D. Scope of Work: 1. The work includes without limiting the generality thereof, the cleaning, replacement, and

sealing existing brickwork, steel lintel replacement, lead paint removal, repair, surface preparation and painting of an ornate frieze, 4# over window fan arched wooden panels, salvage and reinstallation of existing jack arch brick as part of steel window lintel replacement and hazardous material abatement.

2. Add Alternate Number One: Repair, rust removal, bolt replacement and Painting of 2

existing metal Fire Escapes, railings and ramp balustrades with rust inhibiting black paint and primer.

3. Filed Sub Bid required for the Painting sub contractor.

1.2 WORK RESTRICTIONS

A. Contractor's Use of Premises: The building will be in use and occupied during construction activities. Maintain safe access ways to building by the public and staff. This contractor shall take necessary precautions to protect the public from all construction, demolition operations. Contractor's use of premises is also limited by Owner's right to perform work or employ other contractors on portions of Project.

1. Owner will occupy premises during construction. Perform construction only during normal working hours (7 AM to 7 PM Monday thru Friday, other than holidays), unless otherwise agreed to in advance by Owner. Clean up work areas and return to a useable condition at the end of each work period.

SECTION 01230 - ALTERNATES

PART 1 - GENERAL

1.01 GENERAL REQUIREMENTS

A. Attention is directed to the CONTRACT AND GENERAL CONDITIONS and all Sections within DIVISION 01 - GENERAL REQUIREMENTS which are hereby made a part of this Section of the Specifications.

B. Examine all other Sections of the Specifications for requirements which affect work of this Section whether or not such work is specifically mentioned in this Section.

C. Coordinate work with that of all other trades affecting or affected by work of this Section. Cooperate with such trades to assure the steady progress of all work under Contract.

D. It is the intent of the Specifications and the Drawings to require that all the material, labor, and equipment be furnished complete in every respect, and that this Contractor shall provide all material, labor, and equipment needed and usually furnished in connection with such systems to provide a complete installation including all demolition, disposal, and patching of adjacent surfaces to match existing. Materials, equipment, and articles incorporated in the work shall be new and of the best grade of their respective kinds.

1.02 ALTERNATE SCOPE

A. This Section lists the Alternates which appear in the Contract Documents. Consult the in-dividual sections of the detailed requirements of each Alternate.

B. Bid prices for each Alternate shall include overhead, profit, and all other expenses inci-dental to the Work under each Alternate.

C. The Contractor and Subcontractors shall be responsible for examining the scope of each Al-ternate generally defined herein and for recognizing modifications to the Work caused by the Alternates and including the cost thereof in the bid price.

1. ADD ALTERNATE #1: Repairs to Existing Rear Fire Escapes and Railings,

I. Rusted out fasteners to be replaced. II. Rust and scale to be cleaned off.

III. Stair and railings to be painted with rust inhibiting primer and paint IV. All bolted connections require a 2 bolt minimum contact. V. Where bolts have been infilled in steel connection pieces, re-open and add expansion bolts

VI. Infill loose rail posts with concrete.

SECTION 01300 - ADMINISTRATIVE REQUIREMENTS

PART 1 - GENERAL

1.1 PROJECT MANAGEMENT AND COORDINATION

A. Coordinate construction to ensure efficient and orderly installation of each part of the Work.

B. Schedule and conduct progress meetings at Project site at week intervals. Notify The Owner's Project Manager of meeting dates and times. Require attendance of each subcontractor or other entity concerned with current progress or involved with planning or coordination of future activities.

1. Contractor will record minutes and distribute to everyone concerned.

1.2 SUBMITTAL PROCEDURES

A. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

1. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

2. Submit three copies of each submittal. Owner's Project Manager will return one copy. 3. Owner's Project Manager will discard submittals received from sources other than

Contractor.

B. Place a permanent label or title block on each submittal for identification. Provide a space approximately 6 by 8 inches on label or beside title block to record Contractor's review and approval markings and action taken by Owner's Project Manager. Include the following information on the label:

1. Project name. 2. Date. 3. Name and address of Contractor. 4. Name and address of subcontractor or supplier. 5. Number and title of appropriate Specification Section.

C. Identify deviations from the Contract Documents on submittals.

D. Contractor's Construction Schedule Submittal Procedure: Submit [two] copies of schedule within ten (10) days after notice to proceed.

2.1 ACTION SUBMITTALS

A. Product Data: Mark each copy to show applicable products and options. Include the following:

1. Manufacturer's written recommendations, product specifications, and installation instructions.

2. Printed performance curves and operational range diagrams. 3. Testing by recognized testing agency. 4. Compliance with specified standards and requirements.

B. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data. Submit on sheets at least 8-1/2 by 11 inches but no larger than 24 by 36 inches. Include the following:

1. Dimensions and identification of products. 2. Fabrication and installation drawings and roughing-in and setting diagrams. 3. Wiring diagrams showing field-installed wiring. 4. Notation of coordination requirements. 5. Notation of dimensions established by field measurement.

C. Samples: Submit Samples for review of kind, color, pattern, and texture and for a comparison of these characteristics between submittal and actual component as delivered and installed. Include name of manufacturer and product name on label.

2.2 INFORMATION SUBMITTALS

A. Qualification Data: Include lists of completed projects with project names and addresses, names and addresses of the Owner's Project Manager, and other information specified.

B. Product Certificates: Prepare written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.

2.3 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type schedule within ten (10) days of the notice to proceed.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

PART 3 - EXECUTION

3.1 SUBMITTAL REVIEW

A. Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to the Owner's Project Manager

B. Owner's Project Manager will review each action submittal, make marks to indicate corrections or modifications required, stamp and mark as appropriate to indicate action taken, and return copies less those retained.

3.2 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Distribute copies of approved schedule to Owner's Project Manager, subcontractors, testing and inspecting agencies, and parties identified by Contractor with a need-to-know schedule responsibility. When revisions are made, distribute updated schedules to the same parties.

B. Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

1. As the Work progresses, indicate Actual Completion percentage for each activity.

TEMPORARY FACILITIES AND CONTROLS 01500 - 1

SECTION 01500 - TEMPORARY FACILITIES AND CONTROLS

PART 1 - GENERAL

1.1 SECTION REQUIREMENTS

A. Use Charges: Cost or use charges for temporary facilities shall be included in the Contract Sum.

B. Use water and electric power from Owner's existing system. Contractor will be charged for increased utility bills.

C. Electrical Service: Comply with NEMA, NECA, and UL standards and regulations for connecting to existing electric service.

PART 2 - PRODUCTS

PART 3 - EXECUTION

3.1 TEMPORARY UTILITIES

A. General: Electric power is available from Owners existing electric service. Arrange with utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services.

B. Sanitary Facilities: Provide temporary toilets, wash facilities, and drinking-water fixtures. Comply with regulations and health codes for type, number, location, operation, and maintenance of fixtures and facilities. Use of toilets within the building is not allowed. Use of Public Toilets behind building is allowed if kept clean.

C. Provide temporary lighting with local switching that provides adequate illumination for construction operations, observations, inspections, and traffic conditions.

3.2 TEMPORARY SUPPORT FACILITIES

A. The Owner will not provide any space within the building for use by the Contractor as an office. There is space on the property for contractor supplied site trailer or storage units, Locations as directed by the Owner's Project Manager.

B. Weekly job meetings will be held a the job site.

C. The Contractor shall provide a suitable project trailer at this location, 200 SF minimum, that shall be accessible at all times to the Owner's Project Manager, and their authorized representatives,

D. The following furniture and equipment shall be provided in good condition. The furniture and equipment shall remain the property of the contractor after Substantial Completion of the work.

1. 30" x 72" Conference table with 6 chairs 2. 4x8 wall mounted white board 3. Set of color white board markers 5. One wall calendar 6. Trash container 7. Heat, Light & Air-conditioning

E. Provide Storage and fabrication sheds, and other support facilities as necessary for construction operations.

F. Provide chain link fencing as required to protect the public from construction activities and to safeguard project equipment and facilities.

G. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Collect waste daily and, when containers are full, legally dispose of waste off-site. Comply with requirements of authorities having jurisdiction.

H. Install project identification and other signs in locations approved by the Owners Project Manager to inform the public and persons seeking entrance to Project.

3.3 TEMPORARY SECURITY AND PROTECTION FACILITIES

A. Provide temporary environmental protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

B. Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to adjacent properties and walkways, according to requirements of authorities having jurisdiction.

C. Provide methods to control dust, dirt, fumes and noise.

D. Furnish and install site enclosure fence in a manner that will prevent people and animals from easily entering site except by entrance gates.

3.4 TERMINATION AND REMOVAL

A. Temporary Utilities: At earliest feasible time, when acceptable to Owner, remove temporary utilities.

B. Remove temporary facilities and controls no later than Substantial Completion.

C. Finishes, Painting: Adequate to withstand weathering, fading, and chipping for duration of construction.

B. Shop Drawing: Show content, layout, lettering, color , foundation , structure , sizes and grades of members.

PART 2 - PRODUCTS

2.01 SIGN MATERIALS

A. Structure and Framing: New, wood, structurally adequate, supported on two 4x4 min size posts

B. Sign Surfaces: Exterior grade plywood with medium density overlay, minimum 3/4 inch thick, standard large sizes to minimize joints.

SECTION 01701 - EXECUTION AND CLOSEOUT REQUIREMENTS

PART 1 - GENERAL

1.1 CLOSEOUT SUBMITTALS

A. Record Drawings: Maintain a set of prints of the Contract Drawings as Record Drawings. Mark to show actual installation where installation varies from that shown originally.

1. Identify and date each Record Drawing; include the designation "PROJECT RECORD DRAWING" in a prominent location.

2. Record drawings to be submitted to the Owner's Project Manager prior to substantial completion in both AutoCAD drawing format, and PDF.

PART 2 - PRODUCTS (Not Applicable)

PART 3 - EXECUTION

3.1 EXAMINATION AND PREPARATION

A. Examine substrates and conditions for compliance with manufacturer's written requirements including, but not limited to, surfaces that are sound, level, plumb, smooth, clean, and free of deleterious substances; substrates within installation tolerances; and application conditions within environmental limits. Proceed with installation only after unsatisfactory conditions have been corrected.

B. Before proceeding to lay out the Work, verify layout information shown on Drawings, in relation to property survey and existing benchmarks.

C. Take field measurements as required to fit the Work properly. Where fabricated products are to be fitted to other construction, verify dimensions by field measurement before fabrication and, when possible, allow for fitting and trimming during installation.

3.2 CUTTING AND PATCHING

A. Do not cut structural members or operational elements without prior written approval of Owner's Project Manager.

B. Patch with durable seams that are as invisible as possible. Provide materials and comply with installation requirements specified in other Sections.

3.3 INSTALLATION

A. Comply with manufacturer's written instructions for installation. Anchor each product securely in place, accurately located and aligned with other portions of the Work. Clean exposed surfaces and protect from damage.

B. Clean Project site and work areas daily, including common areas.

3.4 FINAL CLEANING

A. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion: 1. Clean Project site, yard, and grounds, in areas disturbed by construction activities.

Sweep paved areas; remove stains, spills, and foreign deposits. Rake grounds to a smooth, even-textured surface.

3.5 CLOSEOUT PROCEDURES

A. Substantial Completion: Before requesting Substantial Completion inspection, complete the following:

1. Prepare a monetized list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.

2. Advise Owner of pending insurance changeover requirements. 3. Submit specific warranties, maintenance service agreements, and similar documents. 4. Submit Record Drawings and Specifications and similar final record information. 5. Remove temporary facilities and controls. 6. Complete final cleaning requirements. 7. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual

defects.

B. Submit a written request for inspection for Substantial Completion. On receipt of request, Owner's Project Manager will proceed with inspection or advise Contractor of unfulfilled requirements. Owner's Project Manager will prepare the Certificate of Substantial Completion after inspection or will advise Contractor of items that must be completed or corrected before certificate will be issued.

C. Request inspection for Final Completion, once the following are complete:

1. Submit a copy of Substantial Completion inspection list stating that each item has been completed or otherwise resolved for acceptance.

2. Instruct Owner's personnel in operation, adjustment, and maintenance of products, equipment, and systems.

D. Request re-inspection when the Work identified in previous inspections as incomplete is completed or corrected.

B. Comply with EPA regulations and hauling and disposal regulations of authorities having jurisdiction.

C. Owner will occupy portions of building immediately adjacent to selective demolition area. Conduct selective demolition so Owner's operations will not be disrupted.

3.1 DEMOLITION

A. Maintain services/systems indicated to remain and protect them against damage during selective demolition operations. Before proceeding with demolition, provide temporary services/systems that bypass area of selective demolition and that maintain continuity of services/systems to other parts of the building.

B. Locate, identify, shut off, disconnect, and cap off utility services and mechanical/electrical systems serving areas to be selectively demolished.

C. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

D. Provide and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain or construction being demolished.

E. Provide temporary weather protection to prevent water leakage and damage to structure and interior areas.

PART 1 - GENERAL

1.01 GENERAL REQUIREMENTS

A. Examine all other Sections of the Specifications for requirements which affect work of this Section whether or not such work is specifically mentioned in this Section.

C. Coordinate work with that of all other trades affecting or affected by work of this Section. Cooperate with such trades to assure the steady progress of all work under Contract.

D. It is the intent of the Specifications and the Drawings to require that all the material, labor, and equipment be furnished complete in every respect, and that this Contractor shall provide all material, labor, and equipment needed and usually furnished in connection with such systems to provide a complete installation including all demolition, disposal, and patching of adjacent surfaces. Materials, equipment, and articles incorporated in the work shall be new and of the best grade of their respective kinds.

1.02 WORK TO BE PERFORMED

A. Provide all the Landscaping Repair work required to complete the work of the contract including all the Landscaping required to restore the site to it's original condition and as listed in the specification, and needed to install a complete assembly in every way. Co-ordinate the Landscaping Repair work with all the other trades for the project. Provide all demolition and disposal work to complete the Landscaping Repair work. Patch to match all adjacent surfaces that are disturbed, left exposed, or unfinished. All work of the contract is related. It is the General Contractor’s responsibility to review all the work of each section, each sub-contractor, and each file sub-bidder for the entire project so that all the work can be properly and completely performed.

B. Landscaping Repair work includes, but is not limited to:

1. Replacing and planting of trees, shrubs and grass including mulching, staking and related planting procedures of landscaping items only if damaged during construction.

SECTION 02080 - ASBESTOS ABATEMENT PART 1 – GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the contract, including the Conditions of the

Contract and Division 1 Specification Sections apply to this section.

B. Carefully examine all of the Contract Documents for requirements which affect the work of this section; the exact scope of work of this section cannot be determined without a thorough review of all Specification Sections and other Contract Documents.

C. Lead Safe Work Practices: Exposure levels for lead in the construction industry are

regulated by the Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62. Additionally, the Commonwealth of Massachusetts, Department of Labor Standards (DLS) regulation 453 CMR 22.11 for Renovation shall apply. Note the project is not being performed as a de-leading project pursuant to Commonwealth of Massachu-setts Department of Health Regulations. Construction activities disturbing surfaces with lead-containing paint that are likely to be employed, such as demolition, sanding, grinding, welding, cutting and burning, have been known to expose workers to levels of lead in excess of the OSHA Permissible Exposure Limit (PEL). All work specified in the technical sections of the Contract Documents shall also be in conformance with the above regulations and in accordance with Technical Specification Section 02090 for Lead Paint.

D. Related Information:

1.2 SUMMARY OF WORK

A. The scope of abatement work is necessary to facilitate renovations to the 4 over window

decorative fan arches and brick jack arches at the Old Town Hall (JFK Museum) located at 397 Main Street in Hyannis, Massachusetts. Work shall include removal of identified asbestos-containing caulking at decorative freizes,door system and all masonry window openings and as necessary to facilitate proposed renovation work.

Note: Asbestos containing caulk was removed from all window openings and the en-trance door under a previous contract.

B. This technical specification section has been prepared for the removal of exterior non-

friable asbestos containing materials (ACM) as noted in the following table.

C. Work shall be performed by a licensed Asbestos Abatement Contractor with certified As-bestos Workers and Asbestos Supervisor(s). Training shall be in accordance with Massa-chusetts Department of Labor Standards (DLS) Regulation 453 CMR 6.00.

D. The remaining text in this technical specification shall utilize the term “Sub- Contrac-

tor “ to reference a general trades contractor who employs workers with

F. All resulting waste must be properly disposed of as asbestos containing waste in accord-

ance with USEPA regulation 40 CFR Part 61, Subpart M, and Commonwealth of Mas-sachusetts regulation 310 CMR 7.00 and 19.00. Labeling and handling in accordance with OSHA regulations shall also apply to the disposal and packaging of asbestos con-taining waste materials.

G. This contractor shall provide a hygienist to coordinate with the Owner's Project Manager,

and be responsible for conducting project monitoring, final visual inspection and air sam-pling. Air samples shall be analyzed on site using Phase Contrast Microscopy (PCM). The asbestos abatement Sub- Contractor is responsible for personal protection of its workers and for conducting personal air monitoring in accordance with OSHA regula-tions.

H. This section of the Specifications addresses hazards relating to the removal of asbestos-

containing materials. The work to be carried out, together with the steps to be taken to adequately protect the workers, assure a safe workplace, and the adjoining environment are described in the following Sub-Sections.

1.3 DEFINITIONS

A. General: Applicable provisions of the General Conditions and Supplementary Condi-

tions of the Contract and General Requirements are given in this section. For the pur-poses of this section, the following definitions apply:

1. Abatement - Procedures to control fiber release from asbestos-containing mate-

rials; includes removal, encapsulation, and enclosure.

2. Air Monitoring - The process of measuring the fiber concentration of an area or the breathing zone of a person.

3. Amended Water - Water to which a surfactant has been added.

4. Asbestos - The name given to a number of naturally occurring fibrous sili-

cates. This includes the serpentine forms and the amphiboles and includes chrysotile, amosite, crocidolite, tremolite, anthophyllite, and actinolite, or any of these forms which have been chemically altered.

5. Asbestos Work Area - A regulated area as defined by OSHA 29 CFR

1926.1101 where asbestos abatement operations are performed which is iso-lated by physical boundaries to prevent the spread of asbestos dust, fibers, or debris. The regulated area shall comply with requirements of regulated area for demarcation, access, respirators, prohibited activities, competent persons and exposure assessments and monitoring.

6. Asbestos Fibers - Particles with a length greater than five (5) microns and a

length to diameter ratio of 3:1 or greater.

7. Asbestos Abatement Sub-Contractor - Any person, firm, corporation, or other entity who has a valid license issued by the Commonwealth of Massachusetts for the purpose of entering into or engaging in asbestos abatement work.

8. Category I material - Category I non-friable asbestos-containing material (ACM)

means asbestos-containing packings, gaskets, resilient floor covering, and as-phalt roofing products containing more than one percent asbestos as determined using the method specified in appendix A, subpart F, 40 CFR part 763, section 1, Polarized Light Microscopy.

9. Category II material - Category II non-friable ACM means any material, exclud-

ing Category I non-friable ACM, containing more than one percent asbestos as determined using the methods specified in appendix A, subpart F, 40 CFR part 763, section 1, Polarized Light Microscopy that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

10. Cease and Desist Order - An order issued by the Department of Labor and Indus-

tries Commissioner closing a work site where the Commissioner determines that violations of a workplace standard relative to the protection of the occupational health and safety of workers or of any standard or requirement of licensure exist.

11. Class II Asbestos Work - means activities involving the removal of ACM which

is not thermal system insulation or surfacing material. This includes, but is not limited to, the removal of asbestos-containing wallboard, floor tile and sheeting roofing, caulking, siding, shingles, and construction mastics.

12. Clean Room - An uncontaminated area or room which is a part of the worker de-

contamination enclosure with provisions for storage of workers' street clothes and protective equipment.

13. Commissioner - The Commissioner of the Department of Labor and Work

Force Development or his/her designee.

14. Competent Person - As defined by 29 CFR 1926.1101, a representative of the Asbestos Abatement Sub-Contractor who is capable of identifying existing asbes-tos hazards in the workplace and selecting the appropriate control strategy for as-bestos exposure. Competent person has authority to take prompt corrective measures to eliminate such hazards during asbestos removal. Competent person shall be properly trained in accordance with EPA's Model Accreditation Plan.

15. Decontamination Enclosure System - A series of connected areas, with curtained

doorways between any two adjacent areas, for the decontamination of workers and equipment. A decontamination enclosure

system contains at least one airlock and is adjacent and connected to the regu-lated area, where feasible.

16. DOS - The Massachusetts Division of Occupational Safety.

17. Encapsulant - A liquid material which can be applied to asbestos- containing

materials which controls the possible release of asbestos fibers from the materi-als either by creating a membrane over the surface (bridging encapsulant) or penetrating the material and binding its components together (penetrating encap-sulant).

18. 1Equipment Room - A contaminated area or a room which is part of the work-

er decontamination enclosure with provisions for storage of contaminated clothing and equipment.

19. 1Fixed Object - A unit of equipment or furniture in the work areas which can-

not be removed from the work area.

20. Friable Asbestos Material - Any material that contains more than 1% asbestos as determined by Polarized Light Microscopy (PLM), that can be crumbled, pulver-ized or reduced to powder by hand pressure.

21. HEPA Filter - A high efficiency particulate air (HEPA) filter in com-

pliance with ANSI Z9.2-1979.

22. HEPA Vacuum Equipment - Vacuum equipment with a HEPA filter sys-tem for filtering the effluent air from the unit.

23. License - A document issued by the Department of Labor and Workforce Devel-

opment authorizing an asbestos abatement Sub-Contractor to engage in the busi-ness of asbestos abatement projects.

24. Movable Object - A unit of equipment or furniture in the work area, which can be

removed from the work area.

25. NESHAPS - National Emissions Standard for Hazardous Air Pollutants, regu-lations enforced by the EPA.

26. Non-Friable – Non-friable asbestos-containing material means any material

containing more than one percent asbestos as determined using the method specified in appendix A, subpart F, 40 CFR part 763, section 1, Polarized Light Microscopy, that, when dry, cannot be crumbled, pul-verized, or reduced to powder by hand pressure.

27. Permissible Exposure Level (PEL) - The maximum airborne concentration of as-

bestos fibers to which an employee is allowed to be exposed. The new level established by OSHA 29 CFR 1926.1101 is 0.1 fibers per cubic cen-timeter of air as an eight (8) hour time weighted average and 1.0 fibers/cc aver-aged over a sampling period of 30 minutes as an excursion limit. The Asbestos Abatement Sub-Contractor is responsible for

maintaining work areas in a manner that this standard is not exceeded.

28. Project Monitor - A professional capable of conducting air monitoring and analy-sis schemes. This individual should be an industrial hygienist, an environmental scientist or an engineer with experience in asbestos air monitoring and worker protection equipment and procedures. This individual should have demonstrated proficiency in collection of air samples in accordance with 29 CFR 1910.1001 and 1926.1101.

29. Regulated Area - An area established by the employer to demarcate where Class

I, II, and III asbestos work is conducted and any adjoining area where debris and waste from such asbestos work accumulate, and a work area within which air-borne concentrations of asbestos exceed or there is a reasonable possibility that they may exceed the PEL.

30. Shower Room - A room between the clean room and the equipment room in the

worker decontamination enclosure with hot and cold running water and suitably arranged for employee showering during decontamination.

31. Surfactant - A chemical wetting agent added to water to improve pene-

tration into asbestos-containing materials.

32. Visible Debris - Any visually detectable particulate residue such as dust, dirt, or other matter which may or may not contain asbestos

33. Waterproofing - material, usually a membrane or applied compound

(tar/mastic), used to make a surface impervious to water, includes concealed conditions (applications around doors, windows, and in wall cavities.) Some-times combined with felts.

project.

3. Massachusetts Asbestos Contractor License Number.

4. Name and certification number of current job supervisor.

5. Nature of the project (demolition-renovation-other).

6. Asbestos abatement activity (removal-enclosure-encapsulation).

7. Address and location of the work.

8. Description of the facility (type of building-size-age).

9. Use of the facility.

10. Amount of friable asbestos material to be removed-enclosed-encapsulated.

11. Start and completion dates.

12. Description of work practices to be followed to comply with 453 CMR 6.14.

13. Description of disposal methods to be employed to comply with 453 CMR

6.14(2)(g).

14. Name and address/location of the disposal site to be used.

C. Fees, Permits and Licenses. The Sub-Contractor shall pay all licensing fees, royalties, and other costs necessary for the use of any copyrighted or patented product, design, in-vention, or processing in the performance of the work specified in this Section.

1. The Sub-Contractor shall be solely responsible for costs, damages, or losses re-

sulting from any infringement of these patent rights or copyrights. The Sub-Contractor shall hold the Owner, Owner's Project Manager and the Owner's Au-thorized Representative harmless from any costs, damages, and losses resulting from any infringement of these patent rights or copyrights.

2. The Sub-Contractor shall be responsible for securing all necessary permits for

work under this Section, including hauling, removal, and disposal, fire, and mate-rials usage, or any other permits required to perform the specified work.

1.6 COORDINATION/COOPERATION

A. Pre-Construction Meeting. The Sub-Contractor shall meet with the Owner's Project

Manager, the Project Hygienist and other Sub-Contractors for a Pre- Construction meeting prior to commencing work on the project. The meeting shall be at the facility of the Owner at a mutually convenient time and date to be determined by the Owner's Project Manager. At the meeting, the asbestos abatement Sub-Contractor shall be rep-resented by authorized representatives and the foreperson who shall run the project on a daily basis, and shall present evidence that all requirements for initiation of the work have been met. The minimum agenda for the meeting shall be:

1. Channels of communication;

2. Construction schedule, including sequence of critical work;

3. Designation of responsible personnel;

4. Procedures for safety, security, quality control, housekeeping, and related mat-

ters;

5. Use of premises, facilities and utilities;

6. Review of "Pre Job Submittals;" and

7. Discussion of a detailed Project Specification Work Plan composed of at least the following;

a. A sketch showing the detail, location and layout of the clean area, the

dirty area (decontamination System) and the work area.

b. The sequencing of the work.

c. The timing and projected completion of the work.

d. Detailed description of the methods to be employed in order to con-trol airborne and waste water pollution.

e. The procedures to contain, package and remove the waste from the work

area and the procedures and locations of the disposal of hazardous and nonhazardous waste.

f. An air sampling plan for worker protection including air sampling train-

ing and strategy, sampling locations, projected number of samples; and frequency, methodology, and duration of sampling.

g. The type of respirators to be used, protective equipment to be used, and a

respirator program, if applicable.

h. A safety precaution plan including special precautions taken by the Sub-Contractor in performing tasks, safety equipment to be worn by em-ployees, frequency of safety meetings, and other relevant functions to be performed by the Sub-Contractors to ensure a safe workplace.

i. An asbestos waste storage and disposal plan which describes the

methods the Sub-Contractor shall employ to safely transfer, handle, and store asbestos waste prior to removal from the site.

B. Owner's Role. The performance and execution of the project shall be monitored by the

Owner's Project Manager or the Owner's Authorized Representative to ensure full com-pliance with these Specifications and applicable regulations. The Contractor shall assume the cost associated with independent laboratory and inspection work required in this Specification for the final inspections and random analyses as specifically noted.

C. Project Hygienist: The Contractor shall retain an industrial hygiene firm for the purposes

of the management of the Asbestos Abatement described herein. The Hygienist shall rep-resent the Owner in all phases of the asbestos abatement project at the discretion of the Owner. The Sub-Contractor shall regard the Project Hygienist's on site Inspector's direc-tion as authoritative and binding as provided herein, in matters particularly, but not lim-ited to, the following:

1. Approval of work areas.

2. Review of monitoring results.

3. Completion of the various segments of work.

4. Final completion of asbestos abatement.

5. Submission of data.

6. Daily field punch-list items.

1.7 DOCUMENTATION/SUBMITTALS

A. Pre-Abatement. The Sub-Contractor shall provide the following Pre-Abatement Sub-

mittals at the Pre Construction Conference for the acceptance of the Owner's Project Manager. See Division 1 sections for submittal requirements.

1. Copies of all notifications, permits, applications, licenses and like docu-

ments required by federal, state, or local regulations obtained or submitted in proper fashion.

2. Copies of medical records for each employee to be used on the project and a no-

tarized statement by the examining medical doctor that such examinations took place and when.

3. Copies of Sub-Contractor's certificates, licenses, and copies of each

4. Record of successful respirator fit testing performed by a qualified individual within the previous year, for each employee to be used on this project with the employee's name and social security number with each record.

5. Proposed respiratory protection program for employees throughout all phas-

es of the project, including make, model and NIOSH approval numbers of respirators to be used.

6. A detailed Project Specification Work Plan.

7. Written description, for the Owner's Authorized Representative's review and

acceptance, of all proposed procedures, methods, or equipment to be utilized that differ from the Contract Specifications, including manufacturers specifica-tions on any equipment not specified for use by this Section; in all instances, the Sub-Contractor must comply with all applicable federal, state and local reg-ulations.

8. Proposed electrical safeguards to be implemented by a qualified Electrical Sub

Contractor, including but not limited to location of transformers, GFCI outlets, lighting, and power panels necessary to safely perform the project, including a description of electrical hazards and a safety plan for common practices in the work area.

9. Proposed worker orientation plan that at a minimum includes a description of as-

bestos hazards and abatement methodologies, a review of worker protection re-quirements, and the outline of safety procedures.

10. Chain of Command for responsibility at the work site including supervisors,

foreman, and competent person, their names, resumes and certificates of training.

11. List of all supervisors and workers intended to be assigned to the project.

12. Proposed Emergency Plan and route of egress from work areas in case of fire or

injury, including the name and phone number of nearest medical assistance cen-ter. This shall be conspicuously posted at the work site.

13. The name and address of the Sub-Contractor's personal air monitoring test-

ing laboratory including certification(s) of AIHA accreditation and presenta-tion of a documented Quality Assurance and Quality Control Program.

14. Material Safety Data Sheets (MSDS) on all materials and chemicals to be used

on the project.

15. Name, address, and ID number of the hazardous waste hauler, waste trans-fer route, and proposed disposal site.

16. Name, address, and ID number of the proposed construction debris site. 1.8 PERSONNEL PROTECTION

A. General. Prior to commencing work, all workers shall be instructed in aspects of person-

nel protection, work procedures, emergency evacuation procedures and use of equipment including procedures unique to this project.

B. Asbestos Abatement Subcontractor Responsibilities. At a minimum, the Asbestos

Abatement Subcontractor shall be responsible for ensuring that the following procedures are adhered to:

1. Asbestos Abatement Subcontractor shall provide appropriate respiratory pro-

tection equipment for each worker and ensure usage during potential asbestos exposure during Class I and II abatement work.

2. Asbestos Abatement Subcontractor shall select respirators from among those

jointly approved as being acceptable for protection by the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) under the provisions of 30 CFR Part 11.

3. Asbestos Abatement Subcontractor shall have adequate supply of filter ele-

ments and spare parts on site.

4. Asbestos Abatement Subcontractor shall provide and require all workers to wear protective clothing in work areas where asbestos fiber concentrations exceed or may exceed permissible exposure limits established by OSHA and in conform-ance with protection required for Class I and II abatement work. Protective clothing shall include impervious coveralls with elastic wrists and ankles, head covering, gloves and foot covering.

5. Asbestos Abatement Subcontractor shall provide all authorized persons enter-

ing contaminated areas with proper respirator and set of protective clothing.

6. All workers and authorized persons shall use worker decontamination chamber at end of each shift.

7. Exit procedures require HEPA vacuuming of gross contamination from protec-

tive clothing before leaving work area, proceed to equipment room for removal of protective clothing except respirator, wearing only respirator proceed to shower, after thorough washing including respirator, proceed to clean room for dressing in street clothes.

8. Entry and exit procedures are followed for entry into and exit from con-

taminated areas.

9. All contaminated protective clothing shall be disposed of as contaminated

waste.

10. Workers shall not eat, drink, smoke, or chew gum or tobacco while in work area.

11. Workers shall be fully protected with respirators and protective clothing im-

mediately prior to the first disturbance of asbestos containing or contaminated materials and until final cleanup is completed.

C. Minimum Respiratory Requirements. The Asbestos Abatement Subcontractor is solely

responsible for ensuring that the following minimum respiratory protection requirements are met throughout the project:

Respiratory protection shall meet the requirements of OSHA as presented in 29 CFR 1910.134 titled "Respiratory Protection" and 29 CFR 1926.1101 "Con-struction Standards." The following table 1 has been obtained from 1910.134(d)(3)(i)(A) and incorporated as follows:

Assigned Protection Factors (APFs) Employers must use the assigned protection factors listed in Table 1 to select a respirator that meets or exceeds the required level of employ-ee protection. When using a combination respirator (e.g., airline respirators with an air-purifying filter), employers must ensure that the assigned protection factor is appropriate to the mode of operation in which the respirator is being used.

D. Asbestos Abatement Subcontractor shall also determine if additional worker protection or respiratory protection requirements are necessary to permit access to confined space in order to complete required asbestos removal work.

1.9 SEQUENCING AND SCHEDULING

A. Work/Scheduling Requirements. Work shall be carried out in sequential phases. Inspection and approval of each phase by the Project Hygienist shall be sought and gained before proceeding to the next phase and in accordance with the schedule agreed upon at the Pre-Construction meeting. As a Contract requirement, any reasonable delay caused by this requirement will not constitute a basis for claim against the Owner or Owner's Authorized Representative.

B. Work Sequences. Work sequences within the scope of the asbestos containing materials abatement must be performed sequentially to maintain continuity. The following condi-tions apply to specific job sequencing:

1. The Sub-Contractor shall extend full cooperation to the Owner in all matters in-volving the use of the Owner's facilities. At no time shall the Sub-Contractor cause or allow to be caused conditions that may cause risk or hazard to the gen-eral public or conditions that might impair safe use of the facility. The use of the facility's electricity, water or like utilities by the Sub-Contractor shall be coordi-nated through the Owner's Project Manager.

2. The Sub-Contractor shall submit a time line schedule, not date specific, to the Owner's Project Manager, and Contractor for integration into the overall project schedule. Coordinate the work of this section with that of all other trades. Phas-ing and scheduling of this project will be at the discretion of the Owner's Project Manager and Project Hygienist and shall not proceed in any area without the express consent of the Owner's Project Manager. The Sub-Contractor shall be available within 24 hours notice for additional work or rework if after acceptance of the work it is found that full abatement was not achieved from the initial work effort as determined by the Owner's Project Manager and Project Hygienist.

3. The proposed time line for the work in this Section, as noted above, shall show the time involved from start to finish of abatement operations, including allow-ance for preparation of the work area, removal, clean up, and tear down por-tions of the work.

4. A final written schedule shall be prepared for approval by the Owner's Project Manager and Owner's Authorized Representative.

5. The Sub-Contractor shall cooperate with the Owner's Project Manager, Owner's Authorized Representative, and all other trades, and equipment suppliers work-ing on the site, coordinate his/her work with work of others and proceed in a

manner so as not to delay the progress of the project.

6. The Sub-Contractor shall coordinate his/her work with the progress of the work of other sub-trades so that the work shall be completed as soon as conditions permit. Any overtime hours worked or additional costs incurred due to lack of or improper coordination shall be assumed by the Sub- Contractor without any addi-tional cost to the Owner.

7. The Sub-Contractor shall notify the Owner's Project Manager if resident pos-sessions remain in the work areas that obstruct the required asbestos abatement work at the site. Sub-Contractor shall not be responsible for moving posses-sions.

PART 2 - PRODUCTS

2.1 INTRODUCTION

A. The work of this Section, without limiting the generality thereof, includes the furnishing of labor, materials, tools, equipment, services and incidentals necessary to complete all asbestos abatement in accordance with the Specifications. These Specifications are in-tended to describe, and provide for a finished and complete piece of work; work which is described by any portion of these documents shall be complete in every detail and in ac-cordance with established trade practice, notwithstanding whether or not every item or de-tail necessarily involved is particularly mentioned.

B. Approvals and Inspections. All temporary facilities, work procedures, equipment, mate-rials, services, and agreements must strictly adhere to and meet this Section along with EPA, OSHA, and NIOSH regulations, as well as any other federal state, and local regulations. Where there exists an overlap of these regulations and guidelines, the most stringent regulation shall apply. All work performed by the Sub-Contractor is further subject to approval of the Owner's Project Manager, and Owner's Authorized Representative.

2.2 MATERIALS

A. Deliver all materials in the original packages, containers, or bundles bearing the name of the manufacturer and the brand name and product technical description.

B. Damaged or deteriorating materials shall not be used and shall be removed from the premises. Material that becomes contaminated with asbestos shall be decontaminated or disposed of as asbestos waste.

C. Fire retardant polyethylene sheet in a roll size to minimize the frequency of joints, shall be delivered to job site with factory label indicating 4 or 6 mil.

D. Polyethylene disposable bags shall be six (6) mil with preprinted label. Tie wraps for bags shall be plastic, five (5) inches long (minimum), pointed and looped to secure filled plastic bags.

E. Tape or adhesive spray will be capable of sealing joints in adjacent polyethylene sheets and for attachment of polyethylene sheet to finished or unfinished surfaces of dissimilar materials and capable of adhering under both dry and wet conditions, including use of amended water.

F. Surfactant (wetting agent) shall consist of fifty (50) percent polyoxyethylene ether and fifty (50) percent polyoxyethylene ester, or equivalent, and shall be mixed with water to provide a concentration of one (1) ounce surfactant to five (5) gallons of water or as di-rected by manufacturer.

G. The Sub-Contractor shall have available spray equipment capable of mixing wet-ting agent with water and capable of generating sufficient pressure and volume and having sufficient hose length to reach all areas with asbestos.

H. Impermeable containers are to be used to receive and retain any asbestos containing or contaminated materials until disposal at an acceptable disposal site. (The containers shall be labeled in accordance with OSHA Standard 29 CFR 1926.1101) Containers must be both air and watertight.

I. Labels and signs, as required by OSHA Standard 29 CFR 1926.1101, shall be used.

2.3 TOOLS AND EQUIPMENT

A. Provide suitable tools for asbestos removal, encapsulation and enclosure.

B. The Sub-Contractor's air monitoring professional shall have air monitoring equip-ment of type and quantity to monitor operations and conduct personnel exposure surveillance per OSHA requirements.

C. The Sub-Contractor shall have available sufficient inventory or dated purchase orders for materials necessary for the job including protective clothing, respirators, filter car-tridges, polyethylene sheeting of proper size and thickness, tape, and air filters.

D. The Sub-Contractor shall have available sufficient electrical resources to adequately draw from the existing service enough power to supply their project.

E. The Sub-Contractor shall have available shower stalls and plumbing to support same to include sufficient hose length and drain system or an acceptable alternate.

F. Vacuum units, of suitable size and capacities for project, shall have HEPA filter(s) ca-pable of trapping and retaining at least 99.97 percent of all mono- dispersed particles of 0.3 micrometers in diameter or larger. Sub-Contractor will have reserve units so that the station system will operate continuously.

G. Ladders or scaffolds shall be OSHA approved and be of sufficient dimensions and quanti-ties so that all work surfaces can be easily and safety accessed by the workers and inspec-tors. Scaffold joints and ends shall be sealed with tape to prevent incursion of asbestos fibers.

H. Hand power tools shall be equipped with HEPA filtered local exhaust ventilation if used to drill, cut into, or otherwise disturb ACM.

I. All brushes shall have nylon bristles. Wire brushes are excluded from use due to their potential to shred asbestos fibers into small fibers. Wire brushes may be used on pipe joint applications upon prior written approval by the Owner's Authorized Representa-tive.

J. Electrical equipment shall be Underwriters Laboratory listed and approved and shall have ground fault circuit interrupt protection that has been installed by a licensed elec-trician.

2.4 SUBSTITUTION OF MATERIALS AND/OR METHODS

A. Any substitution in materials or methods to those specified shall be approved by the Owner's Project Manager, and Owner's Project Hygienist prior to use. Any requests for substitution shall be provided in writing to the Owner's Project Manager, and Owner's Authorized Representative. The request shall clearly state the rationale for the substitu-tion.

B. Submit to the Owner's Project Manager, and Project Hygienist product data and samples of all materials to be considered as an alternate.

C. Product data shall consist of manufacturer's catalog sheets, brochures, diagrams, sched-ules, performance charts, illustrations, material safety data sheets (MSDS) and other standard descriptive data. Submittal data shall be clearly marked to identify pertinent materials, products or models and show performance characteristics and capacities. Samples shall be of sufficient size and quantity to clearly illustrate the functional char-acteristics of the product or material with integrally related parts and attachment devic-es.

D. No work shall begin which requires submittal for approval until the Owner's Authorized Representative has stamped the submittal "approved" or "approved as noted."

PART 3 - EXECUTION

3.1 SUB-CONTRACTOR RESPONSIBILITIES

A. The work specified in this contract entails the removal of asbestos containing materi-als. This work shall be conducted by persons who are knowledgeable, qualified, and experienced in the removal, treatment, handling, and disposal of asbestos containing materials and the subsequent cleaning of the environment. The Sub-Contractor shall comply with all applicable federal, state, and local regulations that mandate work practices and shall be capable of performing the work within the specified time frame.

B. The Sub-Contractor shall supply all labor, materials, equipment, services and inciden-tals which are necessary or required to perform the work in accordance

with all applicable governmental regulations and the specifications.

C. The Sub-Contractor shall be responsible for repairs to any damage to the Owner's build-ings resulting from his work, actions, or negligence.

D. Temporary Services

1. Electrical The Sub-Contractor shall coordinate the installation of temporary electrical services. The Sub-Contractor shall provide all necessary labor, mate-rials, and incidentals required to provide temporary electrical service at each building.

2. All temporary electrical service shall be protected by ground fault interruption circuit breakers. All electrical work is to be performed by a licensed electrician. All electrical work shall conform with the edition of the National Electrical Code presently in effect and in compliance with Commonwealth of Massachu-setts Fire Safety Codes.

3. The Sub-Contractor shall be allowed use of a reasonable amount of water from an on-site source.

E. Waste Receipts: Following the completion of the abatement project, the Sub- Con-tractor shall be responsible for submitting waste manifest and work site worker sign in sheets. All submittals shall be made in a timely fashion.

F. Sub-Contractor's Air Sampling Responsibility

1. The Sub-Contractor shall be responsible for monitoring airborne asbestos con-centrations in the work zone and to establish conditions and work procedures for maintaining compliance with OSHA regulations 29 CFR 1910.1001 and 1926.1101.

2. The Sub-Contractor's air sampling professional shall document all air sam-pling results and provide a report to the Project Hygienist 72 hours after sample collection.

3. Air sampling shall be conducted in accordance with methods described in OSHA standards 29 CFR 1910.1001 and 1926.1101. Air samples shall be conducted in a manner that will provide a minimum detection limit of .01 fibers/ cc.

G. Access: The Sub-Contractor shall maintain control of and be responsible for access to work areas to ensure the following requirements:

1. Non-essential personnel are prohibited from entering the area;

2. All authorized personnel entering the work area shall read the "worker protec-tion procedures" which are posted at the entry points to the work area, and shall be equipped with properly fitted respirators and protective clothing;

3. All personnel who are exiting from the decontamination enclosure system shall be properly decontaminated;

4. Asbestos waste that is taken out of the work area must be properly bagged and labeled. The surface of the bags shall be decontaminated. Asbestos leaving the work area must be immediately transported off site or immediately placed in locked, posted temporary storage on site, and removed within 24 hours of the project conclusion.

5. Any material, equipment, or supplies which are brought out of the decontamina-tion enclosure system shall be cleaned and decontaminated by wet cleaning and/or HEPA vacuuming of all surfaces.

3.2 WORK AREA SAFETY

A. Site Safety. The Sub-Contractor is responsible for safety at the work site. This in-cludes, but is not limited to electrical safety, mechanical (tool) safety, fire safety, and personnel protective safety. The Sub-Contractor is advised that federal, state, and lo-cal regulations exist which govern safety on the work site. Therefore, in addition to the following, the Sub-Contractor is responsible for adhering to the most stringent re-quirements in effect by any of the aforementioned entities or these Specifications.

B. Work Site Safety Plan

1. The Sub-Contractor shall establish a work site safety plan that includes a set of emergency procedures and shall post them in a conspicuous place at the work site. The safety plan should include provisions for the following:

a. Evacuation of injured workers

b. Emergency and fire exit routes from all work areas, including local tele-phone number for fire and medical emergency personnel

c. Copies of applicable insurance certificates d. Employee work logs

2. The Sub-Contractor is responsible for training all workers in safety procedures. At a minimum, one employee on site shall be trained and certified in basic first aid by the American Red Cross or equivalent. A general first aid kit shall be maintained in the work area for treating minor medical problems.

C. Access to Work Area. The Owner shall provide specific access as required during the project to the Sub-Contractor and personnel assigned to the project.

1. The Sub-Contractor shall be responsible for the security of each building or portion thereof involved in the abatement project. It shall also be the Sub-Contractor responsibility to allow only authorized personnel as

defined below into the work area, and to secure all assigned entrances and exits at the end of the work day so as to prevent unauthorized entry.

2. The Sub-Contractor shall maintain a bound log book in which any person enter-ing or leaving the asbestos abatement work area must sign and enter the dates and times of entry and departure.

3. Use of waste containers on-site shall be controlled under the following re-quirements:

a. Location of waste containers on-site shall be coordinated with the Owner's Project Manager, and Project Hygienist.

b. The waste containers shall be solid enclosed containers, lined with two layers of 10-mil polyethylene sheeting and locked and secured at all times.

c. The Sub-Contractor shall comply with all federal, state, and local regu-lations and ordinances regarding asbestos waste storage.

3.3 PROJECT HYGENIST

A. The Contractor shall retain the services of an industrial hygiene firm (Project Hygienist) to provide periodic project monitoring, final visual inspections and air sampling during the course of asbestos removal activities. The Project Hygienist shall collect and analyze air samples and may perform periodic spot checks during abatement to ensure adherence to contract documents.

3.4 PROJECT HYGIENIST RESPONSIBILITIES

A. Air Sampling: The Project Hygienist may provide evaluations of the air quality adjacent to the work area during removal of asbestos containing materials, using his/her best pro-fessional judgments in respect to the background air quality established. If it is deter-mined that the air quality within the work area or inside of the building has become con-taminated from the project, he/she shall immediately inform the Sub-Contractor to cease all removal operations and implement a work stoppage clean up procedure.

1. The Project Hygienist shall collect background air samples within the building interior outside of a critical barrier as appropriate for the work. For exterior work this may be limited to a background sample in the vicin-ity of containment barriers isolating window and doors systems in repre-sentative locations.

B. Air samples shall be collected as required to obtain a volume of 1200 liters. Samples shall be analyzed by phase contrast microscopy (PCM) using the NIOSH 7400 protocol.

C. Inspections: Inspections may be conducted throughout the progress of the

abatement project on a periodic basis. Inspections may be conducted in order to doc-ument the progress of the abatement work as well as the procedures and practices em-ployed by the Sub-Contractor. The following inspections shall be conducted at the completion of the abatement work:

1. Final Inspection. A final inspection shall be conducted upon request of the Sub-Contractor. If residual debris is identified during the course of the final inspection, the Sub-Contractor shall re-clean in order to render the area "debris free."

3.5 EXTERIOR ABATEMENT - WORK AREA PREPARATION

A. Seal off all openings, including but not limited to windows, doors, ventilation open-ings, drains, grilles, diffuser grates, and any other penetration of the work areas, with polyethylene sheeting (minimum six (6) mils thick) sealed with tape.

B. Work is to be conducted from building exterior. Window, door, and ventilation openings shall be isolated from the building interior using two (2) independent lay-ers of six-mil polyethylene sheeting sealed with tape or adhesive spray.

C. Pre-clean fixed objects within the work areas; using HEPA vacuum equipment and/or wet cleaning methods as appropriate, and enclose with a minimum of six (6) mil plas-tic sheeting sealed with tape.

D. Clean the proposed work areas using HEPA vacuum equipment or wet cleaning methods as appropriate. Do not use methods that raise dust, such as dry sweeping or vacuuming with equipment not equipped with HEPA filters.

E. Post warning signs in accordance with 29 CFR 1926.1101 at all approaches to the work area. Signs shall be conspicuously posted to permit a person to read signs and take pre-cautionary measures to avoid exposure to asbestos.

F. Maintain emergency and fire exits from the work area, or establish alternative exits satisfactory to fire officials.

3.7 EXTERIOR REMOVAL PROCEDURE – CAULKING AND ROOFING SEALANTS A.

Exterior asbestos-containing caulking/sealants shall be removed by Asbestos Abatement Sub-Contractor.

B. Spray asbestos materials with amended water using airless spray equipment or apply an approved wetting agent to reduce the release of fibers during removal operations.

C. Asbestos-containing exterior caulking and (roofing) sealants shall be wet misted and removed from exterior mechanical unit and roof locations respectively. Asbestos caulking shall be placed in double six-mil disposal bags.

D. Caulking may be covered with non-asbestos silicone-type caulking that must be removed in order to completely remove asbestos caulking. Asbestos caulking and silicone caulk-ing (top layer), which cannot be separated from asbestos caulking, shall be placed in double six-mil disposal bags.

E. Upon removal, asbestos-containing caulking shall be placed in double six-mil dis-posal bags and properly labeled for disposal as asbestos-containing waste.

3.8 DISPOSAL OF WASTE

A. The disposal of asbestos-containing and/or asbestos-contaminated material, sup-plies, rags, disposable clothing, respirator cartridges, etc., shall be in compliance with requirements of and authorized by the Commonwealth of Massachusetts (DEP) and USEPA.

B. Disposal approvals shall be obtained prior to commencing asbestos removal.

C. A copy of approved disposal authorization shall be provided to the Owner, Owner's Project Manager, and Owner’s Authorized Representative.

D. Copies of all landfill receipts shall be retained by the Owner’s Authorized Representative as part of the project file. The receipts shall be signed by the landfill operator upon re-ceipt, and the quantity of asbestos debris leaving the work site and arriving at the landfill acknowledged.

E. All wash water and shower water shall be collected and filtered through a five mi-cron filter to remove any asbestos debris.

F. All asbestos debris shall be removed from site daily and must be transported in covered sealed vans, boxes, or dumpsters, which are physically isolated from the driver by an airtight barrier. All vehicles must be properly licensed to meet Commonwealth of Massachusetts DOT requirements.

G. Completed Waste Shipment Records must be provided for all asbestos containing or con-taminated waste material removed from the site.

SECTION 02090 - LEAD PAINT PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the contract, including the Conditions of the

Contract and Division 1 Specification Sections apply to this section.

B. Carefully examine all of the Contract Documents for requirements which affect the work of this section; the exact scope of work of this section cannot be determined without a thorough review of all Specification Sections and other Contract Documents.

C. Lead Safe Work Practices: Exposure levels for lead in the construction industry are

regulated by the Occupational Safety and Health Administration (OSHA) 29 CFR 1926.62. Additionally, the Commonwealth of Massachusetts, Department of Labor Standards (DLS) regulation 453 CMR 22.11 for Renovation shall apply. Note the project is not being performed as a de-leading project pursuant to Commonwealth of Massachu-setts Department of Health Regulations. Construction activities disturbing surfaces with lead-containing paint that are likely to be employed, such as demolition, sanding, grinding, welding, cutting and burning, have been known to expose workers to levels of lead in excess of the OSHA Permissible Exposure Limit (PEL). All work specified in the technical sections of the Contract Documents shall also be in conformance with the above regulations and in accordance with Technical Specification Section 02090 for Lead Paint.

1.2 SUMMARY OF WORK

A. The scope of abatement work is necessary to facilitate renovations to exterior build-

ing envelope at the Old Town Hall (JFK Museum) Building located at 397 Main Street in Hyannis, Massachusetts.. The procedures referenced herein shall be uti-lized during required renovation work specified elsewhere in the Specifications that will impact lead paint.

B. Worker protection, training, and engineering controls referenced herein shall be strictly

adhered to, until completion of an exposure assessment with results indicating exposures below the “Action Level”. This section does not involve lead abatement, but identifies worker protection requirements for trades involved in the renovation and disposal pro-cedures.

C. A limited lead determination was conducted and lead paint was limited to the wood por-tico. The anticipated work will include surface preparations for painting and selective demolition specified elsewhere in contract documents. Worker protection and waste dis-posal during these work practices shall be conducted in accordance with this section.

1.3 DEFINITIONS

A. The following definitions relative to lead paint as used in this Section are offered:

1. ACTION LEVEL (AL): The allowable employee exposure, without

regard to use of respiratory protection, to an airborne concentration of lead over an eight (8) hour time weighted average (TWA), as defined by OSHA. The current action level is thirty micrograms per cubic meter of air (30 ug/m3).

2. AREA MONITORING: The sampling of lead concentrations, which is repre-

sentative of the airborne lead concentrations that may reach the breathing zone of personnel potentially exposed to lead.

3. BIOLOGICAL MONITORING: The analysis of a person's blood and/or urine,

to determine the level of lead concentration in the body.

4. CHANGE ROOM: An area provided with separate facilities for clean pro-tective work clothing and equipment and for street clothes, which prevents cross-contamination.

5. COMPETENT PERSON: A person employed by the Contractor who is capa-

ble of identifying existing and predictable lead hazards in the surroundings or working conditions, and who has authorization to take prompt corrective measures to eliminate them as defined by OSHA.

6. DANGEROUS LEVEL OF LEAD: A level of lead, when present in dried paint

or plaster, contains more than 0.50% lead by dry weight as measured by atomic absorption spectrophotometry (AAS) or 1.0 mg/cm2 as measured by on-site test-ing utilizing an x-ray fluorescence analyzer. (Term is specific to Commonwealth of Massachusetts regulations and HUD guidelines only)

7. EXPOSURE ASSESSMENT: An assessment conducted by an employer to de-

termine if any employee may be exposed to lead at or above the action level.

8. "HIGH EFFICIENCY PARTICULATE AIR" (HEPA): A type of filtering sys-tem capable of filtering out particles of 0.3 microns diameter from a body of air at 99.97% efficiency or greater.

9. LEAD: Refers to metallic lead, inorganic lead compounds and organic lead soaps. Excluded from this definition are other organic lead compounds.

10. LEAD WORK AREA: An area enclosed in a manner to prevent the spread of

lead dust, paint chips, or debris resulting from lead-containing paint disturb-ance.

11. LEAD PAINT: Refers to paints, glazes and other surface coverings con-

taining a toxic level of lead.

12. PERMISSIBLE EXPOSURE LIMIT (PEL): The maximum allowable limit of exposure to an airborne concentration of lead over an eight (8) hour time weighted average (TWA), as defined by OSHA. The current PEL is fifty mi-crograms per cubic meter of air (50 ug/m3). Extended workdays lower the PEL by the formula: PEL equals 400 divided by the number of hours of work.

13. PERSONAL MONITORING: Sampling of lead concentrations within the

breathing zone of an employee to determine the 8-hour time weighted average concentration in accordance with 29 CFR 1926.62 and 29 CFR 1910.1025. Samples shall be representative of the employee's work tasks. Breathing zone shall be considered an area within a sphere with a radius of 18 inches and centered at the nose or mouth of an employee.

14. RESOURCE CONSERVATION RECOVERY ACT (RCRA): RCRA estab-

lishes regulatory levels of hazardous chemicals. There are eight (8) heavy met-als of concern for disposal: arsenic, barium, cadmium, chromium, lead, mercu-ry, selenium, and silver. Six (6) of the metals are typically found in paints, ex-cluding selenium and silver.

15. TOXICITY CHARACTERISTIC LEACHATE PROCEDURE (TCLP): The

U.S. Environmental Protection Agency (USEPA) required sample preparation and analysis for determining the hazard characteristics of a waste material.

ing, treating, and disposing of wastes

4. Disposal facility location and 24 hour point of contact

working on-site with hazardous wastes

D. Medical Examinations

1. Before exposure to lead contaminated dust, provide workers with a compre-hensive medical examination as required by 29 CFR 1910.1025 and 29 CFR 1926.62.

2. 2The examination shall not be required if adequate records show that employees

have been examined as required by 29 CFR 1926.62 within the last year.

3. Medical examination shall include, at a minimum, approval to wear res-piratory protection and biological monitoring.

E. Training

1. The Contractor shall ensure that workers are trained to perform lead- paint dis-

turbing activities and disposal operations prior to the start of work in accordance with 29 CFR 1926.62.

F. Respiratory Protection Program

1. The Contractor shall furnish each employee required to wear a negative pressure

respirator with a respirator fit test at the time of initial fitting and at least once every six (6) months thereafter as required by 29 CFR 1926.62.

2. The Contractor shall establish a Respiratory Protection Program in accord-

ance with ANSI Z88.2, 29 CFR 1910.134, and 29 CFR 1926.62. 1.6 SUBMITTALS

A. The Contractor shall submit to the Owner the following submittals prior to start of

work:

1. Copies of medical records for each employee to be used on the project, including results of biological monitoring and a notarized statement by the examining phy-sician that such an examination took place.

2. Copies of workers' training certificates.

3. Submit record of successful respirator fit testing performed by a qualified indi-

vidual within the previous six (6) months, for each employee to be used on this project with the employee's name and social security number with each record.

4. The name and address of Contractor's blood lead testing lab, OSHA-CDC

listing, and Certification in the Commonwealth of Massachusetts.

5. The name and address of Contractor's personal air monitoring and waste dis-posal lead testing laboratory/ies.

6. Name, address, and ID number of the hazardous waste hauler, waste trans-fer route, and proposed disposal site.

B. The Contractor shall submit to the Owner the following submittals during the job:

1. Results from personal air samples.

2. Medicals, certificates, and fit test 24 hours in advance of any new em-

ployee starting on the project.

C. The Contractor shall submit to the Owner the following submittals upon comple-tion of the work:

1. Copies of manifests and receipts acknowledging disposal of all hazardous waste

material from the project showing delivery date, quantity, and appropriate signa-ture of landfill's authorized representative.

1.7 PERSONAL PROTECTION A.

Exposure Assessment

1. The Contractor shall determine if any worker will be exposed to lead at or above the action level.

2. The exposure assessment shall identify the level of exposure a worker would

be subjected to without respiratory protection.

3. The exposure assessment shall be achieved by obtaining personal monitoring samples representative of a full shift at least (8-hour TWA).

4. During the period of the exposure assessment, the Contractor shall insti-

tute the following procedures for protection of workers.

B. Respiratory Protection

1. The Contractor shall furnish appropriate respirators approved by NIOSH/MSHA for use in atmospheres containing lead dust.

2. Respirators shall comply with the requirements of 29 CFR 1926.62.

3. Workers shall be instructed in all aspects of respiratory protection.

4. The Contractor shall have an adequate supply of HEPA filter elements and spare parts on site for all types of respirators in use.

5. The following minimum respirator protection for use during paint removal or

demolition of components and surfaces with lead paint shall be the 1/2 mask air purifying respirator with high efficiency filters for exposures (not in excess of 500 ug/m3 or 10 x PEL).

C. Protective Clothing

1. Personal protective clothing shall be provided for all workers, supervisors, and

authorized visitors entering the work area.

2. Each worker shall be provided with a minimum of two (2) complete dis-posable coverall suits.

3. Removal workers shall not be limited to two (2) suits, and the Contractor shall

supply additional suits as necessary.

4. Under no circumstances shall anyone entering the abatement area be al-lowed to re-use a contaminated disposable suit.

5. Disposable suits, such as TYVEK suits, and other personal protective equipment

(PPE) shall be donned prior to entering the lead control area. A change room shall be provided for workers to put on suits and other personal protective equip-ment with separate areas to store their street clothes.

6. Eye protection for personnel engaged in lead operations shall be furnished when

the use of a full-face respirator is not required.

7. Goggles with side shields shall be worn when working with power tools or a ma-terial that may splash or fragment, or if protective eye wear is specified on the Material Safety Data Sheet (MSDS) for a particular product to be used on the project.

1.8 PERSONAL MONITORING

A. General. The Contractor is required to perform the personal air sampling activities dur-

ing lead paint disturbing work. The results of such sampling shall be posted, provided to individual workers and submitted to the Consultant as described herein.

B. Sampling. Samples shall be taken for the duration of the work shift or for eight hours,

whichever is less. Personal samples need not be taken every day after the first day if working conditions remain unchanged, but must be taken every time there is a change in removal operations, either in terms of the location or the type of work. Sampling will be used to determine eight-hour Time-weighted averages (TWA). The Contractor is re-sponsible for personal sampling as outlined in

OSHA Standard 29 CFR 1926.62 and 29 CFR 1910.1025.

C. Sampling Results. Air sampling results shall be reported to individual workers in written form no more than forty-eight (48) hours after the completion of a sampling cycle. The reporting document shall list each sample's result, sampling time and date, personnel mon-itored and their social security numbers, flow rate, sample duration, sample yield, cassette size, and analysts' name and company, and shall include an interpretation of the results. Air sample analysis results will be reported in micrograms/cubic meter (ug/m3).

D. Testing Laboratory. The Contractor's testing lab shall be participating in AIHA's Envi-

ronmental Lead Laboratory Accreditation Program (ELLAP). The Contractor shall submit to the Consultant for review and acceptance, the name and address of the labora-tory, certification(s) of AIHA participation, a listing of relevant experience in air lead analysis, and presentation of a documented Quality Assurance and Quality Control Program.

PART 2 - PRODUCTS

2.1 GENERAL

A. Any substitution in materials, equipment, or methods to those specified shall be approved

by the Owner prior to use. Any requests for substitution shall be provided in writing to the Consultant. The request shall clearly state the rationale for the substitution.

B. Submit to the Owner product data of all materials and equipment and samples of all ma-

terials to be considered as an alternate.

C. Product data shall consist of manufacturer; catalog sheets, brochures, diagrams, sched-ules, performance charts, illustrations, material safety data sheets (MSDS), and other standard descriptive data. Submittal data shall be clearly marked to identify pertinent materials, products or equipment and show performance characteristics and capacities.

D. Samples shall be of sufficient size and quantity to clearly illustrate the functional charac-

teristics of the product or material with integrally related parts and attachment devices.

2.2 MATERIALS AND PRODUCTS

A. Deliver all materials in the original packages, containers, or bundles bearing the name of the manufacturer and the brand name and product technical description.

B. Damaged or deteriorating materials shall not be used and shall be removed from the

premises.

C. The Contractor shall have available sufficient inventory or dated purchase orders for ma-terials necessary for the job including protective clothing, respirators, filter

cartridges, polyethylene sheeting of proper size and thickness, tape, and air filters.

D. Materials

1. Polyethylene sheet in a roll size to minimize the frequency of joints shall be de-livered to job site with factory label indicating 6 mil.

2. Polyethylene disposable bags shall be six (6) mil. Tie wraps for bags shall be

plastic, five (5) inches long (minimum), pointed and looped to secure filled plas-tic bags.

3. Tape or adhesive spray will be capable of sealing joints in adjacent polyethylene

sheets and for attachment of polyethylene sheet to finished or unfinished surfaces of dissimilar materials and capable of adhering under both dry and wet condi-tions, including use of amended water.

4. Impermeable containers are to be used to receive and retain any lead contain-

ing or contaminated materials until disposal at an acceptable disposal site. (The containers shall be labeled in accordance with EPA and DOT stand-ards.)

5. HEPA filtered exhaust systems shall be used during powered dust generating

abatement operations. The use of powered equipment without HEPA exhausts is prohibited.

2.3 TOOLS AND EQUIPMENT

A. Provide suitable tools for all lead disturbing operations.

B. The Contractor shall have available power cables or sources such as generators

(where required).

C. Vacuum units, of suitable size and capacities for the project, shall have HEPA filter(s) capable of trapping and retaining 99.97% of all mono-dispersed particles of 0.3 microm-eters in diameter.

PART 3 - EXECUTION

3.1 WORKER PROTECTION/TRAINING

A. The Contractor shall provide appropriate training, respiratory and other personal protec-

tion, and biological monitoring for each worker and ensure proper usage during poten-tial lead exposure and the initial exposure assessment.

3.2 CONTRACTOR'S RESPONSIBILITIES

A. The Contractor is responsible for establishing and maintaining controls referenced herein

to prevent dispersal of lead contamination from the lead work area.

B. The Contractor is also responsible for conducting work with applicable federal, state, and local regulations as referenced herein.

3.3 WORKER HYGIENE PRACTICES (Required during initial exposure assessment and if re-

sults of air sampling are above OSHA Action Level)

A. Work Area Entry. Workers shall don personal protective equipment prior to entering work area, including respiratory protection, disposable coveralls, gloves, headgear, and footwear.

B. Work Area Departure. While leaving respirators on, workers shall remove all gross

contamination, debris, and dust from disposable coveralls and proceed to change room and remove coveralls and footwear and place in hazardous waste disposal container.

C. Hand washing Facilities. All workers must wash their hands and faces upon

leaving the work area.

D. Equipment. All equipment used by workers inside the work area shall be wet wiped or bagged for later decontamination before removal from the work area.

E. Prohibited Activities. Under no circumstances shall workers eat, drink, smoke,

chew gum, or tobacco, or remove their respirators in the work area.

F. Shock Hazards. The Contractor is responsible for using safe procedures to avoid elec-trical hazards. All temporary electrical wiring will be protected by ground fault cir-cuit interrupters (GFI).

3.4 LEAD WORK AREA (Required during initial exposure assessment and if results of air sam-

pling are above OSHA Action Level)

A. The Contractor shall place warning signs at all entrances and exits from the work area. Signage shall be a minimum of 20" x 14" and shall state the following:

B. The Contractor shall designate a change room as specified in this Section. The change room shall consist of two (2) layers of sheeting on the floor surface adjacent to the lead work area. The change room shall have separate storage facilities for street clothes to avoid cross contamination.

C. The Contractor shall provide potable water for hand and face washing and provide a

portable shower unit.

D. The Contractor shall place six-mil polyethylene drop clothes on floor/ ground sur-faces prior to beginning removal work to facilitate clean-up.

3.5 WORK AREA CLEAN UP

A. The Contractor shall remove all loose chips and debris from floor/ground surfaces and

place in hazardous waste disposal bags.

3.6 WASTE DISPOSAL

A. The Contractor shall segregate all paint chips resulting from surface preparation for painting and for disposal as hazardous waste.

B. Cost for disposal of hazardous lead paint chip debris shall be included in the bid. C.

SECTION 04210 - BRICK MASONRY

PART 1 - GENERAL

1.01 GENERAL REQUIREMENTS

A. Include the General Conditions, Modifications to the General Conditions, and applicable parts of Division 01000 as part of this Section.

B. Examine all other Sections of the Specifications for requirements which affect work of this Section whether or not such work is specifically mentioned in this Section.

C. Coordinate work with that of all other trades affecting or affected by work of this Section. Cooperate with such trades to assure the steady progress of all work under Contract.

D. This contractor to hire a qualified mortar testing company to conduct a through historic mortar analysis. All newly installed mortar work shall match the original mortar mix, color, and tooling.

E. It is the intent of the Specifications and the Drawings to require that all the material, labor, and equipment be furnished complete in every respect, and that this Contractor shall provide all material, labor, and equipment needed and usually furnished in connection with such systems to provide a complete installation including all demolition, disposal, and patching of adjacent surfaces. Materials, equipment, and articles incorporated in the work shall be new and of the best grade of their respective kinds.

1.02 WORK TO BE PERFORMED

A. Provide all the brick masonry work required to complete the work of the contract includ-ing all the brick masonry work shown on the plans, listed in the specification, and needed to install a complete assembly in every way, with all reinforcing, pinning, and finishes. Coordinate the brick masonry work with all the other trades for the project. Provide all salvage, demolition and disposal work to complete the brick masonry work. Patch to match all adjacent surfaces that are disturbed, left exposed, or unfinished. All work of the contract is related. It is the General Contractor’s responsibility to review all the work of each section, each sub-contractor, and each file sub-bidder for the entire project so that all the work can be properly and completely performed.

B. Brick Masonry work includes, but is not limited to:

1. The Contractor shall include 50 individual bricks, as part of the base bid, to be replaced in the event bricks are broken during salvage operations. Individual locations evaluated and located by the Owner's Project Manager.

2. Number (Label), document, and carefully remove brick jack arch units to be reinstalled after installation of new steel lintels. Remove and dispose of existing steel lintel angles at lintel replacement locations.

3. High pressure water blast clean all masonry effected by lintel replacement operations. Test pressures in order not to damage material or cause leakage into the building. Spot clean efflorescence, grime, paint, oil, rust stains, grease, and green moss in advance. Provide test samples.

4. Install structural steel angle lintels installed tight to the underside of the existing brick jack arches on the existing south elevation masonry bearing wall and as specified on the drawings.

5. High pressure water blast clean all masonry with EnviroKlean Restoration Cleaner by Prosoco, or approved equal.

6. Clean all exterior masonry and seal all exterior masonry with clear breathable sealer:

7. High pressure water wash with EnviroKlean Restoration Cleaner by Prosoco, or approved equal. Prepare sample test area to determine strength of blast. Spot clean stains, efflorescence, atmospheric grime, and rust with SureKlean Heavy Duty Concrete Cleaner. Dilute as per manufacturer’s specifications.

i. Pre-wet a large area. When cleaning highly porous surfaces on hot days, a sec-ond pre-wetting is suggested. When cleaning vertical walls, keep lower areas wet to avoid streaks.

ii. Apply cleaning solution freely, using a soft fibered masonry washing brush or low pressure (40 psi) spray. Allow it to remain on the wall for 1-2 minutes, de-pending on drying conditions. Do not allow cleaning solution to dry into the sur-face, because this may leave residue and stain.

iii. Reapply cleaning solution and scrub or scrape surface using wood blocks or other non-metallic scraping devices. Take care not to harm the surface.

iv. Rinse thoroughly with fresh water. Complete rinsing is important to assure re-moval of all residues from the porous masonry. High pressure rinsing equipment with pressures of 500-1500 psi at a volume of 6-10 gallons per minute will prove most effective

v. Protect all woodwork, doors, windows, frames, and trim from damage due to cleaning chemicals and operations. Protect against water infiltration into the building due to pressure washing.

vi. Apply clear breathable masonry sealer to 100% of the exterior masonry. All pro-posed waterproofing materials shall comply with the latest edition of the Massa-chusetts Architectural Industrial Maintenance VOC Rule. Provide evidence of compliance with VOC Rule from Manufacturer. Clear sealers may be by the fol-lowing manufacturers or approved equal:

1. BASF - Hydrozo Clear 40 VOC

2. Conproco – Shield MX

3. Prosoco – SureKlean Weather Seal H40

The sealer shall be compatible to the façade joint sealant material. Protect all existing surfaces during installation. Provide a 10-year Warranty from the manufacturer on the clear sealer. Install as per the manufacturer’s recommendations.

1.06 DELIVERY, STORAGE, AND HANDLING

A. Deliver masonry materials in undamaged condition.

B. Storage and Handling:

1. Store and handle brick masonry units and materials to prevent their deterioration or damage due to moisture, temperature changes, contaminants, corrosion or other causes.

2. Limit moisture absorption of brick masonry units and cement lime, etc., during delivery and until time of installation to the maximum percentage specified for brick for the brick for the average annual relative humidity as reported by the U.S. Weather Bureau Station nearest project site.

3. Store cementitious materials off the ground, under weathertight covers or indoors, and kept clean and dry.

4. Store aggregates where grading and other required characteristics can be maintained.

5. Store masonry accessories including metal items to prevent deterioration by corrosion and accumulation of dirt.

1.07 PROJECT/SITE CONDITIONS

A. Protection of Work:

1. During erection, cover top of masonry element with waterproof sheeting at end of each day’s Work.

2. Cover partially completed structures when Work is not in progress.

3. Extend cover min. 24 in. down both sides of walls on structures and hold cover securely in place.

4. Do not apply loads for min. 3 days after building masonry walls or structures.

B. Staining:

1. Prevent grout, mortar or soil from staining the face of masonry to be left exposed.

2. Remove immediately grout or mortar in contact with such masonry.

3. Protect base of walls from rain-splashed mud and mortar splatter by means of covering spread on ground and over wall surface.

4. Protect sills, ledges, and projections from droppings of mortar.

C. Cold Weather:

1. No masonry work will be performed in temperatures lower than 40 degrees F and no material will be allowed to freeze within 48 hours of installation.

PART 2 - PRODUCTS

2.01 MATERIALS

A. Brick

1. New brick shall be Waterstruck face brick by Stiles & Hart, or approved equal and shall match existing brick in color, size and texture.

2. Brick shall be hard burned, water struck, sand molded, or wire cut clay brick conforming to ASTM C216, Grade SW, Type FBS, except that compressive strength shall not be less than 6,000 psi (individual) nor 8,000 psi (average of five) nor shall water absorption exceed 10% (individual) or 8% (average of five) when subjected to 5-hour boiling test, all in accordance with testing procedures defined in ASTM C67.

B. Masonry Mortar

1. Mortar: Shall conform to ASTM C270, Type N, consisting of one (1) part Portland Cement (ASTM C150, Type 1, and meeting efflorescence requirements below), ½ to 1-1/4 parts hydrated lime (ASTM C207, Type S), and sand (ASTM C144) in quantity of not less than 2-1/2 nor more than 3 times the sum of the quantities of cement and lime, by volume. Pending testing of the existing mortar, Type O mortar may be required.

2. New mortar at new brickwork and at all repointing locations shall match the existing mortar in color, texture, aggregate, tooling and finish.

3. Tooled joint shall match existing including depth of joint, shape of joint as well as amount of aggregate exposed.

4. Water shall be potable and free of injurious contaminates.

5. No admixtures of any type will be permitted.

6. Mixing:

a. Combine and thoroughly mix cementations, water, and aggregates in a mechanical batch mixer.

b. Mixing shall take place in a controlled area. One worker shall mix all batches of mortar to insure consistency to approved mockup sample.

C. For spot cleaning of efflorescence, atmospheric grime, and rust with SureKlean Heavy Duty Concrete Cleaner by Prosoco, or approved equal.

D. For spot cleaning of paint, oil, and grease with SureKlean Fast Acting Stripper by Prosoco, or approved equal.

E. High pressure water blast clean all masonry with EnviroKlean Restoration Cleaner by Prosoco, or approved equal.

PART 3 - EXECUTION

3.01 MASONRY CONSTRUCTION, GENERAL

A. Masonry work shall be done by skilled workmen, fully instructed as to the requirements of this specification, and adequately supervised during the work.

B. Cold Weather Masonry:

1. Do no masonry work when outdoor temperatures are less than 40 degrees F. unless provisions are made to adequately protect the masonry materials and finished work from frost by heating materials, enclosing the work, and heating the enclosed spaces.

2. Antifreeze admixtures will not be allowed in the mortar. No frozen work shall be built upon. No masonry unit having a film of frost on its surface shall be laid in the work. Any completed work found to be affected by frost shall be taken down and rebuilt.

C. Lay masonry plumb; true to line; with level courses; straight, clean, uniform joints; dry surfaces; and straight, plumb corners. Maintain vertical alignment of joints as required to match existing bond patterns. Align horizontal joints with tops of openings, as indicated. Lay units in solid partitions in manner to provide same evenness of surface on each side.

D. Adjust each masonry unit in final position while mortar is still soft and plastic. Remove any unit disturbed after mortar has stiffened and re-lay with fresh mortar.

E. Provide all chases, slots, and recesses as required to accommodate the work of other trades. Close only after such work has been installed tested, and approved. As the work progresses, set all anchors, bolts sleeves, frames, lintels, and all other items of the various trades required to be built-into the masonry. No cutting and patching of completed masonry work will be permitted except as approved by The Owner's Project Manager.

F. Do not use installed masonry work to support or in any way receive scaffolding or other temporary supports.

G. Provide complete protection against breakage, staining and weather damage to masonry. Masonry, when not roofed over, shall be positively protected with non-staining waterproof coverings, properly weighted, at night, during showers, and whenever masons are not working on the structure.

H. Maintain masonry clean as the work progresses. Exercise extreme care at exposed work to prevent smearing or staining with mortar. Wash mortar stains immediately from exposed surfaces. At completion of work cut out and repoint all holes and defective joints, leaving the entire work free of blemishes.

3.02 BRICK MASONRY WORK

A. Brick shall be studied for permeability before laying. Hard impervious brick shall be laid dry to assure maximum bonding. Bricks with high rate of suction (in excess of 0.025 oz. per sq. in. per min. under ASTM C67) shall be laid moist, but free of surface moisture, to permit proper moisture retention in the mortar.

B. Salvaged Bricks shall be re-installed in their proper locations. Construct brick work to conform to approved sample panel.

C. Shove bricks into place (do not lay) in full mortar beds, with vertical and horizontal joints completely filled when laid. Do not slush. Strike exposed joints flush with face of brick, then finish to match existing. Exercise extreme care to prevent mortar from falling into cavities and from bridging across to the new internal vent spaces. Provide temporary wood or metal strips in the cavities, raised as the work is carried up, or other suitable method to prevent clogged vent holes.

D. When mortar at exposed joints has become partially set, and will make a thumbprint under pressure without displacement of mortar, the joints shall be tooled to match existing.

3.04 ADJUSTING

A. Damaged or Defective Masonry:

1. Remove and replace masonry units which are loose, chipped, broken, stained, or otherwise damage or, if units do not match adjoining units as intended.

2. Provide new units to match adjoining units and install in fresh mortar pointed to eliminate evidence of replacement.

3.05 BUILDING CLEANING

a. Prepare the surface by thoroughly dry scraping off all peeling and loose paint.

b. Apply a thick coating of Sure Klean Fast Acting Stripper using a natural fiber cleaning brush, roller or large paint brush.

c. Allow stripper to dwell on the surface for 15-30 minutes or until coating “lifts” or shows indications of dissolving. Periodic agitation with a stiff bristle bush will improve stripper penetration. Take precautions to prevent passerby from coming near treated surfaces.

NOTE: Stripper should not be allowed to dry on the surface - stripping results may be unsatisfactory. If tests indicate long waiting periods will be necessary, reapply the stripper to prevent the previously applied material from drying.

d. Remove stripper and residue using pressure rinsing equipment (400-600 psi) or garden hose with adjustable water nozzle. Adjust the nozzle to provide a concentrated stream of water and flush the stripper and residue thoroughly from the surface. Heated water (150-180F) may improve stripping efficiency.

NOTE: Coatings that have been on the surface for a number of years will react differently when chemically stripped. Often, removing paints will require multiple applications and increased “dwell” time before complete removal.

e. Follow by thoroughly cleaning with EnviroKlean Restoration Cleaner according to product instructions.

4. Apply clear breathable masonry sealer to 100% of the exterior masonry. All proposed waterproofing materials shall comply with the latest edition of the Massachusetts Architectural Industrial Maintenance VOC Rule. Provide evidence of compliance with VOC Rule from Manufacturer. Clear sealers may be by the following manufacturers or approved equal:

3. Test cleaning methods on sample wall panel; leave ½ panel unclean for comparison purposes.

4. Obtain approval of the Owner's Project Manager for sample cleaning before proceeding with cleaning of masonry.

5. Protect adjacent stone and non-masonry surfaces from contact with cleaner by covering them with liquid strippable masking agent, polyethylene film, or waterproof masking tape in addition to required plywood protection at ornamental ironwork.

B. Clean masonry to comply with masonry manufacturer’s directions and recommendations.

It is the General Contractor’s responsibility to review all the Work of each section, each Subcontractor, and each file sub-bidder for the entire project so that all the Work can be properly and completely performed.

B. Architectural Woodwork Restoration Work includes, but is not limited to providing all labor, materials, equipment, and services necessary to complete the restoration of the portico, as specified herein..

1. Restore all components of existing wood fan arches, building friezes, door and window trim.

2. Restoration of historic architectural woodwork consists of paint removal, con-solidation and filling of deteriorated areas with specified epoxy material, ap-propriate Dutchman repairs, tightening of joints, priming, painting, weather-stripping, restoring hardware, and sealing joints at door and window frame pe-rimeter.

3. Chemically stripping paint from wood to be reserved for limited use only where hand scraping, and wet sanding would damage wood details.

4. Prep, prime, and paint all fan arch wood by hand scraping and wet sanding.

B. Level of Restoration: At completion of architectural woodwork restoration, restored fan arches shall include all wood, sealants, fillers, hardware, weather-stripping, and paint. Restoration shall include stripping of paint and coatings, repair and replacement of all damaged and deteriorated wood elements (using consolidation, consolidation and patch-ing, Dutchman repairs, member replacement, and element replacement), surface prepara-tion and painting, restoration of existing hardware and lighting, and sealing joints wood to masonry and wood to wood locations.

1.04 QUALITY ASSURANCE

A. Maintain a steady work crew consisting of qualified craftspeople and a full time foreman who has acceptable experience in historic architectural woodwork restoration. Confirm that all workers fully understand the requirements of the job. Allow for inspection of all work areas by the Owner's Project Manager.

B. "Skilled Craftsperson" is defined as an artisan trained in the conservation, reproduction and restoration of architectural woodwork. The craftsperson must have experience in restora-tion of architectural woodwork.

1. Foreman: Architectural woodwork restoration shall be directly supervised by a full-time foreman. Foreman shall be on site dally for duration of work of this Sec-tion. Same foremen shall remain on Project throughout work unless his perfor-mance is deemed unacceptable.

2. Mechanics: Architectural woodwork restoration shall be carried out by a steady crew of skilled mechanics who are thoroughly experienced with materials and methods specified and have a minimum of three years' experience with work on historic buildings similar to that required by this Section. In acceptance or rejec-tion of work of this Section, no allowance will be made for workers' incompetence or lack of skill.

C. Standards: Work of this Section shall comply with requirements and recommendations of the following standards, with requirements of this Section, and with applicable laws, codes, and regulations: In each case in which there is a conflict between the requirements, the most stringent and restrictive requirement shall govern.

1. Reference standards for restoration work to be established by quality control panels which have been approved by the Project Manager and which shall serve as stand-ards during the entire restoration process.

1.05 SUBMITTALS

A. General: Submit each Item in this Article. Revise and resubmit each item as required to obtain approval of the Owner's Project Manager.

B. Product Data: Manufacturer's technical data for each product to be used in work of this Section. Include test reports and certificates substantiating that products comply with spec-ified requirements, recommendations for application and use, and Materiel Safety Data Sheets (MSDS). .

C. Schedule: A schedule of work showing all items and including finishes, wood types, loca-tions, dimensions, and types of repair or replacement of each assembly.

D. Samples

1. Wood for Repair and Replacement: 6-Inch x 12-Inch x 1-Inch samples of each type to be used:

1.06 QUALITY CONTROL PANELS

A. General: Before beginning general architectural woodwork restoration, prepare quality control panels to provide standards for work of this Section. Do not proceed with architec-tural woodwork restoration until the Owner's Project Manager has approved quality control panels.

1. Locate quality control panels as directed by the Owner's Project Manager.

2. Notify Owner's Project Manager 48 hours prior to start of each quality control pan-el.

3. Owner's Project Manager will monitor quality control panels.

4. Use crew that will execute the work and follow requirements of this Section.

5. Repeat quality control panels as necessary to obtain Owner's Project Manager ap-proval.

6. Protect approved quality control panels to ensure that they are without damage, de-terioration, or alteration at time of Substantial Completion.

7. Approved quality control panels in undamaged condition at time of Substantial Completion maybe incorporated into the Work.

1.07 DELIVERY, STORAGE, AND HANDLING

A. General: Deliver, store, and handle all materials to protect them from damage, moisture, dirt, and introduction of foreign matter. Store materials on raised platforms and under ven-tilated, waterproof cover, Store packaged materials in manufacturer’s unopened containers, marked with manufacturer's name and product brand name. Immediately reseal containers after, partial use. Remove damaged and deteriorated materials and replace with fresh ma-terials:

B. Do not deliver or install kiln-dried materials unless spaces in which they will be stored and in which they will be installed are sufficiently dry.

1.08 PROJECT CONDITIONS

A. Safety: Take all necessary precautions to protect all persons, whether engaged in work of this Section or not, from all hazards of any kind associated with the work of this Section.

B. Protection of Building: Protect building elements and finishes from damage or deteriora-tion caused by work of this Section. Repair any damage to materials or finishes to Pro-ject Manager's satisfaction at no additional cost to Owner.

1. Take all necessary precautions to prevent fire and spread of fire.

1.09 ENVIRONMENTALCONDITIONS

A. General: Perform work only when temperature of products being used, temperatures of existing and new materials, and air temperature and humidity comply with product manu-facturers’ requirements and requirements of this Section. In case of conflict, the most stringent requirements shall govern.

B. Use of Epoxy Resins: Mix and apply epoxy resins only when temperatures are between 50 degrees Fahrenheit and 80 degrees Fahrenheit.

2.01 MATERIALS, GENERAL

A. Grades of all wood materials under this Section shall be as defined by the rules of the recognized association of lumber manufacturers producing materials specified. Materials for millwork shall meet or exceed the requirements for "Premium Grade, Class 1" work as established by Project Architectural Woodwork Institute's Project Architectural Woodwork Quality Standards. Where conflicts occur between these standards and re-quirements of this Section, the more stringent or restrictive requirement shall govern in each case.

B. Lumber shall bear grade and trademark of association under whose rules it is produced and a mark of mill identification.

C. Lumber shall be of sound stock, thoroughly seasoned, and kiln-dried to a moisture content not exceeding twelve (12) percent

D. Work that is, to be finished or painted shall be free from defects and blemishes on surfaces exposed to view that will show after finish coat of paint is applied.

1. Materials that are in any way defective and not up to specifications for quality and grade, or otherwise not in proper condition, shall be rejected.

2.03 ADHESIVES AND FASTENERS

A. Adhesive for Dutchman Repairs, Member Replacement, and New Sash Fabrication: Epoxy resin glue, designed for use with wood. Provide West System as manufactured by Gougeon Brothers, Inc., 706 Martin Street, Bay City, Michigan 48708, Abatron, Inc. Kenosha, WI (800)445-1754, Advanced Repair Technology, Cherry Valley, NY (607)264-9040, or approved equal. Provide the following materials by Gougeon: 105 Resin and 206 Slow Hardener.

B. Wood Consolidation and Patching System: System of epoxy resins and fillers designed for consolidating and patching deteriorated wood, Provide West System as manufactured by Gougeon Brothers, Inc,, 706 Martin Street, Bay City, Michigan 48706, Abatron, Inc. Ke-nosha, WI (800)445-1754, Advanced Repair Technology, Cherry Valley, NY (607)264-9040, or approved equal. Provide the following materials as appropriate to each condition requiring consolidation and patching: 105 Resin; 205 Fast Hardener; 206 Slow Hardener; 403 Filler. Microfibers; 406 Filler: Coloidal Silica; 407 Filler: Microballoons; and 409 Filler; Microspheres.

1. General: Prepare epoxy resins using accurate measuring containers, calibrated pumps, or other moans approved by Owner's Project Manager to ensure proper proportioning of resins and hardeners. Mix each batch in clean container without traces of cured resins. Mix components thoroughly following manufacturer’s in-structions. Do not mix more epoxy resin then can be applied before It. thickens sufficiently to affect its use,

2. Wood Consolidant: Mix resin and hardener as recommended by manufacturer to provide material of a viscosity that will thoroughly penetrate deteriorated wood.

3. Wood Filler: Mix resin, hardener, and fillers as recommended by manufacturer and as determined by testing to provide appropriate properties for filling in each case. Composition of filler may vary depending on surface area of patch, depth of patch, whether patch Is on vertical or horizontal surface, temperature of wood and surrounding air at time of application, and other conditions affecting action of epoxy resin and fillers. Adjust ingredients and proportions within limits recom-mended by manufacturer to provide optimum filler for each condition.

C. Screws for Attaching, Hardware: Provide all new solid brass screws to match existing brass screws. All other screws shall be stainless steel.

2.06 MISCELLANEOUS MATERIALS

A. Clear Wood Preservative: WDMA tested and accepted preservative and water-repellent formulation containing 3-lado-2-propynyl butyl carbamate (IPBC) as its active ingredient. Use chemical formulation that does not bleed through or otherwise adversely affect finish-es. Do not use colorants in solution to distinguish treated material from untreated material.

B. Miscellaneous Screws for repair and sash anchoring: Provide stainless steel screws.

2.07 WOOD PRESERVATIVE TREATMENT

A. Wood Required to be Preservative Treated: Brush applied or dip treatment of specified wood preservative to conformance with standards of the American Wood Preservers Asso-ciation and with WDMA I.SA. Treat all new wood members for replacement and new el-ements.

PART 3 - EXECUT10N

3.01 EXAMINATION

A. Contractor shall inspect all architectural woodwork Owner's Project Manager.

3.02 WOOD RESTORATION - GENERAL

A. General: Repair all portico and entrance door woodwork including columns, bases, pilas-ters, capitols, soffits, fascias, frieze, and trim as shown and scheduled using methods speci-fied in this Section. Restoration work includes all work necessary to provide restored archi-tectural woodwork complying with intent of this Section.

B. All Wood Components: Replace all missing, rotted, or otherwise defective wood. Finished architectural woodwork shall be fully intact, structurally sound, and weather tight. Patch holes, indentations, gouges, etc. using epoxy wood filler for holes less than 1 Inch x 1 inch x 1/2 inch deep and wood Dutchmen for holes equal to or greater than 1 inch x 1 inch x 1/2 inch deep.

C. Preservative Treatment: Preservative treat carpentry and millwork materials exposed to weather or in contact with Masonry or other dissimilar materials as specified herein, includ-ing all field outs and fittings.

3.05 WOODWORK RESTORATION

A. Preparation

1. Remove dirt and debris from architectural woodwork, including loose dirt inside paint, caulking, and filler.

2. Remove extraneous nails, staples, bolts, hooks, etc., from architectural woodwork.

3. Protect structure from weather. Dry all wood to moisture content below 1.7 per-cent.

4. Strip paint from exterior architectural woodwork. Use care to avoid damage to wood.

B. Architectural Woodwork Repair Procedure: Inspect all architectural woodwork compo-nents for condition. Test wood using an ice pick and moderate hand pressure to determine extent and depth of deterioration. Repair and replace wood elements as required to provide sound frame with all members having original planes and profiles.

1. Member Replacement: Disassemble elements as required to remove severely dete-riorated components. Provide new wood members matching original members as specified in Article "Member Replacement" below.

a. Where more than fifty (50) percent of wood is deteriorated, remove acces-sible portions, consolidate remaining portion, and provide Dutchman to replace removed portion. Install Dutchman using wood dowels and speci-fied adhesive.

2. Member Repair: Consolidate areas of members where wood is deteriorated; con-solidate and patch areas where wood is missing, and fill small holes (less than 1 inch x 1 inch x 1/2 inch deep), cracks, and open joints using epoxy fillers. Provide dutchman repairs for holes equal to or greater than 1 inch x 1 inch x 1/2 inch deep. Follow requirements of Article "Wood Element Restoration," below.

3. Joint repair: Tighten loose and open joints in frame using specified adhesive and finishing nails properly countersunk. Fill all joints.

C. Finishing

1. Cleaning: Prepare all architectural woodwork and trim elements to smooth surfac-es. Remove sanding dust and dirt using tack clothes.

2. Wood Preservative Treatment: Treat all unpainted exterior and concealed wood surfaces with wood preservative. Liberally apply two coats to all surfaces. Allow twenty four (24) hours between coats and three (3) days final coat and priming

3.07 PAINTING

A. All exterior wood that is restored on site shall be stripped, primed and painted on site dur-ing acceptable environmental conditions for the application of paint.

3.08 WOOD ELEMENT RESTORATION

A. General: Repair wood elements using epoxy consolidation, epoxy consolidation and patch-ing, Dutchman repairs, and/or member replacement as appropriate to each individual mem-ber to ensure that sound existing material is saved and that at completion of work, all wood elements are free of rotted and deteriorated wood and solid and true to original profiles with all arises sharp and true.

B. Protection: Where wood elements are restored on site, protect surrounding building ele-ments and surfaces from contact with epoxy resins using polyethylene sheets and tape or other approved methods. Contractor shall restore or replace building elements and surfaces damaged or deteriorated by epoxy resins to Owner's Project Manager's satisfaction at no additional cost to Owner.

C. Epoxy Consolidation and Patching

1. Preparation: Following paint removal to bare wood, remove dirt, dust, and other contaminants that might interfere with effectiveness of epoxy consolidation and patching using soft bristle brushes and clean oil-free compressed air.

2. Manufacturer's Recommendations: Follow epoxy resin manufacturer's Instructions for' mixing of components, application temperatures, and material handling and manufacturer's recommendations for selection of resins, hardeners, and Oilers for each type of consolidation and patching required.

3. Consolidation and Patching of Wood with Deterioration Less Than 3 1/4-Inch Deep: Consolidate deteriorated wood, fill surface to restore profile, and send to provide surface matching adjacent wood surface.

a. Brush apply a heavy coat of epoxy wood consolidant onto clean wood sur-faces and allow it to soak into wood. Apply an additional coat while pre-vious coat is uncured to completely saturate deteriorated areas of wood.

b. Fill depressions, voids, gouges, and cracks with epoxy wood filler to re-store original planes and profiles. Apply wood filler before consolidant has completely cured:

c. Thoroughly sand cured epoxy resin to provide proper surface for bond of paint without altering wood profile. (Curing time varies with ambient temperature and product used.) Sand surfaces smooth. No scratches from sanding shall be visible after wood element has been painted.

4. Consolidation and Patching of Wood with Deterioration 3/4-Inch or Greater In Depth: Prepare wood to receive consolidant, consolidate deteriorated wood fill surface to restore profile, and sand to provide surface matching adjacent wood sur-face.

a. Drill 3/8-inch-diameter holes from surface of deteriorated wood member through deteriorated wood and into sound wood on approximately 3-inch centers. Stagger holes.

1. On bases, drill from top of base through approximately ninety (90) percent of base thickness.

b. Pour low modulus, low viscosity epoxy wood consolidant into each hole until hole has been filled. As epoxy is absorbed into wood, top off holes with epoxy until no hole will accept additional consolidant (if the wood being treated contains water, the water will be forced out by the epoxy without affecting the procedures).

c. Brush apply a heavy coat of epoxy wood consolidant on remaining weath-ered portions of wood element. Repeat brush application until all surfaces being treated are saturated with epoxy wood consolidant and are flush and smooth.

d. Fill depressions, voids, gouges, and cracks with spotty wood filler to re-store original planes and profiles. Apply wood filler before consolidant has completely cured.

e. Thoroughly sand cured epoxy resin to provide proper surface for bond of paint without altering wood profile. (Curing time varies with ambient temperature and product used.) Sand surfaces smooth. No scratches from sanding shall be visible after wood element has been painted.

f. Protect epoxy resin from prolonged exposure to ultraviolet light. Apply primer within forty-eight (48) hours after resin has cured.

5. Patching Holes, Cracks, Depressions, and Gouges: Apply epoxy wood consoli-dant, fill depressed areas of surface with epoxy wood filler to restore profile, and sand to provide surface matching adjacent wood surface.

a. If area to be patched has been consolidated, apply epoxy wood filler be-fore consolidant has completely cured.

b. If area to be patched has not been consolidated, brush-apply generous coat of wood consolidant to clean sound surface.

c. Before consolidant has cured, fill holes and other irregularities with epoxy wood filler flush with surface of wood, matching profile of origi-nal wood surface.

D. Dutchman Repairs: Prepare substrate and provide Dutchman to fill hole or replace dete-riorated portion of member matching plane and profile of adjacent surface.

1. Substrate: Neatly cut defective wood and enough sound wood to ensure that Dutchman will bond to sound substrate end to form a prismatic void. Mortise for Dutchman shall have square corners and edges. End joints shall be scarf joints.

a. Where end of a component is to be replaced by Dutchman, use interlock-ing diagonal scarf joint or interlocking joint (such as open mortise and tenon joint) or both for end-to-end joint between Dutchman and existing wood member to provide maximum bonding surface at the joint and in-crease the structural strength of completed assembly.

2. Dutchman: Cut Dutchman to exactly fit void with exposed portion slightly proud of adjacent original wood surface. Grain of Dutchman shall run parallel to grain of existing wood member.

3. Installation: Secure Dutchman with specified adhesive and clamp (or for frames, nail) in place until adhesive is set.

4. Finishing: Plane or scrape top of Dutchman to match plane and profile of adja-cent surface. Sand to provide uniformly smooth surface without sandpaper marks or other imperfections. Dutchman shall not be detectable to the naked eye ate distance of three (3) feet after surface has been painted.

3.09 ADJUST AND CLEAN

A. Clean new and existing finish hardware.

B. Clean glass.

5.1 PAINT

1. Sherwin Williams Duration exterior paint, Or Approved Equal. Color to be selected by the Owner from manufacturers standard colors.

B. Material Compatibility: Provide materials that are compatible with one another and with substrates.

1. For each coat in a paint system, provide products recommended in writing by manufacturers of topcoat for use in paint system and on substrate indicated.

C. Colors: As to match original colors as specified by the historic paint analysis.

PART 6 - EXECUTION

6.1 PREPARATION

A. Remove hardware, lighting fixtures, and similar items that are not to be painted. Mask items that cannot be removed. Reinstall items in each area after painting is complete.

B. Clean and prepare surfaces in an area before beginning painting in that area. Schedule painting so cleaning operations will not damage newly painted surfaces.

C. Cleaning: 1. Gentlest means possible should be utilized. Attempt to use water at a pressure less than

60 psi and a natural bristle brush before moving on to a harsher means\ 2. If stubborn biological staining exists, a 3:1 hot water: bleach mixture should be applied

by handheld compression tank sprayer or by hand with a natural brush. Thoroughly rinse the area with clean water at a pressure of less than 60 psi.

3. The use of tri-sodium-phosphate (TSP) or other products containing phosphates or

sodium (soluble salts) is forbidden.

D. Paint Removal: Wet Scrape with hand tools all surfaces exhibiting areas of loose or peeling paint, and areas of adhesion failure. Wet hand sanding after scraping is preferable using a grit no lower than 80, but appropriate to achieve a smooth surface but not remove substrate.

1. Sandpaper should be industrial, open-coat for wet sanding. 2. Random orbital or palm wet sanding may be used, only following agreement by the

Owner's Project Manager, so long as no or very minimal removal of existing substrate results. Any sander must have attached dust collector.

3. Sand paper of the appropriate grit should also be used to sand rough or fuzzed areas left after priming—but should not expose substrate.

4. Heat: Use of infrared heater of heat gun is not allowed due to the existence of Lead Paint.

5. Chemical: Chemical strippers shall be reserved for use in special situations, and shall not be used unless approved by the Owner's Project Manager and according to the scope of work of the contract documents. If a chemical stripper is used, preference will be given to an environmentally friendly product; no methylene chloride strippers shall be allowed.

6.2 APPLICATION

A. Apply paints according to manufacturer's written instructions.

1. Use brushes only for exterior painting and where the use of other applicators is not practical.

B. Apply paints to produce surface films without cloudiness, spotting, holidays, laps, brush marks, roller tracking, runs, sags, ropiness, or other surface imperfections. Cut in sharp lines and color breaks.

1. If undercoats or other conditions show through topcoat, apply additional coats until cured film has a uniform paint finish, color, and appearance.

C. Apply stains and transparent finishes to produce surface films without color irregularity, cloudiness, holidays, lap marks, brush marks, runs, ropiness, or other imperfections. Use multiple coats to produce a smooth surface film of even luster.

6.3 EXTERIOR PAINT APPLICATION SCHEDULE

A. Galvanized Metal:

1. Semigloss Latex: Two coats over cementitious galvanized-metal primer: MPI EXT 5.3A.

B. Dressed Lumber: Including architectural woodwork, and doors. 1. Semigloss Latex: Two coats over alkyd primer: MPI EXT 6.3A.

C. Wood Panel Products: Including fascias, soffits 1. Semigloss Latex: Two coats over alkyd primer: MPI EXT 6.4G. Match existing paint colors and sheen.

Steel: Structural, Plate, And Similar Items: Should be cleaned by one or more of the surface prepara-tions described below. These methods are used throughout the world for describing methods for cleaning structural steel. Visual standards are available through the Society of Protective Coatings. A brief descrip-tion of these standards together with numbers by which they can be specified follow.

7.4 Solvent Cleaning, SSPC-SP1: Solvent cleaning is a method for removing all visible oil, grease, soil, drawing and cutting compounds, and other soluble contaminants. Solvent

cleaning does not remove rust or mill scale. Change rags and cleaning solution fre-quently so that deposits of oil and grease are not spread over additional areas in the cleaning process. Be sure to allow adequate ventilation.

7.5 Hand Tool Cleaning, SSPC-SP2: Hand Tool Cleaning removes all loose mill scale, loose rust, and other detrimental foreign matter. It is not intended that adherent mill scale, rust, and paint be removed by this process. Before hand tool cleaning, remove visible oil, grease, soluble welding residues, and salts by the methods outlined in SSPC-SP1.

7.6 Power Tool Cleaning, SSPC-SP3: Power Tool Cleaning removes all loose mill scale, loose rust, and other detrimental foreign matter. It is not intended that adherent mill scale, rust, and paint be removed by this process. Before power tool cleaning, remove visible oil, grease, soluble welding residues, and salts by the methods outlined in SSPC-SP1.

7.7 White Metal Blast Cleaning, SSPC-SP5 or NACE 1: A White Metal Blast Cleaned sur-face, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter. Be-fore blast cleaning, visible deposits of oil or grease shall be removed by any of the methods specified in SSPC-SP1 or other agreed upon methods.

7.8 Commercial Blast Cleaning, SSPC-SP6 or NACE 3: A Commercial Blast Cleaned sur-face, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter, ex-cept for staining. Staining shall be limited to no more than 33 percent of each square inch of surface area and may consist of light shadows, slight streaks, or minor discol-oration caused by stains of rust, stains of mill scale, or stains of previously applied paint. Before blast cleaning, visible deposits of oil or grease shall be removed by any of the methods specified in SSPC-SP1 or other agreed upon methods.

7.9 Brush-Off Blast Cleaning, SSPC-SP7 or NACE 4: A Brush-Off Blast Cleaned surface, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, loose mill scale, loose rust, and loose paint. Tightly adherent mill scale, rust, and paint may remain on the surface. Before blast cleaning, visible deposits of oil or grease shall be removed by any of the methods specified in SSPC-SP 1 or other agreed upon methods.

7.10 Power Tool Cleaning to Bare Metal, SSPC-SP11: Metallic surfaces that are pre-pared according to this specification, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxide corrosion prod-ucts, and other foreign matter. Slight residues of rust and paint may be left in the low-er portions of pits if the original surface is pitted. Prior to power tool surface prepara-tion, remove visible deposits of oil or grease by any of the methods specified in SSPC-SP1, Solvent Cleaning, or other agreed upon methods.

7.11 Near-White Blast Cleaning, SSPC-SP10 or NACE 2: A Near White Blast Cleaned surface, when viewed without magnification, shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter, except for staining. Staining shall be limited to no more than 5 percent of each square inch of surface area and may consist of light shadows, slight streaks, or minor discol-oration caused by stains of rust, stains of mill scale, or stains of previously applied paint. Before blast cleaning, visible deposits of oil or grease shall be removed by any of the methods specified in SSPC-SP1 or other agreed upon methods.

7.12 High- and Ultra-High Pressure Water Jetting for Steel and Other Hard Materi-als: SSPC-SP12 or NACE 5: This standard provides requirements for the use of high- and ultra-high pressure water jetting to achieve various degrees of surface cleanliness. This standard is limited in scope to the use of water only without the addition of solid

particles in the stream. 7.13 Water Blasting, SSPC-SP12/NACE No. 5: Removal of oil grease dirt, loose rust,

loose mill scale, and loose paint by water at pressures of 2,000 to 2,500 psi at a flow of 4 to 14 gallons per minute.

Ferrous-Metal Substrates: Clean ungalvanized ferrous-metal surfaces that have not been shop coated; remove oil, grease, dirt, loose mill scale, and other foreign substances. Use solvent or me-chanical cleaning methods that comply with SSPC recommendations.

7.14 Blast-clean steel surfaces as recommended by coating manufacturer and according to

SSPC-SP 10. 7.15 Treat bare and sandblasted or pickled clean metal with a metal treatment wash coat

before priming. 7.16 Touch up bare areas and shop-applied prime coats that have been damaged. Wire

brush, solvent clean, and touch up with same primer as the shop coat.

Nonferrous-Metal Substrates: Clean nonferrous and galvanized surfaces according to manufactur-er's written instructions for the type of service, metal substrate, and application required.

SCHEDULE 3 - FIELD QUALITY CONTROL

7.1 Owner will engage a qualified independent testing agency to sample paint material being

used. Samples of material delivered to Project will be taken, identified, sealed, and certified in the presence of Contractor.

7.2 Owner may direct Contractor to stop painting if test results show material being used does not comply with specified requirements. Contractor shall remove noncomplying paint from Project site, pay for testing, and repaint surfaces previously coated with the non complying paint. If necessary, Contractor may be required to remove non com-plying paint from previously painted surfaces if, on repainting with specified paint, the two coatings are incompatible.

SCHEDULE 4 - CLEANING

After completing painting, clean glass and paint-spattered surfaces. Remove spattered paint by washing and scraping without scratching or damaging adjacent finished surfaces.

SCHEDULE 5 - PROTECTION

Protect work of other trades, whether being painted or not, against damage from painting. Correct damage by cleaning, repairing or replacing, and repainting, as approved by Architect.

Provide "Wet Paint" signs to protect newly painted finishes. After completing painting operations, remove temporary protective wrappings provided by others to protect their work.

After work of other trades is complete, touch up and restore damaged or defaced painted surfaces.
