PlanningAssumptions

ThereareseveralplanningassumptionsusedbytheAllUniversityTechnologyCommittee(AUTC)andInformationTechnologyServices(ITS)leadershipteammadeasthetechnologymasterplanforWinonaStateUniversity(WSU)wasbeingdeveloped.Afewofthoseassumptionsareasfollows:• Informationtechnologyiscriticaltotherealizationofinstitutionalgoalsandmustbe

alignedwiththemissionandvisionoftheUniversity.

• TheUniversityislikelytoexperiencebudgetaryconstraintsduringtheeffectiveyearsinwhichthistechnologymasterplanisimplemented.

• TheWinonacampusiscommittedtoprovidingamulti-platformone-to-onemobilecomputingstrategytostudentsandfacultythroughitse-Warrior:DigitalLifeandLearningProgramwhichprovidesthestagetodelivertechnologyaccessanytimeandanywhere.

• WinonaStateUniversity-Rochestersomestudentsarenotcurrentlyinvolvedinthee-Warrior:DigitalLifeandLearningProgram,whichresultsinsomedistincttechnologyissuesforthesefacultyandstudents.

• TheUniversityisdedicatedtosupportinganinformationtechnologyinfrastructurethatisrobust,reliable,andtransparenttotheenduser.

• Individualfacultymembersareultimatelyresponsibleforsettingthetechnologyexpectationsofstudentsintheircourses.Thedepartmentsareresponsibleforintegratingtechnologyintotheiracademicprogramsasappropriate,andassessingtheseefforts.

IntroductionandBackgroundWinonaSateUniversity(WSU)seestechnologyasastrategictooltomeetitsacademicandadministrativevision.In1997,WinonaStatelauncheditse-Warrior:DigitalLifeandLearningProgram,providingallstudentswithalaptopcomputertoenhancetheirstudiesontheWinonacampus.Theprogramhasbeenwovenintothefabricoftheinstitution.Ourgraduates,manyofwhomcontinuetoworkandlearnintheStateofMinnesota,havebenefitedfromtheknowledge,skills,andabilitiesgainedthroughtheirparticipationintheprogram.TheUniversitycontinuestobuildonasolidfoundationofpastinitiatives,andlookstoadvancetheeffortsaroundseveralkeyteachingandlearningtechnologyissues.Theplanhaslaidoutaseriesofactivitiestoenhancethedigitalandinformationliteracyofourstudents;educatethecampuscommunityoneffectivepracticesaroundaccessibilityanduniversaldesign;leveragetheworkaroundopeneducationalresources;augmentthesupportofonlineandblendedteachingandlearning;continuetoevolvetheeffortsaroundlearningspaces;promoteadaptiveteachingandlearningpractices;andleveragingtheevaluationandimplementationofemergingtechnologies.Workinthesekeyareaswillmovetheinstitutionforwardinitseffortstohaveanimpactonstudentsuccess.ThisnewTechnologyMasterPlanalsoisthefirstthatpromotesanewandexcitingpartnershipwiththelibrary.Specificactivitiesintheplancallsforopeninga“DigitalLearningCommons”Thenewservicewillprovideaplethoraofsupportoptionsforstudentsaroundvarioustechnologiesastheyworkonassignmentsinbothjustintimeorworkshopformats.Inaddition,severalinitiativeswillfocusonenhancingdigitalscholarship,fluency,andcollections.Inprovidingthesesupportservicesitwillenhanceresourcesandplacesforstudentsrelatedtobothindependentstudyandcollaboration.ThistechnologymasterplancontinuestoprovideaframeworkforintegratingandprioritizingtechnologyrelatedissuesatWSU.Itwasdevelopedtoarticulateacommonvisionfortechnologyandprovideaguideforfuturetechnologyimplementations.Assessments(bothquantitativeandqualitative)oftheactivitiesintheplanarecriticaltomovinginitiativesforward.Doingthiswillprovideaguidetoenhanceandimproveservicestomeettheneedsofstudents,faculty,andstaffnowandinthefuture.ThisTechnologyMasterPlanrepresentstheUniversity’sefforttocontinuetopioneertheintersectionofteaching,learning,technology,andengagement.

TechnologyMasterPlanDevelopmentProcess

ThisdocumentrepresentsaculminationofworkstartedinOctoberof2016.Inthefallof2106theAllUniversityTechnologyCommittee(AUTC)developedandendorsedtheplanningconceptofafoundation(Infrastructure)andthefourpillars(TeachingandLearning,ServiceandSupport,DataPrivacyandSecurityandAcademicandBusinessWorkflows).Thisfoundationandfourpillarswereusedaswaytocollectfeedbackfromthecampus.RobinHonken,LoriMjoen,andKennethJanzconductedseveraltechnologyplanningandlisteningsessionsacrossthecampusduringthespringsemesterof2017.Duringthese19planningandlisteningsessionsgeneralfeedbackandideasfromvariousstakeholdergroupswerecollected.Thefeedbackandideasweredevelopedintofacilitatingactivities.ThesefacilitatingactivitieswerethencategorizedandreviewedbytheAllUniversityTechnologyCommittee.Theproductofthatworkiscontainedinthisplan.

NextSteps

OncethetechnologymasterplanningiscompletetheInformationTechnologyServices(ITS)leadershipteamwillcreateatacticalplantooperationalizethetechnologymasterplan.ITSwillperformandexecutethetacticalplan.ITSwillassessandevaluatetheoutcomesandreportbacktoAUTCandCabinettheresults.ThetechnologymasterplanwillguideallfuturetechnologyimplementationsatWinonaStateUniversity.
