What is NTAR?

Background and Mission

“All change” is a phrase that every rail passenger is used to hearing. But it’s now a phrase that has special resonance throughout the UK rail industry, as the move toward the ‘Digital Railway’ of the future gathers pace – just at the time when many of the industry’s workforce are approaching retirement age.

Both government and industry alike recognise that this combination of technological and demographic pressure needs a very clear strategy. Only by addressing training and recruitment needs now can we ensure that the UK can draw upon a highly-skilled talent pool in rail engineering – and create a truly world-leading 21st century rail network.

With immediate needs on the timetable too, such as expansion of the workforce to maintain new fleets, the response to the challenge has been a unique and ambitious public/private partnership between government agencies and private enterprise: the National Training Academy for Rail (NTAR).

NTAR, with its multi-million pound state-of-the-art facility based in Northampton, will act both as a UK flagship and an international Centre of Excellence for skills development and collaborative working in traction and rolling stock: addressing a skills gap that would otherwise become a barrier to both maintaining and growing the workforce.

How will NTAR work and operate?

NTAR is a joint project between the National Skills Academy for Rail (NSAR), the Department for Business, Innovation & Skills (BIS) and the Department for Transport (DfT), with industry partner Siemens.

The academy plays a leading role in the new railway skills development programmes being driven by NSAR – working with the market to make sure that industry priorities are met.

NTAR specialises in vital traction and rolling stock training: offering unrivalled facilities and courses, with our Northampton centre acting as a hub to support and deliver services to customers across the country.

Technical Training for Traction and Rolling Stock

“We don’t currently have a supply chain capable of delivering this sort of change programme – we don’t have enough people with the skills to do it”

The challenge

Of the 100,000 or so people employed in the UK railway engineering industry, the combined need for additional staff and the ageing profile of the existing workforce will hit the 14,500-strong Traction and Rolling Stock sector especially hard.

An additional 4,900 technicians and engineers will be required by 2025 simply to keep pace with today’s need and a further 3,300 will be required as a result of future projects and technology. With around 4,000 more due to retire by 2023, the task is made greater still; especially given that over half the workforce will reach retirement age in the next fifteen years.

Added to this demographic challenge are the demands of major projects such as Crossrail, HS2 and electrification works – but above all, the whole move toward the ‘Digital Railway’; including programmes such as the European Rail Traffic Management System (ERTMS) and advanced train control systems.

Network Rail’s CEO Mark Carne has spoken of this challenge, explaining that by “using smart trains, we can provide down-the-wire information to people on the track, completely changing the way we work”: adding that it is “the biggest change in the railway in many generations.” The only problem, he said, was that “we don’t currently have a supply chain capable of delivering this sort of change programme - we don’t have enough people with the skills to do it.”*

The NTAR solution

To achieve this goal and attract bright young people who want to come and join the industry, the National Training Academy for Rail (NTAR) believes that a new approach to training is needed. Working with EAL, the specialist industry qualification awarding organisation, we are launching a newly-accredited programme of practical technical instruction that will allow your staff to build their skill base step-by-step.

Beginning with the successful completion of five modules (from a choice of eight) to achieve an Award in Traction and Rolling Stock Maintenance, individuals can then progress through five further modules to the Certificate stage. Finally, five concluding modules will qualify them for the Diploma in Traction and Rolling Stock Maintenance, which will become the ‘gold standard’ for training in the sector. These Diploma courses also include developmental options designed to enhance supervisory skills, which can serve as a ‘bridge’ to the more advanced leadership and management modules available at a later stage of career progression.

Train Vehicle Introduction (for non-technical staff)

Learning Objective/Course OverviewThis course is designed for new or future employees who have either recently joined the rail industry or are looking to join the industry. It will introduce candidates to the common and differing features of the modern vehicles in service across the industry and the main components of the local class of vehicle. This is the first step on your career introduction into the Railway.

This will be both a theory and practical course with access to Rail Vehicle components in our dedicated training hall and within a maintenance Depot.

Delegates will be tested on their knowledge at the end of the course.

Key OutcomesOn successful completion of the course assessment, delegates will have demonstrated the knowledge and skills required to:

• Have a general understanding of all major components & systems on rail vehicles

• Name the location, fleet, and customer for each of the main rail industry rolling stock fleets

• Describe the similarities and differences between the UK fleets

• Identify the locations of the major systems of the local fleet used during the training course

• State the relationships between the major systems of the local fleet studied during the training course.

RequirementsThere are no specific requirements for this course.

Qualification Successful completion of this course, together with four others from those at the same level, will qualify the candidate for the NTAR Award in Traction and Rolling Stock Maintenance.

Learning Objective/Course OverviewDesigned for new comers into the rail industry across all disciplines, to acquire a rapid understanding of the fundamentals of traction and rolling stock, to be able to apply this knowledge in a business and non-technical environment.

Key OutcomesOn successful completion of the course assessment, delegates will be able to:

• Locate and identify the vehicles within the relevant Fleet.

• Locate, identify and describe the functions of the major systems and equipment on the train(s)

• Interpret schematic drawings of electrical and pneumatic systems and equipment to facilitate simple fault finding.

• Use the Train Management System to diagnose train status and current faults

• Describe limits of own actions and authority relating to warranty of components

• Use laptop and diagnostic software to investigate and eliminate system faults

• A high visibility vest, hard hat, suitable outdoor clothing and safety footwear with mid-sole protection.

For Technicians

Learning Objective/Course OverviewThis course has been designed for newly appointed Rail Technicians or people looking for a change in career who have a mechanical and electrical background. The Vehicle Introduction Technical (VIT) course gives candidates an introduction to each of the various systems on a Rail Vehicle.

This will be both a theory and practical course with access to Rail Vehicle components in our dedicated training hall and within a maintenance Depot.

Delegates are assessed through general observation, coursework and a written exam.

Key OutcomesOn successful completion of the course assessment, delegates will be able to:

• Locate and identify the vehicles components within the relevant Fleet

Advanced Doors Maintenance

Learning Objective/Course OverviewAn advanced course for Technicians with responsibilities that include fault finding on interior, cab and saloon doors. This course will be delivered using Bode and Faiveley doors.

Key OutcomesOn completion of this course, successful delegates will be able to:

• Locate and operate interior, cab and saloon doors

• Locate all major components and isolation points

• Demonstrate an understanding of the relationship between door and brake loop

• Recognise the measurements required for the doors to work correctly

• Fault find with the use of circuit diagrams, the TMS and Pintsch Bamag Software

• Complete scheduled maintenance tasks to the required standard in accordance with the maintenance manual and in compliance with the various depot safety precautions.

RequirementsDelegates will require appropriate personal protective equipment.

It would be advantageous to have achieved the NTAR Certificate.

Introduction to Doors Maintenance

Learning Objective/Course OverviewThis is an introduction course to the set up and maintenance of Train interior, cab and saloon doors. Within our training hall we have different door rig from single plug, double plug and pocket doors. These cover nearly all the types of passenger doors in current service.

This will be both a theory and practical course with access to the three rigs in our dedicated training hall.

Key OutcomesOn completion of this course, successful delegates will be able to:

• Locate and operate interior, cab and saloon doors

• Locate all major components and isolation points

• Demonstrate an understanding of the relationship between door and brake loop

• Recognise the measurements required for the doors to work correctly

Learning Objective/Course OverviewA course covering the preventative maintenance techniques applicable to Universal toilet doors.

Key OutcomesOn successful completion of the course the delegate will, in accordance with depot guidelines, be able to:

• Understand and carry out the added preventative maintenance techniques.

Introduction to Electrical Fault Finding

Learning Objective/Course OverviewA course for delegates with some, but limited electrical experience which describes the logical methods used to identify, analyse and correct electrical faults.

Key OutcomesOn successful completion of the course the delegate will be able to:

• Recognise the symptoms of electrical faults

• Recognise basic electrical faults (open circuits, short circuits and insulation breakdown)

• Use test equipment to safely check for electrical faults

• Use circuit diagrams, block diagrams and flowcharts to locate faults

• Use logical methods to diagnose electrical faults

• Correctly diagnose faults on a range of electrical systems.

RequirementsDelegates will require either, completion of NTAR 0019, Systems/Schematics or a working understanding of rail electrical systems and schematics and the appropriate Personal Protective Equipment (PPE).

Qualification Successful completion of this course, together with four others from those at the same level, will qualify the candidate for the NTAR Certificate in Traction and Rolling Stock Maintenance.

Current Collection and Electrical Systems

Learning Objective/Course OverviewThis course is designed to give the delegates an overview of the train electrical systems including current collection components and the Train Line systems with a view to achieving level one fault finding within those systems.

Key OutcomesOn successful completion of the course the delegates will be able to:

• Locate and identify the current collection equipment such as the Pantograph, VCB (Vacuum Circuit Breaker) and transformer

• Locate and identify the key electrical control circuits on the train

• Understand schematically how those electric circuits work (VCB on circuit).

Key OutcomesOn successful completion of the assessment delegates will, in accordance with Railway Group Standards and GM/GN2646, be deemed competent to assess employees with the 6 Monthly Axle Bearing Assessment, using the appropriate paperwork and skill set.

This will be both a theory and practical course with access to bogies, axle bearing components in our dedicated training hall.

Key OutcomesOn successful completion of the course the delegate will, in accordance with Railway Group Standards, have an understanding of the maintenance, examination and familiarisation of axle bearings in accordance with GM/GN2646; and wheelsets in accordance with GM/RT 2466 and other relevant authorised documentation.

Successful delegates will be deemed competent for a period of two years and will have passed an exam to receive their certificate.

Personal Track Safety (AC and DCCR)

Learning Objective/Course OverviewThe course is designed to give a basic understanding of safety within the rail industry. It is required by all employees/contractors working within the boundaries of Network Rail track. Following a written assessment, successful delegates will be issued with a Personal Track Safety (PTS) card.

Key OutcomesOn successful completion of the course delegates will, in accordance with Railway Group Standards, be able to:

• Demonstrate their ability to correctly interpret the rule book, Track Safety Handbook (TSH) and relevant local instructions when required to go on or near the line

• Demonstrate their understanding and ability to follow a safe system of work.

RequirementsDelegates will require:

• A valid medical certificate that meets the requirements set out by their own Company

• A valid Drugs and Alcohol Screening indicating a negative result that meets requirements of Railway Group Standard GE/RT 8070

• A high visibility vest, blue hard hat, suitable outdoor clothing and safety footwear with mid-sole Protective

• The NCCA site ID and address of sponsoring organisation

• Proof of their identity

• Complete the on-line e-learning PTS module

There is also a Railway Group Standard requirement for delegates to be able to hold a conversation in English

Qualification Upon successful completion of this course, the candidate will be issued with a Personal Track Safety (PTS) card valid for a maximum of two years.

Learning Objective/Course OverviewA two day course for re-certifying Personal Track Safety (PTS) Card holders. It serves to refresh delegates’ knowledge of basic railway safety.

• Demonstrate their ability to interpret correctly the rule book, track safety handbook (TSH) and relevant local instructions when required to go on or near the line

• Demonstrate their understanding and ability to follow a safe system of work.

RequirementsDelegates will be required to:

• Hold a valid Personal Track Safety card

• Provide a PTS Work Experience book with at least 2 entries of working on or near the line for each of the previous years:

• Where applicable, hold a Track Safety Handbook (TSH).

Refrigerant Handling (F Gas Handling Fluorinated Gases and Ozone Depleting Substances)

Learning Objective/Course OverviewA comprehensive introduction to the practical, theoretical, and legal aspects of refrigerant handling; including everything from basic refrigeration and brazing through to how to read pressure enthalpy charts and the meanings of superheat and sub-cooling. Delegates will undergo six hours of assessments at the conclusion of the course.

Key OutcomesOn successful completion of the course the delegate will:

• Identify basic systems, terms, principles and units: and understand how these relate to the theory and thermodynamics of vapour compression cycles and refrigerants

• Identify the causes and effects of global warming and climate change

• Identify causes and effects of ozone depletion

• Identify stationary refrigerant, air conditioning and heat-pump system components, functions and leakage risk

• Identify the hazards and safe working practices for the installation, commissioning and handling of refrigerants

• Fabricate and examine pipework

• Undertake pressure testing, evacuation and record completion

• Undertake refrigerant charging, leak checking and record keeping

• Undertake recovery of refrigerant and oil and prepare for disposal.

RequirementsDelegates will require:

• A high visibility vest, hard hat, suitable outdoor clothing and safety footwear with mid-sole protection
