Latest Gross Domestic Products (GDP) figures show that the Malaysian economy has indeedbeen slowing down. In the fourth quarter of 2010, GDP grew 4.8% year-on-year, lower thanthe previous quarter’s 5.3%. GDP for the whole of 2010 was 7.2%. The GDP forecast for2011 will be between 5% to 6%.

The economy continued to operate under the conditions of full employment as theunemployment rate fell to 3.2% in the third quarter of 2010. Total employment increased to11.61 million. Total job vacancies stood at 393,408 in the fourth quarter of 2010. The numberof active job seekers continued to increase to 368,094 at the end of December 2010. Thenumber of foreign workers was a total of 1.8 million at the end of December 2010.

The AOTS Energy Efficiency Training in Japan was completed in late November 2010. Wehave made our application for a similar course in 2011. We hope to receive a positive replyfrom AOTS by April 2011.

The proposed technical visit to Beijing in 2010 was cancelled due to lack of response. Weare planning for a similar trip this year and hope to have members’ participation to make ita success.

TEEAM’s proposal on Power Factor Improvement had received good support from otherassociations. We are now gathering these support letters from the associations so that wecan bring this matter to the Minister.

We continue to appeal to our members to assist in membership recruitment. The MembershipRecruitment Committee is organising the Treasure Hunt 2011 in March and we are happy tonote that 29 cars with around 110 participants will take part. We are grateful to our sponsorsand the participants.

It is with great sorrow that we announce the demise of our Technical Adviser, the late YBhgDatuk Ir (Dr) Mohd Annas Hj Mohd Nor on 15th November 2010. Datuk Annas hadcontributed greatly to the electrical sector and had been the Chairman of the EnergyCommission.

We are also sad to announce the demise of Engr Edward L Mendoza on 11th February 2011in Manila. Engr Mendoza had contributed greatly to AFEEC and FAPECA. He was AFEECPresident for the year 2004-2007.

The TEEAM 58th anniversary wascelebrated on 9th October 2010 witha grand dinner at One World Hotel,

Petaling Jaya. The Minister of Energy, GreenTechnology and Water, Malaysia, YB Dato’Sri Peter Chin Fah Kui was the guest ofhonour. He was accompanied by his wife,YBhg Datin Sri Ruby Chin.

Over 1,130 guests and members attended thedinner. The strong turnout by TEEAMmembers and guests reflected the strongsupport and confidence of the industrytowards TEEAM.

The dinner themed “Green Leads the Way”was chosen as it was in line with ourgovernment’s green initiative. TEEAMPresident, Engr Fu Wing Hoong highlightedthat green initiative is a great effort that willhelp save mother earth and at the same timealso creates business opportunities as it is anew growth area for members to explore.TEEAM encourages members to startbuilding a family culture towards green byusing electricity and water efficiently, usingearth friendly materials and recycle waste.

For energy efficiency improvement, Engr Fuhighlighted that TEEAM encouragescommercial consumers to improve on powerfactor to 0.95 or at least to 0.9 from the currentminimal 0.85 set by TNB. TNB currentlyimposes a penalty on LV industry andcommercial consumers with power factorbelow 0.85.

The President went on to highlight thegovernment’s economic transformationprogramme that is set to transform the nationthrough the twelve national key economyareas which include the E&E sector. TEEAMwould like to see the government puts in more

consideration to build infrastructures andprovide incentive to nurture the local E&ESMEs into big corporations to contribute tonational development.

He called on the government to support theneed for a full fledged electro-technicallaboratory which is a technology superhighway that will facilitate R&D, innovationand invention for Malaysia to leap frog into ahigh tech arena. TEEAM believes with suchtesting facilities, domestic investment in themanufacturing of E&E equipment willincrease to make Malaysia a major exporter.

On the product compliance issue, TEEAMhopes to work with Suruhanjaya Tenaga (ST)to establish a market surveillance frameworkto monitor products in the market to ensurecompliance with standards and regulations.

YB Dato’ Sri Peter Chin highlighted in hiskeynote address that with the increase inelectricity demand, various measures on energyefficiency and power quality improvement willbe implemented. There is a commitment toreduce carbon intensity by 40% in the year 2020

compared to 2005 levels. The government isalso looking into the possibility of nuclearpower generation post 2020 but necessarystudies will be conducted.

The government in moving forward plans toimplement the renewable energy policy andaction plan in 2011 which will see theintroduction of the feed-in-tariff mechanismto spur the utilisation of indigenous renewableenergy resources to contribute towardsenhanced electricity supply security andsustainable socio-economic development.

He urged the building sector to play animportant role in reducing energyconsumption. The Malaysian green buildingindex developed by local professional bodiesprovides the standards that could be adoptedby the building industry for the design andconstruction of green buildings. Theconstruction of sustainable buildingsprovides energy savings, water savings, ahealthier indoor environment and other greenelements.

Earlier, the Dinner Organising Chairman, IrSteven Ng Khoon Hwa highlighted that

today’s world is very concerned about energyconservation which is why we all have to makeefforts not to simply waste energy. Issues likerenewable energy, energy efficiency, greenenergy technology and climate change are tobe taken seriously by everyone.

He took the opportunity to thank all dinnersponsors for their support and generosity. Healso thanked the Dinner OrganisingCommittee and Fund Raising Chairman, MrMichael Oan Cheng Hoe for their commitmentand contribution in making the dinner a greatsuccess.

The highlight of the dinner was thepresentation of appreciation awards to alldinner sponsors. Members and guests wereentertained by singer “Tomato” and her dancetroupe. There were many prizes offered forlucky draws. The grand prizes includedToshiba 42" LCD TV, Toshiba 32" LCD TV,ACER Netbook, Olympus Digital Camera andKDK Smart Ceiling Fan.

On 1st December 2010, TEEAM helda dialogue with the EnergyCommission (Suruhanjaya Tenaga,

ST) at ST’s new office in Putrajaya. Dialogue with Energy Commission

Issues brought to ST’s attention were:

Market SurveillanceTEEAM highlighted that fake (pirated),under-specified (undersized cables & lugs),unapproved (31 controlled items) and false(not performing) electrical products are stillrampant in the Malaysian market. TEEAMhoped that ST can spearhead a marketsurveillance group to monitor andrecommend enforcement by the DomesticTrade, Customs and Police to stamp out thismenace.

ST is receptive to setting up a marketsurveillance group with the participation ofinterested parties to improve the effectivenesson enforcement.

Fake SIRIM Labels & ImitationProducts

TEEAM highlighted raid cases by SIRIMand Domestic Trade on products whichcarry fake SIRIM labels and imitationproducts. ST as the regulatory authorityshould protect the local genuinemanufacturers against such misdemeanorand also to protect the public as safetyaspect is compromised. TEEAM hoped forstrict enforcement by ST againstunscrupulous manufacturers. ST informedthat the Commission is drafting higherpenalty for such offences.

TEEAM appealed to ST to publicise raids andcourt cases so as to educate the public.

Low Loss Fluorescent BallastsTEEAM called for strong enforcement by STon high watt loss ballasts. It is reported thatballasts of more than six watt loss are stillwidely available in the market. Genuinemanufacturers who comply with ST’srequirement had to compete with non-compliance products. ST is aware of the issueand necessary actions are already being taken.

Non-standard CablesThere are many incidents of non-standardundersized wiring cables widely marketedand used. Unscrupulous factories aremaking these for deceitful middlemen whosell them to ignorant end users. TEEAMcalled on ST to issue directive to cable

manufacturers to stop making non-standardcables. ST informed that the Commissionhas met with the Cable Association toenforce ‘embossing SIRIM marks’ on allstandard size cables.

Parallel ImportTEEAM highlighted that there is parallelimport of controlled items which are soldwithout SIRIM labels.

ST reiterated that controlled items soldwithout SIRIM label is an offence. Genuinecontrolled item which are imported and soldlocally must carry SIRIM label. Confiscatedproduct are sent for testing. If they pass thesafety requirement test, the penalty is a finenot exceeding RM5,000 or imprisonment for

a term not exceeding twelve months or both.If these confiscated products failed the safetyrequirement test, the penalty will be a fine notexceeding RM100,000 or imprisonment for aterm not exceeding five years or both.

Hence, members are strongly advised not tobuy or sell such products.

Residual Current Circuit Breakers(RCCB) ApplicationThe various application of RCCB are stipulatedin the Electricity Regulations. The sensitivitywill assist in protection against direct contact.30mA RCCB has not been widely used becauseof the fear of nuisance tripping. It can be usedefficiently if the number of circuits forprotection can be planned.

ST informed that the Commission willdetermine the level of compliance of the usageof RCCB which is commonly accepted by allstakeholders. A national conference onelectrical safety will be organised by ST toinform industry players and the public of thebest practice.

E-Application for Certificate ofApproval (COA)New application and renewal of COA forelectrical and electronic equipment can bedone online in ST website www.st.gov.my/Electricity/Equipment/Application_Procedurefor COA. The processing fee for newapplication is RM 20. Annual fee for singlephase (230V) is RM 200 and three phase(400V) is RM 300. Renewal fee for singlephase is RM 100 and three phase is RM 200.

ST clarified that hardcopy of the application formis not necessary. Scanned original test reportsare acceptable by ST. This is to be in line withthe government’s practice of 1-certificationpolicy and payment can be done online.

TEEAM appealed to ST and hoped it can bebrought up to MOF to waive some fees so asto encourage the entry of business intoMalaysia.

Competency ExaminationTEEAM is of the opinion that the criteria ofacademic qualification to sit for competencyexamination which is minimum Form Five is

too restrictive. The working experience ofthose who had dropped out of school at anearlier age should be recognised. For example,an apprentice who has been doing wiringworks for many years should be given a chanceto upgrade and be recognised.

TEEAM hoped that ST can recognise workingexperience in lieu of education qualificationso that everyone can achieve PM’s aspirationof a high income nation. This can be presentedin the form of a ‘log book’ with record ofworking projects. ST will consider this on acase to case basis.

Scope of Authority of CompetentPersonnelTEEAM highlighted that some TNB officesinsist that wireman and chargeman can onlyendorse drawings up to TPN 60A incoming.For incoming supply of TPN 100A and above,the drawing must be signed by professionalengineer.

Nowadays, TNB standard three phase supplyis 100A instead of 60A. Hence, TEEAMrequested ST to look into allowing competentpersonnel to endorse TPN 100A supply. STagreed to look into the matter.

Feed-in Tariff (FIT) & Photovoltaic(PV) InstallationFIT is a mechanism that allows electricityproduced from Renewable Energy (RE) sourcesto be sold to power utilities at a fixed price fora specific term. For FIT to be implemented,the country needs to have a RE Act to providea framework for the FIT to be operational. FITis still in the finalisation process.

TEEAM highlighted that the ability andprocess to be trained and certified as a PVinstaller is very slow. At present, there areonly 29 companies listed in the MBIPV – PVBusiness Directory. Green Tech is not underthe purview of ST, however ST will highlightTEEAM’s concern at the Ministry’s level. STupdated TEEAM that the government is

planning to set up a new agency called‘Sustainable Energy Development Authority’to spearhead the FIT and take care of greenmatters.

False Product: Energy Saving KitIt was published in the press that theConsumer Claims Tribunal Court on 22ndNovember 2010 ordered SmartSaverTechnology, a company dealing with energysaving products to reimburse civil servant KEeswary, for an ineffective energy saving kit.ST informed that the Commission neverendorses any such device/product. TheCommission will follow up on the case.

Power Factor (PF)TEEAM is proposing that if every consumercan achieve 0.95 power factor, then TNB hasanother 10% of electricity for sale, withoutincurring any additional cost. Thus, TNBshould share this windfall with the consumersby reimbursing consumers who achieve morethan 0.85 PF. ST supports the reimbursementproposal.

Asean Harmonised Electrical andElectronic Equipment RegulatoryRegime (AHEEERR)ST updated that the draft regulation forAHEEERR has been completed and submittedto the Ministry. To implement the MRA, thelaw of each Asean member country needs tobe changed to accommodate mutualacceptance. Some regulations and conformityon the uniformity of the testing requirementhave been adjusted and modified.

New Electricity Supply ActThe Electricity Supply Act 1990 is 20 yearsold. It is due for review as technology hassurpassed the Act. ST informed that the Act isrewritten and now is at the Attorney GeneralOffice for submission to the Minister.The dialogue ended with a tour of ST diamondbuilding and members were very impressed.A sumptuous lunch was later hosted by ST.

TEEAM took the opportunity to highlight toTNB the on-going activities of the associationand current issues faced by the members.Among the issues discussed were as follows:

Local Products and Siji lGunapakaiLocal manufacturers have invested much timeand effort to produce electrical equipment thatmeet and conform to International Standards.Despite that such products are exported,accepted and used overseas, TNB still insistson testings by the utility and getting the ‘SijilGunapakai’ (SGP) prior to TNB’s purchase.

TEEAM appealed for the withdrawal of thispractice which deters our local industry tocarry out further research and innovations.Should there be specific requirements thatTNB feels necessary, TEEAM proposed thatTNB incorporates them into the MalaysianStandards.

Dialogue with TNB DistributionTEEAM hoped thatTNB can accept thecertification issuedby any ConformityAssessment Bodieslisted with the JointSectoral Committeeof the ASEAN EEMRA (MutualR e c o g n i t i o nAgreement). Theobjective of theASEAN EE MRA isto do away with re-testing and re-certification throughmutual acceptanceof test reports andcertification. Allmanufacturers willfind their productscompetitive if therewas in place theconcept of ‘onestandard’, ‘one test’and ‘one approval’.

TNB responded thatwhen a tender iscalled for a productand there are five ormore suppliers withSGP, then it ismandatory for thattender to be openedonly to supplierswho have SGP.However, if the product has less than fivesuppliers with SGP, then the SGP is notmandatory except for cables whereby SGP ismandatory.

He stressed that it is advantageous forsuppliers to get SGP for their products.Products that have SGP will not be subjectedto further testing and instead will have asimpler evaluation process for their technicalcompliance. If a product does not have SGP,TNB may request for all relevant documentssuch as type testing report for the evaluationprocess.

E-application for ElectricitySupplyTEEAM requested TNB for an update on theprogress of e-application for electricity supplyas there were some difficulties faced bymembers.

TNB informed that the e-application waslaunched and presented to TEEAM. Thesystem has gone through many upgradingexercises and TNB is now revising thesoftware to link directly with the ST database.When the system is fully implemented by early2011, all contractors who are licensed by ST

can subscribe to the e-application. Electricitysupply application and submission of G&Hforms will be on-line.

Location of metersTEEAM members from Penang ElectricalMerchants Association (PEMA) disclosed thatthere were some problems with the meteringlocation for their domestic and commercialprojects. A dialogue was held with TNBPenang in August 2010 and thereafter someguidelines were published on the meterlocation as well as connection charges,application for road excavation permits andtypes of fire-fighting equipment. These weredistributed to PEMA members for reference.

TEEAM would like to see updated nationaluniform guidelines from TNB for domesticand commercial customers to be published inthe TNB website.

The metering location is decided by thearchitects and consultants. TNB should dictatethe preferred locations and requirements tothese professionals. Contractors merelyfollow the drawings. TNB highlighted thatin principle, there should be an unobstructedview of the meter.

TEEAM’s proposal that TNB to liaise withthe architects and consultants on the meterslocation is well taken. TNB will write inofficially to stakeholders association on thematter.

Tender PolicyTEEAM seeked clarification on TNB’s tenderpolicy such as special preference forBumiputra on certain tenders.

TNB informed that there is a preference policyon TNB procurement. For works and servicesproject valued below RM 250,000 the projectis reserved for Bumiputra contractors.Whereas for projects above RM 250,000value, they are open tenders.

There is a 5% loading factor added on the non-Bumiputra tender price for the evaluationprocess to select the lowest tender price.

TNB confirmed that the utility normally issuesopen tender ahead, before the special reservedtender for TNB vendors.

Power Factor (PF) ImprovementTEEAM is promoting that if every consumercan achieve at least 0.95 PF, then TNB hasanother 10% of electricity for sale, withoutincurring any additional investment cost.TEEAM hoped that TNB is receptive to thiswin-win idea to perhaps offer some incentivesin the form of discounts to the consumers’ bill.

Issues raised to the Deputy Finance Ministerwere:• The well known “lighting issue” was raised

to the Deputy Minister’s attention. Therestriction on the use of lighting productsfor government projects from only foursuppliers has drawn negative response fromthe industry and has hindered furtherinvestment. TEEAM has been pursuing theissue through many platforms since 2005.The Treasury had finally withdrawn thedirective effectively from 1st May 2010.TEEAM was thankful to the governmentfor listening to the industry’s concern butmembers’ relief was short lived as the issueis now reactivated with a Treasury Circulardated 12th October 2010 (PKP 7/2010) andbackdated to 16th August 2010, now witha panel of six suppliers.

The Deputy Minister informed that therewas no such government policy todetermine the suppliers’ name forgovernment projects. He advised TEEAMto bring the matter up to YAB PrimeMinister.

• The Deputy Minister shared with TEEAMsome information on the Focus GroupMeeting on Green Technology,Environment and Energy. The governmentis giving great focus on these areas which

will create opportunities for TEEAMmembers. Green technology is very muchemphasised by the government to promoteenergy efficiency and building a sustainableeconomy.

• TEEAM raised to the Deputy Minister onthe need to establish a full fledged electro-technical testing laboratory to propel thelocal manufacturing industry. Theproposed testing laboratory comprised highvoltage and high current testing. With theset up of this proposed laboratory, TEEAMbelieves domestic investment in themanufacture of power equipment willincrease to make Malaysia a major exporter.

The Deputy Minister supported TEEAM’sproposal and suggested a task force to workout the details and make a strong proposalto the government.

• TEEAM briefed the Deputy Minister on theproposed Construction Industry Paymentand Adjudication Act (CIPAA). Theproposed CIPAA has been delayed for fouryears. The main issue affecting theconstruction industry has always been theproblem of delay payment as well as non-payment. Alternative dispute resolutionssuch as arbitration and litigation are timeconsuming and are often expensive. HenceCIPAA is formulated by the Ministry of

The Kuala Lumpur Regional Centre forArbitration (KLRCA) had proposed foramendments to the CIPAA Bill to replacethe earlier bill put up by the Ministry ofWorks. The construction industry playersare concerned over the turn of event and hadsubmitted a joint memorandum on theCIPAA to PEMUDAH urging thegovernment to approve the CIPAA in theform as formulated earlier. TEEAM is oneof the signatory parties. The industry playersare of the opinion that the KLRCA’sproposed bill is unacceptable as it does notaddress the fundamental issues which arepresently plaguing the construction industrywhich the bill is intended to resolve.

• TEEAM President, Engr Fu Wing Hoongupdated YB Dato’ Ir Donald Lim thatTEEAM has amended its constitutionrecently and TEEAM wishes to accord theDeputy Minister as an Honorary Fellow ofTEEAM. YB Dato’ Ir Donald Limconfirmed and signed the acceptance letterto be an Honorary Fellow of TEEAM.

The meeting concluded with a note of thanksto the Deputy Minister for his time and forgiving TEEAM the opportunity tohighlighting issues of concern.

The 2010 conference and meeting of theAsean Federation of ElectricalEngineering Contractors (AFEEC) and

the Federation of Asian Pacific ElectricalContractors Associations (FAPECA) werehosted in Philippines by the Society ofPhilippine Electrotechnical Constructors andSuppliers (SPECS). The event was held on24th & 25th November 2010 at Microtel Inn& Suites, Pasay City, Philippines. It was heldin conjunction with the 35th annual nationalconvention and expo of the Institute ofIntegrated Electrical Engineers of thePhilippines, Inc (IIEE).

This annual event drew participation fromnational associations namely Association of

AFEEC/FAPECAConference & Meeting

Indonesian Electrical and MechanicalContractors (AKLI), Hong Kong ElectricalContractors Association (HKECA), KoreaElectrical Contractors Association (KECA),National Electrical and CommunicationsAssociation, Australia (NECA Australia),Taiwan Electrical Contractors Association(TECA), Thai Electrical & MechanicalContractors Association (TEMCA), SPECSand TEEAM.

The conference themed “Green Engineeringin Electrotechnical Construction” was timelyas the world climate becomes steadily warmerand concerns on the impact of global warmingheightens. Hence collective effort is necessaryto build a sustainable future with theincorporations of modern green technologies

which are environment friendly and energysaving.

The 48th AFEEC Council Meeting and 24thFAPECA Executive Board Meeting wereconvened smoothly. Members had theopportunity to exchange views on issuesaffecting the industry, current engineeringpractices and global trends.

Overall it was a fruitful meet to renewfriendship, establish new contacts andexchange information on a broad spectrum.TEEAM delegates wish to record theirappreciation to SPECS for the warm Filipinohospitality.

The next event will be held in Korea inOctober 2011.

The Programme on EnvironmentalManagement for Malaysia –Promotion of Energy Efficiency was

successfully organised for the third time bythe Association for Overseas TechnicalScholarship (AOTS) Japan and TEEAM from21st November to 4th December 2010 atYokohama Kenshu Center (YKC), Yokohama,Japan. TEEAM managed to recruit 22 traineesfor the programme.

Malaysia External Trade DevelopmentCorporation (MATRADE)successfully organised INTRADE

Malaysia 2010 from 9th to 11th November 2010at MATRADE Exhibition & ConventionCentre (MECC), Kuala Lumpur. The eventthemed “One world, One market place” wassupported by Ministry of International Tradeand Industry (MITI). The Minister ofInternational Trade and Industry, YB Dato’ SriMustapa Mohamed officiated the opening ofINTRADE Malaysia 2010.

The exhibition showcased a wide variety ofproducts amd services, and attractedrepresentatives from the trade industry,buyers, suppliers, councilors and industryexperts. Some 500 trade buyers from over60 countries, 400 domestic and internationalexhibitors, five national pavilions and10,000 visitors linked up at INTRADEMalaysia 2010 to explore global tradeopportunities.

Exhibitors’ profile covered electronics andelectrical, food & beverages, furniture &fittings, gifts, souvenirs & jewellery,information & communications technology,machinery & equipment, healthcare,

During the show, some concurrentevents were held, such as KLInternational Trade Forum(KLITF), Incoming BuyingMission (IBM), trade show andFree Trade Agreements (FTA).IBM plays an important role inlinking local SMEs with potentialoverseas buyers and overseasmarkets. MATRADE through its40 offices worldwide matches theneeds of international buyers withMalaysian SME suppliers. Via IBM, SMEsget to meet various trade buyers who haveexpressed interests in their product range.Successful negotiations can lead them toexpand into the global market.

KLITF held on 11th November 2010successfully provided an interactive platformfor business leaders, entrepreneurs andinvestors to gain insights into global businessprospects and opportunities, to network andestablish collaboration towards gaining a

competitive edge in the challenging globalmarket.
