internal Power Socket
A electrical socket outlet designed for operation at 240V shall be provided within the control cabinet.The socket shall be protected with a suitable MCB to limit the maximum current available to less than500mA. (Suitable for powering typical laptop power supplies only)
3.5.11 Remote Operation of the Control Relay
The control relay must incorporate an integral RTU (Remote Terminal Unit). The RTU shall provide viaa suitable communications system, a remote control and indication facility.
Appendix B provides details of the DNP3 point assignments required by the RTU to integrate into theexisting Northern Powergrid SCADA control system.
3.6 Communication Systems
3.6.1 Radio Systems
Northern Powergrid utilises two distinct types of radio system to communicate and control the PMARs,these consist of the Radius Low Power, multi-hopping radio system used in the Northern Powergrid(Northeast) Area and the Key Radios (MPT 1327) radio system used in the Northern Powergrid(Yorkshire) PLC area.
3.6.2 Message size (Conflict with Radius radio system)
The radius low power radio system has a limit on the message size of 240 bytes, previous work hasconfirmed that it is necessary to constrain this message size to a figure of less than 240 bytes,preferably 200 bytes, to avoid the risk of the Radius radios locking up (which can only be resolved bypowering down the radios on site and deleting the message from the RTUs). This issue does not occurwith the key Radio system as it uses the RTS/CTS commands.

3.6.3 Power Management
The RTU unit shall incorporate a radio power management system. If the auxiliary power supply fails,
the unit shall monitor the time of the failure and after a user settable time (timers shall beprogrammable up to 12 hours and by default the timers shall be set at 4 hours) shall disable the powersupply to the radio. When the auxiliary power supply becomes available again, the RTU shall re-enablethe power supply to the radio.The batteries shall have sufficient capacity to provide an estimated 2.5 days backup time with the Keyradio system attached and 3.5 days with the Radius radio system.
3.7 Cabinet and Circuit Breaker Connection
The circuit breaker shall be connected to the control cabinet by an umbilical cable. The cable shall beprovided in a standard 7m length. An option for an 11m version shall be available.
The cable shall connect the recloser to the cabinet and be designed so as to short out the recloser CTswhen the umbilical cable is unplugged.
3.8 Circuit Breaker Operational and Control Requirements
The following control functions shall be provided both locally and remotely through the SCADA system.At the local control panel the control functions will be provided by separate open and close switches,and separate protection control switches for each function.
The following protection modes shall be accommodated using the control relays programmable logicand standard soft keys:
Normal Automatic Sequence Mode (Auto recloser on)
Live Line Mode (Auto recloser disabled Instantaneous Trip & Lockout only)
o This function shall be enabled using the Hot Line Tag front panel soft key which will
be relabelled as Live Line. Non Auto Mode (Fault Hunting - Auto reclose and Instantaneous protection off) turns off
reclosing and goes to alternate protection group with a delayed curve. As described this modeallows only 1 delayed trip before lockout. This mode will select an alternative protectioncharacteristic/curve using the Reclose Blocked (disables the reclose function) followed bythe selection of the Alt 1 programming group key which will be re-labelled Non AutoSelected
Solid Mode (All Protection off) In switch mode all protection is off but an alarm isconfigurable that will signal the passage of fault current via telecontrol.
o To provide this functionality the Prog 2 key shall be configured and re-labelledProtection Disabled. When using this soft key a message switch mode appears onthe PCD LCD display when initially activated for 3 seconds.
SEF toggle ( SEF In-Out)
The PCD shall be configured so that SEF In/Out can be selected via a re-labelled Prog 1button. This will be such that when the SEF Disabled soft key is selected (LEDilluminated) the SEF is disabled.
Open Recloser is opened via the front panel Red Open button.
Closed Recloser is closed via the front panelBlack Close button.
3.9 Protection Relay Characteristics

The relay shall meet the functional and environmental requirements detailed in ENA TS 48-5 "ElectricalRelays" and any additional tests which may be deemed necessary due to the closing mechanism andthe proximity of the recloser.
The relay shall provide the following protection functions:
2 pole Instantaneous Overcurrent (OC) and single pole Instantaneous Earth Fault.
2 pole Delayed Overcurrent (OC) and single pole Delayed Earth Fault with the following choice ofcharacteristics:
i) Standard Inverseii) Very Inverseiii) Extremely Inverseiv) American National Standard Institute (ANSI)v) Definite Time Lag
Definite Time Lag Sensitive Earth Fault (SEF) - selected separately from (v) above.
The protection shall remain stable under magnetising inrush and transient harmonic situations.
The protection relay and RTU shall not lose or suffer corruption to any settings; in protection, controllogic or communications in the event of a loss of power to the relay.
3.9.1 Protection Functional Requirements
The PMAR shall be equipped as follows:
trips to lockout with any combination of tripping characteristics
OC/EF and SEF sequences to be independent of each other.
Selectable Sequence Co-ordination.
Individually adjustable Dead Times
Adjustable reclaim times Line check function
Sequence co-ordination.
Cold Load Pickup
Broken conductor protection
Directional Blocking
Voltage Measurement on the incoming terminals with provision for an external CT formeasurement of voltage on the load terminals.
Power Measurement
Additionally the control unit shall allow the circuit breaker to operate like a sectionaliser. It shall provideaccurate fault passage information via its CTs to the RTU whilst remaining in it's closed state. It shallonly change status as a result of a pre-programmed set of events or via remote operation. See Solid
Mode listed in clause 3.9
3.9.2 Range of Protection Settings

3.9.3 Indications Required Locally and Remote

3.9.4 Battery Alarm Condition
During site installation, users are required to carry out a number of tests to prove full communication toour SCADA system. A minimum test function required on all systems shall be the provision of a batteryfail alarm. This alarm condition functionality shall be provided either from a function key on the controlpanel or by the opening of the battery MCB
3.10 Input/Output Expander Card
Provision shall be made for an optional INPUT/OUPUT expander card to provide optically isolated inputcontacts and voltage free output contacts. This may be required with externally provided RTU units oras a conversion medium between non-compliant DMP3 (detailed in Section 3.2.8 Table)communication equipment.
3.11 Type and Routine Tests
